"INTRODUCTION The Jefferson Barracks Tunnel is in the final stages of design and is expected to go out to bid in the summer of 2016. The project is located in south St. Louis County along the west bank of the Mississippi River, about 13 km downstream of the St. Louis Gateway Arch. The project consists of a deep sanitary sewer tunnel, a deep pump station and several intakes. The intakes will divert sanitary flows into the tunnel and the tunnel will convey the flows by gravity to the Lemay No. 3 Pump Station, which will pump them up into the Lemay Waste Water Treatment Plant. The tunnel is about 5.4 km long and will be lined with 84-inch (2.1 m) fiberglass pipe. It drops at a gradient of 0.1 percent from south to north and will be bored through strong limestone using a hard-rock tunnel boring machine (TBM). The diameter of the TBM is anticipated to be about 3.4 m. The Owner’s original concept was for a relatively shallow tunnel so as to minimize construction and pumping costs. The preferred alignment ran close to the river, next to the existing force main, which was to be abandoned. Keeping the tunnel close to the force main would reduce the amount of shallow sewer work needed to connect the existing feeder sewers to the new tunnel. Several geotechnical investigations were performed, with shallowly focused geophysics and the borings all going exactly down the conceptual tunnel depth. Limestone bluffs run along the Missouri side of the river. These bluffs are pockmarked by sinkholes and riddled with karst. Large, well-known caves occur both north and south of the alignment. Karst features, including deep crevices and possible caves, were found in those early geotechnical investigations. Many of these features extended well below the level of the Mississippi River and would have been encountered by the tunnel. If a large crevice or cave were encountered, then the inflow of mud and water into the tunnel could have been large and possibly uncontrollable. Something had to be done to mitigate this situation. Pre-excavation grouting was considered, but the program would have been huge and extremely expensive. Using a closed-face TBM with bolted and gasketed lining was also considered, but that too was both risky and extremely expensive. The Owner could have abandoned the tunnel altogether and built a new force main, but that would have brought a whole new set of problems and was undesirable to the Owner. The last option was to move the tunnel away from the karst."

Traditional fine-grinding mills in mineral processing rely on the use of steel medium for particle size reduction. The IsaMill (a horizontal stirred mill with a 3, 000-L net chamber volume and a rated motor power of 1,120 kW) has successfully adopted a novel product-separator design, which has led to a major revision of medium use in fine grinding. The IsaMill separator has successfully operated with a wide variety of medium types, such as silica sands, river gravel, smelter slag, run-of-mine ore fractions and steel shots, with sizes ranging from 0.5 to 10 mm. Great flexibility in the IsaMill operations has been achieved for processing feed as coarse as 120 µm to a product as fine as 5 µm. This paper discusses the performance of two inert grinding media in the IsaMills that are used at Mount Isa Mines Ltd. for the processing of galena- and sphaleritebearing ores to below 10 µm. They are the copper reverberatory furnace slag (CRFS) and the heavy-medium plant rejects (HMPR). A methodology was also demonstrated for comparing the medium performance and for scaling up the IsaMills from a 1.5-L laboratory batch mill to a full-scale 3,000-L mill.

Adverse geological condition is a major factor which makes construction difficulty in tunneling. But if it is predicted and tunnel support is made efficiently in time, the above difficulty can be reduced. It is necessary to develop one or several effective and economical geological methods for prediction of tunnel geology while expensive and time-consuming instruments are used. This paper reviews and proposes several geological methods for prediction of fault, seam, contact zone, and groundwater inrush. These methods have been proved to be effective and economical in tunneling practice in China.

It seems to be a matter of general understnading that title extraction or use of ground water may not be used as the basis of a depletion deduction under the United States Revenue Code And indeed, I have been unable to find any precedent upon which to base such a deduction. It is for this reason that the Shurbet case, which is the subject of my discussion and is now before the Court, may well become a precedent as authority for the allowance or disallowance of a depletion deduction for income purposes. It is well known that the law recognized that capital is consumed in the process of extracting minerals, oil and has, other natural deposits, and timber (underscoring supplied). This exhaustion, or depletion, is likened to the using up of raw materials in manufacturing. The law, therefore, provides a deduction for depletion which is intended as compensation for the exhaustion of assets consumed in the production of income through severance of minerals, oil and gas, other natural deposits, and timber.

