A longterm overburden removal plan can be realistic and optimum only when the cost and capacity profiles off the equipment assigned to the operation are taken into consideration. Therefore, the planning should involve the proper assignment of equipment capacity by insuring a timely investment and a timely replacement policy throughout the mine life. A dynamic solution algorithm has been developed, by which all possible truck fleet alternatives are evaluated for each year off the operation. Cumulative cost off the operation is carried throughout the analysis. The optimum solution is obtained by selecting the minimum cumulative cost at the last year and tracing backward the best fleet alternative for each year. The solution provides: 1. the optimum amount of overburden to be removed each year; 2. the best fleet to be assigned to the job; and 3. the best equipment replacement policy.

Introduction Economic pressures in the international marketplace have spurred advances in almost every facet of flotation. New developments have occurred in flotation chemicals, flotation machines, and in the application of automated process control technology to grinding and flotation. Many of these advances are the results of concerted efforts to apply the knowledge obtained from basic flotation research over the past 15 to 20 years, to develop industrial technology for the more efficient separation of sulfide minerals in real ores. Mining company executives and equipment manufacturers are being called on to make decisions for incorporating some of this technology into present operations. This discussion is limited to two developments now at the stage of being engineered into industrial scale operations. They are control of the electrochemical environment or redox potential of the slurry, and control of bubble size in column flotation. Potential economic impacts are noted. Froth flotation Froth flotation makes use of differences in the surface properties of finely ground minerals to obtain separation. If the mineral surface is water repellent, the mineral particle will stick at the air-water interface of a bubble and float. If a mineral surface is not naturally water repellent, a chemical collector is added to the slurry to make it so. The collector must adsorb on, and make water repellent only the mineral to be recovered, not the gangue minerals. To achieve this degree of selective adsorption, chemical modifiers may have to be added to the slurry. Modifiers include pH regulators, activators, and depressants. Electrochemical control One of the most significant developments in recent years in the area of mineral processing technology is the recognition that collector adsorption of sulfide minerals is an electrochemical process. Consequently, flotation of these minerals depends on the electrochemical or redox potential of the system. An erector transporter (ET) has been designed and built to lift, carry and erect heavy machinery components, in particular the components of a 7.6 m diameter tunnel boring machine (TBM), within the access tunnels of a submarine coal mine in Eastern Canada. The ET is capable of manoeuvring within a 7.6 m tunnel while precisely positioning components as large as 6 m in diameter and weighing up to 27 tonnes each. The unit can negotiate 20% grades while carrying loads of 30 tonnes. The major design features, verification tests and performance trial results are presented. The versatility of the ET is such that many other applications are possible.

Inorganic fillers and pigments such as kaolin, diatomaceous earth silica, and talc were treated with various surfactants, and the changes in their surface properties monitored. When they were treated with a cationic surfactant, they became hydrophobic and the overall surface free energies were decreased substantially. The decrease in surface free energy was mostly due to the decrease in the acid-base component (ysab) of the surface free energy, indicating that hydrophobizing an inorganic pigment entails a reduction in ysab. It was found that the surface characterization technique employed in the present work was useful for studying the effects of using various other surfactants for surface treatment.

Fly rock is common when blasting shallow holes and during secondary blasting. Although the required quantity of explosives for secondary blasts is less, noise and fly rock can have an enormous environmental impact. This paper mainly deals with field experiments on blast-design parameters and addresses some precautionary measures that can be taken when pop shooting.

