The Elliot Lake Centre was established in 1965 as an independent Centre for Continuing Education offering a variety of adult education services. In 1976 all retraining and community college type activities were transferred to the Sault College of Applied Arts and Technology which had opened a branch campus in Elliot Lake. Upon the completion of this transfer, the Elliot Lake Centre was then contracted in 1977 by the Canada Centre for Mineral and Energy Technology to study the feasibility of establishing a research and information institute dealing with various health and safety concerns of the uranium worker. By late 1980, a federal charter was granted for the establishment of the Canadian Institute for Radiation Safety, made possible through the cooperative efforts of the Governments of Canada and Ontario, the Ontario uranium mining and refining companies, and the Elliot Lake Centre. On 1 April 1981 the Institute officially began operations. PROGRAM DEVELOPMENT AND COORDINATION In May 1978 the Elliot Lake Centre initiated a voluntary sputum cytology program for uranium workers. This program was financed by the Ontario uranium mining companies: Agnew Lake Mines Limited near Sudbury; Madawaska Mines Limited in Bancroft, and Denison Mines Limited and Rio Algom Limited in Elliot Lake. In 1981 additional funding was granted by Eldorado Nuclear Limited for a small group of employees at the company's uranium refinery in Port Hope, Ontario. Initially in 1978, program participants were accepted according to length of employment, radiation exposure levels (calculated in working level months) and/or smoking history. These restrictions were abolished within a few months and all uranium workers were encouraged to participate. From 1978 to 1979 the sputum cytology program was medically directed by personnel from the Montreal Cancer Institute. Until 1979 all data maintenance for the program was performed manually, however the effort required to sustain the system increased significantly as the number of participants grew. In September 1979 the Division of Thoracic Surgery at the Toronto General Hospital, under the direction of Dr. F.G. Pearson, submitted a proposal to the Elliot Lake Centre to develop a data processing system to help coordinate the surveillance program. In October 1979, Dr. Pearson became the new Project Director. Director of the Cytology Program is Dr. D.W. Thompson of the University of Toronto who is responsible for all cytologic analyses. Developmental work to establish the new surveillance system was initiated in January 1980 and became fully operational at the beginning of March 1981. The following sections describe the Elliot Lake operations of the sputum cytology program now conducted by the Canadian Institute for Radiation Safety. PROGRAM PARTICIPATION As of 1 September 1981 the sputum cytology program has 518 participants enrolled. Eligibility is restricted only to a willingness to participate and the ability of an individual to produce adequate sputum samples. Each participant registers for the program at the Institute and is given personal instruction on methods of sputum collection. The majority of the participants in this program are employed by the uranium mining industry; some work for firms which are contracted by the larger companies. Many participants are either retired from the work force or receive disability pensions or workmen's compensation benefits. Other participants have been employed in the uranium mining industry and have since gone on to other employment; some work for various federal and provincial governmental agencies concerned with the mining industry. Some participants are referred to the program by their family physicians because of smoking histories and/or various respiratory conditions. A small number of these individuals have never been involved in the mining industry at all. A chart describing program participation by employment is found in Appendix 1. PROGRAM REGISTRATION In the Elliot Lake area, persons interested in registering in the program are required to go directly to the Sputum Cytology office located at the Canadian Institute for Radiation Safety. Each individual is interviewed personally by the Program Officer. For the employees of Agnew Lake Mines, Madawaska Mines and the Port Hope refinery of Eldorado Nuclear Limited, registration is possible during the Program Officer's semi-annual on-sitevisits. Participants are assigned, in chronological order, "program numbers" for easier identification. File labels are color-coded according to place of residence or, in some instances, place of employment. Currently, there are several methodologies to assess ground vibrations from blasting. Of all available methodologies, one that is becoming more important is the waveform superposition or signature hole technique. This technique is based on a signature waveform assigned to each hole to build the complete waveform for the whole production blast, using the convolution between the time initiation sequence and the signature hole waveform. In the basic methodology of the signature hole technique, the waveform hole-to-hole is assumed to be the same. Several studies and field tests have proven that the waveform hole-to-hole, even in ideal rock mass conditions (rock mass with little or no joint system), changes. In addition to distance or confinement, other factors that could change the waveform hole-to-hole include different geologic paths from the source to the monitoring point and a different energy output of each hole, due to hole loading, explosive composition and/or contamination, priming, etc. These factors result in varying waveforms generated for each hole, making the waveform produced by each hole a somewhat random process. There is available in the literature some proposals to include variability in the waveform hole-to-hole, but the parameters involved are complex and difficult to estimate. In this paper, the variability in the signature waveform hole-to-hole in a blast event was recorded through a field test, and a proposal to include signature waveform variability to develop an equation based on the Fourier series is presented. This methodology is the basis for a future signature hole analysis using a Monte Carlo scheme, taking into account the variation of the amplitude and the frequency content of the waveform hole-to-hole in a production blast event.

