"This paper charts, briefly, the :salient facts of international trade in minerals and their products and Canada's place in it. It also reviews inter-national agreements, economic groupings and national measures to channel and regulate production and trade in minerals. Canada's mineral industry now produces raw materials worth $3.7 billion per year, making this country a giant among mineral producers. Two-thirds of this production is exported, chiefly to the United States, accounting for about 30 per cent of Canada's merchandise exports and topping all other classes.However, several other nations are also pressing the development of their mineral resources and markets. The Soviet Bloc, China and principally Australia and Africa are becoming important suppliers of basic raw materials to some traditional markets of Canada in Europe and Japan.The outlook for Canadian mineral exports to the countries of the Common Market, Great Britain and Japan is good, although some tariff barriers remain troublesome.Concerning the United States, our most important market, Canada is seeking to have that country lift import quotas on lead and zinc, and re-cent statements by U.S. authorities give hope that this may be achieved soon. Moreover, Canada wishes to obtain easier access to the American market for several of its metals and minerals.Canada is now participating in the Kennedy Round of tariff talks under the auspices of the General Agreement on Tariffs and Trade (GATT), and is seeking to open wider doors for its exports of products.In summary, Canada has done reasonably well in some mineral commodities on world markets, but has lost ground in others. Any slackening of Canada's efforts in the development and marketing of mineral resources would soon lead to the decline of its role in the world miueral economy."

In 1556, Agricola noted that "a prudent owner, before he buys shares, ought to go to the mine and carefully examine the nature of the vein, for it is very important that he should be on his guard lest fraudulent sellers of shares should deceive him"(1). In today's world, the owner rarely has the opportunity to visit the mine and, instead of reading about the `nature of the vein' in annual reports, prospectuses, government publications, et cetera he sees the words `reserves' and `resources'. Unfortunately, the subject of reserves and resources has become increasingly complex and Canadians, along with their counterparts in Australia and elsewhere, are still struggling with definitions which will attempt to cover all conceivable circumstances from national or regional resource endowment to the material to be extracted next week from a given stope or open pit bench. The providers and recipients of reserve and resource data are: - Government agencies who are concerned with questions of national endowment, strategic use of raw materials and other questions of public policy. - Stockholders who have a vested interest in the basic assets of their companies. - Financiers who are concerned about the security of their loans. - Regulatory bodies whose function is to protect a frequently naive investor from unscrupulous practices. - Management, at head office and on-site, who need basic information for decision-making, whether it be to open up a new mine, expand or close an existing operation, acquire or merge with other entities, or, more mundanely, for routine mine planning. To satisfy their demands with unanimously accepted definitions is a formidable task but, it is my impression that, little by little, a concensus appears to be growing within the industry.

Canada has been a producer of sulphur in various forms for about 100 years, Pyrites, as a source of sulphur dioxide for the manufacture of sulphuric acid, were being mined in the 1860's. Smelter gas, for the same purpose, has been recovered since 1928. Between 1935 and 1943, and from 1952 to the present, elemental sulphur has been produced in Canada from two raw material sources and by several methods. This paper attempts to present a view of the current status of the elemental sulphur industry in Canada based on the sour gas fields of Alberta and British Columbia. Production from this source has increased rapidly in the past 12 years to make Canada one of the major sulphur producers of the world. The present industry in Canada relies mainly on sour gas sulphur and it is expected that it will continue to grow in the future. However, before describing current activity relating to sour gas it may be of interest to outline briefly the early pyrite activities, the roots of the sulphur industry in Canada.

