"Income based taxes are significant cost elements to be considered in evaluating investment in new mine development. This paper presents the results of comparative analysis of effective income-based tax rates for mining in the Northwest Territories (NWT), selected Canadian provinces and international jurisdictions. The study was done as background to a review of royalty regulations for the NWT. ObjectiveThis paper presents results of comparative analysis of effective mining royalty1 rates, and combined effective mining royalty and income tax rates on selected mine models for the Northwest Territories (NWT), with those for several other jurisdictions in Canada and abroad which compete with the NWT for mining investment.BackgroundThe February 27, 1995 federal budget directed the Department of Indian Affairs and Northern Development (DIAND) to proceed with a comprehensive review and amendments to northern natural resource management legislation in order “to increase revenues and ensure a fair return to the Crown.” DIAND is responsible for the administration of the Territorial Lands Act, and its regulations.The Territorial Lands Act gives the Governor-in-Council the authority to “… make regulations for the leasing of mining rights in, under or on territorial lands and the payment of royalties therefor,…”. In the NWT, the Canada Mining Regulations (CMR) provide for the disposition of mineral rights for most minerals, other than coal, petroleum and related hydrocarbons, in return for the payment of a royalty to the Crown.As part of this review of the NWT mining royalty regime, several computer mine models were developed and tax regimes in a number of jurisdictions were analyzed. Effective mining royalty rates, and the combined effective mining royalty and income tax rates were compared across the jurisdictions. The results presented in this paper are a part of the background work done in preparing a discussion paper on proposed changes to the NWT mining royalty that is expected to be released for public consultation in the very near future."

Woodlawn Mines began underground operations in 1986. At the time of going underground it was envisaged that there would be no 'contract' payment to the underground employees. This was a relatively unique step to make, especially as most major underground mines in Australia relied heavily on the contract system to motivate their workforce. (Obviously with varying degrees of success.) Woodlawn faced the task of motivating their employees through a multi-skilled system with a great emphasis on leadership and a genuine care for their employees. The 'proof of the pudding' is that Woodlawn has not lost any time over industrial issues since beginning underground operations in 1986. To achieve success in any operation the organisation must not only be advanced in its management principles but also be prepared to be innovative in the way it deals with physical problems, ie ground control, equipment selection and maintenance. Difficult ground conditions at Woodlawn have necessitated the deployment of two Cabolt Jumbos and the construction of cost-effective shotcrete systems. The shotcrete system now being built has been tested in a prototype form and is proving to be a safe and simple way to manage weak, low stress friable ground. Although the ground at Woodlawn has low stress component by virtue of the fact the ore can have a density of 4.5dm3, cable dowelling has become a necessity. The two cable dowel jumbos install high quality reinforced cables. The pressure of 'production' means that these machines must be consistently available for use and the training of maintenance personnel and operators ensures that a maximum of cable dowels can be installed over any given time span. In any modem mine ventilation is a primary concern and the major area of concern comes from the vehicles themselves. In our recent replacement for the standard 'Toro' loader, three engine options were considered. A relative newcomer to underground mining was accepted. The Detroit 60 series (DDEC) engine came with a great reputation and has lived up to this. The engine has an electronic management system that reduces particulates to a hardly visible minimum, provides great amounts of engine power and reduces fuel consumption by approximately 45 per cent. The operational benefits of such an engine are worth sharing through this conference.

Operating large face equipment, such as continuous mining machines, is one of the most basic and most dangerous elements of an underground coal mining operation. The operator usually performs cutting and tramming tasks in a restricted workspace with reduced visibility. During the execution of these tasks, operators often cannot see all of the locations needed to safely operate the continuous mining machine (CM ), which has sometimes resulted in accidents. In an effort to prevent these accidents, researchers at the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, examined the continuous mining machine operator?s current information cues, or visual attention locations, so that risk of injury relative to the task, equipment and workplace environment can be evaluated in the future. The eventual goal is to develop interventions to enhance the information cues, and thereby increase the safety and health of machine operators. This paper details the operator interview process, determination of visual attention locations (VALs) and simulation of various mining scenarios.

