The South African platinum industry finds itself in the midst of a rapidly evolving society that is no longer characterized by the apparent stability of the previous decades. The features of this society include increasing global competition, rapid technological innovation, a declining skills pool, major political transformation, a more challenging working environment as the mines reach deeper into the earth?s crust and a greater concern for human welfare. It is therefore axiomatic that new ways will have to be found to engage the all-pervasive change in the mining environment. Although in general terms project management is a universal endeavour for managing change, it takes place in a specific socio-techno-economic environment and geographical setting that gives it a particular context. The argument of this paper explores, analyses and synthesizes the impact of these changes on the emerging project management methodology. In essence, the management of change will inevitably contribute to the emergence of new dilemmas, issues and challenges. The change management process and procedures will also be affected by this change and in response, drive internal change of its own structures and organization. And, therefore, a new paradigm of project management will become apparent. A new project management model will then be proposed to the industry.

In many practical situations, the samples available to estimate a block of ore are not located on a regular grid. The sample sizes and orientations are not constant, and the number and relative position of the samples used for valuation of each block change from block to block. Estimation of a block W might be very complex and time consuming if each sample in the neighbourhood of the block were considered individually. A practical solution consists of grouping the samples in blocks Wi (i = 1, 2, . . . n) in the neighbourhood of W, and estimating µw as a weighted average of the mean xi of the samples in Wi. Possible ways of grouping the samples are illustrated in Fig. 1 1.1. More complex patterns can be found in the literature (Krige, 1966) To calculate the kriging estimator of pw, we must be able to calculate the variance of xi, the covariance of xi and xj, and the covariance of xi and pµw. The purpose of this chapter is to show how these quantities can be calculated when we ignore the position of the samples in the block Wi. We consider the samples to be randomly distributed in Wi; kriging with this assumption is known as random kriging.

For the past thirteen years, the Universities of Cape Town and Stellenbosch have hosted an annual symposium to discuss topics relevant to mineral processing. Since 1987, this Symposium has been held under the auspices of the Western Cape Branch of the South African Institute of Mining and Metallurgy, and has become one of the main events on the national conference calendar. In 1989 and 1993, the symposia took the shape of international conferences. This year the 13th Annual Mineral Processing Symposium was organized by the two universities, the Cape Technikon, and the local branch of the South African Institute of Mining and Metallurgy, and was held at the Van Riebeeck Hotel in Gordon's Bay.

An account is given of the planning required for the rehabilitation of land that is to be disturbed by opencast mining, and of the preparation of rehabilitation of land that is to the Inspector of Mines. The plans Include the provisions that are to be made to allow for climatic conditions, land use, vegetation and wildlife, surface-water resources, geology and ground water, soils, land capability, rehabilitation method, location of discard dumps and slurry ponds, pollution control, and costs. . . Monitoring of the operation is the only way that the rehabilitation plan can be improved, and both monitoring and planning are essential when provision is being made for the closure of a mine.

This paper reviews the current mining taxes in South Africa, discussing the recommendations of the Mantis Technical Committee, the measures already implemented, and the future outlook. It is concluded that the tax burden imposed on individuals and on the corporate sector should be reduced, and that the taxation of al economic sectors should be neutral. The reforms implemented in 1989 and 1990 are expected to continue, and it is thought that, if the State commits itself to tax neutrality and reduces the ordinary rate of company tax to 40 per cent, the rate of mining taxes will also be lower. Ring-fencing is expected to be reduced further and the rules for capital safe-havens to be refined.

High-temperature phase relations and thermodynamics of the condensed phase region of the Pb-S-O system at 1473 K were analysed by use of the available information. The sub-regular solution models on Pb-PbS and PbO-PbSO4 continuous melts were used in conjunction to generate a consistent set of thermodynamic and phase equilibrium conditions for the Pb-S-O system. The directions and distributions of conjugation lines between melts of this system were derived with relevant activity and composition data. The calculations permitted the thermodynamic analysis of direct lead smelting and the construction of isothermal reaction diagrams for the system in terms of oxygen and sulphur partial pressures at 1473 K.

