"The pace at which mining will occur in Northern regions and Arctic lands will depend on the answers to a number of questions. Who are the local aboriginal participants? What land uses are they pursuing? What are their objectives? What is their understanding of the process of mining development? This paper will focus on the last question, communicating the process of mineral development to local aboriginal communities.IntroductionIn the environmental impact hearings for the BHP-DiaMet diamond mine, the smaller Dene Treaty 8 Nation argued for the settlement of its Land Claims as a pre-condition to development. However, the larger Dene Treaty 11 Nation were prepared to permit the mine to proceed on the basis that their people would receive benefits during the construction and operation of the mine.Wherever mining is the significant basis for tax revenues and economic development expectations may be encouraged beyond the realities of the situation. Izok Lake has been known for several decades as a significant mineral deposit but because of its size and the transportation costs involved, it is now a “frozen” ore body. The extent of its mineralization at current metal prices will not support the mining and processing costs without substantial government support for infrastructure and roads. At the opposite side of Canada, Voisey’s Bay clearly satisfies all technical criteria but, nonetheless, two Inuit groups, the Innu, and Métis, have all made LandClaims relating to the mine area.Contrasting the mineral deposits at Voisey’s Bay and Izok Lake emphasizes that the timing of production is dependent on factors such as the grade and amount of reserves, their market price, location and availability of government support. Nonetheless, it is this author’s thesis that given an economic orebody the next most important factor is good communications. It is his view that Arctic mineral development will occur quickly only where good communication has resulted in the trust and mutual respect necessary to implement the mammoth cultural changes required."

"The experiments were conducted to investigate the influence of various process parameters in rotary degassing of aluminum alloy AS5U3G. Degassing was carried out by use of argon inert gas. The flow rate of the gas was investigated in the range of 12 to 21 L/min., 350 to 500 rpm rotor speed, 6 to 12 minutes degassing time, and 755°C to 780°C melt temperature. Degassing efficiency was evaluated through measuring the density of RPT samples. By optimizing the process parameters, RPT sample density was increased up to 2.73 g/cm3, which guaranties the production of high-quality aluminum castings. Tensile strength and elongation were increased considerably by degassing process. Scanning electron microscopy (SEM) shows small size and well-distributed microporosity. IntroductionOne of the major problems associated with the casting of aluminum alloys is the formation of gas porosity. Aluminum and its alloys are very susceptible to hydrogen absorption. Because solubility is much lower in solid state than liquid state, hydrogen atoms leave their position during solidification and combine together to form hydrogen molecules. These micrometer- scale cavities, called microporosity, cause the reduction of mechanical properties, particularly strength, ductility, fracture toughness, fatigue resistance, pressure tightness, and corrosion resistance (Laslaz, 1991; Jorstad and Rasmussen, 1993; Sigworth and Wang, 1994; Korasani, 1996; Anson and Gruzleski, 1999; Zhang et al., 2000). To avoid these problems and produce good quality castings, it is necessary to remove hydrogen from the melt. Several methods are available for degassing aluminum melt. One of them is a rotary degassing system using inert gas, e.g. Ar or N2. Various thermodynamic and kinetic factors govern the removal of hydrogen from molten aluminum (Anderson, 1987; Sigworth, 1987; Pignault, 1993; King and Reynolds, 1995). These are some parameters that affect degassing efficiency. Some of them are discussed here and some are examined in this project."

"The South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (the SAMREC Code or the Code) sets out minimum standards, recommendations and guidelines for public reporting of exploration results, mineral resources and mineral reserves in South Africa. The Code is being rewritten and updated, with work on-going since 2013. The revision is being undertaken to ensure the Code remains relevant, incorporates developments within the international mining industry and keeps abreast of technology. Some of the changes and their reasons are discussed. INTRODUCTION The South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (the SAMREC Code or the Code) sets out minimum standards, recommendations and guidelines for public reporting of Exploration Results, Mineral Resources and Mineral Rreserves in South Africa. The Code is being rewritten and updated, with work on-going since 2013. The proposed 2016 update is not significantly different from previous versions of the Code. The revision is being undertaken to ensure the Code remains relevant, incorporates developments within the international mining industry and keeps abreast of technology. The Code sets out minimum standards, recommendations and guidelines for public reporting. However, reporting may be unclear, ambiguous, selective, obscure, distorted or unintelligible. Part of the purpose of the update is to provide better guidelines to Competent Persons (CPs) to ensure that the material information is being reported and that reporting is transparent in accordance with the guidelines of the Code. The information provided should, as required by the Code, be adequate to inform the “reader/investor or potential investor to make a reasonable and balanced assessment of the significance of the information”. The Committee for Mineral Reserves International Reporting Standards (CRIRSCO) highlights the importance of the reporting Codes, as provided from a quote from their website (www.crirsco.com): The mining industry is a vital contributor to national and global economies. It is a truly international business that depends on the trust and confidence of investors and other stakeholders for its financial and operational well-being. Unlike many other industries, it is based on depleting mineral assets, the knowledge of which is important prior to the commencement of extraction. It is therefore essential that the industry communicates the risks associated with investment effectively and transparently in order to earn the level of trust necessary to underpin its activities."

