"The Analysis of Retreat Mining Pillar Stability (ARMPS) program was developed by the National Institute for Occupational Safety and Health (NIOSH) to help the U.S. coal mining industry to design safe retreat room and pillar panels. ARMPS calculates the magnitude of the in-situ and mining-induced loads by using geometrical computations and empirical rules. In particular, the program uses the “abutment angle” concept in calculating the magnitude of the abutment load on pillars adjacent to a gob.In this paper, stress measurements from U.S. and Australian mines with different overburden geologies with varying hard rock percentages were back analyzed. The results of the analyses indicated that for depths less than 650 ft, the ARMPS empirical derivation of a 21° abutment angle was supported by the case histories; however, at depths greater than 650 ft, the abutment angle was found to be significantly less than 21°. In this paper, a new equation employing the panel width to overburden depth ratio is constructed for the calculation of accurate abutment angles for deeper mining cases.The new abutment angle equation was tested using both ARMPS2010 and LaModel for the entire case history database of ARMPS2010. The new abutment angle equation to estimate the magnitude of the mining-induced loads used together with the LaModel program was found to give good classification accuracies compared to ARMPS2010 for deep cover cases.INTRODUCTIONIn the early 1990s, the Analysis of Longwall Pillar Stability (ALPS) was introduced by Mark (1990) as a chain pillar design software and was generally accepted and used by the U.S. coal mining industry. Following the success of ALPS, the National Institute for Occupational Safety and Health (NIOSH) developed the Analysis of Retreat Mining Pillar Stability (ARMPS) program for designing retreat mining pillars using a similar approach as ALPS (Mark and Chase, 1997). The Australian mining industry also recognized the success of ALPS, and Colwell, Frith, and Mark (1999) calibrated the program to Australian conditions. The ALPS and ARMPS programs draw their strengths from the large databases that are used to calibrate them (Mark, 2009). However, following the Crandall Canyon Mine collapse in 2007, NIOSH had to reconsider the pillar design criteria used in deep-cover retreat mining (Mark, 2010). The ARMPS overburden load prediction algorithm was improved to more accurately predict the loading of narrow panels with high overburden depths by implementing the pressure arch concept, and this new version is called ARMPS2010."

"A South American nickel mine has been producing a nickel concentrate that also contains copper and iron (15 percent nickel, 5 percent copper, 28 percent iron) for the end use of stainless steel production. A critical specification for the quality of the steel is the iron to magnesium oxide ratio (Fe:MgO), with a ratio of below 3.5:1 having a substantial impact on the nickel value. This nickel concentrate producer historically mined the sulfur-rich mineral pyroxenite but had been forced to move to a magnesium oxide/silicate (MgO/SiO4)-rich mineral harzburgite, resulting in nickel recovery being reduced to around 50 percent to maintain the required Fe:MgO ratio. In this study, ore mineralogy, water chemistry and the chemistries associated with the flotation process were evaluated in an effort to increase nickel recovery while maintaining the Fe:MgO ratio according to specification. New chemistry was introduced with the specific goal of complexing with the MgO and retarding its interaction with the bubble flow in the flotation process.IntroductionGlobal nickel production in 2011 totalled to 1,770,000 tons, according to the Raw Materials Group (2013). From 1950 to 2005 there was an aggregate 4.4 percent increase in nickel production, with a market-value high of $1,000/ton nickel reached in 1998 (Mudd, 2010). Approximately 65 percent of nickel production is consumed by the stainless steel industry, with 12 percent of the remainder used in super alloys or nonferrous alloys. Nickel imparts corrosion resistance, temperature resistance and other benefits to its alloys (Table 1) (Oberg, 1996; Cáceres, 2003). The dominant types of nickel-bearing ores are classified as either laterites (limonite: nickel-iron oxide; and garnierite: nickel hydrosilicate) or magmatic sulfide deposits (pentlandite: iron-nickel sulfide) (U.S. Geological Survey, 2013a, 2013b). In 2012, about 40 percent of the nickel ore mined was sulfidic-type ores and about 60 percent was laterite. The processing of laterite ore is expected to continue to increase as the availability of sulfidic ores continues to decline."