Uranium in the tetravalent state has very low solubility in acid and alkaline solutions and needs to be oxidized to the hexavalent state to become soluble. In acid leaching of uranium the uranium is oxidized by ferric iron, which in turn is reduced to ferrous iron. The reduced iron needs to be oxidized to the ferric form to allow the uranium dissolution reaction to proceed. This paper considers the known and proven oxidants used in acid leaching of uranium. These include manganese dioxide, sodium chlorate, hydrogen peroxide, ferric iron, oxygen and sulphur dioxide/air (oxygen). The reaction chemistry of each oxidant as well as the practical applications are considered and discussed. All the oxidants discussed work adequately in acid leaching of uranium and it is possible to engineer solutions for the use of the oxidants in acid leaching on plant scale. The availability and supply of the oxidant as well as the cost and environmental impact of the oxidant plays a major role in the selection of a suitable oxidant. The location of the plant will also have an impact on these issues.

The Mine Site Technologies, MST BlastPED ST is a wireless/remote blasting system used in more than sixty (60) mines (including two mines in Zambia and one in Tanzania) since its release in 2002. The system consists of a controller and signal tube initiator which communicate wirelessly using spread spectrum frequency. This technique ensures a robust and secure wireless link between the controller and the signal tube initiator. The configuration of the system ensures ease of use with all the instructions for initiating the blast printed on the equipment. This means little or no formal training is required to use the system. The technology enables you to have your blasting point at a distance of up to 4 km, line of sight (LOS), as opposed to the traditional distance of 500m from the blast. This ensures the blast takes place from a safer and secure location. The paper and presentation will provide the audience with the benefit of many years of international mining know-how in this technology as well as more recent local African experiences. There will be references to demonstration blasts done in South Africa, current users in Africa and elsewhere. Practical Return on Investment (ROI) calculations and references to safe blasting practice will also be included.

Optimizing the public gains from the exploitation of mineral resources By Dr A. AZIS and Dr J. ZWARTENDYK Every nation must decide how it should exploit its mineral resources so as to contribute most to its national objectives. It is argued that the present value of the future corporate income tax flow derived.from mineral exploitation may serve as a useful indicator in moving toward a taxation policy that would contribute optimally toward the greatest public benefit. The future stream of corporate income taxes depends largely on the mineral endowment, consisting of deposits now being mined, known unmined deposits, and unknown deposits. Unknown deposits may be estimated by geological inference. Both known and unknown deposits can be categorized according to grade and size, and divided into economic and uneconomic deposits on the basis of certain prices, costs, rate of return and taxation levels. Computer simulations can be run of discounted cash flow models at various taxation levels to showthe impact of taxation changes on future tax revenues.

Changes in the pattern of computer systems for mine planning and geologic evaluation are occurring as a consequence of the introduction of 3-D high performance graphics terminals. The VULCAN system is described and an outline of its functionality is discussed. Increasingly, the integration of both database systems and graphics and databases will occur, allowing a greater degree of information access to mine operators. The system covers areas of database, drillhole graphics, mine design and layout, surface and solid modelling as well as reserve inventory generation. The design of the software is such that it is fairly commodity-independent and entirely menu-driven, to enable non computer-trained personnel easily to access the system.

MINING IN SOUTH AFRICA Mining is the single most important contributor to this country's foreign-exchange earnings. Minerals and processed mineral products together account for about 70 per cent of South Africa's total foreign exchange earnings. The mining sector employs in excess of 670 000 people, and is one of the largest employers in the country. The construction and development of cities and towns like Johannesburg, Welkom, Orkney, Springs, Benoni, Witbank, and Klerksdorp is a direct result of the contributions of the mining industry to economic activity in these areas, as well as of the multiplier effect of secondary industries.

