The Inland Feeder project is a critical component of Southern California’s water delivery system, relying on a strategic plan of water transfer and storage to enable the delivery of an additional 650 million gallons of water a day. The Arrowhead West and Arrowhead East tunnels form part of this system, comprising the construction of nearly13 km (8 miles) of bored tunnel under the San Bernardino National Forest. This paper describes the design and manufacture of the 4.88 m (16 ft) diameter precast segmental primary lining that will be used in these tunnels to resist rock loads, and up to 275 m (900 ft) of external hydrostatic head.

Discussion of the paper of Charles R. Keyes, Bi-Monthly Bulletin, No. 19, January, 1908, pp. 1 to 31. BERNARD MACDONALD, Guanajuato, Mexico (communication to the Secretary*) :-Mr. Keyes's paper is very interesting to me because of my personal experience with the development of the ore-deposits of Lake Valley. Seeing that many of the important facts connected with the early history of the development of these mines are either now unknown, or have become more or less distorted, and thinking that it would be interesting as well as valuable to have these recorded as a historical supplement to Mr. Keyes's elaborate paper, I present the following narrative: In February, 1881, soon after the Atchison, Topeka & Santa Fé railroad made connection with the Southern Pacific at Denting, N. M., the Lake Valley properties were brought to the attention of New York and Philadelphia capitalists by John A. Miller, of Silver City, N. M. At that time silver was $1.10 all ounce and silver-mining was very attractive. Vast fortunes were being made in Leadville and other Colorado camps, and Tombstone was pouring out its millions. Lake Valley, like all' other mining-camps in their early history, had its drawbacks, but the railroad, then passing within 14 miles of it, mitigated many of these. The camp lay in the foot-hills of the Black range, in which the Apaches had their stronghold, and raided, when it suited their convenience, the surrounding country, killing the prospectors and pioneer settlers and stealing their cattle. This band of Indians was joined by the outlaws and desperadoes from the frontiers of Texas, Arizona, and Mexico, who collectively defied the United States soldiers, restrained, as the latter were, by the mollycoddles from the East. "This paper discusses past and current energy use patterns in the mining and manufacturing sectors of the industrial minerals industry. Information is presented on the primary energy input types as purchased by the industry, the quality and form of the energy actually required by the various production processes, and the residual form of this energy, either embodied in the product or rejected in gaseous and liquid waste heat streams. With the continuing concerns about the availability of energy combined with the rapidly increasing cost of energy as a production input, the reduction of energy usage through improved efficiency will undoubtedly be an increasing priority for the industry during the 1980s. Reduced energy consumption through investment to improve energy efficiency appears to be advantageous from both the corporate and national perspectives.IntroductionEnergy, like labour and materials, is one of the basic production input s to the various mining, processing and manufacturing production stages in the industrial minerals industry. Energy costs, as a percentage of total production costs, have been well above the average for industry in Canada, accounting for more than 50 cents out of every dollar in the most extreme cases. Consequently, energy has always been a relatively important management concern in the industrial minerals industry.The energy supply and price situation in Canada and internationally has been changing rapidly since 1973, following a long period characterized by declining real energy prices and an abundance and wide choice of energy supplies. It is generally accepted that energy prices will continue to increase rapidly, and that there will be uncertainties about the long-term continuity of supply of some energy types. In essence, a period of relative stability has been replaced by a period of relative uncertainty. In such a changing situation, a reassessment of the role of energy as a production input is appropriate.The following sections outline some of the effects of the changing energy scene on the industrial minerals industry. These effects are dealt with primarily in terms of energy costs, because, in most circumstances, a change in the cost of energy as a production input is the end result of both energy price and energy supply changes."

