This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977, that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

Lateral displacement in the immediate roof beam at the Waste Isolation Pilot Plant (WIPP) is a significant factor in assessment of excavation performance for the design of ground control systems. Information on roof beam lateral displacement, expansion, fracture formation, as well as excavation convergence, is gathered using a variety of manually and remotely read instruments. Visual observations are also used when possible. This paper describes the methods used to measure lateral displacement, or offset, at the WIPP. Offset magnitudes are determined by the degree of occlusion in drillholes that intersect the offset plane. The Borehole Lateral Displacement Sensor (BLDS) was developed for installation at WIPP to monitor offset at a high degree of accuracy at a short reading frequency. Offset measurements have historically been obtained by visual estimation of borehole occlusion. Use of the BLDS will enable relationships between time dependent roof beam lateral displacement and expansion to be established in much shorter periods than is possible using visual observations. The instrument will also allow remote monitoring of roof beam displacement in areas where visual estimations are not possible. Continued monitoring of roof beam displacement, convergence, and expansion, is integral to timely and pertinent assessments of WIPP excavation performance.

Models made by encasing strain-gage networks in epoxy are described and evaluated. With this technique relatively complex models can be constructed in which any number of gages can be located and alined precisely. Although the gages are an integral part of the model matrix, they create no important mechanical or thermal stresses. Model construction techniques and experimental data proved reproducible and reliable. In addition, the sGlution obtained with these models to the problem of the state of stress around a circular hole in a plate subject to a plane stress condition was in agreement with theoretical, photoelastic, and finite-element solutions.

The importance of the minerals industry to any economy is clearly demonstrable. Its raw materials and products are the foundation of modem society and they have shaped the history of mankind from prehistoric times to the space age of today. However, those in the minerals industry have clearly failed to impress this fact on the consciousness of the public, bureaucrats and politicians. They have also failed to engage their dedicated opponents in a constructive debate. This is mainly because the minerals industry has been unwilling (until recently) to deal with the "soft" issues of civil society, nor understand and operate on a more emotional level. Technical professionals (as well as managers) in the future must be as comfortable in handling community concerns over social, environmental or landowner issues, as they are with logging complex drill core, designing blast patterns and separating one mineral from another. They must become caring, effective communicators and mediators. These are the new skills of a professional in the Third Millennium. These issues are outlined and discussed with some Australian data used to illustrate the point. If there is to be a future for all, then the policy makers within all levels of government (national, regional or local) must not drive essential mineral development offshore. They must address ways to support wealth creation mechanisms, particularly innovation. The minerals industry is a powerful wealth creator for ordinary citizens and an innovator. Politicians and their advisers must not .be allowed to forget this fact. If the ANZAC minerals industries do not win the emotional debate and successfully deal with the "soft" issues as well as they deal with the technical issues, there can be only a dim future ahead.

A case study of longwall mining surface subsidence was performed at a mine in Southwestern Pennsylvania. The mine operated in the Pittsburgh coal seam which averaged 70-72 inches with 6-8 inches draw slate in the longwall location. The average overburden depth ranged from 625 8eet to 660 feet. Three adjacent longwall panels were studied and classified as Panel 1, Panel 2, and Panel 3. The following is information on each and can be seen on the General Mine Map (Fig. 1).

Reconnaissance studies of beach deposits along approximately 220 miles of the shoreline of Bristol Bay, Alaska, were made to determine if more detailed investigations were warranted. In addition to preliminary mapping of the deposits, samples were obtained from auger borings spaced at 1-mile intervals in key areas; shovel samples were collected to supplement the borings. Most samples were roughly concentrated in the field; magnetic separation tests, petrographic analyses, and determinations for radiometric equivalent uranium, gold, platinum, iron, and titanium were made in the Bureau of Mines laboratory at Juneau, Alaska. Spot samples from some beaches along the shores of the Alaska Peninsula indicate small deposits containing up to 10 percent recoverable titaniferous magnetite; some larger deposits were indicated to contain from 1 to 2 percent total heavy metal, principally as titaniferous magnetite. Significant amounts of other commercial minerals were not detected.

