THE curriculum presented here is an outgrowth of discussions by the Committee on Geophysics Courses of the A.I.M.E. in previous years. It had to be a compromise between the desires voiced by employers of geophysicists, professional geophysicists and the possibilities at an average college. There one has to face the questions of the available teaching staff, the inertia of administrators and teachers set in their ways, and the red tape involved in modernizing antiquated curricula. It is, of course, not ideal to have colleges and universities lag 10 years behind the times. Rather, instead of being prodded by industry, -they should be ahead of industrial needs. There should also be a certain amount of leeway for the student in any college curriculum. All these points had to be considered in drawing up a curriculum, which, instead of being narrowly termed "geology" or "geophysics" was rather called "earth science." It gives the student a chance to specialize in one of the various branches represented by teachers on the faculty of The Pennsylvania State College, giving as options Geology (with subdivisions of Mineralogy and Paleontology), Geophysics, Geography, and Meteorology. Table IA. represents the option of geophysics in the curriculum that envisages that a student may want to make his career in any of the fields encompassed by the American Geophysical Union or in geoexploration. This is, of course, only the start of an education that in most cases will have to be followed by graduate work for complete professional training. The outlined curriculum is definitely of an engineering type and is identical for all of the four options mentioned for the first two years. Specialization will start in the junior year but even thereafter the branches are kept as closely allied as feasible in order to permit a student to change from one to the other (e.g., because of a different aspect in the employment situation) with a minimum of additional work. Table IB shows the geophysics option according to subject matter, indicating the considerable amount of work in the fundamentals of mathematics, physics and chemistry with a liberal number of geology courses, and some engineering. The courses in the field of geophysics are limited-just two lecture courses as a general introduction and one field course, to permit the student a visualization of the correlation between mathematically analyzed physical data and the geological realities. Thesis work is considered essential to teach the student, while he is still in college, some things S. F. Kelly has mentioned as desirable: (I) following of instructions for somewhat independent work; (2) organizing of material, and (3) producing a readable report. This, together with the personal contact with the advising faculty member, will help in forming a student's personality. The seminar course attempts to get the student into the habit of reading current literature, so that he can keep abreast of the times.

The paper presents isothermal recrystallization curves for 0.08 and 0.15 pct C steel at subcritical temperatures following small amounts of plastic deformation. The effects of deformation, temperature, and aging on nucleation and growth rates ore described. The free energy of activation for grain boundary migration in steel is given. SEVERAL excellent reviews of the literature have appeared concerning the recrystallization of metals.'-' The present investigation follows the approach advanced by Mehl, Stanley, and Anderson,6-7 in which the rate of recrystallization was analyzed in terms of N, the rate of nucleation, and G, the rate of growth of recrystallization nuclei. Two lots of low carbon, capped steel of the analysis given in Table I were studied. Each lot consisted of a 150 lb coil which had been hot rolled to 0.083 in. and then cold rolled to 0.042 in. at the mill. Strips 0.930 in. wide were sheared perpendicular to the rolling direction. Both steels were normalized before studying their recrystallization characteristics. The strips were cleaned, painted with a magnesia-acetone paste, and made into packs of equal weight, wrapped in 0.002 in. copper foil. The packs were placed in a salt bath at 900°C for 30 min and air cooled. A relief anneal followed in a second salt bath for 15 min at 650°C. The relief anneal was found necessary from early tests in which a longer incubation period and slower rate of recrystallization were observed in relief-annealed lot A steel than in similar material which was strained and recrystallized directly after being normalized. This effect, which indicates the presence of transformation and/or cooling stresses in steel air cooled from above the A, temperature, has also been observed by Samuels8 and Masing.9 Figs. 1 and 2 show the microstructure of lot A and B materials and illustrate the rather uniform No. 8 ASTM grain size produced by this heat treatment. Winlock and Leiter10 observed that strip specimens which had their sharp edges removed elongated more uniformly than those which were not polished. Similarly, when the sheared edges were removed on a belt grinder, it was found in the present investigation that such