The mineral industry of Bangladesh was totally dominated by natural gas production and its downstream uses. A small amount of cement was produced, and clays were used locally for ceramics and construction materials. Nitrogenous fertilizer was produced from natural gas and a modest, scrap-based steel industry produced steel for local consumption. The country has been developing and using its abundant and inexpensive gas reserves as fast as practical. The population, however, was predominantly dependent on agriculture for its livelihood. The industrial sector accounted for 10% of the economy, and most of the industrial output was directly associated with agricultural products jute, tobacco, and textiles. Industrial expansion, even with the availability of gas, was severely constrained because of limited domestic demand, lack of skilled work force and management, poor infrastructure, and a low rate of domestic savings. To put greater emphasis on the industrial sector, the Government established a National Committee for Industrial Development in July. The Committee instituted policy reforms in the areas of trade and investment. One important step was to move from a positive import list to a negative list, thereby permitting imports of items not restricted or banned. The system for recovering and approving new domestic or foreign industrial investments was streamlined to expedite what had become a cumbersome, bureaucratic exercise. To encourage industrial development in areas away from the crowded urban centers, several economic incentives reportedly were adopted. These included a reduced tax rate on imported machinery, exemption of import license fees, a reasonable debt equity rate, and a 9-year income tax exemption period.2 In the trade sector, imports increased 12% in fiscal year (FY) 19843 mainly

Mineral production was of minor importance to the country's economy, and Bangladesh was not a ranking world producer of any mineral commodity in 1980. Natural gas was the most important mineral exploited, and reserves were sufficient to allow a significant increase in its use. A greater proportion of the domestic heat and electrical energy needs could be filled by increased production and distribution of natural gas. Also, the export of natural gas was feasible either by pipeline to India or in the form of liquefied natural gas (LNG). Some nonmetallic minerals could be developed, as well as coal and peat, given sufficient capital investment. Bangladesh's strongly agricultural economy made fair progress in 1979.80.1 The major harvest of November-December 1979 turned out to be better than had been anticipated after an early drought left poor planting conditions. High-temperature thermodynamic data have, in recent years, become increasingly important for the extractive metallurgist. The extraction of metals from their ores previously was based on trial and error methods, involving hours of testing and often costly equipment fabrication. Using thermodynamic data it is frequently possible to predict the feasibility of a proposed metallurgical process as well as the optimum operating conditions for the process with reasonable accuracy. Such predictions can save consider-able tim~ and expense. Widespread use of thermodynamic analyses has been handicapped by lack of dependable experimental data. Investigators, notably K. K. Kelley (4)4. have devoted many years to determining and compiling such data. These investigators, although prolific in their production of thermodynamic values, have been unable to meet all the needs of industry and other branches of science. This becomes obvious when one considers the aeronautical and nuclear fields, in which previously unimportant, therefore uninvestigated, substances have become of prime importance.

Bangladesh, whose population probably passed 100 million by yearend, remained one of the poorest countries in the world, with a per capita gross domestic product (GDP) of $126.2 Its only economically significant mineral production was natural gas. A few other minerals or mineral-based commodities were also produced, generally for local consumption. These included cement, clays, nitrogenous fertilizers, limestone, salt, steel, and pilot plant production of ilmenite and rutile. Exploration for oil was a continuing quest, which was hindered by a lack of funding and a hesitancy on the part of foreign petroleum companies to make long-term or expensive exploration commitments. PODUCTION AND TRADE Production of natural gas continued to increase as more use was being made of the abundant gas reserves variously put at between 7 and 16 trillion cubic feet. The main consumers were nitrogenous fertilizer producers and electric powerplants, but other industries were converting to natural gas from imported coal or fuel oil wherever possible.

This paper describing the method of mining a deposit of vanadium ore near Rifle, Colo., is one of a series of similar papers on metal-mining methods and costs being issued by the United States Bureau of Mines. This vanadium deposit probably is the largest yet found in North America. It is situated 12 miles northeast of Rifle, Colo. (see fig. 1), on the southern flank of tae White River plateau, and is at an altitude of 6,500 feet. Between 150 and 200 tons of ore are mined daily and trucked to the mill at Rifle. The product of the mill is fined vanadium oxide, which is shipped to the company's plaits at Columbiana, Ohio, and Niagara Falls, N. Y., for the electric manufacture of ferrovanadium. HISTORY The deposit was discovered about 1909 by men prospecting for carnotite. Its outcrop on the bola cliff of Rifle Canon had been known to stockmen for many years.

