A basic ingredient for rapid tunnel excavation is material handling. In construction of tunnel projects in urban areas material handling requires additional input to maximize performance. Urban projects share the same problems experienced in all tunnel construction and they must be dealt with. Howeve.., Urban constraints add a larger dimension. APPLICATION ENGINEERING A MUST A word of caution. To achieve increasing speed of excavation in tunnels whether in Urban areas or elsewhere will require much creative thought and energy. It would be a false premise to assume that major breakthroughs will result from this conference, or shortly thereafter, or to hope that a success here or there can translate into a universal solution. The reality, as we see it is that rapid progress and great economies will accrue on any given project only if effective application engineering is carried through. By all means take advantage of past experiences but, do not at the peril of costly undertaking, blindly accept the program of a successful job elsewhere as automatically suited to your project. Tunnel construction in urban areas is at best a difficult undertaking made more difficult in this period of greater awareness of environment, of conservation and of the quality of living by sophisticated urban communities,. A construction job represents a necessary nuisance to urban communities. To minimize this nuisance many regulatory laws are adopted. These regulations can and do slow down tunnel jobs and pyramid costs.

A Mark IV surface force apparatus (SFA) was used to conduct direct force measurements between mica surfaces in dodecylamine hydrogen chloride collector solutions at varying pH levels. It was found that long-range hydrophobic forces reach a maximum at pH 9.5, which also corresponds to the maxima attained by the contact angle and flotation recovery of quartz. The charge densities are comparable on both mica and quartz surfaces (0.40 to 0.48 nm2), making it possible to draw conclusions on the flotation of quartz from the direct force measurements conducted on mica. Therefore, it may be suggested that, in the pH range of 8.0 to 10.3, the maximum flotation recovery of quartz may be attributed to the appearance of a long-range hydrophobic force, which, in turn, can be related to the formation of a close-packed monolayer (or hemimicelle) in the presence of neutral amines formed as a result of hydrolysis.

Newmont Gold Company, formerly Carlin Gold Mining Company, is a publicly owned corporation, 95% owned by Newmont Mining Corporation. Newmont Gold Company has operated gold recovery operations North of Carlin, Nevada, since 1965. Development of the Gold Quarry ore body, 19 kilometers south of the original mine, resulted in the decision to construct gold recovery and ancillary facilities in what is referred to as the Southern Area. Plant No. 2, located 11 kilometers North of Carlin, Nevada, was designed to treat 6350 tonnes per day of oxidized gold bearing ore assaying 2.5 grams per tonne of Au at an average recovery of 87%. Flowsheet development conducted by Newmont personnel resulted in the decision to construct a carbon-in-pulp recovery circuit preceded by two-stage grinding, Detailed engineering was done at Toronto by Bechtel of Canada beginning on January 1, 1984. Actual construction began on March 1, 1984, and was completed in June, 1985. First feed was run on June 22, 1985.

Cement copper is ordinarily converted to marketable metal by processing in a conventional smelter and refinery. Because of rapidly increasing cement copper production and limited excess smelting capacity, other techniques were investigated for preparing marketable copper products. One route was to make copper powder for industrial use. The process scheme employed flotation for rejecting the bulk of the impurities, acid leaching to remove residual iron and aluminum, reduction sintering to eliminate oxygen, and grinding to obtain powder. Another route was to sinter the floated and leached copper into the form of anodes and electrolyze these to yield refined copper cathodes. At a current density of 30 amperes per square foot, power consumption for electrorefining was 185 kwhr per ton of copper. The feasibility of preparing commercial-size anodes by sintering is still to be assessed.

Water has received little attention as a variable in flotation, even though it is a known fact that water hardness often has an adverse effect on purity and recovery, particularly on the flotation of non-metallic minerals. Because of this fact, process water used in some flotation plants is treated to reduce hardness to an acceptable level. In the laboratory, distilled water is usually used as the flotation medium in order to standardize conditions, whereas in flotation plants locally available water is used. At Rosiclare Works of Aluminum Company of America, Rosiclare, Illinois, where a vein-type of fluorspar deposit was being processed by flotation to make an acid-grade fluorspar concentrate until February of 1968 when the plant was closed, qualitative correlations had been observed between metallurgy and reagent consumption and the seasons of the year. The observed effects were thought to be due to seasonal variations in the quality of Ohio River water used as the flotation medium. Figure 1 shows the variations in total hardness and chloride contents of Ohio River water at Rosiclare for the period September 1964 through September 1967. During this period, the sulfate content varied from 85 to 245 ppm (as Na2SO4), the calcium from 90 to 160 ppm (as CaCO3) and the magnesium from 50 to 70 ppm (as CaCO3). The data in Figure 1 show that the total hardness and chloride contents are highest in the late summer and fall which are usually periods of low water and lowest in late winter and spring which are usually periods of high water.

