The development of a post-mining economy is generally framed as accessible and desirable and something that mining companies, consultants, and the government can, and should, plan for. It is indeed possible. Yet, most mining regions, other than the big metropolitan municipalities, find economic diversification after mining challenging, despite their grand plans, consultant reports, and company intentions. Their efforts blind them to other ideas that are often prerequisites to diversification. This paper highlights some economic and social misconceptions about economic diversification and explains where planning goes wrong. Mistakes typically stem from ignorance and misunderstandings. Planners and policy makers fail to grasp the essential requirements for economic diversification. They underestimate the structural constraints created by mining. They do not see how mine rehabilitation is linked to economic diversification. They generally do not understand the South African space economy or the nature of new economies. The paper also proposes a more careful consideration of those economic aspects that mining cities have control over, such as land use management and infrastructure. The paper further explains how understanding long-term dependencies can help prevent governance failures. The social disruption that accompanies mine decline and closure must be recognised and dealt with. The mines must plan for decline as a way to resuscitate the economy. It concludes with a framework for assessing and developing a post-mining economy.

The Bureau of Mines has estimated helium resources of the United States at 727 billion cubic feet as of January 1, 1979. These resources are divided into four categories in decreasing degrees of assurance of their existence: (1) Helium in storage and in measured natural gas reserves, 185 billion cubic feet; (2) helium in indicated natural gas resources, 150 billion cubic feet; (3) helium In hypothetical natural gas resources, 186 billion cubic feet; and (4) helium in speculative natural gas resources that makes up the remaining 206 billion cubic feet. The identified helium reserves, which are made up of that in measured and indicated natural gas categories, are further divided into depleting, non- depleting, and stored classifications. The depleting resources are those that are associated with natural gasfields that are, or will be, produced for the natural gas they contain. All of the helium in undiscovered natural gas resources are included in this classification. These depleting resources comprise 600 billion cubic feet of the total resource base. The nondepleting helium resources are estimted tototal 88 billion cubic feet. There is 39 billion cubic feet of helium in storage in Cliffside gasfield near Amarillo, Tex.

Modern advances have led to sweep and multibeam bathymetric surveying techniques that yield three-dimensional images of the sea floor and have also produced high-powered personal computers with which to control the data and analyse the results. At Sydney, in Nova Scotia, the topography of the sea floor over the longwall workings was observed before and after mining with a precision echo-sounder in 1987-89, with sweep bathymetry in 1993 and with multibeam bathymetry in 1994-95. The results of the latter programme produced what was probably the first observation of a complete three-dimensional subsidence trough over a longwall panel 2 500 m x 168 m. The subsidence has been quantified to a sufficient degree of accuracy to allow simple trend analysis, which has shown that the pattern and shape of movements are similar to those found elsewhere but with significantly smaller maximum subsidence. Em sistemas cerâmicos policristalinos as homojunções e heterojunções podem apresentar comportamento elétrico desde completamente ôhmico até com elevada característica retificadora, que no limite é a base do comportamento varistor, o qual é o dispositivo de proteção de sistemas e equipamentos eletro-eletrônicos contra sobretensões mais utilizado. Os óxidos de zinco (ZnO) e de estanho (SnO2) são, individualmente, base dos varistores com melhores comportamentos elétricos. Este trabalho, com base nas caracterizações estruturais por técnicas de microscopia eletrônica de varredura e análises termodilatométricas, e na caracterização elétrica e dielétrica, avalia as propriedades varistoras de cerâmicas à base do sistema misto ZnO-SnO2. Verifica-se a formação de um sistema polifásico apresentando homojunções e heterojunções com diferentes características morfológicas e graus de densificação, exibindo ainda comportamento eletrotérmico com predomínio de características varistoras em função da dopagem da matriz mista ZnO-SnO2. Os resultados obtidos evidenciam a tendência da formação de espinélio (Zn2SnO4) em presença de grãos de SnO2 e do estabelecimento de comportamento varistor (coeficiente de não-linearidade > 10), que pode ser aperfeiçoado por dopagem adicional e por tratamentos térmicos, principalmente quanto à redução da corrente de fuga e da ampliação e estabilização da região não-linear da curva tensão x corrente elétrica.

Large scale fluid extraction from the Latrobe Group in the Gippsland Basin is occurring as a result of offshore petroleum production and coal mine dewatering in the Latrobe Valley. Groundwater extraction in the Latrobe Valley exceeds recharge and is causing an expanding area of declining hydraulic head in the Latrobe Group, and regional land subsidence which is well documented. Recently the government water sector completed the installation of a network of Latrobe Group monitoring bores in the remainder of the onshore part of the Gippsland Basin. The bores situated along the coastal area show a steady decline in hydraulic head of about 1 m/year which can be attributed mainly to petroleum production.

