Geotechnical investigations for underground projects are subject to a variety of constraints, including factors such as accessibility, geological complexity, thickness of oberburden and finance. As a result, the extent of geological data available for route selection and assessment of underground design and construction problems may vary between wide limits. It is essential that the data collected, the degree to which it is representative, and the confidence with which the problems can be anticipated, should be reflected in the type of contract set up and the way in which the contract documents are written. The paper addresses the methods by which investigations can be focussed to make suitable overall ground assessments for feasibility level studies. Subsequent investigations can then be objectively directed toward obtaining data on specific geotechnlcal problems or aspects which impact tunnel, cavern and shaft design and construction. The extent of investigations at the preliminary and design engineering stages must be closely related to the geotechnlcal surveillance and control during excavation. Fixed-price contracts necessitate a secure geotechnical data base prior to bidding, and the provision of that to the tenderers. By contrast, 'design-as-you-go' contracts minimize the geotechnical information needed before construction, yet require immediate assessment of the excavated ground for determination of support requirements and payment category.

Acknowledgments I am honored to be named as a recipient of the Antoine M. Gaudin Award, and I would like to briefly single out four groups who deserve a special thank-you relative to this award. The first group consists of Professor Kawatra, the many international support references that he gathered and the Gaudin Committee itself. I know such things don't come without considerable effort by many individuals, and I'm grateful for their support. The second group consists of the management of The Dow Chemical Company, the managements of various mining companies and, in recent years, the management of G. S. Technologies, all of whom supported me, financially and otherwise, in my grinding, flotation and other particle-processing work. Operations people are the most overworked and under recognized people in the world, whether they be in the mining or chemical industry. Obviously, without extensive industrial support, especially from operating personnel in the mining industry, almost nothing about the work contained in this lecture would have, or could have, happened. The third group consists of a number of coworkers who have played key roles in specifically implementing the new flotation-product portion of this lecture. Of these, Bob Hansen, Don Leonard, Basil Fee, Simon Isherwood, Fernando Cones and Marty Meulendyke deserve special recognition. They have not only been dedicated, but they have been great to work with. Also in this third group are many members of the international academic community, especially those at Penn State. Professor Leonard Austin must be singled out because he took me as a young mathematically oriented chemist and taught me to be an effective process-oriented engineer. Without this experience, I would not have had the over 30-year career as an engineer, which I have loved. In addition, Len planted the size-reduction-research virus in my blood, which I can't seem to get rid of. I also need to mention Professor Frank Aplan, whose obvious love of mineral processing and froth flotation helped to create my interest in flotation. Thus, for those of you who don't like my approach to flotation, it's all Frank's fault. The fourth, and certainly not the least, group to thank is my wife, Charlene, and our two sons, Richard and Steven. No one could have a more supportive family. In every sense of the word, my wife has been my partner from the beginningwe were married at the end of my freshman year in college. She has sacrificed much for me, and I will never really be able to express the depth of my gratitude for Charlene's encouragement, loyalty and support over the past 36 years. General comments on froth flotation The industrial process of froth flotation: Where is it going? I'm here to tell you loud and clear that froth flotation is alive, well, and growing. The inherent characteristics of high mineral throughput per unit of capital, low operating cost per unit of feed, high mineral specificity and high operating flexibility have guaranteed froth flotation an important past and a growing future. As with any evolving technology, there are always trends at the industrial level that are primarily driven by economics. It is no need to say that exploitation of industrial minerals has a close relation to development of the industries related. In the first stage, a small scale manufactures were initiated in areas producing some main raw material minerals. China and cement manufactures, for example, were established depending on the local occurrence of raw materials such as kaolin and limestone without exception. That is, the industrial development is greatly influenced by the local production of the raw materials in the stage. With the development of industrial technology, various kinds of raw material minerals are explored to meet the demands of industries in the second stage. New materials become indispensable, and low-grade raw material minerals, which were left as useless, are developed as useful materials. In the stage, the development of raw material minerals is accelerated by that of industrial technology related. However, industries mainly rely on domestic production of the min raw material minerals.

