THE essentials of the electrolytic zinc process, as now used in commercial plants, date back to work done by Letrange in 1881. He used sulfuric acid to leach roasted sulfide and ,oxide ores, purified his solution very much as we do now, and electrolyzed the purified zinc sulfate solution. Ten years later Hoepfner developed a process using chloride solutions, and built three plants. One in England operated until 1924 in one of the works now merged in the Imperial Chemical , Industries, Ltd. Ashcroft built a plant in 1898 in the Broken Hill district of Australia. He used both chloride and sulfate solutions.. While his work failed, the aid his published results have been to later workers has made him an outstanding contributor to the de- velopment of the electrolytic zinc process. A good deal of work was done in the following years, aiming to electrolyze zinc chloride solutions and fused zinc chloride. Quite a bit of work on sulfate solutions was also done in the last years before the war. With the outbreak of the war, metal demand and rise in metal prices provided the stimulus which resulted in the remarkably rapid commercial development of electrolytic zinc. In this last period of development, all the work brought to commercial fruition has been with sulfate solutions. The high-density process, or the Tainton process, is used, as you know, in the Sullivan electrolytic zinc plant at Kellogg, Idaho, and will be used in the Evans- Wallower plant now being built at East St. Louis. The low-density process is used by the other plants now operating in the United States and other countries. There are now in operation and under construction four electrolytic zinc plants in the United States, two in Canada, two in Italy and one each in Australia, Rhodesia, Poland, Norway and Germany.

IF, in this study of the outlook for the copper industry of the United states, I find myself assuming to be prophetic in some respects I shall express myself with hesitation and with the foresight that after the end of the war with Germany the war with Japan may continue; anyway there is sure to be an uneasy period before copper and the other metals begin to flow smoothly through the natural channels of consumption. It is mainly my purpose to survey conditions and suggest some probabilities, or possibilities, rather than to prophesy. In interpreting them it will be necessary to make certain aasurnptions, among which will be (1) expectation of a rise in the general price level,, which so far has been one-sided; (2) continuance of the k. tariff on copper imports; and (3) lock-up of government-owned copper as a military re- serve. Of these assumptions the first is indicated by the lessons from economic history, and by current symptoms. The second and third depend upon political action by Congress.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. FOR more than 25 years a few business men who represent virile private enterprise in the Pacific Northwest have been trying to awaken the community to the potential benefits of an open Columbia River. No threat of government com- petition then hung over the industry, which was adjusted to state regulation. Numerous sites were engineered and the findings were laid before the operators of heavy industry in the East, Middle West, and South -even of Europe. These engineering data became, if not the basis, the inspiration upon which the U. S. Army Engineers eventually were to "build the Columbia River Bible" - their great document known as House Document 103, the report on the Columbia River and minor tributaries.

APPROXIMATELY 26 percent of the total ore production to date from the largest single deposit of copper-bearing material in the world was mined during the war years, 1942 to 1945, at Chile Exporation Company's great open-pit mine at Chuquicamata, Chile. About 18 percent of the total waste removed during the life of the mine was handled in the same period. The total of ore and waste represents approximately 24 percent of the total material that has been excavated from the pit. This is more than was removed in the first fourteen years of operation from 1914 through 1927. IN SEVERAL papers and addresses during the past two years, I have dwelled upon some of the economic consequences of the war. The fundamental thought that I have sought to convey is that the world became immensely poorer by the war, not only in material wealth and population, but also in the psychology and morale of the people. I do not see how there can be any intelligent dissent from that statement. All the ideas of post-war prosperity were manifestly fallacious, manifestly fallacious from the outset. If there had been any truth in them it would have followed logically that a great war, with all its destruction of wealth, health and life would be a good thing. Therefore, let us have a great war every ten years or so. Such an idea would be both monstrous and absurd. Assuming then the acceptance of my premise, I have tried to show that the losses by the war could be made good in a short time, i.e., in a relatively short time, only by doing things a great deal better than formerly, and that the accomplishment of such a result called for greater transparency in industry, for industrial cooperation, for thinking in terms of industries as a whole, and for the greater exercise of engineering functions. All of this introduced, of course, the position and psychology of labor. I say frankly that I do not look for labor to contribute any constructive thought to the upbuilding. I neither expect it nor hope for it. This is a pity, for it could do so much for its own economic advancement if it would. However, it never has done so, but rather has benefited only from the exercise of the talents of the few, and the main hope now is to bring it into a passive state, dispelling the resistive fallacies that developed during the war. Let us briefly examine the nature of these.

I. INTRODUCTORY. IN the dry regions of the globe many silver-deposits display certain remarkable features which at the same time are so totally unlike anything met with among ore-bodies elsewhere, that they have long presented exceptional difficulties not only to a satisfactory explanation of their origin, but to economical milling. A most striking peculiarity of these ores is the haloid character of many of their bonanzas. To this fact more than to any other may be ascribed most of the unusual uncertainties of mining-operations in desert countries-the marvelous local richness of the ores under certain conditions and the often abrupt transition, to utter poverty; the inadequacy of ordinary prospecting customs and the constant devising of new exploratory methods; the unaccountable losses in smelting and the continual change in treatment-practice. For these anomalies certain climatic conditions seem to be chiefly responsible.