TVI Resource Development (Phils) Inc. Canatuan mine is a polymetallic ore deposit located in the Province of Zamboanga del Norte on the island of Mindanao in the Philippines. The deposit consisted of an oxidized capping of gossan overlying a Besshi type volcanogenic massive sulphide lens which is near surface and flat lying. Construction and development of a sulphide processing plant began in early 2007 and commissioned in November 2008. During the initial stages of sulphide operation, high copper (Cu)-low zinc (Zn) ore was fed to the plant. Marketable copper concentrate at 91-95% recovery was produced utilizing a high-pH bulk sulphide rougher flotation and 2 cleaning stages. Because of increased levels of Zn of the ore body, a Cu/Zn separation circuit was initiated in early 2010 following an intensive laboratory test work program. This Cu/Zn separation circuit was necessitated because of the copper ion pre-activation of the sphalerite that lead to the zinc being readily recovered to the copper rougher concentrate. In-situ activation of zinc (in the pit and stockpiles) was caused by the leaching of secondary copper minerals in the ore (particularly from the dominant copper species, chalcocite and covellite). This problem required the development of metallurgically complex and intensive reagent regime to effectively depress the activated sphalerite. As well, the immediate reactivation of zinc after it has been depressed, at the onset of Cu/Zn separation flotation, added additional metallurgical complexity to the process. Subsequent to the Cu/Zn separation circuit, an unconventional, yet proven effective, simultaneous cyanide detoxification-zinc flotation circuit was set-up to recover the zinc. Laboratory test work results realized Cu-Zn recovery differential from a Cu/Zn separation circuit of over 40-45%. This performance has been achieved in the plant, at 72% Cu overall recovery. With the gradual improvements on-going with zinc circuit capacity and effective zinc separation being achieved, zinc recovery has currently reached 40%.

Portland cement is primarily used to solidify backfill in underground mine workings and it represents a major cost in mining operations. CANMET-MMSL has invented an alternative binder technology that does not contain any amount of Portland cement and is made using waste materials, such as development rock and smelter slag. The technology has been successfully tested with many types of base metal and ferrous slag. Research conducted in collaboration with several mining operations in Canada has shown that the CANMET-MMSL binder has considerable potential as a replacement for Portland cement in mine backfill. An integral part of the overall mining operation, backfill is used for two main purposes: safety and environmental remediation. Depending on the mining method used, backfill provides a working surface, stabilizes stope and pillar walls, as well as the surrounding rock mass, and controls caving of stope backs. There are several benefits associated with the replacement of Portland cement in backfill, including reductions in (i) the footprint by placement of slag waste underground, (ii) the environmental effects and long term liability resulting from disposal and containment of slag waste on surface such as acid rock drainage, (iii) GHG as a result of reduced Portland cement usage (the production of 1 ton of Portland cement produces 1 ton of GHG), and (iv) the significant costs associated with reduced Portland cement usage.

As new legislation drives to lower SO2 emissions from metallurgical plants, plant managers face the challenge of keeping their costs under control. The Cansolv® SO2 Scrubbing System has been broadly adopted in the non-ferrous industry as a cost effective solution for smelter operators to meet the new SO2 emissions targets. The Cansolv® SO2 Scrubbing System is an amine-based regenerable process that selectively absorbs SO2 from a variety of gases, including dilute smelter gases, such as furnace and converter gases. The system produces a pure, water-saturated SO2 byproduct stream, which can then be directed to the front end of a sulfuric acid plant for conversion to sulfuric acid. When deployed in a smelter complex, the Cansolv® SO2 Scrubbing System may also be used to process acid plant tail gas, allowing single absorption sulfuric acid plants to achieve emissions an order of magnitude lower than that of a double absorption acid plant with a lower capital investment. Depending on inlet gas temperature SO2 emissions in the treated gas can be controlled to as low as 55 mg/Nm3. This paper will describe some of the applications where customers have or are planning to use the Cansolv® SO2 Scrubbing System and what as well as which features and cost advantages for the treatment of smelter gases were key to the technology choice.

Blasting cap precision is of major importance to advanced blast design. New technologies have introduced the use of microchips within detonator casings in the hope that the electronic control of the timing element will increase the accuracy of the cap and therefore improve the results of perimeter control blasting applications. The electronic detonators have proven to be accurate in timing tests done to date. They boast cap scatter results to microsecond accuracy, but the question is, does this degree of accuracy actually prove to be beneficial during practical use in the industry, or are conventional technologies applicable.

