A. We are aware that many who are in the audience have perhaps heard before some of the material which will be presented. Since our firm is more closely associated with the heavy construction industry our experience is more oriented in that direction. Notwithstanding this, the subject your program committee has asked us to present centers mainly in the earth-moving field. We find a common denominator between say, the stripping of a site to uncover an ore-body which will be developed by open-pit methods, and that of excavating & transporting materials for an embankment dam, airport or other project. Both are earth-moving problems and we offer for your consideration a means of determining the most favorable method, equipment selection and resultant cost. We do considerable studies involving rock excavation for tunnels, underground powerhouses, inclined and vertical shafts for penstocks, muck-removal, electrical cable & other related underground work. Hence, we believe we speak the same language.

With the growing urban population and the concern for traffic congestion and pollution (emissions control), public transportation is becoming more and more attractive to both city dwellers and managers. To gain access to the central area of the city, the sub- way remains the most viable alternative, despite its higher cost when compared to above ground or elevated transportation systems. There are relatively few regulations and criteria for subway ventilation, particularly when compared with mine ventilation. The main document that provides guidance and general recommendations for subway ventilation and environmental control is the Sub- way Environmental Design Handbook, published in 1976 (2nd edition) by the U.S. Department of Transportation, Office of Re- search and Development. Many of the subway systems in existence today have been designed and built with ventilation features adequate for normal train operation, but their design does not consider stringent criteria for such emergency conditions as a train fire in a tunnel. The National Fire Protection Association's Standard for Fixed Guideway Transit Systems known as NFPA 130 as well as the ASHRAE Handbook - HVAC Applications (1995) provide specific design and operation requirements for subway ventilation systems. Some of the existing, old subways are upgrading their ventilation systems to comply with the new regulations. The ability of a particular ventilation system design to provide adequate ventilation during normal and emergency conditions can be evaluated using computer modeling and simulation techniques. A train fire will cause a sudden change in the tunnel ventilation pattern by adding an unsteady and fast-growing source of heat. The hot air and gasses created by a fire will tend to flow uphill, possibly against the normal flow, producing a 'backlayering effect." To prevent this effect from happening, enough ventilation must be provided and the governing criterion to establish the required airflow is called 'Critical Velocity." Several software packages are available for special applications on tunnel and station ventilation as well as to model the spread of smoke and heat in case of a major tunnel fire, using Computational Fluid Dynamics. This paper presents the current issues in subway ventilation, as shared by the public transit community around the world, together with modern alternative design concepts vis-à-vis the more stringent emerging Fire-Life Safety criteria. Examples of recent studies and ventilation systems design are provided.

Land access and tenure certainty for exploration and mine development is absolutely critical to the foundation of a healthy, sustainable and environmentally-sound mineral exploration and mining sector. Without certainty, mineral exploration will be severely eroded, resulting in reduced possibility of discovering and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by First Nations and the mineral sector can provide this increased business certainty and social and economic benefits for local First Nations. As a sector, we face many challenges in regard to building relationships with First Nations. The root solution to addressing these challenges lies in recognizing and understanding the unique cultural differences that exist between indigenous people and the business community. From the Canadian perspective, the First Nations culture differs vastly from non-Aboriginal culture. It is equally as imperative that cultural differences be acknowledged and respected at home as they are when seeking business opportunities in other countries. The traditional “business” approaches and relationships that one understands and incorporates with one’s contractors, legal counsel, investors and Board are generally not be the best approach for the introductory and subsequent meetings with indigenous peoples. This paper is written from the perspective of my experiences accumulated over the past ten years, first as Manager of Aboriginal Affairs for one of the largest forest companies in British Columbia and now, as President and CEO of the Association for Mineral Exploration BC (AME BC). My opinions are not necessarily endorsed by AME BC. Before the gritty issues of consultation and benefit sharing are dealt with, it is worthwhile to clear up the confusion surrounding terminology. “Indigenous Peoples” is used in a global context; “Aboriginal Peoples” is used in the Canadian context therefore includes Métis, Inuit and First Nations Peoples. The term “First Nations”, in the context of British Columbia, perhaps has its roots in the fact that treaties have largely not been settled. Therefore it is important to reaffirm that British Columbia was not discovered. First Nations have resided in British Columbia since time immemorial.