In the last decade or so, the importance of effective preventive maintenance controls and practices has taken on a new and accelerated emphasis. Advances in technology and changes in equipment and product designs impose more precise and demanding standards of quality, productivity and customer service at a very rapid pace. Daily, it is becoming more apparent that in order to fulfill current requirements, existing manufacturing practices and associated control programs must also be upgraded and expanded. This is particularly true in the field of maintenance services. As production and quality standards become more demanding, effective equipment maintenance takes on more importance and becomes more difficult to sustain. In modern plants, the failure of a single equipment component can shutdown a complete production line causing interruptions to operating and shipping schedules that result in costly downtime, dissatisfied customers, and reduced profits. These costly experiences can be minimized with an effective maintenance program that provides maximum equipment reliability and minimum downtime and readily adapts to revision and change. The Mission By-Products Plant at the Mission Concentrator of the American Smelting and Refining Company, some 20 miles south of Tucson, Arizona in the Twin Buttes mining area, has been in operation slightly over a year. The plant produces a molybdenite concentrate a copper concentrate and, at times, a zinc concentrate. An intensive test program of over three years was conducted at Mission to make the recovery of molybdenum economic. Briefly it was found necessary to make a scavenger concentrate in the copper mill before it was possible to recover economic quantities of molybdenite. By so doing there were resulting additional recoveries of copper, silver and zinc. This program resulted in the design and construction of the existing plant. A paper by the authors discussing the test work and the design was presented at the, October 1965 meeting of the American Mining Congress in Las Vegas, Nevada, by Mr. Wayne Bossard.

All mining operations using trucks have a common need to properly match the number and size of hauling units (trucks. wagons. scrapers. etc.) to a loading unit (wheel loader. hydraulic shovel/excavator, cable shovel. push tractor. etc.) to provide the best possible fleet match. Optimizing fleet match minimizes the cost per unit of material moved by that fleet. As haul conditions change (haul length. grade. or rolling resistance), there may be need to adjust the number of trucks to maintain the optimum fleet match. Fleet Production and Cost is a tool which, among other things, can be used to optimize the truck-loader match.

Since 1993, Newmont has been actively growing through the development of three major foreign mining operations with a fourth under construction. The first project, Yanacocha in Peru began operating in October 1993 at a time when political and business risk in that country was considered high. In 1995, Newmont began operating the Muruntau Joint Venture in Uzbekistan, the first of its kind in the CIS. In early 1996, Newmont started operating the Minahasa mine in Indonesia. Now, in early 1997, Newmont is undertaking the construction of a $1.9 billion project in Indonesia and is completing a feasibility study with our partner for the development of a gold operation in Mexico. All of these projects have been considered "risky" by most standards, and Newmont has been very successful in all of them through risk mitigation programs including utilizing strong and successful in-country partners, concentrating on developing a strong national workforce with minimal expatriate employees, utilizing World Bank, EBRD and IFC financing and building and maintaining strong ties with host governments. This paper describes in more detail, some of the risk mitigation programs that Newmont has used to successfully grow the company through development of major foreign mining operations.

A fluid mining process has been developed by the writer whereby phosphate deposits are leached in place through the injection of a weak and recoverable acid solution much in the same manner as in the recovery of oil by water-flooding. The phosphate mineralization is dissolved In place, selectively treated in a surface plant and a high grade diacalcium phosphate substatially free of fluorine (hence of feed grade quality) is recovered. Because of its finely divided and powdery state, the plant product is highly desirable as stock material for the manufacture of triple-superphosphate and of high grade phosphatic chemicals. Details of well completion, fluid injection, areal sweep and solution efficiency, plant design and economics are presented The rate of return on investment is particularly attractive under conditions of shallow occurrence of the phosphate mineralization such as in the Bone Valley formation of Florida. The process may also be applied economically to the Phosphoria formation of wide- spread occurrence in the Northwest United States through the application of selective formation fracturing (or Hydrofrac) previous to fluid mining operations.