Comminution is one of the fundamentals of mineral processing, requiring large expenditures to be made on capital equipment, installation, power and maintenance. The trend toward lower grades and higher operating costs, mean mining operations are becoming increasingly marginal. The challenge is to improve and more importantly, utilise crushing and milling technologies that provide for reduced capital and operating costs whilst providing increased unit efficiencies. The Svedala Barmac Autogenous Crushing Mill presents such an opportunity by providing many of the cost savings and production increases required by its ability to produce a finer mill feed size and realise reduced energy consumption. This paper briefly describes the operation of the Svedala Barmac Autogenous Crushing Mill and reviews its benefits towards improving the efficiency of crushing and milling operations.

In approaching a discussion of production of cement, I hope I won't be like the porter in the bank who was asked if he could give some details on the rediscount rate. He replied, "Boss, when I said hello, I told you all I know." Need for change every so often is illustrated by the story of the little boy four years old who had not spoken a word in those four years. One morning he said, "This damned oat meal is burned'." His Dad was amazed and said, "Son, how come you haven't said a word for four years and now out of a clear, blue sky you say, "The oat meal is burned." Johnny said, "Well, up to now everything has been all right." Not being a mining engineer myself, and my subject not dealing with mining engineering directly, I can only hope that you will agree that the subject has current relevancy by the feet that it can materially improve our environment by putting to good use a potential environmental polluter; namely, fly ash. The profitable utilization of fly ash can reduce cost of use of coal as an energy source. Therefore, it behooves us all to explore to the greatest depth, the pluses and minuses occasioned by its use wherever possible. My particular subject and my particular interest lie in its utilization as a blend in the production of Type IP Portland-Pozzolan Cement meeting requirements of ASTM C-595, Type IP.

As development in underground coal mines progresses away from the critical components of the ventilation system, including the main fans and ventilation shafts, resistance within the system is markedly increased. This results in higher pressure and flow requirements from the main fan(s) to maintain adequate face ventilation. Upgrades to the primary ventilation system are often required. The use of booster fans underground is a potentially practical alternative to the addition of shafts and surface fans. This study presents simulations of the use of booster fans in two underground ventilation scenarios, one longwall and one room-and-pillar. The booster fan effects on the power requirements of the ventilation systems are evaluated.

Introduction It is estimated that nearly 40% of all the gold ever mined in free world countries has been produced by South African operations. There is concern that this immense productive capacity will soon decline. Such a decline could reduce world gold supply and lessen the ability of market economy countries (MEC) to exert the major influence upon the world gold market. This paper addresses three general issues concerning South African gold production: • How much gold remains to be recovered from the demonstrated resources of the 44 evaluated South African mines; • How long can production at current levels continue; and • What will be its cost. Table 1 provides production data on the world's 10 largest producers for the years 1971, 1981, and 1983. As shown, South African gold production declined significantly from 1971 through 1981. As of 1981, annual South African gold production had dropped by more than 311 t (10 million oz) in 10 years. Despite this, its mines still produced 656 t (21 million oz) that year, about half the world total. From 1981 through 1983, this trend was reversed. Annual South African gold production increased by more than 21.8 t (700,000 oz). The trend reversal was also evident in the US, Canada, and Australia. This illustrates the general, inverse relationship between gold price and gold production. In South Africa especially, as gold prices increased substantially during the 1970s, the average grade of ore mined (pay limit) was lowered as new, lower grade areas and materials were exploited. Gold production declined in volume. But gold revenues increased, and the lives of the operations were extended. The 1981-83 period was one of declining (US dollar-based, average annual) gold prices that resulted in increasing South African production as average ore grades were raised. South Africa currently accounts for 50% of world production (Fig. 1). Figure 2 illustrates South Africa's contribution to total MEC production in 1971 and 1983. Although South Africa's relative share of production has declined, it still represents the single most important source of new gold supply. In 1983, it supplied more than 65% of total MEC production. South Africa currently produces more than twice as much gold as the Soviet Union (ranked second in world production), and 11 times more gold than the US (ranked fourth in world production). Due to increased production of fine coal during mining during this century and inefficient fine coal recovery technologies, a vast reserve of high quality coal currently exists in refuse ponds. A novel fine coal circuit consisting of a hindered-bed classifier, an enhanced gravity concentrator and a flotation column has been evaluated for the recovery of fine coal from refuse ponds. The treatment of a pond derived from Pittsburgh No. 8 seam coal resulted in the production of a premium fuel containing less than 5% ash and a calorific value of about 30,173kJ/kg with 60% mass yield. The results from the treatment of two refuse pond materials will be presented in this publication.

