This is a description of the efforts of a research project intended to demonstrate methods of alleviating pollution from coal mine refuse piles and slurry lagoons. These are mainly derelict barren sites. Some are burning and some are vulnerable to wind erosion which causes air pollution. Some occupy valuable land near metropolitan areas. They are an integral part of the landscape of the Appalachian and Midwestern Coal Fields. They are important in the light of growing civic awareness of the great general problem of waste disposal and environmental improvement. In the V-shaped valleys of the Pocahontas Region, they continue to be piled higher and higher. In flatter topography, they tend to form broad, flat ridges. Some contain more metal forms than others and some have a minimum of metal, but weather to a fine talc, which chokes streams with a fine particle suspension. Most are burning or have burned, but burning or weathering, most all are sources of pollution to the atmosphere and to adjacent waterways. This demonstration project is being carried out at an abandoned mine near the town of Du Quoin in southern Illinois. It is jointly sponsored by the Truax-Traer Division of Consolidation Coal Company and by the Federal Water Pollution Control Administration of the Department of the Interior. The site area is a refuse pile and slurry lagoon, each of fifty acres. It is hoped that basic data from this study will be generally applicable to other sites and will provide a basis for rational and efficient engineering design of future reclamation projects. Most refuse piles have extremely long term capabilities to produce highly potent acidogenic oxidation products typifying the more serious aspects of acid mine drainage contamination. Numerous sites remain where the abandoned mine no longer discharges acid waters, but its associated refuse pile continues to generate significant quantities of acid and other oxidation products even after many years.

"Name your poison," wrote Forbes, Jan. 3, 1983, in an article describing the plight of much of the mineral industry as it entered the new year. "To ask which (mining) segment is better these days is almost like asking which of several stones would make a better life preserver." "The scene has seldom seemed darker or apparently less promising," said the Mining Journal in June 1982. And the Northern Miner described the year as the third in a "3-year drought which has completely dried up (company) coffers." Thus, 1982 became the worst year for much of the mining industry since the Great Depression. Low prices, commodity surpluses, output reductions, layoffs, temporary and permanent closures, and financial losses made headlines as the general recession continued to hurl blows at an industry facing strong foreign competition, increased government regulations, and plummeting market demand. At fault were tight US monetary policies and the resulting high interest rates that, while forcing inflation to slow, also threw the economic wheels of the country into reverse gear. Automobile production, housing starts, consumer durable sales, and capital spending all fell dramatically. US industrial production fell about 8.5% in 1982, with the GNP dropping by 1.7%. Production Value Not a single mineral escaped this recession. According to the US Bureau of Mines, US nonfuel production value dropped for all but four out of 21 metals and 14 out of 44 nonmetals. Production quantities increased for only gold, lead, and zirconium among metals and for only six nonmetals. Total nonfuel mineral production value dropped a whopping 21% from 1981 levels, the largest decline since 1938 and the first since 1971. Production value was estimated at $20 billion. Metal commodities showed heavier losses than nonmetals-37% vs. 12%-because of their link to depressed automobile and construction industries. Prices From peaks in early 1980, prices of precious and base metals, ferrous and nonferrous metals, and virtually every mineral dropped to 30-month lows in June 1982. Gold dropped to $9.64/g ($300/oz) compared to a high of $27/g ($850/ oz). Silver was quoted below 164/g ($5/oz) versus a $1.61/g ($50/oz) high. Copper was offered at a five-year low of $1.22/kg (55.5¢/lb) compared with a high of $3.30/kg ($1.50/lb). Lead went for 53¢/kg (24¢/lb) versus $1.21 (554). Nickel begged for buyers at $4.19/kg ($1.90/lb) compared to a high price of $7.72/kg ($3.50/lb). Molybdenum was available at or below $8.82/kg ($4/lb), down from a high of $44/kg ($20/lb). Cobalt went for $11/kg ($5/lb) versus $55/kg ($25/lb). Adjusted for inflation, increased currency costs, and currency devaluation, many of these prices are the lowest reached in decades. Financial Profits & Losses Low prices severely impacted companies' earnings, turning profits into sometimes disastrous or fatal losses. Robert Norton, director of the US Bureau of Mines, noting there has been a recession in the mineral industry for years, said, "Profit rates as related to invested capital have been considerably lower (for mining) than those of other industries. Three mining methods for full extraction in flat coal seams - i.e., longwall (L W), shortwall (SW), and rib pillar extraction (RPE) - are com- pared with each other in view of the introduction of a mechanized, self-advancing roof support. Features are shown according to which RPE appears most attractive under certain conditions. In this presentation, the mining methods are outlined and discussed. The new support (Alpine Breaker Line Support, ABLS) is described, and its employment is explained. A trial operation in RPE using the ABLS has been conducted successfully in a South African coal mine. The results and improvements are stated.

