BHP BillitonÆs new rotary iron ore car dumper installation at Finucane Island (Port Hedland) was constructed to increase the total capacity of the port facility from 110 Mtpa to 120 Mtpa and to allow for incremental capacity increases in future. The arrangement of the dumper is similar to other car dumper installations existing on site. To construct the facility, approximately 120 000 m3 of material was excavated in six months, to a total depth of 22 m. The saline water table was nominally 6 m below ground level and the materials excavated varied depending on depth, ranging from sand to mangrove muds. There was a need to retain the sides of the excavation and limit the amount of water from entering the excavated area. This was required to allow excavation to progress and had to be maintained during construction of the permanent concrete and steel facility. The excavation was backfilled progressively as construction progressed. Various retaining wall methods were investigated with the preferred option being sheet piles secured by walers and ground anchors. Detailed electronic models were developed and assessed to complete the final design arrangement. Dewatering bores around the perimeter of the excavation removed the groundwater to intercepted sumps within the site. A strict and methodical program was developed to monitor the integrity of the temporary works and the quality of the groundwater. The works were completed on time despite the following challenges being encountered: availability of resources and equipment, movement of mobile plant on æboggyÆ materials, difficulty driving sheet piles into material at depth, drilling of ground anchors to 32 m, grouting of ground anchors, greater than expected groundwater flows, and the risk of hydrocarbons within the groundwater. The lessons learned from the use of the retention system and, in particular, the associated construction challenges overcome, provide a sound basis for similar work in this buoyant resource market. The conference paper describes the temporary works options investigated, design considerations and processes, construction methodology and challenges encountered, and the monitoring systems developed. Lessons learned are also discussed.

Award of the Design/Build Agreement for construction of Ontario Power Generation’s (OPG’s) Niagara Tunnel Project was made after an intensive 8-month international procurement process. The 14.4-m diameter × 10.4-km long rock tunnel will divert 500 m3/s of water from the Niagara River to the Sir Adam Beck hydroelectric generating complex. The procurement process and Design/Build Agreement included features to address the owner’s requirements regarding risk allocation and cost and schedule certainty, while encouraging innovative ideas from the industry, both technically and commercially. The process included an international expression of interest and prequalification, followed by an invitation for design/build proposals to qualified proponents, and comprehensive proposal evaluations and negotiations with several respondent proponents. An honorarium was provided to the unsuccessful participants in the proposal stage. The resultant negotiated Design/Build Agreement includes Owner’s Mandatory Requirements, negotiated contract terms and conditions, performanceincentive bonuses and liquidated damages for schedule and water delivery performance, a multistaged Geotechnical Baseline Report, joint risk management, references to preexisting community impact agreements and measures to reduce impact on tourism. It also addresses regulatory approvals and permits, an owner controlled insurance policy that required reference to the International Tunneling Insurance Group (ITIG) Code of Practice for Risk Management as a condition of coverage, site specific safety, security and environmental plans, formal team building, a dispute review board, and escrow documentation.

In open pit mine planning and design, push back mine sequencing is widely used for long-term production planning. In push back design, a series of nested pits is generated and then considered as possible push backs with regard to the minimum push back width requirements. These nested pits are produced by parameterizing on one economic parameters like commodity price, mining or processing cost, stripping ratio etc. The most important characterization of these push backs is that the inner most push back has the highest value per ton, the second inner most push back has the second highest value per ton and so on. These nested pits are generated based on the best estimates of grade within a representation of the ore body in a three dimensional matrix form. Therefore, the inherent uncertainty associated with reserve estimation (for our discussion grade uncertainty) is not taken into account when push backs are designed. These methods do not attempt to establish which part of the deposit is likely to be worth most. This paper introduced a new algorithm that incorporates ore grade uncertainty during push back design process. The suggested strategy tries to seek to schedule risky blocks later in the extraction sequence.