Spent potliner is generated in the electrolytic process of reducing alumina to make aluminum metal using molten fluoride electrolytes. Spent potliner (SPL), obtained at the end of the pots life contains a small amount of cyanide and fluoride which present environmental problems. SPL became a listed hazardous waste under RCRA (KO88) in July, 1990. One of the possible uses of spent potliner is as a substitute for Calcium Fluoride (CaF2) as a fluidizer in iron- and steelmaking and in the glass industry. A low viscosity and a low melting point are prime requirements for accomplishing the above. In the present study, viscosity measurements were performed. Effect of various additives, such as sand, limestone, dicalcium silicate dust, and MgO baghouse dust on the viscosity of SPL was studied. The results showed that with the addition of sand and limestone, very high fluidity of SPL melt can be obtained at significantly low temperatures. The results suggest that spent potliner mixed with additives could potentially be used as a substitute fluidizer.

In 2008, the authors developed a methodology for assessing underground coal mines for high risk for major-hazard events. It focused on major hazard-related violations of safety standards associated with high-risk conditions. Later using a sample of 103 mines with 2008 and 2009 data, injury measures and MSHA citation data were combined into a Safe Performance Index (SPI). The SPI was used to assess the relative safety-related risk of mines, including by mine-size category. In this paper, comparisons are made of SPI-associated, normalized safety performance measures across mine-size categories, with emphasis on small-mine safety performances as compared to large and medium-sized mines.

From 1997 through 2000, a team of Polish experts headed by the author studied the prospects of mining newly discovered emerald deposits in Afghanistan. This article describes the scheme for mechanization of the mining operations, along with improvements made to the ventilation facilities and lighting. The required equipment was flown to Afghanistan and the Afghan miners were trained in machine operation and maintenance.

The Ute-Ulay project area is located approximately five miles west of Lake City, in Hinsdale County, Colorado. The Ute-Ulay Mine site is approximately one mile east of the project area. The elevation of the site is 9,200 feet and is adjacent to Henson Creek (Figure 1) [ ] The Ute-Ulay Mining complex is an inactive gold, silver, and zinc mining/milling operation, that operated from the 1880?s until the 1970?s, and sporadically into the late 1990?s. The mining complex comprises several levels of underground mines, a flotation mill, and an abandoned town site. Due to the narrow, steep sided canyon, milled tailings were pumped upstream one mile in a sluice box to a wider section of the canyon, and deposited into five tailings impoundments and one berm located between the impoundments. An estimated 9,000 cubic yards (yd3) of fine grained tailings were located in the impoundments adjacent to the creek. The Ute-Ulay project area consisted of the mill tailings impoundments located upstream from the historic mine.

The exclusion of coal fly ash from regulation as a hazardous waste has led to increased interest in returning ash to the coalfields for co-disposal. A multi-year column study used coal refuse with high potential acidity (4% total-S), and two alkaline ashes in various bulk-blends. The unamended refuse acidified rapidly, producing acidic (pH 1.7) leachates, high in dissolved metals. Treatments blended with sufficiently high amounts (20 to 33%) of alkaline ash produced alkaline (pH >8.4) leachates with low metal levels, while lower ash blending rates acidified over time to produce metalliferous leachates. Examination of solid materials indicated that pyrite oxidation was occurring to some extent in all treatments. A regression equation (r2 = 0.95) was developed to estimate time to net acid release for mixtures of these materials. Ash alkalinity and refuse potential acidity must be balanced to insure water quality for co-disposal environments, or the ash materials should be isolated away from acidic drainage waters.