Coconut shells are the most widely used raw material for the production of activated carbon used in the gold production by cynanide leaching. There have been efforts to find alternatives to coconut shells. Shells and stones of certain fruits, have been tested. Although promising results to some extent were obtained, coconut shells remain the main source of activated carbon. Türkiye has become a country of interest in terms of gold deposits of epithermal origin. Four deposits have already been discovered and, mining and milling operations are expected to start in the near future. Explorations are underway in many other areas of high expectations. Türkiye is also rich in fruits which can be a valuable source of raw material for activated carbon production. In this study, hazelnut shells, peach and apricot stones, abundantly available locally, have been tested to determine whether they are suitable for the gold metalurgy. Parameters of carbonization and activation have been optimized. Gold loading capacity and adsorption kinetics have been studied.

16.1.1-VENTILATION'S ROLE Importance of Ventilation and Environmental Control-Mine ventilation is necessary for the preservation of human life and for the conduct of operations involved in the underground extraction of minerals. It clearly is the most essential of the functions attendant to mining, yet it is auxiliary to the primary objective in mineral extraction. Ventilation in mining thus poses a paradox: ideally, it should be carried out with minimum interference with and cost to production operations, yet it is absolutely vital in providing adequate environmental con¬ditions to support mining. Deterioration of the atmosphere, along with rising ground pressure, imposes the ultimate constraint with depth in underground mining. Ventilation requirements and costs rise rapidly with depth. To preserve atmospheric quality under intense heat conditions, ventilation at great depths must be supplemented by air condition¬ing. Likewise, when mining at any depth under severe or excessive conditions of gas, dust or humidity, supplementary control measures must be employed. In recent years, environmental standards in mines have been raised substantially. While limits are based on human tolerance, increasing concern is being expressed for standards of human comfort. The reasons are economic, as well as humanitarian. Worker performance and longevity correlates closely with environmental quality. Further, adverse accident and insurance compensation rates are a consequence of unsatisfactory environmental conditions. No mining company can afford to be lax in its environmental and ventilation practices. Functions and Processes-Ventilation is the control of air movement, its amount and its direction. As a means of quantity control, it is one of the constituent processes of total air conditioning, the simultaneous control within prescribed limits of the quality, quantity and temperature-humidity of the air. Ventilation is the most common and most. important conditioning process employed in mines for air environmental control. In mine ventilation, air is coursed through the mine workings and openings themselves and, for auxiliary purposes, through vent tubing and ducts. Thus, many interdependencies exist between the mining system and ventilation method. In fact, the two often have evolved ,jointly, as in room-and-pillar extraction of bedded or tabular mineral deposits, such as coal. Ventilation in mines today is provided almost exclusively by large fans, although air flow may result due to natural (thermodynamic) conditions. As mines increase in depth, size and complexity, demands on the ventilation system to maintain more stringent standards of environmental quality likewise rise. On the other hand, never have the technology and resources of the mining industry to cope with environmental problems been so well developed as they are today. In spite of rising costs, it is unlikely that further progress in mine ventila¬tion and air conditioning must await technological breakthroughs. 16.1.2-NATURE OF THE MINE ATMOSPHERE Air Mixtures-Air is a gaseous mixture comprising the natural atmosphere at the surface of the earth. The mechanical mining of coal seams where roof, partings, and floor rock are extracted along with the coal often introduces large numbers of quartz particles into the mine atmosphere. This study concentrates on the quartz properties in situ and in the airborne dust to determine how they are released from the source rock and whether they are fractured by the mining machinery. Three mines using drum-type continuous miners from different geographic areas were sampled to provide a data base. The roof and floor rocks were primarily siltstones containing 5% to 25% quartz measured by the X-ray powder diffraction (XRPD) method. Much of the work presented here is based on the morphologies of the mineral grains determined by the scanning electron microscope (SEM). The study concentrated on particles of 0.2 to 10.0 µm and on particles containing > 75% Si. Mechanically-crushed quartz particles were also examined for comparison purposes. Particle shapes from the airborne samples suggested that fractured quartz particles were rare. Particle statistics also show that the average size of quartz particles in the airborne samples were similar to the average size of all particles. The conclusion is that very few quartz particles from the source rocks are fractured during mining due to their small initial size and the protection of the associated clays.

