On Nov. 11, 1909, M. Alexandre Pourcel, of Paris, France, upon the proposal of a large number of distinguished members, and the unanimous recommendation of the Council, was elected by the Board of Directors an Honorary Member of the Institute. M. Pourcel has devoted forty-three years to the metallurgy of iron and steel ; and the work which he did between thirty and forty years ago constitutes an important part of the founda¬tion of the practice of to-day. Among his striking contribu¬tions are : (1) his perfection, in 1869, of the manufacture of high-grade ferro-manganese in a carbon-lined open-hearth furnace, instead of the costly crucibles previously used; (2) his discovery, in 1874, of the method of making solid steel cast¬ings; (3) his manufacture, in 1875, of ferro-manganese and silico-spiegel in the blast-furnace; and (4) his anticipation, in 1875, of modern American blast-furnace practice, by the pro¬duction, in a very small furnace, of Bessemer pig containing 2.5 per cent. of silicon, from a burden yielding only 46 per cent. of iron, and with a consumption, per ton of pig, of only 1,8401b. of coke, containing 15 per cent. of ash. These brilliant pioneer achievements, together with his contributions to cur¬rent technical literature, won for him the Bessemer gold medal of the Iron and Steel Institute ; the great" medal of honor," which is the highest award of the French Society of Mineral Industry, and other gold medals, as well as the distinction of honorary membership of the Comité des Forges de France, which was conferred upon him in 1891. Pourcel has been instrumental, as consulting engineer of the Société de Commentry-Fourchambault, at Decazeville, France, in an extraordinary development of the manufacture of special steels. INTRODUCTION The particular field of application of machines utilizing air currents as the primary separating medium is in the cleaning of the fine sizes of bituminous coal. Approximately 25,400,000 tons of bituminous coal were cleaned by air machines during 1965. They have not found any application for cleaning anthracite. Since the development and introduction of the first successful commercial pneumatic oscillating machine for cleaning bituminous coal in 19 16, by the Sutton, Steele and Steele Co, Dallas, Texas, and the American Coal Cleaning Corporation, formerly of Welch, W. Va., seven other successful pneumatic coal-cleaning machines have been developed and introduced to the American coal-mining industry: 1. Peale Davis: "Pneumo-Gravity" machine. 2. Arms "Concentrator," oscillating table. 3. Hey1 and Patterson oscillating table. 4. "Stump Air-Flow," pulsating air jig. 5. "Super Airflow," pulsating air jig. 6. Ridge air jig. 7. Phillip air jig. While not all coals can be beneficiated by air washing, the air washing of coals that are easy to clean can be readily proved advantageous. Of all the preparation methods, pneumatic cleaning is the most acceptable from the standpoint of delivered Btu cost. This is based on the premise that a percent of moisture is just as detrimental as a percent of ash. The principle of dry concentration has never been determined with scientific accuracy. To the present time the study has been more of an art than a science. It is possible to forecast the results of wet concentration from a study of the washability characteristics of the raw coal but only after applying rule-of-thumb methods of interpretation to the specific gravity and size distribution can it be ascertained that the raw coal is amenable to dry concentration. Air as a separating medium dates back to biblical times as exemplified in the winnowing of chaff from the grain. However, the same application of air to coal serves merely to blow the dust away and size the remaining particles. Pulsating air was the solution to the problem and largely eliminated the necessity for close screen sizing which was required on early separators. Because of the low density of air, a medium of sufficient density has to be built with the material itself. Groundfall accidents have been the leading cause of fatalities in the underground coal mining industry for many years. Statistics from the Mine Safety and Health Administration (MSHA) indicate that approximately half of the victims of these fatal accidents were in an area where no devices had been installed to support the mine's roof. This report was prepared by the U.S. Bureau of Mines to summarize the opinions of 268 coal miners, 29 rust-line supervisors, and 30 MSHA inspectors concerning why people go under unsupported roof, and how to prevent this behavior. Interviews were conducted at six minesites.