samples recrystallized more uniformly than did unpolished strips. Therefore, all strips were carefully rounded prior to their extension. The approximate strain limits for the production of large recrystallized grains are from 6 to 12 pct extension." It was found that for the purpose of this investigation, 8 and 9 pct elongation were suitable deformations. The strain rate employed was 0.01 in. per in. per min and produced a yield point elongation of 4 pct. Winlock and Leiter found that mild steel of No. 8 ASTM grain size gave the same yield point elongation when extended at 0.012 in. per in. per min. All of the lot A and B strips extended in tension developed a straight, stretcher strain line at each grip when the upper yield point was reached. The lines were parallel and made an angle of 55" with the edge of the strip. They approached each other with increasing strain and met near the center of the sample at the end of the yield point elongation. Immediately thereafter, a small drop in load was observed and then the load increased in a regular manner with increasing extension. The grips were initially 8 in. apart. After extension, the 6 in. gage length was carefully cut into 1 in. samples. The remainder of the strip was discarded. After a flash pickle in hot 50-50 hydrochloric acid, six samples, each of which had been taken from a different strip, were placed in a basket and submerged in a lead pot for isothermal recrystallization. Although no recovery effect was observed, strain aging did occur after extension. Therefore, samples were always recrystallized within 24 hr after their cold deformation. After recrystallization, the samples were etched with a solution comprised of one part by volume of nitric acid with three parts of water. Bromide printing paper was exposed directly at low magnifications and later used with a mask to measure the desired quantities. First, the average diameter of the largest grain visible in each sample was determined using dividers. Next, the number of recrystallized grains per unit area was counted and recorded as n. Then, for each sample, the combined area of the recrystallized grains was measured by transcribing the grain outlines to standard graph paper. Many determinations of the area of the recrystallized grains were repeated five times and indicated a standard error that was not greater than 25 pct. The average area for six samples was divided by the area of the mask to yield the percentage recrystallized. When some materials are ground dry in a ball mill, a stage of comminution is reached at which the finely divided particles begin to adhere to the balls and to the mill lining. As grinding progresses, a coating accumulates upon the grinding media, which tends to cushion the impacts and thus retard reduction of the material. and finally becomes so thick that all grinding ceases. At this stage, the characteristic noise produced by the grinding media during normal mill operation changes to a dull, muffled sound. In most instances, the formation of the coating marks the practical limit of size reduction. Industrial requirements for fine grinding frequently meet with this obstacle, and the tendency in many commercial operations to grind materials to a higher degree of fineness than formerly makes the solution of this problem an important one. The phenomenon is of far greater importance, therefore, than the limited amount of research and technical discussion devoted to it implies. In order to learn more about the coating of different materials when ground dry to a high degree of fineness, certain laboratory tests were made from which it was found that different materials form coatings at widely different size distributions. It is probable that most materials will coat if they are ground fine enough; the exceptions have inherent lubricating qualities, like coal and graphite. In general, the softer materials tend to coat at coarser sizes than the harder or more brittle materials. Limestone, as an example, will coat more readily than quartz, even though limestones of different- texture and composition exhibit great differences in coating potentialities. Various materials were tested in the laboratory to show the variation in coating qualities. It was found that in most tests quartz must be ground to a fineness that would permit it to pass through 325 mesh before coating became markedly detrimental to the grinding operation. Siliceous rocks, however, tend to coat more readily than quartz. Granite, which is composed essentially of feldspar, quartz and mica, has been found to start coating at about 92 per cent through 200 mesh, and feld-spathic minerals alone usually show a tendency to coat at the same fineness. Barite has been ground in the laboratory to a fineness of 99 per cent through 325 mesh without showing serious coating of the grinding media. Gypsum coats readily. Apatite and phosphate rock usually tend to coat. Hematite usually coats, although when mixed with charcoal it does not do so. In testing the carbonate rocks and minerals, it has been found that burned magnesite, dolomite, and dolomitic limestone coat, whereas calcite and calcined