Land subsidence had been observed in recent years throughout the Southwest. Particular examples of this phenomenon that have gained wide publicity axe in the Long Beach and Central Valley areas of California and, the Houston area of Texas. Less well known is the fact that the land surface Is subsiding in many parts of Arizona, including the Phoenix area. The causes of this problem vary from place to place, as do also the rates of subsidence. In Houston it has been related to pumping water from artesian aquifers; in Long Beach to the development of oil fields; and in the Central Valley to both the lowering of artesian pressures in deep aquifers and the wetting of poorly consolidated surficial deposits. The mechanism by which subsidence occurs in southern Arizona, even though it can be correlated with the continued lowering of ground water levels, is not as apparent as in these other cases. It is the purpose of this paper to examine both the causes and affects of land subsidence in southern and central Arizona.

Two key components make up the core of a rapid excavation operation. They are: the breaking up of the rock and its removal. Owing to the complexity inherent in mechanical rock-breaking and the relative infancy of the art, for a number of years the first of these two components has received virtually undivided attention from the industry. Only recently has some concern been expressed about the technology and the economics of the much ignored second component: muck removal. As the continuous boring machine's percentage downtime continues to trend lower in the future, the need for adequate and more effective materials handling systems in rapid excavation will become increasingly more acute. (1) Recognition of the need for a broader and more far-sighted approach to our problem has been eloquently underscored in the conclusions of the Committee on Rapid Excavation sponsored by the National Research Council: "Ultimate attainment of the desired cost and speed improvements is significantly dependent on recognition of the excavation process as a system whose subsystems are critically inter-related. Substantial amounts of full-scale field testing of integrated driving, muck removal, and support subsystems are required." (2)

In Minnesota, reclamation of active aggregate mining sites is primarily regulated through local permits issued at the county, township, or municipality. However, for abandoned or depleted aggregate mining sites, a responsible party for reclamation is often no longer available. Since 1995, the Minnesota Department of Natural Resources has reclaimed several abandoned aggregate sites using innovative public/private partnerships and emphasizing native plant materials. The purpose of these projects is to demonstrate cost effective reclamation methods that can be utilized by both aggregate operators and local government and to promote mine planning and resource identification as it relates to reclamation.

Tests were conducted to assess the potential of column flotation for beneficiation of a talc ore from Montana. This ere contained approximately 80% talc, with the gangue comprised mainly of chlorite, silica, and dolomite. A tributylamine, MIBC, and sodium silicate reagent suite proved effective for talc flotation. Rougher-cleaner column flotation in a continuous open-circuit produced a final talc concentrate which contained 0.90% Al2O3. 0.17% CaO, and 1.28% Fe2O3. These analyses represented impurity rejections of 77, 85, and 65%, respectively. Weight recovery for this open-circuit was 52%; however, weight recovery was estimated to be 75% with cleaner tailings recycle. Results from this investigation show that column flotation is a viable means for beneficiating talc.

The purpose of this paper is to describe certain features of the uranium deposits of the South San Juan Basin, and to suggest a mode of origin for the deposits which is consistent with the data. A series of photographs is included at the end of the paper to illustrate the nature of the ore bodies. Since the general geology of the Grants Region is well described in the literature, it will be only briefly reviewed, and the time will be spent instead on the morphology, spatial relations, and geochemistry of the ore deposits. Part of this material is original, but data and ideas have been taken from a variety of sources, including the literature and the personnel of the USGS, the AEC, and many of the operating companies of the South San Juan Basin. I gratefully acknowledge these sources. The accuracy of the data and the conclusions presented here are my own responsibility, however.