The principal object of an underground coal mine transportation sys- tem is to move coal from the face where it is produced to the outside of the mine where it is prepared for market. In addition to the movement of coal, a transportation system must also move supply materials to the inside; it must move men in and out of the mine; and it must move rock and other debris out of the mine for disposal. Usually, mine haulage is divided into three categories named for the various areas of the mine served : 1) Pace Haulage. This is used at face from the mining machine to the intermediate transport system. 2) Intermediate or Secondary Haulage. Generally this is used between face haulage and main haulage. Sometimes this is merely an extension of the main haulage. 3) Main Haulage. This extends from the secondary haulage to the outside and is usually either a track or conveyor system, sometimes a combination of both. Transportation modes of coal in the various areas pose different problems, but the whole system must be synchronized. For instance, at the face the coal should be removed quickly from the various places to facilitate the movement of machines, whereas the intermediate system just passes the same coal on to the main transportation system. Selection of the transportation system must be based on the seam height, mining methods used to extract the coal, capacity required, ease of coal handling, and haulage efficiency. When driving rooms, mine cars can be used. They often simplify supply haulage and rock handling because they can also handle these items. Conveyors could be used and would have a greater haulage capacity but they cannot handle supplies easily or segregate the rock. When using a different mining method, such as longwall, mine cars cannot be used because there is not sufficient space to move the cars at the face nor can the cars haul the coal without delays which would cause excessive losses in production. As for ease of handling at a longwall face, conveyors are convenient because of their low height, ruggedness, and ability to operate while being advanced. Similarly, in low seam heights, conveyor systems are easier and more economic to operate than the regular track haulage because roof has to be taken down for handling mine cars of adequate size.

At Kerr-McGee's Galatia Mine in southern Illinois, the need for safe and efficient longwall moves prompted a detailed planning effort. Galatia Mine operates two longwalls on separate coal seams with different geologic conditions. An overview of the longwall move planning as related to manpower training, roof control, ventilation, transportation, equipment recovery and setup will be discussed. The impressive safety record achieved during each of the longwall moves at Galatia Mine verifies that health and safety planning does play a major role.

Traditionally in coal processing jigs have been used to clean the coarse coal fraction, the +3/8" or +1/4" material. Today with the advent of modern fine coal jigs in the United States, its place was moved from the coarse to the inter- mediate coal circuit, the 3/8" x 100 mesh. The most economical coarse coal circuit to build and operate is a heavy media bath circuit. The following table summarizes the cost per raw coal ton processed for a coarse coal jig circuit, and a coarse coal heavy media bath circuit. The flowsheets used to compare these two circuits are shown in Figures 1 and 2.

Sampling is used in all scientific, engineering, marketing, and financial disciplines. The scientific theory of probabilistic sampling is a well established field, providing a general framework for basic methods that can be applied in fields that would appear to have little in common. The revolution in sampling occurred, in part, as a response to the need for quality control in industry during the Second World War. Since this time probabilistic sampling methods have been replacing pre-scientific non-probabilistic methods of sampling. This has not been the case, however, in the mineral industries in the United States. No general agreement on a theory applicable to all sorts of particulate materials has been reached. As a result, non-probabilistic methods are still widely used and the measurement of sampling precision - the hallmark of scientific sampling - is unknown. Much of the research on particulate material sampling that has been carried out over the last 40 years can be characterized by a lack of theoretical reasoning and rigor, an unwillingness to acknowledge previous work, and a lack of integration with existing, established scientific sampling theory. Non-standard statistical terminology is used and often standard statistical terms are misused. The confusion that has resulted is reflected in ASTM and IS0 sampling standards and in the practice of particulate material sampling.