The Klondike symbolized one of mankind's driving forces - the desire to lay one's hands on a scarce resource, gold, in that case - and in doing so to make some money along the way. It can be argued that construction aggregates - a once lowly and ignored sector of the natural resource industries - have become the desired targets of their own "Klondike." This began in the 1970s and accelerated to a frantic pace in the 1980s. The scope of industrial minerals is very wide. It ranges from high value minerals such as talc, bentonite and kaolinite to the truly humble minerals of sands and gravels, limestones and granites. Their major end uses are in construction aggregates. A rich variety of different mineral types all make good construction aggregates. However, those successfully used have two fundamentals in common: • Their technical characteristics are appropriate for the requirements of their end use. • They are located within an economic distance from the market. The North American market This is the largest construction ag¬gregate market in the world. Consumption in 1990 reached 2.2 Gt/a(2.5 billion stpy). This rate of consumption has grown steadily over the past decades. In the United States, from 1963 to 1989, it averaged a 1.6% compound growth rate. Within this long-term trend, there are business cycles, because aggregate demand is closely linked to economic strength or weakness. The North American market also displays the greatest per capita demand for aggregates when compared to the major industrial economies (Table 1).

"Since mercury is chemically similar to silver, it tends to dissolve along with the silver and gold during cyanide leaching. Ultimately, mercury is recovered along with the silver as mercury/silver/gold amalgam, which requires retorting to remove the mercury prior to refining the silver and gold. A possible approach to separating mercury from silver and gold in cyanide leach solutions is to take advantage of the replacement reaction between [Hg(CN)4]2- and Ag2S, which results in precipitation of mercury as HgS while dissolving silver as [Ag(CN)2]-. Results are presented demonstrating that mercury can be removed from cyanide solutions with high effectiveness while, at the same time, recovering additional silver in solution. Initial experiments with static flasks in the laboratory showed a high degree of mercury removal could be achieved. Results using actual metallurgical plant products in bottle roll tests indicate the process works on a larger scale, but also results in significant gold losses if the solution being treated has high gold levels, such as carbon stripping pregnant eluent solution. IntroductionThe dissolution of mercury along with precious metals during cyanide leaching is a long-standing problem, which can result in significant mercury toxicity issues (Washburn, 2003). Mercury is first dissolved by the cyanide solution, and then, since it has a great deal of chemical similarity to silver, it follows silver throughout the concentration and recovery processes, ultimately being recovered as a silver/ mercury amalgam when the metal is precipitated by either the Merrill-Crowe process or by electrowinning.While it would be desirable to either prevent mercury dissolution entirely while still allowing silver dissolution, or to selectively capture mercury before the precious-metals recovery step, there is not yet an effective and economically practical approach to doing this (Grosse, 2003; Ravichandran, 2004; Misra, 1998; Pai, 2000). There are a few processes that have been proposed, such as differential adsorption. While activated carbon, as used in the carbon-in-pulp process, is not highly selective between mercury and silver (Washburn, 2003), it may be possible to achieve some separation by selective elution of the carbon to produce high-mercury and low-mercury eluates (Bunney et al., 2010). Certain synthetic resins were shown to be selective for gold but are more expensive than carbon, requiring special equipment, and have not yet been shown to be selective for mercury (Grosse, 2003). There may be potential for differential dissolution approaches, as thiosulfate leaching does not dissolve mercury sulfides as readily as it dissolves gold (Oraby et al., 2010), and it is possible that it may be similarly more selective for dissolving silver relative to mercury. Some work has also been done with selective precipitants, such as sodium polythiocarbonates (Bucknam, 2007), and 1,3-benzenediamidoethanethiol (Matlock, 2002). Common problems with these approaches include introduction of a solid:liquid separation step, reagent costs, the need to measure the mercury concentration for process control for minimizing silver losses, and regulatory requirements to retort otherwise stable mercury concentrates."

