EFFORTS at smoke abatement date back to the year 1273 in England when a law was passed prohibiting the use of "sea cole." The law was not enforced, so King Edward I, 33 years later, appointed a commission "to enquire of all such who burnt sea cole in the city or parts adjoining, and to punish them for first offense with great fines and ransomes, and for the second offense to demolish their furnaces." Many other commissions have since been named to investigate the smoke problem in England, but it still persists in many British cities. In the United States the movement to abate the smoke nuisance started in certain Middle Western cities, and has made considerable progress. Until recently, the coal-producing industry co-operated little in smoke¬abatement programs, taking the attitude that smoke elimination is the dealer's or user's responsibility; and the dealers, in turn placed the responsibility entirely on the user.

Impact crushers are common machines in comminution plants. Their high size-reduction ratio and relatively simple design, make them a preferred tool even when subjected to harsh wear, and producing a large quantity of fines in some applications. Until now the alignment of the operational parameters was an operator’s responsibility. Due to the random process characteristic this is mostly done based on empirical values and sensor data, such as power consumption. This paper describes a new approach for online process monitoring of the horizontal-shaft-impact crusher. The application of robust, low-cost acceleration sensors enables the permanent observation of the process characteristics. The operational and evaluation methods are determined on the basis of experiments. Subsequently the recorded measurements are analysed in regards of throughput, rotational speed and product particle size distribution. Occurring signal characteristics are described based on physical and technical principles. The measured data of the acceleration sensors at varying operation conditions provide insight in the course of process. The accurate utilisation yields the determination of the preferential process conditions providing the best balance between the pros and cons of an impact crusher. Both the experimental method and the data processing is discussed from a scientific perspective, displaying a completely new approach for the operation of impact crushers. Rock property tests were performed on NX-size diamond drill core from the roof, floor, and coal from the longwall mining section of Federal No. 2 mine, West Virginia. The purpose of these tests was to determine the engineering properties of the various strata as part of a ground control study of the longwall operation. The following tests were performed: 1. Uniaxial compressive strength, Young's modulus, and Poisson's ratio 2. Triaxial compressive strength 3. Brazilian tensile strength 4. Modulus of rupture 5. "U. S. marketable phosphate rock production for the 2018 crop year (July 1, 2017 to June 30, 2018) showed an increase to 27.7 Mt (30.5 million st) from the 2017 crop year production of 27.1 Mt (29.8 million st), as reported to the U. S. Department of the Interior by the mining companies operating in the United States during crop year 2018 (Table 1). Domestic consumption decreased in the 2018 crop year to 23.9 Mt (26.3 million st), as compared to the 27.2 Mt (30 million st) consumed in crop year 2017. U.S. imports of phosphate rock increased to 3 Mt (3.3 million st) for the 2018 crop year from the 1.81 Mt (1.9 million st) for crop year 2017. Imports of phosphate rock were from Peru and Morocco. There was an increase of 2.85 Mt (3.1 million st) in producers’ stocks from 7.45 Mt (8.2 million st) in crop year 2017 to 10.3 Mt (11.3 million st) in crop year 2018 (Table I).For calendar year 2018, Florida and North Carolina phosphate rock production accounted for 75 percent of the total U.S. production, with the balance being produced in Idaho and Utah. The Florida and North Carolina percent of U.S. production is declining. U.S. production of 25.7 Mt (28.3 million st) in calendar year 2018 was produced by five companies at 10 mines in four states and accounted for approximately 9.6 percent of the world production of 267.7 Mt (295 million st) for calendar year 2018 (Table 2).In calendar year 2018, U.S. phosphate production decreased by 2.2 Mt (2.4 million st), while companies increased stocks of phosphate rock by 1.7 Mt (1.9 million st). The domestic production for calendar year 2018 of 25.7 Mt (28.3 million st) represents 78.4 percent of the domestic production capacity of 32.8 Mt (36.1 million st).At present, China reportedly produces more than 50 percent of the world’s phosphate rock. As a result of planned expansions, Morocco production has increased from 27 Mt (30 million st) in 2017 to 33 Mt/a (36 million stpy), which is approximately 12.3 percent of the world’s production, moving ahead of the U.S. production. In calendar year 2018, the U.S. phosphate rock production was 25.7 Mt (28.3 million st), which is less than 10 percent of the world’s production of phosphate rock (Fig. 1)."

The SART (sulfidisation, acidification, recycle, and thickening) process is an effective way to separate copper and cyanide from each other in the waste stream of gold processing plants using cyanidation. Factorial experimentation has been conducted to create models of copper recovery, cyanide recovery, acid addition, and oxidation I reduction potential during SART. Economic analysis of the resultant models showed that SART is best operated with a sulfide to copper molar ratio of around 0.56, a pH of 4, and a minimised cyanide to copper molar ratio. The experiments also showed that thickening time may have drastic impacts on SART performance.