"Since 1994 the Bureau of Reclamation has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has applied risk analysis methods to inactive and abandoned mines to evaluate tailings dams and flooded underground mines. Case histories of potential failure mode analysis as applied to mine impounded water illustrates what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first. INTRODUCTION Impounded water, and high water content wastes, at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (5.4 million yd3 released), the Mt Poly Tailings Dam failure in British Columbia in 2014 (5.8 million yd3 released), and the Smarco Fundao Tailings Dam failure in Brazil in 2015 (78 million yd3 released) has renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originates not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes, and flooded underground mine workings. Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984 the agency developed and began using risk analysis methods. Reclamation operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of one hundred years. Many of these facilities were constructed using engineering design and construction methods which would not be considered good practice according to present day standards. Diligent observational monitoring, detailed site investigations, and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high risk sites, significant improvements to dam safety have been achieved. BOR has also applied risk analysis to evaluate and reclaim inactive and abandoned mining and industrial sites. The application of risk analysis methods in the mining industry is not new, the methodology was transferred to the mining industry more than 15 years ago as discussed in ICOLD Bulleting 121 (ICOLD, 2001), yet failures persist. This paper is meant to convey the lessons learned from BOR’s use of risk analyses in its work on mine sites."

The high-grade Th-U-Y zone is one of the numerous mineralized zones found in the El Garra El Hamra hydrothermally altered syenites in southwestern Egypt. It is characterized by the thorium minerals thorite and thorogummite, which are closely associated with xenotime-(Y). This zone of mineralization is localized in the eastern part of the El Garra El Hamra hydrothermally altered syenites. This zone does not relate to the first phase of syenites that appeared on the surface but is linked to the other, hidden phase of the syenitic body. Additionally, the fluids responsible for the mineralization of this zone belong to the late-stage hydrothermal event as well as the fault action due to the fact that it had continued reactivations for a long period of time. The studied mineralized zone also contains ceriopyrochlore-(Ce),(Ce,Ca,)2 (Nb,Ta)2O6 (OH), fluorite (CaF2) and barite (BaSO4), which are found in considerable amounts, whereas apatite (Ca5(PO4)3F) and chromite (FeCr2O4) are rarely found together with Fe-oxi-hydroxides (hematite and goethite) with a minor amount of jarosite (KFe33+(OH)6(SO4)2). Finally, the main constituent mineral in the zone is the pseudomorph perthite in addition to quartz, which is found as deformed crystals. A technological sample was collected from this zone and was found to assay 4.62 weight percent thorium (Th), 0.37 weight percent uranium (U) and 3.12 weight percent rare earth elements (REEs). From the chemical and mineralogical composition of the studied technological sample, the leachabilities of Th, U and REEs were investigated using sulfuric acid (H2SO4) agitation leaching and pug leaching methods. The latter was found to be preferred under the conditions of 0.54 ton H2SO4 per ton of altered syenite at 110 °C for two hours.

In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation's balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation's peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government's interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers' money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, 'blue-sky' research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. In the first half of the year, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in the second half led to the Persian Gulf War in January and February 1991. This caused an oil shock that dampened the economy. So the US gross national product rose only 0.9% to $5,463 billion (US billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The Department of Defense continued to review stockpile goals and to upgrade several mineral materials. In addition, the Bureau of Mines continued to maintain the standby Emergency Minerals Administration. The Defense Production Act, which authorizes priorities, alloca¬tions and supply expansion, lapsed on Oct. 20. So the Selective Service Act of 1967 became the authority for assuring that orders of the armed forces and defense atomic-energy programs were given priority treatment. Consumer demand strongly affects mining worldwide. US citizens carry significant debt, and large stocks of housing and consumer goods are already in place. Some 250 million persons have 188 million licensed motor vehicles and 100 million dwelling units. Consequently, new car production fell 11 %, to 6.1 million units. Truck and bus production fell 8%, to 3.7 million units and new private housing starts fell 13% to 1.2 million units.

A knowledge of airway friction factor (K-factor) is necessary to designing mine ventilation systems for least cost and optimum effectiveness. The friction factor used must be accurate and reliable to estimate correctly roadway resistances and pressure sources for required flows. Though the resistance to flow offered by mine airways has been an object of study over the last half century, no accurate relation has yet been established from which the prediction of the resistance of a projected airway can be made. In Kentucky, only limited and incomplete data on local K-factors are available. Therefore, there is a need for field investigations to determine these values in-situ for existing mining conditions. The author describes a study concerning K-factor that was carried out in ten coal mines, located in eastern and western Kentucky. The results of these investigations are presented in both tabular and graphical form.

