With the burgeoning development of precious metals heap leach mining projects throughout the country regulatory agencies are beginning to take a closer look at the short-and long-term environmental consequences of heap leach mining. This increase in regulatory review is occurring on federal, state and local levels, and is affecting both large- and small-scale mining developments. Small-scale mining developments are receiving especially critical regulatory scrutiny because in the eyes of some regulatory agencies, small developers lack the credibility automatically accorded to major mining companies. This is due in part to a bad image of small miners based upon past environmental problems and permit violations caused by a few, small operators. The proponent of a small mining development thus faces special problems during the project permitting process, and must convince the regulatory authorities of his company's ability and commitment to plan, develop, and decommission a mining operation in compliance with environmental regulations. Not only must the small developer have a thorough understanding of the regulatory requirements affecting his project, he must also devote considerable effort to careful internal planning in order to produce a well organized approach to project permitting. The importance of proper planning cannot be overstated. Project planning is key to convincing the regulatory agencies that the small miner is capable of developing a viable project. More- over, the economics of a small mining project demand permit acquisition at modest cost and in a timely fashion. A well planned permitting effort will thus ensure that permits are received within budget and on schedule. This paper will review the federal, state, and local permitting requirements for heap leach projects, and the variability of these requirements from state to state. The environmental assessment process for projects developed on public lands, and the acquisition of zero- discharge water quality permits, air quality permits, and local special use permits as they apply to small mining developments will be discussed. The paper will conclude with a review of project decommissioning and cyanide neutralization requirements and their implications for small-scale heap leach projects.

"TBM cutter life evaluation in abrasive granitic rocks is a very important issue, especially in pressurized face tunneling with mixshield TBM for which the planning of costly interventions becomes crucial. This paper presents an overview of methodologies for cutter life evaluation in rock. A comparative study is performed to indicate the predictability of cutter life evaluation methods based on detail data from the NS3 tunnel project in Singapore. A new model is developed based upon the cutter wear information of eight TBM tunnels from around the world. New methods are proposed to evaluate the optimum intervention interval length and the number of worn-out disc cutters for a tunnel project. Finally, two new laboratory tests in the evaluation of disc cutter abrasion, including a full-scale and a small-scale test, are introduced, and their test results are discussed. INTRODUCTION The issue of wear evaluation for hard rocks has been extensively studied in drilling and pavement industry. In this regard, several tests and evaluation methods have been proposed to estimate or evaluate the state of tool life (e.g. bit life for drilling). In the case of TBM tunneling, tool wear may depend on several factors such as mineral composition, strength, or type of cutting, but as the abrasion is usually the major mechanism for the tool wear in hard rock, the developed methods for cutter wear or cutter life evaluation are mostly based on the abrasion indices such as Cerchar Abrasivity Index (CAI). This paper attempts to review the major methodologies for disc cutter wear and life evaluation and to propose new methods to evaluate cutter life and intervention interval evaluation based on detail information of a mixshield tunnel project in Singapore as well as general information of some other projects from Iran, Italy, South Africa, and France. As the laboratory tests are crucial in the process of evaluation, two new lab tests are developed and used to inspect suitability of the new proposed model for disc cutter wear evaluation."

Blasting with the aim to reduce oversize boulders in underground has many hurdles due to limited accessibilities and poor site conditions. Optimized drilling and blasting parameters can help to achieve this objective. The major challenges of the blast designers lie within deciding blast geometry, namely drill hole diameter, burden, and spacing. The general approaches covered worldwide to determine burden-spacing are based on various rules of thumb, which are based on previous experiences of blasts and the associated outcomes. However, many parameters influencing optimum burden-spacing to achieve desired fragment size are site specific. Sometimes drill geometry is decided based on associated blasting hazards rather than rock fragmentation. The Kuz–Ram model is a worldwide accepted rock fragmentation predictor. The parameters associated with this predictor also include burden-spacing for a blast. Back calculation of burden-spacing from the Kuz–Ram model can be used to achieve desired fragment size. This paper deals with burden-spacing determination by using an empirical approach for the underground stope ring blasting.

