I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

The oil industry has long recognized the need for increasing well productivity. To meet this need, a process is being developed whereby the producing formation permeability is increased by hydraulically fracturing the formation. The "Hydrafrac" process, as it is now being used, consists of two steps: (1) injecting a viscous liquid containing a granular material, such as sand for a propping agent, under high hydraulic pressure to fracture the formation; (2) causing the viscous liquid to change from a high to a low viscosity so that it may be readily displaced from the formation. To date the process has been used in 32 jobs on 23 wells in 7 fields, resulting in a sustained increase in production in 11 wells. INTRODUCTION Need For Process Although explosives, acidizing, and other methods have long been used, there still exists a need for artificial means of improving the productive ability of oil and gas wells, particularly for wells which produce from formations which do not react readily with acids. This paper discusses the development of a hydraulic fracturing process, "Hydrafrac", which shows distinct promise of increasing production rates from wells producing from any type of formation. The method is also considered applicable to gas and water injection wells, wells used for solution mining of salts and, with some modification, to water wells and sulphur wells. Requirements of Process In considering such a possible process, it appeared that certain requirements must be met. Some of these are as follows: A. The hydraulic fluid selected must be sufficiently viscous that it can be injected into the well at pressure high enough to cause fracturing. B. The hydraulic fluid should carry in suspension a propping agent, such as sand, so that once a fracture is formed, it will be prevented from closing off and the fracture created will remain to serve as a flow channel for oil and gas. C. The fluid should be an oily one rather than a water-base fluid, because the latter would be harmful to many formations. D. After the fracture is made, it is essential that the fracturing fluid be thin enough to flow hack out of the well and not stay in place and plug the crack which it has formed. E. Sufficient pump capacity must be available to inject the fluid faster than it will leak away into the porous rock formation. F. In many instances, formation packers must be used to confine the fracture to the desired level, and to obtain the advantages of multiple fracturing. Development of Process As a necessary step in the development of this process, it was deemed advisable to determine if the Hydrafrac fluids were actually fracturing the formation or whether these special fluids were merely leaking away into the surrounding formation. To determine this, a shallow well, 15 feet deep, was drilled into a hard sandstone. Casing was set, the plug drilled, and the well deepened in the conventional manner. A fracturing fluid dyed a bright red was used to break down the formation. Sand mixed with distinctively colored solids was injected into the well with the fracturing fluid to prop open any fracture made in the formation. A simulated gel breaker solution dyed a bright blue was then pumped into the well to determine if the gel breaker would follow the first solution. The results are shown in Figure 1. It was noted that a fracture was formed about the well bore, that the propping agent was transported back into the break, and that the breaker solution did actually follow the fracturing gel out into the fracture. While it is realized that this shallow well test is probably not exactly equivalent to a deep test, the results were interpreted as being a definite indication of what happens down the hole during a Hydrafrac job. Of interest in this connection is an investigation reported by S. T. Yuster and J. C. Calhoun, Jr.' This study, re~orted after the Hydrafrac work was under way, presents some excellent field data supporting the theory of fracturing a formation with hydraulic pressure. METHOD Steps of Hydrafrcu: Process Figure 2 shows a simplified cross-sectional view of a well treated by one version of the process. The first step, formation breakdown, is done with a viscous fluid, usually consisting of an oil such as crude oil or gasoline, to which has been added a bodying agent. Due to availability and price, war-surplus Napalm has been used in the majority of experiments to date. Napalm is the soap which was used in the war to make "jellied gasoline". The next step consists of breaking down the viscosity of the gel by injecting a gel-breaker solution and then after several hours, putting the well back on production. Figure 3 shows diagram-matically, a typical field hookup. The oil or gasoline is unloaded into the 10 bbl. tank shown on the left rear of the truck. This base fluid is picked up by the mixing pump and pumped through the jet mixer, where the granular soap is added. Next it goes into a small mixing tub, from which the high-pressure pump takes suction. The solution is then pumped into the well. "INTRODUCTION The Ward copper deposit was brought to the attention of the Bureau of Mines in September 1943 by John J. Knob, 217 E. Penn Street, Long Beach, N. Y. At that time all Bureau of Mines work on Seward Peninsula was being directed to the exploration of deposits of tin, a metal high on the strategic list. The zinc slag fuming process is used to recover zinc from molten iron-calcium silicate slags by treatment with pulverized coal and air. The rate of zinc fuming is controlled by the complex interaction of several kinetic factors including the rate of entrainment of coal in the slag, the extent of the coal-slag reaction and the rate of ferrous oxide oxidation to ferric oxide. This paper briefly outlines the mechanism of fuming and, on this basis, optimization of process parameters is discussed. Modelling analysis and recent industrial trials at Cominco show that coal entrainment in the slag, bath temperature, and bath depth are critical variables affecting process rate and efficiency. The first step in process optimization is to assess coal bypass of the bath. In general, changes which promote operation at a higher temperature, greater coal entrainment in the slag and extended residence time of the coal in the bath increase fuming performance. Coal entrainment is controlled by injection conditions whereas bath temperature is a function of coal combustion and ferrous oxide oxidation. Residence time of the coal is largely a function of bath depth. The implication of model predictions for continuous fuming is shown.