"The rise of autonomous haul truck fleets may have been initially driven by the rapid escalation of the cost of equipment operators, but the actual improvements reported by the major iron ore miners far exceeds the simple reduction in workforce. Utilising cost models developed for feasibility studies and mining contract modelling, the limits of cost improvements due to simple labour reductions are compared to those achieved by the early autonomous fleet adopters and through traditional process improvement techniques such as fleet class upgrades or hot-seating of equipment. As autonomous fleet implementation matures, it is likely that the gains seen by current adopters will seem minor compared to the limits generally governed by the limit of equipment utilisation. This ultimate limit is explored through time utilisation models, which were also developed for use in feasibility studies and mining contract modelling.Citation:Miller, B H and Price, R, 2016. A solvent extraction procedure was developed on a laboratory scale for recovering trisodium phosphate, zinc, and iron from waste phosphate sludge as separate products. The sludge was dissolved in hydrochloric acid, and iron was extracted as ferric chloride by isopropyl ether. Zinc was extracted by di-2-ethylhexyl phosphoric acid in kerosine. The efficiencies of the one-and two-stage extractions ranged from 98 to nearly 100 percent. Trisodium phosphate was recovered by crystallization from the raffinate. The value of two marketable products is considerably more than than the costs of the major reagent. The process was developed to permit recycling of values in this waste and to consequently reduce stream pollution from this source.

A procedure was developed for the separation of lead and sulfur in industrial concentrates of galena by a combination of chlorination and fused - salt electrolysis . Galena could not be satisfactorily electrolyzed in the various media tried ; however , when it was treated with chlorine the resulting lead chloride could be effectively separated electrically into lead and chlorine . An apparatus was designed and constructed to chlorinate galena and to volatilize simultaneously most of the chloridized impurities . By electrolyzing the chlorinated concentrate , a high percentage of lead was recovered . Anodic chlorine was drawn from the cell and was used to chlorinate new feed . In many runs , the recovered metal analyzed from 99.8 to 99.9 percent lead . Lead was also distributed as a chloride in the bath , and a small portion was in the volatile fraction produced during the chlorination step . During a tinuous operation , only 0.1 percent of the total lead was discarded ; 99.9 percent was accounted for in the metal , electrolytic bath , and washed or leached chlorination condensate which was essentially lead chloride . About 95 percent of the sulfur from the galena was recovered as a byproduct of over 90 - percent grade .

This U.S. Bureau of Mines report details the results of a series of large-scale experiments where small coal fires were used to ignite the conveyor belt at air velocities ranging from 0.76 to 6.1 m/s. In the tests, electrical strip heaters imbedded within a pile of coal were used to heat the coal to a point of flaming ignition. The flaming coal subsequently ignited the conveyor belt located approximately 5 to 10 cm above the coal pile. During the tests, temperature, CO, and smoke levels were continuously measured in order to determine both alarm time and level as the fire intensity progressed through the stages of smoldering coal, flaming coal, and flaming coal plus flaming belt. Analysis of the data leads to certain conditions of air velocity and sensor alarm levels that are required for early detection of conveyor belt entry fires. Two nomographs are presented, which define sensor alarm levels and sensor spacings as a function of belt entry cross-sectional area and belt entry air velocity.

This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

The Bureau of Mines conducted research to develop preliminary engineering data necessary if the cobalt-rich manganese crusts that occur in the Exclusive Economic Zone (EEZ) of the Hawaiian Archipelago are to be mined. The research was divided into the following sections: (1) physical, mineralogical, and chemical descriptions; (2) mechanical property testing, such as compressive strength, tensile strength, and a rippability index; and (3) mechanical cutting characteristics, including average and peak cutter forces, the specific energy, and cuttings size distribution. Section 1 utilized microscope, X-ray powder diffractometer, and electron microprobe analyses. Section 2 utilized standard mechanical property testing techniques. Section 3 utilized a converted planer mill with full-size coal cutters to fragment the crust and substrate samples. The manganese crust samples were mainly manganese and iron oxides and hydroxides with an average cobalt content of 1 pct and had a nucleus or substrate of rock or sediment. The significant results shown by the mechanical property and cutting tests are that the crust and all but two types of substrates (basalt and trachyte) are weak materials and easily cut with standard drag cutters. The crusts are generally comparable to medium hard coal in strength and in their resistance to cutting.

This paper points out two key elements in resource trade in general and the Canada-Japan relationship in particular. The first is that the advanced countries have a more important role than one would expect in the supply of resources in world trade. Canada 's dual role as a major resource supplier in conjunction with an advanced economy will continue to increase. The second point is the heavy reliance on foreign resource supplies in some advanced economies, particularly in Japan. Finally, as regard the future of the Canada-Japan economic relationship, particularly .in resource development, it is suggested that trade could be enhanced by an accelerated exchange of various types of resources between the two countries. These include natural resource commodities as well as the more abstract capital, technological and human resources.