PT Kaltim Prima Coal?s 13.1 km overland conveyor (OLC) was commissioned in 1991. It is of conventional 3 roller 350 trough belt type. Cost and performance optimization during initial design ended up with 5.4 mps belt speed, 1000 mm belt width to convey 1350tph, and 7 mtpa of coal. Despite high initial figure, the belt speed was lifted to 6.5 mps in 1996 to accommodate mine throughput increase. In 2002, new low loss ST2100 1100mm wide belt replaced the old ST2250 due for change-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to 8.5 mps, hence to increase the OLC capacity to 30 mtpa (million ton per annum). Performance data, experience of site personnel, site observation and tests, benchmarking, and information from equipment manufacturers were major inputs to the design review. The project fast track was another challenge in addition to executing modifications on a production lifeline. The project was completed within fifteen months and the OLC was successfully commissioned at 8.5 mps belt speed in February 2005. The OLC has been to date conveying 4 200 tph satisfactorily.

"Acid mine drainage (AMD) is produced when exposed pyrite (FeS2) reacts with air and water to form an acidic solution that usually contain contaminant levels of heavy metal ions. AMD can potentially contaminate surface water and soil if not treated. The primary objective of this study was to investigate the removal of dissolved aluminum, iron and zinc metal ions from natural AMD using water treatment residue (WTR), a low-cost adsorbent. WTR sorbent generated as waste material in drinking water treatment plants (WTP) was characterized and utilized for the sorption of Al, Fe and Zn in AMD collected from an abandoned coal mine site in southern Illinois that generates approximately 20 gallons per minute of AMD. Sorption experiments were performed using batch technique to obtain rate and equilibrium data. The effects of various parameters on sorption capacities of WTR were observed by varying contact time, pH of the AMD and WTR dosage. The adsorption studies showed rapid uptake in general for the first 80 minutes for Fe and Zn but much earlier for Zn. Further increase in contact time did not show significant change in equilibrium concentration indicating the onset of adsorption equilibrium. After the batch treatment of the AMD water with the WTR, the removal of Al, Fe and Zn were 99.8%, 99.85% and 95.5% respectively. The pH of AMD increased from 2.64 to a near neutral point of 6.74 after treatment. The laboratory results show that the low-cost WTR, which is an abundantly available industrial waste, has proven potential to significantly reduce the high metal ions in acid mine drainage. INTRODUCTION Mining activities provide the basic raw materials needed for infrastructure development and economic growth world-wide. However, it is well recognized that mining activities have been the cause of a variety of environmental pollutions, including AMD. Water seeping out of an old abandoned mine is generally characterized by low-pH with heavy loads of dissolved sulfates (SO4) and metal species such as Fe, Al and Zn among other dissolved elements categorized as toxic metals. The Bureau of Land Management’s Abandoned Mine Lands (AML) program reported the existence of about 46,000 abandoned mines in the United States. Several environmental problems have been reported to be associated with these mined out sites such as heavy metal poisoning, loss of vegetation, air pollution etc. (Boulanger & Gorman, 2004)."

The past history of uranium production has been dominated by strip and shaft mining methods, but recently in-situ leaching has emerged as a viable alternative for uranium recovery. (1-8) Mobil was the first company to start in-situ uranium leaching in New Mexico. Mobil's Crownpoint project areas are in Mdinley County and are part of the Grants Mineral Belt. The major uranium deposits in this area occur in the Westwater Canyon Member of the Jurassic Morrison Formation. (9-11) The ore depth at the Crownpoint project is about 2000 ft. In an earlier paper we discussed the uranium mineralogy of an areally broad sampling of Crown- point ore. (12) The organic carbonaceous material often associated with the coffinite ore was characterized in some detail. The organic material appeared to be a very mature, coaly-type kerogen derived from plant components. This result was consistent with other studies on such carbonaceous material. (13-15)

This paper deals with the minimization of ventilation costs for the controlled-flow mine ventilation network. Cost elements considered include the cost of power and the fixed cost of the fans. The problem is modeled in a mixed-integer programming format and solved via the branch and bound method. Computational experience with sample problems is discussed.