The City of Toronto is currently undertaking the design of the Black Creek Sanitary Trunk Sewer Relief Project. The Project involves the design and construction of approximately 20 kilometers of tunnel through shale rock of the Georgian Bay Formation and soft ground soil consisting of glacial till, glaciolacustrine and glaciofluvial sand, silt and clay deposits. The 20 kilometer alignment has been split into four sections of tunnel (1) the 12.9 km, 3.0 meter diameter Keele Trunk Relief Sewer, (2) the 2.9 km, 1.5 meter diameter Keele Trunk Relief Sewer Microtunnel, (3) the 3.9 km, 1.8 meter diameter Jane Relief Sewer, and (4) the 0.5 km,1.5 meter diameter Combined Sewer Overflow Storage Tunnel. Additionally, one 40,000 m3 wet weather flow (WWF) storage tank and numerous WWF connection shafts are to be constructed and connected to the Keele Trunk Relief Sewer to pick up WWF from existing outfalls currently discharging to Black Creek. The anticipated cost of the project is approximately $600 million with construction of the Project’s Phase One Works, the Keele Trunk Relief Sewer and Jane Relief Sewer, scheduled to commence in 2025. This paper provides an overview of the project in terms of the anticipated geotechnical conditions, the scheme developed for design and construction of the tunnel system and the associated schedule and procurement strategy. The consideration for planning of the tunnel system, the risk-based analysis and decision-making process are presented and form the basis for selection of a precast tunnel lining support method in the rock and soft ground.

The Equis and El Roble projects are located in the Cordillera Occidental of Colombia. The Equis vein deposits have sulfide ore reserves of 95.9.5.5 mt (105.770 st) grading 8.51 g/mt (0.248 oz/st) gold and 12.4 g/ml (0.36 oz/st) silver with 0.94 % copper. 1.10 a lead and 11.06% zinc. Ore reserves at El Roble are estimated as 1.1% Mmt (1.21 million st) grading 4.89% copper and 3.39 g/mt (0.099 oz/st) ,old. Geologically possible reserves at Equis may total 1.6.Mmt (1.76 million it). El Roble has the potential to contain several tens of millions of metric tons. Exploration included diamond drilling, trenching, channel sampling, rock and soil geochemistry, geophysics and tunneling. Erratic high grade samples affect the weighting of channel and drill core samples. Secondary reconcentration of gold is also a factor. Sample maps and graphs show the distribution of values to be highly variable. Geostatistical treatment of some of these data gave important guidelines for parameters such as sampling densities, drill hole spacing and confidence limits.

The results and effects of direct digital control in various types of single and cascaded loops as opposed to the use of conventional controls are discussed. An example illustrates the use of ASTM Standard E901-82, Classification System for Uranium Resources. The example demonstrates the dynamic nature of the process of classification and attests to the necessity of addressing both the aggregate needs of broad-scale resource planning and the specific needs of individual property evaluation. Problems that ,remain in fixing the classification of a given uranium resource include the uncertainty in estimating the quantity of undiscovered resources and resolving the differences that may exist in deciding when the drill-hole spacing is adequate to determine the tonnage and grade of discovered resources.

Mercury and silver polythiocarbonate sludge that was generated from the pilot testing of optimized mercury removal from cyanidation pregnant eluate solutions prior to Merrill-Crowe recovery of gold and silver were tested for long term stability at Newmont Metallurgical Services. Sludge samples were mixed with heap leach residue to simulate disposal of the sludge in spent or active areas of the heaps and leached for twenty weeks with water and cyanide leaching solution, respectively. Leach testing results are presented as well as analysis of the sludge using scanning electron microscope techniques down to the <1000 nanometer scale.

