(San Francisco Meeting, September, 1915) THE history of the several petroleum deposits of Texas and Mexico, or of the sediments in which they now occur, if the deposits are not indigenous to such sediments, is known in a general way only, but it nevertheless casts strong light on the conditions surrounding them and is of great importance in the search for and exploitation of then. The petroleum deposits of Texas are separable into two main divisions: 1. The deposits of northwestern Texas, which are directly connected with the Oklahoma fields to the north, and have no representatives at all in the Mexican area. 2. The deposits of the coastal area, which extend into Louisiana on the east and connect with those of the Mexican coast to the south. Early in the Pennsylvanian period a series of bituminous shales and limestones were laid crown over a broad area in Texas, Arkansas, and Oklahoma. These are known as the Bend series in Texas, the Caney shales in Oklahoma, and the Fayetteville beds in Arkansas. Following their deposition an uplift occurred, forming the Lampasas geanticlinal, which runs northeastward from the old Paleozoic land area of the Llano region toward Red River. The Bend series is petroliferous in places and has furnished a few producing wells on each side of the Lampasas uplift. This uplift forms the barrier and. dividing line between the two divisions of the Texas petroleum deposits. To the west of it, in waters which were the southern extension of the interior continental seas, in connection with the sediments and coal beds of the Pennsylvanian and Permian, great quantities of petroleum were deposited either as oil or as "potential petroleum." These sediments have been subject to very slight disturbance, and only very gentle folds. are found, with no signs of volcanic action in any part of the area. The conditions, therefore, indicate that the greater part, if not all, of the oil in this area is indigenous to the beds in which it is found.

This paper is abstracted from the report of the Appraisement Committee of the Independent Oil Producers' Agency, of which the writer was Chairman. The other members of the committee were M. V. McQuigg and R. S. Haseltine. To Thomas Cox, engineer in charge of the investigation, and to his efficient staff of assistants, is due the credit for the detail work necessary in carrying out the plan of the Committee. It treats only of the valuation of the lands, wells, and piping, without going into details of equipment and other features. It was recognized, early in the operation, that the value of oil lands was the value of oil to be extracted, and marketed, less the costs attendant thereon. Referring this back to the costs in cents per barrel, it became obvious that surface improvements, absolutely necessary in the production of oil, from wells then drilled; had no separate and independent value aside from the value of the land, but that any excess equipment, not necessary for the production of oil from present wells, such as drilling tools, well casing, etc., should be given a present condition value. In valuing the properties of the Independent Oil Producers' Agency, the Committee has considered the following facts: 1. That from each property there will ultimately be. produced a certain total quantity of oil. 2. That in the production of that oil a certain total quantity of money will be expended. 3. That a certain total amount of money will be received from the oil. 4. That the total net receipts will be the total gross receipts less the cost of development and production. 5. That the present value of the net receipts must be such an amount that when invested by a purchaser it will be returned with 8 per cent. interest additional during the life of the property.