Practical experience has shown that at elevated temperatures solutions containing sodium hydroxide may attack stressed steel in a manner that cannot be explained in terms of ordinary corrosion. Because the ductility of the metal has been greatly reduced during the reaction, the entire phenomenon is usually called "embrittlement." Thus, after several years of operation caustic evaporators have been so badly embrittled that rivets could be cracked off with the blow of a hammer. Since fine intergranular cracks are almost always present in the zone of fracture, it has often been assumed that a process of selective corrosion in grain boundaries was responsible for the failure, although this has not been clearly proved experimentally. Concentrations of sodium hydroxide below those necessary for the uniform, rapid attack of the steel surface are reported to be most effective in producing embrittlement2, 3. In the operation of steam boilers a similar type of failure has been found, mainly in riveted seams or other capillary spaces where the solution may concentrate and where high stresses may also exist. It is believed that in such localized areas the dissolved solids may reach a value many times the few hundred parts per million prevalent in the body of the boiler. While this type of boiler failure has been the subject of investigation for a period of 20 years1, an understanding of its mechanism and a rational basis for complete protection have not yet been secured. The Sub-committee on Coal Mining, since its appointment, has been collecting data about subsidences in coal mines in this country, and thinks that almost all of the available data about occurrences of this sort in bituminous mines has been collected. Similar data is being compiled for the anthracite regions, which it is hoped will be ready for the 1927 meeting. As most of the bituminous seams are nearly level, the records obtained give the problem in its simplest form, without complications due to the pitch of the seam. Copies of the questionnaire, Appendix A, were mailed to all of the coal operators' associations, to most of the large operating companies and to many engineers, with the request that any data on the subject be returned to the committee, or that advice of any subsidences known be given: the replies to most of the questionnaires were general, although some specific cases were given. Many of the companies were unable to reply to all questions, as they lacked the necessary data, but in nearly every case where accuratc data was available, it was cheerfully furnished, and any additional information requested was secured. All specific cases of subsidence were followed up by correspondence, and in several cases by personal inspection. Figs. 1 to 31 were made from the information furnished. Table 1 gives measurements of elevations taken in one case at intervals from October, 1913, to May, 1918. With one exception, where the evidence cannot be released on account of a lawsuit, it is believed that the cases submitted with this report include practically all that have happened in bituminous coal mining in this country of which actual measurements were secured. Some of these have been published by Young and Stoek,l and some have been secured from other publications. In collecting these data, the subcommittee had the Engineering Societies Library extend its bibliography to date; this list is given in Appendix B. To assist in the study of the problem, all of the subsidence literature in English was examined for cases in which spccific measurements were given, and the essential data for each case are shown in Appendix C.

The local cumulative distribution function (lcdf) of a selective mine unit (SMU) can be estimated by conditional simulations using the statistics derived from the sample points, generating multiple equally probable scenarios. Conditional simulations permit the evaluation of the lcdf at any support, taking into account the spatial variability, ie the variogram, and the two statistical moments, mean and variance, of the conditioning samples. The SMU ore losses and dilution depend on the mining method and mining equipment selectiveness that, in its turn, depends on the predicted block size. A new approach to predict ore loss and dilution was developed in this study. Monte Carlo simulation is used to randomly generate a grade value derived from the lcdf at the mining stage (Zs_mc(t)) in order to make a decision about the SMU destination, ie processing plant (ORE) or waste dump (WASTE). If Zs_mc(t) is lower or equal to the cut-off (Z_cut-off) the block is ORE and, conversely, if Zs_mc(t) is higher than the cut-off (Z_cut-off) the block is WASTE. Considering these binary destinations ORE/WASTE, at the mining time t, and combining each realisation of the simulated random function Zcs_i (X), there are four possibilities for each SMU simulated value: 1. the block was simulated as ore and is actually ore (OO), 2. the block was simulated as ore and is actually waste (OW),3. the block was simulated as waste and is actually ore (WO), and 4. the block was simulated as waste and is actually waste (WW).The dilution factor is given by possibility 3 (WO), while the ore loss factor is represented by possibility 2 (OW). These results comprise the classical classification and reconciliation plots used in the mining industry. The new procedure proposed in this paper is based on the use of all the equally probable simulations to define the ore loss and dilution factors. An application of this methodology was carried out at Vale's iron mine in Brazil. The grade of silica was simulated and 50 multiple equally probable 3D models were generated. The mean and the standard deviation of the ore tonnage (OO + WO) for the 50 realisations, was 233 Mt and 0.5 Mt, respectively. The mean grade increased for the diluted ore (OO + WO) as well as their respective coefficient of variation (CV). The CV increases from 62 per cent in the undiluted ore (OO), to 101 per cent in the ore, considering the dilution factor (OO + WO). The mean ore loss (OW) was 10 Mt and the waste tonnage dilution (WO) was 9 Mt.