Hard times continued to plague the industry when the calendar rolled over to 2000. During 1999, the United States economy had grown vigorously, capping the longest economic expansion in United States history. However, the mining industry was not so fortunate. Commodity prices remained in a slump in the “new-economy” that was fueled by excitement and speculation about the power of the Internet during the infancy of the Information Age. Much of the investment money that once went to mining and exploration was now headed to the world of virtual gold mines. SME President Donald E. Ranta implemented new technology into his plans for SME. His two major goals were new membership growth and to foster the establishment of the comprehensive Internet presence for the Society’s technical information. His strategic priorities included enhancing the quality and quantity of publications, programs, meetings and short courses. “The Internet is the vehicle that will advance the priorities,” he said.

The mineral price assigned in mining project design is critical to determining the economic feasibility of a project. Nevertheless, although it is not difficult to find literature about market metal prices, it is much more complicated to achieve a specific methodology for calculating the value or which justifications are appropriate to include. This study presents an analysis of various methods for selecting metal prices and investigates the mechanisms and motives underlying price selections. The results describe various attitudes adopted by the designers of mining investment projects, and how the price can be determined not just by means of forecasting but also by consideration of other relevant parameters.

"Rare Earth Elements (REEs) and their compounds are essential for numerous modern high tech applications such as renewable energy technologies, catalysts and defense applications. The destabilization of REE pricing owing to the global demand and supply deficit has forced many countries to re-evaluate the possibility of indigenous production of REEs. Cost effective and eco-friendly opportunities are being widely explored for extraction of REEs from non-conventional mineral sources such as coal and coal byproducts to stabilize the supply chain. Coal from Central Alaska (Healy Coal Mine) and Southern Alaska-Cook Inlet (Wishbone Hill) province have been found to possess elevated REE concentrations as compared to average world coal estimates. The objective of the study is to enrich the REEs in the fine size fraction (-75 Microns) from Healy and Wishbone Hill by froth flotation technique. A Box-Behnken design was applied for modeling and optimization of some operating variables on the flotation to maximize REE enrichment. The variables studies were frother dosage, pulp density (% Solids) and collector dosage. Experiments were carried out using a statistical design and the main and interaction effects on response variable was evaluated by analyzing 3D response surfaces. Based on the experimental results the optimum flotation conditions for maximum REE enrichment in the froth fraction was obtained at 4.2% Solids and 32.7 ppm of frother dosage for Healy coal sample and 10% Solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic equation for modelling and optimizing the response variable is found to be independent of collector dosage for both the coal samples. INTRODUCTION Alaskan coal deposits are distributed in three major coal provinces and are in Cretaceous and Tertiary rocks. The climate, vegetation type and sedimentation process has attributed to low sulfur content (averaging 0.3 percent) in Alaskan coals compared to other coal deposits found across the globe. In Central Alaska-Nenana and Southern Alaska-Cook Inlet coal province coal resources are contained in Tertiary rocks while bulk of the Coal resource in North Slope coal province is contained in Cretaceous and Tertiary coal bearing rocks [1]. Coals from Central Alaska- Nenana (Healy) and Southern Alaska-Cook Inlet province (Wishbone Hill) have been found to possess elevated concentrations of critical REEs as compared to the amounts present in world coals (Figure 1). The Wishbone Hill deposit is considered a relatively small deposit, with about 14 million tons of identified reserves, compared to Healy which has over 500 million tons identified [2]. The REE concentrations up to 286 ppm and 524 ppm on ash basis have been reported by Gupta et al. in 2016 with elevated concentrations Ce, La, Y and Nd which are expressed to be of critical importance by US Department of Energy. Accordingly, the two coal samples possess the potential to be used as a REE resource in the near future under favorable socio-economic and geo-political scenarios. [3, 4]"