The investigation of the hot-working properties of metals and alloys furnishes a problem which has been attacked in many ways. Tensile, impact and hardness tests on heated specimens have furnished interesting data, but in most cases either the tests are difficult to make or the results hard to translate into terms of practical value. Some investigators have used the drop hammer to advantage. It furnishes a rapid and simple method of comparing the plasticity of metals at elevated temperatures. The indications obtained by its use are of value only in so far as their significance is understood and they can be intelligently used to predict the behavior of a given metal under given hot-working conditions. The work reported here was undertaken not only to add something to the existing volume of such data but also to contribute to our understanding of the results. Doerinckel and Trockels1 used cylindrical specimens and determined the work required to reduce the specimen to one-half the original height. Ellis2 studied the effect of constitution on the malleability of steel at high temperature. His method and that of Kent3 were similar to the one used in the present work. The tests described by Kent were made on samples of tin, zinc, aluminum, copper, lead, 70:30 and 60:40 brasses, with and without a small quantity of lead. He concluded that the test would "indicate whether a material can be forged at a given temperature without cracking." This interpretation must be used with caution. While it is probably true within limits, one must consider the severity of the forging operation. Again, it will not apply strictly to forms of hot working other than forging. For instance, an alloy running 61.0 per cent. copper, 3.25 per cent. lead, remainder zinc, will crack badly in the test, yet, it is extruded commercially. The general problem of the simultaneous movement of water and oil in a connected sand is of considerable practical interest from two points of view. First, there is the situation usually described as "edge-water encroachment." Here the water in the sands contiguous to and flanking the oil sand begins to enter the latter as the oil is removed and the reservoir pressure declines. The physical questions involved concern an understanding of the mechanism of the advance of the water and its control, so as to aid the oil recovery rather than to hinder it. In so far as the entry of the water into the oil sand means at least the partial replacement of the oil from the region of the encroachment by the advancing water, it is quite appropriate to consider this type of situation as one of natural water-flooding. For the present discussion, however, we are primarily interested in the problem of artificial flooding. Here the water is deliberately injected into the oil sand with the intention of displacing the oil and removing it through prearranged output wells. For the practical development of such a procedure rather large areas are included in the flooding program and the injection and output wells are arranged in regular patterns or networks, which are felt to be most favorable for a high oil recovery. Although remarkable success has already been obtained in such flooding programs, especially in the Bradford field of Pennsylvania, essentially by the application of the lessons of practical engineering experience, a more thorough physical analysis of the problem appeared to offer promise of leading to results of some interest and value. Another phase of the problem, which stimulated both the experimental and mathematical analysis, is that it is susceptible in large measure to empirical field tests. It, is in itself but an example and illustration of the general theory of the flow of dead (gas-free) liquids through porous media, in which the authors have been interested for the last several years. GROSSMANN'S method1 for calculating the hardenability of steel from the composition and grain size has gained wide acceptance, and when properly used, has been well proved in practical application, both for estimating the hardenability of known compositions and for selecting compositions to meet known hardenability requirements. The Grossmann method uses as the criterion of hardenability the "ideal critical diameter," DI, which is the size round that will just harden to a structure of 50 per cent martensite at the center when given the theoretically fastest quench, or "ideal quench." The DI can be related to actual quenching practice if the severity of quench is known; or the DI can be correlated with hardenability as determined by the Jominy end-quench method.2 The effect on hardenability of each element present in a steel can be represented by a multiplying factor, the value of which depends on the amount of the element present and the degree of effectiveness of the particular element. (The value of the factor for a given carbon content varies with the grain size.) When the factors for all elements present in a steel have been determined from charts, they are multiplied, and the resultant product is the D, of the steel. The validity of Grossmann's scheme of multiplying factors has been confirmed in a number of other investigations.3 -6 It can be appreciated that a certain desired level of hardenability can be obtained by adding chromium, molybdenum, nickel and vanadium to a base composition containing carbon, manganese, silicon and the usual impurities. Many of the ranges of hardenability used commercially can be obtained by any of the foregoing alloying elements used singly in the base composition. The same hardenability levels also can be obtained