calcite do not coat so readily. THE unpredictable behavior of ground movement and subsidence has complicated the problems that attend the extraction of large quantities of ore. Special studies, particularly relating to coal mining, have yielded such a voluminous literature and so many involved controversial theories that a partial review would be difficult. Limited space makes any kind of a review impractical. The features to be considered cover only a relatively small part of the broad problems of ground movement and subsidence, but it is believed that this small part is critical. The practical aspects are important, since they bear directly on safety of mine workings, on recovery of ore and on dilution of ore in block caving and related systems for extracting large quantities of rock. The ground movement to be described occurs outside the vertical boundaries of a caved block in the area that is commonly referred to as being in the "zone of draw." "Draw" is a term that originated in the subsidence problems related to coal mining, and it is defined by a line drawn from the margin of the area caved underground to the most distant fracture at surface on the same side of the caved area as shown in Fig. I.1 " A line thus drawn is called the cave line, and its angle with respect to the horizontal is the cave angle or angle of draw. It is understood that the line is taken normal to the limit of mining, and in a vertical plane. The prevailing theories as to draw and angle of draw assume that appreciable movement occurred along the cave line, which has been described as a fracture resulting from the shearing action brought about by the weight of the overlying load. Fig. 2 shows diagrammatically the mechanics of ground movement adjacent to an area of subsidence according to the prevailing theory of draw (A, from Royce2) and, for comparison, ground movement observed in the Climax mine (B). The text in Peele's Handbook2 referring to Fig. 2 does not state the meaning of the "original position of top of workable ore" in the rectangular space above "ore in place," and the arrows are not explained. However, this presentation is most concerned with the zones outside the rectangle. According to the prevailing theory, as shown at the extreme left under A, Fig. 2, the vertical tension cracks at surface change at a shallow depth to shear fractures forming the cave line, and it is assumed that appreciable movement takes place along the cave line toward and into the subsiding caved block. The mechanics of ground movement observed in the Climax mine, as shown under B, Fig. 2, does not accord with the prevailing theory, particularly as regards the cave angle and draw. The vertical

This paper describes a series of experiments conducted to determine how the physicochemical properties of the suspending fluid affect the size reduction of quartz in a ball mill. Particular attention was directed toward the differences in rate of grinding and particle size distributions when either polar or non-polar fluids were the suspending liquids. Grinding was performed with water, carbon tetrachloride and methylcyclohexane as the liquids, and also in nitrogen for comparative purposes. From the results ob- tained, the authors have concluded that the presence of water greatly enhances efficiency in the grinding of quartz. Comminution is generally regarded as a purely physical process in which fragmentation of a solid is obtained by the application of suitable forces. In 1944, however, Rehbinder et al.1 pioneered the idea that the interfacial forces between the solid and the media plays an important role in comminution. Since then, a number of researches have shown conclusively that comminution is affected by surface chemical phenomena,2-5 and Gaudin went as far as to compare comminution to a chemical reaction.6 The effect of the viscosity and the density of the fluid media in grinding was also investigated, but

The Mount Hope stockwork molybdenum deposit, Eureka County, Nevada, occurs In a small igneous cauldron complex 32 to 38 mybp in age. The deposit is characterized by alteration zones and mineralized shells symmetrically distributed around multiple intrusive. For samples from the 25000 meters of 1981-82 drilling, an appraisal of error in in-house sample preparation and in commercial assaying has been made. After splitting, drill core is crushed and reduced in volume (8: 1 at 10-mesh, 8: 1 at 70-mesh, 6: 1 at 200-mesh) to supply 25 grams of 200-mesh pulp for replicate analyses. A 0.5 g portion of the pulp 1s used for dissolution and atomic absorption analyses. Factors which initially generated unacceptable data variances have been minimized by planning, repeat analyses, introduction of standards, and routine monitoring. Assuming that error between replicate assays defines a Gaussian distribution with its average ideally equal to zero, precision (from preparation including core splitting and analysis of 8400 pairs of molybdenum samples) is on the order of ± 25%. The error distribution is not based. Accuracy is approximately 4% lower than absolute as determined by replicate assays of commercially prepared samples.