Since the mid 60's, several haul cycle simulation programs have been developed. However, most of these programs are believed to employ the continuous, rather than the discrete, event-oriented simulation approach to determine the haul cycle times. This paper describes the recently developed haul cycle simulation approach where time is advanced in varying amounts only as the system changes occur. This approach results in greater computational accuracy and increased computational efficiency. The program is written in FORTRAN and requires equipment performance curve and haul road profiles as input. Unique program capabilities include the handling of switchbacks and intersections. The program uses a master data file concept in which various haul road profiles found during the mine life can be simulated all in one job submission. The results of the model validation using the actual time study data provided by an open pit mine operator near Tucson, Arizona, are also described in this paper.

Energy Developments Ltd. (EDL) has developed power plants at two Australian coal mines that featuring 94 gas-fueled Caterpillar G3516 engine/generator sets. They will convert to electricity 145 kt/a (160,000 stpy) of coal-seam methane gas for sale to a local utility. The $100-million project will cut the sites' methane emissions in half, provide a low-cost energy source and offset mine operating costs. The project began in May 1995. It is located at the Appin and Tower longwall underground mines, 80 km (50 miles) south of Sydney in New South Wales. The installation is one of the first to capture coal-seam gas from mine ventilation air and gas drainage systems. Coal- seam gas contains 40% to 60% methane, which fluctuates constantly. The system is expected to convert 578,000 m3/d (20.4 million cu ft/d) of coal-seam gas to 94 MW. It will also reduce greenhouse gas emissions by 3.5 Mt/a (3.8 million stpy) of CO, equivalent emissions. The Appin and Tower mines each produce 2 Mtla (2.2 million stpy) of clean coking coal. They operate around the clock with about 400 workers per site. The mines are owned by BHP Steel, Collieries Division, which will share the revenues from energy sales. The Appin Power Partnership consists of EDL and Lend Lease Development Corp.

Lack of visibility from large, open-pit haulage truck cabs has become a serious safety problem. Anaconda conducted a research program to develop a low cost system to alert haulage truck operators to small vehicles present in blind areas. Several systems were developed and tested. As open-pit haulage truck size has increased, so has the size of the blind areas. Mine utility vehicles, pickup trucks, and cars are concealed within these blind areas and become safety hazards. Figure 1 shows the typical blind areas of a 136 t (150-ton) haulage truck. The areas of greatest concern are at the rear center and front right corner of the truck. In these "no visibility" areas many small vehicles have been crushed by large haulage trucks at various mine sites. In most instances, the occupants escaped the vehicle before it was destroyed. But injuries and death have occurred. In most cases, the accidents were attributed to negligence or carelessness by the small vehicle driver. The limited visibility problem still exists, though, and a solution is needed. Initial Solution The usual plane mirror on the driver's side and the convex mirror on the right front of the haulage truck allow only limited rear visibility. The typical, right side convex mirror is generally small and difficult to locate at a glance. This convex mirror also presents an image that distorts distance perception. These mirrors are of¬ten broken and immediate replacement not demanded or made. The US Bureau of Mines, in a contract with M.B. Associates, San Ramon, CA, developed an improved visibility system. It consisted of a larger, left view mirror and unique, blind area viewer. The large 230 x 690 mm (9 x 27 in.) left mirror has a small convex spot mirror near the bottom. The entire unit can be quickly replaced if broken. The large size provides a full view of driver orientation features such as the rear tire and the top of the load bed. The right 300 x 410 mm (12 x 16 in.) mirror has a convex surface and is quite rugged. The 510 mm (20 in.) spherical radius presents the operator with some distance distortion, but objects in its view are easily seen. The "blind area viewer" consists of a modified fresnel lens that allows the driver to "look around the corner." Installation of three of these lenses on the front of each haulage truck is rec¬ommended for adequate blind area coverage. This system significantly increases an operator's field of view and allows viewing of objects within about 3 m (9.8 ft of the truck. Many open-pit mines are nor mounting on smaller vehicles a long whip with a flag and lamp or both. This increases vehicle visibility to haulage truck operators. The whip is permanently attached to the mine vehicle. It can also be magnetically attached to transient vehicles. The whip system. though, is inadequate for visibility in the critical rear and right front blind areas. Alternate Solutions All of these visibility aids as¬sume an attentive driver. In addi¬tion, areas such as the rear blinc, area are not covered. Based on the inadequacy of existing visibility systems, Anaconda made a com mitment to further the truck de¬tection technology. The best ap¬proach was considered to be ar active system. It would notify the haulage truck operator that an en¬croaching vehicle is present. Sev¬eral systems were considered, in¬cluding ultrasonics and elec¬tromagnetics. For the ultrasonic system, com mercial and in-house design were looked at. Designing an( building transducers with the spe cific beam shape to match the haulage truck blind spots re¬quired a major technological breakthrough. False alarms ap¬peared difficult to prevent en¬tirely. They were caused by pass¬ing, trailing, or leading vehicles a., well as nonthreatening objects. During the last 30 years, a dramatic increase in the supply of byproduct sulfur substantially reduced the share of the market held by Frasch-mined (non-by-product) sulfur in North America. Even though Canadian sulfur production is not discretionary, the geographic remoteness from the large US markets and the high transportation costs associated with delivering sulfur to those markets has meant that Canadian producers act like discretionary producers in many important ways. They have effectively replaced the US Frasch producers as the cost-marginal sulfur source to large US markets. Implications of this change in market structure include more volatile sulfur prices and longer sulfur price recessions.

