Integration of data from multiple sources and/or multiple scales is a common, yet challenging aspect of geostatistical resource modeling. Common approaches to data integration are based on a cokriging framework that assumes a consistency of scale in the information that leads to a requirement to composite the data prior to model construction. It is well known that the geostatistical model parameters are scale dependent. In particular, the volume variance of integrating these various scales has a direct impact on the semivariogram that should be used in model construction and/or the assessment of volume-variance relations as it affects resource estimation. This paper reviews and compares two different approaches for semivariogram upscaling. The first approach is the scaling laws. It is an empirically derived approach, involving several simplifying assumptions, one of which is a strict assumption of invariance of the semivariogram shape. The second approach is a theoretically derived direct upscaling of the semivariogram. This approach has been around for a number of years, but is seldom implemented due to software limitations. In this paper, we present a numerical integration approach to facilitate direct semivariogram upscaling. The advantage of direct upscaling over the scaling laws approach is shown by considering a synthetic example and a case study. Further, in the case of multiple codependent random variables, the extension of the direct semivariogram upscaling to the cross semivariograms is derived and an upscaled consistent linear model of coregionalization is presented.

Roof bolting typically follows the extraction of a commodity to help keep the roof from collapsing. During 2004 to 2013, roof bolter operators had the highest number of machinery-related injuries, accounting for 64.7 percent, at underground coal mines. This paper analyzes U.S. roof bolter fatal and nonfatal lost-time injury data at underground work locations for all commodities from 2004 through 2013 and determines risk indices for six roof bolting tasks. For fatal and nonfatal incidences combined, the roof bolting tasks in order of the highest to lowest risk index were bolting, handling of materials, setting the temporary roof support (TRS), drilling, tramming, and traversing. For fatalities, the roof bolting tasks in order of the highest to lowest risk index were handling of materials, setting the TRS, bolting, drilling, traversing, and tramming. Age was found to be a significant factor. Severity of injury, indicated by days lost, was found to increase with increasing age as well as with increasing experience, largely due to the confounding of age and experience. The operation of the roof bolting machine used in underground mining should be a research priority given the high frequency and severity of incidents. The results also suggest that temporal factors may exist, so additional research is warranted to better understand these factors and potentially develop interventions. This research provides a datadriven foundation from which future research can be conducted for safety interventions to reduce the frequency and severity of incidences involving the roof bolter activities of bolting, handling of materials, and setting the TRS.

The application of cutoffs during and after pit optimization is examined for a lower-grade multi-metallic copper deposit. Pit optimization requires calculation of the net revenue associated with each mining block, incorporating parameters such as metal prices, grades and expected recoveries, mining and processing costs, smelting and refining charges, and penalty element and royalty charges. Sensitivity analysis during pit optimization reveals which of these parameters have a significant effect on the total contained resource tonnage and total contained non-discounted revenue in the optimized pit. The cumulative effect of changing several of the more significant parameters is investigated. Application of a copper cutoff grade to a block inside the optimized pit could result in the less than optimal extraction of the resource. A block with copper grade below the applied cutoff could be economic due to the presence of other metals. Conversely, a higher copper grade block may be sub-economic. The relative merits of applying a copper grade cutoff, “equivalent grade” cutoff and dollar value per ton cutoff to blocks inside the optimum pit are discussed.