The role of governments as a factor in the international non-metallic minerals industry can take several forms. Classically, the government acts as a taxing agent, collecting part of the economic rent on behalf of the country from private-sector mine operators. In addition to its taxation policies, the state can and does provide the practical commercial framework of regulatory and fiscal incentives and restraints that shape the activities of the mining firms. In addition to its functions as an agent of the public interest, the government can choose to take a more direct stake in the mining industry, and has done so in the instance of several industrial minerals that are actively traded on world markets. In this paper, the actions of three governments are reviewed and the consequences of their actions are examined.

The increasing global demand and lower price of gold has resulted in more advanced gold extraction techniques. One trend is the use of oxygen in place of air in the leaching process, which is proven to significantly enhance recovery of gold ore refractory in such techniques as CIP and CIL. This has resulted in a search for more reliable and cost efficient paradigms of oxygen supply. Many gold mines already realize the heightened recovery rate achieved with oxygen. Previously this benefit had only been available to the largest consumers of oxygen, near oxygen production facilities. Requirements of (1) to (20) metric tons per day have traditionally been supplied with expensive, delivered, liquid oxygen. Since many mines are located in remote areas, it is difficult to secure cost effective and continuous supply of liquid oxygen. However, the benefits of On-Site Oxygen Production combined with a self-generated bulk reserve supply are now available to mine sites. This paper explains and discusses the use of on site Pressure Swing Adsorption (PSA) oxygen production, coupled with a cryogenerator to liquefy oxygen for storage. This package offers continuous oxygen supply to mining sites in even the most remote corners of the world.

Ore and waste cannot always be visually separated. The distinction between ore and waste may need to be made on the basis of blasthole sampling. Hand drawn dig limits or computer-generated contour lines do not account for uncertainty, economics or equipment. Geometric methods for interpreting grade information such as the polygonal or triangulation methods share the same limitations as contouring. Geostatistical techniques exist for the realistic modeling of grade variations and uncertainty. Decision analysis techniques exist for the binary classification of ore, and waste blocks in the presence of this uncertainty. Block-by-block classification is not enough; mining equipment cannot exercise free selection of blocks. There is a need for procedures to determine optimal dig limits that account for (1) the uncertainty in the grades, (2) the economics of risk-qualified decision-making, and (3) the ability of the mining equipment to dig to specific limits. This paper presents a procedure for optimal determination of dig limits that account for these constraints. Simulated annealing (SA) is used with modest computational requirements because the number of variables is relatively small. The solution of the optimization problem is dig limits that maximize profit under multiple constraints. The method is illustrated with different constraints and tested against hand drawn dig limits in a "Dig Limit Challenge," which illustrates the efficacy of the new method.

A study of some variables affecting the recovery of molybdenum from oxidized molybdenum minerals was made. The effects of variations in contact time, temperature, pulp density, particle size, and solvent concentration on the recovery of molybdenum using acid and alkaline solvents were investigated. Chemical analyses, screen analyses and microscopic examinations were made and the presence of important elements determined. A hydrometallurgical method was developed to recover the molybdenum from the oxidized molybdenum ore by simultaneous dissolution of the molybdenum with sulfuric acid, adsorption on activated charcoal and flotation of the charcoal. The molybdenum was extracted from the activated charcoal with sodium hydroxide, precipitated with calcium hydroxide as calcium molybdate and this regenerated sodium hydroxide for additional stripping. A solvent extraction method, using mines, was also studied to recover molybdenum from both alkaline and acid molybdenum solutions. Satisfactory results were obtained.

Technological progress in the planning and production of most modern infrastructure is constantly striving for new records on basis of highly specialized solutions and know-how. Humans and technology have accomplished excellent achievements over the past few years in varied, difficult terrain. New length records are being set with the 64 km long Brenner Base Tunnel and the HS2 Railway system currently under construction in Europe. Cities are building ever longer and more demanding sewer tunnels. The paper highlights some of the challenges, trends and innovations of long-distance tunnelling projects.

