J. J. Predali and J. M. Cases (Attachè de Recherche and Charge de Recherche, respectively, Centre de Recherches sur la Valorisation des Minerais, Institut Polytechnique de Nancy, Nancy, France)-The role of CO, in carbonate flotation is one of the parameters of a complex phenomenon: the adsorption of salts of fatty acids onto minerals. The authors therefore must be congratulated for their work. Their experimental results suggest some questions: 1) Recovery with C02, benzoic acid, or HCl, look very similar [(Fig. 1)] to that with the use of air; however, the recovery decreases very slightly (<10%). But in these two kinds of experiments, two parameters are different: the pH which is near 5.8 (with C02) becomes 9.1(without C02) and the concentration of Ca* I x 10-3 mole per 1 (without C02) becomes 1.9 X 10&apos; mole per 1 (without COO. 2) Adsorption experiments (Fig. 2) permit computing the surface coverage 9 which is 7.4% (without C02) and 8% (without CO_.) for an initial concentration of 12 X 10-6 mole per 1 in sodium oleate. It seems doubtful to us that this small variation can produce large increases of the recovery in flotation. 3) It is difficult to correlate adsoption and flotation experiments because they do not seem to have been done with the same size of particles. The concentration needed to obtain 95% recovery (Fig. 1) is about 3.0 X 10_" mole per l, that is, 1.13 X 10-6 mole for about

The world&apos;s production in 1939 of petroleum substitutes—of which approxi-mately 97 per cent are direct substitutes for motor fuels—is tentatively estimated at 108,ooo,ooo bbl., or equivalent to the combined output of crude oil in 1939 of Rumania, Mexico and Colombia. With few exceptions, these figures of production represent also actual figures of consumption. The United States, owing mainly to its output of natural gasoline, leads all countries in the production of these products, with about 53 per cent of the total. In European countries, particularly Germany, the imminence of war in 1939 forced an increase in production and im- provement of methods of manufacturing motor fuels, largely from coal, with the result that this country produced in that year over 20,000,000 bbl. of substitutes. Every constructing engineer and designer knows how often it is desirable to provide a speed-adjustment between parts of a machine performing different functions, or between a prime mover and the devices to which it furnishes power, and how bulky and unsatisfactory are most of the methods by which the result is usually accomplished. Of course the step-pulley is the most simple and generally used. It requires, (1) parallelism of shafts; (2) a considerable distance between centers; and (3) a cessation of power during the change from one speed to another. Add to this the necessity for careful design in order to obtain equal belt-tension for all positions; the weight and hulk required for a wide range; and the operative&apos;s positive conviction that better results could be obtained at a speed intermediate between those furnished by two successive steps, and we begin to realize the mechanical shortcomings of this old and familiar friend. The hundred and one other devices, patented and otherwise, for accomplishing similar results, present other objections of varying importance, which need not be discussed here. Without pretending to overcome these entirely, and indeed without claiming absolute novelty, a recent invention of Mr. E. F. Gordon, of Dover, N. H., has seemed to the writer to offer such advantages in flexibility and range of application as to merit a more extended study and use than can be given in his own work, to which it is being applied as rapidly as opportunity permits. It is placed before the members of the Institute, not only to bring out an expression of opinion as to its limitations, but also with the hope that it will thus find opportunities for applications hitherto untried and outside the scope of operation of those at present interested in its development. Simply stated, the device consists of a narrow pulley with a deep V-groove, split by a plane passing through the bottom of the groove, one of the two symmetrical parts so formed being fixed to the shafts, and the second being capable of adjustment so as to bring the

