Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. "Construction of the OceanaGold Haile operation’s process plant in Kershaw, South Carolina is currently under way, with ore through the mill expected in late 2016 and commercial production expected in early 2017. The process is designed to treat 6,350 tonnes per day with minor upgrades required to achieve 8,270 tonnes per day. Plant optimization during detailed engineering, combined with a focus on de-risking the process, has resulted in numerous process changes since the initial design. This paper describes the plant optimization and de-risking, it also presents a proven commissioning strategy modelled after OceanaGold’s Didipio operation, whilst identifying potential expansion opportunities. INTRODUCTION Haile Gold Mine is located in Kershaw, South Carolina, approximately 50 miles south of Charlotte, North Carolina. Gold was first discovered at the site in 1827, and the property has been through several operating periods since. The last operation employed heap leaching from 1985 through 1992. Since then, the property has been closed and fully reclaimed. Romarco Minerals acquired the property in 2007, and began an exploration program that delineated 2.02Moz. of gold in reserve at an overall grade of 2.06 g/t. OceanaGold acquired Romarco Minerals and the Haile Operation in October of 2015. OceanaGold operates under a risk management philosophy in all aspects of operation, both corporately and at each individual business unit, and has implemented numerous process changes to eliminate or mitigate risks identified in the initial design of the processing circuit, and provided increased opportunity for optimization and expansion. This paper describes the plant optimization and de-risking, it also presents a proven commissioning strategy modelled after OceanaGold’s Didipio Operation, and identifies potential expansion opportunities. INITIAL PROCESSING CIRCUIT DESIGN An extensive metallurgical test work program was undertaken by Romarco Minerals and third party laboratories during the initial design phase of the Haile project [1]. This preliminary test work provided the technical information as a basis of plant design. The initial flow sheet for the Haile processing circuit is shown in Figure 1 (see APPENDIX). The plant is designed to process 6,350 tpd (7,000 stpd) on an annualized basis. The process begins with a jaw crusher followed by a SAG and ball mill grinding circuit to reduce particle size to P80 74 µm. A flash flotation cell treats 50% of the cyclone underflow in the ball mill circuit. Grinding circuit product is sent to a rougher flotation circuit to recover gold-bearing pyrite. The flotation concentrates from flash and rougher flotation are reground to P80 13 µm using stirred media detritors (SMD’s). The rougher flotation tail is pumped to the carbon-in-leach (CIL) circuit for gold recovery. The reground concentrate is pre-aerated prior to being pumped to the CIL circuit. The CIL circuit is a hybrid circuit with eight tanks. Tank 1 leaches the pre-aerated concentrate only, and tanks 2 through 8 leach the combined flotation tailing and tank 1 discharge. The carbon strip circuit is a standard pressure Zadra system, followed by electrowinning, and refining using an induction furnace. CIL tailing passes through a cyanide recovery thickener prior cyanide destruction and then pumped to the tailing storage facility (TSF)."

A comprehensive, harmonic and sustainable development has always been a real concern of state policy makers. To reach such development, regional planning is an approach which is widely applied. This paper deals with policies adopted by a given country with rich mineral deposits, in order to accomplish a mining growth as well as economic development in relatively poor regions. In this regards, first, some worldwide experiences belonging to China, with large scale mining operations and Nigeria with a small scale mining industry, are studied. The mining industry in Iran is then considered as a case study. The study continues by categorizing and prioritizing Iranian regions based on their mining potential and the degree of development, using statistical analysis and Taxonomy and AHP techniques. Results obtained serve to provide recommendations as to where capital investments in the mining industry would produce highest returns. The approach used, together with the practical policies suggested in this paper, can be used to adapt appropriate strategies for mining development in a way that contributes to regional development and a more effective income distribution.

The copper-silver-mercury orebody of Gortdrum Mines (Ireland) Limited is located 3 miles north of the town of Tipperary in the Republic of Ireland. A drilling programme from 1964 to 1966 delineated an ore¬body of 4.19 million tons of copper ore assaying 1.19% Cu and 0.75 ozs per ton Ag, which could be mined from an open pit. Testwork having shown that the ore was amenable to conventional flotation techniques, it was decided to build a concentrator of 500,000 tons ore per year capacity. Stripping of the open pit commenced in 1966 and in the autumn of 1967 the concentrator started up. The first shipments of concentrates were made to the smelter in Europe in late 1967. In the spring of the following year, word was received from the smelter that these early shipments contained between 1% and 2% Hg, and that the smelter could not accept further shipments of this quality.