The aim of this paper is to point out the various ways in which design is taught in standard four-year mining engineering curricula in American colleges and universities; to discuss the reasons apparently justifying the great diversity of procedure that exists along this line; and to indicate possible solutions to the difficulties now attending the teaching of design. A study was made of typical four-year mining engineering curricula in 15 colleges and universities of the United States (Table I). Great diversity in content of the various design courses, if taught as described, became apparent immediately. It appeared that it might be both interesting and instructive if the cause for this colorful variety could be found. Was the cause local mining conditions, departmental individuality, or actual necessity? Study of the school catalogues revealed that the various design courses could be classified into two fairly distinct types; namely, (I) those dealing with mine equipment or structures, and (2) those dealing with underground layout of mine workings. It seemed reasonable to label the first type of course "mining design" and the second type "mine design." Some such distinction must have been in the minds of mining educators, for we find both names (i.e., mine design and mining design) used to designate the design courses included in the various mining curricula Unhappily, the name and the apparent content of such courses do not, in all instances, conform to the classification made here, although in most instances such conformation does obtain (Table I). It is possible that in the exceptional case the method of teaching a design course, and consequently the content of it, may have been changed at some time without change in the name of the course. Apparently only 3 of the 15 schools made an effort to cover both types of design in their curricula (Table I). Two other schools did not list or describe any course of study that could with certainty be taken as a design course. Of the remaining 10 schools, 9 gave a mining-design type of course and one gave a strictly mine-design type. Obviously, the preponderance of design courses afforded are of the mining-design type. Why? To answer this question, it is necessary to make a study of the prerequisites for the two types of design courses taught. In all schools the design courses were taught in the senior year; in eight, design was taught throughout both semesters; in two, it was taught during the first semester only; and in three it was taught during the second semester only. Consequently, excepting the last three cases noted, it is obvious that all prerequisites for a design course should be completed by the end of the junior year PREREQUISITES What are the probable prerequisites for the different kinds of design courses as they appear to be taught? Through a progressive laboratory and pilot-plant program Jones & Laughlin Steel Corp has analyzed and corrected mine drainage pollution problems at all of its coal mines. In conducting this program, the company found no "typical" drainage discharge. Each discharge point at each mine was unique, so that varied approaches were needed to eliminate stream pollution. To illustrate the variety of these approaches, the treatment of drainage from foul, discharge points at three mines in Pennsylvania will be considered here. The flows and critical analyses of the drainage sources and treated effluents arc shown in Table I. Hydrated Lime Works at Thompson Borehole The discharge stream from the Thompson bore- hole at the Vesta No. 5 mine flowed into a small branch creek where it created a "yellowboy" deposit and affected aquatic life. Investigation indicated that hydrated lime would neutralize the acid and precipitate ferric iron without aeration. Treatment of the 150.000-gpd flow, however, created about 4000 gpd of wet sludge for which there was no nearby accumulation site. With State approval, this sludge was deposited through an unused borehole into an abandoned section of the Vesta No. 6 mine several miles away.