through use of any of a great number of multiple element combinations of these alloying elements. In this report a method will be presented for determining what one combination is the most efficient (based on hardenability and cost of added alloy) for a given level of hardenability. It should not be assumed from the emphasis given to hardenability, that hardenability is the only criterion for the selection of an alloy composition. Such properties as the hot-working characteristics, machinability, carburizing characteristics, amount of distortion during quenching and the retention of austenite may be considerations of importance in many applications. However, hardenability is one of the most important properties of an alloy steel and one that must be considered in almost all cases involving heat-treatment by quenching. Therefore, a method for determining the lowest-cost alloy combination should be of considerable value. GRAVITY concentration is a general term designating processes for separating and sorting granular material by means of forces that depend on the density, size and shape of the particles. When these forces are applied to the particles the latter are caused to move, those of a given density along one path and those of a different density along another, until ultimately they are sufficiently separated to be removed from the operation of the process. The forces producing this separation are in general complex and, unfortunately, no completely rigorous analysis of them has as yet been devised. The science of the hydrodynamics of viscous fluids deals with the little that is known about the problem. Every observer of nature is familiar with the fact that an object moving in a fluid encounters a force of resistance. We have only to walk against a brisk wind or stir a cup of coffee, or observe the slow fall of a grain of sand in water, to experience directly the fact that such forces exist. The exchange of force between an object and a fluid in which it is moving operates on the fluid as well as on the object. Thus a sailboat may be set in motion by the force exerted by the wind on the sail; but the sail also deflects the wind-furthermore, the water in which the boat floats is set in motion by the force exerted by the boat as it cleaves through the water. The wind is thus enabled to do work on the water through the intermediary of the boat. In general, an object moving through a fluid encounters a force that opposes the motion and also acts to change the motion of the fluid. In gravity concentration we are dealing with this force of resistance acting on the granular particles that are to be separated. Observations were made on the recrystallization of a 70 pct cdd-rolled silicon-iron crystal with an initial orientation of (113) [332]. Its polygonization and recrystallization characteristics were studied. Results indicated that re crystallization tendency of the deformed crystal is much weakened by the polygonization of the matrix. Complete recrystallization in such specimens is achieved by the growth of recrystallized grains of sufficient size and of the right orientations in relation to the matrix. Evidence was also furnished which suggests that the difference in the re-crystallization tendency is a result of the difference in the severity of lattice bending rather than the difference in orientation of the deformation texture. DUNN and Koh1,2 have made an extensive study on the rolling and annealing textures in silicon-iron crystals. Their results indicated that the recrystallization tendency can be widely different in crystals with different orientations. A particularly interesting example of their results was a crystal with an initial orientation of (113) [332], which developed a deformation texture of (001) [110] after 70 pct cold-rolling. Recrystallization in this crystal took long time anneals at high temperatures. Other crystals having different orientations recrystallized very rapidly. Wiener and corcoran3 have observed the retention of the (100) [011] deformation texture in a low-temperature annealed specimen of a commercial silicon-iron alloy, corresponding to areas of light-etching low-angle boundaries in the annealed struc-

PUBLIC UTILITY GAS PRODUCTION IN 1802, William Murdock first used retort coal gas to light his house and the Boulton and Watt plant where he was employed. For the next three quarters of a century coal served as the principal raw material for the manufacture of city gas for general distribution. Coal continued to hold its predominant position for another half century after Prof. Thaddeus C. Lowe developed the first practical method of enriching water gas with cracked-oil vapors in an integrated operation. This position, however, was no longer maintained through the medium of direct carbonization of coal in retorts but as a result of using anthracite or coke as the generator fuel in carburretted water-gas machines. The early water-gas machines were extremely crude and the consumption of both oil and generator fuel was very high. However, the cost of installation was considerably lower than for any coal-gas system having the equivalent gas-making capacity, the labor involved was small, and the water-gas machine could be started up and shut down quickly. It thus proved very useful as standby equipment and in taking peak loads from the coal-gas plants. The flexibility of the water-gas machine, furthermore, made it possible to change the candlepower of the gas readily to suit the required conditions. Later, when calorific value replaced candlepower as the standard of gas quality, the water-gas machine was