This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

"The Cortez SAG mill liner design was recently modified to improve the mill operating energy efficiency. In addition to the expected benefits, the design change unexpectedly played a significant role of verifying the proposed grinding circuit expansion for the Cortez Hills project as well as illustrating current SAG mill bottlenecks. This paper will discuss the evaluation that addressed operator and maintenance observations, historical PLC data, and “crash stop” observations to calculate charge motion, packing between lifters, and slurry transport through grate and pulp lifters. The performance of the new shell and discharge end liner design will also be discussed as well as their role in the possible grinding circuit expansion.INTRODUCTIONCortez Gold Mines commenced operation in 1969 with its Mill #1 rated at a nominal 2,000 tons per day. Mill #1 was a conventional rod mill/ball mill circuit followed by an 8-stage CIP circuit. In the early 1990s the Pipeline deposit was discovered and subsequently Mill #2 was built to process the increased ore volume. Mill #2, commissioned by mid-1997, was a nominal 10,000 tons per day SABC circuit followed by an 8-stage CIL circuit for oxide gold ore. Operating and commissioning details of this plant have been published elsewhere (Powell, 1998). By late 1998, there was not enough ore volume to support both mills so the smaller, higher operating cost Mill #1 was put under its current care-and-maintenance status. A simplified flowsheet of the current mill is shown in Figure 1."

The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several stages—basic (mining), intermediate processing, manufacturing of finished goods and construction. The estimated growth rate for the real GDP of the United States for 2006 was 3.2 percent. The nominal GDP was about $13.2 trillion. The value of minerals mined in the United States in 2006 rose significantly because of increased unit price for some metals—particularly copper, zinc and other base metals. There was also a significant reduction in metals stocks. Infrastructure expansion and manufacturing in China and India have been absorbing a significant portion of world output. Domestic production increased for some industrial mineral materials, mainly cement and construction sand and gravel. Production of crushed stone declined less than 1 percent in 2006 compared

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. Investor confidence can be compromised when one observes large discrepancies between the SAMREC reserves and the mining plan. It is therefore up to the responsible persons to ensure that all contributing factors get taken into account when determining a reserve declaration. Confounding factors could be further aggravated by large oscillations in the commodity price thus resulting in major changes to the mining plan, if the accepted price was either too optimistic or pessimistic. Additional factors that must receive our attention are, uncertainty in geological facies type, mining practices, geology and grade estimation. The paper outlines (in the authors? opinion) some of the important factors that need to be taken into account, in order to ensure proper alignment between the estimates of the life of mine (LOM) reserve grades, and the corresponding actualisation of the mining plan. These parameters provide an historical insight into what actually happens when attempts are made to implement the mining envisaged in the LOM plan. In turn these allow judicious application of discount factors that enable a realistic estimate of SAMREC reserve classification and declaration. Some of the factors that will be covered are: - 1) Flexibility of developed reserves and the ability to maintain this. 2) Mining control mechanisms and their overall efficacy. 3) The ability to extrapolate facies types and its effect on grade control. 4) The ability to control the mining mix and value variation. 5) Finding a happy medium between optimism and pragmatism.

Cortez Gold Mines completed a feasibility study for a new openpit gold mine in north central Nevada. The production schedule calls for a peak in material movement. This schedule is based on current operational efficiencies and equipment parameters observed at the company’s existing openpit operation. To mitigate risks of over/under predicting production, simulation modeling was used to validate the loading and haulage requirements during the peak production period. The advantage of simulation is the ability to provide a realistic model of a mining operation based on scheduled and unscheduled random events during the period under analysis.

A paper was presented by Bateman Minerals and Metals at INFACONX (2004) describing a simplified Computational Fluid Dynamics (CFD) Model for predicting the temperature and velocity distributions in all the fluid zones of a single electrode DC Furnace simultaneously with the temperature distributions in the refractory lining of the vessel. The boundary conditions imposed on the model consisted of the arc current, external surface film coefficients and ambient temperatures. The temperature and velocity distributions in the free-board, slag and metal were solved simultaneously by coupling across the interfaces between the fluids and transportation phenomena developing in the plasma arc. A simplified model was used to describe the ex-change of energy by radiation between the arc and surfaces enclosing the freeboard region. The strengths of this model were reported as being the ability to: ?Solve the different zones and transportation phenomena simultaneously without the need to transfer partial numerical results between different numerical analysis applications. ?Solve velocity and temperature distributions without assumptions regarding internal film coefficients and additional internal temperature boundary conditions. One of the disadvantages of the model was that the energy absorbed by the process was not modelled, resulting in vessel performance predictions under heat loss conditions only. Whilst this allowed potential problem areas such as localized refractory heating to be identified, the model was only capable of predicting how these could be improved by varying the overall geometry and materials of construction. This paper presents improvements in the application software and user defined subroutines of the model as follows: ?Incorporation of surface to gas, gas to gas and gas to surface radiation models to improve the accuracy of radiative heat transfer mechanisms within the freeboard. ?Incorporation of a process energy absorption model based on a theoretical temperature dependant enthalpy curve which incorporates melting, smelting and superheating in selected areas of the bath. This enables the effect of feed distribution and power to feed ratio changes to be estimated. The effects of a commercial arc at full power on the freeboard and slag can now be simulated with increased accuracy.