Finely disseminated iron ores compose much of today's reserves. After removing the silicate gangue, the resulting fine iron oxide concentrates require pelletization with a binder to enable transportation and reduction. Binders can be used more efficiently if their binding mechanisms can be completely understood. Typically, bentonite clay is needed as a binder to improve the strength of the pellets. Bentonite is an effective binder at a relatively low cost, but costs could be reduced further by replacing bentonite with even lower-cost binders, such as high-carbon Fly-Ash Based Binder (FBB). In this study, it was found that bentonite binds by a physical mechanism, while FBB binds by a chemical mechanism. These mechanisms were determined to be incompatible. Partial replacement of either binder with the other reduced dry magnetite pellet compressive strengths below the industrially acceptable value of 22.2 newtons (5 lbf). Activators and accelerators that activated the fly-ash deactivated the bentonite. The incompatibility of these two binders is explained.

INTRODUCTION Engineers involved with rock mechanics know the importance of discontinuities within a rock mass and their effect on its behavior when subjected to loads from structures or construction excavation activities. Various geophysical tools have been developed to provide comparative information on subsurface conditions, such as electrical resistivity, assorted seismic test methods, acoustic tests, etc. While these investigative means have proved invaluable in numerous situations, especially those where site alternatives are being evaluated, they shed little light on the difficult problem of quantifying the rock strength. For that purpose, a laboratory test program of samples obtained in the field is usually undertaken, often in conjunction with a variety of in-situ tests. While standard samples provide sufficient information on the rock properties, questions on the macro-structure of joints, faults, fissures, and their infillings often go unanswered. Presently, attempts are being made to incorporate into rock sampling technology new techniques which are directed towards providing better information on the incidense and orientation of discontinuities. One such device incorporates a scribe knife within the core barrel which scores the sample lengthwise as it is cored. The orientation of the scribe is known, thereby relating the bedding, planes, fractures, etc. to a spatial framework. A second approach, called the Integral Sampling Method, is the subject of this paper. Milling operations throughout the world have created vast amounts of waste by-products, or tailings, which are often disposed on the land surface. The wastes may be disposed behind dams, on untreated ground, or on compacted clay or synthetic liners of impoundments and trenches. Often one of the principle concerns of environmental regulatory agencies is whether seepage from the waste pile could move through the vadose zone to the water table and possibly contaminate an aquifer. The seepage may be generated by the drainage of liquids initially deposited along with the tailings or by infiltrating meteoric water which leaches solutes from the tailings. The purpose of this article is to discuss some of the commonly held assumptions regarding storage of seepage wastes in the unsaturated zone. The significance of recent studies of water movement in dry climates which pertain to tailings site selection will be presented. The paper is relevant not only to seepage from impoundments at mill sites, but to many other fluid waste impoundments as well in part this article reinforces earlier work by Stephens and Siegel (1980) and an excellent review paper by McWhorter (1985). The present report addresses considerations in porous media; for a discussion of the effects of fractures and anisotropy in the unsaturated-zone, refer to the paper by McWhorter (1985).

Column flotation continues to make inroads into applications traditionally dominated by mechanical flotation cells. For example, columns are becoming more visible as rougher flotation devices. At Royal Mountain King Mine in California, two 2.9 m (9.5 ft) diameter columns are used for rougher flotation of carbon from a gold ore (Orlich et al, 1992). In addition, work performed at BRGM in France demonstrated the superiority of column flotation over mechanical flotation with respect to design of new plants (Morizot et al, 1991). With the mounting evidence, columns can succeed in any flotation application. The primary reasons for this acceptance of columns are a general improvement in design, scale-up and operation as well as improvements in sparger design and performance. With these advances, the full benefits of column flotation can be realized. The benefits of properly designed, aerated and operated flotation columns include: ? Lower Capital Costs ? Because of frequent sudden changes in the geologic composition of strata, the extrapolation of rock properties obtained from core samples to the surrounding areas can cause problems. To address this issue, a method of rapid strength testing in situ using a borehole penetrometer is being developed. This method, as opposed to conventional laboratory testing, does not require rock samples to be retrieved and handled/machined before testing. Rock strengths are determined di¬rectly on the drill-hole wall. The latest development is a borehole penetrometer that requires only a 38.1-mm- (1.5-in.-) diam hole. The small diameter of the penetrometer body allows for the drilling of test holes with production mine equipment such as a roof bolter. The new penetrometer allows for the possibility of a broad application in coal mines, as well as in hard rock mines and tunneling. The principles of the apparatus are described and are illustrated with examples of its applications.