Major gaps in understanding hydro- thermal systems remain after a century of studying fossil ore deposits and active geothermal areas. The periodically rejuvenated concept of "stacking" ore deposit types has never been verified by a continuous sample. Basal and marginal regions of both “fossil" and "active" hydrothermal systems normally lie beyond the limits of economic exploration, remaining inadequately exposed. Incomplete scientific under- standing of he vertical transitions clearly limits the efficacy of exploration programs for hydrothermal ores of all types. The Continental Scientific Drilling Committee's (CSDC) Panel on Mineral Resources has defined dedicated research objectives and add-on experiments to industry or government drill holes of opportunity.

Computers are a valuable tool to the aggregate industry and should not be overlooked. The selection of proper mechanical components is necessary. Merely the addition of a computer to operate a mechanical system will not guarantee that the system will work. Material delivery by rail or truck for stock-piling and intra-plant material transfer can be accurately supervised by automation with simplified controls for the layman to use. There are mechanical problems that occur in material blending and load-out systems when such a system is automated. Such things as material flow, bridging, stockpiling methods, overloading of equipment and safety must be considered. How these problems can be overcome by proper selection of compatible mechanical and computer equipment will be discussed. Also, there are many individual material circuits in a plant that can be computerized at a nominal cost. This type of computer installation will not necessarily result in increased production, but it will produce greater efficiency in manpower. These small computers, binary counters, memory circuits and other devices and their application to the aggregate industry will also be presented. A careful evaluation of the mechanical and computer inter-relationship by someone understanding both "Rocks and Electronics" is essential to proper handling of material by computers. Computers for the mining industry may be either digital or analog computers. Unless the computer is to control some type of chemical process, such as a cement plant, the, analog computer is not required and the digital computer' will be quite adequate and less expensive.

Introduction The South African Iron and Steel Co. Ltd., in Sishen, operates a large iron ore mine in the Cape Province of the Republic of South Africa. The mine is about 600 km (370 miles) west of Johannesburg. Its annual capacity is 100 Mt (110 million st) of ore and waste. Present production is 60 Mt/a (66 million stpy). The mine operates continuously six days a week. Primary equipment includes 55 154 t (170 st) Wabco and Unit Rig trucks and 14 P&H shovels. During 1979, a feasibility study into the application of a trolley assist system was launched. This was due to the escalation in diesel fuel costs and the appeal by the South African government to reduce the use of fossil fuels. Tests and economic evaluations proved the system technically feasible. The estimated discounted cash flow return exceeded 50%. Diesel fuel consumption would be reduced by 120 ML (31.7 million gal) in the next 10 years. The construction of 7.7 km (4.8 miles) of line and the conversion of 66 154 t (170 st) trucks were completed in March 1982. System description The conventional 154 t (170 st) diesel electric rear-dump haul-truck is equipped with two direct current wheelmotors in the rear axle. They drive the rear wheels through planetary gearboxes. A 1.2-MV (1600-hp) diesel engine and an alternator is used to power the wheelmotors. The trolley assist system consists of an overhead power line, a current collector mounted on the truck, and add-on control equipment where external electric power is routed by way of the current collector to the motorized wheels. The diesel engine is used to propel the truck on level sections. On inclines, the wheel-motors of the truck are coupled by way of a current collector to the externally generated electrical power supply for propulsion. The diesel engine, having lower output than the wheelmotors, limits the truck performance. Previously, maximum output was required from an engine on inclines. By supplying the wheelmotors from a virtually unlimited outside electric energy source, the truck performance is enhanced to the extent that speed is increased by 46% and fuel consumption reduced by 75%. System design The unique operational requirements of this mine rendered the already proven trolley pole system useless. Minimum loss in truck mobility and flexibility was required. Overhead lines and substations were required to be relatively light and portable. This enables fast repositioning of a line with no loss in material. These unique specifications set the base for the design of the Sishen system. Steel I-beams, 203 x 203 mm x 52 kg/m (8 x 8 in. x 35 lb per ft) with lengths varying from 8.3 to 11.3 m (27 to 37 ft), mounted on base plates about 4 x 2.6 m (13 x 8.6 ft) were used as masts. The masts were erected at about 50 m (165 ft) and the base plates covered with about 12 t (13 st) of iron ore to keep them absolutely stable. Results from the pilot installations indicated that using single cantilever cross arms for insulator and overhead conductor suspension was not practical. The tension in the overhead varied too much with temperature changes, causing too much sag in the lines. There had to be a positive and negative conductor. It was decided to suspend each polarity on an independent cantilever and keep the conductors under constant tension by weights acting through a two-to-one pulley tensioning arrangement. For each overhead conductor, a standard 160-mm (6.5-sq in.) grooved copper railway conductor was used. To obtain the necessary current carrying capacity, two of these conductors are used in parallel per pole. Insulators are rated at 4 kV and are of the composite type. An 11-kV three-phase line, supported by the pantograph line masts on the opposite side of the dc line, feeds the rectifier stations. The rectifier stations consist of an 11-kV to 860-V, three-phase 1.46 MVA transformer and a three-phase diode bridge rectifier. Geologic and technical factors such as coal seam thickness, stripping ratios, roof conditions, partings, faults, and size and geometry of the reserve block greatly impact the availability of Illinois coal for mining. Residential and commercial developments also restrict access to coal reserves in some areas. Despite the collective effects of these factors, large blocks of bituminous coal reserves suitable for efficient, low-cost underground mining remain available in Illinois.