"This report presents the results of a laboratory study undertaken to evaluate ground granulated blast-furnace slag from Algoma Steel Corporation, as a replacement for Portland cement in cemented mine backfill. The evaluation was based on the results of compressive strength tests performed on cylinders cast from mixtures made with a granulated blast-furnace slag and tailings from four different mines in the Sudbury basin. Various percent¬ages of slags and various binder to tailings ratios were used.Tests results show that, in terms of compressive strength, the slag performs as well or better than Portland cement as the binding agent in cemented mine backfill. Lime was found to be a poten¬tially good activator for ground granulated slag in mine backfill applications.A field test was conducted at one of the mines, consisting of placing a mixture of 95.5% ground granulated slag and 0.5% lime into a stope, and inspecting the floor slab as it hardened. The slag performed as expected, considering the backfill mixture proportions used and the preparation of the test site."

Engineering and economic evaluations were performed by the Bureau of Mines on 14 Frasch sulfur, 1 native sulfur, and 21 metal sulfide operations in 11 market economy countries. The evaluation included discounted-cash-flow rate-of-return economic analyses at 15 pct to determine the average total cost of production of these two commodities and the potential availability of elemental sulfur (8) and pyrite concentrate. The Bureau evaluated the potential availability of elemental sulfur and pyrite concentrate. Approximately 279 million metric tons (Mmt) of pyrite concentrate at 46 pct 8 is potentially recoverable from 422 Mmt of in situ metal sulfide ore. Nearly 89 pct of the total pyrite concentrate is available at an average total cost of production below the January 1984 pyrite concentrate market price ($43/mt). About 185 Mmt 8 is potentially recoverable from 253 Mmt of in situ elemental sulfur. About 99 pct of this sulfur is available at an average total cost of production below its January 1984 market price ($131/mt).

Os compósitos produzidos a partir de Nitreto cúbico de Boro (cBN) são utilizados nos processos de usinagem de materiais ferrosos, tais como, peças fabricadas a partir de ligas ferrosas, ligas a base de níquel e materiais ferrosos com dureza de 45 HRc. Os compósitos a base de cBN são produzidos sinterizando cBN e seus ligantes sob condições de altas pressões e altas temperaturas (APAT). O presente trabalho tem como objetivo a caracterização microestrutural dos compósitos nanoestruturados de cBN, processados sob altas pressões e altas temperaturas, com parâmetros de pressão de 6,6 GPa e 1800oC e tempo de processamento cíclico e acíclico. Os compósitos produzidos foram testados na usinagem de aço 4140. Os resultados mostraram que uma melhor densificação e uma menor perda de massa dos compósitos durante a usinagem tem relação com os parâmetros de sinterização e com o tempo de processamento.

This report presents recommended visibility requirements for continuous miner, shuttle car and scoop operations and details the methodology used to generate them. A task analytic approach was used to define information requirements and visual features which served as sources of information. Information requirements were prioritized and the location of visual features determined. From this analysis, visual attention locations, containing one or more important visual features, were identified. A total of 71 locations-were identified for continuous miners, 54 for shuttle-cars and 54 for scoops. A procedure was developed for assessing whether operators in existing machines could be expected to see the visual attention locations. The procedure makes use of a Human Eye Reference Measurement Instrument (HERMI) designed for this project and an outside-in photographic procedure for documenting compliance with the recommendations. A sample of continuous miners, shuttle cars, and scoops were used to test the procedure. Results are presented in the report.