Introduction The objective of the design and operation of a mine is to make as much money as possible within certain reasonable and responsible constraints. The imposition of constraints on the objective of maximizing profits can result in an optimum mine design. This paper deals with the maximization of profits. Optimization will be discussed in a future paper. In the mining industry, it is generally accepted that the maximum economic recovery is defined by identifying the reserves and the sequence of mining that results in maximum net present value (NPV) or discounted cash flow-rate of return (DCF-ROR), as indicated in Fig. 1 (see Lemieux, 2000). Current parametric analyses techniques, such as varying the mining costs; profit reservation; sales price or metal content, to define pit limits and mining sequence technically referred to single, double or triple parameterization, do not assure that the curve in Fig. 1 will be maximized. In defining the sequence, the first material to be mined should be the first grouping of recoverable mineral that has the highest after-tax unit value and that forms a feasible mining unit. The assumed mining of the first pit should be followed by the assumed mining of the second most profitable and practical pit or pit expansion. If this process of grouping and sequencing is followed until the profitability approaches zero, the general sequence required to extract the maximum economically recoverable reserve is identified. The curve in Fig. I is constructed by calculating the NPV for a series of sequences, each assuming operations are terminated on successively lower profit pits. If the operation ceases on a pit with too high of a profit, opportunity is lost, and the NPV is lower than the maximum. The NPV curve peaks and then starts to decline before the zero-profit pit is assumed mined. This occurs because the money invested in advanced stripping would have produced a greater return if it was invested at the dis¬count rate. The maximum economically recoverable reserve is defined by the pit limit corresponding to the maximum NPV or DCF-ROR. Pit and phase definition The real challenge of reserve definition is identifying the phasing and after-tax profit per ton, so that the curve in Fig. 1 can be plotted. The after-tax profit cannot be properly addressed until after the pits are designed, the production is scheduled and the cash flow is estimated. Throughout the years, many investigators have ad¬dressed this problem. A major thrust of the famous paper in which Lerchs and Grossman (1965) presented their algorithm was to identify a sequence that would produce a result similar to that identified in Fig. 1. Whittle's (1988) four-dimensional analysis is designed to address this issue. The author addressed this same issue in a paper presented to the 1968 Canadian Institute of Mining national convention (Lemieux, 1968). Without a relatively simple methodology to con¬struct the curve in Fig. 1, the number of iterations in a trial-and-error method becomes prohibitively burden-some. The pit designer seeks a simple pit-planning parameter that will serve as a proxy for the after-tax profit per ton used in defining the curve in Fig. 1. The designer's goal is to apply this pit-planning parameter using standard pit-wall location techniques to design a series of pits that will provide a guide to the sequencing. Common techniques used to position pit walls are strip-ratio limits, highwall incremental analysis, floating-cone methods or "maximizer" applications1. Costs, revenues, noncash charges, taxes and profits are usually structured on a unit basis for use in the pit-wall location analysis. Application of the proxy parameter using the pit-design tools should, ideally, result in the definition of pits and sequences that will maximize the curve in Fig. 1. 1 The pit-design tool frequently referred to in the literature as an "optimizer" defines a pit boundary that maximizes the value contained within based on the input parameters and the safe pit-wall angle. The optimization of the pit design involves selection of rate of production, cutoff grade, product quality and other considerations. These considerations constrain the maximization of value. Therefore, pit-design tools that maximize value should be called "maximizers."