"FOREWORDVirtually all government agencies undertook many additional responsibilities during the period immediately preceding World War II; these responsibilities increased vastly in importance and scope after the actual declaration of war following the attack on Pearl Harbor. The Bureau of Mines was one of the agencies thus affected, and it was called upon to perform many duties foreign to its normal peacetime activities.The Health and Safety Division of the Bureau of Mines, at that time designated the Health and Safety Branch, was given several important and difficult duties and responsibilities of an unusual nature because of the war while of necessity-continuing its normal functions of assisting the mineral industries in the preservation of life and health and the protection of property, this being of especial importance in wartime because of the pre-eminent importance of having maximum output of essentially all types of mineral products. Some of these additional functions were given to the Health and Safety Division because the organization of the Division, with its field set-up dividing the Nation into districts with competent, experienced personnel in charge of its work, provided the nucleus of personnel and procedure through which rapid and smooth expanded functioning was feasible.In addition to the responsibilities directly attributable to definite war activities, such as the administration of the wartime Federal. Explosives Act and the Mineral Production Security Branch a new branch (then designated division) was formed to investigate coal-mine health and safety problems after the enactment of the Federal Coal-Mine Inspections and Investigations Act, which became a law on May 7, 1941, but which actually began to function actively after the declaration of war in December 1941.The purpose of this publication is to provide a brief historical record of the activities of the Health and Safety Division as a whole and of its individual branches during the war. Hard times continued to plague the industry when the calendar rolled over to 2000. During 1999, the United States economy had grown vigorously, capping the longest economic expansion in United States history. However, the mining industry was not so fortunate. Commodity prices remained in a slump in the “new-economy” that was fueled by excitement and speculation about the power of the Internet during the infancy of the Information Age. Much of the investment money that once went to mining and exploration was now headed to the world of virtual gold mines. SME President Donald E. Ranta implemented new technology into his plans for SME. His two major goals were new membership growth and to foster the establishment of the comprehensive Internet presence for the Society’s technical information. His strategic priorities included enhancing the quality and quantity of publications, programs, meetings and short courses. “The Internet is the vehicle that will advance the priorities,” he said.

Available statistics show that the demands of the American chemical industry for sodium sulphate have been increasing slightly in recent years. The supply from domestic sources, particularly In the form of byproduct salt cake from the acid manufacturers, has been tending to decrease due to the growing manufacture of synthetic acid. Both hydrochloric and nitric acids are being synthesized from their elements. The natural result has been that a smaller amount of salt cake is available. Simultaneously, the expansion of the Kraft paper industry, especially in the South, has brought about greater demand for sodium sulphate in that section. This dean is being met by domestic byproduct salt cake, by imported German sodium sulphate made from potash waste liquors, and by favorable situated domestic deposits of Glauber salts and tile anhydrous salt, thenardite. No shortage of natural sodium sulphate exists in the United States, but usually such deposits occur in semiarid regions far removed from transportation facilities and from markets. Moreover, the major portion of the natural deposits is Glauber salt or mirabilite (Na2SO4 ? 10H20), which must be dried or dehydrated in order to meet consumer requirements. The water of hydration represents, roughly, 55 percent of tae total weight of the crude salts and therefore has a very important influence on transportation costs. In marry instances the cost of getting, even the dehydrated product to market is the deciding economic factor. Therefore, the recovery oil production of anhydrous sodium sulphate from plant-.waste liquors or from natural brines of suitable composition might be economically feasible. The U.S. Bureau of Mines, at its nonmetallic Minerals Experiment Station, New Brunswick, N. J., has, for a number of rears, been investigating the commercial possibilities of treating the complex saline mineral polyhalite (K2SO4?NgSO4?2CaSO4?2H20) for the recovery of potash and magnesia. Certain proposed processes (1, 2, 3, 4)4/ yield waste liquors that contain the bulk of the magnesium and sulphate originally combined as magnesium sulphate in the polyhalite molecule. Locus Mining is working side-by-side with a prestigious iron ore company to evaluate the addition of Locus ESG-friendly green flotation reagents with the primary goal of improving recovery and grade. In this paper, we will focus on the cationic reverse flotation application. The most “established industry” reagents for cationic reverse flotation are amine as the collector, starch as the depressant, and in some cases frothers are also used (among them MIBC, pine oil, others). Here, we evaluate the synergies of different classes of eco-friendly biosurfactants and industry-standard reagents during the cationic reverse flotation method. Exploratory research was done first with an analog sample under different pHs, eight different biosurfactants with starch and no-starch, and a customized DOE was used to perform 145 microflotation tests. The results show Separation Efficiency from 20% (baseline) to 50% (biosurfactant), and Selectivity from 3.27 (baseline) to 5.67 (biosurfactant). Optimized result conditions were then applied to the iron ore samples received from our client to perform flotation tests on a Denver Lab cell. Similar results were obtained by improving Separation Efficiency and Selectivity, which corroborate with the previous work.

