The Drainage Services Department (DSD) of the Hong Kong SAR Government commissioned the design and construction of the West Kowloon Drainage Improvement, Stage 2, Phase 2, Kai Tak Transfer Scheme (KTTS) project in 2000 to relieve potential flooding in Mong Kok caused by the insufficient capacity of the existing storm water drainage system. The KTTS involves construction of a 1.5km,4.4m drainage tunnel and a 450m long box culvert, running from Waterloo Road near Hereford Road to the existing Kai Tak Nullah in San Po Kong. This paper describes the design and construction of; the bored tunnel through both hard rock and soft ground using a slurry Tunnel Boring Machine (TBM), six associated access shafts, a connection structure at Waterloo Road and the box culvert connecting the bored tunnel to the outfall at Kai Tak nullah. Details will be provided on the contractor’s alternative designs adopted during the contract including the use of fibre reinforced shotcrete as one-pass temporary and permanent support for three of the shafts and modifications to the Engineer’s design for the box culvert structure.

"Durability design for underground structures is an increasing focus of designers and owners in the underground construction industry. Many owners have expanded their requirements for durability design, with specific requirements for structure lifecycle and designer certification of structural durability. This paper describes current trends and best practices including: defining the underground structure lifecycle, historically durable underground structures, design methods for underground structure durability built of reinforced concrete, and durability of materials. Criteria to be used for defining end of structure life and owner’s maintenance responsibilities are crucial to lifecycle contract requirements. Current practices of several major owners are presented. Design methods are presented including United States code requirements. Current best practices for enhancing the durability of materials used in underground construction are discussed including: low permeability concrete, steel reinforcement concrete cover, the use of steel fiber, and testing for verification. INTRODUCTION Durability design is increasingly being recognized as an essential component of good design practice. Infrastructure owners recognize that to serve the public interest, constructed facilities must be lasting and durable. The public understands that structures with limited service life result in increased costs and add to their daily inconvenience with frequent repair and reconstruction. Engineers are increasingly asking not only is the structure strong enough but will it last for generations. Durability design requirements are no longer just adherence to some accepted practices, but are based on analytical approaches, with results that can challenge our beliefs in what construction materials and details result in a durable structure. This paper describes current industry requirements and practices for durability design of underground structures, and offers some suggestions regarding future trends and developments. SERVICE LIFE DEFINITION The service life of a structure is the sum of the time to onset of deterioration, called initiation period (ti), and the subsequent time period of deterioration ending when the structure is no longer functional, called propagation period (tp). Figure 1 shows a conceptual service life diagram. These time periods can be substantially affected by the level of maintenance performed during the life of the structure."

During the 1980s, a revolution has been taking place in industrial minerals marketing. Transportation deregulation and a handful of creative marketing and distribution managers have completely changed the rules for marketing many industrial minerals. Minerals are being transported much farther than in prior decades and at much less cost. Bulk and package terminals are becoming increasingly common as a means to take advantage of freight rate savings and to provide enhanced service to faraway customers. Water and rail transportation are being used increasingly to penetrate markets considered unreachable just a few years ago. No longer do the textbook rules of thumb for industrial minerals marketing apply. This author recalls three of those rules he was taught in mineral economics graduate school in the 1970s. As recorded in class notes: • construction aggregates are seldom shipped more than 32 km (20 miles) from the quarry; • cement is sold within 240 km (150 miles) of the mill; and • industrial sand is sold regionally - it is freight constrained to a market radius of no more than 320 to 400 km (200 to 250 miles) from the plant. And yet, the author looks up in 1989 and observes overland movements of aggregates of many hundred miles, overland movements of cement and industrial sand of 1600 km (1000 miles) or more, and water movements of both aggregates and cement into the United States from sources halfway around the world. Truly, industrial minerals are in the midst of a marketing revolution. The companies that have led this revolution have enjoyed considerable financial success in the 1980s. They have enhanced their profitability by increasing market share, capacity utilization, and average selling prices by taking product to remote markets where premium prices are available. They have consistently outperformed their competition, many of whom remain unaware that the marketing revolution going on around them is actually a transportation/distribution revolution. The successful industrial minerals company of the next 10 to 15 years must participate in the transportation revolution as it continues to evolve. "This paper will explain how the Contractor and Owner avoided a contractual dispute involving characterization, impacts, and final remedy for challenging ground conditions encountered during drill and blast excavation of the starter tunnel required for launch of the tunnel boring machine (TBM). During excavation more than 600 feet underground, the Contractor encountered a large complex fault zone subject to more than 14 bar of water pressure. Successive ground inflows from the fault complex over a six-month period presented significant technical and partnership challenges for the team and ultimately delayed the project by nearly one year. This paper will discuss how the Contractor, Owner, and their respective consultants worked together to address these challenges, make decisions, and ultimately move the project to successful completion. PROJECT BACKGROUND AND NEED Seven states of the western United States of America rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River basin, including the Rocky Mountains, the Wind River Mountains, and the Uinta Mountains. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin. During the 1980s and 1990s, snowfall was relatively abundant and Colorado River flows were high on average. Beginning in the year 2000 and continuing to the present day, snowfall has been well below documented historical averages and Colorado River flows have diminished. In fact, a trend toward diminishing flows is evident during the period of the historical record. This variability in Colorado River flows and the trend to lower flows is represented in the following Figure 1."

