Pulmonary inflammation is accompanied by increased microvascular permeability and leakage of plasma into alveolar spaces. Serum has been shown to affect superoxide (O2-) production from pulmonary alveolar macrophages (PAM) in vitro, and in some cases serum has been shown to be necessary for stimulation of PAM. An electro-optical method was used to measure O2- production from single PAM by measuring the reduction of nitroblue tetrazolium (NBT) to a diformazan precipitate (NBTH2) from videorecorded images of individual cells. PAM were stimulated by their initial attachment to culture dishes independent of serum. The addition of 2% serum to the culture medium increased NBTH2 production during attachment, whereas concentrations of 5 and 10% serum had no additional effect. In contrast, PAM incubated for 2 hrs could not be stimulated by phorbol myristate acetate (PMA) or zymosan particles to produce O2- unless serum was present during the incubation and/or stimulation; however, NBTH production was similar in all cases of serum addition. Also2, serum alone did not stimulate adherent PAM indicating that serum is necessary but not sufficient for stimulation of attached. PAM. These results suggest that changes in microcirculatory permeability may have a pronounced effect on superoxide production by PAM and that serum may help regulate or condition these cells during inflammation of the lung. The Ottoman law, which was in force in Palestine before the British con- quest of the country (1917-18), still forms the basis of the legal system. Nevertheless, with respect to mining, legislation has been considerably re- vised since the British occupation and mandate, some of the Ottoman laws having been either radically altered or wholly abolished, in order that the legal status of Palestine might be more in harmony with that of western States. Legal transition is still far from being complete; however, no further mining legislation is pending at the present time (March, 1931). Revisions during the British military occupation (1917-20) took the form of proclamations of the commander in chief. After the establishment of the civil administration (1920) changes in the legal system were a decided de- parture from the Turkish laws. In 1922 the practice was begun of giving con- secutive numbers and short titles to the ordinances. The basic mining law is the mining ordinance of 1925, No. 19 (amended by mining ordinance No. 10 of 1926), an "ordinance to make provision regarding the winning of minerals, and the conditions under which minerals may be gotten, and to replace the existing Ottoman laws relating thereto." The chief regu- latory provisions are embodied in regulations (A) and (B)--mining ordinance, 1925. This mining legislation of 1925 repealed the following laws:

The total production capacity of the natural-gasoline industry increased to 27,212,000 gallons (647,905 barrels) daily on January 1, 1950, from 21,322,000 gallons (507,670 barrels) daily on January 1, 1948. The rate of growth during these 2 years averaged 13 percent per year, compared with 9 percent per year from 1946 to 1948 and 6 percent from 1944 to 1946. The total number of operable plants on January 1, 1950, was 554, 5 more than at the beginning of 1948. The number of absorption plants increased by 12, the number of cycling plants by 7, and the number of combination plants by 4. The number of compression plants and charcoal plants continued to decrease. Absorption plants accounted for 67 percent of the total capacity on January 1, 1950, compared with 62 percent 2 years previous. Eighty-two per- cent of the expansion in these 2 years was in absorption-plant capacity. Cycle plants accounted for 24 percent of the total industry capacity at the beginning of 1950, compared with 27 percent on January 1, 1948. The average daily capacity of absorption plants increased from 38,400 gallons at the beginning of 1948 to 50,600 gallons at the beginning of 1950. During the same period, the average daily capacity of cycle plants decreased from 150,200 gallons to 144,100 gallons. Texas showed the largest gain in number of plants 13 absorption, 4 compression, and 4 cycling plants. The State accounted for 67 percent of the gain in capacity and on January 1, 1950 had 50 percent total national capacity. Louisiana followed with 7 additional plants. Pennsylvania reported 14 and West Virginia reported 13 fewer plants than in 1948. Most of these reductions were in the number of compression plants.