In the last five years, new iron ore pellet plants have been built with significantly reduced air pollution levels compared to the older generation of plants. European and American pollution controls are more stringent that in China and Brazil. The recent American plants have successfully employed circulating fluidized beds for sulfur control, baghouses for particulate control, activated carbon injection for mercury and a new design of specialized low-NOx burners.

A year ago a paper (1) was presented at the Annual Western Meeting of the Institute regarding silicosis in Ontario mines. It described the whole problem as we see it and discussed the means of prevention. The work and aims of the Technical Silicosis Research Committee of the Ontario Mining Association, and of the Committee's field engineer, were fully described also and it is suggested that reference be made to this paper in order to have a better understanding of the observations which are presented now. These observations enlarge upon parts of the dust control measures already discussed and tell of general progress in the past year. They concern fifty properties, the majority of the operating mines, which vary in size from the hopeful prospect to established producers yielding 11,000 tons of ore daily. Most of these are gold mines; a few copper-nickel. The ores range from heavy sulphides to siliceous materials and they are mined by many methods from varying types of deposits. The majority of the latter are steeply dipping and all are found in Precambrian host-rocks. Up to the present, die greatest depth to which mining has penetrated is 6,400 feet.

The Bureau of Mines conducted an experimental study with liquid and gaseous hydrogen to determine the hazards associated with the use of liquid hydrogen as an ionizing particle detector in bubble chambers . The glass window , the vacuum chamber , and the vent system were investigated . In addition , a study was made of the detection and ignition of escaping hydrogen and of the available electrical equipment for use in hydrogen atmospheres . Materials such as tempered glass , aluminum , and stainless steel are not penetrated readily by the small fragments formed when fully tempered glass is shattered and propelled by hydrogen at initial pressures up to 100 psig ; long , slender fragments from untempered glass may penetrate thin walls of relatively soft materials such as rubber gaskets and lead . Hydrogen can be vented satisfactorily from a vacuum chamber with a well - designed vent system . However , the rapid leakage of hydrogen into the surrounding air is a serious problem because the available detectors are satisfactory only when the accumulation of hydrogen is slow . Much of the electrical equipment currently available was designed for use in hydrogen- air atmospheres .

Data assembled by the Bureau of Mines , coupled with requests from coal companies , have emphasized the desirability of establishing standardized specifications for brattice cloth with particular respect to durability and fireproofing . Brattice cloth is a canvas or other material , often covered with some fireproofing composition , which is used extensively in coal mining for temporarily deflecting air into pillar workings and maintaining ventilation at the working faces . These specifications will be established , it is planned , through a cooperative program in which the U. S. Bureau of Standards will make a series of tests of various brattice cloths treated with respect to fire- resisting qualities and the U. S. Bureau of Mines will continue to assemble field data on the use of brattice cloth . Plans now are being made for this cooperative work. Without attempting to make a complete survey , the Bureau of Mines has made preliminary studies and investigations , and verious representative coal - mining companies have furnished detailed information . The information thus gained will be used as the basis for the cooperative investigation , but the Bureau of Mines would welcome additional information from mine operators on the character and weight of brattice cloth , conditions of use , durability , quantity employed and price . Such information should be sent to the Director , Bureau of Mines , Washington , D. C. The mine operator is interested in procuring at reasonable cost a brattice cloth with lasting fireproofing quality and of as great durability and strength as possible . There has been a lack of assembled data and knowledge regarding the subject , but the Bureau of Mines feels that this lack of knowledge may be overcome if the coal -mining companies will lend their hearty support to the cooperative investigation and submit information relative to the use of brattice cloth in their own properties . Information contained in this report is based on data obtained from coal operators in bituminous districts of Pennsylvania , Alabama , Utah , Indiana , Illinois , Colorado and Nova Scotia .