The use of fillers and reinforcements for plastics has increased considerably over the past few decades. For example, in the 1980's the average growth rate of filler use was 5.8%. [Katz and Milewski, 1987] Similar filler use growth rates occurred in the 1970's due largely to the increase in price of petrochemical starting materials for plastics. While filler use is still sometimes predicated on the cost benefits associated with their addition to the plastic, other mechanical and performance advantages associated with filler addition are being realized, and account for most of the increased usage. Plastic filler types are many and varied, and include both inorganic minerals/metals and organic compounds, with the former type being, by far, the more common. Common mineral fillers include oxides, including both natural and synthetic silica; carbonates, particularly calcium carbonate; clays such as kaolin; and silicates like mica and talc. It has been recognized that a number of factors influence filler performance, including particle size, shape, surface area, and hardness to name a few. In addition, the interaction between the filler and the plastic is of paramount importance as this interaction will determine the wettability, bonding and the adhesion between the two materials, and ultimately, the mechanical properties of the composite. Froth flotation has long been recognized as a viable process to separate different mineral types. [Leja, 1982] Prior to flotation the minerals are liberated from the ore by comminution. The mineral particle size range produced by this comminution process is typically between 300 and 10 microns. This size range is also typical of mineral fillers for plastics. The size similarity between mineral fillers and minerals concentrated by froth flotation is only one of many similarities that can be found.

