THIS coal area, and the coal from a limited portion of it, has been known for a long time. In 1817, McClure prepared a geological map to represent the boundaries, and they are not controverted at the present date. In 1834, Richard C. Taylor made a survey and report on portions of the basin. In 1835, Prof. W. B. Rogers was appointed by the State of Virginia to make a geological survey, and made six annual reports in which this area was included; but the re¬ports and maps were not published. R. C. Taylor's Statistics of Coal, published in 1855, gave to the public the details of exploration and production, to date, very perfectly and completely. Daddow and Bannan's work, Coal, Iron, and Oil, published in 1866, repeated the details before given, and advanced some vague theories respecting the coal-field, but gave no new facts. Macfarlane's work, Coal Regions of America, published in 1873, under the head of "Triassic Coal," chapter 27, gives what is known from existing publications of the position, geology, and production of the field, making

In a low and gently sloping ridge extending some 1500 ft. southward from Squaw Mt., and now.covered by the buildings, or crossed by the railroads and streets, of a portion of the city of Victor, there is an ancient volcanic vent or crater, which exhibits one of the most interesting phenomena of the great upheaval and volcanic disturbance that built up the hills of the famous Cripple Creek gold-field—of the period when mass was piled on mass to form the mountains and foothills; when fissures and craters opened, and lavas, welling up, overflowed the surface, until, finally cooling, they effectually choked their vents, thus forming many of the ridges that stand out in bold relief, and the dikes that seam the Continent. This particular occurrence, though limited in dimensions, shows in miniature certain stages of the eruptions of Etna and Vesuvius,* Kilauea and Loa; and illustrates what was (with the exception of the penetrating dikes) the closing chapter of the early volcanoes whose emanations have contributed to the

Many investigations have shown that the manganese enhances the deoxidation power of silicon. Here it is suggested that this phenomenon could be explained in terms of the formation of impure silica. Data of Hilty and Crafts on the Fe-Mn-Si-O System has been evaluated on the basis of the reaction S_i + 20 = (SiO2) where (SiO2) denotes silica of variable activity. The activity of silica in this system is a function of aMn/aSi and the temperature, and can be described by the equation 12700 l°gaSiOz = -6.85+ - - 0.5 log aMn /asi PRACTICAL melting experience has shown that it is helpful to maintain a certain range of Mn/Si ratio in deoxidizing quality alloy steels. Herty,1 as early as 1932, reported a strong association between manganese and silicon as did schenck2 and Korber and Oelsen3 in later work. More recently, Hilty and crafts4 have studied the solubility of oxygen in the Fe-Si-O system, both with and without manganese. Their study confirmed the marked ability of manganese to increase the deoxidizing power of silicon. This phenomenon has remained unexplained in the liter,ature5 since it has been shown that manganese has virtually no influence on the activity coefficients of silicon or oxygen.= In this paper, an explanation for the role of manganese is suggested and equations are devised for quantitatively describing this influence. DISCUSSION Hilty and crafts4 equilibrated their melts under an argon atmosphere and the system established equilibrium with a self-generated slag which was not always the oxide of lowest free energy. Open pit blasting can be a low cost routine or a high cost bottleneck depending on geology, environment and the operator's ability to master site conditions. Because blasting is a repetitive operation, there should be ample opportunity to optimize the process; but ordinarily this optimization is rarely achieved and then only if conditions remain consistent and predictable. Often, however, and particularly with porphyry coppers, hidden differences in rock characteristics nullify the operator's best efforts. At a porphyry copper deposit being mined by Kennecott Copper Corporation, all of the following rock types occur; oxidized and fresh porphyry, altered and silicified limestone, explosion breccia, rhyolite, sandstone, shale and several others. The units can cover large areas or be limited to a few tens of feet in maximum dimension. They are rarely visible on the bench surface and often do not show up in the bench slope. Even though the blastability of these rocks varies substantially, a generally-uniform blasting pattern was formerly used with disappointing results. Secondary blasting was often required and high bottoms occurred frequently, overblasting wasted drilling time, and explosives caused excessive throw.