found to be equally flexible in keeping the city gas under complete and convenient control. No basic improvements were made in the Lowe carburetted water-gas process until 1898, when means were added to provide for regular reversals of the flow of steam through the fuel bed. By judicious proportioning of the quantities of up-run and down-run steam, it became possible for the operator to control the hardness and position of the clinker to a degree that previously had been unattainable. Also in 1898, the first by-product coke plant in America to supply city gas was built at Everett, Massachusetts. Later many other by-product plants, of greatly improved design and capacity, were built, but not primarily for city-gas production, chiefly because of the relatively high investment cost per unit of gas made. The lead and zinc region of SW. Missouri is interesting, not only by reason of the value of its output, which ranges in the neighborhood of ten million dollars a year, but even more because of the facilities which it offers for the study of certain forms of ore-deposits, of' which the loci and genesis are somewhat obscure. Although the mineral species found in the region are few and of common occurrence, crystallization has taken place on a generous scale, and unusual forms abound in many combinations, presenting examples of pseudomorphism, para-genesis, metasomatic replacement and the action of mineral-depositing and mineral-dissolving waters. For the mineralogist, lithologist, and specialist in certain lines of metamorphism, it has peculiar attractions, while the systematic geologist will perhaps find its chief claim to attention in the simplified problem it presents, in the study of ore-deposits. In addition to the phenomena above enumerated, it presents instances of well-developed comb-structure in the ores, fissures and faults, and slickensides—features usually associated with extensive movements in the earth's crust, and believed by some authorities to prove the deep-seated origin of the ores. In connection with these occurrences, the absence of all igneous rocks from this region is noteworthy and significant. For that reason, the simplified case presented by the Joplin region, from which these rocks have been eliminated as a factor, is specially valuable. Having had unusual opportunities to watch the development of this district, I have been deeply interested in the bearing of the revelations of the Joplin mines upon questions of universal importance to the science of ore-deposits; and it was to my great regret that the project of a meeting of the American Institute of Mining Engineers at Joplin, proposed in 1892, was

ALL industrial establishments whose operations depend upon chemical reactions use gases. In the simplest case the oxygen of the atmosphere, heated or not, as the case may be, is used, and in other cases, gases which are produced by a special apparatus of more or less complex composition. The manufacturer depends, for the success of his operations, entirely upon having these gases arrive at the right time, in the proper proportions, at the required temperature. It often requires but a slight variation in their composition to make a given process a success or a failure. In most cases the gas used is formed from fuel, and according as variations in its composition are produced by alterations in the manner of charging the grate, not only different, but often directly opposite, results are obtained. The great industrial question of the present time, and one upon which the prosperity of the world depends, is how to get the greatest amount of useful effect from fuel, whether the caloric is used directly or is transformed into horse-power. In almost all industrial pursuits this translates itself into the question of how to construct a fireplace and its adjuncts in such a way that the heat of the flame and of the products of combustion shall be made to produce a maximum effect. Unfortunately, until very recently, except by comparison, there was no means of ascertaining whether the loss of useful effect was 80, 40, or 20 per cent. of the total amount of fuel employed. It seems now strange that there should have been furnaces so constructed as to produce 20 per cent. of carbonic acid in the fireplace, but this has been proved by analysis to have been true. It does seem incredible that, notwithstanding the immense number and variety of furnaces used for different processes, and the great difference in kind, quality, and quantity of fuels consumed, there should formerly have been used for them all, the same stereotyped fireplace, varied only in its dimensions of height, length, and breadth. It is true that, with a good fireman, excellent effects may be, and have been, produced, but the manufacture is here, as in many other cases, dependent on the intelligence of the workman, a very uncertain reliance for capital to rest upon. The reverberatory copper-refining furnaces at the Great Falls Reduction Dept. of the Anaconda Copper Mining Co. have used successively as fuel, lump coal on grates, pulverized coal, oil and natural gas. In no other plant, so far as can be ascertained, has such a variety of fuels been used. This fact affords a unique opportunity for comparing the relative efficiency obtained with these several fuels under nearly identical conditions. Furnaces The present furnace refinery at Great Falls was placed in operation in April, 1916. The original installation consisted of two furnaces, each with hearths 36 by 14 ft. and provided with fireboxes 10 by 12 ft. for firing lump coal on grates. These furnaces had air-cooled