"The Functional Performance Equation calculated from a plant grinding survey defines two distinct ball mill circuit efficiencies and how they relate to total production rate through the target grind size. The survey data are also used to calculate a complete ball mill size distribution model, represented by the energy specific grinding rates, not just through the target grind size, but through all the size classes. Cyclone separation performance is represented by individual size recoveries to underflow. When these two unit operation performances are entered into the circuit modelling program (Streamline™), along with the circuit feed rate and size distribution, all the circuit survey size distributions and mass flows are perfectly regenerated by the program. The many issues associated with the historical Epstein (breakage-selection) models are eliminated. Once the circuit program is populated, pump and cyclone performance changes can be evaluated using a step-by-step procedure in order to maximize Classification System Efficiency. Mill water use and media sizing opportunities are also diagnosed in order to maximize Mill Grinding Efficiency at the size of interest. An example is provided. This circuit analysis and modelling system, and related training, is provided through a web-based application. INTRODUCTION Since its development (McIvor, 1988), the Functional Performance Equation for ball milling has facilitated new understanding of industrial circuit cause and effect relationships, leading to significant strides in operational performance. Success stories of this refreshing approach to plant circuit performance improvement are now too numerous to list. Finch and McIvor (circa 1986) also discovered that the Functional Performance “Mill Grinding Rate” at the size of interest was the same cumulative grinding rate that is calculated from mill feed and discharge size distributions using a first-order rate equation. By calculating these cumulative grinding rates for all screen sizes, a complete ball mill model is generated (as used by Finch and Ramirez, 1981). Others in industry, Hinde and Kalala (2009), for example, have noted the same. Lacking the complexity needed to maintain their interest, most researchers have ignored this model, broadly opting instead for Epstein’s (1948) characterization of grinding as a chemical reaction, combining “selection rate” and “breakage size distribution” functions. The much simpler ball mill model presented here has previously been incorporated into a proprietary circuit modeling program (McIvor, 2005) and used for plant improvement work (for example, see McIvor and Finch, 2007, and McIvor, 2014). Now, by combining this extremely business-friendly ball mill model with optimization criteria from Functional Performance Analysis, a circuit modeling system (including the needed supplementary steps to assure successful plant implementation of circuit design changes) is at the disposal of every plant metallurgist, grinding equipment/material provider, and circuit designer."

A number of studies have been conducted in active and inactive mine environments using continuous monitoring and data acquisition systems to detect various parameters. In addition to the information obtained for research purposes, these monitoring systems can provide a means to remotely collect required information (such as radon daughter concentrations and air velocity) and control various conditions (such as fan operation and air door position) in numerous working sections of an active mine. Selection of detector locations and placement, which are critical to obtain the information and control desired while not inhibiting mine operations and influencing the detector readings, are covered in this paper.

Longwall mining has gained acceptance as a safe method of maintaining coal production where conventional systems were unsuccessful or uneconomic due to bad roof conditions (Kuti8). One of the major problems confronting American operators involves the correct choice of equipment which should be selected to suit the local mining and geologic conditions for optimum productivity. To achieve this, factors such as rock strengths, local geology, panel geometry, and panel orientation must be examined to optimize production and minimize down time due to ground control problems. Little quantitative information is available in the literature regarding the effects of geologic conditions on American longwall operations, and past implementations of longwall systems appear to have been based largely on experience. When mining engineers are able to assess the geologic conditions both quantitatively and qualitatively, they can more fully optimize equipment selection and panel design.

Recent antipollution legislation for the control of mine tailings and waste-water has required an increasing number of tailings ponds. Many of these new waste-retention ponds are being constructed in congested locations, or the older ponds have reached such a size that--if failure occurs--they pose a threat to human life and public property. Although the typical tailings-disposal embankment represents--to the casual-, observer or the economy-minded mine official--a rather ugly but benign and stable pile of waste, they are in fact an extremely sensitive structural mass, retained behind the frailest of dikes. Failure of the waste mass requires only a minor change in water retention or weather conditions, erosion or piping of the ground strata, shifts in load or slight earth tremors. When failures occur, the results can be disastrous. In the U.S., we have been fortunate that, so far, pond failures have not caused loss of life. Thus, failures in this country have attracted little public attention. Present tailings-pond construction methods used by the mining industry require the barest money investment, and little engineering effort. Unfortunately, this superficial approach may increase short-term profits, but the practice may be conducive to the construction of needlessly weak structures. In coming years many of these designs will probaly become corporate liabilities. A typical pond is portrayed in Figure IA. This particular pond in Arizona is 1 mile long and 3/4 mile wide. Of the halogens, the gold iodide complexes are the most stable in aqueous solutions. A series of experiments were performed to investigate the kinetics and mechanism of the leaching reaction between gold and iodide. Using a rotation disk technique, the effects of rotation speed, iodide and iodine concentration, temperature, pH and in the presence of different electrolytes were measured. Oxygen and hydrogen peroxide were also examined as oxidants in the iodide system. The first order reaction rate was found with respect to 13 and half order reaction rate with respect to 1-. The comparison of gold leaching between iodide and cyanide is also presented, in which a rate constant of about 2.6x10-9 mol/cm2? sec for 10-2 M I- and 5x10-3 M I2 was obtained. This value is close to that -for typical cyanidation. Cyclic voltammetry experiments were also performed to examine the electrochemical nature of the reaction which will be presented in part II of this study.