"In today’s challenging mining environment the “Big Picture” (Caterpillar, 2013) approach to mining is often neglected. With haulage costs approaching up to 45 % of the overall mining costs, all too often the load-haul-dump- return cycle is not investigated in its completeness. This paper will discuss the aspects of taking the time to observe an operation from the “Big Picture” approach. In today’s mining business miners, engineers, trainers, supervisors, and managers have ever increasing roles and responsibilities as never seen before in the past decade. The endless human resource, safety, environmental, cost control issues and performance initiatives, detracts from precious time that may have been dedicated to examining the day to day operation. Having examined numerous mining operations over the past several years, one common denominator is lack of time to properly observe operating practices in the field and recognize both positive and negative observations. The old fashioned vocation of observing the operation to assess the haulage, loading and maintenance processes to adjust, maximize or enhance operations have sometimes vanished. Four areas to be discussed in this paper: (1) Look at the “Big Picture”(Caterpillar, 2013), (2) Use common sense, (3) Areas identified for biggest improvements in the operations, (4) Observation of small details for big impacts to lower cost per ton and increased production. The objective of this paper is to provide low cost recommendations to lower cost per ton and increase production. INTRODUCTION Whether miners claim to have been around and experienced it all or the “rookie” on the mine site, miners are expected to execute the mine plan at the lowest cost possible. So why is it so difficult to execute this task? Shouldn’t supervisors just have to man the equipment, tell operators to have a safe day and tally up the numbers at the end of the shift? And let the technology system do the rest? So what could go wrong? Lots. Mining companies seek help from consultants, training departments, performance reporting systems and an arsenal of resources. Armed with all this information, the supervisors just hop in the pick-up and tell the shovel operator to speed up. Sounds simple enough. When the improvements don’t happen, what could have gone wrong? It comes down to people, the simple things that were not executed over the months previously and as a result today the mines performance is not where it should be. A mine is built by people. Managers who have the vision to develop the ore body in a manner that follows sound engineering practices. The infrastructure to mill the ore and support the equipment needed to move the material. Along the way equipment is procured and operators trained to run the gear. Engineers and geologists set up the design, the material movement, and haulage routes. Sounds easy to this point. So, why mine after mine is there this constant struggle to move more with less and get the costs down? Understanding how to make “Great Miners” out of these people is critical to lowering your cost per ton."

The National Mining Hall of Fame and Museum (NMHF&M) will induct its the 2014 National Mining Hall of Fame Class on Sept. 13, 2014 during its 27th Annual Induction Banquet and Ceremony at the Westin Hotel in Denver, CO. Representing the domestic and worldwide metal production, education, and health and safety sectors of the industry, this year?s four inductees cover a diverse cross-section of the mining industry. Harry M. Conger III, Günther Franz (Frank) Joklik, Ellen Swallow Richards and Dr. Alfred Weiss will join 223 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame. They were selected for being visionaries, leaders and ambassadors, both within their own sectors and across the industry at large. Conger was a great role model and strong advocate within Homestake Mining Co. and among his industry peers on behalf of environmentally responsible, safe, profitable and high-performance operations. As chairman and chief executive officer, Conger was instrumental in revitalizing and rebuilding Homestake into an industry leader in technological advances and environmental protection. Through his contributions in exploration, project development and operations management as Kennecott president and chief executive, Joklik did much to strengthen Kennecott as a company and assisted in restoring the competitiveness of the U.S. mining industry. Richards is generally recognized as the founder of ecology. She was the very definition of a pioneer in such diverse fields as chemistry, geology and mineralogy, mining and metallurgy, environmental science, public health, home economics and education. Weiss was a true visionary in using quantitative methods and digital computers to aid mineral exploration, plan and design mines, operate mineral production facilities and integrate the disparate information resources throughout a mining company into a modern management information system. NMHF&M Board of Directors Chairman, Paul C. Jones, said, ?Again this year we are honored to be able to induct an outstanding group of deserving individuals who have made exceptional contributions to the mining industry in the United States. Included are two living inductees who have made significant contributions to management in the industry. One inductee was the first female graduate from the Massachusetts Institute of Technology, its first female faculty member and the first female member of AIME who had an outstanding career as a mineral investigator in the United States. Another inductee was a lifetime innovator in bringing digital technology into common use in our industry. Each of our 2014 inductees made significant and lasting contributions to our industry and are well deserving of becoming a member of the National Mining Hall of Fame.? All mining operations, including iron ore, maintain a focus of continuous improvement and asset optimisation in their operations. As all the operations in the Mine-to-Mill value chain are inter-dependent, available technologies that address efficiencies across the value chain are once again in the spotlight as companies are driven to improve productivity and maximise mine site profits to increase return on capital invested. Core to continuous improvement is the need to understand the baseline and the impact of changes to the process. In this paper, we discuss some of the key attributes in the mine to mill process, including their influence on productivity and cost, the need for direct measurement and areas where they should be applied. Many initiatives can be considered to improve mine to mill processes. Mining operations are planned and executed based on designs and models to achieve the operation’s objectives. However, there are many variables in the different parts of the value chain, such as blasting, material handling, crushing and screening. Measurement of the key attributes establishes the baseline for Mine to Mill (or Pit to Plant) performance which is necessary to understand the impact of any proposed improvements to the process design and execution and to monitor the outcomes on an ongoing basis to sustain the improvements that have been implemented. We have focused this paper on two types of measurement – blast movement and particle size of materials through the mine to mill process. Several innovative technologies are already available to measure these attributes and assist operations improve productivity and mine site profits.

