MY remarks are addressed to the question whether a program of international mineral control can effectively serve as a means of maintaining world peace in the kind of world envisaged by the Atlantic Charter. They do not touch the quite different questions whether such control could be appropriately used for postwar punishment of Germany and Japan, or for other purposes. I assume also that the question relates, not to the transition period immediately following the war, but to the more normal years which we hope will succeed this. Finally, they deal primarily with metals and metallic minerals rather than with. oil or coal or other minerals, although they may be applicable also to these other nonmetallic materials.

ONE of the main criteria used to rate the heat-resisting properties of alloys is stress rupture.1 During a stress-rupture test a tensile specimen is held under a constant load at a constant temperature until it fractures. The chief measurement made during this test is the time required for rupture at the specific test stress and temperature. It was found empirically from a series of stress-rupture tests at a constant temperature that when the logarithm of the time for rupture is plotted against the logarithm of stress a straight line is obtained within experimental error.2~3 This method of showing stress-rupture data has been adopted by many investigators and the KACA.4 By interpolation and extrapolation from these plots, values of the stresses required to rupture the specimens (the rupture strengths) in 10, 100, and 1000 hr are obtained for specific temperatures. Alloys are then rated for a particular application on the basis of their rupture strengths at the rupture life that most nearly represents the application. Inasmuch as stress rupture is an important criterion in rating heat-resisting alloys, it would be advantageous to know the quantitative dependence of the time for rupture on stress, temperature, com- position, and structure. In order to obtain this information, an investigation was made at the KACA Cleveland laboratory during the spring of 1945. The theory of rate processes was used because it has been found to apply to certain processes such as chemical reactions, viscous flow, and creep that occur at a definite rate for given conditions. It was thought that stress rupture was such a process. An equation was derived that gives, for a given com- position and structure, the dependence of the time for rupture on stress and temperature. The investigation is part of a general program to provide information that will lead ultimately to the development of better alloys in order that the efficiency and power output of gas turbines used in aircraft propulsion can be increased. THEORY The theory of rate processes will first be discussed as a general theory. It will then be shown that if stress rupture of heat-resisting alloys can be treated as a rate process, certain equations must be satisfied. Later sections will then show that these equations are satisfied. General Theory of Rate Processes The theory of rate processes5 eveloped by Eyring and others has been applied to chemical reactions as well as to other processes such as viscosity of liquids and diffusion. In every case in which rate- process theory can be applied, there is a small subdivision, so that the macroscopic process is the net effect of all the small processes. TEIS paper, which is merely an arrangement of data collected during several hurried journeys, is offered to serve as a record, until such time as a better substitute be compiled. My observations were confined, as far as possible, over the entire distance, to the actual river valley; because near the Central Cordillera the country is so mountainous as to be im; passable in any direction but that of the dominant valleys. The river is not navigable anywhere, and for the first part of its course is a mountain torrent that runs down the bottom of narrow, almost vertical-sided valleys, through which the only road requires repeated fording, and often following up the bed of the stream ; but the rock-walls, standing clean and free from debris on either side, present the different formations with remarkable distinctness. A topographical map and a cross-seetion of the Rio Huasco is given in Fig. 1. The Rio Huasco practically rises from Laguna Grande, a lake about 17 km. from the Argentine boundary, and 3,135 m. above se-level, which is fed by direct snow-water, and by a few streams varying from a considerable volume, when supplied by the melting snow, in late spring, to little or nothing during the rest of the year. It is a somewhat pear-shaped body of water, about 1.5 miles in length and half a mile in average width, with a reported maximum depth of 45 meters. It was formed by the choking up of a narrow continuation of the same valley with blocks of an agglomerate mentioned later. The present level is some 5 m. below high-water mark (to which point, according to local accounts, it has not been filled for 35 years). In the intervening margin is a calcareous deposit about 4 m. thick, formed by the rapid evaporation of the water in the exceedingly dry air, and aided by the capillary action of an aquatic plant, growing in thick masses around the edge of the lake. The symposium on production for the year 1942 contains no papers on the foreign situation except those on Argentina and Mexico. It has always been the policy of officers in charge of the symposium to refrain from publishing information that might possibly injure national or private interests. At the close of the war we hope again to publish full and accurate records of production abroad. Excerpts From Circular to Authors In order to facilitate interpretation of the data in this chapter, we print the following excerpts from the Circular to Authors. The field is the unit in this tabulation. In cases of fields extending across State boundaries, such as Rodessa, it is suggested that each State author treat the section of the field in his State as a unit, and by a footnote indicate that the field extends into an adjacent State. Each space in Table I may represent one of four possibilities; either it is not applicable to the particular field, or the proper entry is not determinable, or the proper entry may be determinable but is not determinable from data available to the author, or the proper entry is determinable. When spaces are not applicable, leave blank; in spaces where the proper entries are determinable but not determinable from data available to the author, please insert y; in spaces where the proper entries are determinable by the author, make such entries. y implies a Rope that in some future year a definite figure will be available. The entry of a zero is a positive declaration, and it is an important declaration where it is in order. Inability to determine precisely the correct entry for a particular space should not lead the author to insert merely y. Contributions of great value may be made by the author in many cases where entries are not subject to precise determination. In such cases the author should use his good judgment and make the best entry possible under the circumstances. For many spaces the correct entries represent the opinion of the author (for example, "Area Proved") and in such cases the entry need not be hedged to such extent as when the quantities are definite yet can be ascertained only approximately by the author. In cases under definite headings but where figures are only approximate, the author may use x. It is thought that the nearest whole numbers are sufficiently accurate for our purposes except as to percentage of sulphur in oil. If an author desires to report any other figures to tenths, he may do so. The quantity of gas produced should include, where possible, gas sold or otherwise marketed, and gas blown into the air, burned as flares or otherwise wasted. Segregation of these figures would be interesting if the authors can make such segregation. In any event, the figures should represent as nearly as possible the total quantity of gas removed from the reservoir. Under the columns on "Depth," the average depth to the top of the productive zones and to the bottom of the productive wells, when subtracted, should give the approximate thickness of the productive zone. For fields where this is not true because of unusually high dip or for some other reasons, it is suggested that the authors indicate in their text the approximate average thickness of the productive zone.

