Gases and vapors are being safely stored in caverns constructed in salt formations. The storage of gas is cost competitive with other methods of gas storage and offers many advantages. Storage can be designed for high gas recovery rates and many operating caverns allow gas recovery rates in excess of 300 million cubic feet per day. Fenix & Scisson has constructed or consulted on many of these storage projects and presents some case histories beginning with the conversion of a bedded salt cavern to gas storage in 1961. Discussion includes basic considerations for storage construction, confirmation, and operation.

Most of the data on equilibrium constant and the deoxidations potentialities of those elements, considered to be stronger deoxidizers for steel than is silicon, have been calculated from thermodynamic data. The reason for this is, primarily, the obvious difficulty of obtaining direct experimental evidence of equivalent accuracy. This is an excellent use of the principles of thermodynamics and has given valuable data not otherwise available. Such results, of course, can be no more accurate than the physical constants used in the calculations, and one can never be sure that the basic data are either complete or accurate. In fact, as in the case with silicon,1 there are not only discrepancies among the calculated theoretical values of the equilibrium constant for deoxidation of steel but also between the theoretical and experimental values. It is highly desirable, therefore, to obtain experimental values for checks on calculated results whenever possible. If they disagree, both cannot be right, but if there is good agreement, their value is enhanced. The present work was done in an effort to obtain experimental evidence in regard to some of the common alloying additions but more particularly the so-called "strong" deoxidizers for steel. The method used was to determine the minimum concentration of the deoxidizer that would effect a certain definite degree of deoxidation in steel. The criterion of deoxidation was the change from the large globular Type I sulphide to the eutectic Type II as described by Sims and Dahle.2 This change is sharp and definite, and inasmuch as it can be produced with equal facility by aluminum, zirconium, and titanium, it is considered a manifestation of a certain degree of deoxidation and not an alloying effect. Ostensibly such a procedure could give only a comparison of deoxidizing powers and no absolute values. Nevertheless, repeated observations have shown that, when increasing increments of aluminum are added to a steel, the residual aluminum content begins to increase simultaneously with the appearance of Type II inclusions. Thus it seems warranted to postulate that the Type II inclusions appear coincident with the virtual elimination of FeO as an active constituent of the steel. Experimental Procedure The data obtained were primarily from the microexamination of polished and unetched specimens and from chemical analysis. Experimental heats weighing 200 to 250 lb were made in a basic-lined high-frequency induction furnace. The base composition was nominally that of a medium-carbon casting steel to which the appropriate additions were made. Specimens were poured into sand-cast ingots 3 in. in diam as shown in Fig 1. Sand-cast ingots were used to prevent chilling and to allow sufficient time in freezing for normal inclusions to form of a size large enough to be studied readily. In the first few heats, the tapered wall ingot was used, but in the majority, the extra large riser was used to prevent piping in heavily deoxidized steels. Specimens for microexamination were taken from the location shown in Fig 1, and drillings for chemical analysis were taken from a similar location. The procedure was to melt the base composition and deoxidize with the usual manganese and silicon additions and then to pour an ingot. The furnace was then tilted back, and the first increment of strong deoxidizer or special alloy was added and allowed to disseminate through the melt, with enough power on to hold the temperature constant, for 45 sec. Then a second ingot was poured. After this, another increment was added, and after the same holding time another ingot was poured. In this way from 9 to 12 ingots were poured from each heat, each successive ingot having progressively larger total additions of alloy. Eighteen heats were made altogether, and the range of alloys used and additions made are outlined in Table 1. The three principal types of sulphide inclusions found are illustrated in Fig 2. The globular Type I sulphides are characteristic of silicon-killed steels, the eutectic Type II are characteristic of steels deoxidized with a small amount of aluminum, while the larger, angular Type III are usually found in steels with a residual aluminum content above about 0.02 pct. In all specimens studied, the transition from Type I to II either did not occur at all or was very abrupt and clear cut. There never was any doubt as to just which increment produced the change, although the individual additions were small, in the order of 0.01 pct. The change from Type II to Type III was considerably less sharp, and, in some cases, both types were found together. Inasmuch as the formation of Type III sulphides is apparently not a deoxidation phenomenon, they will not be discussed here.