Velocity of detonation (VOD) is an important variable when evaluating the performance of mine blasts. Typically, for a VOD measurement, individual probes have to be loaded into each blast hole that requires a measurement, which increases the loading time and is not representative of the whole blast. Experimental studies of electromagnetic pulse (EMP) from the detonation of explosive charges show that electric and magnetic field signals are observed when chemical explosions occur in the air, at the ground surface, and in the underground. EMP has the potential to evaluate VOD of the whole blast without impeding the loading process. Due to a variety of physical causes which make the electromagnetic effects complex, measuring EMP of the detonation of explosive charges has not been fully studied yet. Five different antennae were tested with explosives, which are commonly used in mining industry. Among the five antennae, aluminum and copper tape, and wire were successful to detect the EMP. INTRODUCTION The measurement of the velocity of detonation (VOD) helps in evaluating and comparing relative performance of explosives in mine blasts. A VOD of an explosive is usually predicted by empirical mathematical equations or measured in-hole by VOD meters. However, conventional methods to measure a VOD have constraints: only a limited number of holes can be measured because cost of consumables for such systems is very high, and systems only allow a certain number of holes to be measured. The measurement cables have to be placed into the holes prior to loading with explosives which means that preparing to take the measurement is time consuming and has to be well coordinated with the mine. In order to evaluate VOD for a whole blast, there is a possibility of using electromagnetic pulse (EMP) from the detonation of the explosives. As there are many parameters that affect the generated EMP from explosive charges, measuring EMP of the detonation of explosive charges has not been fully studied yet. Most studies conducted relate to military related explosives, not the ones frequently used in mining industry. This research has been performed to have a better understanding of EMP from the types of explosives which are commonly used in the mining industry. To discover a way to detect EMP efficiently, five different types of antennae have been studied in the air and in the underground blasting conditions: coil, monopole rod, log periodic, wire, and aluminum and copper tape. LITERATURE REVIEW Conventional methods of measuring VOD Over the years, demands for more accurate theoretical predictions and physical measurements of the effects of the explosives have increased. Especially when both demand and commodity price decline, mining companies are keen to understand the effectiveness of explosives since it has a direct relationship with fragmentation, which influences their production rate. Since the 1940s, various methods have been devised to determine VOD of explosives.

Talc, as a mineral, is rather widespread, but as an ore sultable for mining, it is rather limited. Materials sold as "talc" range from the impeccable white material from Italy to a gray-green-bluish material from Virginia. Some uses of the material called "talc" seem to be determined by the color of the material, some by the chemistry of the material, and some by the particle size of the ground material. But, there seems to be some overlapping of criteria used to judge the acceptability of a raw material. So then, any producer of talc material that is not a consumer of this raw material is faced with the age-old problems: "what do I call the stuff, and to whom should I try to sell it?" The answer to the first part is easy: if you want a high price, call it "talc"; if you want a low price, call it "soapstone". This may seem like a very simplified answer, but it is apparent that some of the products sold as "talc" have more than a minor amount of impurities in them; whereas, if they were called "soapstone", these same products would probably get a lower price.

The trend towards proportionately rising volumes of surface mining through- out the world and especially in the United States has led some observers to predict that the future of underground mining is quite limited. Certainly, the simple extrapolation of current trends1 gives evidence of a compelling sort for the hypothesis that technological progress is proceeding at a faster pace in surface than in underground mining. This paper attempts to examine the basis for these predictions by searching the historical record on differential rates of productivity as these are observed in iron ore and coal mining. In recent years economists have discussed "technology gaps" among industries or segments of the same industry, by which they mean that mechanisms for invention and its diffusion are faulty or retarded in such a way that feasible cost-cutting innovations are not applied or developed, even though technicians regard them as practical.2

