Felspar occurs in association with quartz in the Broken Hill lode pegmatites and is brilliant green, greenish white, and white in colour. The pegmatites occur mainly in the walls in sporadic patches, parallel to the general dip of the ore deposit. The occurrences are of no economic value.Deposits of marketable felspar occur in pegmatite in a number of localities around Broken Hill, New South Wales.The majority of these are in the form of an irregular outcrop, usually of tapering length and depth. The maximum depth of any deposit yet worked in the district is about 40 ft. The felspar is occasionally contaminated by "blows" of quartz, mica and beryl, but the two latter are profitably marketable when separated.Felspars vary in colour from pink, through grey to snow white, and the colour is not indicative of the mineral content. The largest deposit at present being worked is the Egebeck quarry, about 14 miles south of Cockburn. It is a prominent outcrop, roughly circular and about 150 ft. in diameter, covered by one to three feet of overburden.The felspar is mainly massive, but contains some cleavage planes at approximately 90°. Intrusions of quartz and mica occur in patches, but the deposit appears likely to improve in size, regularity and quality below the present working floor.COMMERCIAL USES.Commercial felspars are mainly used in the ceramic industry, for which a high-grade potash felspar is required.The dental industry requires limited amounts of soda felspar with a very low Fe20s content. The need to prevent the sterilisation of coal stems directly from the fact that it is a non-renewable resource. In N.S.W. a vast amount of coal resource is located under major public utilities such as freeways, railways, stored waters, pipelines carrying gas, water and sewage, and transmission lines. Total extraction has occurred under freeways, transmission lines and pipelines with little or no damage. Where damage has resulted, the cost of restoration was only a small fraction of the value of the coal recovered. However, coal at present is being sterilised and perhaps lost for ever under stored waters and railways. If engineering solutions are available for mining under these improvements economically and with maximum safety, then coal should be extracted and utilised to the benefit of the State.

Mathematically sophisticated methods are now in common use for metal balancing of complex separation flow sheets at many concentrators. These balances usually entail minimisation of the sum of weighted squares of data adjustments subject to flow sheet constraints. The adjusted data provides numerical consistency across the complete flow sheet to facilitate performance calculations. A mine with multiple ore sources can be considered as a flow sheet with the end node comprising the concentrator and its products concentrate(s) and tailings. If the mass transfer and grade estimates for each ore source are sufficiently reliable, a similar metal balancing approach can be used for combined mine and concentrator data. Comparison of balanced and measured assays and mass movements provides useful guidance to security of marginal grade ore and possible dilution problems. This paper includes a summary of results from a case study based on a mine with multiple ore sources.

The mineral sands industry in Australia can contribute much more sig- nificantly to economic development beyond the year 2000 by increased production of constituent minerals such as ilmenite, zircon, rutile, leu- coxene and monazite from existing and new resources, and especially from downstream processing to intermediate and finished products based on these resources. The end-use areas for mineral sand-based products include those products whose demand is tied to general economic growth, such as paints and plastics, and refractory bricks for the steel industry. High techno- logy applications such as zirconia ceramics and super-magnets are indica- tive of new developments in technology which provide considerable scope for expansion at higher rates than overall western world economic growth. An optimistic outlook for the industry is outlined, based upon a brief review of opportunities.

With the advent of COAG reforms in the late 1990s requiring full commercial return from æpublic infrastructureÆ, and the tightening regulatory compliance for any project that involves the development or modification of any natural resource, it has become increasingly difficult for the private sector to contemplate development and/or ownership of new large-scale water supply infrastructure. The hurdles that must be overcome often seem insurmountable even before a detailed understanding of the project challenges can be developed. Australia has prospered over the last 50 years in an environment where regional development, including mining, has been encouraged by high commodity prices, a well-trained and available labour force and abundant spare capacity in the necessary infrastructure, in particular rail, power and water. Unless future infrastructure is created in advance of, or closely following, demand, this prosperity may be in jeopardy. This paper presents a snapshot of todayÆs project development challenges, and with reference to some recent case histories, argues that owing to their unique background, culture and status, water utility government owned corporations (GOCs) are well-suited to fulfilling the demand for new water infrastructure.