Control circuit failures contribute significantly to continuous miner downtime. The time required to put the machine back into production is a function of the time required to diagnose the problem, obtain parts, and make the repair; of these, the diagnostic time is often the largest. A microprocessor-based system with the ability to diagnose all of the common control circuit failures was designed, installed on a continuous miner, and tested. This paper summarizes the development of the diagnostic system, and provides examples of the system's diagnostic capabilities. Implementation issues and the hardware used for the prototype are briefly described. Finally, comments on the system's performance are presented.

"Modern society demands much more from the mining industry than just the raw materials it produces. In addition to providing copper, gold, coal and other minerals that make society function, the industry must conduct its operations in a safe and environmentally sustainable manner. This includes the equipment used and the engines that power the machines.In the United States, Tier 4 diesel engine standards that were set by the U.S. Environmental Protection Agency (EPA) are the strictest emissions requirement for off-highway diesel engines. This requirement regulates the amount of particulate matter (PM) and nitrogen oxides (NOx) that can be emitted from an off-highway diesel engine. In Europe, the Euro V standards are driving technology advancement in the sector.The European Euro V standards are required for new equipment manufactured beginning in January 2019. U.S. Tier 4 standards for heavy-duty off-road engines came into effect with model-year 2014 vehicles and equipment. China 6 standards come into effect in July 2020. India’s Bharat Stage VI standards will take full effect in 2020, and the phase-in of BSVIcompliant clean fuels began in April 2018.Caterpillar, Cummins and MTU are three of the leading manufacturers of engines for the mining sector. Each company is working toward creating efficient engines that can function in the often harsh environments found at openpit and underground mines around the world. In short, society is placing demands that are challenging engine manufacturers to deliver a product that can do more work while consuming less fuel and emitting fewer emissions.Technologies range from selective catalytic reduction (SCR) and diesel particulate filters (DPFs) to other engine strategies and emissions control technologies, which deliver near-zero black carbon and nitrogen oxide emissions, and lower greenhouse gas emissions. Mine seals are used in underground coal mines throughout the United States to isolate abandoned mining areas from the active mine workings. The objective of adding inert gas to a sealed mine area is to quickly reduce the oxygen concentration in the sealed area to a level that will not support combustion. In the US, this process is typically conducted from the ground surface and because surface-to-mine access is constrained by so many variables, it is very difficult to provide a source of inert gas to the place where it is needed underground. To alleviate this problem On Site Gas Systems, under a NIOSH contract, built a nitrogen (N2) generation plant that operates in the underground environment. The purpose of this work was to create a reliable in-mine mobile plant that would extract N2 gas from the mine atmosphere and use the gas to create and maintain a safe sealed mine area. The plant is based on a novel design using pressure swing adsorption technology and is sized to fit on a standard shield car or mine dolly for easy transport in and around an underground coal mine. The plant is capable of producing about 900 scf/min of N2 gas at ambient mine conditions. After an exhaustive series of laboratory tests, the plant was field tested at the NIOSH Safety Research Coal Mine (SRCM) where a portion of the mine was sealed and rendered inert. During the test, the movement of the injected gas was monitored at several underground points to observe the progress and extent of the inerting process. This paper describes the plant design and the results of the field test at the SRCM. Hydrometallurgical processes for copper flotation concentrates avoid the S02 emission problems associated with smelting, but they require oxidation of copper to obtain solubilization during leaching. The resulting copper ions must be reduced to metal, which normally requires large amounts of energy or energy equivalent reagents such as hydrogen or iron. The conventional reduction method is electrowinning which is labor intensive and involves 35 to 40% of both the en-tire operating and capital cost of the better hydrometallurgical processes. Smeltermen are correct in criticizing the available hydrometallurgical processes for being more energy intensive than modern smelting processes. Clearly, there is considerable incentive to reduce the cost and energy required for reducing copper ions from solution. Furthermore, it is thermodynamically possible to do this using sulfur contained in the concentrate itself. In fact, the thermodynamic potential of oxidizing sulfur from S+4 to the S+6 state is greater than required to reduce cupric ion to metallic copper. (1) Realization of this potential in a practical process would significantly reduce the cost of hydrometallurgical processing of sulfide concentrates because sulfur would become a cost-free reducing agent. An apparently practical method is to use SO3 and HSO3 ions, obtained by ammonia scrubbing of SO2 from a concentrate roaster gas, to reduce leached copper to metal in an autoclave. This reduction step is the Jumau 1907 patent. (2) A series of steps including sulfite reduction constituting a crude flowsheet was suggested by Parker in 1976(3), but apparently little development work has been done by him, since he has been interested in new routes of refining the resulting copper powder. The purposes of the present paper are to elaborate on the Jumau-Parker thrust. Describe a detailed complete sulfite process flowsheet based on materials and energy balances, discuss the chemistry, and discuss further work that is required to develop this process. The results of the present paper are largely based on a synthesis of the steps using handbook chemistry. Process materials, utilities costs, and energy requirements are projected to be unusually low.