Metal ions, such as chromium (Cr) and vanadium (V) are found as trace impurities in mineral dust. Since metal ion mediated free radical generation has been implicated in many disease processes, we carried out a detailed investigation of the metabolism of these metal ions by biological redox systems and the possible oxygenated radical generation therefrom. We found that highly reactive Cr(5+) species are generated in the reduction of Cr(6+) by NADPH-dependent glutathione reductase, lipoyl dehydrogenase, and ferredoxin-NADP+ oxidoreductase. The reduced metal ion species react with hydrogen peroxide, to generate hydroxyl (•OH) radicals in a continuous cycle. The enzymatic catalysis processes also involves the reduction of molecular oxygen to the superoxide [(0-1 2)] radical. Thus only a trace amount of metal ions chemisorbed on mineral dusts, such as quartz, can catalyze the generation of the highly toxic oxygenated radical species from cellular hydrogen peroxide, suggesting a new biochemical mechanism for mineral dust induced chronic lung injury.

Thank you Mr. Chairman. It was a generous introduction. It allays some of the puzzlement I have of being a minority among the speakers at this conference. I see from the program that only two of us have been asked to speak on topics in keeping with an election year. Instead of reporting facts on past events as most speakers are, J. W. Wilson, of Consolidation Coal, and I have been designated to forecast the future. Forecasting in an election year implies a liberty to fabricate at will, hallucinate, fantasize, stretch fact and fancy and generally prognosticate without regard for the consequences. Since I'm not seeking your votes, promises aren't mandatory. This will be done with supreme confidence stemming from profound wisdom and a foolproof crystal ball. So instead of soliciting your vote, I'll simply penetrate 24 years of tomorrows, which may not be much different than some of us remembering the later hours of last night. My remarks do not draw upon Gulf planning department projections. Instead they are a roll of the dice of personal conjecture to stretch your imaginations on oil shale mining through the year 2000. In this regard, it is sobering to keep in mind that it has been in my lifetime that investors wouldn't risk a dollar on paperback books, motels, supermarkets, or drive-in restaurants. And only thirty years ago it was predicted by an eminent Ivy League professor

INTRODUCTION The heavy risk inherent in all underground construction projects contributes significantly to the high cost of transportation tunnels. First, the knowledge of this risk leads the engineer to design conservatively. Second, the cost overruns are still common with a high proportion of them originating from corrective measures needed when unforeseen problems develop during excavation. These unforeseen problems includes - encountering unexpected objects, materials and water conditions - experiencing an unforeseen behavior of the materials - damaging property beyond the expected range of influence of the tunnel construction. To minimize these expenses, more emphasis is being placed on well planned and interpreted site investigation programs in the final design and planning stages of the project. It is well known that the cost of a planned excavation is less than the cost of dealing with the same conditions when they are encountered unexpectedly. Therefore, the objective of site investigation is to provide a complete set of reliable data for designers and contractors that is continuous along the projected tunnel alignment. Two alternatives axe available to achieve this objective; - for shallow tunnels, it is often feasible to generate continuous data by drilling appropriately spaced, vertical bore holes and applying sensing techniques for interpolation (1, 8). - for deep tunnels, or certain urban tunnels under existing structures, closely spaced, vertical bore holes are not feasible except for narrow zones at the portals. In such cases direct horizontal penetration may be required that may be complemented by radial sensing to extend the range of information.