In order to achieve optimum results for money spent in construction of new projects there is a need for mining developers to pay greater attention to cost control. Control is achieved by establishing a frame of reference, a method of checking and a means of remedial action. The frame of reference is a well coded set of budget estimates which graduate into definitive estimates as design is completed, backed up by drawings, specifications and bills of quantities. The method of checking is provided by cost engineering and quantity surveying input, at both feasibility study and design and documentation stages. Remedial action follows if the checking process reveals a need. In large complex projects where construction completion time is often of prime importance, control of costs can sometimes be relegated to second place. To avoid this it may be necessary to include specialists in cost control in project management teams. Quantity surveyors are trained specifically in construction economics and can provide develop- ers and project engineers with valuable support at all stages of construction.

The accounting profession in Australia and overseas has taken up the responsibility of setting standards specifically relating to the minerals and energy industries. Australia led the way with AAS7 Accounting for the Extractive Industries. This statement was issued in 1976 and amended 1977..It largely deals with accounting for preproduction expenditure and uses the term "economically recoverable reserves". It does not require disclosure of reserve quantities or values in balance sheets or as supplementary information in financial statements. The United States accounting profession in 1982 finally resolved an accounting standard in the same area as AAS7-SFAS69 Disclosures About Oil and Gas Producing Activities. It applies only to oil and gas producers, but has extensive disclosure requirements, including proved oil and gas reserve quantities. Current developments indicate that Great Britain is about to follow the US example. At this time in Australia, AAS7 or some other statement relating to the extractive industries has not been issued as an approved accounting standard by the ASRB. Standards issued by the ASRB are binding in law.

In the Ora Banda area of the Eastern Gold- fields, the ultramafic rocks tend to be more deeply lateritized than most of the surrounding rock types, and lateritic nickel concentrations have been formed. Extensive drilling_has shown that, of the two intermixed suites be- neath the laterite - an extrusive peridotite- pyroxenite suite and an intrusive, highly magnetic dunite - the latter weathers to a more nickel enriched laterite. The top horizon I of the laterite consists of ferricrete. Horizon II consists mainly of bands of secondary silica in a clay matrix, formed in the reworking zone around the water table and stranded as the weathering profile migrated downwards. Horizon III ('ºaprolite") is composed of serpentinite, magnesite, iron oxides and silica, and grades dowil to the fresh bock composed variously of olivine, ser- pentine, talc, amphibole-chlorite and iron oxides. The main locus of nickel deposition is the zone containing the bottom of horizon II and the top of horizon III. The water table is also at this general level. .

Estimation of productivity is a key factor in the design of hydraulic mines and in assessing their economic feasibility. A published Russian formula for hydraulic mining monitor cutting rates overstated productivity by up to 2 tonnes per minute (251%) when applied to Solid EnergyÆs hydraulic mines. A new formula, taking into account additional productivity factors, was derived by Solid Energy and produced an acceptable correlation between predicted and actual cutting rates inNew Zealand and overseas hydraulic mines, with an average error of approximately 0.1 tonnes per minute.   Another key factor in hydraulic mine design is the transport of coal slurry via flumes. Solid Energy carried out a series of 80 full scale tests in a surface flume installation, varying the gradient and coal:water ratio. Both steel flumes and plastic-lined flumes were evaluated. A modification of the Chezy Open Channel Flow formula, including a factor for slurry density, gave a reasonable correlation between actual and predicted flows. It is believed that this Solid Energy formula is suitable for the design of flume installations for hydraulic mining.

Financial theory often takes some time to penetrate industry and when it does it can result in a paradigm shift in valuations and mental models. The Black Scholes option valuation was first published in 1973, although the authors were only awarded a Nobel Prize in 1997. The valuation of real options has been applied to the oil and gas industry for some time, however it has only recently been more widely applied to the non-oil, mineral resource sector. The use of real option valuation (ROV) for the valuation of marginal and short mine life resource projects is a more useful valuation tool than the conventional DCF, NPV valuation tool. The application of ROV has major implications for corporate strategy. It generally favours equity over debt funding and non-hedging over hedging. A retrospective assessment of the successful development of the Lennard Shelf Operations demonstrates the concepts of implementing real options and the value destruction of limiting operational flexibility through debt and hedging activities.