In most industries it is normal commercial policy to try to gear production to the market. In times of scarcity output is pushed to its maximum and in times of glut output is reduced. Because of the effects of supply and demand, these times correspond to times of high and low prices respectively so the policy results in maximising long run total profits. Stockpiling is often an integral part of the policy. Stocks are accumulated during depressed market conditions and sold off when demand revives. This further increases the long run total profits. However, such policies cause violent fluctuations in short term profitability and impose severe financial strains. Indeed planning and implementing the policies are a central management concern which is often critical to the success of the industry. The mining industry is no exception and, for many raw materials, trying to balance supply with demand is an international problem. Stockpiling and restricted production agreements are common elements of policy. But very little attention has been paid to the one additional control which is unique to the mining industry, namely, the cut off grade. This neglect is apparent at all levels from individual mines to national economies.

Since the 1940s, decanter centrifuges have become more important for increasingly complex solid-liquid or solid-liquid-liquid separation processes. Sometimes processed industrial or metalliferous minerals are abrasive or are treated with corrosive chemical agents. Traditional mining applications include the processing of coal, gravel and other products, where low-speed decanters, as well as screen bowl decanters and filters, dominate. These have been increasingly replaced by high-speed decanters during the last decade. Decanter centrifuges also started to play a key role in applications such as drilling muds, processing carbonates and separating SX crud in copper platinum ore concentrations of nickel and gold. Communication between machine producers and mineral processing engineers is vital for the right choice of materials and the design of the right decanter centrifuge for the individual process.

The mining workforce experiences high rates of hazardous noise exposure and hearing loss. However, previous studies have identified specific behavioral and attitudinal barriers that keep miners from effectively acting to prevent their own hearing loss. The National Institute of Occupational Safety and Health (NIOSH) has developed several new hearing loss prevention tools and interventions that specifically target these barriers to prevention. The NIOSH Hearing Loss Simulator addresses motivation to take action and knowledge about the consequences of noise exposure. The QuickFit earplug test device and QuickFitWeb online hearing protection tester address barriers to effective earplug and earmuff use by verifying at least 15 decibels of protection. The NIOSH Roll-Pull-Hold technique helps miners obtain better protection through an easy-to-remember set of steps that improves attenuation by nine decibels. The “Inquiring Ears Want to Know” fact sheet helps miners to understand audiograms and to use them to maintain their hearing health. Each of these interventions can be used within the context of a comprehensive hearing loss prevention program.

Cyprus Metals' Sierrita mine is located in the Pima Mining District, Pima County, Arizona (Fig. 1), which is one of the largest known porphyry copper districts. The ore body is part of a large mineralized system that includes Cyprus' adjoining Esperanza mine. The copper and molybdenum grades being mined at Sierrita make it one of the two lowest grade porphyry copper mines in the world Mineral production from the district was first recorded in 1876. Copper from replacement deposits in carbonate rocks and copper¬-lead-zinc from veins in volcanic rocks were mined from several deposits. However, it was not until 1957 that the district commenced to become a major copper producer with the beginning of production from the Pima mine, which was the first open pit operation. Since that time, seven other open pit mines have come into production. Because of the variable copper prices and high operating costs, not all of the mines are operating today. A map of certain outcrops, plutons, and open pits, as well as older underground mining operations, in the Pima district is shown in Fig. 2.

In 1996, lack of confidence in assaying methods and sample handling affected companies as diverse as Bre-X and Timbuktu. Share prices and the ability to raise financing are impacted when the quality of assay data is suspect. Overseas projects are subject to enhanced scrutiny when local facilities are used that are unfamiliar to brokers, financing agencies and banks. Quality control systems can be implemented but there are associated costs. These costs should reflect the risk to the mining company, investors and financiers and the size of the proposed investment. In this regard, assay control can be considered a form of insurance to enhance the value of an exploration or mining project. Providing reliable assay data in a production laboratory is challenging. Pressures such as time constraints and profitability affect data integrity. In Australia and North America, reliable assaying services have been provided by several laboratories. Mistakes are primarily due to human error but systems are available that monitor results and identify these types of errors. As the mining industry expands globally, mining companies encounter difficulties in some of these areas due to lack of infrastructure, poor communications, bureaucracy and political risk. These challenges also apply to the operation of laboratories, enhancing the risk of compromised data.