INTRODUCTION In the fall of 1983, the fourth new Rapid Transit System constructed in this country in the last forty years will go into revenue service. The Baltimore Metro will bring to this major Mid-Atlantic seaport the first phase of a planned intermodal transit system, serving a metropolitan area with a population in excess of four million people. Originally, the Mass Transit Administration (MTA) considered construction of a twenty-eight mile system known as Phase 1. Its two lines would run from the center of Baltimore City, one going northwest to Owings Mills and the other south to Anne Arundel County. Legislative approval was granted in April, 1976; however, funding was limited to constructing a segment fewer than eight miles in length, along the northwest corridor from Charles Center to the Baltimore City county line. This segment is known as Section A. The project is 80% federally funded and 20% state funded, with a capital cost estimate of $797,000,000 to complete. This report addresses the development and implementation of a Coordinated Insurance Program for the construction phase of Section A, and includes a description of the associated risk management process. GENERAL DESCRIPTION OF SECTION A Section A of the Baltimore Metro is composed of a rapid transit line eight miles in length which serves the northwest corridor between Charles Center in downtown Baltimore and Reisterstown Plaza at the Baltimore City county boundary. The Jones Trickett Ratio (JTR) is generally used in investigations of fires and explosions for the determination of the composition of the fuel. This paper takes a close look at the JTR and finds it unreliable and ambiguous for the determination of fuel composition. A new index is presented, termed the (H/C) Index which uniquely determines the fuel composition. The (H/C) Index is simple to use requiring only the results of a single gas analysis of the combustion products. Experimental data testing the (H/C) Index for methane, propane, ethylene and coal dust are given, showing that the Index unambiguously determines the composition of the fuel. The (H/C) Index is also applied to the gas analysis data of several mine fires, illustrating how the Index changes with the progression of the mine fire.

As free milling oxide gold ore reserves are depleted, more mining companies are having to evaluate the available alternatives for treating refractory deposits. The selection of a treatment process can be very difficult; and, despite the claims of their respective proponents, there is no one process that will continuously prove superior. Selection of the optimum process for an individual deposit is contingent on the size of the deposit, the grade of the deposit and the refractory nature of the ore. Since extensive metallurgical test programs are usually required to determine the optimum extraction process, an inappropriate initial selection may prove costly and time consuming. This paper discusses the steps involved in evaluating a refractory ore in order to expedite the evaluation of the required process through the feasibility study stage.

Employee involvement does not directly correlate to performance improvement. A key ingredient is the introduction of new Human Resource Systems that promote both performance improvement and employee involvement. Many organizations have tried to use employee involvement as the ''fixer" of performance issues-and seen their performance deteriorate further. They failed to realize that the entire human resource strategy must be connected to the goals of performance improvement and that greater employee involvement is only one tool in that strategy. So what are Human Resource Systems? These are systems that all managers use to get work done. Most of us are familiar with basics such as planning, assigning work, checking progress (auditing), completing assignments. We also commonly think in terms of staffing, training, compensation, or corrective action. All of these are human resource systems. All must be designed to support what you are trying to accomplish with your people. We call that the Human Resource Strategy. Let's examine one part of a total strategy intended to support more employee involvement at Kennecott Utah Copper-the hourly job structure. The design of hourly jobs directly affects how many employees of different capabilities are required to get the work done. It begins to answer some fundamental questions: • What are the roles and accountabilities of each employee? Do they have enough information to make decisions, to take responsibility for their work?

Two process enhancements for the biological oxidative pretreatment of sulfidic gold ore for subsequent treatment with cyanide are discussed. These are the use of a high areal density ring and pin packing (BioBalls™) as substrate, and the use of a novel biological ferric generator. The BioBall™ packing when coated with concentrates for heap leach processing offers higher areal densities, while leaving more open volume for fluid flow than more commonly used substrates such as aggregate. An oxidation rate study was performed on crushed auriferous arsenopyrite whole ore to demonstrate the benefits of using the packing. The auriferous arsenopyrite grading 2.9% Fe and .212 OPT gold was 50 percent oxidized in 24 days. The biological ferric generator is a passive air-side trickle bed reactor that efficiently converts ferrous to ferric in a process stream. Conversion rates of .8g/L h ferrous to ferric are routinely obtained. Although the biologically generated ferric solutions have not yet been tested on gold ores or concentrates, prior work has demonstrated that the high ferric solutions which will result in rapid oxidation of sulfidic gold ores or concentrates.

