The legacy issues from mining can, and have often, extended well beyond the closure of operations. However, conventional cost-benefit analysis provides little incentive to implement initiatives at the project development stages of a new mining project as the costs that will be incurred towards the end of the mine life, 20 years or longer, appear minor in net present value (NPV) terms. This analysis can be misleading as the true costs of managing post-mining land can continue for many years, or decades, after mining ceases and any resulting unfavourable legacy issues can delay or prevent government permits or licences to develop new resources. Proper upfront planning is critical for implementing successful rehabilitation and closure strategies. The investment in this planning needs to be done in a structured and rigorous manner taking into consideration the long-term and broad benefits of sustainable land uses after mine closure. The advantages of such an approach could include the streamlining of regulatory approvals by early advice to the regulator of identified issues and responses to those issues, and clear evidence that a strong social licence to operate ethic with local, regional and national benefits is included in the decision-making process. This paper investigates the potential closure options for two case studies at the early stages of project development - concept and prefeasibility. By using a sustainability framework that can identify opportunities and risks, prospective initiatives that deliver enhanced environmental, community and social benefits will be compared with compliance-orientated approaches. This comparison is made across the Five Capitals Sustainability Model - natural, human, social, manufactured and financial. The results of this analysis demonstrate that upfront planning during project development and due care and effort during the life of the working mine will reduce the risks of long-term detrimental legacy issues. Management of solid mine wastes, particularly waste rock, requires careful planning to reduce the likelihood of sulfide oxidation, and generation of acid rock drainage (ARD). Waste management strategies must focus on obtaining a thorough understanding of the environmental characteristics of future waste rock materials. In this study, a waste management strategy for characterising underground waste rock was developed at a polymetallic underground mine in western Tasmania to determine which materials were appropriate for surficial placement. The criteria for surficial placement set by the regulator were that materials had to be non-acid forming and non-metalliferous. A range of cost-effective field-based tools, mineralogical assessments and mineral chemistry techniques were used on a suite of representative drill core material to determine an appropriate waste management strategy. Ultimately, a modified geochemistry–mineralogy–texture–geometallurgy (GMTG) approach was designed, whereby geoenvironmental focused logging and simple prescreening tools such as paste pH and sulfur analyses were used at stage-one; routine acid base accounting and leachate tests at stage-two; and validation tools including X-ray diffractometry and laser ablation inductively coupled plasma-mass spectrometry (ICPMS) at stage-three. This approach should be considered for other mine sites at early and operational life-of-mine stages with similar deposit characteristics, to ensure correct screening and placement of potentially hazardous waste materials in suitable above-ground waste repositories or mined-out mine sections.CITATION:Parbhakar-Fox, A and Lottermoser, B G, 2017. A fundamental component of grade control at Tarmoola Mine has been the monitoring of assaying through quality assurance programs. The programs have concentrated on issues related to accuracy and precision of leachwell and fire assay techniques, sample preparation and grade variability within a sample. An outcome of monitoring has been identification of shortcomings in the application of assaying techniques to Tarmoola ore types that contain coarse particulate gold. Leachwell has shown satisfactory precision since introduction as the primary assay technique in October 1998 but leachwell accuracy and recovery through comparison with fire assay techniques has identified bias. A bias toward higher fire assays in grades above 2 g/t invoked an investigation into the cause of the discrepancy between leachwell and fire assay. Testwork evaluated Leachwell assay recovery by varying leach time duration, which showed that by increasing the leach time improved recovery significantly. Monitoring of leachwell against fire assay had shown that a leachwell (200 g) with a one hour leach has under-called grade when compared with fire assay by up to 18 per cent, on average, for Tarmoola ore types. Alternatively, optimisation of the leachwell assaying technique using a 200 g pulp and a two hour leach has returned, on average, higher assays than fire assay by up to eight per cent. Testwork on screen fire assays, duplicate assays and fire assay to extinction has demonstrated assay variability associated with coarse, particulate gold. The variability and distribution of gold in Tarmoola ore types has emphasised the importance of high quality sample preparation for leachwell assaying to ensure liberation of gold to leaching solutions. Assay quality assurance protocols are vital to assay data integrity and enable confidence in delineation of ore-waste boundaries and provide early recognition of problematic assaying periods and isolation of grade control practices, which depart from performance standards critical to the operation.