THE purpose of mine-hoist safety con-trollers is to prevent hoists from being operated at speeds above those considered safe and expedient, to ensure proper accel-eration and retardation near the ends of travel, and to prevent overwinding. In other words, they are to safeguard the normal speeds and movements of the hoist-ing drums and cages. The object of this paper is to explain the fundamental principles of hoist controllers, and to aid in their selection, installation, and maintenance. There have been many designs of me-chanical hoist controllers, the basic ele-ments of which as ultimately developed consisted of a flyball governor and another movable member supported by a frame and arranged to move in a vertical, horizontal, or rotary direction, depending upon the particular design, the whole mechanism arranged to be driven in synchronism with the hoist drum. In case of overspeeding, inadequate retardation, or overwinding, a pawl or catch controlled by the governor would engage teeth or dogs on the moving member, which through mechanical con-nections would cut off the power and set the brakes.

The lack of Aryan roots for the names of metals commonly known among the Aryan settlers of Asia Minor, as well as the later colonizers of Europe, indicates that these races were generally ignorant of the use of metals until they came into contact with Semitic peoples. Practically all mining-terms in current use among the earliest Greeks resemble very strongly their distinctly Semitic equivalents, which can be traced all the way in a broad belt beginning in Lower Mesopotamia, and extending westwardly to the Syrian shores of the Mediterranean. The Greek word 'metallon," for instance, used indiscriminately to designate mine or ore, probably came from the earlier Semitic equivalent, " matal." Again, the Greek words " chry-sos " (gold) and " chalkos " (copper) seem to be descended from the Semitic forms " chrouts " and " chalak." It is a natural inference that primitive mining-methods were evolved by the dwellers in the mineralized areas of Asia Minor, from whom later Greek, Roman, and even North European miners obtained their first not.ions of the reduction of metallic ores, by

INTRODUCTION A complex interaction of worldwide economic and political forces is increasingly requiring 3 primary participants for the successful development of large natural resource projects in developing countries. They are the host government of the developing country (the "host government"), one or a consortium of international natural resource companies, (the "Resource Company") and one, or more likely, a syndicate of international lenders. The host government typically controls the rights to its country's natural resources and establishes the economic ground rules for their development. However, because of worldwide inflation and the depletion of easily accessible, high-grade resources, the nominal and real capital development and operating costs of projects have been spiraling. Moreover, the depletion of high-grade and mineralogically uncomplicated resources also raises the technical and operating risks associated with resource recovery. Thus, despite increasing political self-consciousness and economic nationalism in developing countries, international resource companies are still often necessary project sponsors since they can provide, among other things, the required technical and management expertise and equity capital. The presence of these factors, and often the addition of worldwide market access in a project, is often critical in determining whether or not the project will be considered creditworthy by international commercial lenders. The international commercial lender is often the critical third party in project development, due in a large part to the ever escalating-costs of project developments relative to the financial resources of many companies and even a growing number of countries. In addition, lenders have other reasons for taking more than a passive interest in all aspects of a project's development. These reasons include the following: 1. Projects are often financially structured such that the primary security for a loan, once completion and performance standards are met, is the cashflow of the project rather than recourse to its sponsors. 2. Lenders, in addition to the "project risk" just described, are frequently asked to assume various elements of "political" risk which nay put them in a sensitive economic position between the host government and international resource firms (This is discussed later). 3. International banks today have large loan portfolios of developing country debt with final maturities ranging from one to fifteen years. The various current projects undertaken are the building blocks of most developing country economies that will hopefully contribute to the long run economic development of a country as well as generate the foreign exchange necessary to repay foreign loans in the future. In this regard it is useful for lenders to realize whether a given project "makes sense" in terms of a country's natural resource endowments and competitive advantages over other countries. The type of framework discussed in this article would help lenders to better make such assessments. In order to facilitate the continued international flow of capital and technology to developing countries and of readily available supplies of raw materials from them, it is important for each of these three parties to increase its awareness of the goals and objectives of the other parties as well as the bargaining process that results in the legal, financial, credit and fiscal structures by which a joint venture project ultimately proceeds. Each of the parties faces increasingly complicated accept/reject decisions when they are faced with difficult choices among. a wide range of alternative structural combinations each of which has different implications for risk and reward to them. Therefore, by increasing the mutual, 3-way awareness of the decision processes of the other parties, it should be possible to: • provide better information and results in the formation of more rational expectations by all parties going into negotiations, • facilitate the project formulation process by allowing parties to focus more clearly on the areas of common interest and conflict, • result more frequently in final structures and agreements that better reflect the economic and political realities associated with a project and thus • result in more creative, innovative agreements that should reduce the need for changes to them and thus promote the kind of long run political stability conducive to attracting capital and further investment.

