Much has been written and said concerning tables of permissible or maximum allowable concentrations of various toxic substances in air, but not enough attention has been given to their limitations and how to use them intelligently . There is a tendency to place too much reliance on figures , with little or no consideration of their real meaning . The repeated publication of a figure often adds significance to it far beyond that intended by the original author or publisher . How are these figures referred to as "maximum allowable concentrations " established? What is their real meaning? To answer these questions it is necessary first to define maximum allowable concentration . The usual definition is somewhat as follows : "The average concentration to which an industrial worker can be exposed for 8- hours daily for an indefinite period without injury or occupational disease . This definition is made up of the following items : ( 1 ) Average concentration, ( 2 ) 8 - hour day , ( 3 ) indefinite exposure period , and ( 4 ) lack of injury or occupational disease . There is some controversy regarding item ( 1 ) , items ( 2 ) and ( 3 ) are usually though not invariably accepted , and there is definite disagreement regarding the interpretation of item ( 4 ) . . To reach a more satisfactory interpretation of maximum allowable concentration , attention is directed to ( 1 ) the development of tables of maximum allowable concentrations , ( 2 ) criteria on which limits are based , and (3 ) methods used to obtain data on which limits are based .

The Government of New South Wales has granted approval for Hunter Valley Aluminium Pty., Ltd" and Alcan Australia Ltd. to proceed with the building of an aluminum smelter at Lochinvar and the expansion of a smelter at Kurri Kurri. Construction of the smelters is expected to start as soon as the consortium is finalized in early 1982. The smelters are part of a plan to increase Australia's aluminum capacity fivefold to 1.5 million tons by the mid-1980's. CHILE Construction of a $61 million lithium carbonate plant in northern Chile will be started in early 1983 by Sociedad Chilena del Litio Ltdao Production is scheduled to begin in 1984 with an initial capacity of 6,350 tons of lithium carbonate produced from a brine deposit. The firm is owned 55% by Foote Mineral Company, of Exton, Pennsylvania, and 45% by Corporacion de Fomento de la Produccion-CORFO.

This paper presents talc milling guided by a theme of "So You Want to Be In The Talc Business". Such a theme strikes a cautionary note to warn the uninitiated of potential pitfalls, and this paper will cover briefly some of the technical traps as well as one of the larger talc milling operations. It is important to our purpose to pre- sent some of the market and mineral complications that make the business of producing and selling industrial talcs much more intricate than an outsider would perceive. Metal markets by comparison are great worldwide pools into which production streams of generally identical metals can flow over a weir of market prices. Industrial talc markets are not as well defined and often must be developed by the producer working closely with a specific customer or groups of customers to prove out the attributes of the specific product from a new property. All the negatives of a new market seem to work against the introductory talc in the forms of industry or customer reluctance to change, sales prices, cost of delivery, mode of transportation, health considerations of the minerals and many more. Just locating the potential customers for a new industrial talc may be a substantial undertaking. Thus, an analogy of the worldwide metal market might compare starting a new talc operation to trying to gather up enough fallen rain drops to be able to start a production stream of a worthwhile size.

The first bulletin (269) 3 in this series, which appeared in 1932, compiled the entropy values then available for the elements and in-organic compounds, results being listed for some 150 substances. Elaborations and revisions followed in 1936 (272) and 1941 (280), when over 500 usable entropy values were tabulated. The present bulletin constitutes a further elaboration and revision. The accumulation of data since 1940 has been marked, and 800 entropy values now are available. The present bulletin also contains all the pertinent explanatory matter that appeared in its predecessors. Thus, it retains the same dual purpose of assembling the available values of the entropies at 298.16° K. of the elements and inorganic compounds and giving enough explanation of methods of calculating entropies to make the results comprehensible.

This paper puts the view that, for one gold deposit in Victoria at least, the Australasian Code for the Reporting of Identified Mineral Resources is severely deficient. The author questions whether or not the Code constrains the proper dissemination of information relevant to resource valuation. The author offers a view about the estimation of inferred resources, and provides data believed pertinent to the proper valuation of Ballarat Goldfields Ltd Ballarat East Project.

The treatment of materials for the recovery of the precious metals imposes many processing and environmental challenges. Sunshine Mining and Refining Company has developed hydrometallurgical technology for recovery of values from refractory precious metal materials. At Sunshine, the industrial focus of these processes has been for the direct recovery of silver without cyanidation. However, recent work has indicated that these technologies can provide a means for treating complex, refractory gold concentrates. This will be the focus of this paper. The practice of pretreating ores and concentrates to make them more amenable to cyanidation is becoming more common. Several pretreatment options for sulfide concentrates containing gold include roasting, bio-leaching, direct pressure oxidation and nitrogen species catalyzed pressure oxidation. The industrial use of nitrogen species catalyzed pressure oxidation has been limited to the Sunshine refinery where its focus has been for the treatment of silver concentrates. Much of the reluctance, outside of Sunshine, to use this type of technology may be based on the perception that high costs are associated with using nitrogen species (e.g. nitric acid, sodium nitrite) to leach. Also, the use of nitrogen species catalyzed pressure oxidation on an industrial scale is unfamiliar to most metallurgical professionals. A summary of pressure leaching processes which utilize nitrogen species as a catalyst is presented in Tables 1 and 2.