"Coal may be and has been hauled safely at approximately the same cost with permissible2 storage-battery locomotives as with trolley, cable-reel, crab-reel, or nonpermissible storage-battery locomotives. While in general, thinking mining men readily admit the relative safety of the permissible storage-battery locomotive there are some persons who question the safety of this type; however, the greatest opposition to the widespread use of storage-battery locomotives is from those who believe them to be more expensive to operate and to be more expensive in first cost than the trolley or cable-reel locomotive. Data collected during a comprehensive study- of storage-battery and wired transmission of power in some Pennsylvania and West Virginia coal mines indicate that there is but little difference between the cost of hauling with cable-reel or with storage-battery locomotives. It would appear that if this fact were mere generally known mine operators of the more progressive type would install such equipment and avail themselves of greater safety in hauling coal.The need for greater safety in haulage in coal mines is readily understood when it is considered that during the 12 month period, July 1, 1929 to June 30, 1930, trolley or cable reel gathering locomotives caused four explosions in which 407 lives were endangered, 11 persons were injured, and 30 lives were lost. Still another disaster was averted by the vigilance of a fire boss, who discovered a stratum of gas 3 feet thick at the top of an entry into which a gathering locomotive was about to enter. Other explosions not resulting in any fatality probably have not been reported. In addition numerous fires have been caused by trolley or cable-reel locomotives, and these fires probably would have been avoided had permissible storage-battery locomotives been used."

Federal regulations require that methane liberated at the face be diluted and removed to maintain methane gas concentrations below 1 pct (CFR) in working places and intake air courses. The delivery and distribution of intake air at the face is critical for effective face ventilation. Improved techniques for monitoring the movement of intake air to the face are needed. A test system was developed and a computer program written for using a three-axis ultrasonic anemometer to measure airflow in a simulated mine entry. Results of tests conducted in the entry showed that the anemometer is a valuable tool for measuring mine airflow conditions near the face.

In spite of potential theoretical and economic advantages of large-diameter ball mills, many manufacturers elect not to build these mills owing to what is perceived as an excessively large design risk. This risk results from the fact that traditional predictions for mill-scale-up to large diameters are not always accurate. It is apparent that alternative methods of analysis and scale-up are required. Recent studies have shown that detailed population balance models which account for important grinding subprocesses, i.e., grinding kinetics, material transport, and classification, are capable of predicting the performance of small- and intermediate diameter mills (up to 4.3 m (14 ft)) from small-scale batch tests. These same models are used in the current study to predict the performance of a "borderline" large ball mill (4.7x5.5 m) at Asarco's Sacaton operation, a ball mill (5.0x5.8 m) at Kennecott's Chino operation, and one of the world's largest ball mills (5.5x6.1 m), at Cities Service Pinto Valley operation. Model parameters required for scale-up have been estimated in a 380-mm diameter batch mill. Predictions are compared with the results of detailed plant sampling in the three plants. For the Sacaton and Chino operations, the error of the predictions was found to be less than 2.5%, while the corresponding error for the Pinto Valley operation was less than 2.7%. It is concluded that proper representation of the major subprocesses of grinding in the model equation is the key to achieving accurate scale-up. Of special importance is the need to account for the size distribution of the grinding media and the influence of the size distribution environment in the mill on grinding kinetics.

The four factors itemised above are typically interdependent. They amalgamatively influence the judgement of the Engineer and they ultimately result in the delivery of safe and cost-effective solutions by Professional Engineers. This technical paper presents detailed information on the ground engineering aspects of a large-scale housing development project located on a sloping site that had been presumed to be unstable in West Sussex, England. The ground engineering design package for the scheme comprised of temporary working platform designs & stability assessment for piling rigs and other construction machinery, geostructural designs for approximately 1km total run of permanent bored pile retaining walls to support the split-level construction on the sloping site and geostructural designs for the permanent foundation piles to support the housing units. The paper details how the four factors outlined above were amalgamated by the project’s foundation specialist consultants & piling contractors to deliver safe and practical solutions for the development, with significant savings in materials, cost and project completion time.

INTRODUCTION CHURCHILL river was named for John Churchill, first Duke of Marl-borough and third Governor of the Hudson's Bay Company, in the latter part of the 17th century, some fifty years after the ill-fated Danish expedition, led by Munck, had abandoned the site of the now famous seaport of Churchill, as a worthless, cold, disease-ridden country. No other attempts were made to explore the interior until the river basin became a part of the grant to the Hudson's Bay Company and began to play its part in furnishing the luxury of fine furs to civilized people as it had furnished the necessities of food and dress for untold centuries to uncivilized natives. This was the sole contribution of the region to the economic life of the country for some two hundred and fifty years, until 1926, when the power site at Island Falls was discovered by engineers seeking a cheap power source to make possible the development of the great ore-body at Flin Flon. DRAINAGE BASIN OF CHURCHILL RIVER The river is some 1,325 miles long. Rising in the headwaters of the Beaver river, in east-central Alberta, it flows in an easterly direction across Saskatchewan and northeasterly across Manitoba to Hudson bay, through a remarkable basin of some 115,500 square miles, only 6,000 square miles less than the area of the British Isles. A journey down this river leads one through three distinct belts of country, each vastly different from the others geologically and in surface characteristics. For the first five hundred miles the river flows through a basin of 36,000 square miles of the great central-plains country, which is covered with fertile soil and carpeted in its southern part with prairie grass, which gradually gives way to the mixed forests of poplar, spruce, birch, and jackpine in the northern and eastern sections: About midway across Saskatchewan, bald-headed knolls and ridges begin to make their appearance as the river meets the western margin of the Canadian Shield. Then, for some seven hundred miles, it passes through country underlain by the pre-Cambrian rocks of the Shield, which continue to within one hundred miles of Hudson bay. Here the character of the country again changes to a low, clay plain underlain by sandstone, and through this 'clay belt' the river flows between steep clay banks, to empty into Hudson bay.