"Federal regulations require that refuge alternatives (RAs) are located within 305-m (1000-ft) of the working face and spaced at one-hour travel distances in the outby area in underground coal mines in the event that miners cannot escape during a disaster. The Mine Safety and Health Administration mandates that RAs provide safe shelter and livable conditions for a minimum of 96 hours while maintaining the apparent temperature (AT) below 35°C (95°F). The National Institute for Occupational Safety and Health used a validated thermal simulation model to examine the mechanisms of heat loss from the RA to the ambient mine and the effect of mine strata composition on the final internal dry bulb temperature (DBT) for mobile tent-type RAs. The results of these studies show that most of the heat loss from the RA to the ambient mine is due to radiation (51%) and conduction (31%). Three mine width/height configurations and three mine strata compositions were examined. The final DBT inside the RA after 96 hours varied less than 1°C (1.8°F) for the three mine width/height configurations and less than 2°C (3.6°F) for the three mine strata compositions. INTRODUCTION Following a mine disaster, workers will try to escape the mine. If their escape is futile, they can take shelter in a refuge alternative (RA). In 2008, the Mine Safety and Health Administration (MSHA) mandated RAs in mines to ensure that a safe and livable shelter is provided for a minimum of 96 hours, and that the apparent temperature (AT) does not exceed 35°C (95°F) inside the RA [1]. An ongoing concern with RAs is the potential to exceed this limit. The temperature rise inside an RA is due to the metabolic heat released by the occupants as well as heat released by the carbon dioxide scrubbing system. The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type training unit RA in its Safety Research Coal Mine (SRCM) to investigate heat buildup in RAs. The 10-person capacity for the tested RA is based on 1.4 m2 (15 ft2) of floor space per miner. NIOSH-developed simulated miners, which are heat input devices that generate both sensible and latent heat, were used to represent the metabolic heat generation of an average miner (117 W) for testing in the SRCM. It was found that the number of occupants in an RA may need to be reduced based on the ambient mine temperature, which varies from mine to mine [2]. To further research temperature rise inside an RA, ThermoAnalytics, Inc. (TAI) was contracted by NIOSH to perform thermal simulations of the tested 10-person mobile tent-type RA. TAI developed a thermal model of the SRCM using RadTherm software, which incorporates a human thermal model (HTM) to represent the equivalent metabolic heat loss of a miner within the RA’s enclosed environment. The thermal model was previously validated by comparing simulation results with test results [3]. During a mine disaster in which miners would have to take shelter in an RA, mine ventilation may not be available. As such, mine ventilation was off for both the testing in the SRCM as well as in the simulations. This paper discusses the heat loss mechanisms and the effects of mine strata composition and mine width and height associated with a ten-person tent-type RA."

Compliance standards for respirable dust which are reduced because of high quartz concentrations have become an industry-wide problem. Research on the physical and chemical character of quartz-classified particles in respirable coal mine dusts indicates that they may exist in intermixed layers or may be coated by clay or coal material. The relative amount of intermixing varies with the coal seam being mined. If most of the quartz particles of a mine dust are "pure," then the dust may have a high fibrogenic risk potential because of truly free silica and the compliance standard should be lowered. If, however, the quartz is locked inside another material matrix, or coated, a reduced compliance standard may not be appropriate.

[The products of mites hive historically beet a very large and important segment of total shipment transported by American Railroads. Much as the Mining transportation Executives right have wished for coal and other mineral deposits to be found along navigable rivers, where railroads have for years been competing with the very aggressive Army Corps of Engineers and the inland waterway operators, the mineable reserves are more often that not located in the arid west far from these "free" waterways. The rivers cannot go to the mines but the railroads could, did, and continue to invest it new lines to reach new mines. The mining industry and the railroad industry have good reason to rely upon each other. The former Northern Pacific Railway, the Great Northern Railway, the Chicago, Burlington and Quincy Railroad and the Spokane, Portland and Seattle Railway merged in 1970 to form the Burlington Northern Railroad, with Lou Menk as its first President. As unofficial spokesman for the industry, be had, for years, conducted a tireless effort to educate shippers, lawmakers and the general public of the single most critical problem confronting the railroad industry, the strangle bold of government regulator.]

Computer simulation of mine ventilation systems is rapidly becoming an essential tool in mine planning and design. This paper examines the utilization of ventilation simulation techniques to evaluate the number, shape, size and layout of mine entries in a typical coal mining system. Since the mains and sub-mains serve mainly for transportation and ventilation and the ventilation system is critically important to the health and safety of the workers, there exists a great need for optimal designs in this area. Evaluation criteria, could include, among others, minimization of power costs, shaft requirements and leakage. Constraints of this optimization problem include health and safety regulations and production and mine infrastructure requirements.

TBM case histories from over 400 tunnel sections are analyzed presenting a comprehensive application of the Rock Mass Excavability (RME) index (Bieniawski et al.2006). The paper introduces two new adjustment factors, called the Factor of Tunnel Length and the Factor of Crew Effectiveness, which were established to represent more realistically the interaction of the rock mass characteristics, the TBM parameters and the performance of the crew operating the machine. A new correlation is provided for predicting the average rate of advance of double-shield TBMs working specifically in the double-shield mode.