Introduction On the banks of the Columbia River, about halfway between Seattle and Spokane, sits Wenatchee, WA. It calls itself "the apple capital of the world." And it has a gold mining history that dates back to the 1880s. It was just outside Wenatchee - three blocks outside, to be exact-that Asamera recently dedicated its $60 million Cannon underground gold mine. At full production, it is estimated the Cannon mine will yield between 5 and 5.6 t/a (160,000 and 180,000 oz per year) of gold. That would make Cannon the largest North American underground gold mine to be brought into production this year. Cannon should also be among the top 10 of all North American gold producers. Asamera officials project Cannon's operating costs at about $4.8019 ($150 per oz). At that rate, the mine should also be one of the lower cost and most profitable gold mining operations in North America. One reason for low operating costs is low electric power costs. The Cannon operation will be paying about 2.5 cents per kWh for hydroelectric power supplied by the Bonneville Power Authority. Proven and probable ore reserves at Cannon are in excess of 4.7 Mt (5.2 million st). Reserve grades average 7.29 g/t (0.21 oz per st) of gold in three ore zones, in order of discovery - B, B West, and B North. The ore bodies could have been mined by open-pit methods. But underground mining was chosen for environmental reasons. In addition, the rich B North ore body extends beneath a nearby horse stable and arena. The Cannon mine area comprises some 20 km2 (5000 acres) in Chelan County. The mine site is located at the 305 m (1000 ft) elevation in Dry Gulch at the base of the Cascade Mountains. The initial estimate of mine life for the Cannon operation is eight years, depending on gold prices. But Asamera officials believe the Wenatchee area has excellent potential for future gold discoveries. Asamera, Inc. of Calgary, Alberta, owns 51% of the Cannon property, through its wholly-owned Asamera Minerals (US). Breakwater Resources Ltd. of Vancouver, British Columbia owns 49% of the operation. The Cannon mine is named in honor of longtime Asamera, Inc. executive and current company director, geologist Donald G. Can¬non. It was he who first brought the Wenatchee property to Asamera's attention and urged the company to pursue it. Asamera is a major explorer and producer of oil and gas. Its Cannon operation is the largest and most significant to date in its mining division, according to Rob¬ert G. Welty. He is Asamera's chairman and chief executive officer. It should be noted there was an element of serendipity involved in Cannon's development. The development program be¬gan when geologist Cannon visited the Wenatchee area. He was visit¬ing old mining districts. He liked what he saw. The Cannon property was eventually optioned for ex¬ploration, including a modest drilling program.

According to the 2010–2019 Mine Safety and Health Administration (MSHA) accident report database, 91% of reported ground control accidents in US longwall mines were caused by roof instability. Gateroads are subjected to significant changes in loading conditions from the development to the longwall abutment loading phases. When combined with thinly bedded shale roof, found in many US longwall coal mines, the design of efficient roof support becomes challenging. In previous work, the bonded block modeling (BBM) of roof by UDEC was validated against field extensometer measurements in a longwall entry roof at a 180-m depth of cover. The BBM was shown capable of capturing delamination and buckling of shale roof, one of the main roof instability mechanisms in longwall mines. This paper presents the recent findings on the roof-support interaction using BBM models of the same longwall entry. The effects of cable bolts, roof bolt density, and strap support on potential roof instability are studied. Results demonstrate the potential for BBM numerical models to help understand the complex roof and support system interactions and to assist with optimizing gateroad support systems.

"INTRODUCTION Steel sets such as H-type and lattice girders are often installed in the tunnels before the hardening of shotcrete to ensure the stability of conventional tunnels in soft ground conditions. In practice, while designing the tunnels with the help of numerical analysis, steel sets are generally considered only as temporary support elements. Only a few studies propose the direct application of composite support in the tunnel design, based on large-scale experiments and numerical analysis. In order to assess the structural performance of the composite support consisting of shotcrete and steel sets, large-scale experiments were performed on two types of arch-shaped specimens by applying the combined effects of axial forces and bending moments. Based on the experimental results, numerical analysis was performed to assess the application of composite support in tunnel design. The crown settlement, axial forces, bending moments, and load distribution in the composite support were analyzed in the light of different structural patterns. LARGE-SCALE EXPERIMENTS USING COMPOSITE SUPPORT Preparation and Procedure of the Experiments The preparation setup as well as the organized procedure of the large-scale experiments using composite support is shown in Figure 1. An appropriate geometry of the specimens was selected by considering the standard cross-section of a two-lane highway tunnel in South Korea. Under the loading conditions meant to develop the axial forces and bending moments simultaneously, arch-shaped specimens were assembled with the ends of the specimens subtending a 60° arc angle at the center of the arc circle as shown in Figure 2. The fabrication of six specimens was completed in two groups based on the dimensions of steel sets, with the first group of three specimens being reinforced by H100 (No.1, No.2, No.3) and the other three by H125 (No.4, No.5, No.6). In order to reduce the voids on the boundary of the shotcrete and steel sets, concrete was casted over the steel sets instead of using shotcrete. The specimens were designed to incorporate the uniaxial compressive strength of 21 MPa. Shear keys and steel plates were installed at the ends of the specimens, so that shear failure could be avoided at the ends and the specimens could also be protected from detachment at the fixation. Translational and rotational movements at the ends of specimens were fixed."