1. Book review • World mineral statistics 1974 to 1978. Production: Exports: Imports. London, H.M.S.O., Institute of Geological Sciences, 1980. (Reviewer: R. P. King) This edition is the third in a regular series prepared by the Institute of Geological Sciences. It is a useful compilation of statistics on the production, export, and import of fifty-eight different mineral commodities. Each mineral is listed by country, and a table is provided for the annual production, the annual imports, and the annual exports for each commodity included. However, some commodities are treated in considerably more detail; for example, aluminium and bauxite have tables under the following headings: Production of Bauxite, Production of Alumina, Production of Primary Aluminium, Exports of Bauxite, Alumina and Aluminium, Imports of Bauxite, Alumina and Aluminium. The information presented is the latest official information available from primary sources; the compilers have not relied on data from secondary compilations. This publication will be of considerable assistance to all who are concerned with the trading of mineral commodities and their production.

The improved design of support systems and stoping strategies when changes in depth, stratigraphy, or mine layouts are considered must rely on the designer's fundamental understanding of the deformation mechanisms adjacent to underground openings so that he can extrapolate and predict expected mining conditions. This paper presents a numerical approach to the modeling of the growth and interaction of mining-induced fractures near the edges of deep tabular excavations in brittle rock. Fractures are represented by displacement-discontinuity elements that are allowed to propagate according to prescribed growth rules. This procedure is justified by the reproduction of several features observed in laboratory simulations of fracturing around openings in blocks of rock subjected to uniaxial and biaxial compression. An attempt is then made to explain some of the attributes of the fracture zone surrounding tabular stopes. Particular questions of interest are the sequence in which fractures form and are mobilized in front of the mining face, the effect of parting planes parallel to the plane of the excavation, and the distribution of stress parallel to the hangingwall and footwall.

The amount of nitrogen contained in an austenitic stainless steel affects its properties significantly. The maximum content of nitrogen feasible in a range of experimental low-nickel austenitic stainless steels containing significant additions of copper is evaluated The nitrogen content is calculated based on published interaction coefficients, and by use of the FACT thermodynamic computer program and database. The differences between the two methods of prediction can be attributed to inaccuracies in the published interaction coefficients. The calculated nitrogen contents of some experimental alloys are compared with the actual nitrogen contents obtained when the alloys were produced in an induction furnace. The actual nitrogen contents obtained were higher than those predicted by either method, and this is believed to be due to a super saturation of nitrogen occurring in the melt, which was not relieved during the short period in which the charge was molten. It was evident that the experimental alloys can contain between 0,25 and 0,40 per cent nitrogen (depending on temperature, composition, and nitrogen pressure) when melted in a sealed induction furnace, and this is more than adequate for the purpose of forming and stabilizing the austenite phase.

Mining of sand in South Africa is rapidly growing to sustain an increasing demand for sand for building purposes. Although mining of sand is regulated by environmental legislation, such as the National Environmental Management Act 107 of 19981, previous bad mining practices have left areas of land degraded and vulnerable to erosion. This study was conducted in the Seringveld Conservancy, where mining of sand has left the landscape with a degraded and unsightly appearance, and where little rehabilitation of the original vegetation has taken place. The aim of the study was to develop rehabilitation techniques for the degraded mined soils on two sand mines, Boekenhout Sand and Krokodil Sand, and to develop an overall strategy of revegetation by regenerating key plant species. Techniques for regenerating indigenous tree species cover, using modified mined sludge if topsoil is not available, were used to develop a practical and cost-effective strategy to be used in revegetation. A comparative trial was used to cultivate indigenous tree species in different soil mixtures. The study is important as it provides new information on the rehabilitation and revegetation of sand mined areas in the Seringveld Conservancy. This study will determine if alternatives could be used to replace topsoil on mined areas where none is available. The study is needed to determine whether revegetation of the mined areas would be possible using indigenous plant species that are difficult to grow. The overall results indicate that replacing topsoil was successful for various modified soil mixtures that could sustain the growth of indigenous vegetation on the sand mines. Different indigenous tree species require different modified soil mixtures for successful propagation. A revegetation strategy was developed to complement and enable the rehabilitation of the mined areas in the Seringveld Conservancy. Owing to their excellent oxidation and corrosion resistance, Pt and its alloys are being used preferentially at elevated temperatures and in aggressive environments. For example, an important application field is the glass industry. Alongside the discovery of new potential application fields, the knowledge of material properties is essential for computer simulations, design configuration, process optimization, research and development or quality assurance purposes. Due to the importance for technical applications high-temperature properties have been investigated for currently available Pt-base alloys with ongoing improvements. For the determination of tensile creep test data up to 3000°C, including precise strain measurement, special experimental equipment has been developed at the University of Applied Sciences Jena, Germany. An overview of the existing and newly obtained mechanical property data on pure Pt, solid-solution strengthened Pt-Rh alloy, oxide dispersion-hardened materials Pt DPH and Pt 10%RhDPH as well as cutting-edge results on Pt-base superalloys hardened by intermetallic precipitates will be presented and discussed. Furthermore, some important application examples for the abovementioned Pt-materials will be given.

