The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.

This paper examines the relevant theory, experience, and past practices relating to development mining near gas or oil wells. It addresses setback distance for both coal and stone room-and-pillar mining. This study also involved a review of accident reports involving well interceptions and downhole well surveys. It provides technical considerations for decisions regarding safe setback distances for development mining throughout the United States. The study’s scope is limited to mining near active or inactive (i.e., non-producing, abandoned or inadequately plugged) wells with known surface locations.

DURING September, the Coal Commission pre- pared for issue a series of 18 reports on varied aspects of- the bituminous coal industry; the final report, dated Sept. 22, sums up the facts and offers recommendations addressed to Congress, to the industry, and to the public. The few following paragraphs are selected: Bituminous coal is the real foundation of that great industrial and transportation structure which enables more than a hundred million people to live in America and be so well supplied with things necessary for their health, comfort; and convenience; it also furnishes domestic fuel for two-thirds of the homes of the land. The distribution of the output of the bituminous mines tells the story: 28 per cent. goes to the railroads, 25 per cent. to the boiler houses of factories and mills of all kinds, 15 per cent. to the coke ovens and gas plants, 10 per cent, to the homes, 7 per cent. to steel plants and the same percentage to power plants and street railways, 4 per cent. is exported, 2 per cent is used for power at the coal mines, and the remaining 2 per cent. goes to the seaboard for steamship fuel. Bituminous coal enters into interstate commerce on a scale approached by no other commodity; less than a fourth of the coal mined in the United States fails to enter interstate com-merce. All but one of the 45 coal producing districts in the United States ship coal outside the State in which it is mined. Three hundred miles of cars loaded with coal is the daily output of the bituminous mines of the United States. The public-welfare element in coal is seen in the dependence of public health and safety on an unfailing supply of fuel, in the close connection between the prosperity of most industries and the uninterrupted operation of the coal mines, and in the obvious fact that without coal the great network of railroads which binds together this great country would be idle. The railroads and the public utilities, themselves so clearly obligated to render what-ever public service is demanded of them that the constitutionality of their public regulation is unquestioned, are of all industries most dependent upon coal. Thus, coal makes up over 35 per cent. of the operating cost at the gas plant and over 25 per cent. at the electric power station, and in the operating expenses of. a railroad the cost of coal is the largest single item, next to labor. The practical logic that half a century ago clothed with a public interest the steam locomotive and in later years the electric-power station must recognize a large element of public service in the coal mine that furnishes the necessary energy to both locomotive and power-plant.

Analytical procedures are described for the quantitative determination of 16 elements (As, Ba, Be, Cd, Co, Cr, Cu, Fe, Mn, Mo, Ni, Pb, Sb, Se, TI, and Zn) and 7 ionic species (NH4, C032-, CI-, F-, NO3-, P043-, SO42-), identification of major and minor mineral components, and measurement of physical properties associated with manganese nodules and nodule processing reject waste materials. Compound identification methods discussed include X-ray diffraction, infrared spectroscopy, scanning and transmission electron microscopy, selective area electron diffraction, and optical and reflected light microscopy. Methods for elemental analysis include atomic absorption spectrophotometry, inductively coupled plasma emission spectroscopy, neutron activation analysis, fluorescent X-ray spectrography, and ion chromatography. Thermal gravimetric analysis, ultraviolet-visible spectrophotometry, ion specific electrodes, and standard wet chemical procedures are briefly discussed. Physical properties determined in manganese nodule materials include grain size distribution, specific gravity, triaxial shear, permeability, maximum density, Atterberg limits, and slurry density. The results of a round-robin analysis of an ammonia process waste material and manganese nodule standards demonstrate the applicability of the discussed methods. Tests discussed for the evaluation of the waste materials for disposal options include the Environmental Protection Agency (EPA) EP toxicity test, the ASTM shake extraction test, and the U.S. Army Corps of Engineers EPA seawater elutriant test.

In this study, a parametric study was conducted using FLAC3D numerical models to examine the impact of oblique loading, generated from seam dip, on the strength and the failure propagation pattern of a stone pillar using two simplified geometry types. In type 1, the sidewalls of the pillars were assumed to be perpendicular to the roof and the floor, while in type 2, the sidewalls of pillars were assumed to be vertical. The complex pillar geometry in dipping mines was frequently modeled using these two geometries. To capture a complete picture of the effect of seam dip on pillar stability, the modeled width-to-height (W/H) ratio of the pillars, in situ stress field, and pillars roof/floor interfaces were systematically varied to account for the potential distribution of values for these parameters across the underground stone mines in USA. Results from the numerical modeling indicate that dipping pillars have reduced strength compared with horizontal pillars. Also, an asymmetric failure propagation pattern could be obtained depending on an interaction between the W/H ratio, seam dip, in situ stresses, and pillar geometry.