A test of any fan requires the determination of such data as fan pressure, air volume handled by the fan, and power input to the fen shaft. When testing operating mine fans of the centrifugal type, test methods have been employed, for the sake of convenience, that permit great latitude in detail of procedure resulting in wide variance in results by different investigators. Some controversial aspects of field fan testing are the result of past failure to define clearly the various forms of fan pressure and to a lack of understanding of the accurate procedure for the measurement thereof. Also, the anemometer for air-volume measurement, although convenient, if carelessly used and maintained is subject to a wide error range with variation in method of application and in instrument accuracy. The appearance of the axial-flow type of mine fan offers the possibility of refinements in field testing that were impractical with the centrifugal fan. First of all, the fan inlet and outlet are more sharply defined, giving closer agreement as to just where the fan begins and ends; thus there is less disagreement as to the proper location for measurements of fan pressure. The area of passage into the inlet of an axial-flow mine fan usually constricts, causing high air velocities with accompanying steadiness of flow. Thus the fan inlet offers an ideal location for accurate air-volume measurements with the pitot tube, the proper use of which is well established by code. Thereby the controversial aspects of such measurements are eliminated. Use of the Pitot tube also facilitates a more accurate measure of fan pressure, since the individual pressures measured can be properly weighted, as will be explained later. Determination of power input to the axial-flow mine fan operating in the field is subject to the same inaccuracies as with the centrifugal fan if the axial-flow fan is also belt driven. However, because of the higher rates of rotation usual with axial-flow fans, direct-driven units are more numerous and it is unnecessary to assume a drive efficiency, thus eliminating one possible source of error. It is the purpose of this paper to define and explain the various types of pressure measurements involved in a field test of an axial-flow mine fan, and to further explain the proper use of the Pitot tube when measuring pressures and volumes. DefinitioN of Fan Pressures The two fan pressures most commonly discussed are fan total and fan static pressure, each of which has the same meaning regardless of whether the fan is blowing, exhausting, or blowing and exhausting, as in the case of a fan with ducts connected to both outlet and inlet. Fan total presscre is the amount by which the total pressure of the air delivered by the fan exceeds the total pressure of the air received by the fan. This pressure is a measure of the maximum amount of the work done on the air by the fan that is available for external use.

GROUND movement from mining, whether it be for coal, metal, industrial minerals, or .oil, will always present many difficult problems. These are especially serious when valuable surface improvements may be badly damaged. The mine itself, if mining methods are not suitable to the formation, is subject to heavy falls of the main roof in the working places; and with certain structural conditions the movements may cause in coal mines disastrous bumps and outbursts of gas, and in deep metal mines rock bursts. In open-cut work rock and earth slides may result. Absolute prevention of ground movement from mining is impossible unless large pillars are left unmined,

IN this critical period of our history, the coal industry of the nation, faced with many obstacles, performed its work safely during the first ten months of 1943. Thousands of the younger mine workers were inducted into the armed forces of our country and in many instances their jobs have been filled by others without much if any experience and training. This situation alone would seem to be sufficient to interfere with the safe and orderly operation of the industry but the Government's demand for a substantial increase in coal tonnage over that produced in normal times introduced a hazard which always accompanies speed, regardless of the skill of the worker.