A laboratory investigation was carried out on the characterization and beneficiation of sillimanite ore. Petrographic analysis indicated that the ore consisted of massive elongated sillimanite grains in a matrix of hematite, garnet, feldspar and silica. A procedure for estimating the percentage of sillimanite was developed using float-sink and magnetic-separation techniques. A liberation study was carried out to determine the level of size reduction required to achieve sufficient liberation while ensuring that gravity concentration techniques would be applicable. Laboratory testing was performed on the liberated ore to investigate the applicability of using wide-angle dense-medium cycloning to upgrade this ore. Initially, medium-only tests were carried out using various size distributions of magnetite and ferrosilicon as the dense-medium solids to evaluate the effects of operating conditions on medium segregation. Depending on the medium solids and operating conditions, either positive of negative differentials (difference between the relative densities of the underflow and overflow streams) were obtained. Based on these results, separation tests were performed to process nominal -1.2-mm sillimanite ore. The results indicated that sillimanite concentration could be obtained using a medium relative density that was much lower than would typically be used in a dense-medium cyclone separation.

"The Safety Pays in Mining web application, developed by the National Institute for Occupational Safety and Health (NIOSH) Mining Program, helps mines determine the potential costs associated with mining injuries. This web app groups injuries by type, either by the cause of the injury or by the nature of the injury. When the user selects one of over 30 common types of mining injuries, the app provides information on the distribution of costs of workers’ compensation claims for that type of injury. Based on other user inputs, Safety Pays in Mining will estimate the total costs of the selected injuries, including an estimate of additional indirect costs, the estimated impact of total injury costs on mining company profits, and provide some examples of other items (services, equipment) on which companies could spend the savings that result from the prevention of injuries. This paper reviews the Safety Pays in Mining web application by discussing the development of the app, how it is used to show the true costs of mining injuries, and how mines can benefit from using this app. INTRODUCTION Injuries on the job cause pain and suffering. They can also profoundly affect profits and daily operations. In addition to paying direct costs or increased premiums for workers’ compensation insurance, a company might need to pay overtime for other workers to fill an injured worker’s job role, cover training costs for a replacement worker, or divert administrative resources in the wake of an injury. Safety Pays in Mining is a web app that estimates the distribution of these injury costs and assesses the impact that occupational injuries have on a company’s profits. The costs of specific types of occupational injuries in mining are not readily available as mining and insurance companies don’t usually share this information. As a consequence, companies only have cost information based on previous experience with their own employees. Therefore, if a mine never experienced a finger amputation for one of its miners, it would not be aware of the possible costs associated with this type of injury. In addition, injury costs are unique in that the cost distribution is so wide — with half of the injuries in our dataset having mean costs higher than 90th percentile costs — just using the average cost of a specific injury type does not provide adequate information. Some injuries involve immensely high costs, and even though the risk of these high-cost injuries occurring is low, mines need to be aware of their potential impact on their company’s financial health."

