INTRODUCTION Previous papers and discussions at this conference have already covered the subjects of identification and nature of risks, allocation of risks and contractual arrangements. In this portion of the conference, in the light of topics already covered, we will consider how to minimize risks and how to mitigate losses. Webster defines mitigate as "to make less severe or painful", an apt definition for our purpose! RISK MANAGEMENT POLICY The first thing that must be said about risks, especially in construction, is that they exist and that they don't necessarily fall alike on the just and the unjust. Some risks, i.e., some kinds of risks, must be recognized as inevitable in engineering and construction and therefore must philosophically and realistically be accepted as part of situations to be dealt with. Dealing with means minimizing, covering, and sharing of risks and doesn't mean merely passing off the risks to someone else. While some risks can be avoided, for example, whether the structure will fall down or the excavation will cave in, risks management primarily deals with: A. minimizing risks---whomever risk it may be B. equitable sharing of those risks among the participants.

INTRODUCTION Background and Objectives Underground coal mining is a vital component of West Virginia's economy. However adverse environmental effects including ground subsidence and aquifer dewatering are often associated with such mining activities. Many families in northern West Virginia still rely on private water wells and springs for domestic water needs. In such areas where underground coal extraction and land subsidence have occurred, a disruption of the ground water flow system commonly exists with subsequent drainage of water to lower levels that may extent as deep as the mine workings; this causes loss of water supplies to landowners and represents a nuisance to mining companies 2 This report represents a summary of an M. S. thesis project in geology at West Virginia University by the senior author (3). The intent for this study was to document the effects of underground coal removal on ground water levels at selected mine sites in northern West Virginia, as observed from water wells, springs, and streams. This research should be useful to coal companies and regulatory agencies and aid in recommendations of future water well locations and specifications in areas of existing or proposed underground coal mines.

Epigenetic ore deposits in Nevada and Utah occur in clusters or belts in a variety of tectonic settings. Many are concentrated in the western half of Nevada in a region containing numerous, relatively large intrusive bodies. Throughout Nevada and Utah, they tend to be clustered in elongate zones or belts. Some of these belts are well defined by the distribution of mineral deposits, patterns of igneous rocks, alinements of faults, and aeromagnetic anomalies, whereas others are equivocal. The Pioche belt in eastern Nevada and western Utah, the Eureka belt in central Nevada, and the Manhattan belt in western Nevada exemplify the general characteristics of these belts, the close relation of some belts to geologic structure, and the lack of a clear correspondence in other belts. Some of these belts are characterized by alined or en echelon faults that disrupt the north-trending Basin ranges, by belts of Cretaceous and Tertiary granitoid and porphyry intrusive rocks near which the ore deposits occur, and by alined magnetic anomalies generally related to the Cretaceous and Tertiary intrusive rocks. All the mineral belts have produced precious and base metals and tungsten; the Manhattan belt in addition has produced magnesite and brucite; and the Pioche belt, uranium, fluorspar, and alunite. The belts in Nevada and Utah may be related to a variety of factors, such as zones of structural weakness in Precambrian rocks, transverse zones of lateral faulting, localized areas of igneous activity, or a combination of these and other factors. Specific types of ore deposits in Nevada and Utah seem related compositionally to the intrusive bodies with which they are associated. Iron deposits, for example, are associated with mafic intrusive rocks such as diorite or gabbro, whereas copper deposits generally and tungsten deposits almost exclusively are associated with granitic intrusive rocks such as quartz monzonltc and granodiorite.

This paper appraises the energy requirements for mineral production through an exergy approach taking into account the long-term decline in ore grades. In this context, the exergy required for restoring resources from the dispersed state of the so called Crepuscular Earth into the physical and chemical conditions in which it was delivered by the ecosystems in light of the available technology, is known as exergy cost. The exergy cost is the point of reference in order to evaluate in a single variable, characteristics such as composition, concentration (ore grade) and the state of technology. The ratio between the exergy cost and the minimum thermodynamic cost required to accomplish the same process is called unit exergy cost and provides a measure of the irreversibility of the analyzed processes. Otherwise, the ore grade is one of the main issues which affects directly the costs associated with mining the ore. Hence, the unit exergy costs to produce minerals from progressively lower ores grades by the current technology is analyzed. The unit exergy cost curves are presented for some important minerals such as aluminium, chromium, cobalt, copper, gold, lead, manganese, nickel and zinc, in order to know the trend when the ore grade decreases.