"Ore morphology plays a vital role during the milling and liberation of minerals. This study was carried out to understand the role of mineral crystallography and mineral interfaces on the milling and liberation processes. Data related to mineral crystallography, Vickers Hardness Number and beneficiation processes were collected from literature, and detailed statistical analysis was conducted to relate these parameters. Review of the crystallographic information of minerals present in ores indicates that molecular weight and cell parameters significantly affect milling and liberation characteristics. Mineral interfaces were classified into the three categories of coherent crystals, semi-coherent and incoherent crystals, and breakage behaviors were studied. The studied cases revealed that these material interfaces control the micropore properties that play a vital role in the initiation of intergranular and intercrystalline fractures which occur in siliceous manganese ores and dolomite as a result of thermal treatment. In contrast, banded hematite jasper and coal exhibited a much more complex fracture pattern due to their coherent interfaces and finer physical associations. This study explains the effect of the various types of interfaces on milling, and the approach can be helpful in developing a methodology to enhance mineral liberation with minimum energy consumption.IntroductionComminution is a vital unit operation in the mineralprocessing, cement-making, power-generation and pharmaceutical industries. Its importance in mineral beneficiation operations is increasing every year as a result of the growing need to exploit lower-grade ore bodies and process reject materials (Blazy et al., 1994; DOE, 2005). Low-grade ores require significant energy during grinding to liberate the valuable minerals, which are further separated from the gangues by various beneficiation methods. Various attempts have been made to enhance mineral liberation during grinding to minimize energy consumption. Most of these studies focused on the analyses of the compression mechanism, chemical additives, thermal treatment, microwave treatment and electric disintegration (Klimpel and Austin, 1982; Norgate and Weller, 1994; Bearman et al., 1997; Kumar et al., 2010; Wang et al., 2011; Singh et al., 2012). However, many of these efforts had limited success, and there is a need to see the problem from a fresh perspective."

"CURRENT BASIS OF GROUND SUPPORT DESIGN ANALYSIS The current strategy used in determining what kinds of support are needed is based on empirical design charts (Grimstad and Barton, 1993). Figure 1 is an example of the topcut analysis used for a 14 foot wide (4.3 meter) drift, which is the current design width used for topcuts at TRJV mine. The majority of our topcuts are situated in ore of the Type IV and Type III weak rock class categories that necessitate the use of bolts, mesh and 2”-4” of shotcrete. This type of empirical chart gives excellent guidelines for the kinds of support, and it is based on case histories of civil tunneling and mining properties. It is a good starting point for determining the kinds of support needed, but not to the detail needed to optimize the number of bolts, type of mesh, or combination of types or strengths of shotcrete. This report is an attempt to help quantify the safety factor and optimum design parameters to include mesh and shotcrete as part of the design criteria and subsequent safety factor.SAFETY FACTOR ANALYSIS: BOLTS ONLY One type of safety factor analysis used at TRJV for the past 7 years is described as the “dead weight” method, developed by Pakalnis (2008). It involves the support of a conservative “dead weight” of rock held in place by bolts in which the depth of failure is approximated as a wedge whose height is one-half of the span. The failure or dead weight wedge resembles a triangular wedge that must be supported by the remainder of the bolts going through the wedge (see Figure 2).The support capacity of the system is determined by the bond strength of the bolts holding up the wedge, which is in turn based on the RMR. The method assumes the total support capacity is the sum of the individual bolt values defined by either the breaking strength or the bond strength of the bolts (whichever is lower) passing through the failure surface."

After the merger of Newmont and Santa Fe Pacific Gold, Newmont created significant synergies of over $50million per year in Nevada, primarily through optimal ore movements and consolidation of various functions. During the current period of low gold and copper prices, Newmont has refocused its efforts on efficient operations worldwide. This paper will describe the methods and programs that continue to be implemented at Newmont's many mine facilities in Nevada. Newmont has used a combination of computer technology, optimal use of infrastructures, procurement strategies, functional consolidation, enhanced mine planning and a variety of available metallurgical processing options to decrease the cost of operations and increase profitability.