A brief review is presented of the past performance of a number of large, thin, highly permeable reservoirs with low dips in the Bolivar Coastal fields of Venezuela. The performance of these reservoirs indicates that the fluids are segregated vertically within the sand section by gravity. With this assumption, equations are developed which describe the performance under pressure maintenance operations. Methods of solving these equations and results of simple example calculations are presented. Example calculations indicate that under pressure maintenance conditions injected gas tends to {tow preferentially along the top of the sands and that encroaching water has a tendency to flow preferentially along the bottom. The expected performance of segregated fluids is discussed and compared with that of fluids which are uniformly distributed in any sand section. INTRODUCTION The field performance of a number of reservoirs described herein indicates that the fluids are segregated vertically within the sand section by the force of gravity. Thus, it was felt that any method used to predict the future performance of these reservoirs should consider the effects of segregation in the sand sections. A study of the available information on some of the reservoirs suggests that increased recoveries may be expected if the reservoir pressure is maintained by either crestal gas injection or flank water injection. To predict future performance of reservoirs under pressure maintenance operations, a method of analysis was needed which would account for segregation of fluids in the sand sections. Several methods of analysis have been developed to take into account the segregation of fluids in the reservoir as a whole1,3 To our knowledge no method considers segregation of the fluids within sand sections in the manner indicated by the past performance of several reservoirs in the Mara-caibo Basin. This paper outlines part of the work done in studying some of these reservoirs and contains a description of their performance characteristics. The analysis presented is restricted to pressure maintenance conditions, since space limitations prevent a full discus- sion of the development of the mathematical relations and the various methods of solving them. Only a sketch of the development of the mathematical relations is given. The various methods of solving these relations are pointed out, but the actual determination of solutions to various problems are omitted except for one example. It is felt that these results may aid in the study of reservoirs outside the Maracaibo Basin. Some concepts on which the present analysis is based are outlined by D. N. Dietz. However, the analysis presented herein includes several factors not considered by Dietz: (1) variations in permeability and in the cross section, (2) various shapes of the cross section, and (3) the production of fluids. Also, the mathematical development presented by Dietz differs considerably from our corresponding analysis. RESERVOIR CHARACTERISTICS The reservoirs under consideration, large and thin, with low dip and high permeability, are large to the extent that they contain from 0.5 to over four billion bbl of oil initially in place. The section thicknesses vary from 100 to 400 ft and the lengths from 10,000 to 40,000 ft. Thus, a length-wise cross section of the producing formation appears to be long and thin. The dip angles vary from 0 to 6 degrees and the average permeabilities vary from 0.5 to over three darcies. The reservoirs contain from 20 to 50 per cent shale inter-laminated with the productive sands. Most shale breaks within the major sands do not correlate from one well to the next, and correlation is often difficult, even between wells drilled from the same location. However, it is often possible to correlate the shale breaks between major sands for some distance. Herein we are concerned with the performance of reservoirs containing oil of gravities over 20" API. Past reservoir performance indicates good pressure communication and, in cases where pressure sinks have developed, large amounts of fluid migration have occurred. Few of the reservoirs have had initial gas caps, but also, few have been found to be highly under-saturated. Due to gravity segregation, secondary gas caps usually form before the pressure has been reduced more than 25 per cent of its initial value. The effect of gravity has not only been apparent on a reservoir-wide basis, but has also caused segregation of the reservoir fluids in productive sections. STUDY of the ore deposits of Colorado has disclosed, in numerous places, sharp changes in both mineralogy and metal content of the primary or hypogene deposits with change in depth. A clear understanding of the meaning of these changes is requisite to form intelligent conclusions that can be applied in the exploration of such ore deposits. This paper is an attempt to set forth some of the geologic and chemical relations of minerals that bear on this problem. The effect of the differing electrode potentials of elements on the order of oxidation and on the order of displacement of one metal by another metal in supergene sulfide deposits has been studied for many years by several investigators. The results all agree rather closely with the original Schürmann series of replacability of metal sulfides, as Wells has shown.1 So far as the writers are aware there has been little attempt from the geologist's viewpoint to correlate the electrode