Homestake&apos;s Bulldog Mountain Operation near Creede, Colorado, in the San Juan Mountains at an elevation of nearly 2,750 m (9,000 ft), is subjected to short summers and long cold winters. Creede’s history dates back to 1889 when silver ore was discovered; and by 1892 production of over a million dollars per month was being shipped from mines located along the Amethyst Fault. The Bulldog Mountain Fault remained relatively untouched by the early prospectors. The United States Geological Survey recognized the potential of this fault in 1960, which led to the staking of many claims over the structure. Homestake leased properties in 1963 and in mid- 1964 a tunnel was started at the 2,956 m (9,700 ft) level with encouraging mineralization being encountered. In 1968 a decision was reached to build a flotation mill of 318 mtpd (350 stpd) capacity. The erection of the mill was completed in early 1969, six years after the first exploration was begun. Since initial start-up, extensive drifting has been done on several separate levels. Two underground hoist installations serve the various levels and many thousand feet of vertical mining operations. Due to the unconsolidated nature of the vein, a new unique underhand cut-and- fill mining method was developed. This procedure is the reverse of the normal cut-and-fill and proceeds from the top down under cemented sand fill, which, while expensive, has greatly reduced s toping hazards. Prior to 1977, a considerable quantity of silver was lost in the slime fraction of the ores processed because of oxidation and other inherent characteristics of individual minerals. Due to Homestakefs favorable experience in treating the slime fraction of the Lead, South Dakota gold ores, experiments with leach methods to recover silver from the slimes by Carbon -In -Pulp offered&apos; the potential for additional silver recovery. Work was begun on the Carbon-In-Pulp plant in April 1976 and completed in December of that year at a cost slightly exceeding $2 million. The C. I. P. plant was designed for 136 mtpd (150 stpd) of current plant slimes plus 227 mtpd (250 stpd) of slimes dredged from the old tailings during the summer season. The sand fraction of the flotation

THE practice of using acid-lined converters at the plant of the Old Dominion Copper Mining & Smelting Co. was discontinued early in January, 1913, and they were replaced by basic-lined converters. The new equipment consists of one electrically operated 12-ft. upright converter stand and two basic-lined shells for same. These shells are provided with twenty-four 1 1/4-in. tuyères. The mouths are 5 ft. in diameter. Owing to the fact that there is no bedding system or other large storage capacity between the mine and the smelter, the furnaces must handle as fast as produced ore and concentrates, which may vary considerably from day to day, both in tonnage and copper content. Consequently the converter is often crowded to its utmost capacity by the frequent fluctuations in the daily matte supply. From the foregoing, it will be seen that in no way can the converter be favored by running light charges or by transferring to it from other stands in operation. Neither can it regularly be allowed to cool between blows, and only occasionally can it be run at as low a temperature as might be wished. No copper precipitate or other foreign material high in copper is available to help out the tonnage. Repairs and alterations or the removal of defective tuyères must wait until such time as a slight falling off in the matte supply-allows the converting operations to ease up. These variable conditions all combine to interfere with the systematic operating of the converter.

COMPRESSED-air motors are specially desirable, if economically practicable, for underground haulage, because they require no fuel, involve no danger of fire, and not only avoid heating and fouling the atmosphere with smoke and combastion-gases, but by the emission of expanding fresh air, cool and improve it and aid ventilation. The highest developments in the use of compressed-air motors for locomotion are to be found, in the opinion of the writer, in the principles of the Mekarski car-motor as applied to street tramways, and it is thought that notes taken regarding this system, during a recent trip to Europe, where two plants are in successful operation, at Nantes and Vincennes respectively, will be interesting to mining engineers. The plant at Nantes operates a street-line 5.2 miles long, requiring about twenty motors; the one at Vincennes about 7 miles of road. Each car at Nantes carries its own motor. At Vincennes, however, the motor-car is arranged to tow a second car containing no motor. The road at Nantes is the older, having been in successful operation for ten years, during which time neither the American consul, Mr. Shackelford, who has resided at Nantes for about five years, nor the vice-consul, Mr. Bennett, who has been at Nantes ever since the road started, has ever seen anything go wrong with the motors. APPROXIMATELY two years ago the authors obtained data that indi-cated that initial precipitation could not be detected by change of lattice parameter in the aluminum-rich aluminum-magnesium alloys. Some of these data were first published in a brief note in MINING AND METAL-LURGY1. Cast specimens were used at that time and they showed initial precipitation relatively sooner than sheet material of the sane composi-tion. For this reason a more thorough investigation has been carried out using a homogenized aluminum-magnesium sheet containing approxi-mately 10 per cent magnesium. Materials.-The aluminum used in the preparation of the aluminum-magnesium alloy was of high purity, containing less than 0.01 per cent each of iron, silicon and copper. The magnesium was high-purity sub-limed magnesium. Preparation of Alloy.-Approximately 4 kg. of the aluminum was melted in a plumbago crucible in an electric furnace and the magnesium was added. The melt was thoroughly stirred with a graphite rod and fluxed with chlorine gas before casting. The alloy was cast in the form of a sheet ingot in a cold iron tilting mold (approximately 200 by 165 by 40 min.) and into small chill-cast, slabs for chemical analysis (75 by 40 by 5 mm.). The chemical analyses were made upon drillings from the analysis slabs. The analytical methods were those described in "Chemical Analysis of Aluminum," published by the Aluminum Company of Amer-ica. The composition of the alloy was found to be: magnesium 10.30, silicon 0.013, iron 0.008 and copper 0.005 per cent.