sand bottoms and chrome-brick side walls both above and below the metal line. The roofs were of 12-in. silica brick. Each furnace was provided with a waste-heat boiler of approximately 400 boiler-hp. capacity. We soon found that chrome brick was very unsatisfactory as side-wall material because of its excessive spalling. At the first opportunity the furnaces were rebuilt, using magnesite brick below the metal line and silica brick from the metal line to the roof. At the same time the thickness of the side walls was increased, thus decreasing the width of the hearth to 13 ft. At about this time also, the thickness of the furnace roofs was increased from 12 to 15 in. No further changes occurred in furnace design until 1922, when the use of lump coal on grates was abandoned in favor of pulverized coal. The first charge to be melted and refined with pulverized coal was cast on March 30, 1922. When pulverized coal first was used the burner pipes were introduced directly into the firebox as it was felt that some kind of a combustion chamber might prove necessary, but this was not needed. The fireboxes were dismantled and the burners introduced through openings directly over the bridge wall. During the summer of 1922 one of the furnaces was completely rebuilt, lengthened 10 ft. and provided with a silica-brick bottom in the form of an inverted arch. At

THE losses of gold and silver occurring during the conversion of the precipitate, resulting from the cyanide process, into bullion may occur in two ways: first, there may be mechanical losses during the handling of the precipitate up to the time that it is charged into the melting furnace; and second, there may be losses after the precipitate reaches the melting furnace. Much of the loss during the handling of the pre-cipitate can be eliminated, and in fact, in modern plants this loss is known to be very small; particularly since preliminary acid treatment of the precipitate with the attendant extra operations has been abandoned in all but certain plants where gold predominates and this extra step is still deemed necessary. The losses in the melting furnace are from dusting and volatilization; losses in the furnace bottom and linings; floor sweepings; and slag and matte. The gold and silver in the: products which do not: go out of the flue are readily recoverable by standard methods, and while there may be considerable gold and silver tied up at times, the ultimate loss with careful "work should be small. The losses resulting from volatilization and dusting in connection with the melting of the silver slime from copper refineries have been determined by standard methods, and the possible recovery: definitely estab-lished through the installation and operation of electro-static precipitation units. This subject has not been thoroughly investigated in connection with the melting of`. cyanide precipitate; at least, there are no published accounts of such tests. Experiments have been made in the past to determine melting losses by weighing and assaying the precipitate, but this method gives results which are uncertain on account of the difficulty of accurately sampling and assaying cyanide precipitate. Attempts to ascertain these losses by bubbling a measured sample of the gas through cyanide solution or, other absorbent have likewise failed to give depend-able results.

AN elaborate discussion under this heading formed a chapter in one of the reports made by Professor Raymond as Commissioner of Mining Statistics.* In a subsequent report- was printed a paper, by Mr. William Main, Jr., of Columbia, South Carolina, containing a theoretical investigation into the effect of the velocity of impact on the effective ditty of stamps. A visit to the Lake Superior copper region last summer suggested an inquiry into the relative efficiency and economy of the enormous steam stamps of the copper-mills, as compared with the results obtained with the cant and tappet stamps commonly used in the West. The atmospheric stamp used at the Phoenix Mill promised to add interest to the inquiry, as giving an example of unusually high speed, this stamp making 160 drops per minute. In introducing his subject Dr. Raymond makes the following remarks, which are quite apropos of the present investigation : "In considering the economical application of stamping machinery, we meet, at- the beginning, with serious difficulties in obtaining accurate data for comparison. The weight and fall of stamps vary as the shoes and dies wear out; and this may lead to a change of speed also. Moreover, defects in engines, boilers, or machinery for the transmission of power, may occasion serious losses, which cannot fairly be charged to the arrangements of the stamps proper. Again, the capacity of stamp-mills is directly dependent, in some degree, upon the nature and extent of discharge, fineness of screens, and other peculiarities of the battery. Finally the hardness and tenacity of the rock crushed varies so much that comparisons between different localities cannot be implicitly trusted. As the result of a series of analyses and volume determinations of gases discharged from the converters at the Garfield Smelting Co.'s smelter at Garfield, Utah, it was found that a considerable amount of lead fume was escaping from the stacks of the converter plant, and that if this lead could be recovered at a reasonable expense an attempt should be made to collect it. Two methods suggested themselves: (1) filtration through bags; (2) electrical precipitation of the condensed fume by a Cottrell plant. Filtration through Bags Tests were made in filtering