In South Africa, the Bushveld platinum group metal deposits are unique in that they are the largest platinum group metal deposits in the world. These deposits occur as two distinct stratiform tabular orebodies and strike for many hundreds of kilometres. Mining is extensive, with depths ranging from close-to-surface to 2 000 m. The mining method is a variation of planar open stoping. Pillars are widely used to support the open stopes. Crush pillars are commonly used in this role, where the residual pillar strength provides the required support resistance to stabilize the stoping excavations. This paper describes the direct measurement of stress within these crush pillars, and describes the stress?strain behaviour of these pillars. These findings indicate that the measured pillar failure stress is too high. The implications of these findings are that roof damage and pillar bursting could occur, and some examples of this type of damage are shown. The paper concludes that this problem could be mitigated if the three dimensional pillar geometry were modified and the pillars were cut smaller.

This paper reviews the annual status of the New Zealand mining industry (metallic minerals and coal) including key aspects such as mineral production, mineral exploration expenditure, commodity price trends, key industry players, market activity and other significant commercial factors.   Strong commodity prices during 2006 have been underpinned by a number of key factors including US dollar weakness and emerging market demand, particularly from countries such as China and India. In real terms commodity prices have recovered significantly since 2002 and are currently at 20-year highs.   New Zealand exploration spending on metallic minerals (predominantly gold) is at a 15 year high driven by rising global commodity prices. New Zealand gold production in 2006 was about 340,000 oz and is expected to grow in 2007 as new mines at Frasers and Globe-Progress (Oceania Gold) and Favona (Newmont) come on stream. Gold production broadly lags 10 years behind exploration spending and exploration activity over the last five years remains well below that seen in the early 1980Æs. Expenditure on coal exploration shows a similar trend with strong growth from a low base over the last five years, reaching over $11 M in 2006. Total coal production in 2006 was 5.9 Mt, an increase of 10% on 2005 with imports from Indonesia adding a further $1.1 Mt.   Newmont and Oceana Gold are by far the largest public gold mining companies operating in New Zealand, although only Oceana Gold maintains a presence on the local stock exchange. Other metals explorers with New Zealand projects include a range of public-listed Juniors (market capitalisation less than NZ$50m) domiciled largely in New Zealand, Australia and/or Canada. Capital-raising on public markets directed towards New Zealand exploration is estimated at around NZ$12 M for 2006, the bulk of this coming via Glass EarthÆs NZ$10 M IPO on the NZAX in October.   The New Zealand Coal sector is dominated by the state-owned enterprise Solid Energy with around 80% market share by production. Other domestic coal competition remains limited, and includes the L&M Group, Pike River Coal, Eastern Corporation, and New Vale (acquired by Solid Energy in 2007). Pricing parity comes mainly from imported coal and global thermal coal prices have remained strong during 2006 at around US$45-55/t, driven by continued expansion in Chinese demand. Coking coal prices have eased 16% since 2005 to around US$98/t in 2007.   Although recent increases in exploration spending suggest a renaissance in the New Zealand minerals sector, long-run trends indicate that we have simply rebounded from a low base over the last five years and much work is still to be done to stimulate further growth in the mining industry to maintain minerals production at current levels. Key industry challenges include marketing exploration opportunities to local and overseas investors, building a critical mass of NZX-listed explorers and providing an internationally competitive environment to attract further capital and expertise.

The effect of the Fe3+ lFe2+ redox couple on the chemical and biological dissolution of chalcopyrite was studied. All the tests were carried out in stirred flasks with 100 mL of a ferric/ferrous sulphate solution, in the absence or in the presence of bacteria (iron- or sulphur-oxidizing) and at low (35 DC) and high (68DC) temperature. The initial redox potential was controlled between 300 and 600 m V Ag/ AgCI and silver was used as chemical catalyst. The results showed that the oxidizing action of ferric ion on the chalcopyrite was controlled, in all cases, by nucleation and precipitation of jarosites on unreacted particles. The tendency of Fe3+lFe2+ solutions towards equilibrium favours the activities of both ions to be equal. Consequently, the dissolution rate was faster at relatively low redox potentials (between 400 and 500 mY) than at high values (600 mY). In this sense, the presence of ferrous ion in the system is a key factor to control hydrolysis and precipitation of ferric ion. Unlike jarosite, the elemental sulphur produced during dissolution of chalcopyrite was porous and did not act as a diffusion barrier.