IN the formation of martensite in steel, it has been observed that the habit plane does not change continuously as the alloy content is varied. Instead, it appears that discrete habits correspond to certain ranges of composition. Greninger and Troiano' found that in low-, medium-, and high-carbon steels, the habits are approximately (1l1), (225), and (259), respectively.* The work of Mehl and Van Winkle2 indicated that the change from the (225) to the (259) habit is fundamentally a consequence of the lower transformation temperature rather than the higher carbon content. Also, Otte and Read3 observed that the habit plane orientation for a chrome-carbon steel scattered within a cone of semivertex angle of 5 deg, which was outside of the experimental error in the determination of the habit plane. These observations suggest the importance of investigating what factors in the crystallography of the formation of martensite account for the several types of habit and the inherent scatter in the precise orientation of the habit plane. IRWIN W. ALCORN, present Chairman of the Petroleum Division, was born Sept. 5, 1899 at Marietta, Ohio, and moved with his family to Robinson, Ill., at the time of the early oil development there. This was in the days of the Star spudders, mud, mules, and Stanley steamers. Al graduated from Robinson High School after participation in basket ball, also attaining the captaincy of the football team of that school. He entered Missouri School of Mines and Metallurgy in 1918 and was ushered by the Army into the S.A.T.C. In 1920 he transferred to the Massachusetts Institute of Technology, later to return to receive his B.S. degree -in metallurgy at Rolla, also joining the AIME. On graduation, he worked for the Skelly Oil Co. at Cushing, Okla., shifting to the Moore Refining Co. at DeNoya, Okla., as superintendent of a small pipe-line system. After an interval of two years with the National Supply Co. in Tulsa, he joined the Independent Oil and Gas Co. of that city, and at various times was chief engineer of the Texas division, superintendent of the West Texas pipe-line system, chief engineer of pipe-line construction, and chief engineer of the refining division. Al organized the Company's production engineering department. In 1930 the Company was merged with the Phillips Petroleum Co. The depression was in and Al was out, 'as was true nine months later when the Smith Separator Co. whose chief engineer he had become, was liquidated. The next few years was spent with Oil Well Supply Co. as a subsurface pumping equipment engineer

In July 1041, the Experiment Station of the Bureau of Mines at Boulder City, Nevada, began a study of methods of producing magnesium metal from magnesium oxide, with particular emphasis upon the direct use of magnesium oxide in a molten chloride electrolyte. The program was extended to include pilot-plant study of chemical methods for the preparation of pure magnesia from dolomites and magnesites. Preliminary work on the production of magnesia from dolomite was done with the cooperation of Kobert D. Pike and the Harbison-Walker Refractories Co. These investigatipns included a cooperative arrangement whereby the Bureau tested certain steps of the Harbison-Walker-Pike process. The process finally developed by the Bureau includes the precarbonation mixing step of the H.W.P. flowsheet prepared by Mr. Pike. Two magnesium-reduction plants using MgO as a source of magnesium were being constructed in the West, and they enormously stimulated interest in various dolomite deposits as possible sources of the magnesia needed by them. This paper describes one phase of this program—the operation of a pilot plant for producing cell-grade magnesia from dolomite from Sloan, Nevada. The process developed for this purpose is an adaptation of a well-known process first proposed by Clossonl and modified by others,2"1 involving the use of calcium chloride and carbon dioxide. It is based on the following chemical reactions: MgCl2 + Ca(OH)2 = CaCl2 + Mg(OH)2 [1] Mg(OH)4 + CaCU + CO2 = MgCl2 + CaCO, + H2O [2] The first reaction proceeds almost completely to the right because of the much greater solubility of calcium hydroxide as compared with magnesium hydroxide. Under equilibrium conditions, when only the four components shown in reaction I are involved, the ratio of magnesium to calcium in solution, according to solubility-product relationship, will be: This reaction is the basis of present commercial processes for recovering magnesium from sea water and dolomite. The second reaction is, in effect, a reversal of the first reaction produced by adding COz. This reaction also proceeds nearly to completion, the solubility relationship being: Ca where P indicates partial pressure of COz, in atmospheres.