The expansion of the West Point wastewater treatment plant located in Seattle, Washington, will require a permanent tieback retaining wall to enlarge the plant site for the new treatment plant facili­ties. The retaining wall will extend approximately 3,000 feet along the property boundary between the treatment plant and the neighboring Discovery Park. Wall heights will range from 35 to as high as 65 feet. The purpose of the retaining wall is to provide a more uniform grade on the plant site and to resist lateral pressures exerted by the upslope, unstable hillside. During preliminary design of the retaining wall, various wall systems were evaluated based on assumed subsurface soil conditions. Results of preliminary studies indicated that expected subsurface conditions and wall heights made a permanent tieback retaining wall feasible. However, uncertain loads on the wall and the capacity of anchors in the native soils were significant. As a result, a detailed geotechnical program was conducted. The scope of the program included conventional drilling, sampling, analyses, and a field test program to determine site-specific anchor capacities. This paper describes the anchor test program and results.

The earliest authenticated scientific report of the occurrence of platinum in rocks from the Bushveld Complex appears to be by William Bettel on 10 November 1906. Thereafter, prospecting of the chromite-rich rocks for platinum proved frustrating. I suggest that the resurgence of interest shown by Dr Hans Merensky in 1924 resulted from his realization that newly panned platinum had a different grain size from that in the chromite layers and indicated a different source rock, which he located, and it became known as the Merensky Reef.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center (PRC), has conducted research to improve electrical fault detection on coal mine direct current (dc) trolley systems. Present circuit breaker protection systems are current-magnitude-based and cannot discern between normal traffic and high resistance electrical faults. Tests were conducted at cooperating mines to assist in developing a neural-network-based detection algorithm for distinguishing between electrical faults and normal operation. The Fast Fourier Transform of the trolley rectifier current signature served as baseline data for the neural network. During field tests, the algorithm performed with greater than 90% accuracy.

Polyacrylamide flocculating agent has been used in the Leaching Division 'of the Risdon Works of the Electrolytic Zinc Company of Australasia Limited since October, 1960. The number of thickeners in the continuous thickening stage was thereby reduced from eight to three. There has been an increase of 25 per cent in throughput and a reduction of solids in thickener over-flow from 3-4 g/l. solids to 0·5 g Ir. solids. Reagent addition has been at the rate of 0·25 lb Separan NP10 per ton solids.Additionally there has been a gain of 3 per cent in current efficiency as the direct result of the addition of Separan NP10 to purified cadmium sulphate solution priOl; to electrolysis for cadmium metal. A smoother deposit has resulted and it has been possible to increase deposition time between strippings from 47 to 71 hr. However, there has been a slight increase in the lead content of the cadmium metal produced.The use of Separan NP10 to settle copper bearing residue in a batch process stage has resulted in a five-fold increase in settlement rate and a reduction in purification cycle time.INTRODUCTIONThe Electrolytic Zinc Company of Australasia Limited, Risdon, Tasmania, produces zinc by electrolysis of purified zinc sulphate solution, the raw material being zinc sulphide concentrate. In the Risdon process (Van Arsdale, 1953; J ohnstone, 1953; Ross, 1949) the compound zinc ferrite (ZnO.Fe203) is formed during the concentrate roasting stage. When the roasted material is leached in dilute sulphuric acid the zinc ferrite is not attacked, and it remains as part of the insoluble leach residue, of which it may form as much as two-thirds of the whole. The electrowinning (EW) circuit involves using DC current in the electro-deposition of metal ions dissolved in an electrolyte solution. This paper reviews a method to generate an electrical model of an EW circuit and the resulting DC current flow and voltage distribution within the circuit. Topics include: calculations of electrolyte conductivity and the equivalent electrical resistance of the electrolyte within the electrolyte pipelines connected to the EW circuit; the breakdown and classification of the EW cell voltage into thermodynamic and ohmic potentials; methods to calculate current flow and voltage distribution throughout the EW circuit; and the development of an interactive visual computer model to simulate an actual EW circuit. Stray current can pose an electrical shock hazard to employees in electrolytic tankhouses. Increased awareness and understanding of the voltage distribution and potential stray current in an EW circuit can help mitigate the risk of tankhouse workers becoming exposed to electrical shock hazards. INTRODUCTION Copper electrowinning tankhouses include rectifiers that deliver large amount of DC current to a series of electrolytic cells consisting of electrolyte solution and electrode pairs. The design also includes metallic conductors in the circuit which include the rectifier’s positive and negative busbar, inter-cell busbar, and the anode and cathode frames. The electrolyte acts as an electrical conductor that transfers current via ions between the anodic and cathodic electrodes within the cell. Electrolyte, as a conductor, is also capable of conducting DC current outside the main EW circuit through the connected electrolyte feed and return pipe systems. DC current that follows a path other than the intended path through the series of electrolytic cells is referred to as “stray current”. Developing an electrical model enhances understanding of voltage distribution and current flow in an EW circuit. This paper discusses the derivation of the various representative components of the model as well as the output from the model. An interactive visual computer simulation incorporates the model output in order to aid in the understanding of voltage distribution and current flow throughout the EW circuit.