The dramatic rescue of nine Pennsylvania coal miners trapped nearly 90 m (300 ft) underground for77 hours probably would not have happened without the high technology equipment and improved mine rescue training techniques available today. By now, most everyone has heard the story of the accident that occurred at the Quecreek Mine near Somerset, PA. At about 9 pm on Wednesday, July 24, the miners were drilling coal in the room-and-pillar mine. Their drilling accidentally punched through to the adjacent, abandoned Saxman Mine. Old mine maps of the Saxman Mine led Black Wolf Coal, Quecreek’s owners, to believe they were between 60 to 90 m (200 to 300 m) away from the abandoned mine. Those maps proved to be inaccurate.

HERCULANEUM, MO., about thirty miles south of St. Louis on the Mississippi River, is the site of the lead smelter of the St. Joseph Lead Co. The lead concentrates come by rail from the Flat River district and from three properties in Madison County, Missouri; from the Balmat division in St. Lawrence County, New York; a small tonnage from the Tri-State district; and occasionally from the Aguilar property in Argentina. The average grade is 67 to 68 percent lead and 1 to 3 oz of silver. The bulk of the material is flotation concentrate, with some gravity or table concentrate. No secondary metals, outside drosses, or any materials high in bismuth, arsenic, or antimony are treated. All concentrate is received in box-caps and is unloaded directly from a trestle into the concentrate bins at the roaster plant. Flux, coke, and any miscellaneous lead-bearing material is either unloaded directly into bins or unloaded with a locomotive crane. All moving and switching of cars is done with two thirty-ton steam locomotives. Shipping facilities for the plant are provided by the Missouri-Illinois Railroad. The ability to compare explosives is fundamental. Numerous methods are used and while simple conversion factors are often used, the use of TNT Equivalency (TNTe) is not a simple subject as explosives exhibit very different equivalencies depending on whether the pressure or impulse are being considered as well as other conditions. The scaled distance has been found to have a significant effect on the TNTe but due to the difficulty of taking measurements at very close ranges, no TNTe have been quoted for charges in direct contact (Z=0). This paper describes the use of a ballistic pendulum to measure the impulse from contact charges and presents some surprising results that require a two-stage propulsion, as originally described by Backofen, to be explained.

Often plant performance suffers as a result of poor control. Poor control leads to low mill throughputs, poor classification and less than satisfactory concentrate grades and overall recoveries. By using the appropriate control tools, substantial gains in plant performance can be made. Mintek?s MillStar and FloatStar controllers have been implemented at various sites across the world. The MillStar controller incorporates leading technology that controls process units from the mill feed through to the flotation feed. Typical results show that milling circuit throughput is increased by 6-10 % and the final product grind size is tightly controlled, thereby enhancing flotation performance. The FloatStar controller is aimed at stabilising and optimising flotation circuits. Through improved level control alone, recovery improvements of up to 1 % have been achieved. Furthermore, by using on-line grade analysers, the controller stabilises final concentrate grades, whilst maximising flotation recovery.