Buckhorn ore is hydrous, argillized basaltic andesite, and is at least 60% clay composed of kaolinite and subordinate montmorillonite. Moisture content runs from 10% to 25%. The original crushing plant was a typical compression type, employing a jaw crusher, and two cone crushers. The system was plagued with constant plugging and unable to meet production plans. The three compression crushers were replaced with a Stamler Feeder Breaker followed by a Hazemag Impactor. Production plans are now exceeded. Agglomeration has progressed from an agglomeration drum to cascading conveyors, to introduction of the lime and cement into the primary crusher.

Over the last 100 years in the Polish mining industry considerable work has been done to assess optimum slurry, develop flexible delivery systems and adjust the fill technology to a wide variety of mining and geological conditions. Sand or industrial mineral waste materials for the backfilling of underground voids are used to control ground movement and surface deformation. This paper discusses various criteria to he considered in the preparation of a fill, including slurry properties, mine infrastructure, mining geometry, placement methods and the purpose of the backfill. The mine production scheduling problem (MPSP) has been studied since the 1960s, and remains an active area of computational research. In extending the concepts of the MPSP, the automated mine may now be regarded as a hierarchical intelligent agent in which the bottom layer consists of distributed robotic equipment, while strategic functionality occupies the higher layers. Here we present a disambiguation of artificial intelligence, machine learning, computational optimization, and automation within the mining context. Specifically, the Q-learning algorithm has been adapted to generate the initial solutions for a high-performing strategic mine planning algorithm, originally developed by Lamghari, Dimitrakopoulos and Ferland, based on the variable neighbourhood descent (VND) metaheuristic. The hierarchical intelligent agent is presented as an integrative conceptual platform, defining the interaction between our new Q-learning adaptation and Lamghari’s VND, and potentially other hierarchically controlled components of an artificially intelligent mine, having various degrees of automation. Sample computations involving Q-learning and VND are presented.

RME has a vision for a new grinding plant operational paradigm made possible by RME's fast, safe Mill Relining System. Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by modifying liner design for maximum life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the liners' wear life. RME's proposition is to see new liners designed for maximum commercial performance. This may mean more frequent mill relines but with liners designed to yield optimum grinding, metallurgical and profitability performance, not maximum life. In other words, mill liner profiles and mill relining speed become key operational controls and not simply `must do' maintenance functions. Taken to the extreme, liner profiles may prove capable of `tuning' a grinding plant for maximum profitability in any metal price environment. Following the introduction, the first section of this paper provides an update describing recent and significant developments within RME's range of Mill Relining Systems, the enabling technologies which permit more frequent liner exchange without incurring additional downtime imposts. The second section outlines RME's vision of a `liner profile versus profitability' commercial model, developed either intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.