potentials of the elements, other than those of the common metals, with the positions and mode of combination of the elements as found in ore deposits, and in particular in hypogene deposits. Wells' discusses electrochemical activity between solutions and certain ore minerals and mentions the possibility of its effect in precipitation reactions. The senior writer for a number of years has emphasized the importance of oxidation-reduction reactions as a factor in the formation of certain hypogene ore minerals, and as the electrode potentials are a measure of the relative oxidizing and reducing power of the elements and their ions, it seems possible that a study of them may offer some suggestions on certain problems. The data at present available for such a line of attack on oxidation-reduction reactions are too far from complete to offer much help, nevertheless the table of standard electrode potentials

Ground raw material as fed to the cement kiln generally is a mixture of two to four components, each of which may have widely varying physical and grinda-bility characteristics. Chemically similar materials found in the same or different deposits may also differ appreciably in physical properties, depending on their crystalline structure. The calcareous or principal cement raw material may vary from a soft chalky limestone or friable cement rock at one plant to a hard limestone or oyster shell at another plant. Argillaceous materials include clays, shales and granulated slag. Siliceous and/or iron-bearing material, including sand, iron ore and cinders, may also be required in addition for certain types of mixes. Frequently differences in grindability characteristics are not given the attention they deserve in comparing grinding results at one plant with those at another or in selecting suitable circuits or equipment. Many types of crushing and grinding units are used, with numerous open and closed circuit arrangements. Both wet and dry processes are used successfully. When rebuilding or installing a new grinding department, the choice of process or circuit in some cases may be dictated by the nature of the materials being ground but in other cases it may be the result of good salesmanship or a compromise. An over-all evaluation of wet process vs. dry process grinding should not be made without considering the effects on all other producing departments in the plant. In general, the more recent grinding installations, both wet and dry, have employed closed circuits, but many older open circuits are still in successful operation. In our experience, closed-circuit raw grinding pays, because of lower power consumption and less operating labor per ton of product. However, some dry open-circuit mills with improved equipment and operating methods compare favorably in performance with dry closed-circuit units. Character of Ground Raw Mix (Kiln Feed) Grinding in the cement plant in general requires a considerably her product than in most ore-grinding operations. A distinction between fineness of kiln feed and of cement may be made in that kiln feed preferably should be ground to a limiting size,whereas finished cement should include a range of size fractions including sufficient fine flours to give a product with satisfactory physical qualities. Grinding raw mix for kiln feed therefore is more comparable to ore grinding, although the limiting size is smaller. Most kiln feeds are ground from 85 to 95 per cent passing 200-mesh, depending on mix composition. Some cement chemists believe that raw materials cannot be too he, since finer particles theoretically combine more readily and intimately in the kiln. However, there are certain definite practical objections to extremely fine kiln feed, such as loss of kiln dust, unstable material flow through the kiln and greater dificulty in control of chemical composition due to dust loss, and the disproportion of fines from the more easily ground component. F. D. Richardson—The authors are to be congratulated on this further contribution to our knowledge of the thermodynamics of the interaction between sulphur and carbon and silicon in liquid iron. As the authors state, the influence of carbon and silicon on the activity coefficient of sulphur in liquid iron is clearly of great importance in the blast furnace, since it must cause a three to fourfold improvement in the partition of sulphur between slag and metal. The influence of increasing temperature in further increasing the activity coefficient of the sulphur in the metal in the blast furnace by increasing the carbon content is also of interest. This effect, however, is probably only part of the reason for the general observation in blast furnace practice, that the sulphur content of the metal is lowered by increasing temperature. Other contributing factors are the lowering of the oxygen potential in the presence of carbon by increasing temperature and the probable increase in the activity coefficient of the lime in the slag for the same reason. The former of these effects, which works via the (CaO) + [S] = (CaS) + [O] equilibrium, might possibly account for a 70 pct improvement in the sulphur partition and the latter might give a further 50 pct improvement. C. Sherman—I would like to compliment the authors on their very careful research. If I may, I would like to show results of calculations on the carbon-sulphur-iron system similar to the ones that were shown in our paper for the silicon-sulphur-iron system. For Fe-S-C ternary system k=PHgs/PH2 x 1/(f1°) (f2°) (%S) where fs = sulphur activity coefficient fs' = fs for Fe-S system of equal pct S f3° = f2/f2 for Fe-S-C ternary system This same analysis has been used on other systems, but the results shown in fie.