Grain-gvowth data in zone-refined aluminum and in dilute alloys of copper with this aluminum have been obtained. The amounts of copper added were from 4 to 400 at. ppm. It was found that in both the unalloyed aluminum and the alloys grain growth was characterized by a high value of n in the isothermal growth equation 6n = Kt The inadvertent presence of 1 at. ppm Fe in the alloys was found to he more potent in slowing growth than the purposely added copper. Possible rationalizations of these observations and their general relevance to the theoretical use of gvain-grozvth data have been discussed. Grain growth data of Winegard and his co-workers' on zone-refined tin and dilute tin alloys were analyzed with some success2 in terms of approximate theoretical equations for boundary migration.2-4 In view of this success, experiments were carried out in an effort to obtain similar data on zone-refined aluminum and on dilute copper-in-aluminum alloys. The results obtained were anomalous in several respects and could not be used to test theory. A discussion of these anomalies is presented here; they have been attributed to impurity effects and serve to emphasize the sensitivity of grain growth in general—and the particularly high sensitivity in aluminum—to impurities. The resulting difficulties in the theoretical use of grain-growth data are also discussed. EXPERIMENTAL DETAILS An aluminum bar was zone-refined and leveled by methods similar to those described previously.' The degree of purity obtained is indicated in Table The data in Table I were determined by mass-spectrographic methods through the courtesy of Mr. Thomas A. Johnson of AIAG Metals, Inc.* Three dilute copper alloys with this aluminum were prepared also by methods described previously.' The alloys contained nominally 4, 40, and 400 at. ppm of Cu, respectively (0.001, 0.01, and 0.1 wt pct). Each material was fabricated by swaging and rolling into a round bar about 1/4 in. in diameter with an annealed penultimate grain size of approximately 0.003 to 0.007 cm. In order to minimize preferred orientation the fabrication was carried out in several steps, each consisting of a reduction of about 40 pct followed by a recrystallization anneal. Annealing temperatures for the grain-growth studies were attained by the use of boiling liquids up to 213°C and molten metal baths at higher temperatures. Temperatures were controlled to within 1°C. Samples for measurements were cylinders about 3/4 in. long and 1/4 in. in diameter cut from the fabricated rods. In the interests of sample economy a single sample was used for the grain-growth measurements at each temperature. Inflation, tight money and keen competition spur companies to consider advanced material handling systems capable of reducing cost per ton of moving ore, waste or men and supplies. Since transportation charges account for an average of about 25% of the total delivered price of a product, then this cost center may actually determine the economic value of a new deposit. This being so, it is interesting to note that of the 1.4 billion tons of revenue freight carried by all Class I carriers of the nation in 1967, over 247 million tons or 17.5% were industrial minerals or products dependent on industrial minerals, i.e., glass, gypsum board, brick, etc. Because most bulk commodities have a comparatively low market value and are usually classified for lower than normal freight rates, railroads rely on large volumes and better equipment utilization to effect an equitable return. It is for this reason that the unit and shuttle train concept came into being. The average rate per ton-mile of all materials hauled by rail in 1968 was 1.31 cents. The low rates existing for industrial minerals contributed to this low average as did unit and shuttle train rates.

In this year's review, the concept of solution mining has been expanded to include total solution as well as the technology of leaching, or partial solution methods. Leaching methods continue to make strides in the processing of metallic minerals, particularly in copper and uranium production. No quantitative data are available on the increase of leach operations; however, it is known that there were more systems installed in 1969 and that the estimated 15% of U.S. domestic production of copper produced in 1968 was by leach methods.1 While the number of publications appearing during the year were few,2,3 there were special sessions in this field at the AIME Annual Meeting and SME Fall Meeting in 1969 and more scheduled for these meetings in 1970. Significant areas that should be mentioned are: the continuing interest in bacteria to convert sulfide sulfur to acid thus reducing reagent costs in both copper and uranium sulfide ores, the exploration of leaching agents other than common mineral acids or alkaline solutions,4,5 kinetic studies of leach mechanisms and the development of microfractures for increased leach solution penetration by use of chemical or atomic explosives.6,7

Delays in the completion of the alterations to the plant at the works of Messrs. Oliver Bros. and Phillips, in Pittsburgh, coupled with the increased demand for metal made from regular Bessemer pig, placing the firm many hundreds of tons behind in their deliveries, prevented Mr. Henry W. Oliver, Jr., from redeeming his promise to place his works at my disposal for further tests of high-phosphorus irons, until May 5th. Upon that date, I assumed charge of the operations in his steel-plant. Mr. Oliver had purchased Neshannock pig as a basis for a supply of phosphorus. My information is to the effect that this iron is made from low-grade Lake Superior ores and mill-cinder, the latter "ore" being utilized to about 40 per cent. of the total mixture. At all events the pig had quite as much phosphorus, and in as varying quantities, as the most exacting could desire. My experiments of last fall had well satisfied me as to the effect of from 0.35 to 0.55 per cent. of phosphorus in the Clapp Griffiths metal. Hence at this time my first trials were directed to