converter gases through the ordinary woolen bags of lead-smelter bag houses to determine how long such material could withstand the corrosive action of the gases. While blowing on white metal only, the fabric was usually destroyed in 10 to 14 hr. In tests conducted in filtering gases when blowing on matte or slagging stage exclusively and when relatively considerable lead was being volatilizcd, bags in one instance lasted 60.5 hr. It therefore was evident that the Garfield converter gases did not contain in themselves sufficient neutralizing elements for the purpose of direct bag filtration, even during the slagging stage. Such results were more or less anticipated, but it was thus proved that under all conditions of blowing Garfield mattes a very considerable amount of neutralizing agent, zinc oxide or lime, or both combined, as in the Sprague process, would be required to render bag filtration possible. Again, owing to the constantly changing quantities of SO3 from a given battery of converters, depending on the number blowing at a given time and on the stages of the blow, it would be practically impossible to feed automatically the required amount of neutralizer. In order to safeguard the bags sufficient neutralizer would have to be continuously added to meet the maximum SO3 output, thus wasting neutralizers and giving an undesirably diluted final product. THE idea presented in this paper is that the capacity of a metal for plastic flow before rupture is dependent on the type of stress system applied-that is, the absolute magnitude of the stresses are unimportant provided that they are large enough to produce continued flow; the important factor is the "type" of stress system. A term called the "triaxial stress ratio" is defined in such a way that this ratio can be used to characterize the "type" of system. The paper is divided into three sections. The first section discusses means of representing the effect of complex stresses on plastic flow and defines "triaxial stress ratio"; the second section discusses various methods of' obtaining complex stress distribution. The third section gives some experimental results showing the effect of types of complex stress on the capacity of various metals for flow. An appendix discusses some details on methods of obtaining complex stresses. I. REPRESENTATION OF COMPLEX STRESS SYSTEMS AND THEIR EFFECT ON PLASTIC FLOW Representation of Stresses It is convenient to have a consistent system of notation that will allow the representation of the entire range of complex stresses from hydrostatic compression to hydrostatic tension on plastic flow in a single diagram. Such a system is provided by making use of the fact that any complex stress system can be resolved into a hydrostatic tension or compression and a pure shear. Consider a stress system having the principal stresses [S1 S2 5 S3]. This system can be resolved into a new system consisting of the three components [ ] and three pure shears. If Sm is positive, the net stress effect is hydrostatic tension; if it is negative, the effect is hydrostatic compression. In order to produce a systematic notation, a quantity that will be referred to as the "triaxial ratio" will be defined by the equation [ ] Sm is given by Eq. I and S1 is the absolute magnitude of the largest principal stress without regard to sign. Table I lists the triaxial ratios for various common systems. INTRODUCTION Tailings dams up to about 200 ft. high are proposed to store tailings for a major mining operation on Marinduque Island in the Philippines. The original design of the dam utilized a compacted laterite starter dam followed by hydraulic placement of cycloned sands to form slime retaining dykes along the outer face of the dam. The upstream method of construction was proposed. In view of the failure of numerous tailings dams in Chile during the EL Cobre earthquake (I), an investigation was performed to assess the earthquake stability of the proposed dam. This included a soil investigation on the first cycloned sand dyke, which had been built to a height of 45 ft. Results indicated that the density of the sand was much lower than existing empirical criteria consider to be necessary for resistance to liquefaction. As a result, the dam was redesigned. The downstream method of construction was selected and a yearly construction program was developed to make use of sand available by cycloning. To increase shear strength, improve resistance to liquefaction, and to utilize steeper slopes, compaction of all sand in the dam was specified. A special underdrainage layer and toe drains were incorporated in the design. Details of the decant system and surface erosion alternatives are described. SITE CONDITIONS The mining project is located in the Philippine Islands. At the present annual rate of production, about 4,230,000 cu.m. of tailings will be produced yearly. The volume requirements for tailings storage design for the first 10 years of operation are in the order of 45,000,000 cu.m. The topography near the mine is mountainous with many gullies and canyons carved out by high intensity rainfall and runoff. The bedrock, which is generally shallow and weathered for a considerable depth, is overlain by laterite soils. Vegetation is comprised largely of palms, banana trees, and tropical shrubs and grasses. Precipitation is heavy. The average yearly rainfall over 24 years is 65.2 in. and the maximum recorded 24 hour rainfall is 9.0 in. High intensity rainfall is associated with typhoon storms, which are a seasonal threat inthe Philippines. Fig. 1 shows a summary of monthly precipitation.