In the mid-1970's a major new prospect was proved in a previously unworked region of North East Leicester- shire, United Kingdom. Preliminary estimates from borehole information showed over 500 million tonnes of recoverable reserves. A special Planning Team was set up, to co-ordinate the work for the two local Areas, South Nottinghamshire and South Midlands (management of production of the UK National Coal Board is organised in twelve such Areas). The team was led by one of the authors as Deputy Director, Mining, North East Leicestershire Prospect (NELP). The remit imposed by the National Coal Board was to analyse the possible options of number, location and eventual rates of output of shaft or drift access; to select a recommended alternative in the light of geological, mining, topographical and environmental considerations; and prepare submissions in accordance with standard Board practice on major projects - such submissions including detailed engineering design, financial appraisal, and full risk assessment. To assist the Planning Team, surface and underground consult- ant engineers were appointed to prepare feasibility studies of specific civil and engineering problems.

Concern about environmental pollution goes back many centuries, but until recently most efforts to control it have been perfunctory and spasmodic, aimed largely at coal smoke and other visible pollutants. Air pollution is to a large degree a byproduct of our economic development, and scientific knowledge of the causes and character of such pollution is more extensive than the technology to handle the waste byproducts of our industrial civilization. The removal of all constituents foreign to the air from the effluents produced by an industrialized society is obviously impractical at this time. There is widespread difference of opinion regarding acceptable ambient air concentration levels for the Various pollutants produced by combustion processes, but there is basic agreement that the pollution of the atmosphere must be controlled and eventually reduced. The magnitude of the air pollution problem has been increasing rapidly because our expanding economy calls for an ever-increasing consumption of energy, and fossil fuels are a principal source of energy. For example, the consumption of electricity has been increasing at an average annual rate of approximately 8 percent over the last 10 or 1.5 years. Table 1 shows the estimated emission of the principal pollutants into the atmosphere in 1966. The approximately 90 million automobiles, trucks, and buses on American highways contribute the largest proportion of pollutants to the atmosphere, but that fact does not alter the growing problems of the coal industry. You will note that sulfur oxides, particulates, and nitrogen oxides are all products of the combustion of coal. Of these air contaminants, sulfur oxides are now receiving major emphasis in terms of research to develop effective means for control, Table 2 shows that the combustion of coal produces approximately 60 percent of the sulfur oxides discharged to the atmosphere. While the utilization of coal is the principal source of particulate matter, this is not considered as serious a problem as it was in the early part of the century because of technological developments that have produced sound methods for the removal of particulates from waste gas streams.

Two major tunnel projects with a combined value of about $US700 million have been recently completed in Sydney using both soft ground and hard rock Tunnel Boring Machines. The first of these and the main entry in Australia for the Year 2000 Olympics was the New Southern Railway. This is 10 km of mainly soft ground tunnel linking the Sydney’s International Airport with the Central Business District. The second tunnel was designed to alleviate major stormwater pollution of Sydney Harbour and involved construction of the Northside Storage Tunnel. This is19 km of hard rock tunnel at depths exceeding 90 m that connects many of the northern Sydney suburbs of Sydney with the North Head Ocean Outfall. Case studies of these projects describe the use of innovative geophysical technologies comprising gravity and seismic tomographic imaging with geotechnical testing at the feasibility and design stages. This approach minimised construction and financial risk by effectively quantifying the significant geological and hydrogeological issues along these tunnel routes that exerted major controls on these projects.