Carbon addition in the oxide pelletizing process is a big concern at the Sidbec-Normines pelletizing plant since 1976. Laboratory pot-grate testing carried out before the initial start-up of the Port-Cartier plant indicated that the nominal pelletizing grate capacity could be increased by fifteen percent with a suitable carbon addition. Also an improved induration cycle offered the possibility of a significant energy reduction within the process with no adverse effect on pellet quality. A one month plant scale program duplicated the lab test results and confirmed the anticipated cost saving by using these techniques. Since March &apos;80, Sidbec-Normines use coke addition as a current operation. This paper reviews briefly earlier laboratory and in-plant test work carried out to investigate the effects of adding carbon materials to the Fire Lake hematite concentrate, and presents operation techniques and plant results of carbon addition in the Port-Cartier pellet plant.

The Bailey mining complex is located in Greene County, PA in the valley of Talley Run, a small stream tributary to the Enlow Fork of Wheeling Creek as shown on the location map insert found on Figure 1. The Bailey complex includes two Pittsburgh No. 8 Seam deep mines (Bailey and Bailey #2), a coal preparation plant, and two refuse areas (for disposal of coarse and fine processing waste). Clean coal is shipped from the complex via a 24.15 km (15 mile) rail spur, which connects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Company (Consol) began a permitting effort aimed at beginning construction of Bailey, the largest underground coal mining complex to be built to date in the United States. Construction of the Bailey Mine began in December, 1981, less than six (6) months following the first application submittal. Clean coal was produced by the Bailey Preparation Plant in September, 1984. Effective project planning, including early formulation of a project planning team, identification of "red flag" issues, innovative responses to environmental questions and development of environmentally sound project designs, all contributed to the relatively quick permitting at Bailey.

"Performing risk analyses on tunnel projects has become common place and on many projects it is required from an owner or regulatory perspective. After the project is planned, designed and constructed, the data concerning identified risks, assumptions, costs, probabilities and mitigations is generally long forgotten and buried in some file somewhere. A study was performed comparing predicted risks versus actual events on four recently constructed rock tunnel projects in New York, Ohio, Georgia and California. Probabilities and costs for selectively common risks on tunnel projects have been studied and re-evaluated. Conclusions are presented that can guide future projects and the veracity of the tunnel risk analyses performed. INTRODUCTION Tunneling is a risky business. More than ever, attention is being paid to the risks associated with tunneled facilities and implications on project or program cost and schedule. Questions about why tunneling projects notoriously exceed budget numbers abound. Evaluations in retrospect and going forward have focused on the wide breadth of inherent risks associated with tunneling. More and more, these risks are being identified, studied and managed to a higher degree. As more and more scrutiny pervades the industry, little value is being obtained and leveraged on future projects. The industry seems to be headed in a direction of making the same mistakes over and over. The notion of risk evaluation has been around for decades and received wide notoriety with the U.S. Space Program and ambitious projects in the energy industry such as hydropower and nuclear power in the 1960s and 1970s (Stewart and Melcher, 1997). This led to the evolution of tunnel risk analyses with more rigorous identification of the unique risks in tunneling projects impacting cost and schedule. As tunneling risks became more readily identified, more attention has been paid to the frequency and impact of the occurrences unique to tunneling (ITIG, 2012). Currently, few tunnel projects are being planned, designed or constructed without a formal risk register that identifies the risks, mitigates the risks and quantifies the probable impacts of risks that cannot be mitigated. In hind sight on many recent projects, events that brought projects to “its knees” were not addressed in risk assessments or were not dealt with to adequately mitigate the risk of these events."

Microtunneling provides a necessary solution for multiple utility crossings associated with the New York Metropolitan Transportation Authority Capital Construction Company?s (MTACC) Eastside Access Project for the Long Island Rail Road. Construction of four TBM tunnels and their approach structures at the eastern end of the project in Sunnyside, Queens required significant modification and expansion of the railroad infrastructure at this location. Maintenance of railroad traffic during project construction is a principal requirement. As a consequence fourteen (14) utility crossing segments are being installed under active traffic by microtunneling methods. Microtunnels were installed in a variety of conditions including depths, types of soils and construction restraints.