This study presents the application of low-cost dust monitors (LCDMs) for real-time monitoring of respirable dust in a mining environment. LCDMs significantly enhance data collection by providing continuous, granular and cost-effective dust concentration readings. This case study demonstrates that by deploying LCDMs, mining operators can respond quickly to changes in dust levels, improving occupational safety and air quality management. The results show how such monitoring technologies can be integrated into routine operations to reduce dust exposure and prevent health hazards such as silicosis, especially when coupled with appropriate mitigation strategies.

Shaft alignment requirements are consistently met using conventional shaft sinking methods. Little attention has been given to achieving similar alignment accuracies using rotary drilled shaft methods. Alignment of these shafts is difficult to control and guarantee. Bare shafts and shafts that use drum hoisting systems can accept some deviation. However, combining drilled shafts with Koepe hoist installations presents new accuracy requirements for drilled shafts. This paper describes the importance of verticality with practical examples, and discusses various methods of measuring verticality and their respective limitations.

Use of radio frequency identification (RFID) technology to solve informational needs in isolated and restricted underground mining environments will be reviewed, giving specifications of some past and currently available systems. The advantages and disadvantages of using various frequencies, system configurations, and specific components, including their construction standards and capability, will be discussed. The remaining challenges to more widespread use of RFID systems for personnel and vehicle tracking will be identified, and recommendations concerning operating environment capabilities will be detailed. Finally, the ultimate requirements for maintaining system integrity during and following a coal mine emergency will be discussed.

"The District of Columbia Water and Sewer Authority (DC Water) is implementing the $2.2-billion DC Clean Rivers Project (DCCR) to control combined sewer overflows (CSO) to the Anacostia and Potomac rivers and Rock Creek, and to provide flood relief to the Bloomingdale and LeDroit Park neighborhoods in the District of Columbia. The long-term control plan complies with the requirements of a Federal Consent Decree entered into by DC Water, the District of Columbia and the United States, as represented by the U.S. Environmental Protection Agency and the Department of Justice. The Northeast Boundary Tunnel, a design-build project, will store combined sewage and deliver it to a system of downstream tunnels and ultimately to the Blue Plains Advanced Wastewater Treatment Plant (Blue Plains), where it will be treated. In addition, the Northeast Boundary Tunnel (NEBT) is a major project associated with the mayor’s task force to alleviate extreme flood events in Bloomingdale and LeDroit Park. The Northeast Boundary Tunnel Utility Relocations (NEBTUR) design-bid-build (DBB) project is an accelerated component of the Anacostia River System, as shown in Fig. 1. During dry weather conditions, the entirety of the sewage in the combined system is conveyed to Blue Plains.During storm events, when sewer pipe capacity is exceeded, the flow, which is a mixture of sewage and stormwater runoff, overflows into receiving waters through outfalls. There are a total of 47 active CSO outfalls along district waterways.The influx of storm runoff into the combined sewer has an additional impact on the communities of Bloomingdale and LeDroit Park. The sewer system is outdated and undersized. In these neighborhoods, when the capacity of the sewer is exceeded, localized flooding occurs and backups into adjacent residences are prevalent. In any given year, there is a 50-percent chance that flooding will occur in these neighborhoods."