At Monterey Coal's No. 1 Mine in central Illinois, it became necessary to predict if the sulfur content of individual trainloads of coal would exceed a contract sulfur maximum. Using geostatistics and Monte Carlo-type simulations, a forecasting procedure was developed to meet this need. The developed procedure predicts the monthly, mean sulfur content of the coal shipped and the probability of individual shipments exceeding the contract limit. During the first five months of using this procedure, the forecasted, monthly mean sulfur value was within 0.03% of actual. This represents a significant improvement over the inverse-distance, gridding-based, forecasting used previously.

Workers in coal preparation plants, where vibrating screens are significant noise sources, are often exposed to sound levels exceeding 90 dB(A). The National Institute for Occupational Safety and Health, a major coal company, and a vibrating screen manufacturer conducted a cooperative study of vibrating screen noise. Rubber isolators reduced sound levels by 1 dB. Urethane screen panels did not reduce sound levels in this case. Drive noise was determined to be the dominant noise source on the screen. Damped side plates reduced vibration levels on the screen sides by 1 to 7 dB(A). Detailed results of the study are presented.

This paper shows that if a drift has a brattice which is sufficiently leaky, changes in the operating point of the fan depend solely on the volumetric efficiency within the drift. Under this high leakage condition, an increase in the length of the drift causes very little shift in the fan operating point. For less leaky brattices, the operating point depends on both the fan characteristic curve and the volumetric efficiency. It is shown that for the fan curve and drift parameters used in this paper the fan operating point in a drift with a volumetric efficiency of 50% is essentially the same as a drift which has a zero efficiency. In this region of efficiency, an increase of 300% in the length of the drift causes only a 3% increase in fan operating pressure.

BCI has developed a chemical process known as Ecophos® for the multi-industrial Pine Level Project in DeSoto County, Florida. Approximately 85 percent of the phosphogypsum at Pine Level will be converted to a very clean gypsum. The remaining 15 percent, including impurities plus some quartz tailings sand, constitutes what is termed redigestion solids. BCI has developed an alternative to the practice of disposing phosphogypsum in large above-ground impoundments. The proposed disposal method consists of mixing the redigestion solids with clays and reacting the mixture (leached tailings) with lime prior to disposal into the mine excavations as a reclamation soil material. Leachate water quality testing using lysimeter equipment indicates that the pore water associated with neutralized leached tailings meets maximum contaminant levels set for the drinking water standards of radium and selected primary metals.

Recent investigations conducted by Federal, State, and industry organizations suggest that significant coalbed gas resources may exist in the Cretaceous and Paleocene-Eocene coal beds of the Gulf of Mexico Coastal Plain. Exploration efforts have focused on three areas which are in south Texas, north-central Louisiana, and south-central Mississippi (Figure 1). Coal-bed gas production is currently underway in south Texas and in north-central Louisiana. In Mississippi, several test wells have been drilled but no data are available on their production potential.

The Grants uranium region of northwest New Mexico is the largest uranium district in the United States (approximately 50% of U.S. production plus reserves) and one of the largest In the world, with approximately 900 million pounds U308 production plus reserves. Deposits of the region are unusual among sandstone deposits for their high content of epigenetic carbonaceous material, generally interpreted but not proved to be of humic origin--that is, co-extensive with uranium in the primary deposits. Virtually all production in the region has been from the Jackpile Sandstone and Westwater Canyon Member of the Jurassic Morrison Formation. The tabular uranium deposits contain, in addition to humate and uranium, significant authigenic phyllosilicates, quartz overgrowths, humate-replaced detrital silicates, and a trace-metal assemblage typical of other sandstone uranium deposit types. Surrounding the deposits in the two sandstone units of the Morrison Formation is an alteration zone within which iron leaching has altered detrital ilmenite-magnetite to residual masses of titanium oxides. Feldspar alteration is locally present within this zone, below deposits in the Jackpile Sandstone, and above those in the Westwater Canyon Member. The feldspar alteration increases in inten¬sity toward the Brushy Basin Member which separates the two sandstone units, ranging from partial replacement to replacement and dissolution of plagioclase and sanidine. Spatial relations among the epigenetic humate, authigenic silicates, and the broad alteration zones that extend from the Brushy Basin Member to and including the uranium deposits suggest that (a) the organic material was involved in the unusual silicate alteration, transport, and authigenesis, and (b) that the humates originated in shales of the Brushy Basin Member. Stratigraphic relations among the Brushy Basin Member and the overlying Jackpile Sandstone and underlying Westwater Canyon Member suggest [in turn] that there was continuous, interfingering deposition controlled in part by contemporaneous basement subsidence along northwest- and northeast-trending zones. Following minor erosion of upper Jackpile Sandstone and deposition of basal organic-rich Cretaceous sediments, the silicates of the Jackpile Sandstone were once again altered by organic-bearing fluids, this time permeating down from Cretaceous sediments and partly obliterated ore-stage alteration.