Tracey Khanna, Assistant Editor of UK?s Mining Magazine discusses some of the new and important environmental challenges, physical and social, that are facing mining companies. The tide of public opinion has turned strongly against those companies which are unable to show that they are practising responsible environmental stewardship. This is, no doubt, in part due to the recent focus of the international media on environmental issues and constantly improving means of communications, which has brought the whole subject of mining and the environment to those who, in the past, had only a limited awareness of the industry. Mining companies today face new and important challenges with regard to the environment, both physical and social. New technology and a greater understanding of waste management techniques has helped to bring about improved handling and disposal of mines wastes, so reducing some of the impacts. However, improved technology has also brought about the economic viability of exploiting increasingly lower-grade ore from open pits, resulting in a greater visual impact.

The mesothermal quartz-scheelite lodes of the Wakamarina valley are one of twelve known mined or prospected gold-bearing areas in the Marlborough Schist. Recorded production was 556 kg gold, a little silver, and c. 390 t scheelite. 134 m of the 1800 m long Golden Bar reef are accessible in the No 2 level of the Golden Bar mine. The reef is a typical multi-banded mesothermal vein, mostly c. 1.75 m wide, enclosing narrow horses of schist country rock. Scheelite is sparsely distributed, and is more common in small veinlets in the hanging wall schist. The country rocks are textural zone I-1m schists of prehnite-pumpellyite to pumpellyite-actinolite metamorphic facies. Their geochemistry suggests they are part of the Caples Terrane, and of calc-alkaline volcanogenic arc origin. The associated Wakamarina Quartzite is strongly recumbent folded, and of the same metamorphic grade, with abundant pumpellyite, stilpnomelane, and garnet, presumably spessartine. Although it has geochemical signatures of a deep sea sediment, it is depleted in Cr and Cu, and greatly enhanced in K and Ti, when compared with a standard chert. It also has trace element characteristics of a calc-alkaline arc-related sediment. However, associated greenschist has MORB-like incompatible element chemistry. The Golden Bar reef lies within a steeply dipping, normal to transtensional dip-slip fault adjacent to a shallow-dipping mylonite shear zone, which, at least on the footwall side, is 040 m wide. The shear foliation has been severely dragged down to nearly parallel the Golden Bar reef within 1 m of the quartz lode. Preliminary structural analysis suggests that the shear zone is extensional. X-ray diffraction analyses of the wall rocks show a progressive depletion of amphibole, stilpnomelane, and pumpellyite towards the reef, and enhanced illite/muscovite and Kfeldspar adjacent to the lode, along with possible graphitic carbon within 10m. Two zones of intense quartz veining occur, one adjacent to the hanging wall for 12 m and one from 40 m outwards. Quartz vein systems in the country rock are complex and span from pre-schistosity to post-mylonite. They include multiple generations of quartz, actinolite, stilpnomelane, pumpellyite, albite, adularia, chlorites, illite/muscovite, calcite, and scheelite. Metal analyses across the Golden Bar reef showed gold values of 0.13.1 ppm, and low tungsten values, consistent with the observed sporadic scheelite occurrences. As and Sb are at background levels, but enhanced Cr (150 - 430 ppm) relative to the schists (30 - 41 ppm) suggests that the source hydrothermal fluids passed through and leached mafic to ultramafic rocks.

Our industry is in trouble. Real trouble. It has never been an easy, secure business. But to-day it is engulfed in revolutionary currents. No longer can there be reliance upon the checks and balances of market forces. Supply and demand largely dictated the economics of business enterprise in simpler days. To-day politics, in particular nationalism become increasingly dominant. And as governments expand and put out tentacles of interference in the direction of the mining industry, far too little understanding is evidenced as to how that industry works. Then there is something which is relatively new -stagflation. As the prices of minerals falls, the capital investment required for new extractive facilities soars at rates which far outdistance those which are cited by governments to indicate the magnitude of inflation. To illustrate; 1) In 1971 it was calculated that $355 million would be required to bring the Cuajone property in Peru into production. Five years later that stage was reached at a cost of $680 million. 2) With the Caridad mine in Mexico, estimated capital investment doubled between 1971 and 1976. 3) The requirements calculated for Cerro Colorado in Panama have risen in two years from $560 to $800. 4) The budget of $240 million for Sar Chesmeh in Iran in 1971 had become $500 million by 1976.