- 7 are for carbon and silicon. L. S. Darken—I would like to make two brief comments in addition to complimenting the authors on an apparently very precise and accurate investigation. The first is that the present work is in agreement with a calculation by Larsen and myself." Our calculation (much less precise than the present work) was based on: (1) Unpublished work on the sulphur content of molten iron (1.5 pct at 1500°C) in equilibrium with graphite and an iron sulphide slag; (2) the distribution coefficient of sulphur between slag and carbon-free liquid iron. We expressed the result in a form equivalent to log 7. = 0.18 [%C] which gives an activity coefficient (?s.) of sulphur only slightly higher than the authors find and certainly within the precision of the earlier work. My second comment concerns the correlation of the thermodynamic findings with atomistics. A rough pic- ture of the atomic arrangement in the liquid solution is rather easily conceived for this particular liquid solution containing iron, carbon, and sulphur. Carbon has a very much stronger affinity for iron than for sulphur. Hence we may conclude that a sulphur atom will but seldom be adjacent to a carbon atom—since this would be a position of high energy. From the metallic radii of iron and carbon we know that six iron atoms pack neatly around one carbon atom. Thus each carbon atom in retaining this shell of iron atoms (which latter may not be replaced by sulphur on account of the high energy requirement) decreases the available positions for each sulphur atom by six. Hence each atomic percent of carbon decreases the equilibrium sulphur content by 6 pct (of itself). Or, at low concentration each atomic percent of carbon increases the activity coefficient of sulphur by 6 pct. This is in good agreement with the observed increase (6 or 7 pct at low carbon content). It is indeed gratifying to find a case where, by such simple reasoning, quantitative agreement is found between precise data and the modern picture of the atomistics of the metallic state. J. P. Morris (authors' reply)—We would like to point out that there is an error in the equation on p. 322 of the paper. The third equation should read: ½S2 (gas) + H2 (gas) = H2S (gas) The authors wish to thank everyone for the interest they have shown in the paper. In regard to the general observation in blast furnace practice, that the sulphur content of the metal is lowered by increasing the temperature, Dr. Richardson is correct in stating that the cause can be attributed only in part to the increase in activity coefficient of sulphur resulting from the rise in carbon plus silicon content of the metal with rise in temperature. However, this factor is probably an important one. The results of one experiment, performed since this report was written, indicate that at a constant temperature the addition of silicon to a melt saturated with carbon causes an increase in the activity coefficient of sulphur even though the carbon solubility is lowered. In this test, 2.5 pct silicon was added to a melt saturated with carbon and maintained at 1400°C. Although the carbon content dropped from 4.85 to 4.1 pct, the activity coefficient of sulphur was increased by about 20 pct.

AT the joint session of Blast Furnace and Open Hearth Committees, April 7, 1937, at Birmingham, the subject of the quality of basic open-hearth pig iron was so well presented and discussed from so many different viewpoints that it was the general opinion that progress had been made and that such meetings were conducive to the advancement of the art of making pig iron of the right quality for the open-hearth man to produce the most satisfactory quality of steel. It was agreed that there is a decided differentiation between the chemical analysis of pig iron and the "quality" of pig iron. Paul J. McKim said that open-hearth furnace operators frequently make refer-ence to certain types of iron as "bad iron," "dirty iron," "cold metal,' etc., claiming that when using these irons, although they are within specified chemical analysis, it is impossible to produce quality steel. Mr. McKim gave a list of the suggested causes of those "certain types" of bad irons that have a thoroughly respectable analysis but a thoroughly disreputable character. Another open-hearth man, P. A. Maclsaac, of Nova Scotia, said that: The effects of iron flint is below standard in analysis or in that mysterious property called quality, are well known to all open-hearth operators. It has been shown that iron of this type results in the production of steels on which the rejections of finished product, run high. What is to be done about it? I would say that the burden of producing high-quality iron should be placed squarely on the shoulders of the blast-furnace man, even as that of making good steel is shouldered by the open-hearth luau. It is the purpose of this paper to bring out into the open this 'mysteri-ous property called quality"; that is, in those "certain types" of basic pig iron that make it impossible to produce quality steels; and at the same time to point the way for the blast-furnace man to be able to shoulder the burden that Mr. MacIsaac and all other open-hearth men and foundry-men have placed upon him.