FROM the time of its organization down to 1917, a period of more than eighty years, Phelps, Dodge & Co. was seldom involved in what could be called a major labor difficulty. Behind this remarkable record lay both a philosophy and its practical application. The philosophy was an attitude toward society called the Golden Rule. That philosophy had been a living principle in the lives of the founders of the company, Anson Phelps, Daniel James, and William E. Dodge. Their successors, William E. Dodge, Jr., and Daniel Willis James, accepted the same philosophy. Dr. James Douglas governed his life by it. All of these men and their families had given tangible expression to that conviction in benefactions of great magnitude and variety-churches, hospitals, educational institutions, libraries, missionary undertakings, and other organizations for human betterment, such as the Young Men's and Young Women's Christian Associations, and the development of model communities about their mills and factories. Aluminum-base alloys containing small amounts of copper and magnesium possess but ordinary physical properties as sand cast, but may be treated to give a remarkable range of tensile values and of Brinell hardness. The high-copper (4.5 per cent.) duralumins must be given a protracted treatment which in nature resembles the malleableizing of white cast iron; the low-copper (2.25 per cent.) duralumins develop an excellent combination of strength and ductility with a treatment which requires a maximum of 5 hr. to be completed. THE wrought alloys of aluminum with small amounts of copper and of magnesium have, with the development of the automotive and aircraft industries, sprung into prominence through the medium of duralumin; but the cast alloys remained in the background because their possibilities in the heat-treated condition were either not recognized or not fully investigated. In 1919, the Bureau of Standards published a preliminary survey1 of this field, which pointed out that, in general, the ultimate strength and the percentage of elongation of the alloys of aluminum with and without magnesium could be improved by so simple a treatment as heating to 932° F. (500° C.) for 2 hr., cooling in, air, and aging at room temperature for several days. British investigators, too, working with chill-cast material, found that " considerable improvement in the mechanical properties of copper-aluminum alloys' may be obtained from suitable heat treatment applied to castings."2 Jeffries and Gibson3 made the first contribution to the literature dealing exclusively with the heat treatment of sand-cast aluminum-base alloys, describing the effect of small additions or of combinations of copper, magnesium, and iron on the response to a short heat treatment comprising heating at 932° F. in a

Two equations are compared for calculating imbibi-tion rates of water into porous media. A linear relation was found to apply when the square of the volume of water imbibed was plotted against time for water imbibing in natural rock materials. The effect of adsorbed organic materials on surface wettability was determined from measurements of rate of imbibition, water saturation and water permeability. INTRODUCTION An understanding of the mechanisms by which water displaces oil from porous media requires an understanding of the role of capillary forces in the displacement process. The capillary forces are determined by properties of the water-oil-solid surfaces. Consequently, some measure of the surface properties of reservoir rocks is necessary if displacement behavior in oil reservoirs is to be predicted from laboratory measurements. Several experimental procedures have been proposed to assign quantitative wettability indexes to reservoir rock surfaces. The most recent of these proposals are those of Bobek, Mattox and Denekas' and Amott.' These indexes are designed to show a continuous variation from the preferential oil-wet to the preferential water-wet systems. They require measuring some property of the rock which is a function of surface wettability. The quantities are measured on unaltered core material and compared with values obtained for known oil-wet and water-wet extremes on the same material. These methods are useful but are semi-empirical in nature. They have the disadvantage that the measured quantities may be functions of other variables in addition to surface wettability. Some understanding of the behavior of water-oil-rock systems may be obtained from studies of the simpler water-air-rock systems. Surfaces of a given wettability are more easily maintained for the latter. Also, certain approximations can be made for the flow of water and air which are not justified for water-oil flow. The theoretical and experimental work discussed in this paper is part of a study of the role of capillarity in the dynamic displacement of air by water. The expec- tation is that observations for the water-air system will lead to generalizations which are applicable to water-oil systems. THEORY Imbibition is defined as that process by which one fluid displaces another from a porous medium as a result of capillary forces only. Differential equations have been derived to describe the displacement of oil by water during imbibition, but these equations have not been solved.".' With certain assumptions, however, solutions are possible for water-air imbibition.