Static gravimeters, unastatized and. astatized, are considered to be the most practical for oil exploration. One gravimeter is described using a beam whose moment about a pivotal axis is elastically balanced. Magnetic or electric fields are deemed unsatisfactory for balancing gravitational force because they cannot easily be kept constant. The gravimeter described is capable of detecting a change in altitude of 3 inches and a change in latitude of about 150 feet. V. S.

This circular is the second of a series presenting methods employed in solving the technical problems encountered in the production of sand and gravel. The first paper3 discussed the methods use in prospecting and exploration. This one teals with the problems involved in bringing a raw prospect to the production stage and considers the various methods of development and the Factors affecting that development. Later publications are planned to present and discuss methods of recovery and treatment. The recovery of sand and ravel from natural deposits and their preparation for market involve a progressive sequence of operating steps or processes. Each step or process presents its own peculiar problems which require different angles of mental approach, methods, and tools, but all are more or less dependent on the step or process which precedes or follows.

Data released by the Commerce Department's Bureau of Economic Analysis show continued gradual change in the real GNP's rate of growth in 1984, which has eased from an annual growth rate of 10.1 percent in the first quarter lo 7.1 percent in the second quarter, and then to 2.7 percent in the third quarter. The automobile industry strike in the last half of September had only a small effect, estimated at less than a 0.1 percentage point reduction in the growth rate. Among the components that comprise the GNP, personal consumption and fixed investment grew at lower real rates in the third quarter than in the second quarter, while net exports decreased. Personal consumption expenditures increased $0.4 billion in the third quarter, compared with an increase of $20.1 billion in the second quarter. Nonresidential fixed investment increased $3.9 billion in the third quarter, compared with $9.6 billion in the second quarter. The other component of fixed investment--residential investment--increased from $60.8 billion in the second quarter to $61.2 billion in the third quarter. Real net exports of goods and services decreased $1 1.3 billion in the third quarter, compared with a $3.1 billion decrease in the second quarter. Although exports increased from an annual rate of $144.7 billion to $150.2 billion, imports increased much more, from an annual rate of $1 56.2. billion to $172.8 billion (table 1).

IN most human endeavors a knowledge of the terrain is essential to the effective carrying out of projects, but no line of work is more dependent on maps than theoretical and applied geology. Maps of a kind do exist for all of the area of the United States, but most of them are crude affairs and of little use in engineering, planning, and scientific research. Topographic mapping in the United States was initiated on a national scale by the U. S. Geological Survey and the organizations that were merged in its creation to make base maps for geologists. Their work could not be effectively done then and cannot be effectively done now without maps that accurately delineate the earth's surface. The distribution of the rock masses that contain valuable mineral bodies, or that by their intrusion brought them into existence, is the first step in a study of the mineral resources of the nation. This work requires three-dimensional maps, that is, topographic maps on which the land forms are shown by contours.

The paper describes the technology as it is applied to processes where the back pressure at the point of injection is greater than 50 kPaG. It reviews earlier systems of injection and more recent developments that address concerns for instantaneous control in modern smelters. The new technologies fall into two groups, (1) modified pressure-difference control (sub-divided into simple and complex) and (2) mechanical-feeder-based control. Features of current injection systems include feed splitting in two forms, passive and active, and co-current injection.

By making use of genetic programming, empirical models for metallurgical processes can be evolved that are more cost-effective than models determined by means of classical statistical techniques. These methods explore populations of candidate models assembled from sets of variables, parameters and simple mathematical operators, and do not require explicit specification of model structures. The application of the proposed strategies is illustrated by means of a case study pertaining to the leaching of nickeliferous chromite ores. Modelling of the nickel and cobalt extraction from the ores yielded models of similar accuracy compared to those obtained by non-linear regression and artificial neural networks. However, in the case of the iron extraction from the ores, the genetic programming model was significantly more accurate than both the regression and neutral network models.