"The Pittsburgh Mining Research Division of the U.S. National Institute for Occupational Safety and Health (NIOSH) recently developed a series of models using computational fluid dynamics (CFD) to study airflows and respirable dust distribution associated with a mediumsized surface blasthole drill shroud with a dry dust collector system. Previously run experiments conducted in NIOSH’s full-scale drill shroud laboratory were used to validate the models. The setup values in the CFD models were calculated from experimental data obtained from the drill shroud laboratory and measurements of test material particle size. Subsequent simulation results were compared with the experimental data for several test scenarios, including 0.14 m3/s (300 cfm) and 0.24 m3/s (500 cfm) bailing airflow with 2:1, 3:1 and 4:1 dust collector-tobailing airflow ratios. For the 2:1 and 3:1 ratios, the calculated dust concentrations from the CFD models were within the 95 percent confidence intervals of the experimental data. This paper describes the methodology used to develop the CFD models, to calculate the model input and to validate the models based on the experimental data. Problem regions were identified and revealed by the study. The simulation results could be used for future development of dust control methods for a surface mine blasthole drill shroud. IntroductionIn surface mines, production drilling is an essential process in blasting to fracture the hard rock overburden for removal. During the process, considerable amounts of respirable dust are produced. Past sampling at the shroud area of blasthole drills had documented time-weighted-average respirable dust concentrations ranging from 8.68 to 95.15 mg/m3 (Organiscak and Page, 1995) and 1.04 to 52.30 mg/m3 (Listak and Reed, 2007). These high dust concentrations, which may contain silica, can lead to respirable dust overexposures for the miners working nearby. These overexposures can lead to silicosis, an occupational lung disease that has no cure and is ultimately fatal.Two basic methods are used to control drilling dust: a wet suppression system or a dry collection system (Cecala et al., 2012). Dry drilling techniques using a dust collection system are preferred in rural mining locations where a constant water supply is not available, and in the case of rotary drilling where water is associated with accelerated bit wear due to bearing degradation and hydrogen embrittlement. In addition, dry drilling eliminates freezing-related issues with water in colder climates. Dry dust collectors are highly effective at removing dust, especially the finer material, as long as they are properly operated and maintained (Listak and Reed, 2007; Organiscak and Page, 2005)."

The proposed 1.83km long twin bore A3 Hindhead road tunnel planned for contruction in 2008 is being delivered under a Highways Agency Early Contractor Involvement (ECI) contract. The proposed construction methodology is progressive mechanical excavation of a horseshoe shaped tunnel with shotcrete installed close behind the face using robotic spraying equipment. The tunneling medium is a ‘soft rock’ sandstone for which there was little previous tunneling experience, requiring extensive geotechnical investigations and an innovative approach to lining design. A 240m long portal section though sandy material utilising a steel pipe umbrella is also required. This paper describes the development of the tunnel planning and design including the most recent developments in UK road tunnels, and the innovation included in the ‘permanent’ primary lining design.

The mining industry's image is molded by what the general public knows, or thinks they know about mining. As we prepared for the production of Caterpillar's educational film, Common Ground, we first had to find out exactly what the public perceptions about mining were. Before we could educate people about mining, we had to find out what they already thought. As we broke down those perceptions, we were able to narrow our focus to relevant, realistic approaches for the film. We found out what people didn't know about mining. And most importantly, we singled out the facts they should know... facts that could create more favorable attitudes. This research was instrumental in our final direction for the Common Ground project.

Introduction The mining industry has been using computers since the late 1950s. Despite this early start, the use of mine planning software is not a common practice in many operations. But the trend might be changing because of the availability of relatively inexpensive personal computers (PC). The introduction of these machines has generated unprecedented interest by mine managers to computerize their planning operations. However, some managers have become disappointed with the PC's lack of adequate software and the inability to handle the massive amounts of information required for modeling. This paper is an attempt to shed some light on the future of computers in the mining industry. It will examine: • historical progress in the computer industry, • future advances in the computer industry, • historical usage of computers in mining, and • future alternatives available to mining. Historical Progress The computer industry has come a long way since the first full-fledged electronic digital computer Electronic Numerical Integrator And Calculator (ENIAC) was built in 1946. This machine weighed more than 27 t (30 st). It contained 19,000 vacuum tubes, occupied 139 m2 (1500 sq ft), and could perform 5000 additions per second. By contrast, today's fastest, commercially available computer is the CRAY-X. It weighs less than 5 t (6 st), has no vacuum tubes, occupies less than 9 m2 (100 sq ft), and performs over 100 million operations per second. This is an incredible advancement in less than 40 years. One person commented on the rate of advancement in the computer industry. He suggested that if the auto industry had advanced at the same rate as the electronics industry, we could buy a Rolls Royce for $2.75 and it would run

The Department of Health and Human Services (HHS), National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), with the assistance of cooperating underground mining operations and state agencies, has conducted research exploring devices and technologies that could be used to assist miners navigating through smoke and dust resulting from a fire or explosion. Recent events in mines confirm that smoke and dust can enter and contaminate mine escapeways creating an atmosphere with severely reduced visibility. This reduced visibility results in substantially increased escape times, possible disorientation or confusion, and increased stress levels, and may prevent evacuation altogether. Tools or devices that assist miners in navigating through smoke-filled areas void of lifelines could make the difference in successful escape from the mine. This paper presents the results of OMSHR research to identify and evaluate tools and devices that could provide meaningful information to evacuating miners in areas with limited visibility and without the benefit of a lifeline.