The Mining Innovation – State of Play was initiated three years ago by VCI in partnership with the University of Western Australia. The ambition was to create a ‘think tank’ type platform to support industry discussion on how it is performing in terms of innovation at a strategic level, what needs to change in the industry ‘ecosystem’, and how businesses may more effectively develop their strategy and architecture to innovate for competitive advantage.The drivers for this ambition were straightforward. The industry recognises itself as being conservative with respect to innovation and it knows the business and community endowment dividend from getting better at innovation is large; however, much of the material that seeks to provide insight on innovation tends to be drawn from industries that do not have the same high capital, long life cycle and market uncertainty characteristics as that faced by mining. Material that does focus on mining innovation is orientated towards technical innovation, not innovation strategy. There exists a significant knowledge gap, and filling it is valuable to both mining businesses and communities.The 2014 Mining Innovation State of Play report (Stanway, Griebel and Mahoney, 2014), based on a survey of over 230 mining executives, uncovered a range of insights but left several questions unresolved. The people with the best perspective on these questions are CEOs. They can see the business issues with sufficient clarity and have the influence to shape both the industry and its organisations, as seen in Figure 1. Discussing these questions with the view to progressing our collective understanding was the primary reason this interview series was conducted.Unsurprisingly, interviewing 15 CEOs and Chairpersons from different industries and commodities, across the globe resulted in a broad range of views. The discussions were frank and often blunt in assessing the short comings in the industry and suggestions for improvement. This degree of candour is hugely valuable as a basis for improvement. Solid EnergyÆs Wangaloa open cast coal mine was operated between 1945 - 1989, and remained closed and disused until 2001 when SENZ initiated a mine rehabilitation programme. It is nearing the final stages of physical and environmental rehabilitation, aimed at creating an aesthetically pleasing and useful landscape. The final goals of these efforts are to produce an area, which has recreational and educational value. SENZÆs holistic approach to rehabilitation has been undertaken, treating the entire historical mine footprint instead of focusing only on those disturbed areas and the minimum range of issues just to meet with legal compliance. Rehabilitation at the site has included overburden modification with an emphasis on stability, removal and replacement of unhealthy and invasive plant species, and an AgLime amendment to alter soil pH conditions, which would support native plant species. To date, most ongoing activities relate to final planting and plant upkeep, and maintenance of the landform including ongoing erosion control, pest control, environmental monitoring, and research. Environmental quality concerns at the site may be treated by using a combination of methods, including regrading and capping of acid-generating pyrites, soil treatment with AgLime, and passive wetland treatment within existing water courses. Following major works, the mine site area may be opened to the public for recreational activities, interpretive displays on historical mining activities, and observation and appreciation for otherwise unseen geological features. SENZÆs holistic approach to reclamation, rather than treating minor issues, will result in the former mine site being transformed into an asset and the environmental and financial liability associated with the closed mine being discharged. Former mine sites can be turned from environmental liabilities with no recreational or public value (and potentially dangerous to life) into sites that can be safely used by the public for recreational and educational purposes.