IN 1942 Grossmann1 proposed that the hardenability of a steel may be calculated from its chemical composition by considering the base hardenability associated with its carbon content and grain size and multiplying this base by factors for each element present. Since Grossmann's original publication, several investigators2-5 have reexamined the multiplying factors for the individual elements and in general have found that the multiplying principle is valid. However, some of the individual factor curves developed have been in poor agreement. Inasmuch as the carbon-factor curve obtained by Grossmann was dependent [ ] upon the factors for all the other alloying elements present in the steel, it logically followed that his results were in need of correction in the light of the new data available for manganese, silicon, and the other alloying elements. Furthermore, in order to avoid the possibility that errors in the manganese, silicon, or other curves might influence the carbon-factor curve, investigation of iron-carbon alloys containing little or no manganese and silicon was necessary. That the effect of carbon on hardenability was greater than indicated by Grossmann is shown by a comparison of the diameters of completely hardened rounds of iron-carbon alloys with the ideal critical diameter calculated from Grossmann's factors. These alloys have a greater hardenability in a hite quench than predicted by Grossmann's factors for an infinite quench (Table I). [ ] Among the other important variables that were in need of further investigation were the effect of deoxidation practice on the grain-size correction curves and the effect of stable carbide-forming elements on the depth of hardening. Most of the work by Kramer, Hafner, and Toleman4 was done on silicon-killed steels. THE oxidation of pyrites and marcasite in coal-mine strata to produce discolored acid mine drainage has long been explained by chemical reactions occurring in three stages: 1. The iron sulphide minerals are oxidized by air in the presence of water to produce a nearly colorless solution of ferrous (iron) sulphate and some sulphuric acid. 2, The ferrous sulphate and part of the sulphuric acid combine with additional oxygen to form ferric (iron) sulphate. 3. The ferric sulphate hydrolyzes to form a reddish-brown precipitate and additional sulphuric acid. Nevertheless, chemical data alone are not sufficient to explain all observed facts. The first stage seems to proceed more slowly in the chemical laboratory than in nature. The second and third stages normally occur to a marked extent within a few days with raw mine water. However, the visible discoloration that characterizes these latter stages will not develop for months if the mine water is sterilized. By means of bacteriological techniques, two organisms have been isolated from acid coal-mine drainage. These are believed to have a part in promoting the chemical reactions summarized above. One organism is considered to be Thio-6aciZZus thiooxidans, which is known to be able to convert elementary sulphur or sodium thiosulphate to sulphuric acid. Its relation to the formation of acid mine drainage has not Yet been established. Apparently it does not Promote the oxidation of ferrous iron compounds in mine drainage to the ferric state. The second organism has not been identified by name but is described as " Gram negative, non-spore-forming rods approximately 0.4 micron wide by 0.8 to 1.0 micron long." A pure culture of this when added to sterile mine water will cause the latter to become amber and develop the typical rusty precipitate. However, it has not been found to convert sulphur compounds to sulphuric acid. Further research is planned to determine whether or not these microorganisms play a significant part in the first stage of oxidation whereby pyrites and marcasite minerals go into solution. Some of the conditions found in abandoned sections of coal mines, such as a reduced Percentage of Oxygen and increased percentage of carboll 'dioxide in the air, as well as the existing temperature and acidity ranges, will be tolerated by and may even be favorable to these organisms. 