In the Philippines, where distances are spoken of in terms off fight time, the Sipalay copper mines are two flight hours southeast of Manila on the island of Negros. After landing at the airport in Bacolod, it is then 170 km (106 milers) by surface transportation to Marinduque Mining and Industrial Corp.'s expanding copper operation. While copper deposits were discovered in the area in 1936-and one mine, the Binulig, began operations soon after-it wasn't until 1956 that stripping at Sipalay and construction of a 4000-t/d (4400-stpd) mill began. The mill went into operation in May 1957, and the first shipment of copper concentrate was made three months later.

In this paper the results of an exploratory study conducted by personnel of the Knolls Atomic Power Laboratory on 18.6, 22, and 40 wt pct uranium-zirconium alloy will be presented. LARGE power output and long life or endurance from small, compact nuclear reactors require the use of enriched uranium for a fuel material. However, the ability to remove heat from the element, the tolerable fission product concentration, or some physical limitation of the system can limit the allowable fuel enrichment, or the volume of the fuel. In such an event, the fuel-element designer must find a suitable diluent for the uranium. Zirconium is an attractive material for such a purpose as it has good nuclear properties and a low absorption cross section. Because it has a good corrosion resistance in water, zirconium is a suitable cladding and the uranium-zirconium alloy makes a good core material. The alloy has a high thermal conductivity, a low elastic modulus, and a low thermal-expansion coefficient, all of which tend to minimize the thermal stresses in the core. Furthermore, the unirradiated material is reasonably ductile and has adequate strength. DESCRIPTION OF SAMPLES Two types of cylindrical samples were used in this study 1) short, 1/2-to 1-in.-long samples to test the irradiation stability of the alloy and 2) 2-ft-long samples to investigate the resistance of an element to longitudinal deformation. Composite samples having 0.060-to 0.140-in. core diameters and clad with a 0.010-in. thick zirconium jacket were fabricated by coextrusion and by hydrostatic pressure bonding of the cladding to the preformed core material. Both fabrication processes produced the uniform metallurgical core-to-cladding bond which was felt necessary to minimize the uncertainty of the central core temperature. Both consumable-arc and induction-melting techniques were used to melt the uranium-sponge zirconium core alloy. Since a graphite crucible was used in induction-melting this alloy contained more carbon impurity, which resulted in a finer grain size than the arc-melted alloy. The core to cladding interface was uniform in elements coextruded from the fine-grain, induction-melted core material, while those elements fabricated using arc-melted core material had very irregular interfaces because of the coarser grain size. Both cold-worked and heat-treated fuel materials were irradiation tested. Cold-worked alloys were swaged to about a 5 pct final reduction in area without subsequent annealing. The heat-treated alloys were heated to 800°C, held at temperature for 15 min and furnace-cooled to about room temperature. This