The temperature gradient in the subhearth metal or "salamandern of the iron bhst furnace results in the establishment of gradients in the concentrations of silicon, manganese, carbon, and sulfur. The temperature and compositional variations observed in three blast furnaces are analyzed according to irreversible thermodynamics and the systems appear to be close to the steady state condition. Apparent heats of transport, Q, for silicon, manganese, carbon, and sulfur are found to be respectively -17.5, -5, -2.1, and+22k cal per g mol. In conclusion the significance of thermal diffusion in extraction metallurgy is briefly discussed. INCREASING interest has been shown in recent years in the application of irreversible thermodynamics to metallurgical problems. In particular studies have been made of the transport of matter in thermal gradients1-' and under chemical gradients imposed by a binary solvent However, no detailed example in extraction metallurgy has been reported although gradients are the essence of many extractive processes. The case of the distribution of elements in molten blast furnace iron under a thermal gradient is discussed here. DATA In blast furnace operation the hearth bottom is often extensively destroyed by molten metal, and the metal may penetrate perhaps 10 ft into the furnace foundations forming a "bear" or "salamander". Several hundred tons of molten metal may thus exist beneath the level of the conventional tap hole and remain relatively undisturbed for several years under a thermal gradient. This system is subject to little convective stirring because the temperature decreases from top to bottom, and mechanical stirring due to movements in the stack and to tapping operations is unlikely to penetrate far into the metal. The isothermal shrinkage rates of copper-powder compacts were determined in the temperature range from 760o to 1060oC. The rates for compacts fabricated from a pure spherical copper powder were compared, on the one hand, with those fabricated from a spherical powder containing a dispersion of aluminum oxide in the copper matrix and, on the other hand, with those fabricated from a pure copper powder having irregularly shaped particles. The irregular copper-powder compacts shrank much faster than the spherical copper-powder compacts and these, in turn, shrank faster than dispersion -strengthened copper -powder compacts. The experiments were run under a small external load. By varying this load, the stress dependence of the isothermal shrinkage rate could be measured for compacts from spherical-copper powders. This stress dependence was found to be approximately proportional to the 4th (dispersion-strengthened alloys) or 4.5th (pure metals) power of the stress. It is concluded that the material-trans port mechanism is due to dislocation climb rather than to Herring-Naharro creep. In this investigation the isothermal shrinkage rates of compacts made of copper powder with an average particle size of 70 g in the temperature range from 780o to 1060°C were studied. The aim of the investigation was to determine the mechanism of material transport responsible for the shrinkage of these compacts. Since the phenomenon observed in this investigation was shrinkage of compacts at high temperatures, it will be necessary to consider all the material-transport mechanisms possible in sintering. It is unlikely that evaporation and condensation, surface diffusion, or even volume diffusion of vacancies, in which surfaces of small radius of curvature are vacancy sources and those of larger radius of curvature vacancy sinks, will materially contribute to a sintering process involving shrinkage, i.e., one in which the centers of adjacent particles move towards each other. The two principal mechanisms which were considered were the so-called Nabarro-Herring mechanism and a plastic deformation mechanism by dislocation movement. Both of these mechanisms were originally conceived to explain creep, i.e., the plastic deformation of metals at elevated temperatures under a constant applied stress. The shrinking of metal-powder compacts which was studied in this investigation can be readily treated as a creep process. This means that the shrinkage rates observed are considered as creep rates under the influence of an applied stress. It is true that the stresses in sintering experiments are generally not constant but decrease continually with time, but, by considering creep rates or shrinkage rates over a relatively short time interval, the small changes in stress during this time interval can generally be neglected. Nabarro-Herring microcreep is a high-temperature deformation mechanism which is caused by a diffusional flow of vacancies from boundaries under a tensile stress towards those under a compres-sive stress. Herring1 has shown that in this type of microcreep the strain rate e is proportional