"Twin bored tunnels are commonly used for a variety of road and tunnel projects throughout the world.A major component of these twin tunnel projects is the construction of connecting cross passages that provide emergency access between tunnels and space for tunnel service equipment. Cross passages can present significant geotechnical risk and technical challenges to a project – support systems must be considered for redistributing loads around the mainline tunnel openings and supporting new loading resulting from excavation activities. Additionally, cross passages pose risks to construction schedule and cost because of their sequencing at the end of construction, so mitigation of schedule overruns can be critical. By observing field instrumentation data records from completed projects, a better understanding of the force development in each temporary structure can be achieved with indication of which structures are the most critical to support ground loads.This article discusses the data obtained during the Brisbane Airport Link construction project, a road tunnel located in Brisbane, Australia. Strain gauge instrumentation data from the precast segmental lining and propped opening steel sets is presented with relation to the construction sequence and local geology. Interpretations and conclusions based on the observed trends are proposed, with several key mechanisms affecting the loading and unloading identified.Brisbane Airport Link project overview. The Brisbane Airport Link project in Brisbane, Australia, connects central Brisbane to the airport located northeast of the downtown with more than 7 km (4 miles) of twin-bore road tunnels, two lanes each, with several caverns, interchanges and access ramps constructed along the alignment to connect to other key routes in the city. The project was executed under a public-private partnership (P3) scheme, funded and operated by the consortium BrisConnections. The main contractors were a joint venture of John Holland and Theiss, while the design was carried out by Arup and Parsons Brinckerhoff.Construction of the tunnels was conducted using a combination of 17 roadheaders and two 12.5-m (41-ft) double-shield Herrenknecht tunnel boring machines (TBM) (Harding & Francis, 2013). The TBMs were used in earth pressure balance- (EPB) type closed mode for the initial portion of their drive, starting at the northeast end of the alignment. Tunneling started in soft ground, weathered rock, and mixed face conditions initially, progressing to competent sedimentary rocks as the drive continued. Support was accomplished using a 12.1-m (39.8-ft) diameter steel fiber reinforced concrete (SFRC) segmental lining installed behind the TBMs in nine segments + one key arrangement. The innovative design of these segments is detailed in the paper by Harding and Francis (Harding & Francis, 2013). Ancillary roads and underground interchange caverns were constructed by sequential excavation techniques using roadheaders, accounting for nearly half of the total underground excavations."

Some of the members will probably ask themselves what close relationship exists between hydro-metallurgy and a wet scrubber, but we are sure that as soon as deeper thought is given to the matter it will be realised how vital scrubbing, operations are in metallurgical plants. In ordinary metallurgical installations or pyro-metallurgical processes ore concentrates are first of all shifted from place to place and dust is created. In other cases the ores or concentrates are crushed or dried or roasted, and in each one of these operations dust and fumes, are created. All suspended particles and fumes originating from the abovementioned conditions not only, in many instances, provide health hazards which disrupt production and endanger the personnel in the plant, but also are the source of economic losses through extra maintenance and wear to moving machinery due to abrasion and corrosion. Further losses are incurred by the waste of fine, very often valuable, components. The Party who once said that in several metallurgical plants the bulk of the profits was discharged into the atmosphere by the stack wasn't stretching the truth. There is a place in Africa where a gold producing concern used to lose over 5 oz. of fine gold per day out of a total production of 3000 oz. per month. In another instance, copper concentrate going as high as 80% Cu was discharged into the atmosphere at the rate of 4 tons per day. Realising the value of removing and collecting solids and fumes created in metallurgical plants, a thorough study was made of the available plant and equipment offered on the market. Some units were found very efficient, but very expensive; some others also very efficient but with temperature and maintenance limitations. Some others were also efficient but prohibitive from the point of running costs.

Mining in the Coeur d'Alene Mining District has been going on for over 100 years with a long- term continuation very likely. Mining is presently carried out at depths below the -5000' horizon. As mining continues at ever increasing depths, higher in-situ rock stresses and subsequent rock deformation is encountered making mining costly and hazardous. To provide access for men and materials in such areas, a wooden raise preparation structure is typically built. Although these structures provide adequate support and access, they have proved to be very costly to construct and maintain.