Control of the particle size distribution of a muckpile after blasting is always an important subject for mining industry. Blasting has a significant impact on downstream processes such as loading, crushing and grinding. Improvement of blasting results provides increase in loader and excavator productivity due to increased diggability capacity, and increased bucket and truck fill factors. Suitable and uniform particle size distribution results increase in crusher and mill throughput and decrease in energy consumption in size reduction process. Digital image analysis technique has been used for many years in mining industry in order to determine blast fragmentation. The images of muckpile surface can be used to determine the mean fragment size (x50). The source of digital images can also be haul truck, leach pile, waste dump, stockpile, and conveyor belt. The screening that is conventional method to measure blast fragmentation is time consuming and expensive. Digital image analysis is a cost effective and faster method (1).

Safety work in mining at the Andes Copper Mining Company, Potrerillos, Chile, is divided into three parts: (1) accident prevention, (2) fire prevention and protection, and (3) silicosis prevention and control. In the company's operations a steady campaign has been waged to reduce accidents and silicosis, and to prevent fires. In the following pages the safety record for the past twelve years will be examined and the methods explained by which the accident rate was reduced. Table 1 contains yearly data pertaining to the scale of the mining operations and the accident record. Block caving is used for all ore production and the tonnage mined has aver- aged 30,000 short tons per day for the past seven years. Table 2 classifies 44 fatal accidents which have occurred since 1935. The leading causes of accidental death are transportation of ore and use of explosives, followed in order by per- sons falling, falls of ground, and by asphyxiation. The U.S. Bureau of Mines Reno Research Center investigated, developed, and patented a high-temperature cyanide leaching process for recovering platinum-group metals (PGM) from automobile catalysts. A batch pilot plant was constructed at the center and operated to demonstrate this technology to industry. Approximately 1,600 kg of used pellet, monolith, and metal support catalysts containing 1,700 g (54 tr oz) of PGM was processed. Forty-five-kilogram batches of used catalysts were leached with sodium cyanide solution at 160°C for 1 h in a countercurrent processing sequence. This selectively dissolved the PGM. Average extractions from the used pellet catalyst were 96 pet Pt, 95 pct Pd, and 73 pct Rh. Average extractions from the used monolith catalyst were 84 pct Pt, 81 pct Pd, and 66 pet Rh. Heating the pregnant leach solutions to 275°C for 4 h destroyed the PGM-cyanide complexes, causing over 99.7 pct of the PGM to precipitate from solution. The PGM precipitate was predominantly a metallic powder concentrate, typically analyzing greater than 50 pct PGM. Heating destroyed the cyanide to less than 0.2 mg/L free and total cyanide. Both the pellet and monolith residues were evaluated for disposal using the toxicity characteristic leaching procedure developed by the U.S. Environmental Protection Agency.

IT is to be hoped that no casual reader will erroneously refer to the latest publication' of the Division of Public Relations of the American Petroleum Institute, as being "Petroleum Facts and Fancies." The facts are so faithfully derived and the figures are so authentically sponsored by the highest sources that no person can read this valuable volume (287 pages and numerous tables) without being convinced that every- thing therein set forth is "the truth and nothing but the truth." Yet, having read the volume from the perspective of the world's petroleum industry and with a critical attitude that comes from years of study of the subjects discussed, I find myself tempted to cogitate and to envisage a few of the fancies that come to mind as a fitting sequel.

I?ve been asked to appraise the global role of coal and mining, and the best place I can think of to begin is with the World watch Institute, which purports to monitor all things global. Last fall the institute?s magazine, entitled World Watch, in a cover story called for a worldwide campaign to outlaw the use of coal before this century?s end. To my mind the article began the campaign. However, the institute had to admit that no such ban will be possible unless there is special help and heavy intervention?that is, novel policies and punitive taxes. I?ll quote directly from the magazine to underscore the point: ?without them the market will continue to deceive us into thinking coal is cheap, abundant and irreplaceable?.

Carbon-13 nuclear magnetic resonance (18CNMR) spectra of nine 2-substituted pyridines, seven 3 -substituted pyridines, and nine 4-substituted pyridines have been obtained and analyzed. Substituents included both electron-releasing groups and electron-with hawing groups. Substituent effects on the magnetic shieldings of the ring carbons, except for those in the 2-positions of 2-substituted pyridines, were found to be quite similar to the effects reported for the monosubstituted benzenes, Thus, at least to a first approximation, the two classes of compounds have similar shielding mechanisms. Shieldings of the carbon atoms in the 5-positions of 2-substituted pyridines and those in the 6-positions of 3-substituted pyridines were found to reflect electron release or withdrawal by substituent groups, The pyridinium cation and the compounds 2,2'-dipyridyl and benzonitrile were also investigated.

