Traditional methods for calibrating the most customisable forms of GyÆs formula for the prediction of sampling variances involve a large amount of experimental work. This work is often extremely sensitive to outlier treatment and often relies on assumptions. A general methodology called æthe consistency methodÆ, however, has proven efficient in guiding these critical steps and adding objectivity to these subjective tasks. After a quick exposition of its principle, it is shown how it can also be used to reduce the amount of experimental work when dictated by budgets.

One of the mining worldÆs greatest challenges is to effectively use consumables (ie reagents and grinding media) to maximise metallurgical response, while minimising operating costs. It is anticipated that this paper will provide a logical frame work within which this can be achieved. The current study, at PerilyaÆs Broken Hill concentrator in the lead primary grinding/roughing circuits, examines the dependency of collector adsorption on Eh. The data demonstrates clearly that under the right grinding chemistry the addition of a xanthate collector during grinding can improve galena flotation. Further, operating the ball mill under the desired grinding chemistry regime leads to significant reductions in collector consumption whilst maintaining the metallurgical benefit.

This presentation discusses NASA-funded research on the ability of hyperspectral remote sensing to map diagnostic acid rock drainage (ARD) mineralogy that adversely affects water quality within watershed and to determine the relative contributions of natural ARD sources of metals and acidity to that drainage. Ground-based reflectance spectroscopy, combined with water chemistry, is used to identify mineralogical and chemical variations throughout a watershed. Integrated with hyperspectral data acquired from airborne remote sensing platforms, such as the NASA Airborne Visible Infrared Imaging Spectrometer (AVIRIS) sensor, a methodology has been developed that should improve environmental assessments and tracking of impacts on and from drainages. Phase I of this project focuses on a drainage basin (Lake Creek), tributary to the upper Arkansas River in central Colorado, which is impacted by natural acid rock drainage from areas of high-sulfide hydrothermal alteration. This project builds upon research and inventory efforts by the Colorado Geological Survey (CGS) to identify hydrothermal alteration that is the primary source or is contributing to acidic and toxic drainage in Colorado. This presentation will cover ground and airborne hyperspectral remote sensing techniques and results and water analyses for seasonal high-flow and low-flow conditions in Lake Creek. Identifying correlations between mineralogy, especially mineralogy that can be identified through airborne remote sensing, and water chemistry is a key focus of this project. Of particular interest are low-pH iron phases such as jarosite, ferrihydrite, schwertmannite, copiapite, and transitional amorphous phases as well as AlOH phases from higher, although still acidic, pH environments which are observed to mix with the iron precipitates within the streams draining from the hydrothermal systems. Drainage in the Lake Creek watershed derives from the Grizzly Peak caldera (Oligocene), which exhibits extensive hydrothermal alteration. Alteration types include silicic, quartz-sericite, quartz-sericite-pyrite, advanced argillic, and argillic. By understanding the chemistry of a naturally impacted drainage and its relationship to the surrounding geology, the project goal is to allow more efficient and complete identification of such sources in mineralised terranes through remote sensing technology.

The effect of delay time on fragmentation has been discussed for a long period but rarely in a satisfactory and unbiased way. Despite the efforts of many researchers, delay selection for fragmentation improvement or optimisation remains a controversial issue. Large-scale tests have been plagued with scarcity and scatter of observations, while small-scale tests have been associated with boundary effects and energy losses. Theoretical work is often used to produce explanations for available measurements or tries to simplify wave propagation and wave interaction to guide observation and practical work. The present work analyses results obtained from a relatively large number of small-scale experiments in blocks made of grout, and re-analyses results of previous experiments, to conclude on the effect of delay on fragmentation. It is shown that the main contribution of the delay is found in the fragmentation of the larger fragments of the blast, while the small fractions show almost no effect. Samples, where copper liners were used to inhibit penetration of detonation products in the rock mass, showed effect of delay only when short times were used and steady but poor fragmentation when long delays were used. Based on small-scale experiments, it appears that the fragmentation is optimised when a hole fires prior to the radial cracks, produced by the previous hole, reach the free face of the blast. Gas penetration may result in the development of few more fractures that affect the fragmentation of the largest particles of the blast.CITATION:Katsabanis, P D and Omidi, O, 2015. In 1990, the Queensland mining industry had come to the conclusion that new safety and health legislation based on risk identification and control was required if the mining industry was to be effectively and efficiently regulated. In particular stakeholders in the coal mining industry had arrived at this opinion after the industry had suffered a number of major underground explosions over the 14-year period between 1972 and 1986. Also by 1990, a general consensus had emerged across both the coal and metalliferous mining sectors that mining industry was over regulated and, more to the point this over regulation did not encourage industry to identify and address the underlying causes that had led to a cycle of major mining accidents in the state. The prevailing opinion was that the prescriptive legislation left the ownership of risk management with the regulator and not with the mine operator. This paper discusses the background to the development of the Queensland Coal Mining Safety and Health Act 1999 and the Mining and Quarrying Safety and Health Act 1999 and the progress made in improving safety and health since the statutes came into force on the 16 March 2001. The paper discusses the issues that had to be addressed during the development of the legislation including the interaction with other legislation based on based on risk management principles that either overly or interface with the mining legislation. The effect the underground explosion at Moura No 2 in 1994 had on the final content of the new legislation is also considered. Health is often the neglected twin of safety and health legislation and the paper previews the health surveillance system being proposed in Queensland to ensure that health of mine and quarry workers is afforded the same priority as their safety. By increasing the structured management of occupational health problems in our mines there is an opportunity to make significant improvements in mine safety In conclusion the paper reviews the results to date since the introduction of the new mining safety and health legislation in Queensland on the 16 March 2001. Progress has been made and more is yet to be achieved