VERY little is known about the properties of relatively pure refractory metals in the cast state since these metals are customarily made by powder-metallurgy methods. Recently, the development of the vacuum arc-melting furnace has made possible the study of large, sound ingots of cast molybdenum. The ductility of molybdenum, at room temperature, may vary considerably. Often the brittle state depreciates the utility of molybdenum, even for the material prepared by powder-metallurgy techniques. At the outset of this program, it was felt that if the causes of brittleness were to be determined it might be possible to reduce the difficulties met in the working of molybdenum. Also, the problem of producing strong, fusion weldrnents of molybdenum might be solved. The conditions required to produce ductile molybdenum by the powder-metallurgy technique are reasonably well known. A fibrous or elongated-grain structure has good ductility although this property is probably directional. The equiaxed structure obtained in fully recrystallized molybdenum has been considered to be brittle. The reasons for this behavior of molybdenum have not been established. The preparation of cast molybdenum ingots by the vacuum-arc method was described by Parke and Ham.' By this method, ingots weighing up to 250 Ib were produced." Parke and Ham1 found that molybdenum ingots containing more than approximately 0.0025 pct oxygen could not be hot forged. On the other hand, they found that fully deoxidized cast molybdenum, containing up to 0.06 pct carbon, could be hot forged. However, the as-cast ingots containing either carbon or oxygen were brittle at room temperature. Parke and Ham,1 Woodside,3 and Zapffe, Landgraf, and Worden4 noted the inter-granular precipitation of oxide or carbide in cast molybdenum. This study—part of an extensive program on mo-lybdenum—had the following objectives: (1) To investigate the causes for the brittleness of cast molybdenum at room temperature, (2) to investigate the means for improving the ductility of cast molybdenum at room temperature, and (3) to add to the knowledge of cast molybdenum and of cast metals in general.

THE USE of the aeroplane in engineering work is quite recent. Its general application to all branches of engineering, including mining and metallurgical engineering, is increasing and its possible uses are most promising. Comparatively little has been published on the sub-ject in the mining and metallurgical press, and it is for this reason that the following notes are recorded. In March, 1922, Prof. E. L. Bruce published an article in the Transactions of the Canadian Mining Institute showing the possible applications of the aeroplane to preliminary geological surveys. In October, 1922, Mr. DeShea, representative of the Fairchild Aerial Survey Co., of New York, discussed the subject before the New York Section of the Mining and Metallurgical Society. The writer has been in correspondence with the Laurentide Air Service of Montreal and engineers who have flown. Canada, with its many lakes and rivers-favorable landing places, meets the prerequisite for successful use of the aeroplane in an unexplored and uninhabited or sparsely inhabited country. During the open season hydroplanes are used, and during the, winter season ski runners are attached to the axle in lieu of wheels. With skiis attached it has been found practicable to take off and land on any depth of snow quite readily. Winter flying in northern Canada is quite common. The Laurentide Lumber Co., appreciating the value of the aeroplane, used them for two or three years for timber cruising, and about 1921 turned their equip-ment over to the Laurentide Air Service of Montreal, who operate flying machines. The photographic and engineering work in Canada is done by the Fair-child Aerial Surveys Co. under a contract with the Laurentide Company.

A grain boundary in a metal interacts with second-phase particles, which exert a pinning force (first estimated by Zener) on the boundary opposing its motion. We have computed the shape of boundaries which interact with more or less spherical second-phase particles and have constructed a soap-film model to reproduce the shape of the boundary surface. An important result is that measurement of this shape allows the pressure, or driving force, on the boundary to be measured. We hare applied this technique to grain boundaries in two alloys and hate measured the pinning force exerted by single second-phase jwrticles on the boundaries. It is in good agreement with Zener's estimate. J\. boundary between two grains, or two bulk phases, interacts with small inclusions or particles of a second phase, whether they are gas or solid. This interaction means that the boundary, forced to migrate by a difference in free energy between the material of the two grains or phases which it separates, exerts a force on a particle which it touches, tending to drag it forward. (The movement of inclusions through metals under the influence of this force, has, in fact, been observed. 