9.3-1. Introduction. The demands of industry for handling materials at higher rates and at reduced costs have had a very significant effect on belt conveyor technology. Although the general appearance of the belt conveyor today is essentially the same as it has been for the past several decades, the similarity ends there. Each component comprising the conveyor system has been continuously improved through design and materials technology to enable present conveyor systems to operate at ever-increasing rates and reliability. For example, twenty years ago the strongest commercially available, fabric-reinforced conveyor belting had a tension rating of 50 lb per ply-in. Currently, fabric-reinforced belts are available with ratings of 350 lb per ply-in. and steel cable reinforced belting is available with tension ratings of 3000 lb per in. of belt width (3). These technological advances have therefore enabled the belt conveyor to not only attain acceptance as a preferred method for in-plant movement of bulk materials, but also to be used for long distance transportation of bulk materials, particularly in areas of adverse terrain. The information contained in this chapter is intended to assist the reader to make basic decisions regarding the use and application of a conveyor system. The design of an overland conveyor transportation system or an in-plant process conveyor is accordingly beyond the scope of this article. Many comprehensive technical works covering the design of a belt conveyor are currently available from the manufacturers of materials handling equipment (6, 7, 9, 11). The design handbook published by the Conveyor Equipment Manufacturers Association is particularly recommended (2). 9.3-2. Conveyor Capacities. One of the most important factors in determining the proper size of a conveyor system is the rate at which material must be handled. Norris, Wilkes-Barre, Pa.-In his resume of coal-taxation methods Mr. Chance has apparently confined his investigation to bituminous coal, so a summary of the anthracite situation as to coal assessment should be of interest. The anthracite region of Pennsylvania in its 484 square miles of measures lies in the counties of Wayne, Lackawanna, Luzerne, Carbon, Schuylkill, Northumberland, and Dauphin, and in each of these different methods of assessment have been adopted. The assessments for taxation in Pennsylvania are made under Acts of the Legislatures of 1841 and 1842, under which the assessors are re¬quired to "assess rate and value every subject of taxation according to the actual value thereof, and at such rates and prices as the same would bring at a bona fide sale after due notice." Under this general law coal land has been assessed as such, but up to about 25 years ago the coal was assessed at rates so low as to be unimportant, though the rates in each township and municipality, even in the same county, showed no agreement or ascertainable basis. In the late '80s, the need for greater revenue drew attention to the possibilities of collecting much larger taxes from the coal lands and, spurred by public demand, the assessing authorities in some counties undertook a reassessment of coal. The method pursued was to demand from each owner a statement of the area and average remaining thickness of coal on his lands. On this return, made in some cases under oath, an assessment based on foot-acreage was levied, with a resulting great increase in valuation, but the valuation per foot-acre was low and no serious objection was made. This assessment with occasional increases of rate remained in force until 1907, when, in the triennial assessment of that year, a complete revision of the valuation was again attempted, engineers were employed by the counties to check the accuracy of the returns from the owners, and, based on the foot-acreage thus obtained, an enormous increase, to $65 per foot-acre, was made in the valuation. This assessment was resisted in the courts by appeals resulting in very extensive litigation, and a final determination of the validity of the 1907 and all subsequent assessments has not yet been obtained. In the first appeals tried the rate calculated on a foot-acre valuation was reduced by the Luzerne County court to about $45, while the. Lackawanna County courts reduced a larger rate to $67.