Unprecedented political, economic, and social change throughout the world will have an increasingly profound effect on the dynamics of the world's mining industry. Analysis of the early financial trends in this development (statistics on exploration expenditure, and investment flows) gives some insight into the magnitude of structural change and its implications for established mining economics and companies.Increasing confidence in the stability of many third world and developing countries is attracting exploration and investment capital that had previously been largely directed to established mining economies in North America, Australia, Europe and Southern Africa. Some of the projects requiring capital and technology in the CIS, Africa and Latin America are technically very attractive. The end of the 'cold war' and the influence of the IMF is gradually changing their risk profile for mining investment.

My paper presents a discussion of the legislative and departmental requirements in connection with the acquisition of exploration rights for minerals (other than petroleum and coal) in the Independant State of Papua New Guinea, the Solomon Islands and Queensland and he practical problems associated with land entry and land ownership associated therewith. In general there are many similarities in the methodology and philosophy behind the legislation in each country and the contractual requirements established thereby between the exploration company (the explorer) and the government and the mines department or equivalent in each place. There are also a number of differences. I have prepared the paper on the basis that my audience will largely consist of -experienced explorers and the paper is intended to act as a brief refresher and a guide to the philosophy and the practicalities behind the legislation and practices in ground entry in each case. I will deal in turn with New Guinea, the Solomon Islands and then Queensland.

The design of water and ore addition points has an important bearing on the ease of operation of a grinding circuit. The nature of some of the design decisions and the possible options of the designer are discussed. For example, design decisions determine the ease of alteration and measurement of flowrate, the ease of maintenance, and the effectiveness of feed- back control loops which maintain material inputs (water and ore) at required values. To illustrate discussion in the paper, a grinding circuit which contains one rod mill and one ball mill in series is used. Practical ramifications of desigl decisions :;ne stressed.

Computer simulation is a well-accepted tool for modelling the behaviour of large or complex operating systems. Less common is the use of simulation as a design aid, but FluorÆs simulation group regularly applies discrete and continuous simulation models to assist with optimisation and risk management in a wide variety of mining, mineral processing and logistics applications. To demonstrate the wide applicability of simulation modelling as a design aid, this paper describes three case examples from FluorÆs recent work that cover both discrete and continuous operations.

British Coal has made a practical progressive approach to improving the reliability of its mining equipment. Reliability must be addressed at the specification stage but does not end there and routine procedures are used to procure equipment of adequate reliability. The techniques used to monitor and improve reliability during the operational phase of the equipment, providing engineers and operators with detailed printouts, together with the types of maintenance employed, ensure high levels of availability. Finally, the methods of repair and overhaul of British Coal equipment and systems ensure that the initial reliability targets outlined on the specification, can still be achieved.

The paper describes the studies conducted to date on the short term adsorption/desorption of gases in coal from the point of view of developing techniques to predict imminent outbursting conditions in coal mines. A number of different parameters such as'dP express, K' and AV 0/60 etc. which have been effectively used overseas were studied on samples of coal from Westcliff and Leichhardt Colliery. Results indicate that these do not seem to be valid indices for predicting an outbursting condition. Based upon desorption isotherms, a new index defined as "L" has been developed which shows promising results. This index is in a position to differentiate the changes in the structures of coal and its proness to outbursts. The "LZ value determinations and its usefulness opens a new field where it would be possible to determine outbursting conditions from existing drill cores obtained during exploration studies or from long holes drilled in advance from underground workings. The index is more or less independent of the time elapsed between the extraction of a sample and the conduct of the test. The test for "L" can be conducted'on site or in the laboratory. The test is simple, easy to carry out and the "L" value for a sample can be calculated in less than 20 minutes. It could be adapted as a routine test for monitoring outburst conditions in mines.