Slender steel piles have found an increased use in Sweden in resent years. These piles are often driven throw soft normally consolidated clay to refusal in till or at the rock surface. In contrast to most other piles the bearing capacity with regard to failure of the shaft is in many cases smaller than the bearing capacity with regard to failure of the soil or rock at the lower end of the pile. Imperfections such as deviations from a straight line of the pile centerline and residual stresses in rolled and welded profiles are important for the capacity of the pile shaft. Even thow the second order moment caused by initial deviations in piles is only half of that in a column with the same slenderness, imperfections can and should be accounted for in much the same way as for columns.

A cover with capillary barrier effects (CCBE) is being constructed on the AA Leach Pad at the Barrick Goldstrike Mine site near Carlin, Nevada. The purpose of the cover is to eliminate/minimize infiltration of meteoric waters into the leach pad. Laboratory and numerical analyses indicate that Carlin Formation siltstone (TCS), a locally available material, has the necessary hydrologic characteristics when placed on the leach pad to act as a CCBE. A pilot study has been conducted on a small-scale test cover placed on the AA Leach Pad to examine the cover performance under irrigated conditions. The preliminary test results demonstrate that the designed cover is capable of preventing meteoric water infiltration.

This paper has been written as one of a group of papers dealing with the subject "Cost Elements in Mining". What are cost elements in mining? The mine operator thinks of direct mining costs in terms of labor, materials, supplies and power, and we might define cost more generally as the price paid to acquire or produce something. Economic theory also has its concepts of cost. From one point of view, that of the consumer, the cost of mineral commodities might be viewed as the total price industry pays for mine output. Similarly, the mining company engaged in the on-going business of finding, developing and operating new mines is concerned very much today with the distribution of all the revenue paid for mine output and not just with its direct or controllable cash costs. In other words, what will the labor force, the supplier of energy, explosives, and reagents, and the supplier of government services, management, capital and the ore reserves receive for their contribution to production.