A study was conducted to remove iron from sulfate solu¬tions using Eichrom'sDipex®extractant, PP'-di(2-ethylhexyl) methanediphosphonic acid (H2DEH[MDP]). It was found that this extractant can effectively and selectively extract ferric ion from highly acidic solutions. Ninety-nine percent of the iron was extracted from a simulated feed solution in a single stage. The separation factor, Fe/Zn, was 106. More than 90% of the iron in a loaded organic can be recovered in an aqueous solution by reductive stripping. This paper presents the experimental results. A new process for iron removal using Dipex extractant is described and discussed.

Coal is broadly recognized as sure, competitive, diversified, not vulnerable and predictable in price energy resource. In power generation coal is playing a dominant role in the EU-27 with 25% of installed capacity and almost one third of the power generation. The role played by the domestic resources and especially by coal are increasingly becoming the focus of the EU energy strategy. There is a strong pressure for the decarbonization of the energy mix. The Emission Trading system (ETs) can have an impact on the shift to lower carbon-intensity fuels. The impact of ETs on coal can be important, because it is very short sighted and only defines the period up to 2008-2012. The ETs CO2 regime must ensure that investment in coal-fired plants in the long term are supported. EU Research Institutes and Coal Industry identified an important CO2 reduction potential by improving the efficiency of the conversion of solid fuels into electricity. Highly efficient clean coal technologies can contribute to reasonable costs and challenge the issue of climate change. It must be pointed out that the EU Energy policy should now concentrate on the necessity to effectively support demonstration projects and to create the legal framework for the integrated approach of efficiency enhancement and CCS. It is not a right approach to implement CCS before the technology is demonstrated and before it is clear that it will be commercially viable.

INTRODUCTION AND SUMMARY Phosphate matrix beneficiation is the process of providing a mineral product suitable for downstream chemical processing to yield high analysis chemical fertil- zers. Extraneous contaminants, clays and gangue solids, are separated by screening and flotation. Reject materials always carry with them some phosphate mineral values, however. A continuing objective is minimizing phosphate losses discarded with tailings as a principle factor in maintaining beneficiation efficiency. The quest for efficiency, and improved productivity, during beneficiation is hampered by disturbances arising from among the following: o Natural variance of phosphate deposit compositions, o Minimal control over managing ore matrix supply to the plants, o Screening and flotation mechanical upsets and inefficiencies. Production personnel, in recognizing these factors, attempt corrections for changed process conditions. This response usually has limited effect. Efforts of product- ion personnel to correct for upsets of the process may often diminish efficiencies rather than improve them. Lack of prompt data for analysis of process streams is an important contributing cause of inefficient operation. Discussion in this paper examines methods for improved process control in Florida phosphate beneficiation with particular emphasis on use of on-stream analysis to aid gaining productivity. The Florida Institute of Phosphate Research has supported demonstration of on-stream analysis applicable to improved process control. Concurrently, work is proceeding world-wide in the phosphate industry toward practical on-line analysis technology. Table 1 summarizes viable methods for real-time analysis data as result of work by individual companies and research organizations. A recently completed investigation (sponsored by the Florida Institute of Phosphate Research) of beneficiation efficiency was carried out in two Florida beneficiation plants using a newly developed on-stream analyzer for phosphorus (1). BPL measurements were taken at frequent intervals over two to three weeks of routine operation. Grades are expressed in "BPL", with one BPL, or bone phosphate of lime unit, equal to 0.46 P^Y2^YO^Y5^Y. The time series of feed and tailing BPL data were evaluated by statistical procedures. Results show avoidable losses can be five per cent or greater of mineral values in feed. Use of modern process control methods in Florida phosphate mining began several years ago (2, 3). Benefits of stabilizing control used in one of the two plants where data were collected for the investigation, in comparison to manual control in the other, are outlined. Process control technology developments reported from European and South African phosphate mining operations are also noted (4, 5). It is now well accepted that advanced control techniques can increase beneficiation productivity by better management of losses. However, to make advanced control effective, real-time measurements are needed of feed and tailings BPL as well as mass flow rates.