[The two types of sulfide deposits in the Bathhurst Newcastle area are; (a) epignetic fissure deposits, and (b) massive sulfide deposits. Geological evidence has been variously interpreted to suggest a syngenetic origin, a source bed' origin, or a magmatic hydrothermal origin for the massive sulfide deposits. Sulfides disseminated through the black shales and argillites of the host rocks are enriched in S32 (mean value 22.34, S34. = 5.8 per mil) relative to the meteoritic standard of 22.21, and have a broad spread in range of values. S32/S34 ratios of sulfide minerals from the deposits occur in two distinct groups. The massive sulfide deposits exhibit ratios between 21.88 to 22.05, while the fissure deposits exhibit ratios between 22.18 and 22.21. These results suggest two separate sources for the sulfur, each, however, resulting in magmatic hydrthermal deposition because of the narrow spread of ratios in each group. Granite intrusive into the host rocks of the sulfide deposits have a mean K/A age of 386 ± 10 M.Y. Lead minerals in the sulfide deposits have a mean nodel lead age of 370±20 M. Y. Thus the lead minerals and the granite bodies were emplaced during the same major orogenic event. Sulfide minerals from magmatic hydrothermal deposit have a very narrow range of S32/S34 values, as do those of the Bathurst area. It seems reasonable, therefore, that well homogenized magmatic hydrothermal solutions are the most logical source of the sulfide deposits. Furthermore, the homogeneity of the lead isotopic abundance data gives strong independent evidence that the ores are of a magmatic hydrothermal origin.]

PT Freeport Indonesia’s Deep Mill Level Zone mine is one of the deepest block cave mines in the world and is in mountainous terrain in West Papua, Indonesia. The mineralization is hosted in a skarn deposit in a structural setting that is complex at the footprint, mine and regional scale. Large seismic events and significant episodes of rapid rock mass deformation are potentially critical geotechnical risks during this ramp-up stage of mining. Understanding the interaction between stress, strain, rock mass strength and geological structures is essential to minimize the hazard and engineer control measures to help ensure the safety of the employees while achieving production targets. This paper discusses how the seismicity and excavation damage have been shaped by the interactions between the mine and geological features, and how this affects strategic mining decisions. Additionally, the paper presents a summary of the mitigation measures used for mining the DMLZ in the safest and most productive way. These include improvements to geotechnical characterization of rock mass and structure, dynamic ground support designs, production scheduling for desirable cave propagation and a seismic monitoring system with re-entry protocols.

"Ore morphology plays a vital role during the milling and liberation of minerals. This study was carried out to understand the role of mineral crystallography and mineral interfaces on the milling and liberation processes. Data related to mineral crystallography, Vickers Hardness Number and beneficiation processes were collected from literature, and detailed statistical analysis was conducted to relate these parameters. Review of the crystallographic information of minerals present in ores indicates that molecular weight and cell parameters significantly affect milling and liberation characteristics. Mineral interfaces were classified into the three categories of coherent crystals, semi-coherent and incoherent crystals, and breakage behaviors were studied. The studied cases revealed that these material interfaces control the micropore properties that play a vital role in the initiation of intergranular and intercrystalline fractures which occur in siliceous manganese ores and dolomite as a result of thermal treatment. In contrast, banded hematite jasper and coal exhibited a much more complex fracture pattern due to their coherent interfaces and finer physical associations. This study explains the effect of the various types of interfaces on milling, and the approach can be helpful in developing a methodology to enhance mineral liberation with minimum energy consumption.IntroductionComminution is a vital unit operation in the mineralprocessing, cement-making, power-generation and pharmaceutical industries. Its importance in mineral beneficiation operations is increasing every year as a result of the growing need to exploit lower-grade ore bodies and process reject materials (Blazy et al., 1994; DOE, 2005). Low-grade ores require significant energy during grinding to liberate the valuable minerals, which are further separated from the gangues by various beneficiation methods. Various attempts have been made to enhance mineral liberation during grinding to minimize energy consumption. Most of these studies focused on the analyses of the compression mechanism, chemical additives, thermal treatment, microwave treatment and electric disintegration (Klimpel and Austin, 1982; Norgate and Weller, 1994; Bearman et al., 1997; Kumar et al., 2010; Wang et al., 2011; Singh et al., 2012). However, many of these efforts had limited success, and there is a need to see the problem from a fresh perspective."