THE presence of carbon de terre along the banks of the Illinois river was noted by the members of the Joliet and Marquette expeditions in 1673, and that may be referred to as the birthday of coal in the Middle West. The march of progress in the majority of indus-tries radiating from Chicago-one of the phenomena of history-is due in no small measure to this same carbon de terre and to the development and exploita-tion of the vast coal resources, which nature in a generous mood spread so lavishly over almost the en-tire state. The geological records indicate that coal-bearing rocks underlie three-quarters of Illinois, in-cluding 85 of the 102 counties and the entire area is estimated at from 36,000 to 42,000 square miles. Not all of the coal in this great area may be mined under the conditions existing today; producers are now taking the "cream" since industry demands the best quality and the lowest cost, thereby forcing competition among operators, which, in turn, com-pels the development of mines in those areas where the coal may be most readily .won, leaving the coal that is more difficult and expensive to mine to pos-terity. This is not such a bad arrangement, since the engineers of succeeding generations will enjoy the advantage of the experience of their ancestors, where-by they should profit and know how to mine a 2-ft. seam with as much economy and dispatch as we today work coal of thrice that thickness. During the period between 1830 and 1850, Illinois coal-mining progressed from the art of scratching along the outcrop to the development of small mines, mostly slopes, drifts and shallow shafts, but the real progress in the industry was coincident with the con-struction of railroads.

Multiple seam mining has been studied and writ- ten about extensively in the past and in the latest review of the subject in 1956 David Stemple covered it exhaustively. The present discussion has to do with only one phase of the problem-"The effects on upper seams when the lower seams have been mined first." The study presented here is based on observations made in mining operations in southern West Virginia and adjoining areas of Virginia and Kentucky during the past 43 years. These observations are largely confined to the Pocahontas coalfields of southern West Virginia which have, since 1883, produced well over one billion tons of coal from an area of about 300 sq miles and where multiple seam mining has been active, or is now active, at more than 40 operations. The observations and conclusions as to the effects on upper seams when lower seams have previously been mined are therefore related only to the local coalfields in the area of the three states named but I believe that they can be applied generally to other coalfields.

In shaft sinking for cod mines, the cost item greatly influences the method adopted. This holds true especially when soft material must be traversed. The average life of a coal mine is short. This is due either to the limited area of the coal basin or to the great expense of maintenance and haulage underground when the entries are extended a considerable distance from the hoisting shaft. Therefore, the engineer in opening a coal mine is confronted with the fact that the cost must be kept within certain bounds else the venture will prove unprofitable. For this reason he may be prohibited from adopting certain safe, but expensive, methods that are used in sinking caissons for foundations, driving transportation tunnels, or other work of permanent construction. A common method of sinking through difficult ground employs the aid of a steel shoe pushed ahead of the shaft timbers. Another is the drop-shaft method. These two methods were used in sinking the main shaft and the air shaft of the Eagle No. 3 mine, at Des Moines, Ia., and the following data show the relative success and cost of the two methods of sinking under the same conditions. INTRODUCTION A direct proportionality between the observed displacement of a fault and its thickness of breccia and gouge has been proposed recently (Robertson, in press). To validate this finding, an explanation of the mechanics of continuous breccia formation is needed and is offered in this paper. A summary of evidence for the finding will show why an explanation is needed. The correlation between fault displacement [d] and accompanying breccia- plus-gouge thickness [t] seems to be linear and reasonably well established over 6 orders of magnitude, with a range in [d] from 1 mm to 1 km, on a trend of [d/t]= 100, shown in Figure 1. Most of the points are for faults observed underground in mines. The [d] – [t] relation is limited to normal and reverse faults, that have a flat to steep dip and a displacement less than 5 km. It is not applied to large strike-slip and low-angle overthrust faults, whose displacements and breccia thicknesses are widely variable and uncertain. Undisplaced jointed rock is not included in the thickness measurement. A complete description of sources and analysis of the data is given in Robertson (in press). One would intuitively expect that continued movement on a fault would grind up the previously formed breccia and gouge and not produce any more, but the evidence (Fig. 1) indicates otherwise. A physical model to explain continuous formation of gouge and breccia from the wall rocks can be obtained from laboratory experiments on friction.