Miners have long known that rock noise, or the popping and cracking of the rock commonly heard during mining, can indicate instability of the mine structure. For many years, miners have "listened" to the rock talk and many times have interpreted changes in rock noise activity to be a warning of failure and have retreated from the potential failure area. Microseismics, or the study of rock noises, was begun in the early 1940s partly because of this historical fact. Microseismics is based on using geophysical equipment to detect and analyze rock noises on audible and subaudible levels. Thus, these systems are much more sensitive than the human ear and "hear" even more of the rock "talk" than do miners. Research has shown that micro-seismics can be used to precisely locate portions of a working area that are generating rock noise, and that rock noise release rate information from each area can be used to analyze its stability. On the basis of research results, microseismic systems are now commercially available and have been purchased and installed in many mines around the world. Introduction When a rock mass is subjected to changing stress conditions, such as those caused by mining, small-scale adjustments occur within the rock that release seismic energy. When this energy is in the audible range it is called rock noise. Those areas where stress changes occur are also the areas of the structure most likely to fail. Individual rock noises can be detected and analyzed to determine their precise location relative to the mine structure. Over a period of time plots of this data provide a pictorial representation of where stress changes are occurring. This is because rock noise activity tends to concentrate in those structure areas most actively adjusting to the changing stresses. Since these areas are the most likely to fail, they can be pinpointed and mapped relative to the structure. Rock noise rates, or the number of rock noises occurring per unit of time, also tend to vary dramatically before failure. Thus, the ability to locate the source of individual rock noises provides a means of determining where failure may occur, and rate counting within each area offers a means of assessing when failure may occur. This information, properly treated, can be used to avoid, control, or warn of impending failure. Successful applications of this technique have provided recent impetus to the effort of developing microseismics into a practical, reliable, and economically feasible tool. The phenomenon of naturally occurring rock noise was discovered in 1938 by Obert and Duvall (1939) who were measuring seismic velocities in mine pillars. Seismic energy other than what they were generating continually registered on their recording equipment. Further study by these researchers showed that the extraneous seismic energy being recorded was from rock noises that were being generated within the rock in highly stressed areas. Pursuing this interesting phenomena both in the laboratory and in the field, Obert and Duvall documented the dramatic change in rock noise rate before failure (Obert, 1941). They also established the fact that, in many instances, rock burst failures could be predicted by monitoring and listening to the rock noise activity in rock-burst-prone areas (Obert and Duvall, 1945). These early efforts clearly showed that microseismics had great potential as a tool for measuring or estimating mine structure stability. Extended testing, however, showed that sometimes rock bursts occurred with no apparent microseismic warning, and that at other times sharp increases in microseismic data were not accompanied by failure. Also, because precise location of individual rock noises was not possible at that time, one never knew where the failure was going to occur, only that failure near the observation point was likely. Thus, while the technique clearly offered promise, it was not considered practical then. In the mid-1960s, the Bureau of Mines undertook a new research effort to improve the microseismic technique. Major improvements were judged possible mainly because new and vastly improved electronic and system components had become available as an offshoot of space program instrument development. Thus, in 1967, development of a multichannel, broad band, microseismic system began (Blake and Leighton, 1970). Application of this system in rock-burst-prone mines showed it worked well and provided the incentive to develop methods whereby the source location of individual rock noises could be easily and directly calculated (Leighton and Blake, 1970; Leighton and Duvall, 1972; Redfern and Munson, 1982). In 2016, a 3.7-ML magnitude event caused by mining activity occurred at a longwall mine in southwestern Virginia which was recorded by the United States Geological Survey (USGS) and felt by local residents. The event was the largest of its kind since a global mine design change by the operator was instituted in 2008 following three large events in 2005, 2006, and 2007 (3.4, 4.3, and 3.4 Moment Magnitude (Mw), respectively). Two of the three pre-2008 events (2005 and 2007) damaged ventilation controls in the mine which fueled a mine fire. In 2016, the mine’s management requested researchers from the National Institute for Occupational Safety and Health (NIOSH) to access geological data and determine what parameters could possibly lead to events of a magnitude of 1.0 ML or greater. Evaluation of 2152 geological data points and modeling revealed three major geological factors in common with the majority of the 181 recorded +1.0 ML events from 2009 through 2016. In 1996 a KBR (Brown and Root) led international JV was appointed to design and supervise an underground and surface package. The design of 6 km of tunnels, plus enlargements, deep shafts in glacial and sandstone deposits for the conversion of the existing LEP underground laboratory at CERN, Geneva adjacent to the Jura Mountains/Lake Geneva had to be undertaken in an operational environment and in conjunction with other underground constructions associated with the US$3bn refurbishment.