"The International Tunnelling and Underground Space Association (ITA) held its 42nd General Assembly along with the 2016 World Tunnel Congress (WTC) April 22-28 in San Francisco, CA. The event was co-organized by the Underground Construction Association of SME (UCA). This was the first time the event has been held in the United States in 20 years.As cities demonstrate strong needs in tunnels and underground spaces for public transportation, subway stations, hydroelectric infrastructures and other underground infrastructure needs, the WTC 2016 provided the 2,319 attendees from around the world a unique occasion to discover the latest state-of-the art innovations in urban planning and underground construction projects in the United States and worldwide.The Congress, held in lieu of the UCA’s North American Tunneling Conference, included an exhibit that attracted 226 exhibitors in 298 booths. The exhibit had on display the latest in technical equipment and services from some of the largest and best companies in the international tunneling industry. The exhibit hall was also the place where participants were able to interact with the authors of the 168 posters and receive answers to various topics directly concerning civil engineers: innovative procurement processes, cost and risk management, contractual methods, BIM technologies and examples of innovative underground infrastructures built worldwide. And the technical program included 353 technical presentations – 185 podium and 168 posters.What is ITA?ITA-AITES is a nonprofit, nongovernmental organization that promotes greater use of underground space as a key instrument in sustainable development. Mine managers rely on their experience, section foreman's daily reports and occasional time studies to make important production, maintenance and forecasting decisions. This information is often subjective and imprecise, consumes expensive engineers time, is often biased and is restricted to short time periods. Managers need better information. Furthermore, if a recently purchased machine is being evaluated, a large increase (>10%) in productivity may be obvious, but small increases are usually masked by other variables. In today's highly competitive markets, cumulative small changes are important, especially since managers have already exhausted most available, obvious avenues of improvement. A technique to separate these charges from effects of other variables and to quantify the target effect is necessary. CSM researchers are addressing this need by developing an intelligent decision support system (IDSS). It provides key production and maintenance information to support management decisions by recognizing patterns in mining machine sensor data and representing knowledge about mine management, operations, layout and equipment. A continuous miner section at Western Fuels-Utah Inc.'s Deserado Mine in Rangely, CO is the test facility for the research. Power transducers located in the sections load center provide kilowatt versus time data from continuous section equipment. The IDSS pattern recognition algorithms classify the kilowatt versus time patterns into individual machine operating modes. It produces an output similar to a typical industrial engineering time study but continuously, automatically and without an engineer in the section. It is relatively easy for a time-study engineer to identify the stop and end points of a cycle element and classify it by looking at the machine and glancing at a stop watch. The problem is that monitoring system hardware and software do not have these unique capabilities. Consequently, IDSS algorithms must automatically define the begin and end points of machine tasks and identify the task by recognizing patterns in kilowatt versus time data. However, many mines have file drawers of time-study type data that are not very useful. So, IDSS contains the knowledge representation subsystem (IDSS/KRS) to produce short reports containing only key information. This is difficult because mine environments continually change and information requirements differ for each management level. Consequently, IDSS/KRS must learn and adapt to new conditions in a dynamic mining environment.