Boling Dome. a piercement salt dome in the Texas Gulf Coast basin is (was) the single largest deposit of native sulfur in the Western world. Total sulfur production has been over 81.000,000 long tons and the mine is still in production. Data from over 60 years of operation and 8.000+ wells reveal a salt dome rich in history as well as minerals. Sulfur mineralization and production correlate well with caprock structure and morphology. The occurrence of Mississippi Valley-type deposits in fracture zones is notable in some areas and may warrant additional study. DISCOVERY AND PRODUCTION HISTORY Boling Dome is located in the south- east corner of Wharton County, Texas, 60 miles south-west of Houston. It is a piercement type dome in the Houston diapir province. It was discovered in 1922 when the county surveyor noticed sour gas seeps along the San Bernard River (Haynes. 1942). Several companies including Gulf Production Company. Humble, Texas Company, Sun and others quickly began drilling for oil and gas. Traces of native sulfur were reported in cuttings from many wells penetrating the caprock, but the first commercial quantities of sulfur were not found until Gulf Production's E.M. Chase 3 and 4 wells were drilled in 1927. Texas Gulf Sulphur, then mining sulfur at Gulf Dome in Matagorda County, secured the sulfur rights from Gulf for $3 million in cash and half of the profits after expenses for development and construction of plant and townsite were met (Haynes, 1942). The drilling results from 200 or so Wells revealed a massive deposit destined to become the largest single source of native sulfur in North America. Original reserves were estimated at just over 46 million long tons and were increased in later years. Production by the Frasch method was begun by Union Sulphur in 1928, and continued by Texas Gulf Sulphur Co. in 1929, and Duval Sulphur Co. and the Baker Williams Co. in 1935. Union produced 8,009 long tons, Duval produced 571,123 long tons, and Baker Williams produced 1,453 long tons. Through its deal with Gulf, Texasgulf acquired the largest and best mineralized portion of the dome and has produced 88,544,466 long tons through 1990, and production is planned for several more years. That amount of sulfur is equivalent to a cube measuring 1,152 feet on each side, or a sulfur highway 1 foot thick, 20 feet wide and 14,479 miles long. Peak production averaged 8,376 ltpd in 1948. A price war between North American sulfur producers and Mexican sulfur producers in 1956, followed by the recession of 1957 and 1958 (Haynes, 1959) coupled with a rapid increase in mining depth to below 700 feet began a gradual production decline that was never reversed (Figures 1 and 2).

Introduction Bulk commodity prices are ever increasing. This forces buyers and sellers in world markets to look more carefully at methods for obtaining an accurate accounting of commodity transactions in commerce and materials utilization in processes. Weighing and sampling inaccuracies can result in loss of income, product quality, and cost controls. So weighing and sampling accuracies are extremely important. They are the key components of managing the quantity and quality control aspects of bulk materials handling. This article will confine itself to the weighing systems and will deal with various aspects of system design, calibration, and operations. Emphasis will be placed on new developments and requirements in this field. Weighing methods To measure the gravimetric pull on a body being weighed (the load), the gravimetric force must be countered by an opposing force. Measuring this counter-balancing force thus becomes the measurement of weight. The conventional even-arm balance shows the concept of balancing an unknown mass with an equal known counterbalancing mass. But the loads encountered in industry generally range up to many thousands of pounds. So it is obvious that the even-arm approach is not practical. Thus, with the exception of direct load-bearing load cells, most of the weighing equipment uses some form of lever system. This is usually a combination of first- and second-class levers, to gain a mechanical advantage. These levers permit the load force to be counter-balanced and hence measured within a practical range. Lever systems not only perform this force-reducing action, they also serve to focus the load force at a single point, for convenient measurement. They align the force vertically in one direction so that measurement accuracy will not be affected by unrelated side forces. There are five basic methods of gravimetric weight measurements. That is, there are five basic types of opposing forces. • The first is the standard weight counterbalance. It uses a known weight to counterbalance the load directly or through a lever system.