Rational design based on engineering fundamentals is essential for the layout of safe, stable shafts and tunnels. Shafts and tunnels including winzes, raises, adits, and crosscuts are lifelines to the underground and must be secure. The contribution of this paper describes a significant extension in existing software previously developed for five important design problems in strata-bound mines such as coal, trona, salt, potash, and some large, lead-zinc mines. This extension in software allows analysis to proceed in three easy steps: (1) preparation of a strata properties file, (2) generation of the finite element model, a mesh, and (3) finite element program execution. Circular, elliptical, and rectangular shaft sections are available for a single shaft, twin shafts, and shafts in a row. Spacing of twin shafts and shafts in a row is a free parameter (pillar width). Tunnel shapes are the same as shafts but include the conventional arched back section. Dipping strata of variable thickness, depth and orientation relative to the excavation of choice are allowed. The analyses are three-dimensional. An elastic-plastic material model based on associated rules of flow and an N-type yield condition for isotropic, transversely isotropic, or orthotropic rock are used for all strata. Example analyses from several hardrock mines are provided to illustrate the three-step process including mesh plotting and plotting of selected results. The goal of this software is to advance mine design technology for improved miner health and safety.

A variety of mining equipment is used in the mining of oil sands by surface mining. This includes bucket wheel excavators, draglines, hydraulic shovels and off-highway trucks. This paper examines the existing mining schemes and equipment used Peculiarities of oil sands surface mining and their influence on equipment selection, utilization and mining schemes are described. Recent developments undertaken to improve mine productivity are also dealt with together with some notes on proposed measures to obtain further gains in productivity.

Due to falling metal prices and depletion of ore reserves, lead-zinc mining in the Leadville, Colorado, area gradually came to a halt in the 1950's. Exploration work continued, however, and by 1969 sufficient ore had been blocked out to warrant sinking a shaft and erecting a new concentrator to treat 700 tpd. The new shaft and concentrator were to be located in Iowa Gulch several miles east of Leadville at an elevation of 11,100 ft. The Leadville project is a joint venture between Newmont Mining Company and ASARCO with ASARCO being the operator. Design work began in the fall of 1969. Engineering was done by Torkelson Engineering Company of Salt Lake City in conjunction with the Central Engineering Department of ASARCO. The plant was constructed by Stearns-Roger Corporation. Construction began in the spring of 1970 and the plant went onstream in April, 1971. Flow sheets and equipment lists are attached. This paper will describe the flow sheet very briefly and discuss in more detail those aspects of the design which may be of interest, particularly the provisions for expanding the capacity of the plant.

The Cyprus Thompson Creek Mine is located at 2,286m (7500 feet) elevation in the Central Idaho mountains, 61.16 kilometers (38 miles) southwest of Challis, Idaho off State Highway 75. The Thompson Creek molybdenum deposit lies near the eastern border of the late Cretaceous Idaho Batholith within a complexly deformed sequence of Paleozoic sedimentary rocks. Molybdenum mineralization is contained in a composite biotite granodiorite-quartz monzonite stock considered to be genetically related to the Idaho Batholith intrusive event. The ore is being mined by open pit methods and delivered to the concentrator stockpile with an overland conveyor belt system. The concentrator is designed as a 22,680 metric tons (25,000 ton) per day plant at an average head grade of 0.1% Molybdenum.

Gold mine effluents are often characterized by a high concentration of copper, ammonia and cyanide derivatives (mostly cyanates and thiocyanates). While non-acutely toxic to birds, this water can be acutely toxic to fishes and invertebrates. In many jurisdictions, the effluent requires further treatment in order to pass a mandatory requirement to be non-lethal to species like the rainbow trout (Oncorhynchus mykiss) or Daphnia magna. Using actual mine water, it has been demonstrated that aerated moving bed biofilm reactors will biodegrade the ammonia, cyanides, cyanates and thiocyanates, thereby removing the toxicity associated with these components. By removing copper by precipitation the water can be made to pass acute toxicity tests. Tests have demonstrated that the process is stable between 4 and 25 C, with no significant changes in the treated water composition. Once the biomass is acclimatized, the process is resistant to upsets and requires very little inputs except for phosphorus and air. Furthermore, it has been demonstrated that an anoxic reactor can be added downstream of the aerated reactors to remove nitrates if required.