Background information, formulae and a systematic set of procedures for estimating capital and operating costs for open pit mining equipment are presented in this paper. Firstly, equipment capital costs are required. These can be obtained from either suppliers, contractors or from first principles. The equipment is then divided into cost elements. Typically these are fuel and power requirements, spare parts consumption, wear items such as tyres, teeth and drill bits and finally repair and operating labour requirements. By consideration of the cost and life of each element a base cost can be derived. The base cost is then adjusted to suit specific site conditions such as the proximity to spare parts suppliers, the duty or ground conditions and the management and operator skills specific to the site. Hence, the same item of equipment can be costed to reflect different operations. Included are tables and data for typical plant items. Several examples are also given to illustrate the methodology being presented. The intention is to provide a set of procedures to allow costs to be built up from base level in a systematic and repeatable way. Applications for these costs include feasibility studies, budgetting and data for economic analyses.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. TRENDS IN MINE FINANCE Reviewing historical trends may help in dealing with future funding strategies. The first trend is the increase in the use of debt to fund corporate America. Surprisingly, when comparing that with other corporates in the global marketplace, the U.S. does not look too poorly. Japanese, in particular, but also German companies, are much more leveraged than their U.S. counterparts. Note that in Japan and Germany the government and the consumer have shown substantial restraints when it comes to credit. Not so in the U.S. where the savings rate (4%) is much lower than that in Japan (20%) and in Germany (14%). As a result, the cost of leverage is substantially lower in Japan and in Germany than in the U.S. Lower debt costs in these countries allows one to obtain more of it for the same price. The close relationships between financial institutions, corporations and governments in Japan and Germany also make the risk of leverage more bearable and understandable. Also note that interest rate volatility in these countries is more subdued. The investor base in common stock is also changing. Private pension funds have been net sellers of equities during the last few years while public pension funds have been net buyers. Individuals are basically out of the market. It is estimated that over $330 billion of equity was retired in the U.S. through 1986-1988. The reasons are well known: restructurings, buy-backs, takeovers, mergers, and buy-outs. This de-equitization is likely to continue as the cost of equity capital is higher than the cost of debt capital, even on a before-tax basis. Because there has been no market for equity since October 19, 1987, junk bonds have replaced equity capital in the corporate finance structure. The non-investor-grade borrower has access to the public markets through high-yielding debt securities that often look like senior equity. Deregulation has also provided 24-hour markets; securitization can now liquify assets that before were rusting on balance sheets; information processing and communication tools give facts that are instantaneously available, creating the need for products to cover risk and exposures unknown before the start of the information and technology explosion. Thus we now have swaps, options, futures, options on futures, caps, as well as program trading, portfolio insurance, index funds, etc. Globalization will be unstoppable. Today's environment demands it. Corporations are now global competitors, even though they may have never shipped a product off-shore. Boundaries are disappearing and impediments have been removed. Stocks can be issued in a global offering with distribution in all major financial centers of the world. The high leverage of Japanese companies has made common stocks very scarce, which with the high savings rate, makes equity capital inexpensive in Japan. If markets were perfect everyone would issue stock in Tokyo and buy it back in New York. This would certainly stop the bleeding on the balance of payments. With the deficit balance of payments in America, it is no surprise that the cost of money is expensive here. The risk-return relationship on U.S. equity is not favorable enough to appeal to Japanese equity investors. The Tokyo-market, helped by a stronger yen, surpassed New York as the most important equity market in the world. The question is, will the Tokyo market hold up when Japanese domestic consumption increases at the expense of savings? In the U.S. debt markets, the plain vanilla debenture is making a comeback after a period of absence. Commercial paper has replaced short term bank borrowings for working capital funding by larger corporations. Variogram analysis and kriging lack robustness in the presence of outliers and data with long-tailed distributions, which often arises when estimating grades in precious metal deposits. The capping technique, consisting of truncating the data to some top-cut grade, is widely used in order to mitigate the influence of the values in the upper tail of the distribution. However, this procedure omits part of the grade variability and is likely to provoke a bias in the estimates. To avoid these issues, a recently proposed approach is to decompose the grade of interest into three components (the truncated grade, a weighted indicator above the top-cut grade, and a zero-mean residual) and jointly estimate the truncated grade and the indicator by cokriging. This approach is attractive as it provides unbiased grade estimates, allows choosing the ?optimal? top-cut value, and essentially works with truncated and indicator data, thus avoiding the use of outlying values for calculating sample variograms and performing spatial interpolation. This work presents an application of this approach to a disseminated gold deposit that has been identified through exploration drilling. The effect of using an indicator covariate is assessed through leave-one-out cross-validation, by comparing the grade estimates with the true grades and with the grade estimates obtained with the conventional capping approach, which considers only the truncated grade as the variable of interest. As a result, cokriging the truncated grade and the indicator above top-cut grade outperforms the conventional capping approach, yielding significantly more accurate estimates. A few complementary guidelines are provided for validating the model hypotheses and for the implementation of cokriging.

In the Broken Hill South mine tile practice of issuing to the miner a quantity of fuse and a box of caps from which he made up the "rods" required for a particular blast, has been abandoned. Instead, capping stations have been established, and the miner can now obtain, from the magazines, fuses cut to accurate lengths with the detonators attached.Various types of fuse-cutting machines and crimping devices are available, but only those used by the Broken Hill South Mine Ltd. are described in this paper.The fuse-cutting machine, designed by the engineering staff, is an electrically driven unit fitted with a gear box for the purpose of adjusting the rate at which the fuse is fed to the cutting device, thereby enabling fuses of various lengths to be accurately severed from the main coil of fuse.The machine in question is designed to cut 4, 6, and 8-ft. fuses, but no difficulty should be experienced in designing a machine to cut fuses to any required lengths.

The inherent capacity ceiling can only be increased through re-engineering. Autonomous haulage systems have the potential to significantly increase a mine ’s inherent and realized capacity. Realized capacity may be maximized through the optimization of soft factors such as the processes, behaviours, and organizational systems, controlling asset utilization, availability, and performance. Truck shovel dispatching systems revolutionized the utilization of mobile assets. High-precision global positioning systems (HP-GPS) are increasingly being adopted to optimize equipment performance. Real-time maintenance management systems have the potential to revolutionize equipment availability and significantly reduce cash costs. This paper explores some of the solutions available to mines to increase their inherent capacity and maximize their realized capacity.