(Visitor) Picklers and galvanizers in and around Johannesburg are encountering an ever-increasing problem in disposing of spent liquors from their hydrochloric acid pickling baths. Particularly troublesome is the zinc-contaminated liquor that is produced as a result of the clean-up of rejects from the galvanizing operation. Because of the volatility of zinc chloride. this liquor presents difficulties when processed in a conventional pyrohydrolysis acid-recovery unit. The paper describes the Metsep Process. developed by the National Institute for Metallurgy and Woodall-Duckham S.A. (Pty) Ltd. which involves the use of continuous ion exchange for the separation of the zinc from the pickle liquor. and the use of liquid-liquid extraction for the conversion of zinc chloride eluate to salable zinc sulphate. A description of laboratory and pilot-plant tests is given. and the approach used in the design of a full-scale continuous- ionexchange plant is outlined.

The symposium has as its main objective consideration of those minerals that may pose problems of availability in the United Kingdom. Underwater mining The 10th Annual Underwater Mining Institute is scheduled for 1st to 3rd October, 1979, at Galveston, Texas. The Institute will be cosponsored by the Sea Grant College Programs of the University of Wisconsin and Texas A & M University and by the Marine Science Institute of the University of Texas it is being held in co-operation with the Association for Marine Mining. Traditionally, the term `total system' design applied to comminution conjures images of a design that addresses the usual business and operational drivers, including health, safety and environment (HSE), capital cost, operating cost, throughput and product size. In terms of the physical process, the mine to customer type studies also exemplifies an approach that satisfies a normal `total systems' approach. As an industry there are drivers that are forcing a re-consideration of what we regard as our total system. This modification of drivers will require changes in approach and implementation to provide the best solutions. Some of the major changes that impact the drivers are shortage of skilled personnel, changing social attitudes to remote mine site work, greenhouse gas emissions (GHGE), quality of available orebodies and geographical location of new mine sites. One approach to the challenges presented by the changing business environment is to expand the system envelope around comminution to ensure that comminution, in its widest sense, helps to meet the new realities. Background to the new drivers and constraints is provided and some of the appropriate responses are examined in relation to the impact on the total system.

This paper captures the essential steps employed in developing Outotec?s new FloatForceTM mechanism. The development of a flotation mechanism essentially revolves around the efficient transfer of installed power, or capital cost, to optimum flotation performance. Optimum flotation performance will be achieved if a balance between metallurgical results, operating and capital costs is maintained. The development of the FloatForceTM mechanism was done by careful evaluation of each of these three areas. This paper focuses on how experience, CFD and laboratory equipment, pilot and plant tests are used to test and evaluate a new flotation mechanism. Validated variables include mixing profile, power draw and local air hold-up. Metallurgical and mechanical design considerations are not covered in this paper. Besides using the FloatForceTM mechanism in new flotation equipment, the FloatForceTM mechanism can be used in existing flotation cell installations, thus enabling improvements in the mixing profiles, solids suspension and metallurgical performance of operating flotation circuits. Results of several tests carried out in existing plant operations are presented.