Instability in rockpasses at deep levels often initiates as a result of stress induced fracturing of the rock on the walls of the pass. This may then progress to a stage at which the geological structure of the rock mass becomes dominant and permits large joint-defined blocks and slabs to become unstable. In this paper, a technique is described in which jointing parameters and their variabilities?orientations, spacings and lengths?are taken into account in estimating the extent of failure that may develop around a typical unsupported deep level gold mine rockpass. The results of this prediction are compared with the results obtained from a review of pass performance in the gold mining industry.

A cover with capillary barrier effects (CCBE) is being constructed on the AA Leach Pad at the Barrick Goldstrike Mine site near Carlin, Nevada. The purpose of the cover is to eliminate/minimize infiltration of meteoric waters into the leach pad. Laboratory and numerical analyses indicate that Carlin Formation siltstone (TCS), a locally available material, has the necessary hydrologic characteristics when placed on the leach pad to act as a CCBE. A pilot study has been conducted on a small-scale test cover placed on the AA Leach Pad to examine the cover performance under irrigated conditions. The preliminary test results demonstrate that the designed cover is capable of preventing meteoric water infiltration.

"The close vicinity of mining companies to other sites that are used for commercial and residential purposes or to areas under conservation as well as the fact that the people become more and more sensitive to emissions have led to a negative attitude towards mining operations in the neighborhood. It is above all the use of drilling and blasting techniques that give rise to objections, in the course of which demands for more environmentally-friendly production methods have been voiced. It is in this context that production methods without the use of explosives are considered as an option. After all, the use of such production methods is the only alternative for some quarry operators. The question is what are the true benefits of these techniques and what is the relation between a possible improvement of the environmental effects on the one hand and the technological potential as well as the costs on the other. It is intended to assess the mining techniques for solid rock in their entirety. This paper will therefore look at the aspects for assessing mining techniques in the context of their environmental impact and the costs."

On March 18, 1964, the 52,000 dwt ore carrier M/S Houn Maru called at the port of Coquimbo, Chile, on its maiden voyage to take iron ore to Japan. This marked the first time a vessel of this size ever arrived at Coquimbo, and the event promises to drastically accelerate henceforth iron ore exports from Coquimbo province. This was made possible by the use of a versatile shiploading system recently installed by Cia. Minera Santa Fe. Coquimbo has no mechanized loading facilities other than six conventional 5-ton cargo cranes. Limited space on shore further complicates the stocking problems. To make the best of what is available, a meticulously organized semi-hand-loading system has been developed through the years.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. This bulletin deals with a topic that is exceedingly wide, and will doubtl~ be under consideration and discussion so long as there are enough known deposits of oil and gas remaining in the earth to make their revelopment profitable. The Bureau of Mines has repeatedly called attention to the importance of protecting oil or gas sands from the encroachment of water, and the purpose of this paper is to summarize existing knowledge of methods and devices. Water may gain access to an oil-bearing formation from several sources-from water sands above or below those. containing the oil, or by encroaching through the oil sands as the oil is withdrawn. In short, it may enter a well from the "top, bottom, or side." Such ingress of water is a most serious detriment to the recovery of oil from the ground. As the art of drilling and developing oil properties has progressed, increasing thought, labor, and money have been expended on various methods, devices, and equipment for arresting the migration of water from its normal subsurface position into the porous strata containing valuable oil or gas accumulations. At an early stage in the oil-field development of California, it became evident that considerable modification of accepted drilling practices was necessary in order to meet the conditions imposed by the poorly consolidated shale, clay, sand, and bowlder beds penetrated, as well as the hard layers of sandstone and calcareous shale, which vary greatly in thickness, hardness, and frequency. These hard streaks are commonly called " shell," and are so reported in the well logs. As deeper and deeper territory was prospected, drillers from the older fields of the Ea,st, as well as from Texas and Louisiana fields, took part in the operations. Xhe practice evolved was thus based on the wide experience of a most cosmopolitan group of men who, considered as a group, were not hampered by being limited to the knowledge of the practice at any one locality.