STUDIES of ground movement and subsidence caused by mining necessarily chiefly deal with causes and effects of making extensive excavations underground with spans beyond the strength of the un- supported or temporarily timbered roof or hanging wall. Perhaps no other phase of engineering is so de- pendent for results upon the assemblage of what may be called "experience data." That this is the case is cot surprising when one considers the number of variables involved in any at- tempted mathematical formula to determine the angle of draw or the angle of permanent slope of the rocks in any particular case. It is not like dealing with construction materials in which, through testing of. small specimens, in conjunction with the tests of large built- up specimens, relative stresses and strains may be deter- mined and formulas closely approximated for still larger constructions.

Biological leaching of low-grade nickel laterite is based on a non-traditional leaching of oxide minerals using heterotrophic micro-organisms. The organisms solubilise metals by excreting organic acids; these acids then form complexes with heavy metals. High salinity of water supplies and soils in the vicinity of nickel laterite ore bodies is a major abiotic stress to fungi and represents a major challenge in the application of bioleaching process in-situ. Salinity exposes fungi cells to Na+ toxicity and osmotic stress. This study examined the salt tolerance development of Aspergillus foetidus based on gradual acclimatization of organism, its salt threshold and the salinity effect on its metabolism. The biological leaching of weathered saprolite ore with the resulting halotolerant organism under saline conditions was assessed. As real-time air quality monitoring becomes more prevalent in US underground mines, it is important to provide the highest data reliability with the fewest possible sensors. Real-time sensors remain costly, and these costs are not exclusively financial; the time required to install, calibrate, and maintain real-time sensors poses a large barrier to widespread implementation. Current atmospheric monitoring systems typically rely on displaying point-specific values. This requires operators to infer real-time airborne contamination distributions. Monitoring and control software utilizing mine ventilation network (MVN) solvers has been implemented in limited cases because of their ability to simulate ventilation systems quickly, but these solvers use a one-dimensional representation of the mine, limiting spatial resolution of estimated distributions. Computational fluid dynamics (CFD) has likewise been considered as a means to improve spatial resolution, but processing times prevent its use as a basis for monitoring and control. For the real-time monitoring of airborne contamination distributions, we propose a spatial interpolation method that can estimate the distribution of airborne contaminants in near-real time. This method provides a middle ground between fast processing times and increased spatial resolution. With the use of a pathfinding algorithm and optimization through absolute percentage error minimization, this method outperforms spatial interpolation with a Euclidean distance. By providing contamination distribution information to operators, this method and its derivatives stand to outperform current atmospheric monitoring systems.

Successful soil construction involves preparation of an adequate base, selection of high quality soil materials, and placement of those materials by means which will establish a continuous macropore network and modest to low soil strength. Where such has been accomplished, experiments reveal row crop productivity on reclaimed land which is very competitive with that on undisturbed land. Inferior productivity and sensitivity to drought stress are experienced where the soils are excessively compacted during construction. Some deep tillage practices have been quite successful in improving the compacted soils, but it is preferable to avoid compaction as the soil materials are handled.