The Bureau of Mines wrote a computer program which calculates the saturation curves and condensation characteristics of gaseous mixtures consisting of binary organic vapor and air. The program employs an algorithm which assumes an equilibrium mechanism for condensation, and the degree of fractionation obtained is predicted on the basis of relative volatility. The program incorporates a feature which allows the user to examine the fractionation resulting from condensation as a function of the size of the temperature increments over which condensation is assumed to occur. If a single. temperature interval between the dewpoint of the mixture and the outlet temperature of the condenser is assumed for the calculation, the results obtained will be those resulting from a single equilibrium condensation. If the condensation is assumed to occur over a number of temperature increments, the results obtained will approach those predicted by the Rayleigh equation as the magnitude of the temperature increments approaches zero. The results from calculations performed on vapor mixtures from organic heavy liquid solutions used in beneficiating potash and brucite ores are presented. The liquids are solutions of dibromomethane in trichloroethylene or perchloroethylene. The results show the degree of liquid recovery which is possible by cooling mixtures of organic vapor in air. Compositions of the vapor range from 10 to 95 percent air, and assumed condenser exit temperatures range from 110° to 50° F.

The Bureau of Mines has developed a computer program for evaluating pit slope stability by the finite element stress analysis and limiting equilibrium method. The program includes the finite element method of stress analysis using triangular elements, finite-element model mesh generation, plotting of the model mesh and stress contours, calculation of a factor of safety along a circular or a plane failure surface, and location of a critical circular failure surface. Instructions for preparation of input data, an example problem, and the program listing are presented.

A method was developed for testing the anchorages obtained with 3/4-inch, expansion-type, headed bolt and shell assemblies. The apparatus is a modification of that used in testing -inch-diameter, slotted-type bolts. Four makes of expansion-type shells were used in 64 tests made in sandstone and shale roof. The results show that for 3 makes of shells the anchorage effectiveness is independent of the installed land, and for the fourth make of shell a better anchorage is obtained when instilled at a load of 8,000 pounds. The results also show that deformation of the expansion plug influences the majority of the anchorages obtained with two makes of shells. This deformation causes a larger increase in displacement for a given added increment of load. The data from 48 of the 64 tests were combined to establish a relationship between average displacement and increase in bolt load (above the installed load). This relationship can be used to evaluate the anchorage effectiveness of any 3/4-inch-diameter, expansion-type, headed bolt and shell assembly tested in the field.

The Bureau of Mines is engaged in systematic evaluation of the thermodynamic properties of combustion gases. These studies are designed to provide basic thermodynamic information of high accuracy that will facilitate the theoretical study of flame and combustion phenomena. This report is the second of a series3/ presenting results of the study for particular fuel-oxidant sys tans. These calculations had as their objective evaluation of the constant pressure flame temperatures of methane-air and propane-air flames at atmospheric pressure as functions of the mixture ratio and inlet temperature of the fuel-air stream.

Natural gas was Bangladesh's only significant exploited mineral. A few other minerals or mineral-based commodities were produced for local consumption. The most valuable were nitrogen fertilizer, salt, cement, and clay for brick.2 The most important mineral industry development of 1987 was the start of modest production of crude oil, the first discovered and produced in the country. PRODUCTION AND TIADE Production of natural gas from the nation's huge reserves continued to increase but was limited by the lack of residential and industrial demand. Gas reserves of 7 trillion to 16 trillion cubic feet were sufficient for far more production than the country could efficiently utilize for many years. The country's consumption-to-reserves ratio was one of the lowest of the developing nations. Mineral exports have been insignificant, comprising a small amount of nitrogen fertilizer. Nitrogenous fertilizer exports could become important when planned new capacity comes on-stream. Mineral imports were dominated by crude petroleum.

The Bureau of Mines measured the vapor pressures of selected mixtures in the binary systems CdCl2 ?SnCl2, CdCl2 -ZnC12, PbCl2 ?SnCl2, and PbCl2 -ZnCl2 by the static pressure method. These data were evaluated by the second-law (sigma-plot) method. Equations expressing the vapor pressures and the heats and free energies of vaporization as functions of temperature are given.

The Bureau of Mines has developed analytical methods, primarily gas chromatographic, for measurement of exhaust oxygenates produced from selected simple fuels. The resulting data were used to estimate levels of carbonyls and noncarbonyl oxygenates in exhaust from gasoline fuels. Estimated noncarbonyl oxygenates in gasoline exhaust may comprise as much as 30 pct of total oxygenates which include unsaturated carbonyls and noncarbonyls believed to be significant potential pollutants.