Since 1977, Amax Coal Co.'s Belle Ayr mine near Gillette, WY, has been the largest producing coal mine in the US. In its 10 years of operation more than 90 Mt (100 million st) of coal have been shipped from the mine's facilities to electric generating plants across the country. It is thought to be the largest amount ever produced in US history from a single coal mine. The railroad is Belle Ayr's lifeline for moving this massive volume from a relatively isolated corner of northeastern Wyoming. There are no waterways for barge traffic, and highway truck hauling would be impractical considering the quantity and distance of coal to be moved. Transportation in the Powder River Basin-at least for the present-is strictly unit trains. An average of four unit trains daily load at Belle Ayr. These trains average 108 cars long, with a capacity of 91 t (100 st) per car. Burlington Northern Railroad serves the Powder River Basin, but locomotives supplied by Union Pacific, Milwaukee Road, and Kansas City Southern are a common site as well, since coal will often travel these lines too on its way to utility plants in Colorado, Kansas, Iowa, Texas, Arkansas, Louisiana, Wisconsin, and Oregon. When Belle Ayr opened transportation in the Powder River Basin was in an early development stage. As the first large-scale coal shipper in the area, Belle Ayr was the only user of a 27-km (17-mile) railroad spur south of Gillette. Other mines, however, were to open soon on the abundant, low-sulfur reserves. Today, less than a decade after Belle Ayr's debut, 13 large-capacity mines operate near Gillette. The 27-km (17-mile) spur that once served only Belle Ayr has been extended 177 km (110 miles) south to service other mines as well, and to tie into a major rail line in central Wyoming. The Powder River Basin is now served by a wishbone-shaped track configuration that allows train movement north into Montana, south into Colorado, and east into Nebraska for connections across the country. Operations at Belle Ayr are closely tied to train arrivals and departures, with coordination essential between mine operations and rail personnel. "Train movement in the Powder River Basin has evolved to the point where we are fine-tuning mining operations to coordinate them with a more dependable transportation system," according to Joe Jefferson, transportation supervisor with Amax Coal's western division. GENERAL DESCRIPTION Shortwall mining is one of the newest mining meth¬ods to be introduced into the world coal industry. The technique of shortwalling seems to have a number of origins, but it is generally agreed that it is an outgrowth of pillar-and-stall mining where timbering was employed as the primary means of roof support. In early opera¬tions the face was undercut by a shortwall cutter, hand¬bored, and blasted. The coal was loaded by hand or gathering arm loader. Australia, having experienced success with this method, advanced the technique through the use of mechanized roof supports in 1968. Although there were several attempts at shortwalling in the US, it was not until 1973 that Eastern Associated Coal Corp.'s Federal No. 1 mine successfully extracted a shortwall panel. Table 1 is a list of shortwall opera¬tions in the US as of April 1976. Shortwall mining is a method of mining in which a continuous miner cuts and loads from the short end of a rectangular pillar of coal while hydraulically powered self-advancing roof supports provide protective cover. Characteristics of a shortwall system include panel di¬mensions (Fig. 1) of 610 to 1219 m (2000 to 4000 ft) in length, face widths of 30 to 61 m (100 to 200 ft), straight-line ventilation, and production machinery, with the exception of roof supports, commonly used on con¬tinuous miner units. GENERAL REQUIREMENTS AND LIMITATIONS The justification for shortwalling is primarily eco¬nomic, i.e., increased production and recovery concur¬rent with savings in material and labor. The method also has a number of secondary benefits including the much needed progress it has stimulated in deep mine technology, the alternatives it presents to some of the problems resulting from the 1969 Coal Mine Health and Safety Act, and is perhaps a key to the solution of the enigmatic labor problems which plague the industry. The advantages of shortwall mining over continuous miner units include the following: a highly effective method of ventilation and dust control; a greater per¬centage of extraction (approximately 85%) ; fewer equipment moves, hence more efficient operating time; cost savings on materials such as roof bolts, rock dust, ventilation