DEPLETION is a subject of vital importance to the mining industry. Yet, in spite of its importance, its significance is not generally understood. The purpose of this discussion is to clarify the main aspects of the subject from the viewpoint of a metal mine taxpayer. To define the term depletion, it is necessary to distinguish among its various uses. In the economic or geological sense, depletion means the exhaustion of a natural resource. A mineral deposit is a wasting asset and once exhausted is nonrenewable. Millions of years were needed to produce an ore deposit, which may be consumed in a few years and which cannot be replaced except by the discovery of new sources of supply. The wasting asset feature of the mining industry has a vital bearing on the impact of the Federal Income Tax Law on this industry. This is recognized in the law by the various provisions dealing with the depletion allowance, and in this sense the term depletion has an income tax meaning. Depletion from the tax viewpoint means the statutory deduction from gross income designed to permit the return to the taxpayer of the capital consumed in the production and sale of a natural resource. The mining enterprise realizes income on the extraction and sale of minerals and a portion of the income realized represents capital consumed. As the resource is exhausted, the mining enterprise approaches the end of its existence unless new sources of supply can be acquired. Depletion from the tax viewpoint is a creature of statute with limited meaning and application and, in essence, is a method for amortizing the value of the primary asset of a mining enterprise. An example can best illustrate the significance of depletion from the tax viewpoint. Compare a manufacturing concern with a mining company. In computing taxable income of a manufacturing concern, consideraion is given to the cost of producing such income, the principal costs being capital investment for plant and equipment, labor, and raw materials going into the products produced. A mining enterprise, on the other hand, is faced with a different problem because its principal asset is the natural resource which it is producing. In computing its taxable income, consideration is given also to its capital investment for plant and equipment and the cost of labor; but in addition, recognition must be given to the fact that a portion of the proceeds realized on the sale of mineral represents capital. Without such recognition, the mining company would be taxed not on income but on capital and income, and Congress has never intended that capital be taxed as income. Thus, when depletion allowable is referred to in the mining industry, it means the statutory deduction allowable in computing taxable income of a mining enterprise. For guidance the appropriate provisions of the Internal Revenue Code, Income Tax Regulations, and the judicial decisions interpreting and construing them must be examined. It is important to identify and distinguish three methods of determining the allowance for depletion: 1—Cost depletion, 2—Discovery depletion, and 3—Percentage depletion. The basic method is cost depletion and in addition some taxpayers may be entitled to use discovery depletion and other taxpayers may be entitled to use percentage depletion. Discovery depletion and percentage depletion, however, are mutually exclusive and if a taxpayer is entitled to percentage depletion, he is not entitled to discovery depletion. By statute, a metal mine taxpayer is entitled to use cost depletion or percentage depletion, whichever produces the highest deduction. Thus, discovery depletion is merely of academic interest to such taxpayers and to most others. Briefly and broadly speaking, these methods of determining depletion may be described as follows: 1—Cost Depletion: Under this method, the allowable deduction for depletion is based upon the cost of the particular deposit to the taxpayer, unless the deposit was owned prior to Mar. 1, 1913, in which case the taxpayer may use the fair market value of the deposit on that date or actual cost, whichever is higher. This method is sometimes described as basis depletion or adjusted basis depletion, but in this discussion it will be referred to as cost depletion. 2—Discovery Depletion: Under this method, the allowable deduction for depletion is based on the fair market value of the deposit at the date of discovery or within 30 days thereafter and was originally designed to take into account deposits discovered subsequent to Feb. 28, 1913. 3—Percentage Depletion: Under this method, the allowable deduction for depletion is based on a specified percentage of the income realized during the taxable year from a particular property. As stated, the concept of depletion is based upon the exhaustion of a natural resource as distinguished, for example, from the concept of depreciation based on the exhaustion of property used in trade or business. From the tax viewpoint, depletion first became important in the administration of the Corporation Tax Act of 1909, which provided for an excise tax on net income. As soon as this act went into effect, mining taxpayers attempted to claim a deduction for depletion in computing net income although there was no specific mention of a deduction for depletion in the statute. The courts in these cases uniformly held that the statute did not permit an allowance for depletion in computing net income and also held that the provision permitting a reasonable allowance for depreciation did not include depletion. These early cases are quite significant because they establish the principle that the