In recent years there has been a great deal of interest in ways to optimise the performance of mineral processing plants. This paper describes a methodology developed for optimisation of autogenous and semiautogenous mills. The methodology involves plant sampling, batch testing, modelling, computer simulation, control strategy evaluation and implementation. The models have been tested in plant operations to verify the research findings and predictions. Two example applications of this approach to plant optimisation are presented. Benefits reported in these two examples are in the range of four - eight per cent increase in size reduction efficiency.

The Committee for Mineral Reserves International Reporting Standards (CRIRSCO) was formed in 1994 to promote development and adoption of international standards for estimation and reporting of exploration results, mineral resources and mineral reserves. The CRIRSCO standards have been accepted by most mining companies and professional societies worldwide. Market regulators from Australia, South Africa and Canada require that these standards be followed when releasing public information. Among these requirements is the use of specific definitions for what constitutes exploration results, mineral resources and mineral reserves. If such information is publicly disclosed in must be estimated by a Competent or Qualified Person. In the United States of America, public disclosures are regulated by the US Securities and Exchange Commission. The SEC does not recognise the CRIRSCO guidelines, and some of the SEC requirements for public release of information are materially different from those applicable in other countries. The CRIRSCO definitions and the Competent Person requirements are reviewed and compared with those of the SEC. The organisation of the SEC and its rule making process are briefly discussed. Ongoing efforts to bring the US regulatory requirements closer to those applicable in other countries are presented, as well as other activities that CRIRSCO is entertaining with the United Nations, the International Accounting Standard Board and other international organisations to reach the objective of worldwide standardisation of reporting procedures.

In the consideration of coal resources in this country one of the most neglected aspects and perhaps one of the most important is that of the geologic controls on coal formation. The composition, properties, thickness and distribution of the coal are all determined by geological factors. The extent and amounts of coal to be found in the South Auckland area have great economic significance, and are in the main considered here. Upheaval of the New Zealand geosyncline during the Rangitata Orogeny produced a system of parallel, north-south trending basement ridges and basins in the South Auckland area. A subtropical climate and relative tectonic stability allowed deep weathering of these mesozoic greywackes in the late Cretaceous and early Tertiary. Such weathering, markedly reduced the landscape relief, and provided vast supplied of very fine detritus for later sedimentation as the Waikato Coal Measures. This coal measure phase marked the beginnings of Tertiary  sedimentation in this region and represented a change from a sub-aerial weathering regime to a fresh water swamp environment.

Milling Practices Ore is direct tipped into a gyratory crusher and crushed to minus 209mm and fed to stockpiles for the blending of grade into the mills. Secondary and tertiary crushing reduces the mill feed to minus 12mm. Mill feed is a blend of breccia and porphyry ore into two primary mills with the overflow to a regrind mill and then into the leach tanks, followed by a conventional counter current carbon in leach circuit. Underflow from the cyclones feeds back into the primary mills for additional grind. An unusual feature of the Mt Leyshon milling circuit is a desire to produce scatts. The scatt by product is the polished base rock of the Mt Leyshon Breccia clast and contains little grade. These scatts are produced because of the additional time and energy required to produce a proportionally small quantity of gold. The residence of these scatts in the mills decreases the mill feed rate. Scatts account for twenty percent of the mill feed and are screened from the discharge of the primary mills.

The Australian Mining Industry Council (A.M.I.C.) was established in 1967 as a body to co-ordinate the interests of the mining industry on a nation-wide basis. Its member- ship now embraces the great majority of mining groups in Australia. One of A.M.I.C.'s major continuing functions since its formation has been to work with Governments towards the enactment of more effective and efficient mining legislation. Yet, over the period, the,overall position, if anything has deteriorated. The main reason for this was that because of the rapid succession of what appeared to be quite separate problems during the period there was never sufficient time for Govern- ments to take stock of a situation before it would be changed by a new set of circumstances. By early 1973, the Council was certain that most of the various questions raised were really part of the one overall land use problem and its work in this area thus took a new emphasis from that time. In discussing the Council's involvement with Australian mining legislation over the last six years, the paper helps to clarify the present situation. It then explains a land management system which the Council believes could pro- vide the basis for the type of enlighened