Oceana Gold (NZ) LtdÆs, Macraes Gold Operation currently has two tailings impoundments, the larger of which covers approximately 75 ha. When an impoundment is temporarily out of use, the surface dries and dust can be blown from the surface to the surrounding area. At present water spraying is used to stabilise the surface, but this is not ideal as Macraes mine can experience water shortages during the summer. This paper examines an alternative method of surface stabilisation using vegetation as a ground cover. The tailings have a low natural fertility, so it is important to determine what will actually grow in the tailings, and whether amendments are necessary. Also important is the effect of the amendments on arsenic mobility in the tailings as the schist rock at Macraes has naturally elevated levels of arsenic. Three plants species, rye corn, barley, and lupin, were grown in metre-deep lysimeters at Macraes mine site. The plants were grown in unaltered tailings, and tailings with one of two amendments added: Bioboost (an organic fertiliser containing biosolids), and superphosphate fertiliser. The leachate from each lysimeter was collected and analysed monthly to determine the extent of arsenic mobility. In addition, laboratory experiments were set up to determine arsenic mobility in tailings with amendments at the centimetre scale.   All plants grew best with the fertiliser amendment, with rye corn growing the best overall. Plants growing in unaltered tailings either barely survived (rye corn, barley) or died (lupin). Plants in the Bioboost amended tailings grew only slightly better than in the unamended tailings. Laboratory experiments indicate that the addition of phosphate fertiliser greatly increases arsenic leaching at the centimetre scale when compared to unamended tailings. The addition of Bioboost only marginally increases arsenic leaching, compared to unamended tailings. This trend has not been repeated in the lysimeter trials on the metre scale over four months. Current results suggest that of the plant types trialed and amendments used, rye corn with superphosphate is the most practical short-term tailings stabilisation method at Macraes.

The extremely lengthy and complicated governmental approval process together with the delaying tactics of opponents of the project are outlined and comment is made on aspects of the draft legislation proposed as part of the overhaul of New Zealand's resource management laws.

Various influences determine how an Environmental Management System (EMS) for a mining or petroleum project is developed and administered. These influences include the environmental and resource legislation applying to the project, the culture of the organisation, the environmental sensitivity of the area, and the administrative policies of the regulatory agencies involved. While financial penalties and even imprisonment may be imposed for non-compliance with environmental legislation, there are other compelling reasons for the establishment of an effective EMS. If a company wishes to be considered by Governments for the grant of exploration or mining rights, it is important that it can demonstrate environmentally responsible operations at existing facilities. The development of an effective EMS requires commitment from the Board of the company and the issue of an Environmental Policy to empower all levels of the staff and workforce to achieve environmentally responsible operations. This must be supported by the provision of appropriate human and financial resources, and environmental training of staff at all levels from the Board to the mine site, workshop and office. A regular environmental auditing programme is essential to ensure that the EMS is in place and is effective in achieving compliance with regulatory requirements, corporate policies and protection of the environment. An EMS can be developed on the basis of existing management systems, quality management systems, existing and emerging environmental management standards (such as BS7750 and ISOI4000), or sophisticated computerised systems which may incorporate international experience, standards, and codes of practice.

Blue Mountain Minerals is a large supplier of calcium carbonate products used by various manufacturers as a major raw material. Very small amounts of free carbon in the rock can have a huge impact in carbon-sensitive applications. The marble in the deposit at Blue Mountain Minerals contains variable amounts of free carbon in the form of trace amounts of the mineral graphite.To make quality improvements, variography was used to measure the impact of non-ideal sampling practices at the Blue Mountain Minerals operations in Columbia, California in the United States. A major investment in correct sampling systems and sampling protocols was implemented over a one-year period. Subsequent variography was used to measure the improvement on the predictability of the graphite content in marble produced by the quarry and as it is processed as an acceptable raw material for extremely carbon-sensitive applications. The improvements of the sampling protocols, control of long-range changes and better knowledge of process cycles are easily noticeable on variograms when they happen to exist. Most epithermal Au-Ag deposits in the Hauraki Goldfield are hosted in late Miocene andesites. Broken Hills is an exception, being one of the few economic deposits hosted in rhyolite. Investigation of Broken Hills provides the opportunity to collate structural data that may be compared with that collected from andesite-hosted deposits in order to evaluate the importance of rock type on vein development. The rhyolite host rock at Broken Hills is strongly flow-banded, but this anisotropy does not appear to affect the orientation of mineralised structures. There is a range of structures at Broken Hills: veins, faults, fractures, and large breccia pipes. Veins generally strike north-south, with localised changes in strike and thickness. Slip vectors determined from striations indicate near pure dipslip on the main lode, indicating an extensional tectonic setting. The orientations of vein deflections are parallel to slip vectors. This correlation is common in modern extensional fault arrays where fault growth and linkage produces subvertical deflections in fault orientation (eg TVZ). There are three main types of breccias: 1. Primary breccias related to rhyolite emplacement. 2. Jigsaw type secondary breccias that are that developed during the life of the hydrothermal system. 3. Breccia pipes. Broken Hills was a dynamic epithermal mineralising system.