1-3) Equally, the particle can be thought of as exerting a pinning force on the boundary, tending to hold it back. Zener (in a celebrated private communication4) first realized that this interaction, and the resulting pinning force, existed. His calculation of its magnitude was crude but adequate: a spherical inclusion of radius r blanks off an area nr2 of the boundary on which it sits; since the boundary has an energy of rMM x per unit area, the blanlung-olf decreases the energy of the system by MM: this energy is returned to the system if the boundary is pulled free from the inclusion— a forward movement of the boundary by a distance r will do this—so that the maximum pinning force is Trrym.M- A similar argument can be made for inter-phase boundaries. The nature of the particle itself did not enter this, or two subsequent treatments.5,6 When it is considered, tic leifthe energyoftheb a) The boundary may enter and pass through the particle if the energy of the boundary is lower within the particle than in the matrix. Fig. l(r/). Certain coherent precipitate particles behave like this. h) More usually, the boundary will bend round the particle, enveloping and bypassing it. Fig. l(b). In doing so, it changes the structure and energy of the interface between the particle and its matrix. This means that the boundary does not touch the particle surface at right angles, as early treatments assumed,5'9 but at some angle a which depends on this change in surface energy of the particle, and can be calculated from the equilibrium of surface tensions. Most precipitate particles and inclusions behave like this. Gas bubbles or liquid drops can be regarded as belonging to either group. The progress of bypassing is conveniently measured by the angle shown in Fig. 1. When the nature of the particle is ignored, its maximum pinning force is exerted when - 45 deg. When it is considered, this critical value of is found to depend on a and thus on the nature of the particle. The maximum pinning force lies between nryMM and 2jtjMM (Appendix 1). not very different from Zener's result. In reality, a boundary between crystals has a specific energy and tension which varies with the orientation of the boundary. Furthermore, recent experiments7 indicate that such a boundary is not atom-ically smooth, but has steps on it: migration of the boundary corresponds to the sweeping of these steps across the boundary surface, like the Frank model of crystal growth from the vapor. This means that the interaction of a boundary with particles should really be considered in terms of the way in which particles hinder the movement of these steps. To suppose a grain boundary or interphase boundary to be smooth, and to ignore the variation of its energy with orientation, is to liken it to a soap film. The advantage of this soap film approximation, which we have used throughout this paper, is that interaction energies and boundary shapes can be calculated easily. We have done this by numerical computation and by using a soap film model, and have compared the results with grain boundaries in an aluminum-based and a copper-based alloy. It turns out that the shape of the boundary which bulges between particles allows the pressure an it to be calculated; that is, the local driving force an the boundary can be measured. This has allowed us to check the Zener relationship experimentally.

Claims of 16 gold mining companies seeking damages from L-208 will be heard in Court of Claims starting Jan. 26. Earlier this year, judges ruled that 3 gold mining companies could sue for damages from the wartime order closing their mines. Congress later waived the statute of limitations thus permitting other gold miners to get in their claims. Despite power shortages third quarter production of aluminum exceeded that of the previous period by 2.2 pct. However, September production was 16 million lb less than in August. Hewitt-Robbins, Inc. dedicated a new $1 million addition to the company's Buffalo, N. Y. belt conveyor plant. New equipment, including a $220,000 press, will make belts up to 70 in, wide, compared with the former limit of 60 in. Charges of a tin cartel in Malaya are not backed up in the latest U. S. Government report according to the Malayan Tin Bureau. The U. S. mission reported that it "did not discover any evidence of curtailment of tin output by the mining and smelting industries." It noted that guerilla activity had halted exploration and expansion attempts by producers.

(San Francisco Meeting, September, 1915) THE problem of mine pumping is so much affected by local conditions, and those conditions are so liable to changes during the life of a mine, that the best system to use is difficult to determine. The experience of the;, writer has been that, in general, for copper mines, electric pumping is most satisfactory unless the quantity of water to be pumped is great or. the mine does not use electric power for any other purpose. As a rule, however, figuring on the cost of necessary power plant, the total cost of: installation is greater with electric pumps than steam- pumps. As the water is liable to be gritty, outside-packed plunger pumps are to be recommended, and if the water is not acid, or only slightly so, chilled cast-iron plungers pay for their extra cost very quickly in diminished cost of packing. With chilled plungers it is possible to use metallic, packing instead of soft packing, if the water, is not too gritty nor the lift too high. In vertical pumps this packing is satisfactory for lifts up to 400 ft., in the experience of the writer; and may be found satisfactory for higher lifts. For water slightly acid, cement-lined pump bodies have given good satisfaction. For acid. water, both plungers and pump bodies should be made of acid-resisting bronze. For high lifts, especially with gritty water, a satisfactory pump valve is difficult to find. To reduce the unbalanced pressure on the valve at time of opening it is advisable to have narrow seats; this, however, brings high pressure on the seats when the valve is closed. On large valves for lifts of 600 to 1,000 ft. we have used leather, hard rubber, vulcanized fiber, and soft brass; for clear water the latter has given best satisfaction. The difficulties due to grit make it advisable to have large sumps where water can settle, and if possible, to have two of them so that they can be cleaned alternately. At the mines of the Old. Dominion Copper Mining ,& Smelting Co.; Globe, it was found that a small air. ejector discharging into a mine car is a very convenient way to clean mud and sand from a sump. .