In South Carolina and Georgia an area about 20 miles wide situated near the inner margin of the Coastal Plain and extending from the vicinity of Columbia, S.C. southwestward about 180 miles to the vicinity of Macon, Georgia is the principal kaolin-producing area of the world. It is especially important as the world's major source of clay used for paper coating. Essentially all of the land known or likely to be productive of quality kaolin in this area is now owned or controlled by producing companies. The least-fully developed portion is that in the vicinity of Wrens, Georgia which has been explored and developed since 1961. For the two decades following the end of world war II, demand for kaolin increased at approximately twice the rate for other industrial minerals. From 1945 to 1965 production increased four-fold. Since 1965 the rate of increase has been less, but the outlook now is that production and demand will double at least once again before the year 2000. A substantial part of this increased demand has come, and will continue to come, from industrial development, especially in the paper industry, outside the United States. The general effect, in addition to a continuing increase in production in the U.S., will be to cause: 1. Intensive research for development of more effective and more economical methods of beneficiation; 2. Concerted research effort to find an economical way of modifying high-viscosity kaolin so that it can be used for paper coating; 3. More active exploration in the U.S. and overseas, especially for deposits to supply the foreign markets; 4. More intensive study of the geological factors responsible for the accumulation of commercial deposits of kaolin; 5. Some modest rise in price, relative to the cost of other industrial minerals. The effect on kaolin producing region of Georgia and South Carolina will be to cause: 1. Working of progressively lower-grade deposits; 2. An increase in the acceptable thickness of overburden; 3. Mining of deposits farther down-dip, the use of which is now inhibited by large volumes of groundwater; 4. Increased threat of invasion of the kaolin in industry's market by substitute materials; 5. A substantial increase in concern over environmental factors; 6. More attention to be paid to the large opportunity offered for mining of silica sand and other co-products.

"The drum agglomeration of nickel laterite and gold ores has been optimized through the design of experiments (DOE) using a Taguchi L16 (45) orthogonal array to determine the optimum conditions for maximizing average agglomerate size and minimizing the amount of fines. The effects of controllable operating factors including moisture content (nickel laterite ore: 34-37%; gold ore: 7-10%), retention time (2-3.5 min), drum speed (15-45% critical speed), drum load (nickel laterite ore: 8-32 %; gold ore: 6-22%) and acid concentration (150-600 g/L) on the performance of the agglomeration process were studied.For nickel laterite ore, maximum average agglomerate size and minimum percent fines (-1 mm) occurred under the following conditions: drum load (23.7%), moisture (36.5%), time (3 min), drum speed (30% critical speed) and acid concentration (150 g/L). Under the studied nickel laterite ore conditions, the most effective parameters for maximizing average agglomerate size and minimizing the amount of fines were found to be drum load and acid concentration, respectively. Drum speed had a statistically significant effect on minimizing the amount of fines. Maximum average agglomerate size and minimum percent fines (-1 mm) for gold ore occurred under the following conditions: drum load (19.3%), moisture (8.5%), time (2 min 15 s) and drum speed (40% critical). The most significant factors for maximizing average agglomerate size and minimizing the amount of fines for gold ore were found to be drum load, time and moisture.IntroductionSeveral heap leach operations have experienced problems in terms of poor recovery due to percolation issues caused by low-grade complex ores, tailings and clayey deposits. Poor percolation can lead to low metal extraction due to solution channeling or the development of impermeable/dead zones within the heap (Dhawan et al., 2012; Kappes, 2005). Improper heap building practices such as the use of loose agglomerates and inadequate attention toward the presence of clay minerals have been among the main reasons for percolation issues. During the transport of ore material, severe segregation of the material can occur. To overcome percolation problems, a major improvement was made through the introduction of agglomeration prior to ore placement. If the ore particles and agglomerates are of similar size, segregation can be avoided to a great extent (Dhawan et al., 2013; Kinard and Schweizer, 1987; McClelland and van Zyl, 1988). Agglomeration improves the uniform percolation of solution through ore heaps and is applicable to many ores, wastes and milled tailings (Bouffard, 2005; Dhawan et al., 2013). Manning and Kappes (2005) reported agglomeration/ stacking accounts for ~14% of the total heap leaching operating cost. The cost of binder is a primary contributor toward the total cost. Also, the lack of consistent quality control tests for agglomerate often leads to operational problems. The details are mentioned elsewhere (Dhawan et al., 2013). Considering the significant contribution of the agglomeration/stacking step toward the total heap leach operating cost, it is appropriate to study the agglomeration behavior and its optimization for two different ores. The reason to study the same parameters for different ores is the fact that significant variability in the agglomeration behavior of different ores has been reported to exist in industrial operations."