curtains, timbering materials, and the labor needed to supply, load, and transport these materials; a cyclical pattern of mining, each phase of which, i.e., development and retreat, lasts for approximately three months and appears to be psychologically motivating as well as highly productive; and improved safety. In addition to these positive aspects, a shortwall sys¬tem also has advantages over a longwall system, and these are listed as follows: the capital outlay for a shortwall system is one-third to one-fourth that for a longwall (1976 prices); the shortwall system utilizes equipment that is used on a continuous miner section, with the ex¬ception of the roof support system; there is a great deal of flexibility in areas with numerous gas wells and in areas where surface subsidence cannot be tolerated; the shortwall has reduced tailgate problems, since the tail¬gate entry serves as a return airway only; and the cyclical pattern of mining insures that the mining machinery pro¬duces coal even while the roof support system is being moved to another panel. There are several parameters which govern the se¬lection and use of a shortwall system. They are all of equal importance, and hence are not listed in any par¬ticular order. These are deposit size, seam height, seam inclination, roof and floor conditions, depth of over¬burden, subsidence and chain pillar extraction, man¬power, ventilation, and materials handling. Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. Introduction The Sierra Nevada Foothill Gold Belt in California extends from Mariposa north for more than 420 km (200 miles). It includes the Grass Valley and Alleghany districts in the zone of Northern Mines and the famous Mother Lode to the south. The gold belt has produced more than 3.1 kt (100 million oz) of gold since its discovery in 1848. This remarkable production, at the present gold price, would be valued at more than $40 billion. The Law of Gambler's Ruin supposes that averages are based on systematic rather than random variations. It emphasizes the vast differences between finite and infinite probability. By applying this Law to this figure, it can be seen that the belt has produced an average of 15.5 t (500,000 oz) of gold per running mile. Many geologists believe, with some justification, that less than half the gold in this belt has been mined. Sixty per cent of the past production has come from lode deposits, the balance from Tertiary and Recent placer gravels. This paper will concern itself with the developing lode mines along the Sierra Nevada Foothill Gold Belt. As a further and final note regarding placer mining along this belt, Mark Twain suggested that placer miners, having lost their senses, had contributed liberally to the population of California's insane asylums. After a 40-year lull with little or no gold production, the lode mines of this famous belt are showing signs of renewed activity. Two open pit mines, the Sonora (Jamestown) and Carson Hill, are now in operation at substantial scales. Two others, the Goldenbell (Pine Tree-Josephine) and the Royal-Mountain King, are being readied for production on equally impressive scales. All are in the southern part of the Mother Lode. Exploration farther north, at Sutter Creek, Drytown, and Georgetown, is showing encouraging results in developing deeper lode deposits. This new activity has been sponsored to a large extent by junior Canadian mining and exploration companies. Most of the established American mining companies have looked the other way, not participating in this important development. One major reason for domestic disinterest in this opportunity is there is little chance for heap leachable open pit ore in this belt, excluding Carson Hill. And heap leaching has become fashionable with American mining companies today. Also, this great old gold belt must have been worked out, for why else is there so little activity here - Catch 22 logic. Another reason is that if a new deposit of size and grade similar to the mines in the past was found, high costs would preclude a profitable operation. And, finally, California environmentalists would not permit mining, even if a rich deposit were found. These may all be pefectly valid reasons not to explore for gold along this belt. But a look at the history of gold mining in California may suggest that the future for exploration and development of the gold resources in the Sierra Nevada Foothills can be greater than the past. It was during the Depression of the 1930s that this gold belt saw its maximum activity, with more than 3000 mines in operation. Some were father