Gold Fields-Mesquite is a 7.5 million ton per year heap leach operation located in the Maj ave Desert of Southeastern California. Extraction of gold is carried out on multiple lifts, with over 33.3 million tons of ore leached since the inception of operations in 1985. The delineation of the gold left in heap residue is a formidable task. Gold removed from active leach areas can be routinely monitored through sampling of emerging solutions but exact recoveries from specific heaps remains nebulous due to factors such as cross flow between sections buffering effects from multiple lifts, and releaching. In order to better quantify ultimate heap recoveries and increase releach efficiency, Mesquite initiated a residue drilling program. The project progressed through an evaluation of sampling protocol, drilling of residue by reverse circulation, entry of assays into a software package capable of producing grade-based contour maps, and a production scale releach test that evaluated the system's ability to predict residue grade.

Chromitiferous overburden containing nickel in oxide form is reduced with CO-CO2-N2 gas mixtures. This converts the nickel oxide to metallic nickel and restricts the iron oxide to the magnetite state to extract the nickel. Reduction experiments were carried out on 500-g samples in a bench-scale vertical reactor. The tests were run to establish the process parameters, including the optimum partial pressure of CO, the reducing gas flow rate, granule size and roasting time. The reduced calcine is then subjected to an ammonia-ammoniacal carbonate leach to extract nickel selectively as its amine complex. More than 90% of the nickel could be extracted with a volumetric CO/(CO+CO2) ratio of 0.57 at 750°C and a roasting time of 90 min. The addition of 2.5% (by weight) charcoal to the granules improved nickel extraction by 11 % to 19%. Nickel leaching efficiency with ammoniacal solution is compared to the bromine-methanol method.

The U.S. Bureau of Mines investigated the use of the Fe2+/Fe3+-SO2 (FFS) anode reaction in the copper leaching-solvent extraction-electrowinning circuit. The investigation revealed that six process variables, including anode type, Fe 21 concentration, current density, electrolyte temperature, degree of agitation, and manifold injection point were found to influence cell voltage and cell current efficiency. A 47% voltage reduction (0.8 versus 1.5 V) compared to conventional electrowinning with activated lead (ALE) anodes was achieved at a current density of 258 A/m2 (24 A/ft2) with an industrial electrolyte. Current efficiency was maintained above 90%, and S02 above the cell measured less than 1 ppm when activated carbon was used to assist the reduction of Fe" by S02 in the copper electrolyte. Solvent extraction tests showed that Alamine 336 is a stronger H2SO4 extractant than is needed to extract the excess acid produced by the FFS anode reaction.

Coal degradation is the breakage of coal particles to finer sizes due to the continuous forces of attrition and gravity to which coal is subjected during mining, handling and preparation. The objective of this paper is to determine the extent of degradation that a coal slurry experiences when transported through pumps and pipelines. The examination of degradation results for a number of different coal slurries have indicated that the extent of breakage is dependent upon the physical properties of coal and the time span of circulation. These results have also indicated that certain size fractions of coal are more susceptible to breakage than others.

Flocculant testing should be initiated for economic or performance reasons. When the decision has been made to test, the laboratory can provide valuable information concerning the various products under consideration. Properly conducted laboratory tests can determine: 1. If two flocculants are needed to achieve clarity or density. 2. Ease of mixing. 3. How quickly the material goes into solution. 4. Stability of prepared f locculant solution. 5. Stability of the floc formed. 6. Amount of mixing required for proper floe formation. 7. Optimum flocculant concentration. 8. Optimum pulp density. 9. Approximate location of the point of addition. 10. Single or multiple addition points. When a flocculant shows promise in the laboratory, a plant test should be scheduled. During the plant trial, arrange for normal conditions and start testing with a crew that is most familiar with the unit operation where the flocculant will be applied.

The Henderson Mine is a large underground panel cave molybdenum mine located near Empire, Colorado. Diesel equipment is employed for all development work, as well as production ore handling. Due to fluctuating demand for molybdenum, production rates have varied from 16,000 to 32,000 metric tons per day (18,000 to 36,000 short tons per day) over the last four years. In order to obtain the maximum air flow for minimum power cost the Henderson mine has completed the following modifications to the ventilation system: removal of large intake fans, elimination of underground booster fans, shutdown of tunnel exhaust fans, completion of the number 5 exhaust ventilation shaft, and use of partially debladed main exhaust fans. These changes have reduced the annual cost of mine ventilation at the Henderson Mine by over 80 per cent, a very critical cost savings in today's competitive molybdenum marketplace.