"BHP Billiton carried out a pre-feasibility study on the LanPing zinc deposit to evaluate the possibility to jointly develop the zinc deposit into a large-scale zinc project with their Chinese partner. The unique characteristics of the complex LanPing zinc orebody and ore are 1) smithsonite (ZnCO3) as one of major zinc bearing mineral besides sphalerite, 2) varying and irregular oxidation degree of zinc (0 ~ +90%) in the different zone and depth of the deposit, and 3) varying host gangue from limestone/calcite dominant to quartz dominant, which requires a robust and flexible flotation process to recovery zinc from both sulphide and oxide efficiently.The conventional mineral processing flowsheets have been tested on the LanPing samples taken from the various orebodies by various parties during the past 20 years that includes a sequential flotation flowsheet that was tested in a demonstration plant using the mixed ore. The results of the demonstration plant runs show that the conventional oxide flotation using Na2S and amine collectors could achieve 50 ~ 75% of oxide zinc recovery at very high sulphidiser consumption for the mixed ore but the highly oxidised ore did not satisfactorily respond to the flowsheet in terms of performance consistency and efficiency of oxide zinc recovery, which is very crucial to the overall economics of the project."

Cripple Creek and Victor Gold Mine is an epithermal gold deposit located in the Rocky Mountains of Colorado. Surface operations are continuing along with an expansion for an onsite mill to take place in the next couple of years. The surface pit is currently progressing downward from an oxidized zone into a transitional, more sulfide/ telluride-rich zone. Gold mineralization includes native gold, electrum, and tellurides. Cyanide heap leaching is the recovery process for the oxidized ore with the sulfide/telluride-rich ore to be processed at the new onsite mill. Ore characterization prior to mining is vital when there are two possible recovery processes. This characterization is dependent on geometallurgy. To identify the causes of the variability, multiple parameters are analyzed and assayed. These parameters are measured by a variety of analytical testwork. The analytical testwork provides measurements for the desired parameters. Geometallurgical models are developed for the parameters per recovery process, so estimations can be inserted into the resource model to optimize operations and recoveries.

A flotation process was developed by the Bureau of Mines for separation of carbonate and phosphate minerals occurring in unaltered phosphate ores of the Phosphoria formation. The process involves depression of phosphate minerals with fluosilicic acid and flotation of carbonate minerals with fatty acid emulsions. In individual laboratory tests, selective removal of carbonates was achieved with phosphate recoveries ranging from 60 to 80 pct P205. In continuous-circuit testing, sizing and separate treatment of coarse and fine fractions was necessary to achieve 65-pct P205 recovery. Concentrate grade ranged from 26 to 33 pct P205. The flotation tailings containing primarily carbonate and phosphate minerals is a potential fertilizer material. When reacted with H3P04, concentrated superphosphate containing approximately 40 pct available P205 was obtained.

Although age-hardening in an aluminum-base alloy containing magnesium was observed by Alfred Wilml as early as 1911, it was not until 1919 that a theory of the mechanism of age-hardening was proposed. Merica, Waltenberg and Scott12 studying the age-hardening characteristics of Duralumin at the National Bureau of Standards, came to the conclusion that age-hardening of this alloy is caused by the precipitation of CuAl2, which is less soluble at the aging temperature than at the solution heat-treating temperature. It was postulated that the initially precipitated particles were of fine colloidal dimensions but that they gradually grew in size. Maximum hardness was assumed to be attained when the particles reached a critical size. This theory was at first received skeptically, since it was a widely accepted view at that time that the solid solution state should represent the hardest state of an alloy. Shortly thereafter, Jeffries and Archer proposed their well-known slip interference theory.'13 They suggested that age-hardening was accomplished by the precipitated particles acting as keys interfering with slip along crystallographic glide planes. They showed that this mechanical theory led direct,ly to the assumption that maximum hardening would be produced by particles of a critical size, which they suggested would have a diameter approximately 10 times that of the aluminum atom. This contribution amplified and explained so rationally the age-hardening theory of Merica, Waltenberg and Scott that wide acceptance resulted. Objections to Simple Precipitation Theory From time to time certain experimental facts have been cited against the simple precipitation theory. The first of these was the discovery by Fraenkel4 that, although the electrical resistivity of Duralumin decreased during aging at higher temperatures (from 100' to 250' C.), it increased during aging at ordinary temperatures. IN November, 1932, an investigation of silicosis was undertaken at the Mcintyre Porcupine mine, Schumacher, Ont., after a discussion of the p"roblem with Sir Frederick Banting and his staff. As a result, it was decided to carry on dusting experiments with animals at the mine in a manner that would duplicate as far as possible actual industrial conditions. At that time 50 guinea pigs were placed in the crusher house tunnel of the mill where a considerable quantity of fine dust, containing approximately 35 per cent of free silica, was being constantly produced. These animals lived in this atmosphere for periods up to one year, and, while on autopsy large amounts of dust were found in the lungs, not a single case of silicosis had developed. These negative results suggested, among other things, that the mine gases might be a predisposing factor in the production of silicosis, and the results of this investigation (1) led us to undertake the study of the hydrogen-ion concentration of the condensate of the atmosphere, both in the mine and in various sections of the mill. The CO, combining power of blood serum on a series of 400 miners was also studied at this time. While these results were inconclusive, the variation in the hydrogen-ion concentration of the condensate between the surface and underground atmospheres encouraged us to investigate the effect of neutral, weak acid, and alkaline solutions on the solubility of siliceous materials. Gye and Purdy (2) were the first to point out that the chemical reaction, and not the physical presence of siliceous material, was responsible for the production of the fibrosis in silicosis. This work was investigated by Gardner and Cummings (3), who showed that the tissue reaction to quartz was definitely proportional to the size of the particle. They found that 1-3 micron particles of quartz produced an acute proliferative fibrotic response, while the 10-12 micron particles produced only a foreign-body reaction up to a period of three years. It is accepted that the dangerous silica particles retained by the lung are under 5 microns in diameter.