Exploration targets and results in the mining industry are commonly summarized in terms of tonnage and grade. Business appraisals require, as additional information, the expected profit or loss implied by the physical summay. The early incorporation of knowledge gained through financial analysis computations can provide a means for economically resolving many common exploration and development problems. Examples of such applications from the activities of exploration planning, reconnaissance, land acquisition, and development planning are presented. While prospecting for mineral deposits, geologists are frequently asked what they hope to find or have found. The response is usually descriptive, such as "50 million tons of 1% copper," and the economic implications are deferred until a capital investment decision is required. At that time, a financial analysis integrating the four analysis components is completed. These components are: 1) Tonnage and Average grade above cutoff grade 2) Capital and operating costs 3) Product value 4) Appropriate profit or loss accounting Close examination of these components reveals that there is no intrinsic reason for avoiding financial analyses at earlier stages in exploration, as long as the uncertainty of the estimate is realized. Tonnage and average grades are commonly estimated at early stages in exploration. For this component, the appropriate cutoff is the major uncertainty. Capital and operating costs are difficult to estimate before detailed quantitative information is available, but estimates useful for the types of applications pertinent to earlier exploration stages are possible. Product value estimates may or may not be difficult, depending on the pricing structure of the particular commodity. A simplified accounting procedure usually may be adopted without introducing any significant loss of validity. This paper describe some of the financial analysis applications which are pertinent during mineral exploration and deposit development. These applications lend additional insight during exploration planning, land acquisition, physical exploration, and development. The examples are oriented toward a hypothetical management investment policy which is based on a single criterion, a minimum 15% discounted cash flow rate of return. In reality, managements use multiple criteria. This simplification is convenient for purposes of presentation and does not invalidate the examples. Computers are useful, but not a requirement, for the applications described. The use of computers provides the results on a more timely basis at costs lower than equivalent manual computations. UNDERLYING PRINCIPLES AND ANALYSIS METHODS Data estimates are subject to uncertainty. The analyst may choose to assess this uncertainty by using one of two principles. Each principle has some advantages. The principle most commonly employed is "assumed certainty." Each financial analysis is based on one set of selected data, which may represent the average estimates, minimum expected conditions, etc. The critical data is identified by making successive calculations, varying the values used. Such studies, called sensitivity analyses, isolate the economic effect of various uncertainties, and guide the allocation of future efforts toward improving the overall accuracy of the analysis. A second principle, "assumed risk," examines the interactive effect of the current uncertainties by qualitatively assigning probability distributions to each data element. These probability distributions indicate the currently appraised chance that a given numerical value will prove to be true. The corresponding procedure, risk analysis, consists of processing many individual financial analyses, each analysis being based on randomly selected numerical values from the probabilistic distributions. The result is a numerical presentation of the uncertainty, but care must be exercised in the interpretation of results. The advantage of this procedure is the direct measurement of economic uncertainty caused by the interaction of uncertain estimates. Kennecott Copper Corp. has developed computer systems for accomplishing sensitivity and risk analyses.

Roof deterioration in weak moisture-sensitive rock leads to roof falls in coal mines. An observation site was set up in intake air at an underground coal mine in central Ohio to evaluate the time-dependent deterioration of moisture-sensitive roof rock. By periodically collecting and weighing the rock falling from the roof, the National Institute for Occupational Safety and Health (NIOSH) was able to quantify the deterioration of the moisture-sensitive shale roof. The measurements showed that more roof rock is falling in the dry winter months. Movements in an intersection were monitored in order to determine if deformation correlated with seasonal changes in temperature and humidity. The rate of intersection roof-to-floor convergence was found to be cyclical and related to seasonal changes, with more convergence during the months of April through September. At the study site intersection, the roof beam did not show deflection indicating movement most likely due to mine floor deformation. The bolt load also increased in the warmer months before shedding load, possibly due to rock failure. Temperature and relative humidity sensors, placed in holes in the roof show that mine air does not mix with the air in the holes. Consistent saturation levels of relative humidity were measured in the holes and it appears that high levels of moisture may have migrated into the bolt holes from roof shales. A roof sealant applied to a portion of the test roof appears to be preserving the roof and reducing the amount of rock fall into the entry, while the screened area virtually eliminated rock falling from the roof.

