Environmental regulations concerning the processing of gold ores and the treatment and disposal of spent process solutions range from rigid standards in some locations to site specific options in several other jurisdictions. This paper examines the regulations and policies in two North American jurisdictions. Emphasis will be placed on the mill process and waste stream treatment and disposal, and implications for environmental impacts. Case examples of mine licence requirements will be discussed, with brief descriptions of individual treatment and disposal systems. Policies and environ- mental regulations within each jurisdiction will be examined in terms of potential environmental protection.

CSIRO and its collaborators have developed a major R & D project on dewatering of coal. This involves sub-projects on (i) the fundamentals of coal-water associations; (ii) reducing the variability of product moisture levels from small coal centrifuges; (iii) process mechanisms and optimisation for fine coal dewatering; (iv) pilot scale testing, engineering development and innovation. Results from each of these sub-projects are presented, and the pilot facility incorporating a vacuum filter, belt press, membrane press, hyperbaric filters and centrifuges, is discussed. The vacuum filter and membrane press can be configured for electric-field assisted dewatering, which provides substantial enhancements in the rate and degree of dewatering for fine coal, coal tailings, and other suspensions.

Cuttability and borability assessment methods in rock and coal are reviewed. TBM, roadheader and coal cutting machine boring rates can be predicted from a knowledge of machine, intact rock property and rock mass parameters. Results that were obtained from a detailed analysis of two TBM borability prediction methods and comparison with data from twenty case histories, show that a simple, low-cost method that uses one machine parameter and one rock parameter compares very favourably with a sophisticated, high-cost method that also includes details of rock mass characteristics (discontinuity, type frequency and orientation).

My qualification to speak on the globalization of the the mining industry comes from having worked in the industry in Europe, North and South America, Africa and Australasia in positions ranging from exploration geologist to chief executive. For about a third of my career I have lived and worked in the Southern Hemisphere. And for much of the rest of my career I have been involved in or responsible for activities in the Southern Hemisphere. This has given me the opportunity to experience globalization from the sharp end, as it were. This means speaking English with an Australian accent, Spanish with a Chilean accent, French with a West African accent and Dutch with an English accent. My topic is globalization, especially of the mining industry from a Southern Hemisphere perspective and specifically the experience and history of Gencor in that context. First, I will say a little about what globalization means to the southern part of the world: How and why the South differs from the North and how the challenge of globalization affects a south-based company differently than a northern one. I will also detail how Gencor has made significant progress in globalizing through the acquisition of mining assets from Shell. As Fig. 1 shows, I have divided up the world into northern and southern components, rather than hemispheres. The southern world comprises mainly countries that have emerged from the status of economic - if not political - colonies of nations such as England, Spain, Portugal, France, the Netherlands and, surprisingly, Italy and Germany. I have not considered the Indochinese and Arabian peninsulas in my southern world. The emergence of the. former is still in its early stages while the latter is clearly a part of the northern economic system. Large parts of Africa and South America are geometrically in the Northern Hemisphere but economically in the southern world. The reverse is the case for the IndoPersian peninsula. With the distinguished exception of Australia and South Africa, most of these countries nationalized their mining industries and mineral patrimony after attaining political independence. A major element of the globalization of the mining industry is related to the privatization of the mining industry in these countries and to the opening up of their min¬eral patrimony to non-national exploitation. The Southern Hemisphere is the watery part of the world. It is almost three quarters ocean as against a slight preponderance of land in the north. Economically, ocean areas have only a fraction of the productivity of land, except in a few oil-rich areas like the Gulf of Mexico and the North Sea. The consequence is that even on an economically level playing field we would expect the south to generate only about one third of the world's economic product.

The .Florida land-pebble mining industry of central Florida was examined to identify trends in land use; conflicts in land use; and the effect of the conflicts on mineral resources. Many conflicts exist in the study area, such as conflicts with other users of land resources and land surface; conflicts with high revenue land users; conflicts for land surface in urban and suburban areas; and conflicting restrictions concerning utilization. Projections are made showing that lands in phosphate company ownership are expected to be made available to help meet the need for future urban expansion in the study area. Some phosphate resources have been lost due to land use conflicts, however, most of the resource loss has been small. Land use conflicts and phosphate mining are reconcilable and considerable progress toward their maximum and multiple use of land and mineral resources can be resolved through farsighted planning based on factual data.

While applications of stirred media mills for fine particle production have continued to increase, there is a lack of understanding of operating behavior and power requirement. Investigations in laboratory stirred media mills have been carried out with grinding media, limestone and yttria stabilized zirconia. The torque required to rotate impellers immersed in dense particulate media with supernatant versus impeller rotational speed displays four regions marked by sharp transitions: transition from static to dynamic friction; channel- ling; dispersing; and centrifuging. Equations, including dimension- less group correlations of power and modified Reynolds number, for relating power, speed, impeller and tank dimensions and design, media size and density, solid concentration, and other relevant variables have been established. Scale-up guidelines with respect to power consumption are also proposed. The best operating conditions for grinding limestone in the laboratory stirred media mill have been identified. Complexation by the polymer during ultrafine grinding of zirconia has been found to cause extraction of yttrium into solution with possibly significant changes in the surface chemical composition of the product.