To aid in designing a continuous system for evaluating processes for converting coal to high-Btu gas] the Bureau of Mines determined the amenability of various coals and a char to hydrogasification at 800° C and 6,000 psig using a molybdenum catalyst. A lignite from Rockdale, Tex., an hvCb coal from Rock Springs, Wyo., a char from the low-temperature carbonization of the latter, an hvAb coal from Pittsburgh, Pa., and an anthracite from Luzerne County, Pa., were selected. Highest yields of gaseous hydrocarbons, 94 pet, based on maf feed, were produced from char, and lowest yields, 67 pct, were obtained from lignite. Hydrocarbon gases contained 82 to 92 pct methane, 8 to 15 pct ethane; and 1 to 3 pct propane.

"In refractory gold concentrates, gold is occluded in sulphide minerals preventing efficient cyanide leaching. Hence, roasting is used to oxidize sulphur and organic carbon, the latter being necessary to minimize recovery loss through the preg-robbing effect. In 2009, Outotec commissioned the circulating fluidized bed roaster at Syama gold mine in Mali. Since 2013 Resolute and Outotec have been implementing improvements to the roaster performance with the capacity increasing from 8000 t/month in 2013 to above 13,000 t/month in 2016, while achieving a residual sulphide sulphur and organic carbon contents of below 0.1 wt.% and 0.4 wt.%, respectively. Thus a gold recovery in the CIL of above 90% is attained. In 2016, Outotec audited the Syama roaster. The analysis resulted in the Low Carbon Roaster (LCR) upgrade concept which (i) allows re-processing of calcine dust from the spray cooler and ESP after pelletization and (ii) allows the roasting of a further fine-organic carbon rich feed, i.e. de-slime circuit tailings. The LCR upgrade aims to reduce organic carbon to <0.2 wt.% and increase roaster-leaching gold recovery by >3%. Project development included extensive testwork. The LCR process is expected to become operational during FY 2019.INTRODUCTION Double refractory sulphide ores exhibit the characteristics of gold locked within pyrite grains, in the presence of preg-robbing natural (organic) carbon. Hence, to achieve high recovery during subsequent processing steps, i.e. cyanide leaching, oxidation of sulphide sulphur is required, producing a porous calcine by way of a roasting step. This allows for the gold contained within the pyrite grains to be accessible during cyanide leaching. Furthermore, it is necessary to oxidize the organic carbon. Oxidizing the organic carbon is essential as gold recovery loss occurs as a result of gold-cyanide complexes being adsorbed on organic carbon, this phenomenon is termed as preg-robbing (Miller et al., 2016). The gold absorbed on the organic carbon is lost, reporting to the tailings stream. Hence, the aforementioned oxidation of sulphide sulphur and organic carbon is the process goal. Nonetheless, the latter must occur at a controlled temperature which is concentrate/ ore specific, since the pores of the produced calcine should not sinter, as this makes the gold contained in the calcine less accessible during leaching, leading to gold recovery loss. The tight temperature control requirement is a decisive factor in the choice of a Circulating Fluidized Bed (CFB) as the roasting reactor, due to the excellent mixing characteristics of the CFB which results in temperature homogeneity of (+/-10°C). Roasting of double refractory ores, as described above, can be included in the flowsheet after comminution and grinding, a process termed as whole ore roasting, or by including a flotation circuit termed as concentrate roasting. Roasting the flotation concentrate results in less solid flow, increased sulphide sulphur grade and organic carbon content resulting in a higher heating value and higher gold content. A typical composition of the Syama ore and concentrate is given in Table 1. Ore average values presented correspond to the period 2015, while concentrate values are typical for the flotation performance throughout the period 2012–2015."