A method of predicting uranium extraction rate in underground bacterial leaching of as-blasted ore has been developed. The method is based on the hypothesis that extraction is directly proportional to the volume of a piece of ore that is penetrated by the leaching agent, and that each piece of ore, regardless of size, has been penetrated radially from the external surface to the same depth at a given leaching time. Consequently, given an initial size and assay distribution, extraction should be predictable for a given penetration. Two laboratory bacterial leaching tests under simulated stope leaching conditions were carried out for a periods of 89 and 96 weeks. On completion, the residual ore was screened and analyzed. The information so obtained was employed to provide an elapsed time base for the penetration model, from which predictions of future extraction were made. The finding of solubilized uranium trapped within apparently sol id ore pieces was unexpected. However, it is not recoverable except after crushing, and hence does not affect calculations of underground leaching .

Alpha Portland Cement Co.&apos;s mining operations at Manheim W. Va., produce 750,000 bbl of limestone yearly, averaging 2200 bbl per working day. Thirteen parallel entries have been driven to date, each almost 30 ft high and about 45 ft wide, extending back 5000 ft to the working faces. Pitch of the seam from the lowest to the highest entries is steep enough to provide excellent year- round natural ventilation, and this, together with the size of the entries and a good bottom, has allowed face crews to drive right up to the working areas in the family car.

Capital has been invested in large amounts at various points, some of which has yielded a handsome return to the investors, while in other cases the inevitable results of rash and foolish speculation have followed, much good money has been sent after bad, and the principal result has been a dearly bought expe- .

The subject of this paper implies three questions: whether regulation is necessary; if so, what sort of regulation is wise; and, finally, by what government the power to regulate is to be exercised. In the year 1937 emphasis falls on the third of those questions. This contrasts with the situation prevailing a dozen years ago, when the question was whether regulation was necessary at all; and with the situation a few months ago, when the third question seemed answered by the Supreme Court decisions on the National Recovery Act, Agricultural Adjustment Act and Guffey Coal Control Act, and by the ratification of the Interstate Oil Compact. It then appeared settled that the State and not the Federal Government possessed the regulatory powers and, granting that conservation measures are a recognized necessity, the problem seemed to be to develop the wisest kind of regulation that the Constitution would permit. Today, by virtue of developments during the first months of 1937, the oil industry is faced again by the question of whether the Federal Government is to have power to control its operations, along with those of the other basic industries. Developments in Governmental Control There have been three recent developments. The dominating one is the President&apos;s proposal that he be authorized to increase the size of the Supreme Court to 15 members. The implications of that plan ought to be perfectly plain to the oil industry. This suggestion is made in lieu of offering an amendment to the Constitution, to reverse the Supreme Court decisions mentioned. In those decisions the Court held that production does not constitute commerce, and hence that the Federal power to regulate interstate commerce does not extend to the regulation of production. These holdings were contrary to the Government&apos;s contention that the stream of commerce begins in the factory and ends with the consumer and may be regulated at any point from beginning to end. That position was urged in the Government briefs in Amazon Petroleum Co. v. Ryan, defending the petroleum code, and repeated as late as Feb. 10, 1937, in the case of National Labor Relations