Develop quieted, hand-held pneumatic percussion drills that can replace standard hand-held drills in many underground mining applications. The Problem Percussion drills are the noisiest machines used in underground mines; noise levels of 115 to 120 dBA are common, requiring the use of hearing protectors and limiting the time a miner is permit-ted to operate the drill during an 8-hour shift. Hand-held pneumatic percussion drills pose a particularly difficult problem because the operator cannot be isolated from the noise source (e.g., an acoustical cab), and alternative technologies for drilling roof bolt holes and blastholes in tight quarters are not readily available.

1. Mining to prevent and control underground acid formation should begin with education imparted through: (A) Course work at mining schools to teach prospective engineers. (B) Training of engineers presently employed in the mining industry through appropriate mining extension courses. 2. Considerable need exists to devote more attention to: (A) Hydrogeologic studies of mining areas to enhance the planning of new mines and the abatement program of existing mines. (B) Additional research to explore methods of dewatering the strata associated with mining areas. (C) Further effort to develop sealants for preventing contact between water or oxygen and the acid producing material associated with the coal seam.

The prolonged exposure of equipment operators to shock and whole-body vibration (WBV) is linked to cumulative back, neck and abdominal disorders. In low coal mines, space restrictions make it difficult for seat suspensions to isolate operators from shock and WBV Researchers at NIOSH's Pittsburgh Research Laboratory are responding to these issues by investigating viscoelastie foams. For the full-load case, an ergonomic seat made with viscoelastie foams can isolate the shuttle-car operator from shock at 15 Hz. Researchers used results from additional foam testing using an analytical model to identify viscoelastic foams that provide shock isolation at a frequency below 5 Hz.

Coal is found in the northeast comer of Georgia, in Dade, Chattooga, Walker, and Floyd Counties. Five seams, which underlie all of Lookout, Sand, and Pigeon Mountains, have produced most of the coal mined in the state. Representative analyses of Georgia coals show that they are typically low sulfur (less than one to one percent), low-to-medium volatile, bituminous deposits. Although there is no active mining in the state, reclamation continues on several permitted areas. In 1983 the State of Georgia relinquished primacy to the Office of Surface Mining. Since that time permits have been issued and mining completed. All the sites are presently in the process of bond release.

The industrial sand industry has been exploring new techniques to reduce dust. One company was experimenting with adding water during bagging operations to the surface of the hag, and into the product as it flowed into the bag. The Bureau of Mines, using instantaneous dust sampling instruments, measured the effectiveness of three methods of adding water. Results indicated that various types of water sprays applied in carefully controlled amounts could reduce dust up to 50% at worker locations at the bagging machine and inside a railroad boxcar. This report also discusses constraints such as product handling, customer acceptance, cold weather problems, dust collector performance, and other areas.

Acid pollution from abandoned mines causes serious contamination of major streams in coal mining areas. In Pennsylvania alone it is estimated that 3000 miles of streams are devoid of fish and plant life because of coal mine effluent.1 The pollution arises because water and oxygen react with iron sulfide in the mine cavity to produce sulfuric acid and iron sulfate, which later find their way back into surface streams. Two general approaches to the problem are possible: (1) prevent the acid-forming reaction from taking place, (2) treat the acid mine water after it is formed so that it will not be harmful to the ecology when discharged into streams and other surface waters. The work described in this report belongs in the first category - it was based on the assumption that acid formation in the mine cavity can be prevented by keeping water (one of the reactants) out of the mine. This was to be accomplished by-forming a waterproof seal over the mine cavity which would prevent the seepage of surface water into the mine. It was planned to form such a seal at or near the surface of the ground by applying latex to the soil. Ideally a dilute latex would be applied to the soil and would penetrate to a depth of two to three feet below the surface where it would be coagulated by reacting with a constituent of the soil or by other means., A seal below the surface of the soil would have several advantages over a surface seal - it would not be subject to destruction by traffic, frost or vegetation and, more important, it would allow the use of the top soil for many agricultural purposes. A preliminary feasibility experiment was performed prior to application for the present grant. It showed that it was indeed possible to form a sub-surface seal by means of latex. A core of soil was obtained locally (Wayne, N. J.) by driving a 6.5 cm inside diameter steel pipe about 100 cm long into subsoil for a distance of 71 cm. The soil was retained within the pipe for this experiment. A part of the free space above the soil in the pipe was charged with water, and the seepage rate of the soil after it had become saturated was 15 ml/min under a total head (wet soil plus supernatant column of water) of 92 cm. After the supernatant water had drained completely, 100 ml of 5% rubber latex was added and allowed to seep into the soil. This was followed by additional water and the seepage rate was found to be 2 ml/min under the same head. This seepage rate remained unchanged when remeasured on the following day. Since there was no visible evidence of the latex in the collected drain water it is presumed to have been retained by the soil.