The object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed be called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. • It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the fist mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniencea of civilization the cost of which in regions better suited for agriculture, and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining company, it is argued, having made these outlays, should receive credit for them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security depeind on the prevalence of law and order, which is a result of good government. Considering the truly wonderful natural resources of the United States, and the variety and extent of uses for hydraulic cement at the present day, it seems strange that the manufacture of the artificial product called Portland cement has not been introduced here. Possibly the reason may be we have in different States of the Union rock deposits from which a cement can be obtained that is as good, and some claim even better, because of a more uniform quality, than the English product after it has been subjected to transportation across the ocean. One of these natural cement-rock deposits is found in the northern part of the city of Buffalo, and its manufacture has been carried on successfully for the past eleven years by the Buffalo Cement co., Mr. L. J. Bennett, President. The quarries cover an area of about two hundred acres, of which only twenty-five acres have been exhausted up to date; and the supply is assured for years to come. One acre yields on an average 80,000 barrels of cement; hence 12,000,000 barrels is a low estimate of what these quarries will yield before they are exhausted. According to the Geology of New York this cement-rock deposit is called the Water-Lime group, and forms in this section the uppermost member of the Upper Silurian. Its outcrop can be traced along the base of the second limestone terrace of Western New York, but at Buffalo a very large part of the overlying Corniferous limestone has been removed by natural agencies, leaving only about eight feet (six feet of rock and two feet of clay) on the top of the cement-rock, and thus furnishing the conditions for successful quarrying at a minimum expense. This rock is really an impure limestone, a mixture, as it were, of the underlying shales of the Onondaga Salt group with the overlying

THE development of the natural resources of any district of any magnitude, inevitably gives rise to many problems off title, usually due to the greatly enhanced value of the land. The development of the mining industry in the Quapaw Agency has been no exception to this general rule. Our problems, how-ever, have not been many or particularly serious. The Quapaws were allotted and patents issued by the United States Government in 1895. These patents contained a restriction against alienation for a pe-riod of twenty-five years. The effect of the restric-tion was to prevent the Indian from selling, leasing, or in any way encumbering his land. The Govern-ment, in a paternalistic spirit, sought to teach the Indian thrift and industry and to insure him a place of residence. This is evidenced by the first Leasing Act passed by Congress, which permitted only incom-petents and those physically disabled to lease their land for either agricultural or mining purposes. The able-bodied Indian was denied the right to lease. It soon became apparent to the Government, how-ever, that this was a mistaken policy, and in 1897 a General Leasing Act was passed by Congress and it was under this act that the mining industry in the Quapaw Agency was developed. The act, reads as follows: "That the allottees of land within the limits of the Qua- paw Agency, Indian Territory, are hereby authorized to lease their lands, or any part thereof, for a term not ex-ceeding three years, for farming or grazing purposes, or ten years for mining or business purposes. And said al-lottees and their lessees and tenants shall have the right to employ such assistants, laborers, and help from time to time as they may deem necessary: Provided, That when-ever it shall be made to appear to the Secretary of the Interior that, by reason of age or disability, any such allottee cannot improve or manage his allotment properly and with benefit to himself, the same may be leased, in the discretion of the Secretary, upon such terms and conditions as shall be prescribed by him. All acts and parts of acts inconsistent with this are hereby repealed." It was the interpretation of this Act that gave rise to our first serious problems. It will be noted that the Act says that "allottees of land" within the limits of the Quapaw Agency are authorized to lease their land. Thus, the first question was presented by the use of the term "allottee," and the question was as to whether or not Congress intended to limit the Quapaw Indian to the leasing of his own allotment or did Congress mean that the term "allottee" was synonym-ous with "Indian" and intend to give the Indian a right to lease both his allotment and his inherited land and was an Indian without an allotment an "allottee" even though he was a member of the Qua-paw tribe and the owner of the Quapaw land by in-heritance, and not being an allottee, could he lease his inherited Quapaw land under the authority granted in this Act?