?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

A prototype Fire Safety Evaluation System has been developed and is ready to be evaluated by a Peer Consulting Panel and for performing field tests. The system can be used to determine combinations of widely accepted fire safety equipment and under-ground coal mine features that provide a level of safety equivalent to those required by the Code of Federal Regulations-Title 30 for underground coal mines. In this evaluation, equivalent safety performance is gauged in terms of overall level of safety provided rather than by a component by component comparison.

The question, whether the material to be jigged has first been sized, determines the two principal methods of jigging. Jigging preceded by close sizing, generally known as the Continental or German system, involves a more or less elaborate series of screens or trommels, with attendant cost for installation, operation, and repairs. Jigging without sizing, known as the English system, is, according to Munroe,1 a development of the hand-jigging formerly employed in Cornwall . and introduced by English miners to this country." In its simplest form, the method consists in jigging an ore-mixture previously crushed to some maximum size (although, in some cases, even this preliminary is omitted) oil a relatively coarse sieve, and then jigging again on a filler sieve, the material passing through the first sieve and bedding. While many modifications have been necessary to adapt it for use in mills of large capacity, where hand-work was necessarily, replaced by machines, the principle remains the same; the fact that the English system has been successfully employed, both in this country and abroad, is well known; and arguments have been made for its efficiency and applicability in a wider sphere than it has occupied hitherto. II. REVIEW OF PREVIOUS INVESTIGATIONS. The fact that treating a mixture of minerals under jigging conditions increased the amount of mineral saved, or, as Professor Richards aptly terms it, 1 ?the extra jig-catch," has long been known. To account for this fact a number of theories have been proposed. The work of Rittinger2 in this field has, for many years, been a classic in the literature of ore-dressing. For the purposes of my present paper, however, the work of two American investigators, Prof. H. S. Munroe and Prof. R. H. Richards, is chiefly concerned. Professor Munroe has given the results of an elaborate series of experiments,3 and his deductions, based largely oil theoretical grounds, of this work. Known resources of nickel laterites considerably exceed nickel sulfide resources and there is a growing consensus that most new nickel production will be sourced from laterites. The development of nickel laterite projects is very capital intensive due to inherently low grades, inability to concentrate ore prior to processing, complex processing technology and typically large infrastructure requirements. This has resulted in most recently proposed projects being "mega-projects," to achieve economics of scale. However, this may result in unacceptable project risk in many cases. Furthermore, many known laterite resources are not large enough to support a mega-project. This paper describes an alternative model for nickel laterite project development that allows, smaller scale and reduces capital exposure. Introduction Although the equilibrium conditions of the copper-tin alloys have been the subject of a ?great amount of research, the equilibrium diagram is still in doubt. The first systematic investigation of the series was made in 1894 by Le Chatelier, who published a freezing-point curve. In 1895, Roberts-Austen and Stansfield published the complete liquidus and partial solidus curves, which they modified somewhat in 1897. Their liquidus as given in 1897 is essentially that accepted today (Figure 3). Haycock and Neville also published a liquid us curve in 1897. In 1898, William Campbell published a series of micrographs showing the changes in microstructure which accompanied the thermal changes of Stansfield? s diagram. The classic work on the bronze series was published by Heycock and Neville in 1903. Their diagram was based on both thermal and microscopic evidence, and is the first for this series of alloys which can be considered nearly complete. Further, it was the first bronze diagram in which any attempt was made to apply the phase rule in the interpretation of the thermal and microscopic results. That portion of Heycock and Neville's diagram covered by the present work is reproduced in Figure 7.

Video technology coupled with data logging exposure monitors have been used to evaluate worker exposure to different types of contaminants. However, previous application of this technology used a stationary video camera to record the worker?s activity while the worker wore some type of contaminant monitor. These techniques are not applicable to mobile workers in the mining industry because of their need to move around the operation while performing their duties and tasks. The Helmet-CAM is a recently developed exposure assessment tool that integrates a person-wearable video recorder with a data logging dust monitor that are worn by a miner in a backpack, safety belt, or safety vest to identify areas or job tasks of elevated exposure. After a miner performs his or her job while wearing the unit, the video and dust exposure data files are downloaded to a computer and then merged together through a NIOSH-developed computer software program called EVADE (Enhanced Video Analysis of Dust Exposure). By providing synchronized playback of the merged video footage and dust exposure data, the EVADE software allows for the assessment and identification of key work areas and processes, as well as work tasks that significantly impact a worker?s personal respirable dust exposure. The Helmet-CAM technology has been tested at a number of metal/nonmetal mining operations and has proven to be a very valuable assessment tool. Mining companies wishing to use this technique can purchase a commercially available video camera and an instantaneous dust monitor to obtain the necessary data, and the NIOSH-developed EVADE software will be available for download at no cost on the NIOSH website.