Any mining engineer with a desire to operate independently, with some financial backing, and with no fear of heavy responsibility and long hours, should be able to make a comfortable living in Mexico. Barring a few inconveniences such as a lack of satisfactory liability or accident insurance, the difficulty of obtaining repair parts or vehicles, and the length of time required to receive returns from shipments, the operation of small mine is not at all difficult. It is, in fact, a little easier to find a good prospect in Mexico than in the U.S.

A detailed description is given of Bunker Hill's concentration process employed at the company's lead-zinc property in the Coeur d'Alene district, Idaho. The plant is equipped to process 3000 tpd of Pb-Zn ore. The history of the Bunker Hill mine dates back to Aug. 26, 1885, when Noah S. Kellogg found the outcrop of the Bunker Hill orebody on the hillside of Milo Gulch above the present town of Wardner, Idaho. A small concentrator was erected in 1886, and before the railroad came, the mine output was transported by mule teams to the head of navigation on Coeur d'Alene Lake. After ten years of production, an interest was purchased in the Tacoma smelter at Tacoma, Wash., to which the entire output was shipped. In 1916 and 1917, a modern lead smelting plant and refinery was erected, and a modern electrolytic zinc reduction plant was built in 1927-1928 by the Sullivan Mining Co. which was 50 pct owned (and now totally owned) by the Bunker Hill Co. The first concentrator, a 100-tpd capacity plant, was built in 1886 near the Reed Tunnel in Wardner. The treatment consisted simply of crushing ore to 2 in. and then to 1/2 in. through rolls in closed circuit with a bucket elevator and trommel screen. The undersize was further sized in trommels to 10 mm and 3 mm. Oversize from the latter was treated in Hartz jigs. The 3 mm undersize was classified in crude hydraulic classifiers furnishing sands to sand jigs, the overflow being dewatered in a long V tank which supplied sands to a Cornish buddle and to Frue vanners. The concentrates were of excellent grade, old records showing assays of 69 pct lead and 29 oz. of silver per ton. Tailings were high inasmuch as the provision for treating the slimes was inadequate. Since the erection of the first mill, the Bunker Hill plant has gone through many changes and improvements. In succeeding years, the flowsheet was enlarged somewhat with Huntington and Chilean mills, vanners, tables, ball mills, and flotation cells being progressively added. In the transition period to the present day practice, the object was not only to improve the equipment for better mechanical performance, but to add new equipment whenever practicable so as to improve both grade and recovery of the product at a lower cost. For the modern plant and flow-sheet, see Figs. 1 and 2. The history of flotation at Bunker Hill dates back to 1913 when experimental work was done in a cell in which the pulp was circulated through a centrifugal pump set outside the cell and discharged against a baffle in the cell. The cell was built with a spitzkasten, and the quiet zone in the latter tended to let the froth break down before it got to the overflow weir. To remedy this situation, a belt drag with light metal flights was arranged for drawing off the froth over a ramp in each cell. Recovery of lead was not as high as present day practice, but was so much better than the vanners that the cells were multiplied gradually to eight cell units. The mill men called them mud hens. Flow between the cells was controlled by a weir, which determined the pulp level in each cell. These early machines were called Bunker Hill machines. The tailings were later treated in pneumatic scavenger flotation machines in a series, producing concentrates for retreatment in the Bunker Hill cleaners as well as the final tailings. This system of flotation served with minor changes until the Fahrenwald machine was developed at Bunker Hill during the period from 1921 to 1925. In 1925, the Fahrenwald flotation machine gradually replaced the Bunker Hill machine, although the Hearing pneumatic scavengers for retreatment of the tailings from the Fahrenwald machines were retained in the lead section until 1928. The use of the Hearing pneumatic machine for cleaning the rougher concentrates was begun in 1924. In 1941, plans were made for remodeling and modernizing the concentrator, the goal being a modern concentrator employing the latest equipment and milling practices. The old wooden building was to be replaced by a steel and concrete structure. Shortly after preliminary work got under way, the United States entered World War II and the demands for metals increased. To meet this requirement, the management decided to increase the capacity of the concentrator to 1800 tpd. This was accomplished in record time by the construction and operation of a sink-float plant. Installation of this plant was the first step in the general plan for modernization. In 1947 the concentrator (including the sink-float plant) was enlarged to handle 3000 tpd. Milling operations today are at the rate of 2300 tpd, five days per week. During 1959, 453,000 tons of ore was beneficiated. The Bunker Hill concentrator is in three sections: the crushing plant, a 3000-ton capacity storage bin, and the concentrator building. The crushing plant is of wood design with a gunnite coating on the exterior.