Vermiculite is the mineralogical name generally applied to a group of hydrated, trioctahedral ferromagnesian aluminum platty or micaceous silicate minerals. In microscopic particles the mineral as mineral is differentiated from montmorillonite by a higher Si:AI ratio of approximately 3:l and a higher layer charge and higher cation exchange capacities. Commercial vermiculite, the vermiculite which is mined, beneficiated, and discussed in this chapter, is an important industrial mineral which is formed by the alteration of macroscopic particles of biotite and iron-bearing phlogopite. In natural form it has the size and shape of mica, while possessing the ion exchangeable properties of zeolites and some clays. Within the internal structure of vermiculite lie water molecules, which when rapidly heated to high temperature, transform into steam causing the vermiculite particles to increase in volume. This process of thermal exfoliation produces a lightweight product which finds use in various construction products, agriculture, horticulture, and other industrial applications. In exfoliated form it has the low density and biological inertness of expanded perlite, while maintaining a chemically active surface. Most of the uses of vermiculite are for the thermally exfoliated material. In addition, the cation exchange potential of vermiculite and its layer-silicate structure are properties which can be used as the basis for numerous products including intumescent coatings and gaskets, inorganic films, and the treatment of nuclear and other toxic waste. When chemically and physically modified, it possesses some properties common to organoclays and synthetic compounds. In high purity concentrates and manufactured products, these properties can be altered and optimized in applications to produce superior performance. GEOLOGY Mineralogy Vermiculite was first described as a mineral by Thomas H. Webb in 1824. Webb believed vermiculite to be a variety of talc and described its diagnostic property of thermal exfoliation thusly: "If subjected to the flame of a blowpipe, or that of a common lamp, it expands and shoots out into a variety of fanciful forms, resembling most generally small worms having the vermicular motion exact." Observing that with one exception, all commercial vermiculite has formed by the alteration of iron-bearing phlogopite, a simple definition of vermiculite might be the alteration product of trioctahedral micas, macroscopic particles of which display marked exfoliation when heated rapidly to temperatures above 374°C (the critical temperature of water). The first vermiculite described was found near Worcester, MA, but it was later pointed out by Brush (1866) that vermiculite had been known for some time in Japan as a children's novelty. Because the techniques for mineral analysis were somewhat primitive com- pared to those routinely available today, and because the structure and crystal chemistry of the micas and related minerals were not widely understood, the early literature generated at least 20 "new" minerals which were nothing more than variations in the color and chemistry displayed by vermiculite. Trade names such as Dugarlite, Mandolitem, Strong-LiteTM, and Zonolitem are sometimes used to denote commercial vermiculite, thermally exfoliated vermiculite and their products. Vermiculite particles resemble mica and vary in color from colorless through tan and green to black, depending on the chemical composition. Most physical and optical properties are close to those of biotite, with perfect basal cleavage, hardness between 1.5 and 2.5 Mohs, and specific gravity between 2.2 to 2.8. Fine-sized particles will feel talcose, especially when wet. However, for commercial vermiculite the diagnostic test is that of thermal exfoliation. Vermiculite can display a wide range of compositions, depending on the composition of the original mica and the change of chemistry during weathering and ion exchange. Chemical data for some commercial vermiculites are given in [Table 1]. There are numerous analyses for vermiculite given in the literature, and the analyses of vermiculites from commercial deposits will fall within the range indicated by the average analysis in the table. Many analyses separate the adsorbed water (H2OP) from crystalline water and water as hydroxyl (H20+). The basis of separation of adsorbed water is generally considered to be 100°C. However, hydrate water within the vermiculite interlayer begins to be lost at 75°C and lower. Therefore, measured water content and loss on ignition are combined in the table as H20[total].