The glass insert stressmeter, or photoelastic stressmeter, is an instrument designed to determine stress changes occurring in rocks. It has several potential advantages over other such devices in that it is a biaxial device, it is simple and it is cheap to make. The object of this study was to assess the behaviour of the meter under biaxial loads and to examine some of the problems associated with measurement and interpretation of the fringe pattern. This assessment has been carried out by comparing theoretical and laboratory behaviour of the meter. It has been shown that: a) There are certain optimum measuring points in the meter at which measurements should be made for best accuracy. The position of the points depends on the ratio, n, of the biaxial stresses. b) The meter&apos;s sensitivity can be assumed to be independent of the rock modulus E provided that the rock modulus is < 2.5 x 106 psi and not, as previous workers have assumed, if E < 5 x 106 psi. c) There are several methods of separating the principal stresses; some of these are unsatisfactory. A new method is proposed and discussed. d) The meter sensitivity decreases as the ratio of the biaxial stresses approaches unity; the accuracy thus also decreases. e) The axes of symmetry of the fringe pattern give an excellent indication of applied stress direction. f) Laboratory calibrations are in good agreement with theory. This stressmeter has been described in detail.l,2 Basically it is a hollow glass cylinder that has at one end a light source and filters producing circularly polarized light. The glass cylinder and source are grouted into a borehole in rock and the face of the cylinder is viewed through a quarter wave plate and an analyser. If, after installation, a stress change occurs in the rock, then a distinct colored isochro-matic fringe pattern is seen in the meter. The fringe order at any point in the meter can be determined by counting the fringes and measuring the fractional fringe orders by the Tardy compensation method. The relation between the fringe order at any point and the applied stress change can be determined either by calculation or by calibration. The object of this study was to assess the behavior of this stressmeter under biaxial loading conditions and to examine some of the problems of interpretation of the fringe pattern. THEORY Hiramatsu et a14 have determined the stress distribution in a hollow cylindrical inclusion in an elastic host material when subject to uniaxial stress. Using this solution, the biaxial case of stress p in the x direction and stress q in the y direction (Fig. 1) can be solved by superposition. This has been done in Appendix 1. Soon after the Rosebery concentrator commenced operations in 1936, an investigation was begun in an attempt to discover a substitute for cyanide in lead flotation. Cyanide is an excellent depressant for zinc and iron, but it also powerfully depresses the copper, silver and gold bearing minerals present in Rosebery ore, thus allowing them to pass through to the zinc concentrate or final residue where they are of little or no value.The investigation was not entirely successful, but it did indicate that sodium bisulphite or sodium sulphite could be used as a depressant for zinc without depressing the copper, silver and gold bearing minerals. The sulphites were, however, much inferior to cyanide as apyrite depressant.At about this time, I. W. Wark, using the captive bubble technique, had shown that, at the concentrations normally used, sodium aerofloat is not a promoter for pyrite or galena in alkaline solutions (see his book &quot;Principles of Flotation&quot;, p. 188). Some preliminary tests on the production of a copper concentrate from Rosebery ore were therefore carried out using sodium sulphite as depressant and sodium aerofloat as promoter.The results of this work were promising but, since Rosebery ore usually carries only about 0&#183;5% copper, there did not seem to be much incentive to carry the work further. Introduction This paper describes some of the mineral resources that are tributary to that portion of the Pacific Great Eastern railway included in the Western Mineral Survey District, No. 6, of British Columbia. This district extends 38 miles northerly from Squamish, the ocean terminus of the railway at the head of Howe sound, to Alta lake. Beyond Alta lake the railway continues northerly through two other mineral survey districts: the Central Mineral Survey District No. 3, and the Northeastern District No. 2. District No. 6 includes that section of the Coast Range from which the waters flow southerly towards Howe sound. The division between District No. 6 and District No. 3 is represented by an imaginary line across the summit between the headwaters of the Cheakamus river, flowing south into the Squamish, and the Green river which flows north and empties into the head of Lillooet lake near Pemberton meadows, about 20 miles from Alta lake. History: - The history of the route of the P. G. E. railway dates back to the old Cariboo days when a pack-horse trail traversed the country northerly from Squamish to the Pemberton meadows, and also south-easterly from Squamish to the head of Seymour creek, thence southerly down that creek to the north arm of Burrard inlet.