Processos metalúrgicos durante soldagem provocam tensões residuais em peças soldadas. Recentemente foi observado um efeito de redistribuição das tensões residuais de soldagem num período de até duas semanas após o termino do processo de soldagem. Existe hipótese nossa que esta redistribuição das tensões está associada a mudança na microestrutura que ocorre no material após do processo de soldagem. Para provar esta hipótese, uma simulação física dos ciclos térmicos do processo de soldagem foi realizada utilizando a simulação física termo-mecânica (GLEEBLE). Através da técnica de microscopia eletrônica de varredura associada a técnica de difração de elétrons retroespalhados (MEV–EBSD) foi observada a variação da misorientação dos grãos e mudanças na microestrutura do material nos primeiros dias após soldagem, acompanhada de redistribuição das tensões residuais.

Additives are commonly used in copper electrowinning to improve cathode morphology. Polysaccharides such as guar are generally favoured as additives due to their compatibility with solvent extraction. Polyacrylamides are, however, being considered as possible alternatives. Understanding the influence of the structural chemistry of additives on electrowinning performance is critical to utilise them efficiently. This paper investigated polyacrylamide additives which are structurally different; their effects on copper electrodeposition were characterized and compared to that of guar. Electrochemical impedance spectroscopy (EIS) were used to characterize the effects of molecular weight and ionic charge of the polyacrylamides on electrodeposition. The findings were compared against results obtained with an industrially used guar product. Equivalent circuit modelling of EIS data indicated that an increase in polyacrylamide concentration and a decrease in additive molecular weight increased the overall system resistance.

An open pit mine design system should have the characteristics of being flexible, versatile, and simple. All of these characteristics are necessary for producing a dynamic mine design. In other words, a design that can be improved, updated, and implemented. Flexibility is an important characteristic due to changing times. For example, the effects of a changing economy, increased knowledge of the mineral deposit, or improvements in mining technology can result in a considerable, if not a complete change in the long range mining plans. Since the short range mining plans are based on the long range mining plans, they will-also be effected. Also, it is very important to validate the information used in the design or the design itself. This means the system should have the flexibility of being able, not only to detect, but to correct errors. Versatility is another important characteristic of a mine design system due to the wide range of situations that may appear. First, a design system must be able to handle both long and short term planning. This is necessary because of the variability in the definition of a time range. Second, a design system must be able to handle different types of deposits. Special emphasis must be placed on this issue, because many deposits, if not the majority, do not fit predefined categories such as bedded, massive, or roll-front, etc . . . Furthermore, the true test of the versatility of a design system is not only the ability to create an ultimate design but also to schedule sequences for this design. Thus, the versatility of being capable to design with a variety of time ranges, variety of deposit types, and scheduling are all important characteristics of the design system.

Metalliferous sediments constitute an important component of the sedimentary veneer that overlies basaltic oceanic crust of the Nazca Plate and elsewhere. Although first collected more than one century ago near the East Pacific Rise during the Challenger Expedition and recognized for their anomalously high content of Fe and Mn, occurring as very fine-grained, yellow-orange, oxides, hydroxides, and oxyhydroxides, it was not until the more detailed studies of Bostrom and Peterson (1966) that their geologic significance and concentrations of other transition metals were fully appreciated. The Nazca Plate is a dynamic lithospheric unit bordered by the Peru-Chile trench and the East Pacific Rise to the east and west, and by the Galapagos Rift and the Chile Rise to the north and south (Fig. 1). Samples employed in this study were taken from piston core recovered from the Nazca Plate (Fig. 2), D. S. D. P. drill core from the northeast Pacific (Dymond and others, 1973), ferromanganese nodules from dredge-haul s at several locations, and from hydrothermal mineral deposits of the Andes. Our efforts have been largely sponsored by the National Science Foundation through its International Decade of Ocean Exploration Pro- gram. The metalliferous fraction of these sediments is widespread, but generally small. Sedimentation is dominated by biogenic silica in the equatorial latitudes, terrigenous debris adjacent to the South American Continent, and by biogenic carbonate elsewhere, except at depths below 3500 m in the central and northwest parts of the Nazca Plate near the East Pacific Rise. Contributions of these distinctive sediment types are shown by the distributions of Si02, A1203, and CaC03 given in Figure 3.