Control is a vital management function by which operations are brought into compliance with predetermined standards to achieve the goals of an enterprise. Events that are characterized by a low degree of expectation, avoidability, and intent necessarily have a low degree of control. Such events are difficult not only to predict but to control as well. Fortunately, very few industrial situations fall into that category of events. It is an axiom of control technology that in order to control, one must first measure; further to measure, one must know the characteristics of the subject (or environment) upon which the measurement must be made. Finally, if measurements are to be made reliably, the influences that affect the measurement must be known and, if possible, understood. The complete control cycle therefore consists of the following: (1) defining the objective, (2) planning to achieve the objective, (3) putting the plan into practice with appropriate instructions, (4) measuring variables or parameters of interest, (5) transmitting and transforming the measurements to analyze the system's status and to predict the future outcome, (6) comparing these with the defined objective, and (7) determining and taking corrective actions to bring the actual results closer to the objective. The management principle underlying the control cycle is the principle of management by exception. The application of the principle and the frequency with which corrective actions are taken vary according to the purposes of the review and control. For example, the control of a machine operation (e.g., truck on a haul road) may require adjustments and therefore data, analysis, and decisions, in intervals of seconds whereas the review for ore-grade control may take several hours. Reviews, on the other hand, for cost control may be done in intervals of weeks or months. In any case, three specific purposes of the control cycle are: (1) to correct the operation so that it follows the accepted plan closely, (2) to evaluate the operation and predict future outcomes in light of changes in the environment or of more experience, and (3) to review the objectives and modify these to be reasonable and realistic.

The Haile Gold Mine is one of the earliest gold discoveries in the eastern United States as well as one of the largest gold producers from that region. Gold was first discovered in the gravels of what is now known as Haile Gold Mine Branch in 1828 on lands then owned by Colonel Benjamin Hale (spelling not the same). Small placer workings were immediately started and it was not long before the surrounding residual soils and saprolites were also found to contain gold. Following the presence of gold in the residuum eventually lead to the discovery of the underlying gold-bearing lodes that actually outcropped in saprolite form where not masked by heavy vegetation or a thin veneer of Coastal Plain sand. The earliest attempts at production, immediately after discovery, utilized slave labor, washing gravel and residuum from leased tracts that were 15m (50 ft) square. Several at- tempts at small milling operations were made during the en- suing decades, but there was really no substantial or successful production until the 1880s.

The 1.8 mi (2.9 km) Minneapolis-St. Paul International Airport Light Rail Transit Tunnels and Station project is comprised of the underground segments of the 11.8 mi(18.8 km) Hiawatha Light Rail Transit route in Minneapolis, Minnesota. The 21 ft 2 in(6.5 m) diameter twin tunnels were mined 65 ft beneath one of the busiest airports in the United States using an earth pressure balanced tunnel-boring machine. This paper will provide a project overview, review the major equipment selected, tunnel segment casting, and describe excavation and lining operations for the tunnels and station.

The nature of business in a free enterprise system is to maximise the return on an investment i.e. to maximise the wealth of the shareholders. This is normally achieved within constraints dictated by many agencies, one of which is the health and welfare of the employees. In the mining industry considerable effort has been expended in improvements in this field, however, the major problem still confronting the practicing ventilation or environmental engineer is the determination of what standards he should design for, which satisfy both the economic and health requirement s. Normally the basic health requirements are satisfied by the minimum standards defined in regulations and codes of practice. These are, however, based on an acceptance of a certain risk or lower production potential. A prime function of the ventilation engineer is therefore to financially justify and implement improvements to both standards and systems. The main purpose of this paper is to examine the basis and techniques of providing this financial justification. Changes in existing methods to achieve the same standards but at lower costs are also covered.