The treatment of the residues from the manufacture of sulphuric acid which contain small amounts of copper, silver and gold, has attracted considerable attention in Europe. They are successfully treated in several works on the continent, and in as many as twenty establishments in different parts of England. As the process must sooner or later attract attention in this country, I have put together my notes made in three of the most important establishments in Europe. These are the works at Hemixem near Antwerp, of Duisbourg in Westphalia, and of Oker in the Hartz. In the last works only, the ores are produced in the vicinity of the place where they are treated. The works at Duisbourg treat ores which come from the Rio Tinto mines in Spain, which often contain considerable quantities of arsenic. They are roasted in a number of different works along the Rhine for the manufacture of sulphuric acid. They are brought by boat and are landed at the works by steam-cranes. They are carried at once by a double-inclined plane worked by steam to the storagehouses to be kept, until treated. The wagons, after being weighed, are dumped. The ore is assayed at once, the assay-sample being taken from the boat while the ores are being discharged. They are all fine, and contain two to eight per cent. of copper and about sixty per cent. of iron, and a small amount of silver and gold. Their average composition is given below:

The annual world production of minerals approximates 1,700,000,000 tons, over 90 per cent. of which consists of coal and iron. Of this amount about two-thirds is used within the countries where the minerals are produced and one-third is shipped to other countries. The movement of most of these minerals, though, shows a rather remarkable concentration. For instance, manganese moves from three principal sources and converges at four or five consuming centers; chromite and tungsten move from two principal sources. The United States is more nearly self-sustaining in regard to mineral commodities as a whole than any &apos;other country on the globe; but the interests of conservation - call for an international viewpoint in the handling of our mineral resources., There is perhaps as much need of specializing in mineral output as there is of specializing in manufacturing. The thought that every country on the globe should be self-sustaining in regard to mineral supplies is of somewhat the same order as the thought that every family should produce all its own raw materials rather than take advantage of the more favorable conditions existing elsewhere and so specialize in human effort. Extension of international control of minerals seems to offer possibilities of loss and gain-loss through a considerable sacrifice of national trade .and a narrowing of the field for private initiative in trade; gain through the possibility of attaining certain ends which are attainable only by international agreement, such as an allocation of supplies which will be to the advantage of the greater number of nations rather than to the advantage of the few that are strong enough to dominate the situation. The interests of conservation clearly require international control. Moreover, the lesson of the war points to the necessity of overhauling old international understandings and machinery, even though such a task would encounter great difficulties, not the least of which lie in the persistence of human habits and inertia. Whether the time has come to establish a league of nations with economic control can be determined only by our individual and collective answers to the question whether we are willing to make the necessary economic sacrifices, individually and nationally, in the interest of world harmony. The mineral industry should fully understand that, with international control, efforts to promote export will need to be modified and curtailed; that expansion of our trade in many lines will mean equivalent loss of trade to other nations; that the almost universal conception that expansion of foreign trade is a meritorious aim and end in itself, without regard to its effect on other countries, will need revision.