INTRODUCTION The major products of nickel industry in Japan are the electrolytic nickel (E-Ni), the ferro-nickel (Fe-Ni) and the nickel oxide sinter (NOS), totaling in production to 90 - 100 X 103 tons/year in terms of pure nickel content, and sharing approximately 20% for E-Ni, 10% or less for NOS, and the rest for Fe-Ni. The raw materials to be used for these products depend totally upon the imports from abroad; matte, the raw material used in the production of E-Ni, is from Australia and Indonesia; matte for the NOS is from Indonesia and New Caledonia; and garnierite, the raw material for Fe-Ni, is imported in bulk from New Caledonia, Indonesia and the Philippines. This report describes the acquisition of these raw materials, the production processes, trend of supply-demand, problem areas and the measures taken, and so forth, in connection with the nickel industry in Japan. ELECTROLYTIC NICKEL 1. History The nickel industry in Japan began in 1939 by the Sumitomo Metal Mining Co., Ltd. (SMM) with 150 tons E-Ni/month under the blast furnace smelting and the metal anode electrolysis. This was temporarily suspended after the end of last World War II, but resumed in 1952 with garnierite of New Caledonia as a raw material. Since then, the production capacity has been expanded incidentally to the increase of demand. However, since the smelting of garnierite contained about 2% nickel was very costly, the smelting process had been changed to smelt the briquettes of the mixture of garnierite and nickel sulfide concentrate imported from Canada and Australia. In 1975, this smelter was closed, and SMM&apos;s nickel refinery used matte from Western Mining Corp. (WMC) of Australia as a raw material. The refining process had been the metal anode one. The crude nickel oxide derived from roasting the high grade nickel matte had been melted and reduced with coke in the electric furnace and cast into anode. In 1970, a new refinery was constructed to produce 1,000 tons Ni/month under the matte anode process, and further, in 1976, the old refinery was converted into the matte anode process, thus resulting in the total production capacity of 1,690 tons Ni/ month today under the matte anode process. Shimura Kako Co., Ltd. began in 1951 to produce a little of E-Ni, and in 1955, they constructed a shaft furnace smelter with New Caledonian garnierite as a raw material to begin the E-Ni production under the matte anode process. Its monthly production reached 400 tons in 1957, but it discontinued its smeltering in 1963 to convert to the matte import from S. Le Nickel, WMC and INCO. In 1979, it changed the source of matte supply from the above to Soroako of Indonesia, discontinued the E-Ni production in 1979, and arranged for a total toll contract with Sumitomo. Meanwhile, SMM has developed a very distingished process for nickel-cobalt separation and refining by a solvent extraction method from nickel and cobalt mixed sulfide generated as a by-product in the nickel recovering process from laterite under the Nicaro process. Nippon Mining Co., Ltd. (NMC) also developed its own process. The plants under these processes were constructed in 1975, with the monthly production capacity of 230 tons of nickel and 130 tons of cobalt by SMM, and 300 tons of nickel and 110 tons of cobalt by NMC. SMM imports the raw material from the Marinduque Mining and Industrial Corp. of the Philippines, while NMC from Queensland Nickel Pty. Ltd. of Australia. 2. Production Status 2.1 Producers and materials Today, SMM holds the monthly E-Ni production capacity of 1,920 tons, of which 1,690 tons are from the matte anode process, and the remaining 230 tons are from the mixed sulfide as a raw material. NMC also uses the mixed sulfide as a raw material for a production of 300 tons/month. [ ] Most of SMM&apos;s raw material, nickel matte, is imported from WMC of Australia, partly using the Soroako matte from Indonesia. An example of material analysis is given in Table 1. The Bureau of Mines made continuous-circuit beneficiation studies to determine the optimum conditions for concentrating phosphate minerals from the intermediate-and marginal-grade ores of the Phosphoria Formation in southeast Idaho. Intermediate-grade ore was represented by a sample from Georgetown Canyon and marginal-grade ore from the Gay mine near Fort Hall. Two flow-sheets were developed: The first involved roasting, attrition scrubbing, sizing to remove a concentrate, grinding of the oversize, des liming, and flotation; in the other flowsheet roasting was eliminated. Controlled attrition scrubbing was used to remove clay and silt-size quartz particles imbedded in the phosphate pellets without breaking the pellets. The minus 35-plus 200-mesh fraction was removed by sizing as a finished acid-grade concentrate. The plus 35-mesh material was ground in a rodmill to minus 35 mesh and recycled to the attrition scrubber. The minus 200-mesh fraction was des limed at about 800 mesh to remove clay slimes and floated with 3 to 4 pounds of emulsion per ton of feed. The aqueous fatty-acid oil emulsion consisted by weight of 3 parts No.2 diesel oil, 3 parts crude tall oil, and 0.5 part water-soluble petroleum sulfonate.