The mining laws of Russia (Collection of Laws, vol. 7, 1912) are still in force in Latvia. The Free State of Latvia (declared independent on November 8, 1918) is composed chiefly of the Baltic Provinces of the former Russian Empire, which are ethnographically Lettish: The Province of Courland, four districts of the Province of Livonia, and three districts of the Province of Vitebsk. Since the establishment of its independence, Latvia has not felt the need of a special mining law, inasmuch as mining so far has not been found profitable in that country. A supplement to this paper, entitled "Mineral Resources," is a brief summary of the minerals found and utilized in latvia. RIGHTS OF FOREIGNERS A foreign individual is permitted to explore for minerals and to own and operate mines in Latvia on equal terms with Latvians. A foreign corporation is required to establish a branch in Latvia, which shall be subject to the corporation laws of the country. A certain number of the partners or incorporators must be citizens of Latvia.

In the last few decades, a considerable amount of effort was directed at accurately determining the coal pillar strength to use for safely designing coal mines. The outcome of this early work was the well known Obert-Duvall, Holland-Gaddy, Bieniawski, and Salamon-Munro equations for coal pillar strength. All of these equations were developed for, and were calibrated with, pillars in a large room-and-pillar area such that the loading could be determined using the "tributary-area" theory. In order to account for the abutment loads associated with full-extraction mining, the empirical methods have typically adopted a simple conceptualization of the abutment load through use of an "abutment angle." Short of a complete numerical or analytical analysis of the coal seam and surrounding strata, very little work has been Fretted toward refining the empirical analysis of pillar loading. It appears that the vast majority of the research has been directed at determining the pillar strength, the numerator of the safety factor equation, when the denominator of the safety factor equation, the pillar loading, plays an equally important role in pillar design. This paper will address the deficit of pillar loading research by exploring the accuracy of the empirical abutment load calculations using insight provided by an elastic overburden model, a laminated overburden model and field observations. Ultimately, it is determined that a constant abutment angle probably over-predicts the abutment load as the mining depth increases.

During 1940 and 1941, the Bureau of Mines examined a large number of silver mines in Arizona for their potential as producers of manganese ores. Although very little manganese ore had been produced from these mines, it was generally known that manganese oxides in appreciable amounts were associated with the silver ore. Following the examinations, the Bureau further investigated some of the ore deposits by diamond drilling and other types of sampling. The results of these investigations, from the viewpoint of manganese, were discouraging. However, the investigations did indicate that appreciable tonnages of manganese-silver ores had been left in some of the mines by earlier operators. Most of these ores were too low-grade for direct shipping as ores of manganese or silver, and their beneficiation by ordinary processes was not economic. Exploitation of the ores appeared to be dependent upon the development of a low-cost milling method, which would yield a marketable manganese product and recover a high percentage of the silver. Later, the Bureau of Mines constructed an experimental mill at Salt Lake City, Utah, for the treatment of manganiferous ores by the dithionate process, designed to recover manganese as a high-grade product. The dithionate residues can be treated by other processes for the recovery of additional values that may be present in the ore. This development focused attention on the manganese-silver ores of Arizona and led to setting up Bureau project No. 370, which is the subject of this report.