The prime objective of geometallurgy is to improve the profitability of mines through the use of spatial models of rock properties that have a significant impact on value. Although a key property is the grade of the component of interest, because it directly influences the revenue from saleable material, increasingly attention is being focused on other attributes. These 'non-grade' variables may have a less direct, but equally profound impact on value, either by reducing potential revenue (eg lowering recovery, deleterious elements, etc) or increasing mining or treatment costs (eg comminution, grindability, throughput, reagent use, etc). Collectively, these variables have been described as 'geometallurgical'. There are three main areas of activity required to realise the value of geometallurgy: 1. acquisition of appropriate data through sampling and measurement, 2. building spatial models of geometallurgical variables, and 3. using these models to optimise value. Each of these is built on the foundation of the preceding step. In building reliable spatial models, it is critical that the amount of error introduced to data by the sampling and measurement processes is understood and quantified, in order that the inherent variability of the component of interest can also be properly understood. Management of the quality of grade variables is now applied (with different levels of diligence and success) across nearly all sectors of the mining industry, not least because of the necessity to adhere to Codes of practice (eg JORC, 2004). The necessity for quality management and at least the broad framework of what to do in practice is reasonably understood by many relevant professionals. There are also a number of tools, including software products, statistical analyses and presentation formats, available for those managing grade data. It is also abundantly clear, that in many cases people have little understanding of why they are doing particular quality control activities, or how to sensibly interpret the results. The same is not true for many geometallurgical variables. In almost all instances the authors have seen, the magnitude of sampling and analytical/measurement error variance embedded in geometallurgical test data is untested and unknown. This is partly because until relatively recently, metallurgical data has mainly been collected for the purpose of process and mill design, with few, expensive tests carried out on 'average' samples of the orebody. Increasingly however, there is a move towards collection of much larger data sets from spatially distributed sampling, and thus a growing necessity to understand the errors inherent in both sampling and analysis of these types of variables, and how to manage them. In order to understand how the quality management practices applied to grade variables can be extended to geometallurgical variables, it is essential to understand the theoretical foundation that supports these practices. This requires an analysis of the concepts that underpin the 'principles of additivity' (Matheron, 1963), the 'theory of sampling' (Gy, 1982, Pitard, 1993), and 'statistical process control' (Shewhart, 1930). Relevant concepts are then integrated to form a foundation to develop methods to improve the quality management of geometallurgical variables. Application of this framework will significantly increase the integrity of geometallurgical data, the reliability of geometallurgical models and ultimately the value derived from implementing geometallurgy. "A paste backfill plant and underground piping distribution system was commissioned at the Brunswick Mine in June, 1998. Concentrator tailings, composed mainly of pyrite and lesser amounts of silicate minerals with a P80 of 37um (45 YO-20 pm), are pumped to the backfill plant. The backfill plant uses conventional thickening and disc filtering to dewater the solids, which are then mixed with binder in twin screw mixers. The paste is discharged through a gob hopper and one of three boreholes by gravity. Approximately 65% of the concentrator tailings will be placed underground at full production. The remaining thickened tailings will be pumped to an existing impoundment area. Application of paste technology will completely replace the use of cemented rock fill in the mine by the end of 1998.The design capacity of the paste backfill plant is a total of 360 dmtph of cemented paste through two parallel production lines. The plant is highly instrumented and controlled via a hybrid Programmable Logic Controller (PLC-5) and Fisher ProVox Distributed Control System that is in communication with the property information highway. Video and audio signals from the underground system are carried to the surface plant via a leaky feeder communications/fiber optic system.The underground distribution system consists of a network of 200mm diameter boreholes and piping. There are approximately 3.5km of boreholes and 5.5km of piping in the system. To minimize pressures, the greatest piping length from any borehole is approximately 400m with all piping being open-ended. There are no valves in the entire paste distribution system.Construction of the plant, including installation of piping to and from the plant and preparation of the underground distribution system, was completed in less than one year from the time of management approval for the $M 22.3 project."

"The milling of sulphide ores inherently generates “thiosalts”, a series of partially oxidized sulphur oxyanions (S2O3 2-, S3O6 2-, S4O6 2- etc.), which make control of effluent treatment systems difficult because their natural oxidation produces acid with the potential to lower the pH within the treatment system and/or receiving environment.At the Xstrata Copper Kidd Metallurgical Site, thiosalt oxidation in the Tailings Management Area continues after buffer storage Ponds A and C where lime is added to precipitate metals and elevate the pH to within the required range for discharge. If the additional acidity generated during the continued process of thiosalt oxidation is not neutralized there is a risk that the final effluent will be non-compliant with regulated standards.To mitigate this risk, in 2007 a full scale pilot trial was conducted with hydrogen peroxide in order to force the complete oxidation of thiosalts prior to the lime treatment stations. This method of chemical oxidation had been shown to be effective at Xstrata Zinc’s Brunswick Mine. The pilot results indicated that a maximum of 50% of the stoichiometric quantity of hydrogen peroxide is required to reduce the thiosalt concentration in the No. 2 thickener overflow stream (feed to buffer storage Ponds A and C) to less than detection (10 mg/L); however, treatment was only effective in the presence of a 20 mg/L iron (Fe) catalyst. Since the hydrogen peroxide addition point at the No. 2 tailings thickener overflow typically contains <1 mg/L total Fe, a second reagent, ferric sulphate, was used to increase the total Fe concentration to the required level. During 1991 through 1993, the U.S. Bureau of Mines (Bureau) -Alaska Field Operations Center (AFOC) in cooperation with the Bureau of Land Management (BLM) -Arctic District Office and the State of Alaska, Division of Geological and Geophysical Surveys (ADGGS), conducted exploration, geological, geochemical, geophysical, mineral resource, and mineral potential investigations in the 6.7 million hectare Colville Mining District (CMD) study area. This mining district study area, located in northern Alaska, includes the Colville River drainage basin as well as 0.35 million hectares of the southern part of the National Petroleum Reserve in Alaska (NPRA). This investigation was conducted as part of the Bureau&apos;s continuing Mineral Land Assessment (MLA) mining district program. The Bureau&apos;s MLA mining district program is designed to provide reliable and comprehensive mineral resource information that supports mineral resource policy and land use decisions made by Congress and Federal land management agencies.