Computers are a valuable tool to the aggregate industry and should not be overlooked. The selection of proper mechanical components is necessary. Merely the addition of a computer to operate a mechanical system will not guarantee that the system will work. Material delivery by rail or truck for stock-piling and intra-plant material transfer can be accurately supervised by automation with simplified controls for the layman to use. There are mechanical problems that occur in material blending and load-out systems when such a system is automated. Such things as material flow, bridging, stockpiling methods, overloading of equipment and safety must be considered. How these problems can be overcome by proper selection of compatible mechanical and computer equipment will be discussed. Also, there are many individual material circuits in a plant that can be computerized at a nominal cost. This type of computer installation will not necessarily result in increased production, but it will produce greater efficiency in manpower. These small computers, binary counters, memory circuits and other devices and their application to the aggregate industry will also be presented. A careful evaluation of the mechanical and computer inter-relationship by someone understanding both "Rocks and Electronics" is essential to proper handling of material by computers. Computers for the mining industry may be either digital or analog computers. Unless the computer is to control some type of chemical process, such as a cement plant, the, analog computer is not required and the digital computer' will be quite adequate and less expensive.

This is the fourth annual tabulation that gives mineral royalty information. The table presents previous information plus about two dozen new entries. In addition to the royalty information, some entries show the cost of purchased reserves. Last year's tabulation appeared in two issues, to accommodate all of the information. This year the format has been changed slightly so the table can be printed in one issue. This year's table presents the commodities in the same sequence as last year. Sand and gravel information appears first, followed by: crushed stone for aggregate; other stone; industrial sand; other industrial minerals; energy minerals (coal, oil shale, uranium); and finally metals. As always, a caveat relates to factors that influence the reserve values. The data should serve only as a general reference. The table is not intended to present an absolute scale of reserve costs. Several factors influence the value of mineral commodities. These factors include: • location and transportation costs (especially significant for most industrial minerals); • market conditions for both the commodity and the company acquiring the right to mine it; • quality or grade of the deposit as it reflects the amount of processing and beneficiation necessary to produce the finished product; • and legislative restrictions and conditions for mining a given material at a given site. These and other factors will influence reserve costs of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity; the location (either by state, US geographic area, or Canadian province); the cost (R for royalty and P for purchased cost); and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cuft), tons (/T) (2000 lbs) or acres (/A). 1 cu yd = 0.76m3 1 cu ft =0.28m3 1st = 0.9 t7 1 acre = 0.40 ha or m2 In several cases the royalty is a percentage of the finished products, sale price and is levied against either the amount produced or the amount sold. Lake stone is a term currently applied to chemical and metallurgical grade limestone or dolomite that is brought down Lakes Michigan and Huron by large cargo vessels, mostly self-unloaders. This stone comes from 5 quarries, all in Michigan and all steel company owned. The volume in 1973 was over 34 million tons. The primary reasons for the large volume are the quantity and quality of the stone available, and the low delivery costs to lower lakes markets. The source rocks are Silurian and Devonian limestones and dolomites of exceptional purity. The regional dip of these formations is 50 to 60 feet per mile southerly toward the lowest point in the Michigan structural basin, which is near the center of the Southern Peninsula. Two of the 5 quarries, both high calcium limestone sources, are on Lake Huron in the northeastern part of the Southern Peninsula. The other three are in the Northern Peninsula; one at the northern end of Lake Michigan, and two on northern Lake Huron. The western quarry is in limestone, the other two in dolomite.

The research activities of the Minerals Research Laboratory, which is a part of North Carolina State University, is normally confined to solving beneficiation problems, and developing flotation processes for the mining industry. In recent years the laboratory has veered from its main purpose somewhat and has placed some emphasis on the manufacture of products from mineral concentrates. This has been the result of requests for help from industry. One such request came to the MRL from a talc producer in North Carolina who was having a difficult time competing with foreign imports of steel marking crayons. He felt that if a process could be developed whereby a satisfactory crayon could be produced from powdered talc at a low cost that he could compete.

The concept of sustainable development is not new to the mining industry. Many people involved with mining have argued that the industry throughout the world has always supported the communities where they operated. They say that the mining industry was employing sustainable development practices before the phrase became fashionable. The mines employed residents and supported the local economy through tax payments and the purchase of goods and services from local businesses. In many cases, mining companies have built medical facilities and contributed money, equipment and services to local schools. In modern times, mining companies have donated reclaimed land to the local communities for use as parks and recreational facilities.