New or improved technology will continue to drive productivity improvements through the next decade. In January 1988, I presented a paper titled, "Large Underground Mines of the 1990s? before the SME. I will follow some of the themes developed in that paper as modified by our experience in the past two years. In order for a coal company to be profitable today, it has had to reduce unit costs experienced in the past. This is because the current average realization, even accounting for a recent strengthening, remains below that of a few years ago. Doing business as was done in the past is not good enough. The coal industry needs to increase productivity in the range of 5-10% annually merely to stay even with rising costs. Underground productivity has been increasing more rapidly than that for surface mining. With the exception of the Powder River basin of Montana and Wyoming, underground productivity has caught up with that for surface mining in many regions of America. There are a number of technological factors which have attributed to increases in underground productivity and which should be factors in the future.

"The Sydvaranger magnetite mine closed in 1996 due to low iron ore prices and was reopened in 2009. The flowsheet has remained more or less as in the old plant, based upon two grinding steps followed by magnetic separation. The magnetite is free of harmful elements and should be attractive on the high quality market. This requires a concentrate containing less than 2% SiO2, which previously was achieved by amine flotation. Amine was preferred because it could be used with sea water. The use of amine is now restricted by the Norwegian Climate and Pollution Agency. Therefore, testwork to replace cationic with anionic flotation was done. Activation of quartz with Ca or Mg ions prior to anionic flotation was shown by research from 1960 to 1980 to be effective under laboratory conditions. The old research results have been followed up in order to make a commercial process for Sydvaranger. Calcium activation works excellently with all Sydvaranger ores, including the ones containing amphibole minerals, but Ca activation requires the high and not environmentally friendly pH of 12.4. Magnesium activation at pH 10.5 is a little more challenging, because the maximum concentration of MgOH+ is about 100 times lower than that of CaOH+. Fortunately, the major impurity in the main Bjornevatn orebody is quartz, which responds well to Mg activation. The process does not appear to depend much upon water quality, as the silicates may already be activated during grinding and magnetic separation in recycled water. The new process is environmentally friendly, as only well-known household reagents are used; oleic acid or tall oil, dextrin, sodium hydroxide and magnesium chloride at pH 10.5.IntroductionThe processing plant of Sydvaranger Gruve AS (SVG) is located in the port town of Kirkenes in the northernmost part of Norway, 10 km by rail from the high-grade deposit of Bjornevatn. This plant has been able to beneficiate magnetite ore to up to 99.5% purity, as described by Sandvik and Malvik (2001). Using the magnetic properties of the ore and making the most out of its enviable liberation characteristics, the original plant consisted of ball mills and 600-mm magnetic separators. The plant was shut down due to market conditions in 1996 but reopened in 2009."

Rolling disc cutters are the business end of hard rock and mixed face tunnel boring machines (TBMs). Since their first successful employment on a TBM over fifty years ago, disc cutter technology has constantly evolved, allowing modern TBMs to excavate very hard and abrasive rock efficiently. Disc cutters have also been employed successfully on earth pressure balance (EPB) and slurry machines, cutting rock under water and ground pressure. The range of materials excavated by machines today is broader, excavation rates higher and cutter costs lower than ever before, proving the value of investment in cutter development. This paper describes recent improvements in disc cutter components including cutter ring materials and processing, as well as improvements in lubricants, bearings, seals and cutter condition monitoring. These developments have resulted in more reliable cutters capable of operating in a wide range of geological conditions. Ultimately these improvements result in a better value for both contractors and project owners.