DIE castings may be defined as metal castings made by forcing molten metal, under pressure, into a metallic mold or die. It is necessary to keep this definition in mind to avoid confusing this process with other permanent-mold casting processes. The fundamental principles of the process have been known and practised many years. The simplest application is embodied in the modern linotype machine in which molten metal (usually tin-lead alloy) is forced under pressure into a metallic mold. The pressure is derived from a piston and cylinder immersed in the molten metal. Progress in the art of die casting may conveniently be divided into threee groups: Machine for imparting pressure to the metal, material for the die or mold, casting alloys. CASTING MACHINES The problem of delivering molten metal under pressure into a die is comparatively simple, when dealing with low-fusing-point alloys, as the alloys of lead and tin, but it is much more complicated when dealing with metals of higher fusing points, such as the alloys of zinc, aluminum, and copper. Although the art of die casting is comparatively new and, to a large extent, unknown, the records of the patent office are replete with patents on the subject. Fig. 1 shows the Underwood machine patented in 1902; this is probably one of the first machines designed for the production of commercial die castings. The relation of this machine to the linotype casting machine is clearly. apparent. A cylinder and piston are immersed in the molten metal, the application of power to this piston forcing the molten metal, under pressure, into the mold or die. The Doehler machine, Fig. 2, patented in 1907, is based on the same general principles. This machine is used to a large extent at the present time, throughout the United States, for the production of zinc, tin, and lead alloy die castings.

THE metallurgist, chemist, and physicist are blazing trails that lead far afield. Pushing on into an "Alloy Age" they see a non-ferrous era over- taking iron and steel. Delving into the nature of the physical world, they break down a supposedly indivisible element, hydrogen. Not content with terrestrial problems, they peer back along the cosmic ray into iaterstellar space, glimpsing forces that are, apparently, still busy with the task of atom-making. Mastering and organizing the material and physical, they advance steadily toward that borderland of science where the concept of matter itself seems abandoned, and force is the substance left.

DuRing the early mine development period, 1929 and the first part of 1930, a 300-ton pilot-plant concentrator was built at Nkana mine of the Rhokana Corporation, Northern Rhodesia. This plant operated from May 26, 1930 until Oct. 26, 1931, treating 101,080 tons of Nkana ores and producing 4372 tons of concentrate. The plant was built, primarily, as a test unit to determine the grinding characteristics, floatability, etc. of the Nkana ores and other ores of the Rhodesian copper belt and to supply sufficient data on which to base the design of a 5000-ton concentrating plant at Nkana mine. The test unit operated wholly on development ores and no attempt was made to grade or select the ores from any section of the mine. The average assays for the 17 months of operation are given in Table 1. The first ground was broken for the 5000-ton concentrator during June, 1930, and the construction of the plant was completed in November, 1931. The plant started on Dec. 10 and has operated continuously since that date: The whole of the concentrating plant is compact and closely connected, yet with sufficient space for expansion of all sections up to 20,000 to 25,000 tons per day capacity. Mining operations are carried on along a length of about four miles on the easterly limb of the Nkana syncline. This length includes the North orebody, from which all production has thus far originated, and the Mindola orebody, now being developed for production. The ore-bearing measures in the North orebody are leached for some 75 ft. below the surface; the oxidized zone varies in vertical extent from 100 to 150 ft. T. D. Yensen.*—As my information is of a negative nature, I think it belongs under this paper. We are particularly interested in magnetic materials and we would like very much on occasions to make use of powder metallurgy. We have tried repeatedly to use powder metallurgy in preparing our nickel alloys but always. with negative results; that is, we cannot get as good magnetic properties by powder metallurgy as we can by starting with a molten material. We have tried by all possible means to make materials' like 50 per cent iron-nickel alloys by powder metallurgy. The compacts can be regularly lorged and rolled but no matter what we do in the way of annealing, the magnetic properties come out very much poorer than if we start with molten material. F. V. Lenel. †—I want to mention one characteristic of articles made from metal powders which distinguishes them from die castings; that is, their wear resistance. Die castings usually are made from zinc or aluminum alloys and a few copper-zinc alloys; all of them are comparatively soft and not very wear resistant. I know of a number of cases where powder metallurgy rather than the die-casting method was used for producing a certain part because higher wear resistance was needed than could be attained in die castings. A, J. LanghammeR.*—The subject of powder metallurgy is somewhat difficult to discuss, and portray, in the time that his been allotted. Most of you would rightly be bored if we went into details. However, I will cite one incident that possibly will help illustrate some of the potentials. Last summer I was in Washington and met Navy officials for the purpose of studying the possibility of making a certain part by powder metallurgy. The part is highly intricate and I happened to remark that the material cost would be high; that is, the cost on one raw material. Promptly a high-ranking Navy officer said: "Mr. Langhammer, if you must pay x dollars a pound for the raw material, but achieve the desired results, the cost of the finished part would still be low."