The study of leached outcrops as an aid in determining the character of mineralization beneath the surface is in its infancy. Practically all the work on this subject up to the present has been applied to the 'porphyry' copper deposits of the southwestern United States. Some work has been done also on the zinc-lead solid sulphide deposits of the western United States. The question has been asked, "Can this study be applied, and would it have any practical application, in northern Manitoba?" When one realizes the size of the unprospected territory in this Province and the consequent need for a cheap and rapid method of interpreting the countless outcrops which occur in order to discriminate between valueless iron sulphides and valuable sulphides of the base metals, it is readily seen that the study is of great value if it can be applied with a reasonable degree of surety. Augustus Locke, well known economic geologist of the southwestern United States and a pioneer in the study of leached outcrops of disseminated copper ore, has written much on the subject. Messrs. Blanchard and Boswell in a series of articles have dealt with the leached outcrops derived from lead and zinc sulphides in the western United States. Since this paper is essentially a comparison between the leached outcrops of the southwestern United States and those of northern Manitoba with the purpose of testing the adaptability of the study in this Province, an outline of the criteria used in the southwest will be of value to the reader.

The Boston Marine Industrial Park (BMIP) Boat Section, which is part of contract C04A2 of the Central Artery/Tunnel (CA/T) project, is currently under construction in South Boston, Massachusetts (Fig. 1). The Boat Section is approximately 900 feet long and varies in width from about 135 to 185 feet (Fig. 2). The depth to the top of the Boat Section base slab varies from about 28 to 31 feet below final ground surface and about 23 to 26 feet below normal ground water levels. The Boat Section is supported on 578 anchors drilled into the underlying bedrock each designed for a working load of 630 kips. Design and Construction Team The owner of the project is the Massachusetts Highway Department (MHD). The owner's representative is the Management Consultant, Bechtel/Parsons Brinckerhoff. The section design consultant (SDC) consisted of HDR Engineering, Inc. with GEI Consultants, Inc. as the geotechnical subconsultant. The general contractor was the joint venture of Kiewit, Perini, Atkinson, and Cashman. The boat anchors were installed by the subcontractor Delta Geotechnical Services, Inc.

GEOGRAPHICAILY the industry of reducing and refining of copper continued to migrate from the .United States during 1931. While this country is losing the predominant position of its copper industry, our engineers still enjoy their pre-eminent position as leaders in the design and operation of the new plants being brought into production in the four quarters of the globe. Progress in the art, as indicated by the construction of the recently completed works, has not been revolutionary. Standard methods have been followed, augmented by novel features in flow-sheets demanded by the results of progress in the art of ore-dressing, and by reason of problems incidental to the peculiarities of the new ores being treated. Design and construction progress has likewise been orderly and without radical departure from less recent practice; new features in primary and secondary equipment being logical developments to provide for special conditions to keep abreast of improve¬ments in accessory apparatus. The new plants are being rapidly brought in without hazardous novelties and for the purpose of yielding the principal ingredient, copper, in as large a volume as it will he possible to market; the old United States procedure. In the meantime the domestic plants are shut down or operating at a very low capacity, threatened with untimely demise unless the metallurgist can extract and develop other valuable products from the ores. International agreements .and tariff protection may be a temporary reviving stimulant, but for many mines the days of profit will be numbered unless the ores can be made to yield as values the ingredients now being discarded. Invisible progress in this direction has been made during the past year, and it is to he hoped that time will prove that the outstanding progress of 1931 was in the development of processes for the ultimate recovery of by-products from copper ores, perhaps even relegating the value of the copper yield to secondary importance.

"Mining used to be a business primarily focused on the technical aspects of getting valuable ore out of the ground and extracting the minerals efficiently. Without denying the importance of these skills, a narrow focus on technical issues is no longer enough to guarantee success when it comes to exploiting rare earth element (REE) deposits. Molycorp failed to enter the global REE market in a successful manner, while none of the many REE exploration projects has turned into an active mine so far and none is expected to commence operations in the near future. Accordingly, the world of REE is far more complex compared to other commodities. This paper looks into the REE industry to identify the factors that can connect potential U.S. REE mines to the market. The ability to break free from past thinking and become future-focused is a key driver. Mining of REE is pointless without a corresponding value-adding chain, while developing a value chain without first establishing an uninterruptible source of REE is also senseless. The mining sector must be based on the REE value chain and vice versa, along with the establishment of a market channel for the REE products that come out of the mine. INTRODUCTION It has been seven years since rare earth elements became the subjects of front-page headlines. It was when the controversial Chinese export policy for these critical commodities was epitomised in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al, 2016c; Mancheri, 2015). The world was dismayed, especially in REE-importing countries, such as the United States that was and is still totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand and the Chinese sovereignty of the REE-market on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016). The prices of REE, however, dropped rapidly and at the moment of writing this paper are in 6-year lows, at the level of the price average before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REE-market entrants (Barakos et al, 2016b; Rollat et al, 2016). Production cutbacks and industry consolidation in China impel REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

In a lagging economy where profits are tight, businesses cut costs. No revelation there. The mining industry, though, has always looked for ways to reduce production costs — no matter the state of the economy or commodity prices. The fact is, when planning a new mine or the expansion of an existing one, mining companies gamble that commodity prices will be reasonably high when a project comes onstream. It takes millions of dollars and several years to bring a mine into operation. And a lot can happen economically between the time management gives the go-ahead for a new project and its completion.