10.1-1. Relative Position of Maintenance as Compared to the Overall Mining Costs. The basic issue regarding the importance of maintenance in the modern mining industry must be faced squarely by the top manage- ment of each company before any real progress can be made in organizing a maintenance program for optimum effectiveness. Just a few decades ago the maintenance at coal mines consisted primarily of a blacksmith for sharpening picks and shoeing mules; as a result, probably less than 5%of the total mining cost went to maintenance and some 80% was operating expenses (operating labor). With each succeeding advance in equipment design towards larger, more complex, and more productive units, the pendu- lum swings the other way. As an example, haulage trucks have progressed through various stages in the past 20 years from 15-ton units to a 240-ton truck now in the "shakedown" or experimental stage. The following com- parison between 15-ton, 50-ton, and 100-ton haulage trucks clearly illus- trates this changing cost pattern in terms of percent of overall costs for running each size unit. The one hundred and twentieth meeting of the Institute was held at Chicago, Sept. 22 to 26, inclusive, and was in every way success although the steel strike against the United States Steel Corpn. prevented many engineers from attending the steel session and made necessary the annulment of the trip to the steel works at Gary on Tuesday. All of the meetings were held at the Congress Hotel, with the excep-tion of the session on Non-ferrous Metallurgy which was held at the Coliseum where the Fifth National Exposition of Chemical Industries was in progress. This session was a joint one with the American Electro-chemical Society. The total attendance, as shown by the registration, was 850.

Briquetting is apparently a very simple operation, yet it has offered so many mechanical and chemical difficulties that it required almost a century to place it on a commercial basis. Since 1860, however, the progress has been steady and satisfactory, and to-day, for most of the European coal companies, the briquette-plant is a very profitable investment. Among the many applications of scientific knowledge to further economy by recovering and utilizing by-products and raw materials, there is possibly none which deserves the attention of Americans to a higher degree than briquetting. The recent miners' strike in Pennsylvania, which resulted in a scarce and irregular supply of coal at a high price, has advanced the possibilities for briquetting, and as a consequence public interest has grown rapidly. Coal production during 1963 amounted to 446 mil- lion tons, an anticipated increase of about 6% over the 1962 production of 422 million tons. Electric consumption was 207 million tons, a continuation of its upward trend with an increase of about 7%. The metallurgical market consumed 77 million tons: the industrial market, 96 million tons; and the retail market, 26 million tons. Exports were 46 million tons. Modernization continues in the coal industry as it approaches the mid-1960's. The industry has shown a keen desire to explore and pursue new developments, new concepts and new managerial methods and techniques that have become so vital and important for industrial well-being.

The potash mine of the International Minerals and Chemical Corp. is about 18 miles east of Carlsbad, New Mexico, in sec 1 and 12, T 22 S, R 29 E, N.M.P.M. Potash is produced from two zones in the Salado formation of late Permian age. The lower zone, consisting of a mixture of sylvite (KCI) and halite (NaCl), lies at a depth of about 900 ft, and the upper zone, in which the principal potassium mineral is langbeinite (K2SO4 2MgSO4), lies at a depth of about 800 ft. Because of the plastic nature of the material, fractures in the Salado formation are extremely rare and have been noted only on the 800 ft level of the International mine. The open fracture described below is almost unique. Only one other open fracture has been noted, and it was on a working face in the same general area as the one described, but was destroyed before the writer had a chance to examine it. According to J. E. Tong, foreman on the 800 level, this fracture was similar to, but smaller than, the one herein described. The saline strata are nearly flat-lying and comprise interbedded layers of halite, anhydrite (CaSO4), and poly-halite (2CaSO4.MgS04.K2SO4-2H2O), with halite predominating. The halite layers contain local concentrations of sylvite, carnallite (KC1.MgCl2.6H2O), and langbeinite. The principal marker in the potash mines area is a bed of anhydrite about 8 ft thick, and 70 ft below the 800 level. This bed contains varying amounts of polyhalite, and locally a few blebs of sylvite. Two principal marker beds are present over most of the 800 level. The lower is the "Middle Salt Marker," a bed of bright-orange halite, which ranges in thickness from a knife-edge to about 0.6 ft, and is usually bounded above and below by thin seams of green or reddish-brown clay. In langbeinite-rich areas, this marker usually contains abundant blebs of langbeinite. The upper of the two principal markers is a green clay seam, containing abundant halite, which ranges in thickness from 0.1 to about 0.5 ft. It is 2 to slightly more than 5 ft above the Middle Salt Marker. No langbeinite of minable grade is found above this clay, and it