Exploration risk increases with time, due to a general decrease in prospectivity as the more accessible deposits are found, and be- cause of rising costs and demands due to an improving standard of living. Risk is separated into financial risk, which increases sharply at the development stage, and the risk of failure which is at its peak at the outset of exploration. Risk is also divided into internal and external factors; some of the latter cannot be offset, viz. the systematic overall risk for any enterprise. The recently emergent risk embodied in withdrawal of large areas from exploration access is discussed. An appeal is made for objective multiple land-use policies to be applied so that land remains available at reasonable cost and with appropriate environ- mental safeguard conditions. Risks specific to gold exploration are discussed. As gold now accounts for over 50% of all mineral exploration, and most other metals are depressed, any sharp decline in gold will have grave effects on the ex- ploration industry. Gold exploration will become more difficult and expensive in about five years, after most of the readily accessible deposits in Australia are found. Government's role is important in pro- viding stability and basic data at reasonable cost. Exploration for specific minerals or of particular areas could be stimulated by extending the 150%.tax deductibility of R & D to aspects of exploration of strategic im- portance, particularly in the event of a downturn. Exploration is classic scientific research, at least through to the proving Stages.

Numerical modelling is an effective aid for the planning and design of underground coal mines. With funding from the National Energy Research Development and Demonstration Program, CSIRO Division of Geomechanics has produced a workstation environment which will allow the Australian Coal Mining Industry access to a wide range of numerical design models. The emphasis is on usability and simplicity and the long-term aim is that the techniques should be used routinely at the mine site, so that, in the future, design of a new underground mine will routinely involve modelling of each proposed layout.Each of the five numerical analysis programs, FESOFt, FLAC, MNLAY, FEBLK and UDEC has both strengths and weaknesses. Some analyses with each program demonstrate areas when; observed in situ behaviour in underground coal mines has been successfully modelled, and the results of site monitoring provide a basis for comparison with the predictions of numerical models.

Within the context of acid mine drainage (AMD) associated with mining activities worldwide there has been a tremendous research effort to determine the extent of AMD and assess the influencing factors controlling this process. However, the majority of the current approaches focus on local and regional scale case studies and do not provide a global scale picture of AMD potentials. This study attempts to develop a method aiming at a global environmental impact assessment related to AMD. To confine the complex topic this study concentrates on acidic emissions from heaps in consequence of copper mining processes. In order to pursue this approach two factors are of significant advantage: a comprehensive environmental data base of more then 600 copper sites worldwide and a method which has been developed and proven to be successful in assessing environmental impacts related to land use. Current and future research efforts focus on using this background knowledge to enable both a comparison between sites and a categorisation of sites according to emission estimates.

A major high grade zinc deposit, Dugald River has fine-grained and complex mineral associations which provide considerable metallurgical challenges for both mineral dressers and downstream processors. A long history of metallurgical testing focusing on mineralogy and flotation concentrate production has shown that while separate lead and zinc concentrates can be produced at saleable grades, high levels of iron, and particularly manganese, are likely to place constraints on the marketing of zinc concentrate produced from deeper zones where coincidentally lode development is at its maximum. Testwork has focused on characterising the flotation response of ore types ranging from banded and stringer sulphides to brecciated ores in a variety of sulphide matrices. A high level of variability with lower than expected metal recoveries has been indicated across some of the higher grade brecciated ores. However, the dominant slatey breccia has generally provided the best results. Heavy media preconcentration testwork has been moderately encouraging and at this stage, although value adding downstream of concentrate production on-site is not seen as an economic option processing developments are being monitored on a broad front. Providing satisfactory means can be developed for handling manganese during downstream processing of the concentrate, it is not difficult to see a world-class operation emerging from the resource in the medium-term Future.