to the applied stress and follows an equation of the form ma, aexp(-Q/RT) [l| where <j is applied stress, Q is the activation energy for self-diffusion, R is the gas constant, and T is the absolute temperature This type of creep can explain the shrinkage of a porous compact. The surface of the pores are subjected to the tensile stress of surface tension, while the grain boundaries are under a compressive stress also due to surface tension. Vacancies diffuse from the pore surface through the lattice to the grain boundaries, where they are eliminated. In order to maintain vacancy equilibrium at the pore surface the vacancies leaving the region of the pore surface are replenished from the volume of the pore, which means that the pores shrink.

IN recent investigations1. a data on relative grain boundary energies in silicon iron have been obtained. The present investigation is a continuation of this work along similar lines for the purpose of obtaining additional information on boundary energies. One aim has been to extend the data for a (110) series, which was formerly studied,&apos; to small differences in orientation, since a recent theory3,4 based on a dislocation model of grain boundaries predicts a E. ? (A-ln ? )* form of energy curve for small differences in orientation. Another aim has been to provide data for a (100) series—all grains having (100) planes parallel with the surface of sheet speci-mens—and to compare the results with the predicted form of energy curve. Finally, information on the nature of approach to equilibrium conditions was to be obtained through observations on the movements of grain boundaries. Recently published papers2,3,5 have treated the mathematical problem of expressing equilibrium conditions for grain boundaries for the general case when boundary energy depends upon boundary orientation. The equilibrium equations, which relate equilibrium angles and grain boundary -free energies, contain additional terms that express the variation of energy with boundary rotation. It has been necessary in the present investigation, however, to neglect these additional terms since no data for their evaluation were available. Dropping the additional terms leads to the following approximate equations which were used: E12/sin ?3 = E18/sin?2 =E28/sin?1 or those of the form: E28 + E13 cos ?3 + E12 cos ?2 = 0 Experimental Procedure Except for sample F1, all specimens were made from two lots of silicon iron called C and L respectively. The compositions of these are listed in table I. In the preparation of 12 three-grain specimens for the present investigation, a controlled grain growth technique, which has been described previously,&apos; was used. After preparation, the specimens were notched at the boundaries to shorten them as a means of providing more rapid approach to equilibrium in the anneals. Initial grain boundary angles were determined from micrographs taken at X500. Seven anneals, totaling about two days at 1300°C and two to four days at 1400°C, were run in an atmosphere of pure dry argon as described in a previous paper.&apos; Boundary changes generally could be followed without metallographic surface preparation, because thermal etching occurred during the anneals. These observations indicated angle changes of as much as 35" in some instances, with the major changes occurring during the first anneal. Annealing was discontinued when the angles reached stationary values. Fig. 1 gives a schematic diagram for purposes of defining crystallographic and boundary directions for three grains with common plane parallel with the sheet. Differences in orientations (expressed by A) are the angles between [00l] directions. They can be calculated with the aid of the ?&apos;s. The grain boundary angles can be calculated from the w&apos;S. Results Results are given in table 11. Types of crystal-lographic planes refer to those parallel with the sheet. Orientations are given in terms of [00l] direc-tions as shown in fig. 1. Except for grain 3 of specimen H6, which was unintentionally tilted 7" out of a (100) plane, all grains generally were within 1" or 2" of the plane specified. The directions of boundaries were measured generally to within 1" on both upper and lower surfaces, and the average direc- tions were determined for use in calculating the grain boundary angles. THE use of lime in flotation has become so general in recent years that its functions are familiar to plant operators. The conditions and phenomena described in this paper are of interest because they are directly associated with the use of lime as a reagent and the resulting formation of lime scale worth nearly $1 per pound for its gold content. It is not known to what extent lime scale is common in flotation plants where lime is used, but as several occurrences have been re- ported, its existence is not limited to one particular plant. In November, 1927, the author&apos;s attention was drawn to a lime scale that formed on the sides of Callow flotation cells in the Walker Mining Co. mill at Spring Gar- den, Cal. The scale was described as an accumulation of hard material that built up on the sides of both the rougher and cleaner cells and in some instances attained a thickness of 2 in. The lime scale builds up in the cleaner cell at the rate of about 1/10 in. per month, or slightly more than ?12 in. during six months&apos; operation. The rate of growth in the rougher cells is slower, and about 3/s in. of scale forms in six months. Analyses&apos; of typical lime scale samples are as follows:

These mines were discovered by George W. Lufkin in August, 1878, and mere worked almost continuously until August, 1893, a period of fifteen years. The ore-deposits in this locality lie close to the surface, and it is strange that the Spaniards, passing and repassing for nearly three centuries, did not discover them, particularly as they are marked in several places by large outcrops of black flint and iron, which would lead even a casual observer in a mineral country to suspect the proximity of ore. The mines are situated about six miles from the old Santa Fé trail, and fifteen miles from the Rio Grande. The geology is such that a skilled geologist passing over the ground would probably suspect, from the peculiar arrangement of the formations, the occurrence of ore. The formations in the district, eruptive and sedimentary, are nine in number; and of these eight are to be found within one thousand feet of the Grande workings. Topography. YOUR speaker has long sought an opportunity to review the many differences between the subject matter called economic geology and the duties of a practicing economic geologist. As the subject was taught in my student days, professors teaching courses in economic geology paid little attention to what we now call industrial minerals. Certainly they were not concerned with problems involving production and marketing, but only with the origin of such mineral deposits as the Stassfurt potash deposits; with other evaporites, such as salt, gypsum, and Chilean nitrate; with the possible modes of formation of sulfur in salt domes; and the causes of asbestiform mineralization. Of course, much time and thought was given to the mineral identification and sequence of deposition of the minerals in pegmatites. The fact that such deposits actually produced commercial feldspar, mica, beryl, and lithium minerals for sale in industry was of minor importance. These observations lead us to pause to inquire, perhaps facetiously, what is and what is not to be included in the science of economic geology?

Much has been said about the foreseeable exhaustion of known mineral reserves-particularly in the United States. It is claimed that we are about to become a have-not nation insofar as certain essential minerals are concerned; and in this respect our position is often contrasted with that of the world as a whole, largely because we have drawn so heavily on our domestic resources during the last fifty years. As a matter of fact, the difference is not great if one takes a reasonably long-term view of the situation. No one denies that nature endowed the United States richer in mineral resources than any other equal area. It is granted that we have skimmed the cream of many kinds of minerals; but in a free international trade in minerals it would not be many decades before the richer deposits-at least the deposits easy of discovery throughout the world would be depleted to much the same degree as those in the United States today. For it is a fact that the problem of satisfying the needs of our industrial society for minerals is fundamentally worldwide in scope. The singular and significant attribute to all minerals is that there is but a single crop. Forests can be grown, but mineral deposits can be replaced only by finding new ones. Thus, one of the vital tasks of the mining engineer, the petroleum engineer, and the geologist is to find these new mineral resources. Another task is to devise means and methods for the exploitation of, at costs that are economic, low-grade deposits and those deeply buried in the crust of the earth. The first need, however, is to find the deposits in the ground. If the assumptions of those who today fear an early exhaustion of all deposits are valid, the outlook for continued material and social progress is gloomy indeed. I take a more optimistic view, for it is my belief that vast new sources of needed minerals will have come to light before our known resources are gone. The real question is whether the outside layer of the crust of the earth that is accessible to engineers contains adequate mineral deposits; and whether engineers can find those deposits. The answer must be based on geologic