It hardly needs to be repeated that if coal is to continue as America’s premier source of cheap energy, it is absolutely necessary that the carbon dioxide from its combustion somehow be sequestered. A promising method proposed to accomplish this is the “indirect” carbonation of serpentine in a concentrated magnesium chloride brine. Indirect carbonation could be also applied to precipitate magnesium in lateritic nickel processing: this would not only solve magnesium-control problems in laterite hydrometallurgy, but also reduce its energy requirements and create CO2-sequestration credits. Fifty-five percent of the electricity generated in the United States comes from coal-fired power plants, and American coal reserves can last over 500 years at 1990-level consumption1. Coal is therefore both abundant and cheap: it could (and in fact probably will) continue to be an affordable source of energy, both for producing electricity and as a feedstock for liquid hydrocarbon production by Fischer-Tropsch reactions. As a result, it is important to find a workable method of permanently sequestering CO2.

The mining sector, which has an important place in terms of raw material and energy supply, is referred as a sector with one of the highest fatal accidents in comparison with other sectors. In this century, where occupational health and safety awareness has increased, it is important to review the past accident statistics and to determine the current deficiencies by using the information in the inventory. In this study, the Malmquist total factor productivity index (MPI) has been utilized to investigate the changes in the work accidents occurring in the Western Lignite Corporation (Turkey), where underground and surface production methods are applied, and to determine the measures to be taken. According to the results obtained, both the decrease in production amount and the increase in the number of accidents caused inefficiencies during the period in concern due to the expected 10-year economic life of the mechanized system operating in the underground production panel that came to an end in 2007 and the flooding took place in early 2017. Compared with the underground operations, it has been determined that production can be carried out at the appropriate scale despite the heavy working conditions encountered due to the changing climatic conditions and the progress of production in the surface operations.

The Juneau Gold Belt, centered on Juneau and approximately 120 miles long by 10 miles wide, stretches from Berners Bay on the north to Windham Bay on the south (fig. D-l). Access within the Juneau Gold Belt is provided by the Glacier, Thane, and North Douglas Highways. The Glacier Highway extends northwest from Juneau for approximately 40 miles to Echo Cove, and the other two roads end 5.5 miles southeast and 12.6 miles west from Juneau, respectively. None of these roads connect with other highway systems and access to other areas is restricted to airplanes, the State ferry system, and commercial barge lines. BUREAU ACTIVITIES The majority of lode gold produced in Alaska came from the Juneau Gold Belt portion of the Juneau Mining District. To evaluate the economic potential of the Gold Belt, the Bureau located 173 mines and prospects within the area. A total of 263 ad its and shafts were found and 56,650 feet of underground workings were mapped. The Bureau collected and analyzed 1,557 samples during the study. In addition, considerable detailed geologic map-ping was done in the vicinity of the mines and prospects from which ore control models were developed.

Saganoseki smelter & refinery operated two flash smelting furnaces, producing a combined 330,000 metric tons per year (hereinafter mtpy) of copper. [n 1996, however, it successfully shifted to a single fumace operation while maintaining production at the same level. Since then, the production capacity has been further increased to the present 470,000 mtpy by technological improvements. Also, in order to reduce the converter load which represents a bottleneck in efforts to increase production, the matte grade was gradually increased and currently runs at 65 to 66% attaining the low copper content in the slag (hereinafter slag loss) of 0.7 to 0.8%. This &apos; paper introduces some improvements, recent operation results and thermodynamic analyses.