A common belief is that autogenous grinding suits itself only to certain oretypes. It is shown that properly designed autogenous grinding can be used even with very difficult ores with energy consumptions which are equal or lower than obtained with rod-ball mill grinding. The basic feature in the design is the large port grate developed by Outokumpu. The scale-up of the mills can be done on the basis of the base mill concept. It enables to compare different mill sizes and types. Simple scale-up equations are presented based on actual mill data and experimental work.

INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. Damen Avenue to Roosevelt Road, the Tunnel and Reservoir Plan (TARP), a Deep Tunnel Project for the Metropolitan Sanitary District of Greater Chicago consists of 25,189 lin. ft. of 32 ft. tunnel with 1 ft. 0 in. concrete liner throughout. The 17,100 ft. main tunnel connects at both ends with two other Deep Tunnel contracts. A branch tunnel connecting to the mainstream tunnel, commences approximately 4,140 ft. from the construction shaft and runs 8,089 ft. south and terminates at the Racine Avenue Pumping Station. Shaft work consists of one 28 ft. 6 in. diameter construction shaft, one 3 ft. 6 in. diameter access shaft and 25 drop shafts-four of which have vent shafts. The drop shafts vary in diameter from 4 ft. 0 in. to 17 ft. 0 in. All shafts vary in depth to invert from 225 ft. to 235 ft. Work has been underway for 16 months and as of this writing the construction shaft and access shaft are complete. Seven shafts have been excavated and concreting operations have started in four of them. The starter tunnel is complete, the mining machine has mined 250 lin. ft. and the muck removal system is in full operation. The contractor for the project is a joint venture of Paschen/Morrison-Knudsen/Kenny. Paschen Contractors, Inc., Chicago, Illinois is the sponsor. The total contract amount is $107,837,300.00.

On August 29, 1989, the Department of Labor, Mine Safety and Health Administration (MSHA), published a Federal Register concerning a new proposed rule on air quality, chemical substances and respiratory protection standards. As of this writing, their proposed rule has not become a standard. However, with little revision it could be expected to become a standard, and we in the mining industry will be expected to adhere to and enforce it.

In many mines, it is typical to stockpile material for milling based either on analyses from exploration and blasthole drilling, or on the observation and judgment of experienced personnel. New analytical instruments make it possible to perform multiple, rapid analyses of as-mined samples at or near the mining face, so that sorting into stockpiles can be much more accurate. Using data and operating practices from a phosphate mine, a model was developed to simulate the function of analytical instruments in ore-grade control and ore stockpiling. With this model, it is possible to determine the recommended sampling points and sample frequency to obtain the desired confidence limits on the stockpile analyses.

The Bureau conducted, through joint funding with the Colorado Mining Association, large scale oil shale rubble fire tests to investigate flotability characteristics and different methods of extinguishment. Ignition of large rubble piles was easily accomplished. Foam blankets could be used to control surface flames. The results of these large scale tests confirmed that water was effective in extinguishing deep seated oil shale fires but not particularly efficient. It took up to 1.7 times as much water to extinguish a fire as anticipated on the basis of a simple cooling model, assuming 100 pet utilization.

Chemical dewatering aids for mineral slurries generally fall into two classes: surfactants and flocculants, which can be used separately or together. Current industrial use of both types of reagents is summarized for sulfide and non-metallic minerals, as well as uranium and gold leach residues and coal refuse. This paper uses a simple model to illustrate the fact, widely known to information theorists, that the covariogram represents only half the information in the data used to construct it. A comprehensive survey of minefill practices in underground mines in Canada has been conducted. The survey was designed to cover the entire filling operation for individual mines from feed to the preparation plant, to underground transportation, and to stope placement. The questionnaire examined such areas as mining method utilized, the purpose of backfilling, backfill formulations, including binding and chemical additives, slurry properties, transportation parameters, stope preparation procedures, backfill placement properties, fill instrumentation, and costs. This paper presents the current state of backfill usage in Canada, identifies trends in minefill practices and provides mine operators with an updated database to compare their own practices with modern trends throughout the industry.

An integrated approach to mine management is presented. A model for achieving the level of control of operations critical to surviving in the current market is outlined. The integrated Production and Cost Management System (PRaCaST) is designed to provide mine managers with a reliable, quantitative, decision-assisting system that can be used in formulating timely responses to complex fluctuations in operations. PRacaST consists of a productivity forecast model, sectional bills of materials containing current resources consumption factors, a linear programming scheduling model, and operations analyses that focus on production and cost performances. The system is applied to an underground coal mine.

An approach for scheduling the mining of ore and waste blocks in a surface mine is presented. While mathematical programming approaches have been developed to solve this problem optimally, they are difficult to implement and understand. The more simplistic approach presented here achieves practical mining schedules, taking into account both long- and short-term considerations. The key to the approach is use of the concept of ranked positional grade. The program can determine a complete schedule for a specified time period, or it can be used interactively as a guiding tool for the engineer.