An algorithm used by the US Coast Guard to find lost objects is utilized to optimally allocate exploration efforts during initial stages of an exploration program. Based on classical search theory, the algorithm assumes a target probability distribution function, a detection func¬tion, and a cost function. The three Junctions are analogous to delineating areas of possible mineralization, choice of exploration methods, and exploration budget. Application of the algorithm is shown for a hypothetical target distribution. Using the maximum number of field days available as the cost function, the optimal allocation of effort is shown for different exploration methods, e.g. electromagnetic survey and induced polarization. The adaption of the algorithm for the exploration process is discussed.

JOHN HAMRIC: Our next topic leader is David Huth, superintendent of sulfuric power generation, DAP, and shipping for IMC-Agrico, Nichols Plant, Mulberry, Florida. With a title like that it's no wonder he believes in empowerment. His topic today is "The Triumphs and Pitfalls of Using Empowerment Techniques." DAVID HUTH: Empowerment and its benefits are a desirable alternative to the traditional management structure. The difference between the two is the amount of decision- making authority and responsibility given to individuals by a supervisor. Just what is empowerment and how does it work? Empowerment is relinquishing to individuals the authority and responsibility to make daily decisions. Can everyone be empowered? What if they make a wrong decision? Will I empower myself out of a job? These are questions that all managers have when they hear the word empowerment. In today's fast-paced and high-pressure business environment, the old way of managing people must be replaced with a new approach. No longer can we, as managers, make all the decisions. The increased work loads due to downsizing, consolidation, and synergies have stretched us too thin. What about our employees? How can we motivate them into the high-performance teams that our companies are demanding? What possibly could satisfy both these issues? The solution to these problems can be solved with the power of employee empowerment. Employee empowerment will not only lessen the load on managers but will build teamwork, motivation, and pride into the employees who work for the managers who use it. American business was rudely awakened in the early 1980s when the Japanese companies not only caught up to American companies but literally flew by them. America was fat, dumb, and happy after World War II. Why wouldn't they be? They had all the factories. Everyone else had to rebuild. So for 40 years American business lounged in the limelight of very little true competition. But times change. Unfortunately, American business did not. Now the cry to perform in the new global economy has come down from the corporate boardrooms. Down through the ranks it has been felt. Guess who is supposed to make it work? But where are all those people who are going to make this rejuvenation and corporate renaissance possible? Many of them are gone-lost in downsizing, synergies, and rightsizings

The Metropolitan Water Reclamation District of Greater Chicago (MWRD) imposed a no-blasting specification (blasting is restricted to the construction shaft and shaft bottom or boot) on the Deep Tunnel project in 1988. This was prompted by numerous complaints from the residents in the vicinity of the project, and controversies experienced on previous projects from blasting the rock overlying the tunnel. This paper will describe the methods utilized by two major contractors who are driving 20 km (12.5 of tunnel along with drilling over 36 shafts under this restrictive specification. The impacts on design, construction, schedule, cost, and the environment are detailed.