This paper concludes a five year program on research into the use of a portable X ray fluorescence (XRF) analyzer for analyzing lead in air sampling filters from different industrial environments, including mining, manufacturing and recycling. The results from four of these environments have already been reported. The results from two additional metal processes are presented here. At both of these sites, lead was a minor component of the total airborne metals and interferences from other elements were minimal. Nevertheless, only results from the three sites where lead was the most abundant metal were used in the overall calculation of method accuracy. The XRF analyzer was used to interrogate the filters, which were then subjected to acid digestion and analysis by inductively coupled plasma optical emission spectroscopy (ICP OES). The filter samples were collected using different filter holders or "samplers" where the size (diameter), depth and homogeneity of aerosol deposit varied from sampler to sampler. The aerosol collection efficiencies of the samplers were expected to differ, especially for larger particles. The distribution of particles once having entered the sampler was also expected to differ between samplers. Samplers were paired to allow the between sampler variability to be addressed, and, in some cases, internal sampler wall deposits were evaluated and compared to the filter catch. It was found, rather surprisingly, that analysis of the filter deposits (by ICP OES) of all the samplers gave equivalent results. It was also found that deposits on some of the sampler walls, which in some protocols are considered part of the sample, could be significant in comparison to the filter deposit. If it is concluded that wall deposits should be analyzed, then XRF analysis of the filter can only give a minimum estimate of the concentration. Techniques for the statistical analysis of field data were also developed as part of this program and have been reported elsewhere. The results, based on data from the three workplaces where lead was the major element present in the samples, are summarized here. A limit of detection and a limit of quantitation are provided. Analysis of some samples using a second analyzer with a different X ray source technology indicated reasonable agreement for some metals (but this was not evaluated for lead). Provided it is only necessary to analyze the filters, most personal samplers will provide acceptable results when used with portable XRF analysis for lead around applicable limit values.

Stack Sizers are currently screening ferrous and non-ferrous metal ores, mineral sands, silica sand, kaolin clay, feldspar, garnet, phosphate, aluminum dross, potash, coal, tantalum, spodumene, niobium, and other rare earth mineral ores.INTRODUCTIONDerrick engineers have long understood and demonstrated the importance of screen width in coupling both high capacity and high separation efficiency for fine wet sizing applications. As opposed to fine dry sizing, where the length of the screening machine is critical for high separation efficiency, introducing slurry feed to screens in a thin and even layer at minimal velocities across wider screen surfaces allows for high capacities and efficiencies, with maximum screen cloth life. This is due primarily to the combination of free liquid and high frequency vibration of the Derrick motors, which allow fine undersize material to pass through the screen apertures. Lacking either of these factors would be extremely detrimental to the screening process. Without the high frequency vibration of the motor, the screen is essentially a low efficiency sieve bend. Without the free liquid to carry fines through the screen openings, the screen is for all intents and purposes a glorified conveyor or dewatering unit, as little or no sizing takes place once the screen is devoid of free liquid. For optimal screening results, Derrick recommends feeding slurry to a screen at approximately 20% solids by volume. Figure 1 shows the Stack Sizer design concept. Note that a single feed point is used to evenly distribute the flow to the five separate feed points."

The Zhezkazgan copper sulfide ore deposit in Kazakhstan contains both rhenium and the rare osmium isotope "osmium-187" (187Os) in the high isotopic purity of 99.4 ± 0.2%. This isotope is believed to have originated as a result of the disintegration of one of the rhenium isotopes, according to the reaction: 187Re75 ?> 1870576 + B- + v~ (where B is a 13-particle, v~ is a 3-disintegration antineutrino). The distribution of osmium and rhenium in metallurgical byproducts produced during the recovery of copper from these ores has been studied and process flowsheets for the processing of rhenium and osmium-containing byproducts have been developed.