DIVERSITY There are plenty of examples to show that diversity has been the fundamental downfall of many organisations, particularly when you consider the international position. What about core business, the return of companies to key competence directions and market focus. The stockmarket for instance defines groups and companies in key groups of core business. The expectation is that companies toe the line and do not diversify across their areas of defined expertise. In essence, the market has given notice that the requirements are to focus and stick to our core business. So what right does the conference have to suggest that diversity is the key to prosperity. Hasn't the organiser read the book, studied the history, listened to the market - obviously not. Have they got it wrong, My feeling and belief is no - the organisers have got it right. However, the matter is not as simple as first perceived. What is Diversity, or Diversification as I would prefer? Is it a product position? Is it a geographic position? Is it an expansion or change in services offered? Does a gold mining company diversify into copper or diamonds or aluminium or nickel? Does a gold miner in Australia diversify into China or Kazakhstan or West Africa? How do the two relate? They don't. A successful company will always possess a 'core competence' not so much a 'core business'. The best example of this is the service company extraordinaire - McDonalds. They don't sell hamburgers or french fries, they sell a service, a convenience, a lifestyle. The core business is hamburgers and if McDonalds were to diversify further into new styles of hamburgers, I suggest to you they would fail. But if McDonalds were to diversify into other products based on their 'core competence', provision of service, then I would suggest to you they would be very successful. This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation, and utilization of coal . The mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British Committee . Engineers from other allied countries cooperated in some of the investigations . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , deputy solid fuels administrator . The personnel of the mission consisted of H. F. Yancey , in charge , J. W. Buch , Thomas Fraser , L. L. Newman , and L. D. Schmidt , of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology ; H. J. Rose , vice president and director of research , Bituminous Coal Research, Inc .; and F. H. Reed , chief chemist , Illinois Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These and microfilms of supporting data obtained in the course of the investigations are on file at the Bureau of Mines , Washington , D. C. where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproductions of all declassified reports . An overall study was conducted to evaluate the properties and processes influencing the rate and magnitude of consolidation for oil sands fine tailings produced using different extraction processes. As part of this overall study, consolidation tests using slurry consolidometers were carried out for caustic and non-caustic fine tailings. The influence of a change in bitumen extraction process (caustic versus non-caustic) on consolidation properties, namely compressibility and hydraulic conductivity, was determined, as was the effect of adding a coagulant (calcium sulphate [CaSO4]) to caustic fine tailings. For fine tailings originating from two different oil sands ores (Ore A and Ore B), results were presented in terms of variation in average void ratio with time (settlement), void ratio with effective stress (compressibility), hydraulic conductivity with void ratio and coefficient of compressibility and hydraulic conductivity with sodium adsorption ratio. Findings indicated that chemical characteristics of fine tailings (water chemistry, degree of dispersion) do not have a significant impact on their compressibility behaviour and have only a small influence at high void ratio (low effective stress). The biggest advantage of non-caustic fine tailings and treating caustic fine tailings with coagulant is an increased initial settlement rate and slightly increased hydraulic conductivity at higher void ratios. Thereafter, compressibility and hydraulic conductivity is governed by effective stress.

For the first time in many years, the Liebherr Group chose to host its annual conference for the international construction trade press in the United States. The reason for the move is simple ? mining. Like other large corporations, especially those in the construction fields, Liebherr felt the effects of the global economic crisis that began in 2008. The slowdown in the housing market was especially hard on Liebherr?s mobile crane and earth moving divisions. The mining division, however, while affected by crashing commodity prices that led to cancelled orders and the loss of financing for some customers, was not battered as badly as the other divisions. And now, with the price of commodities once again on the rise, it seems that it will be Liebherr?s largest machines that lead the family-owned company to better days. ?We can report that our generally optimistic view during the crisis has proved adequate,? said Joachim Janka, president of Liebherr mining equipment, at the conference in Williamsburg, VA, just down the road from the company?s mining truck division global headquarters in Newport News, VA. ?Since the third quarter of 2009, our mining equipment activities have been recording once more a strong and steady demand. This has already yielded a substantial increase in market shares for our product lines of large mining shovels as well as for mining trucks.?

Prior to installation of High Pressure Grinding Rolls (HPGR) at PT Freeport Indonesia (PT-FI) a series of laboratory tests were carried out to determine the design parameters and also determine key performance indicators (KPIs) for the industrial unit. The design parameters derived from the lab test work were then scaled up to estimate the industrial capacity of the HPGRs to be installed. These parameters include specific power draw, specific throughput, and specific force, rolls speed, product size distribution and wear rate of the rolls. This paper compares the performance of the scale-up procedure against the installed industrial size HPGR. Overall, the specific throughput of the industrial size HPGR is higher by a minimum of 30% compared to the expected scale-up value. As a result of the high specific throughput, the specific power draw and grind sizes are below the scale-up expectations in the commercial application. The impact of these factors also contribute to a lower than expected wear rate on the industrial rolls. Installed rolls achieved a service life in excess of 18,500 hours relative to the target of 6,850 hours predicted from the laboratory testing.