The group of gems included under the general name "feldspar" occupies only a minor place in jewelry. Feldspars, with the possible exception of quartz, are the most important of rock-forming minerals, but most occurrences are of quite ordinary varieties, without striking color and unattractive. Few specimens are suitable for use as gem stones, but occasional crystals that exhibit unusual brilliance or play of color are cut into various shapes for personal adornment or for architectural decoration. The best known of the feldspar gems, and probably the most important in point of production, is the moonstone. Amazon stones, labradorite, sunstone, and a number of less common varieties have been produced in various parts of the world.

1. In 2001, a total of 281 metal mining operations reported employment to the Mine Safety and Health Administration (MSHA) (down from 309 metal mines in 2000). Metal mines were the smallest mining sector, 1 comprising 1.9% of all mining operations. This was the lowest percentage of all mining sectors. • The median number of operator employees per metal mine was 17.5.2 • Gold mines comprised 43.1% (n = 121) of all metal mining operations. Other types of metal mines were copper ore (n = 37, 13.2%), iron ore (n = 27, 9.6%), and lead and/or zinc ore (n = 24, 8.5%). • Nearly 20% (n = 55) of metal mines were located in Nevada.

Belize remained relatively insulated from the social and political turmoil that affected some of its Central American neighbors. This stability encouraged new foreign investments that assisted the economy, especially in tourism and agriculture. The mineral sector remained limited to construction-oriented materials. Oil exploration efforts continued by the various concessionaires.

Occupational illnesses are more difficult to identify than on-the-job injuries. Many illnesses related to occupational exposures may not be diagnosed until years after exposure; by that time, exposed workers may have changed jobs or left the workforce. Other approaches to identifying occupationally related illness are analysis of death certificate data (see chapter 2) and medical examination studies of workers known to have high exposures to hazardous agents. Figures 5-1, 5-3, 5-4, 5-6, 5-8, and 5-10 show, for each commodity, the percent of illness conditions reported to MSHA by nature of condition. Heart attacks that occurred on the job are reported without regard to work-relatedness. Figures 5-2, 5-5, 5-7, 5-9, and 5-11 show rates by year during 1986-1995 for selected conditions. Since there are many limitations on the accuracy of illness reporting, the frequencies and rates shown here should not be considered directly comparable across commodities. Figure 5-12 shows estimates for hearing loss by age among coal miners compared to a nonoccupationally noise-exposed population. These data come from a study by Franks [1996] of a group of audiograms obtained on coal miners by a commercial company. Using the NIOSH definition of hearing impairment, i.e., an average hearing threshold level for both ears that exceeds 25 dB at frequencies of 1,000, 2,000, 3,000 and 4,000 Hz, the figure shows that by age 30, more than 10% of miners suffer hearing impairment; by age 50, 90% of miners have hearing impairment. In contrast, only 10% of the nonoccupationally noise-exposed population suffer hearing impairment at age 51, and 50% of the nonoccupationally exposed population have hearing impairment at age 69. Figure 5-13 shows a similar analysis of commercial audiograms on male metal/nonmetal miners [Franks 1997]. At age 20, approximately 2% have hearing impairment using the NIOSH definition of hearing impairment described above. This increases to 7% at age 30, 25% at age 40, and 49% at age 50. In contrast, only 9% of the nonoccupationally noise-exposed comparison population have hearing impairment at age 50. Franks' analysis showed a different pattern for female metal/nonmetal miners; they developed hearing loss at the same rate as would be expected for a non-noise-exposed female population.