Longwall mining operations continue to increase extraction rates and the potential to generate higher amounts of airborne respirable dust (ARD). The National Institute for Occupational Safety and Health (NIOSH) has gathered data from underground longwall surveys and laboratory crushing tests to identify the important factors influencing the amount of ARD levels generated. Coal-seam characteristics, operational parameters (i.e.,cut sequence, mining height, etc.), extraction rates and dust-control parameters (i.e., airflow, water flow, etc.) were examined to determine their influence on ARD levels measured at longwalls during actual mining operations. ARD generated by a laboratory crusher while crushing bituminous coal samples collected from underground longwalls was also examined to determine if there were cor relations with coal-seam properties. Results from the longwall and laboratory data collected indicated that low-ash, high-volatile coals (low moist fuel ratio or MFR coals) generate higher amounts of ARD. It was found that face ventilation and water application to the coal product are essential elements to controlling longwall ARD levels.

In this study, the effects of various extraction and stripping parameters, such as equilibrium pH (7.0, 8.5 and 10), extractant concentration (5, 10 and 20 volume %), organic-to-aqueous (O/A) ratio and stripping agent type and concentration were studied on chromium (VI) recovery from chromium electroplating rinse bath wastewater using Aliquat 336. Results showed that these parameters all had significant effects on chromium (VI) recovery. A pregnant strip solution from a chromium electroplating rinse bath wastewater with 33.4 g/L chromium content, suitable for sodium dichromate production, was generated by 20 vol. % Aliquat 336 in commercial kerosene. The O/A ratio was 1/4 and the equilibrium pH value was 0.87, the as-received pH value. The wastewater was treated with a two-stage countercurrent extraction process to produce a loaded organic phase, which was later stripped at the O/A ratio of two with a 4-M NaOH solution in a two-stage countercurrent stripping process using Taguchi?s optimization technique.

Prior to January, 1986, the city of Austin, Texas was on notice by the Federal Government's Environmental Protection Agency and the Texas Water Commission, that they were illegally polluting the Colorado River. The wastewater facilities presently in use in South Austin were inadequate to handle the vastly increasing population. The city of Austin, Texas hired Parsons Brinckerhoff Quade and Douglas, Inc. and Dannenbaum Engineering Corporation to design and supervise the construction of an update to their existing system to alleviate this problem. A major criterion handed down to the Designer and Contractor was that the system had to be completed within a two year time frame. The biggest link to the entire design was a tunnel project consisting of 43,000 linear feet (13,106 m) of tunnel, eight feet (2.44 m) in diameter with connecting structures tying into existing and future facilities. The project was awarded to S. A. Healy Construction Company of McCook, Illinois with a low bid of $24,755,000.00. This article summarizes the techniques used in the construction of this tunnel project.

A metallurgical complex to recover gold from highly refractory arsenical ore was recently commissioned by Sao Bento Mineraco. The plant, with a nominal capacity of 20 000 tonnes per month, is situated in the Minas Gerais province of Brazil. The process consists of run-of-mine milling, flotation, pressure oxidation of the concentrate, carbon-in-leach, elution and electrowinning, and effluent disposal. The paper provides an account of the investigations that resulted in the decision to install the pressure oxidation circuit, process and engineering design and plant start up. A comparison is made between the results achieved during the first two years of production and the design parameters.

After a brief consideration of the properties of zinc sulfide minerals, their flotation characteristics, and their reactions with thiol collectors, the literature on the activation of the minerals by cupric ion, their deactivation by cyanide, and their depression is reviewed in detail. The distinction between deactivation and depression is stressed. The contradictions in the published results and theories are discussed and attempts are made to resolve them. It is concluded that, whereas all aspects of the subject require further investigation, the study of depression is most likely to yield benefits in practice.

The effect of Federal restrictions on Federal mineral estate in Alaska and the Western States is being addressed by systematic, State-by- State studies. The Bureau of Mines has inventoried and classified 3.5 million sq km (876 million acres) of land, section-by-section, according to 1) mineral ownership, 2) availability for mineral exploration and development as affected by Federal restrictions, and 31, areas containing mines and mineral resources. The availability of Federal land for exploration and development is spatially compared to areas containing mines and mineral resources. The methodology and overall results of the studies are presented.