and son operations producing only a few tons of ore a day. Other mines employed hundreds of miners to hoist more than 900 t/d (1000 stpd). Some ores were of marginal grade. I feel very privileged to be added to the distinguished group that has received this award since the first recipient, Reno Sales, received it in 1954. If my research is correct, the last geologist to be honored was Bill Callahan in 1982. Perhaps the Awards Committee decided it was about time to select a geologist, and I became the beneficiary. Regarding the discovery of the Carlin ore body, it was the culmination of several studies - one going back as far as 1939 when a US Bureau of Mines engineer named W.O. Vanderberg recognized an unusual type of gold mineralization in sediments in northern Nevada. What was unusual was the fact that the gold was so fine that it would not concentrate in a pan. This, plus the study of the Roberts Mountain thrust by Ralph Roberts (1960) and conversations with Harry Bishop, manager of the Gold Acres Mine, pointed Alan Coope and me in the direction of the Lynn Window and, eventually, the Carlin discovery. There has been a great deal written about this discovery. I thought it would be interesting to discuss the evolution of Carlin gold exploration in Nevada since this time and to discuss the changes in perception of this unique type of mineralization. The method used by Coope and me in following up on Roberts' work was to map geologically the Roberts Mountain thrust and conduct geochemical sampling of favorable outcrops and float. Coope was highly experienced in geochemical exploration, as he had graduated from the Royal School of Mines in London, studying under John S. Webb, one of the pioneers of geochemistry as applied to mineral exploration. We first considered using pathfinder elements, but finally concentrated on gold analyses alone, even though the sensitivity of fire assays used at that time was only about one-half part per million. According to the spatial relationship of the mineralization to the Roberts Mountain thrust, as pointed out by Roberts (1960), we were looking for mineralization within the thrust itself. Our models were the known Gold Acres and Getchell mines, which contained reserves on the order of 0.9 to 1.8 mt (1 to 2 million st). These were not of substantial size, but I had hoped we might find more than one of these tributary to a mill that would justify an operation for our employer, Newmont Mining Corp. What we ended up with was the type of deposit we were looking for - an open pit deposit of micron gold, which the old timers had missed because the gold was not capable of being panned. But never in our wildest dreams did we think there was a chance of finding a body containing 10 mt (11 million st) of ore at 0.30 oz/st (10.3 g/t).The deposit was not in the thrust proper but was found in a favorable horizon of Roberts Mountain siltstone that was below the thrust. This is the first example of how a model should not be followed blindly. Newmont was successful in keeping this discovery quiet for some time. After a considerable amount of drilling, a rumor circulated that they had discovered a large low-grade ore body of around 1.7 to 2.1 g/t (0.05 to 0.06 oz/st), which of course would not have been economic with gold at $1.13/g ($35/oz), which was the fixed price at that time. The company, for obvious reasons, did not discourage the rumor. When, however, the true results came out there was a lot of feverish activity. Because of this new type of so-called "invisible gold," which could have been missed by the old timers, the thought was that other deposits would be discovered very soon. The Carlin and other smaller deposits, including Bootstrap, Blue Star and Gold Quarry, were in windows where the lower plate of the Roberts Mountain formation (below the thrust) had been exposed by erosion. The Archean (2.65 b.y.) aged Canning Stock at Copper Mountain, Wyoming contains an average of 20 ppm U. The North Canning and Fuller deposits occur within the enriched interior of the stock. Post-Laramide development of super gene enrichment blankets occurred in wide (25- 100 m) crushed zones. Hematite and chlorite accompany pyrite and sooty pitchblende in the mineralized zones. Reduction mechanisms proposed for deposition of pitchblende are: 1) sulfides, 2) hydrocarbons, 3) bacteria, 4) the water table, or 5) some combination of these. Abundant tar- type organics appear to have preserved the enrichment blankets from degradation. Trace element and radiometric data define target zones, but exploration models focus on favorable structure.