MOST investigators are aware of the present unsatisfactory investigatorsstate of information concerning the fundamentals of crushing and grinding. Considerable scattered empirical data exist, which andare useful for predicting machine performance and give acceptable accuracy when the installations and materials compared are quite similar. However, there is no widely accepted unifying principle or theory that can explain satisfactorily the actual energy input necessary canexplain commercial installations, or can greatly extend the range of empirical comparisons. Two mutually contradictory theories have long existed in the literature, the Rittinger and Kick. They were derived from different viewpoints and logically lead to different results. The Rittinger theory is the older and more widely accepted.'TheRittinger In its first form, as stated by P. R. Ritted.'tinger, it postulates that the useful work done in crushing and grinding is directly proportional to the new surface area produced and hence inversely proportional to the product diameter. In its second form it has been amplified and enlarged to include the concept of surface energy; in this form it was precisely stated by A. M. Gaudin' as follows: "The efficiency of a comminution operation is the ratio of the surface energy produced to the kinetic energy expended." According to the theory in its second form, measurements of the surface areas of the feed and product and determinations of the surface energy per unit of new surface area produced give the useful work accomplished. Computations using the best values of surface energy obtainable indicate that perhaps 99 pct of the work input in crushing and grinding is wasted. However, no method of comminution has yet been devised which results in a reasonably high mechanical efficiency under this definition. Laboratory tests have been reported- hat support the theory in its first form by indicating that the new surface produced in different grinds is proportional to the work input. However, most of these tests employ an unnatural feed consisting either of screened particles of one sieve size or a scalped feed which has had the fines removed. In these cases the proportion of work done on the finer product particles is greatly increased and distorted beyond that to be expected with a normal feed containing the natural fines. Tests on pure crystallized quartz are likely to be misleading, since it does not follow the regular breakage pattern of most materials but is regularrelativelybreakage harder to grind patternat the finer sizes, as will be shown later. This theory appears to be indefensible mathematically, since work is the product of force multiplied by distance, and the distance factor (particle deformation before breakage) is ignored. The Kick theory4 is based primarily upon the stress-strain diagram of cubes under compression, or the deformation factor. It states that the work required is proportional to the reduction in volume of the particles concerned. Where F represents the diameter of the feed particles and P is the diameter of the product particles, the reduction ratio Rr is F/P, and according to Kick the work input required for reduction to different sizes is proportional to log Rr /log 2." The Kick theory is mathematically more tenable than the Rittinger when cubes under compression are considered, but it obviously fails to assign a sufficient proportion of the total work in reduction to the production of fine particles. According to the Rittinger theory as demonstrated by the theoretical breakage of cubes the new surface produced, and consequently the useful work input, is proportional to Rr-l.V f a given reduction takes place in two or more stages, the overall reduction ratio is the product of the Rr values for each stage, and the sum of the work accomplished in all stages is proportional to the sum of each Rr-1 value multiplied by the relative surface area before each reduction stage. It appears that neither the Rittinger theory, which is concerned only with surface, nor the Kick theory, which is concerned only with volume, can be completely correct. Crushing and grinding are concerned both with surface and volume; the absorption of evenly applied stresses is proportional to the volume concerned, but breakage starts with a crack tip, usually on the surface, and the concentration of stresses on the surface motivates the formation of the crack tips. The evaluation of grinding results in terms of surface tons per kw-hr, based upon screen analysis, involves an assumption of the surface area of the subsieve product, which may cause important errors. The evaluation in terms of kw-hr per net ton of —200 mesh produced often leads to erroneous results when grinds of appreciably different fineness are compared, since the amount of —200 mesh material produced varies with the size distribution characteristics of the feed. This paper is concerned primarily with the development, proof, and application of a new Third Theory, which should eliminate the objections to the two old theories and serve as a practical unifying principle for comminution in all size ranges. Both of the old theories have been remarkably barren of practical results when applied to actual crushing and grinding installations. The need for a new satisfactory theory is more acute than those not directly concerned with crushing and grinding calculations can realize.