The EU-financed INTREAT Project (Integrated treatment of industrial wastes to¬wards prevention of regional water resources contamination) addresses the environmental pollution associated with solid and liquid wastes/effluents produced by complex sulphide ore mining and metallurgical activities. The results concerning the electrolytic recovery of cop¬per from effluents formed after mixing of streams from Copper Refining, Precious Metals Plant and Electrolyte Regeneration in the Balkan Area will be shown. The waste water is characterized by low pH values and high contents of heavy metals, such as Cu, Ni, Bi, As, Sb. The majority of these waste water flow untreated into the natural water streams and through the network of existing rivers, which end up in the river Danube. The influence of current density and flow rate on the deposition rate, the quality of copper and the process efficiency will be presented. The Joint Water Pollution Control Plant (JWPCP), operated by the Sanitation Districts of Los Angeles County (the Districts), treats wastewater generated by over3 million people and processes wastewater solids generated by over 5 million people. The JWPCP Tunnel and Ocean Outfall Project, if constructed, would be one of the major marine outfall projects in the world. The new tunnel and ocean outfall system would provide relief to the existing outfall and allow inspection, maintenance, and repair of the existing tunnel and outfall system, portions of which were constructed as early as the 1930s. Geologic conditions are challenging along the alignments within the study are a being considered. Conditions include saturated alluvial soils, weak sedimentary rock, mixed face conditions, and squeezing ground conditions. Other significant challenges include the potentials for encountering up to 11 bars of water pressure, crossing seismically active faults, and encountering gassy and contaminated ground conditions. This paper discusses the details of the proposed project and the associated challenges.

In this paper, the authors present a review of data gathering programs and stress analyses for improving mine layout designs at BRL mines located near Paonia, Colorado. BRL and other companies have used both longwall and continuous miner methods for the extraction of the Upper D, Upper B, Lower B and C seams from the multiple-seam reserves in the North Fork Valley. Historic mining in the B and C seams has created stress footprints in the neighboring unmined seams compounded by stress transfer from recent longwall extraction in the Upper D Seam. Thus optimum positioning of workings in the remaining reserves requires careful collection of pertinent data and consideration of load transfer from previous workings through remnant abutment pillars. Based on long-term subsidence monitoring, underground mapping and stress analyses, we have confirmed initial load transfer analyses finding mild interactions between the UD and LB workings, and the mining conditions have proven to be good and manageable during the development stage of the LB Seam. This has been achieved through prudent mine planning, prudent positioning of the gateroads in multiple seam workings and support allocations.

The Rahu and Ascot epithermal Au-Ag prospects are two km north of the Karangahake deposit in the Hauraki Goldfield, and all occur in an approximately 6 km2 north-south elongated magnetic æquietÆ zone. The prospects are hosted by andesitic flows, lithic-crystal tuffs and local sedimentary rocks; local silica sinter occurs at Ascot. These host rocks are intensely altered by quartz, adularia, albite, chlorite, pyrite, illite, interstratified illite-smectite and calcite. Several minerals show zoned distributions, such as widespread adularia that overlies more localised and deeper albite. Illite is the only dioctahedral phyllosilicate in several drill holes, but elsewhere it forms a shallow carapace underlain by interstratified illite-smectite with 50 to 90 percent illite. Veins are common with quartz dominating near the surface and calcite becoming more abundant at depth. Local laumontite-calcite veins also occur. Pseudosecondary and secondary fluid inclusions in quartz and calcite at Rahu and Ascot have homogenisation temperatures (Th) that range from 162¦ to 268¦C and 128¦ to 243¦C, respectively. Most inclusions have trapped dilute fluids with salinities of less than 1.9 weight percent NaCl equivalent, but 20 percent of the inclusions have salinities of 2.0 to 10.5 weight percent NaCl equivalent. Calculated paleowater table elevations suggest that the water table at Rahu occurred at 440 m above sea level (asl). At Ascot, silica sinter formed from discharging geothermal fluids (=100¦C) at the paleosurface at ~135 m asl. However the sinter also contains comb quartz with pseudosecondary inclusions that have a Th average of 229¦C, corresponding to a paleowater table at ~430 m asl during inclusion entrapment. Taken together, these results suggest that the Ascot sinter was buried by approximately 300 m of cover material during a major volcanic or tectonic event, and that subsequent hydrothermal fluids formed veins and alteration at Rahu and deposited comb quartz at Ascot.