IT has been reported frequently that the hardness and strength vary over the cross section of cold-worked, particularly cold-drawn, material. Brass rod and wire usually have been found to possess a maximum strength and hardness near the surface.1,2 According to Sachs,&apos; the center fiber has about the same strength as a wire stretched by the same amount in a tensile-test machine, the strength increasing toward the surface (Fig. I). These differences are particularly large for wire given a small reduction on drawing through a die with a wide opening. However, with increasing reduction and hardness, a tendency to form a thin soft surface skin becomes apparent. On the contrary, copper wire has usually been found to possess a soft surface skin3-5 and it has been reported by Harris3 that during the cold-drawing of hot-rolled wire the surface layer becomes increasingly softer than the core, while the layer of maximum strength moves toward the core, it being found near the surface at first. The increase of strength and hardness from the core to the skin is readily explained by the observation that, in addition to the stretching, the layers of a rod or wire are sheared more the closer they are to the surface.1,6-8 However, the presence of a soft surface layer can be attributed only to an annealing effect. Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (I), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profit- ability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus mini- mum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12 ) Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-low- grade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). WHEN Magma Copper Company in 1952 set about finding $100,000,000 to finance the project of developing and equipping the property of its lusty progeny, the San Manuel Copper Corporation, A. J. McNab, president and guiding genius for both companies (and incidentally a mining engineer by profession), determined that he would avoid the mistake frequently made in such circumstances, of underestimating the cost, and thereby running short of funds before the job was completed. The fear that this might happen was one of the reasons why insurance companies, one potent source of "big" money, were reluctant to finance the enterprise. How, they asked themselves, would Magma, a relatively small company, get additional money in such a contingency? Insurance officials&apos; thumbs were turned down. Conditions Imposed by R.F.C. The upshot was the negotiation by Mr. McNab for San Manuel of a contract with the Reconstruction Finance Corporation, dated July 10, 1952, whereby needed monies in amount up to $94,000,000 would be advanced as a loan, bearing 5 per cent interest. Arrangements were made for the separate financing of the new $10,000,000 town, needed for the project, through the Del E. Webb Construction Company of Phoenix, Arizona, and M.O.W. Homes, Incorporated, of Los Angeles. Thus the $94,000,000 drawing account was believed ample to provide for building the railroad, the mine plant, the concentrator, and the smelter, as well as for the underground development of the mine needed to start production. SEPTEMBER usually being a fine month for motoring, we set out with our better half at the end of August in our Studebaker for points West. A combined business trip and vacation. The first night found us 392 miles away, at the Statler Hotel in Buffalo, and the next morning we revisited Niagara Falls for the first time in some forty years. The cataracts were as impressive as ever and certainly worth a day of any vacationist&apos;s time, instead of the half hour we could spare before going on to Chicago. The Centennial of Engineering, the hundredth anniversary of the founding of the ASCE, no doubt attracted the greatest gathering of engineers in history but still the attendance was disappointing to most of the forty or fifty societies that participated. Perhaps the time-the two weeks following Labor Day-was unfavorable. Few could afford to spend ten days away from home and business at that time of the year. Fall meetings of the AIME normally attract far more than the 300 that registered in Chicago. The technical program, however, was excellent, especially that arranged by the Minerals Beneficiation and Industrial Minerals Divs. The mineral industry papers of a more general nature that were presented as a part of the Centennial program on Monday and Tuesday of the following week were of high quality and offered by top names but had a meager audience. Undoubtedly the celebration brought engineers and engineering to the attention of millions of people. The pageant at the Museum of Science and Industry proved continuously interesting, showing the progress of engineering following the first use of fire. The show continued for many weeks. A special stamp was issued by the Government, which engineers might well use on their Christmas cards or other mail this year. After six days in Chicago we set out north, first visiting Fairbanks Morse in Beloit and Allis-Chalmers in Milwaukee. Will Mitchell&apos;s Basic Industries Research Laboratory is doing interesting work and being installed in more comfortable quarters. The next day at Ishpeming, C. W. Allen arranged for luncheon with a local group of AIME members and we then looked over the new surface plant of the Mather B mine, a model of modern functional design. Then on to a small dinner meeting at Calumet following cocktails at Endicott Lovell&apos;s attractive summer home on the lake at Point Mills. The new Memorial Union Bldg. at Houghton, where we were domiciled for the night through the courtesy of Roy Drier, is a beautiful modern addition to the college, a model of its kind.