"INTRODUCTION Clay beds of southwestern North Dakota were investigated to determine (1) the average alumina content of the clays in four principal areas of occurrence, (2.) which, if any, would be the most feasible method of extracting alumina from the clays, and (3) whether the clays had any other commercial uses.During the investigation exposed sedimentary beds were examined for clay and the thickness and areal extent of outcropping clay beds in the more promising areas were measured. Four-principal areas of bentonitic clays, comprising 6,967 acres in Stark, Slope; and Billings Counties, N. "Equipment which may be remotely operated, has some degree of on-board intelligence, and which for periods of time may operate autonomously, is referred to as telerobotic. Recent advances in electronics, computers and hydraulic equipment have dramatically reduced the cost and simplified the process of converting standard industrial equipment to telerobotic control. The benefits of telerobotic equipment include improved safety by removing the operator from dangerous situations, reduced maintenance costs and increased productivity. This technology has been proven in various military, nuclear, and police applications.The surface mining industry has expressed an interest in automation and is characterized by a willingness to use remotely operated equipment, however, the majority of telerobotic equipment currently in use is experimental or prototypical. Potential applications of telerobotic equipment for surface mining include remote operation of equipment near dangerous high walls and other unsafe areas, utilization of robotic trucks for routine hauling operations, and control of jointed equipment. In addition, component technologies of telerobotic systems are relevant to various forms of condition monitoring, operator feedback systems, and vehicle positioning.Attention must now be directed toward resolving more complex problems associated with enhancing feedback to the operator, improving the man/machine interface, and ultimately, improving efficiency. Removal of the human operator from the work site introduces significant complications in replacing the sensory inputs that an operator normally uses to efficiently run his machinery. These can be difficult to define and even more difficult to replicate remotely and may include restrictions pertaining to vision, hearing, and touch.In cooperation with Defence Research Establishment Suffield and the Alberta Research Council, Robotech Industries Ltd. is pursuing the development of additional technologies to further enhance an operator’s ability to control remote telerobotic equipment. These developments include a head-mounted display, additional control station displays and improvements to coordinated motion control software. Prototypes of these developments are expected to be completed and tested by the fourth quarter of 1997."

Changes in existing airway and fan-installation conditions offer the most common opportunities for effecting economical operation of mine ventilating systems, but the largest possibilities for securing this result lie in the original design of the main airways for efficient service. Formulas, and. charts for their graphical solution, are presented herewith for the determination of the elements of airways design when the conditions of service are known, or may be roughly approximated. Although the analyses are made with particular reference to metal-mine airways, there is no essential difference between metal and coal mine main airways, and the methods presented are equally applicable to both. Little attention is paid to designing airways for maximum economy in the ventilation of metal mines. Most of the openings used as main airways are originally designed and used for transportation and other operating purposes. Even where openings are made primarily for ventilation, the possibility of their future use for other operating purposes, or even custom alone, usually results in the selection of a size and shape similar to those of existing openings. Natural conditions, such as heavy ground, often seriously limit the size of opening that can be maintained without excessive expense; and various operating factors, such as velocity limitations on traveling roads, often dictate size requirements in excess of those required for economy in ventilation only. In metal mines the main airways are, as a rule, too small rather than too large for economic service, with the general result that the quantities in circulation are often less than the mine's proper requirements over long periods, even though excessive amounts of power are applied in an effort to remedy conditions.

Societal expectations about how the industry operates and treats its people will be a key driver in the development of the Australian mining industry over the next 20 - 30 years (Moffat, Mason and Littleboy, 2009). Understanding these expectations will be critical in maintaining what much of the minerals industry calls its 'social licence to operate', or its public acceptance or approval. Yet what constitutes this social licence is poorly articulated, with little published research exploring the concept at a local operational level or at the national level in Australia or internationally. This research aimed to explore the societal expectations of the mining industry in Australia and test a participatory methodology to articulate them. Three workshops were conducted with a sample of 24 members of the 'Australian voting public' to explore community objectives for the onshore exploration and mining industry, and the underlying expectations for how the industry should operate in the future. Qualitative analysis of this data revealed three overarching objectives for the onshore mining industry held by participants. They thought that the industry should: advance Australia's national interests (including social well-being); minimise environmental impact, and; act in a socially responsible manner. Within each of these three key themes, or objectives, a number of tensions were evident in the views of participants regarding the trade-offs they are willing to make to secure economic benefit from mining, as well as the basic conditions for socially acceptable mining. These data provide an insight into the conditions for a national social licence in Australia for the mining industry, and the means for its realisation.