Non-Intrusive Load Monitoring (NILM) is a method of extracting appliance-level power consumption information from aggregate circuit-level data with the goal of giving users feedback regarding their energy consumption so they can take control of their consumption habits. In this paper, we present a novel algorithm for classification of on and off states of appliances. We compare the performance of our algorithm in on state detection with a pervious paper that evaluated the same dataset and show that it performs up to 13% better. We also present the results of a case study where we collected data for different modes of a cooktop, microwave and dishwasher and used our algorithms to perform power estimation. The error on ten different setups in the test bed ranges from 1% to 32%. We discuss our results and lay out ideas for future work.

In primary copper smelters, the received copper concentrate and other materials contain a certain amount of moisture, ranging from six to 14 per cent. Moisture in wet concentrate has a negative effect on the performance of the smelting furnaces when it is fed directly to the furnaces, namely increasing the energy consumption and the off-gas flow. There are several drying technologies available for drying copper concentrate, varying from direct heated rotary dryers and flash dryers to indirect heated steam dryers. Application of steam dryers has changed the drying process for copper smelters. Produced from a waste heat boiler, steam as heating medium enables plant-wide heat utilisation. Fossil fuel used from outside sources to remove water is no longer required and the combustion chamber is not required. In addition special attention has been paid to overcome the known problems of pollution emissions, excessive wear, clogging and frequent maintenance. The Kumera steam dryer is featured with many advantages based on principal improvements in reducing tube element wear and increasing drying efficiency. Thus, it has been considered as the first choice for those smelters where steam is available.

O objetivo deste trabalho foi estudar as correlações entre o IPM (Índice de Permeabilidade Magnética) das pelotas queimadas, as trincas formadas durante o processamento das pelotas no pelotamento/endurecimento e o FeO de cada amostra. As análises evidenciaram que o tipo de trinca presente na pelota impacta no IPM fazendo diminuir a correlação entre IPM e FeO. O entendimento do fenômeno possibilitou desenvolver uma metodologia para determinação de um parâmetro que pudesse ser correlacionado ao FeO das pelotas de minério de ferro, estendendo sua aplicação ao pellet feed, baseado nas propriedades magnéticas do material. O método consiste em medir a variação da indutância de um solenoide, provocada pela introdução do material que se deseja determinar o parâmetro no núcleo de uma bobina, determinando-se relativamente a permeabilidade magnética das pelotas e pellet feed. Para tal, foi definida uma metodologia nas quais alterações devidas à variação da densidade da amostra, causadas principalmente devido a trincas nas pelotas, sejam mitigadas, garantindo a repetibilidade dos resultados. Assim, foi possível a determinação do FeO das amostras através da medição deste novo parâmetro, de forma mais rápida, fácil e com um custo consideravelmente menor que na química analítica clássica.