The point-source function introduced by Horner&apos; us a solution to the general unsteady-state equation for the flow of fluids through porous media has been utilized to calculate pressure profiles for adjacent wells as a function of time. By trial and error, the time at which the pressure waves meet to cause interference can then be calculated. For this calculation, the time of interference is arbitrarily defined as that time when both pressure waves exhibit a pressure decrease of 25 psi ar the same point within the formation. To illustrate the method, an example involving two adjacent wells producing at different rates has been worked out and is presented in detail. INTRODUCTION The initiation of production of a new well is usually accompanied by pressure drawdown measurements in order to establish the extent and characteristics of the formation. The interpretation of such pressure drawdown data is based on mathematical developments involving a single well in an infinite reservoir. If more than one well is present in a reservoir, the possibility of interaction between wells exists. Therefore, care must be taken in interpreting the pressure drawdown data. It becomes important to be able to determine when this interaction, or interference, becomes significant. This paper presents a method for the prediction of the approximate time of interference between two such adjacent wells. The basic differential equation describing the pressure distribution existing during unsteady-state flow of a slightly compressible fluid has been solved by Hor-ner.&apos; for a constant production rate from a circular homogeneous reservoir of infinite extent. The solution utilizes the point-source function to define the pressure at various points within the formation as a function of time. Pollution from radioactive nuclides, principally Ra226, in liquid waste from uranium mills can be minimized by reusing the waste solution within the mill. Such reuse of waste solution in the Vitro Chemical Co.-type process was investigated in the laboratory. Vitro employs an acid leaching process for dissolution of the uranium, countercurrent decantation for liquid-solid separation and washing, and amine solvent extraction for recovery of the uranium from solution. The simulated reuse of barren raffinate in the mill circuit was carried through two separate laboratory campaigns of 29 and 31 cycles. Conventional chloride stripping of the amine was employed in the first campaign, whereas nitrate stripping was used in the second campaign. Dissolution of uranium from the are in the acid leaching circuit averaged 96 percent. Washing efficiencies of 98 to 99 percent were attained by using 4 volume tons of combined raffinate and makeup water per ton of ore. Uranium recovery from the pregnant solution using a 5-percent solution of amine LA-1 in kerosine ranged from 99.3 to 99.9 percent.

"Thai Copper Industries (TCI) is a custom copper smelter and refinery in Rayong, Thailand, with an annual capacity of 165,000 tons of cathodes. It employs the El Teniente Technology as the primary smelting reactor to produce white metal from copper concentrates. The white metal is further treated in Hoboken Siphon Converters to produce blister copper then refined in anode furnaces before being cast into anodes for electro-refining in the on-site tankhouse.Thai Copper Industries is the first copper smelter to install and successfully operate on a commercial scale with the Air Liquide Shrouded Injection (ALSI™) Technology in the Hokoben converters with sonic injection of oxygen enriched air and nitrogen for cooling of the injector tip areas. Following commissioning and the establishment of operating practices, the performance of the Hoboken converters with ALSI™ Technology produced outstanding results. The unique combination of an El Teniente and Hoboken siphon converters, both of which are bath smelting operations, offers very high blowing and oxygen efficiencies. As a consequence, reverts recycling was accelerated with minimal build up on the mouth, end-plates or even below the siphon that is typical in Hoboken converters.These outstanding results in the Hoboken Siphon Converters with ALSI™ Technology helped the TCI Plant reach a production of about 75% of its capacity within four months despite the fact that the TCI staff is quite young and its converter know-how and experience are not yet fully developed."

Fire on surface mining equipment is a serious hazard to life and property. The Bureau of Mines, through a program of contract and in-house research, has developed and in-mine demonstrated reasonably priced, reliable automatic fire protection systems to deal with this problem. This report reviews the development and subsequent testing of systems for haulage trucks, front end loaders, coal augers, dozers, drills, and shovels. A variety of fire sensors, extinguishing agents, and control systems arc discussed in the context of mine equipment designs and operating environments