The United States National Institute for Occupational Safety and Health, through an informal partnership with industry, labor, and the United States Mine Safety and Health Administration, has developed and tested a new instrument known as the Personal Dust Monitor (PDM). The new dust monitor is an integral part of the cap lamp that coal miners normally carry to work and provides continuous information about the concentration of respirable coal mine dust within the breathing zone of that individual. Previous laboratory testing demonstrated that there is a 95% con?dence that greater than 95% of individual PDM measurements fall within ±25% of reference measurements. The work presented in this paper focuses on the relationship between the PDM and respirable dust concentrations currently measured by a coal mine dust personal sampler unit utilizing a 10 mm Dorr Oliver nylon cyclone. The United Kingdom Mining Research Establishment instrument, used as the basis for coal mine respirable dust standards, had been designed speci?cally to match the United Kingdom British Medical Research Council (BMRC) criterion. The personal sampler is used with a 1.38 multiplier to convert readings to the BMRC criterion. A strati?ed random sampling design incorporating a proportionate allocation strategy was used to select a sample of mechanized mining units representative of all US underground coal mines. A sample of 180 mechanized mining units was chosen, representing approximately 20% of the mechanized mining units in production at the time the sample was selected. A total of 129 valid PDM/personal sampler dust sample sets were obtained. A weighted linear regression analysis of this data base shows that, in comparison with the personal sampler, the PDM requires a mass equivalency conversion multiplier of 1.05 [95% C.I. (1.03, 1.08)] when the small intercept term is removed from the analysis. Removal of the intercept term results in a personal sampler equivalent concentration increase of 2.9% at a PDM measurement of 2.0 mg m-3.

1.In 1972 over 595 million tons (51+0 million metric tons) of bituminous coal were mined; 49% of this tonnage was obtained by surface mining methods. Authorities have predicted that the tonnage of surface mined coal will increase in the future, especially since oil and gas resources are becoming limited. 2. Demands for clean air have increased mining activities in the low-sulfur coal deposits in the West. Pollution problems arising from these operations will be considerably different than those found in the East. The deposits are located in arid to semi-arid regions. Coal seams are generally aquifers and are a principle source of fresh water. Therefore mining may result in alteration of groundwater distribution patterns by aquifer disruption. In general, pollution problems associated with western mining are not well characterized. 3.Since any disturbance of the surface will alter the environment in the vicinity of the disturbance, pre-mining planning is a prerequisite to any environmentally successful surface mining operation. If properly carried out, the adverse social, economic, and environmental effects of coal surface mining will be minimized. Certain land areas will be unsuitable for surface mining where: a.Reclamation is not physically or economically possible. b.Mining is incompatible with existing land use plans. c.The proposed mining area is of critical environmental concern. Core drilling is the most satisfactory method of obtaining accurate information for pre-mining planning. 4. Unaccountable strip mining in the past has created problems that are still present today. Contour mining methods that involve the indiscriminate dumping of overburden on the downslope is one of the largest single sources of sediment from strip mining. However, land disturbed by strip mining can be reclaimed. Techniques have been and are being developed by which mining and reclamation are integrated into a single operation. Mountain top removal, head-of-hollow fill, and block cutting are examples in contour surface mining. These methods drastically reduce pollution problems associated with contour stripping.

Operators of underground mobile equipment, particularly shuttle cars, are often exposed to significant levels of whole-body vibration (WBV) and shock. The human factors group at the NIOSH-Pittsburg Research Center has investigated the use of viscoelastic foam to reduce shock for the equipment operator and improve seats on mine shuttle cars.

A flood in mine workings is a crisis even if no lives are lost, and when the crisis is past and the excitement wanes there is usually a rapid return to unwarranted complacency in those regions where floods occur, even though the danger of imminent recurrence is known. Experience in flood control, regardless of its nature, has taught that in a flood the work does not cease when the emergency passes; rather, it increases as the water recedes. To do nothing, when it is known that a hazard exists, is inexcusable for those that should do something. To prevent floods in mines, data should be collected and something constructive done with those data, not alone for present conditions but for the future.