Diesel particulate matter (DPM) is the particulate component of diesel exhaust, which includes diesel soot and aerosols. When released into the atmosphere, DPM can take the form of individual particles or chain aggregates, with most in the invisible sub-micrometer range of 100 nanometres. The main particulate fraction of diesel exhaust consists of fine particles and because of their small size, inhaled particles may easily penetrate deep into the lungs. The rough surfaces of these particles make it easy for them to bind with other toxins in the environment, thus increasing the hazards of particle inhalation. DPM is a significant health hazard in underground mining operations, where the use of dieselpowered equipment in confined spaces can lead to high levels of exposure among people working in these environments. Classified as a carcinogen by the International Agency for Research on Cancer (IARC), DPM has been linked to severe health effects, including respiratory and cardiovascular diseases, as well as an increased risk of lung cancer. Effective management of DPM is essential not only for protecting people’s health but also for ensuring regulatory compliance, maintaining operational efficiency, and safeguarding the long-term viability of mining companies.

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. The tailings disposal and water utilization problems at Strathcona are described in this paper, with sections devoted to the Moose Lake watershed system, tailing impounds, the construction of dams and the operation of the Moose Lake neutralization plant for the elimination of acidity, including the equipment used.

An industry survey has been conducted by the Queen's University Mining Engineering Department of 30 Canadian mining organizations to determine how effectively newly graduated mining engineers meet the needs of the industry. The principal objectives of the survey were to evaluate, and thus provide focus on change for, curricula being taught at Canadian mining engineering schools in service of the industry's needs; to provide feedback on current industry expectations; and to reinforce contacts with the industry as a means of providing future collaboration. A strong focus of the survey was placed upon industry's perception of the special attributes of engineering hires and applicability of student academic training to meet their industrial requirements. In providing this detailed summary of corporate responses, a clearer understanding of the mining industry's expectations of engineering training at Canadian colleges and universities has been gained.

The coal industry had another prosperous year in 1966. Since the turn of the decade, production has been climbing at an average rate of 6% per annum. Although the fast pace slackened somewhat, 1966 production showed a gain of almost 3 % over that of 1965. An impressive record can be drawn from the fact that output per man-day in 1966 was more than twice that of the early 1950's, and more than three times that of the early 1940's. And even though man-power requirements lessened, those men retained by the industry worked longer hours and benefited through higher hourly pay rates. However, cost to the customer increased a little. Such statements can only be made for a healthy industry -one that is constantly improving its efficiency. Coal currently provides more than 25% of the total U.S. energy output. About 50% of all U.S.- mined bituminous coal goes directly to the electric utility market. It should be noted that, now, well over one trillion kwh of electricity is generated annually. Dependence of the giant electric utility industry on coal is based on economy and an abundant, dependable supply of this fuel.

About fifteen years age some mines in western Canada commenced using Diesel engines, partly for development work but also for operations on quite a large scale. In the Eastern mining field, the Diesel engine made its appearance some eight years ago and has since, at quite a number of mining plants, proved to be a reliable and economical prime mover. As a result, it is today used more extensively than could have been foreseen only a few years ago, and it is reasonably safe to predict that the next few years will see the Diesel engine utilized to a still greater extent in the Canadian mining industry. It is not much more than thirty years since the first Diesel engine was put in operation. During the early years of this century, the Diesel engine took, so to say, its first faltering steps in public service. Since then it has reached a high state of perfection, and its importance has grown in a most remarkable way, until today it is used in practically every field where power is required. It is slowly but surely superceding steam for a great many purposes, as, for instance, for ship propulsion. While in 1921 only about 8 per cent of all tonnage launched was motor-driven, the proportion had grown to 38 per cent in 1927, and for 1929 it was slightly over 45 per cent. Some of the finest passenger liners afloat are Diesel-driven. In the early days, Diesel engines were built only in comparatively small units. Today engines with a capacity per unit of up to 10,000 horsepower, or even more, are being built for marine and stationary purposes.

It is widely agreed throughout the mining community that federal mine safety and health legislation administered by the Mine Safety and Health Administration (MSHA) deserves significant credit for the past quarter-century's remarkable improvements in miner safety and health. Recently, however, it has been suggested that the mining industry in the United States has now evolved to a point that current mine safety and health law may be obsolete. This proposition deserves attention. Today, I propose to give it the close logical scrutiny that is its due. I conclude that the obsolescence of current mine safety and health law is not supported by the evidence. The existing mine safety and health law continues to serve as a critically important supplement to mine operators' safety programs at a modest cost to the taxpayer. At the same time, trends in a changing industry do call for responsive adaptations in the Federal mine safety and health program. I will argue that timely and appropriate responses to changing needs can be accomplished within the framework of existing legislation, provided federal officials avail themselves of the flexibility provided by existing law.

In attempting to discuss a subject of this character it should be clearly understood at the outset that the purpose is not to emphasize the mere fact of occurrence of such catastrophes, the memory of which time has largely relegated to oblivion, but rather to stress the means of their prevention, available not only subsequent to but also at the time of occurrence. A careful, conscientious, unbiased study of the causes of mine explosions leads inevitably and definitely to the conclusion that the human element is the most important factor. The human factor should however, be evaluated in terms of responsibility--responsibility on the part of the employer to recognize the existing hazards and take the necessary remedial action, and on the part of the employee to perform his duties faithfully, diligently, scrupulously, and in strict conformity with State mining laws and company rules or other regulations.