Latin America is in the path of economic growth characterized by increased privatization, joint-venture projects, and reduced trade barriers. Privatization is changing the industrial operating mode from Government-owned/Government-operated to a privately-owned/government-regulated regime. The establishment of joint ventures, such as in construction and management of infrastructure, energy and mining projects, and deregulated industries (electricity/gas/ telecommunications), is now a common practice in the region. These changes, coupled with the growing awareness of environmental protection issues, have led to a sincere effort on the part of the countries of Latin America to establish reasonable environmental regulations and controls (RERCs) for all industries, including mining and energy, for the benefit of present and future generations. However, RERCs require further consideration of many factors with respect to environmental, geologic, economic, and social impacts in the region. The process must find a balance between the need to sustain profitable operations and the need to adequately protect the environment. While striving to find a balance between continued industrial profitability and environmental protection, the RERCs must be scientifically sound, pragmatic, flexible, and enforceable. There has been worldwide attention focused on the environment, and international symposia have been held on such issues as global warming, water pollution, air pollution, and hazardous wastes. Organizations such as the United Nations (UN) and the Organization of American States have performed rather extensive studies on the environment for various industries and activities, and have developed some broad general plans to address environmental concerns. This technical information is available for the asking, and should be considered a starting point for countries embarking on the passage and enforcement of their own RERCs.

In a flotation froth (and foam), air bubbles become larger due to coalescence, causing less hydrophobic particles to drop off. A bubble-coarsening model has been developed by calculating the changes in Plateau border area as a function of the initial bubble size at the base of a foam, liquid fraction, and foam height and then relating the predicted Plateau border area to the critical rupture thickness of lamellae film. The model predicts that bubble coarsens with increasing froth height, decreasing frother dosage, and decreasing aeration rate. The model predictions are in good agreement with actual bubble size measurements.

The Combined Sewage Storage Tunnel (CSST) is part of the Ottawa River Action Plan and will greatly reduce the frequency of sewage overflows into the Ottawa River during storms. The project consists of the design and construction of two TBM tunnels running EastWest (EWT) and NorthSouth (NST) along 6.2 km in total, and multiple shafts and support buildings. Contractor Dragados Tomlinson JV (DTJV) was awarded the 169 million CAD construction contract in 2016 and the CSST will be in operation in 2020. Dr. Sauer & Partners (DSP), supported by Intecsa-Inarsa, was responsible for the detailed design of the precast concrete tunnel lining as well as the geotechnical risk management program. This paper addresses TBM selection, critical tunnel sections, geotechnical risk management and rock mass grouting as a geotechnical risk mitigation measure. Three major types of solution chemical equilibria involving flotagents (Le. flotation reagents such as collectors, frothers and modifiers), minerals and solution play a crucial role in determining the behavior of complex flotation systems. Minerals of phosphates (apatite and francolite), tungsten (wolframite and scheelite) and associated carbonates (calcite and dolomite) are sparingly soluble in aqueous solution and form dissolved mineral species in bulk solution. Such dissolved species interact with mineral solids, often resulting in surface conversion of the minerals. In addition, they can interact with various flotagents and lead to surface or bulk precipitation and loss of selectivity in the flotation. Relevant solution equilibria of such sparingly soluble minerals and their interactions with oleic acid and structurally modified reagents were determined in this study using a multi-pronged experimental approach. Methods to manipulate and control the solution chemical equilibria and thus achieve selectivity in flotation systems are discussed.

Reagent control for optimum concentrate yield was studied by laboratory batch flotation tests simulating the Groveland plant flotation circuit in which a rougher concentrate is cleaned twice. The reagents were a fatty acid collector, a sulphonate collector and sulphuric acid. The study included two types of flotation feed representative of the reground and deslimed tailing from the spiral concentration circuit, one when the ore mineral is predominantly specularite and the other when it is magnetite. The factorial design included three levels of fatty acid, five levels of sulphonate and five levels of H2S04, with the two types of ore in nested blocks, making up a total of 75 tests. Similarity of results and reproducibility were established in preliminary tests. The final tests were performed in random order under closely controlled conditions following the established procedure.