Gas sensing systems are becoming more important in many industries such as oil, gas and mining operations. Particularly in underground coalmines, accurate and reliable monitoring of toxic and combustible gases such as methane, nitrogen dioxide, carbon monoxide and hydrogen sulfide is essential. Available conventional electrochemical sensors for gas measurements in underground coalmines suffer from shortcomings such as cross-sensitivity response, limited lifetime, high calibration cost, maintenance cost and safety. Recent studies have found that fibre optic-based gas sensors have potential to eliminate these issues. These sensors can also be used for long distance and distributed sensing of various gases, both of which are important for underground gas monitoring. New methods of analysing and modelling flotation circuits have been developed as part of the AMIRA P9 mineral processing research project. A study using these techniques was conducted on the Olympic Dam copper flotation circuit to provide the following outcomes: an estimate of the flotation cell hydrodynamic properties and froth performance characteristics, and identification of potential areas for improvement; an estimate of the feed floatability parameters for basic model development; and identification of potential flotation circuit improvement opportunities. A flotation circuit model of the Olympic Dam copper concentrator was developed using the data collected from mass balanced site surveys, along with hydrodynamic data, froth performance data and numerous laboratory batch flotation tests. The simulator that has been developed from the model has the ability to estimate the influence of selected changes (such as circuit changes) on flotation circuit performance. Several stream destination simulations were conducted to provide guidance for further testwork and possible circuit improvements. The results from these simulations are presented.

Efficacy of Enhanced Gravity Separator in Processing Indian Iron Ore Slime The slime sample was subjected to concentration using Falcon concentrator for their enrichment. The effects of three important variables, eg bowl rotation frequency, back water flow rate and per cent solid were studied on the process performance. Increasing the rotation of the Falcon bowl, enable more material to the underflow by increasing the yield, whereas, the iron content decreases steadily with increasing the rotation of the bowl. The increase in the back water flow effectively removes the clay materials from the underflow at the expense of the yield. Similarly, increasing the per cent solid concentration in the feed produces a better product both in terms of yield and Fe content. Results show that EGS/Falcon can be used for processing Indian iron ore slime and producing pellet grade concentrate.

The Favona low-sulfidation epithermal deposit in the Hauraki Goldfield is less than one kilometre southeast of the world-class Waihi deposit. The veins are hosted by Miocene andesite of the Waipupu Formation, have a total strike length of over 900 m, a vertical extent of at least 350 m and are on average 1-3 m wide. Individual veins have been traced for 200 m with vein widths up to 25 m. The dominant vein textures are massive, crustiform and colloform banded veins and vein breccias, with subsidiary textures including comb, zonal, flamboyant, lattice-bladed, ghost-bladed, microbotryoidal, feathery, ripple and dune, and mosaic. Quartz is the dominant gangue mineral in the veins at Favona. Accessory gangue minerals include pyrite, chlorite, adularia, illite, calcite, and apatite. Electrum is the only gold-bearing mineral and is associated with acanthite, tetrahedrite, pyrite, sphalerite, chalcopyrite, and rare galena. Whole rock geochemical analyses indicate that gold grades correlate with textures/vein types. The highest gold and silver grades are associated with vein breccias and banded veins, with the former containing 28 g/t Au and 136 g/t Ag on average. To date, veins with significant base metal sulfide minerals, and massive and crystalline quartz veins lack significant precious metals (Au and Ag), except for one banded base metal sulfide-rich vein at Favona. An overall zonation of the veins exists, with base metal sulfide minerals dominant at depth (1050 m RL) of the system are characterised by massive quartz veins.Fluid inclusions from a total of 31 quartz, amethyst, and platy calcite veins reveal homogenisation temperatures of ~190-250¦C, with final ice melting temperatures between 0.0 and -0.8. Ice melting temperatures correspond to apparent salinities of 18O value of the water that formed these veins is approximately -4.3 per mil, which is similar to meteoric water-dominated, near neutral chloride fluids in geothermal systems in the Taupo Volcanic Zone.