Little did I know, in 1977, that when the A. P. Green Refractories Raw Material Manager showed me 5-6 burlap bags with samples of calcined high alumina bauxite in their testing lab that this was the start of China moving to be the number one user and producer of calcined refractory bauxite. According to Ted Dickson in his August 2008 Industrial Minerals article China produced about 4 million tons of calcined bauxite in 2007 using 2 million tons themselves. They imposed an export limitation of 970,000 tons in 2007 and 940,000 tons in 2008. A 10% growth will take up the difference between exports and production in 4 years. Two of these years are gone. It will take only 4 more years to eliminate the export quota in home use. Then they will be importing unless they increase production. Guyana was exporting over a half million tons in 1975 and sold less than 70,000 tons in 2002. Basai Metals Group bought Guyana?s deposits and is rose to 250,000 tons in 2007 and expects to produce 280,000 tons in 2008. PRICES According to the USGS Prices dropped from $172/per ton for Guyana calcines in 1980 just after the start of Chinese production to $122 in 1985. Guyana prices averaged around $120/ton from 1985 to 2005. China?s price dropped as low as $45/ton in 1995 undercutting Guyana and making it virtually impossible for anyone to get into the market. The price suddenly escalated to $550/ton FOB China in the summer of 2008 when China actually cut its exports in half. The price dropped in the fall as orders dropped. This is a four to five fold price increase. Is this a shortage of bauxite or a monopoly? Australia dropped out of the market in 2008 and Surinam, controlled by Alcoa, is not participating right now. Will these two come back in to make up the difference? Will the price hold up so they can make a profit? [ ] The low prices have undoubtedly affected the prices of the 60 and 79% alumina bauxite which can hold down the quantity of 80% plus calcined refractory needed in the world market. China is starting to upgrade lower quality bauxite up to 90% alumina. With high prices kaolin alteration to high alumina comes into play. The calcined bauxite is also used for proponents, Brown fused alumina, and abrasive grades which compete with Refractories. These and the tightness of supplies needed for metallurgical will hold prices up. TONNAGE China is the number one supplier and consumer of high alumina calcined bauxite in the world. Basai Metals Group Guyana (BMGG) is owned and controlled by Basai Minerals Group of China. This appears to be the second largest supplier. Australia has dropped production and Brazil is just starting to expand. It appears China is going to replace some of exports caused by the Export License 940,000 ton maximum in 2008 by raising Guyana?s (BMGG) production of calcined refractory grade bauxite. Companies exceeded restriction in 2007. Fines have been imposed for 2008. In August 2008 they appear on line to meet the 2008 quota. After August prices have dropped off as orders dropped due to the recession. Guyana was the largest producer in 1975 with 769,000 tons which decreased to less than 79,000 tons in 2002. The U. S. is a small part of the world production. I have used the United States charts to represent world imports because I have little data on what other countries import and pay FOB for their bauxite. China started exporting calcined 80% plus refractory bauxite to the United States in 1979 with 24,000 tons. By 1985 they were the number one importer with 169,000 tons. Guyana who had been number one in shipments to the United States gradually decreased to 36,000 tons in 2006. Guyana has been purchased by China BMGG and will increase there production to over 200,000 tons in 2009. Australia shut down production in 2008 and Surinam has elected to not send any Calcined bauxite to the United States. The U.S. Bureau of Mines inventoried and characterized mineral sites and production plants within 200 km of the border in both the U.S. and Mexico. Sources of information included the USBM Minerals Availability System, the USBM Automated Mineral Information System, the USGS Mineral Resources Data System, the Mine Safety and Health Administration Address/Employment File, and the literature. Three hundred seventy-eight major construction material and industrial mineral properties were identified and characterized in the U.S. and Mexican parts of the Borderlands. Sixty-six major metallic mineral properties were identified and characterized in the Mexican part of the Borderlands.

The New England States form the most northeastern portion of the continental United States and include Connecticut, Rhode island, Massachusetts, Vermont, New Hampshire, and Maine. These states have an aggregate population of over 10.5 million people, and an average annual population rate increase of about 1.3%. A great deal of new construction is required each year to meet the increasing demand for new homes, roads, offices, factories, and warehouses. Yet, prices of construction materials such as blocks and concrete are generally higher in New England than in other well populated areas of the United States. This is an indication of local demand being somewhat greater than supply, an atmosphere conducive to new developments in the production of construction materials. One such field of development is the rapidly growing Lightweight Aggregate Industry. Recent construction in Boston has used a great deal of lightweight aggregate. New structures using lightweight aggregate in lightweight concrete include the following: M.I.T.'s 20-story Earth Science Center and 17-story Married Students Housing Project Prudential Life Insurance Center, West End Redevelopment Project at Charles River Park, Hotel Americana, and the British-owned 33-story office building at 50 Pearl Street.