THE problem of making iron-manganese alloys of scientific purity is a rather difficult one. They cannot be prepared in air because of the readiness with which the metals oxidize at the temperature of melting; and they cannot be prepared in vacuum because of the, high vapor pressure-of- manganese. The very property of: manganese which permits it to be purified interferes with the utilization of the best method of making pure alloys. Accordingly, it is necessary to use a gas atmosphere which will not affect the-properties of the alloys. The gases available for the purposes are hydrogen; helium and argon. Nitrogen forms intermetallic compounds with manganese very readily. Hydrogen, while valuable as a deoxidizer and having the advantage of being comparatively cheap, is explosive over a wide range and, has a rather high thermal conductivity. Helium is reported as, costing little but is difficult to secure at a reasonable price and also has a conductivity nearly as high as hydrogen. Since argon has a sufficiently low thermal conductivity, it has been selected for use in one induction furnace for melting, under a controlled, gas atmosphere, in spite of its cost, which is so high (70 cents to $1.50 per cubic foot) that it must be stored and purified.. Such a gas atmosphere-as argon makes necessary the use of the, high-frequency induction method of heating. Olympic Dam Operation is located in the Stuart Shelf Geological Province approximately 520 km north-north-west of Adelaide in South Australia. It is estimated to be one of the worldÆs top five copper orebodies by size and the biggest single occurrence of uranium. The deposit was discovered by Western Mining Corporation in 1975. Exploration was based on a conceptual model for the formation of sediment hosted copper deposits together with gravity and magnetic anomalies.The capital cost of the current expansion is estimated to be A$ 1.64 billion. The underground expansion includes a total of 36 km of lateral development, a railway haulage system delivering ore from a series of ore passes to a new crusher station and a significant increase in ventilation capacity and mine services.In the current underground expansion the mining method will essentially remain unchanged. The ore handling system will incorporate some recent advances in technology, improving efficiency and safety standards.Major infrastructure excavations are designed by a team of engineers attached to the Olympic Dam Expansion Project and a number of consulting groups. Once the expansion is fully completed it is expected to increase the current annual underground production level from 3.4 Mt to 9.0 Mt of ore by the year 2000. Mine design engineers working for the Olympic Dam Operation have recently completed a three year final design plan to achieve this target.Access to the existing mine is through the decline and Whenan shaft. The Whenan shaft was originally sunk as an exploration access and later upgraded for hoisting. The 4 km long service decline connecting to the Whenan shaft was later constructed to accommodate the increase in service demand. The Robinson and Sir Lindsay Clark shafts were developed at later stages to cater for the hoisting during and following the expansion lead up.

The Bureau of Mines developed hypereutectic aluminum-silicon alloys which 11.7.d better mechanical properties than the unmodified hypereutectic alloy. A commercial aluminum-20 weight-percent silicon LIr alloy was selected as a ary base for improvement. The primary silicon. grains were reduced from ASTM 4-5 to ASTM 8.5 by the use of phosphorus and phosphorus compounds. The remaining eutectic matrix was refined by sodium metal additions of 0.2 weight-percent. Solid solution strengthening of the alpha aluminum was obtained by adding 2 percent copper and 0.5 percent magnesium. Also, 1 percent nickel was added to harden the alloy. Optimum thermal treatment consisted of a solution treatment for 10 hour:, at 480° C with hot water quench, followed by aging for 6 hours at 175° C. The final alloy exhibited a Rockwell B hardness of 75 ±2 in the heat-treated condition. The ultimate tensile strength was 39,5O0 psi with no recordable elongation. The coefficient of linear thermal expansion was 20.4 x 10-6 per °C in the temperature range 20° to 300° C. No wear resistance data were collected.

"The Geotextile Encased Columns (GEC) deep foundation system for embankments on soft soils was introduced some 20 years ago and is now considered State-of-the-art worldwide.The GECs consist of compacted granular fill, similar to common gravel columns, with one decisive difference: they are confined in a high-strength low-strain flexible geotextile “cylinder” (encasement). This engineered element provides a very efficient tool to control and optimize the behavior of the system. GECs perform very well even in extremely soft soils ensuring bearing capacity (stability) and reducing settlements. Due to the encasement, they a lso provide high lateral ductility. A wide range of fills including sands can be used.The remarkable reduction of vertical stresses in the soft soil surrounding the GECs results in a decrease of lateral pressure as well. Such reduction combined with the lateral ductility allow GECs to be also used for lateral pressure-relief adjacent to sensitive foundations, e.g. rigid piles. The application of GECs as lateral pressure relief was recently used in Brazil and Germany where bridge abutments were built on concrete reinforced-piles. The GECs below the bridge approaches and adjacent to the piles decreased the lateral pressure to acceptable values.This paper presents two case studies for which the most relevant parameters, the geotechnical conditions, specific problems, engineering philosophy, final solution and lessons learned are discussed. Furthermore, instrumentation programs were applied in both projects. The most important results in terms of displacements and stresses are shown, evaluated, summarized and commented upon, focusing on the lateral stress-relief, followed by conclusions and recommendations."