Completely dry or completely wet materials are comparatively easy to screen, but materials with moisture contents between these two extremes can present varying degrees of difficulty. The presence of moisture can impair the performance of a dry screening plant in a number of ways: ò agglomeration of fine undersize particles onto larger oversize particles, resulting in the fine particles being misplaced to the oversize; ò increasing attractive forces between particles that hinder stratification and particle presentation to the screen; and ò blinding of the screen apertures caused by fine moist particles clinging to the screen which reduces the effective aperture size and the open area of the screen. Test work on full-scale screens has shown that the agglomeration of fine particles onto larger particles only occurs once the equilibrium moisture content of the ore is exceeded, and that the quantity of adhering fines present is proportional to the surface area of the larger particles. An -adhering fines screen model has been developed from this work, and by using relationships derived between the model parameters and feed moisture content, the effect of changes in feed moisture on both product quality and operation of iron ore dry screening plants is predicted.

Before proceeding to the main portion of the above subject, a few remarks as to the general question of our mill slimes seem called for, and, with this in view, it is intended to briefly refer to the salient, points connected with their production, treatment and disposal at the mills.It is well known that, owing to the inticate mixture of the constituents of our sulphide ore, 'a very great deal of crushing and grinding is required to detach the particles of galena from the zinc blende and gangue of the ore, and it will be readily understood that, in this operation, a considerable amount of the material is converted into a slime which consists of minute, but ,(as can be see~ under a glass) well definied particles of all the constituents· 6f the ore arid combinations thereof, the relative proportions of which depend on the dual characteristics of hardness and abundance of the different constituents. The estimation of particle liberation is important in the study of mineral concentration. With simple systems, where the densities of the components are low, the liberation can be studied directly by density fractionation. For most practical systems, and particularly for the dense, complex sulphides, the only method known is by measurement in polished section. There are two major difficulties with such measurements. Firstly, the measurements themselves are difficult and considerable care is needed before reproducible results can be achieved. Secondly, a well known stereological problem arises which gives the estimates an inherent bias. The paper discusses both aspects of the problem. The practical features of measurement are treated in detail and a method described which has been developed and proven to give reproducible estimates of the liberation in the section. This discussion relates to automated measurements by QEM*SEM and presents a way of estimating the confidence limits within which measurements lie. Comparisons are shown between measurements made by the traditional manual optical technique and automated equipment. Stereological reconstruction is also discussed briefly. Several methods have been presented in the literature but all are complex and none is yet widely accepted. Area measurements are less biased than linear estimates so a practical approach is to use area measurements in uncorrected form. The topic is still being actively researched so it is expected that one method will soon emerge as the standard technique.

The Tailings Leach Plant at Chingola employs a Leach/Solvent Extraction/Electro- winning process and contains the largest solvent extraction plant in the world, with design liquor flow rates of 55 m3/min. A pilot plant constructed to provide design data also indi- cated areas of uncertain operating and control performance and led to a decision to model the whole circuit to determine the overall dynamic behaviour and basic operating characteristics. Details of the plant flowsheet are given and the basic physical and chemical' equations required for the simulation defined. Each unit operation is considered separately and details of the mathematical models used for their simulation presented.

The manganese ore deposits at Groote Eylandt are quite variable both in regard to grade and physical cond- ition. In order to treat a wider range of these ores and to increase production a new primary-crusher and' concentrator complex costing $8 million has been installed and commissioned to treat ore at the rate of 12,000 tonnes per day. The initial testwork carried out to determine the method of the ore treatment required, and on which the design of the concentrator was based, is detailed. The flowsheet and equipment used is discussed together with the operation of the plant. The production achieved and product qualities obtained are given.

The writers of these notes, having conducted some tests on the steam consumption of air compressors under varying conditions, believe that the detailed results of such tests will be of interest to the members of the Institute, and may lead to the contribution of further and more valuable information, of benefit both to manufacturers and users of this class of machinery-to the manufacturer in that he frequently has the opportunity of giving a very thorough test to the machine in the shop, and-tothe user or purchaser by making clear to him what may be reasonably demanded of a high-class machine. It must be remembered that, though of the highest importance, a low steam consumption is but one of the many features of a high-classmachine; for the present, however, it has been considered advisable to confine the paper chiefly to the first-mentioned aspect, with such information concerning the air ends as is obtained along with the steam consumption tests. Unfortunately, too few of these tests are conducted, and but few results are published, therefore the writers feel that no apology is needed in bringing their results before the members.Some nine months ago the Brilliant Extended G. M. Co. was supplied with a compressor by Messrs. Thompson and Co., of Castlemaine, and with the object of testing its actual performance.