Demand for nonfuel minerals depends in large measure on economic activity, which rose in each quarter of 1985. However, despite 1.7 million new housing starts and a 7% increase in motor vehicle production, many domestic metal mining operations experienced continued difficulties as a result of import competition, greater use of newer engineered materials, emphasis on multi-unit housing, and downsizing of motor vehicles. Recognizing the continued difficulties of the domestic metal mining industry, many corporations made major efforts to retrench and rationalize - selling, closing, or spinning off less profitable operations, renegotiating labor contracts, and inviting increased participation by foreign firms. About 15% of US energy was imported in 1985. This included $52 billion worth of crude oil and refined products, adding significantly to the overall merchandise trade deficit of $149 billion. With the exception of a few large-bulk, low-value raw materials, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult US nonfuel minerals trade deficit totalled $17 billion. The US continued to rely on imports for many important strategic minerals in 1985 (see accompanying Table). Increased pressures for protection included major mineral products such as steel, ferroalloys, and copper. But President Reagan, in his Feb. 1986 "Economic Report to the Congress" stated: "Our international trade policy rests firmly on the foundation of free and open markets." He also stressed the need for fair trade and more open markets internationally. The National Critical Materials Council, created by law in the latter part of 1984, was activated in the latter part of 1985. Its first public hearing was held in January 1986. The Council is to review the nation's materials posture and advise the President on such matters. Compared with 1984, the value of US raw nonfuel mineral output rose 2%, to $24 billion. This supported the production of $244 billion worth of processed materials of mineral origin. Raw steel production - a major indicator of both material use and mineral production - fell 4% to 81 Mt (89 million st). Consequently, domestic iron ore production fell to 49 Mt (55 million st), about 97% pelletized. Iron ore imports fell 7% to 16 Mt (18 million st). Raw steelmaking capacity fell 4% to 117 Mt (129 million st). Pacts with 16 leading steel exporting nations have been negotiated in an effort to reduce import penetration of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 40% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production increased slightly to 49 kt (54,000 st). Mine shipments of tungsten, another mineral tied to steel production, also fell slightly to 1.1 kt (1200 st) of contained metal. Even the domestic aluminum smelting industry suffered reverses as high stocks and low prices reduced production 16% to 3.5 Mt (3.8 million st). Similarly, imports of bauxite fell 7% and alumina 10%. Production of magnesium metal fell 6% to 136 kt (150,000 st), while titanium metal production remained unchanged at 22 kt (24,000 st). Copper mine production was unchanged at 1.1 Mt (1.2 million st). Copper refinery production fell slightly to 1.1 Mt (1.2 million st). Lead mine production rose 24% to 400 kt (440,000 st). Zinc mine output was down 10%, to 225 kt (250,000 st). Refined lead production increased 28%, to 510 kt (560,000 st). Primary slab zinc production fell 5% to 240 kt (260,000 st).

A comprehensive, site specific water management plan is of primary importance to the successful implementation, operation and decommissioning of any mining project. Formulation of a plan requires an orderly planning process consisting of identifying problems, establishing planning criteria based on the guidelines and requirements of regulatory agencies, and an iterative procedure of identifying, investigating, and evaluating plan elements and alternative plans. A typical uranium surface mine operation consists of a mine pit or pits, spoil pile areas, crusher, processing plant, and tailings disposal area. A water control plan addresses the problems of diversion of natural runoff from undisturbed areas around the mine; and diversion, collection, and treatment of runoff from within the mine area. A water control plan is required to determine the location and size of appropriate control and detention structures; their cost; and the schedule for permit activity, design, and construction. The plan must be formulated to meet the requirements of both the State and Federal regulatory agencies.