The U.S. Bureau of Mines investigated column flotation for recovery of a high-grade fluorite (CaF2) concentrate and byproduct concentrates from the Fish Creek fluorite deposit in Eureka County, NY. The recovery scheme consisted of (1) grinding the ore to minus 48 mesh, (2) fluorite rougher and cleaner flotation, (3) desliming the rougher fluorite flotation tailings at 20 Jjm, (4) mica flotation, and (5) silicate rougher flotation. Acid-grade fluorspar, mica, free silica (Si02) sand, and low-grade beryl (Be3Al2S~018) concentrate were produced in a 100 lb/h continuous column flotation unit (CCFU). The highest results achieved were %.6-pct CaF2 recovery in a fIrst cleaner concentrate containing 99.7 pct CaF2. Beryl recovery was as high as 92 pct at a grade of 5.3 pct BeO. The silica sand, which assayed 98 pct Si02, was recovered as the rougher beryl flotation tailings. Collector reagent consumption was reduced 45 pct for fluorite and 58 pet for silicate flotation in comparison with bench-scale conventional flotation. All products were signillcantly improved in both grade and recovery over conventional flotation results, and the recovery scheme was simplifIed by removal of several stages of flotation in the fluorite and silicate flotation steps.

"The Riyadh Metro Project forms part of a complete new public transport system integrated in the urban planning and development of the fast growing capital city of the Kingdom of Saudi Arabia. The Design & Build project consists of 176 km of a new metro network with 57 km of double track single tunnel infrastructures, spread over six metro lines. During the design phase, geological, hydrogeological, geotechnical and geophysical site investigations were undertaken to chart the, previously uncharted, underground construction space. Different TBM solutions were selected for implementation taking due consideration of the ground conditions of each metro line. The results obtained from deep excavations for underground stations and analysis of the TBM tunneling data will be used as key input for future tunneling projects in the Riyadh and the Kingdom of Saudi Arabia. The present paper details the design conditions and presents the solutions for large diameter tunnels in karstic limestone. INTRODUCTION The High Commission for the Development of Arriyadh was established in 1974 as the organizational, planning, executive and coordinating body responsible for the development of Riyadh. Arriyadh Development Authority (ADA), established in 1983, is the High Commission’s executive, technical and administrative arm. The ADA is responsible for implementing the High Commission's organizational, planning, executive and coordinating decisions and missions (ADA 2015). One of the remits of the ADA is the preparation and execution of a transport plan for the city. The metro network is planned to be the backbone of the public transport system developed as part of the King Abdulaziz Project for Riyadh Public Transport in Riyadh. With six lines and a total length of 176.5 km (Table 1) and 85 metro stations, the metro network will cover most of the densely populated areas, public facilities, and the educational, commercial and medical institutions. The network will connect the King Khalid International Airport, the King Abdullah Financial District, main universities, Riyadh downtown and the public transport center. The public transport plan includes a future bus network with 22 lines on 1200 km and 6765 stops that will be the main feeder for the Riyadh metro network; it will also be the main mode of transportation within and around Riyadh districts (ADA 2015)."

"At a distance of 10 years from the first application of the Nazzano Method, the widening under traffic of a tube of an existing motorway tunnel was realized near Ancona, along the A14 Motorway in Italy. This paper describes the works for the enlargement with conventional method of the second tube, very close to that already widened under traffic.This enlargement was realized very fast, taking into account the advantages of some interesting technological improvements of the Final Design proved in the first tube.INTRODUCTION TO THE WIDENING OF EXISTING MOTORWAY TUNNELSThe widening of a twin-bore motorway tunnel usually considers the double option of creating a third bore as an alternative or closure to traffic of one of the two bores with the resulting reduction in the level of service for users.On the contrary, the extension in situ of a road, motorway, railway or underground tunnel in the presence of traffic, made possible by an inspired idea of Prof. Pietro Lunardi, enables the level of service of the infrastructure to be maintained without the need to resort to alternative routes to create new permanent or temporary bores, not always feasible because of the lack of the necessary space.This construction technique, known as the ‘Nazzano Method’, is part of the technologies refined and offered by the ADECO-RS approach to tunnel design and construction (Lunardi P., 2008) which is increasingly used in the world, leading to the industrialisation of tunnelling (meaning respect for the times and costs set out during detailed design) both in conventional and mechanised (through TBM) excavations.The first true experimentation of the ‘Nazzano Method’ was carried out between 2004 and 2007 to enlarge the two-bore ‘Nazzano’ tunnel (Italy, Milan-Rome A1 motorway) in the presence of traffic, widening it to house from two to four lanes in each direction (Lunardi P. et al., 2007). Following the success achieved in this first application, the Nazzano Method was strengthened considering all the possible suggestions arising from the previous experience and then taken up to enlarge the north bore of the ‘Montedomini’ two-bore tunnel (Italy, Bologna-Taranto A14 motorway), in situ and the presence of traffic."