Today many small diameter tunnels are being constructed in Metropolitan areas and towns as transmission holes for utilities such as water, electricity, natural gas and sewage, to name a few. These tunnels function as utilities beneath the streets, highways, railways, and other structures where open-cut techniques are impractical for any one of a number of reasons. Many such bores range in diameter from 15 to 72 inches and in lengths from 100 to 500 feet. Auger drills with auger type heads have long been used to bore these "road crossings" as they are usually termed; however, many such crossings must be bored in rock with rock-boring heads. Rock with a compressive strength of 15,000 p.s.i. and higher seems to present the greatest challenge for the contractor. These rocks include most igneous and metamorphic rocks and some sedimentary rocks. In general, this grasps most granites, basalts, gneisses, slates, schists, quartzites, limestones, and cherts. In the past ten years boring machines have been developed and used to excavate road crossings through hard rock. Many crossings have been successfully excavated using these machines, and the degree of success has increased substantially in the last few years. A variety of machines have been built and manufactured to bore most rock in a range of diameters up to 72 inches. The machines vary in capabilities, size ranges, and designs but all perform the same basic task and function of boring horizontally. Incidently, here the term horizontal implies horizontal or within five degrees of horizontal. Underground construction is a matter of dealing with the inherent uncertainty of subsurface geology. If the encountered conditions are less favorable than the expected ones, the execution of excavation, support, ground treatment or lining works is likely to require more or different efforts than anticipated, thereby delaying the works and increasing the costs. The 2019 first edition of the FIDIC Emerald Book model contract (FEB) addresses many of the issues to which underground works give rise, including those related to differing site conditions (DSC). This paper examines how under the FEB disputes arising from or in connection with DSC could or should be avoided.

For the past ten years Paques has been engaged in the development and installation of treatment systems based on biotechnological processes to remove sulfur compounds from water, air and gaseous streams. Metal and sulfate can be removed from mine waters using two biological steps: 1. Sulfate reducing bacteria convert sulfate to hydrogen sulfide (H2S). The H2S reacts with the dissolved metals to form insoluble metal sulfide precipitates. 2. Sulfide oxidizing bacteria convert excess H2S to elemental sulfur. Paques has designed and installed a groundwater treatment system for the Budelco zinc refinery in the Netherlands to remove metals and sulfate as described above. The system has been operating since May 1992 treating a flow of 5000 m /d. A pilot plant started operation in November 1995 at Kennecott's Bingham Canyon Utah copper mine to develop the processes for metal and sulfate removal from groundwater and selective copper recovery from leach water. The principle of the biotechnological methods, full scale experience, and an overview of the test program at the copper mine are presented.