science, geologic fact, and mining history. Every continent, and almost every country, has yielded minerals of industrial utility in substantial quantity. Mineral deposits are widespread. Geologists know the conditions that were favorable to the occurrence of ores and the types of rocks in which various kinds of ores may ordinarily be found. They know that such rocks occur over broad regions of the earth&apos;s surface. They also know that in large areas rocks that are potential carriers of ores are covered and concealed by material of entirely different character. Such cover may consist of lava flows, layers of volcanic ash, or beds of material washed down from the surrounding mountains. Sometimes those covers are thick, sometimes relatively thin. But men well-qualified to pass judgment are sure that concealed deposits, large in number and in size, exist close enough to the surface to make exploitation practical. Only by actual penetration of the surface can this contention be proved, but to conclude otherwise would be to ignore the laws of probability and to deny the over-all consistency of nature. The task of probing the crust of the earth to determine the location of these deposits, and to obtain some notion of their size and quality, poses serious problems. However, they should not be beyond human solution. Much more research must be done in analyzing and explaining the laws of ore deposition. New tools, in the shape of techniques and methods and of mechanical and electrical devices and instruments, must be developed. But no reasonable person can doubt that these objectives will be achieved. As the need becomes increasingly pressing, scientists and engineers will supply the imagination and the ingenuity that will provide the solution. The time and effort thus far devoted to the development of methods for locating hidden ore bodies have been pitifully meager. Energetic investigation of the subject of applied geophysics is essential to the success of the mineral industry, and I have no hesitation in predicting that effective techniques will be found and successfully applied. The following discussion was suggested by an experiment of Mr. Krom, the Manufacturer of air-jigs, to illustrate the superiority of air over water as a medium of concentration. The paper is written in the interest of no system of concentration, but simply to test the experiment, and, perchance, to add something to the general fund of information on the subject. To speak of testing an experiment by a theoretical discussion, may seem a misuse of terms, but the theories concerning falling bodies and the resistance of fluids are pretty well crystallized into laws, which may properly be used to show where experiments which seem to refute them were improperly performed, and that instead of refuting they only corroborate. It is well known that a sphere of galena & inch in diameter, and a sphere of quartz 1/2 inch in diameter, are equal falling in water ; that is, these two spheres, being placed together in a column of water at rest or in motion, will practically remain together, filling or rising together, or remaining in suspension. NECESSITY FOR PRICE FIXING DURING the latter part of 1916 and the early months of 1917, clue to war activities, there was a threatened shortage of coal which resulted in panic among consumers and a rush to obtain coal at once at any price. As a result of this insistent demand for immediate delivery, prices were bid up by the consumers to unprecedented heights; spot coal which had previously been selling at from $1.50 to 82 per ton was bid up to $5, $6, and, in exceptional cases, as high as $7.50 or more per ton. Then when the April, 1917, contract period arrived, contracts could be made only at prices ranging from $3 up to $5 and $6 per ton for the year&apos;s delivery. This condition caused such a demoralization of the business, and so much complaint, that some action to regulate prices was considered essential by the National Administration. LANE-PEABODY AGREEMENT In May, 1917, a committee under the chairmanship of F. S. Peabody, of Chicago, was appointed by the Council of National Defense, through Mr. Lane, to consider the whole question of bituminous coal. This committee, with the Secretary of the Interior, Mr. Lane, after numerous meetings and long negotiations with the operators throughout the country, announced on June 29 an agreement between the Committee and the producers, fixing a tentative maximum price for bituminous coal throughout the country at $3 per net ton f.o.b. mines, to which was added 25 c. for selling commission to wholesalers. This plan was based on the idea of fixing a maximum price, high enough to greatly-stimulate production, with the expectation that the laws of supply and demand would, with ample production, operate to maintain fair and just prices for coal throughout the country.