This paper concludes a five year program on research into the use of a portable X ray fluorescence (XRF) analyzer for analyzing lead in air sampling filters from different industrial environments, including mining, manufacturing and recycling. The results from four of these environments have already been reported. The results from two additional metal processes are presented here. At both of these sites, lead was a minor component of the total airborne metals and interferences from other elements were minimal. Nevertheless, only results from the three sites where lead was the most abundant metal were used in the overall calculation of method accuracy. The XRF analyzer was used to interrogate the filters, which were then subjected to acid digestion and analysis by inductively coupled plasma optical emission spectroscopy (ICP OES). The filter samples were collected using different filter holders or "samplers" where the size (diameter), depth and homogeneity of aerosol deposit varied from sampler to sampler. The aerosol collection efficiencies of the samplers were expected to differ, especially for larger particles. The distribution of particles once having entered the sampler was also expected to differ between samplers. Samplers were paired to allow the between sampler variability to be addressed, and, in some cases, internal sampler wall deposits were evaluated and compared to the filter catch. It was found, rather surprisingly, that analysis of the filter deposits (by ICP OES) of all the samplers gave equivalent results. It was also found that deposits on some of the sampler walls, which in some protocols are considered part of the sample, could be significant in comparison to the filter deposit. If it is concluded that wall deposits should be analyzed, then XRF analysis of the filter can only give a minimum estimate of the concentration. Techniques for the statistical analysis of field data were also developed as part of this program and have been reported elsewhere. The results, based on data from the three workplaces where lead was the major element present in the samples, are summarized here. A limit of detection and a limit of quantitation are provided. Analysis of some samples using a second analyzer with a different X ray source technology indicated reasonable agreement for some metals (but this was not evaluated for lead). Provided it is only necessary to analyze the filters, most personal samplers will provide acceptable results when used with portable XRF analysis for lead around applicable limit values.

Many different types of mobile equipment used in surface coal mining utilize enclosed cabs to protect equipment operators. The overburden removal process is extremely dusty and can cause excessive exposure to respirable dust, especially crystalline silica. After equipment is used for years, many components of the enclosure deteriorate and its effectiveness is greatly reduced. This report discusses a cooperative research study performed on an Ingersoll Rand DM45E surface drill, retrofitted with a new Sigma pressurization and filtration system. Respirable dust concentrations were substantially reduced from 0.64 mg/m3 during pre-testing to 0.05 mg/m3 during post-testing with the new system, representing a 92% reduction in dust levels in the drill cab. This new system appears to be a very well-built and sturdy device, well-suited for the mining industry.

"INTRODUCTION The recent coal-dust explosions in Illinois and Indiana have again brought forcibly to the attention of mining men the fact that mines which liberate little or no methane can have widespread explosions, if dry and dusty conditions exist and if adequate measures are not taken to control the dust hazard by rock dust¬ing or use of water.Even though rock dust has been used more or less extensively for more than 20 years as a means of limiting or preventing coal-mine explosions, many mine operators have requested information on rock dusting and means of allaying coal dust at its source. The purpose of this circular is to summarize available information on these two methods.COAL MINES TO BE ROCK-DUSTEDAll nonanthracite coal mines must be rock-dusted, except those mines or locations in a mine that are too wet or too high in incombustible content to propagate an explosion.Coal dust that contains 20 percent or more moisture may prevent ignition or propagation of an explosion. Such dust can be molded in the hands, and under such condition the roadway would be considered muddy. Mine dust that is only damp is not wet enough to prevent propagation of an explosion. Beads of water standing on accumulations of dust are not indications that the dust is wet. Only those mines or locations in a mine in which the coal dust can be molded in the hand need not be rock-dusted."

Determine the effectiveness of remining operations in reducing contaminant load (acidity, iron, and sulfate) of discharges emanating from abandoned surface and underground coal mines. Background Until the implementation of remining initiatives, most States had regulations that held the operator remining an abandoned site responsible for preexisting acid mine drainage (AMD) discharges. For example, if a mining. company wanted to remine an area hydrologically connected to an existing AMD discharge, the company became responsible, as soon as the site was activated, for treating that discharge to meet effluent standards. If the mining operation improved the quality of the discharge, but the discharge failed to meet effluent standards, the company was held accountable for perpetual treatment. Because of this regulation, most mine operators avoided abandoned sites with minable coal reserves and AMD discharges. However, changes in remining legislation allow coal companies to be released from treatment liability as long as the post-remining pollution load does not exceed the pre-remining level. This paper discusses a practical method for enhancing the performance of mining work crews. The method, described as the Work Crew Performance Model (WCPM), seeks to define performance variability within similar tasks of an underground work crew. Key components of the WCPM include: (I) job definition through task analyses; (2) the ranking of job elements by perceived cost consequence; (3) observational techniques to establish performance baselines; and (4) cost linkages between adherence to task procedures and measures of consequence for noncompliance. The components of this model emphasize a reliance on learning from a veteran work force and using that information to reinvest in strategies to enhance safety and efficiency. These strategies are not limited to technologic efforts but include consideration of the so-called "soft-skill technologies" aimed at reducing variability in individual performance and at effecting a continuous improvement in overall system effectiveness.
