THERE have been many attempts at permanent roof support in anthracite mines, in some cases brick arches, in others concrete, and also combinations of brick or concrete walls with steel beams. These supposedly permanent roof supports have frequently failed when heavy pressure is brought to bear upon the structure, because they are so rigid that failure occurs because the structure is unable to adjust itself to the increased load. Roof pressure exerts a tremendous weight, and it is at times difficult to find any means of support which is strong enough to bear the entire pressure, unless this supporting structure has in itself the element of some flexibility which will enable the structure to hold the moving mass until it "arches" itself. If the supporting medium has flexibility enough so that it can adjust itself to the heavy initial loads, and so give the overlying material an opportunity to form a self-supporting arch, then such a roof support will be more useful than any rigid roof support. There has recently been introduced into the anthracite region a new form of gangway lining that is flexible enough to slightly adjust itself under heavy pressures, and so give the loosened material which is being supported a chance to form into an "arched" mass. Iron ores occur in such a wide variety of forms that nearly every kind of prospecting, geological knowledge, and geophysical technique has some application in the search for them. The type of orebody that is considered desirable depends on political and economic considerations, on transportation and markets, on the characteristics of the orebody, on the metallurgy of the ore, and on its comparison with other available ores. In North America, materials that can be efficiently processed into high grade concentrates and pellets are now the object of most exploration work. These are usually shallow, relatively unoxidized, metamorphosed iron formations that are particularly suitable for geophysical methods of exploration. Magnetic surveys are used for the direct discovery of new orebodies, for mapping stratigraphy and structure, and at times to locate oxidized zones in magnetic iron formation. Gravity mapping provides supplementary information, indicates gross tonnages, is useful in regional studies, and can discover non-magnetic orebodies. Electrical methods have not been fully exploited but self-potential, resistivity, applied potential, electromagnetic and perhaps induced polarization surveys all have restricted but highly useful applications. The use of all geophysical techniques promises to increase as the number of exposed easily discoverable orebodies decreases. A high consumption of steel, and consequently of iron ore is the chief characteristic of an industrial society and this consumption has been increasing at an average rate of about 35% every ten years for the past century. To supply this demand, iron ores and iron bearing materials in a wide variety of forms have been exploited on every inhabited continent and in nearly every country. Nearly every kind of prospecting, geological knowledge and geophysical technique has some application in the search for them. The type of orebody that is con-

THE Chivor emerald field is situated on the eastern slope of the Andes in the Department of Boyacá, at an elevation of about 8000 ft. above sea level. It overlooks the Llanos (plains) of the Orinoco and is watered by many streams flowing into the Rio Meta, the Orinoco's largest tributary. The Rio Meta is navigable from the Orinoco to a point within about 50 miles of the Chivor district and may eventually prove to be the reasonable outlet for the future development of this part of the country. The topography of the district is extremely rugged and mountainous (Fig. 1), the difference in elevation between two points on a mining claim 1 km. square being sometimes as much as 4000 ft. The ground is covered with dense forest growth and the available timber is suitable and sufficient for mining purposes, but it is becoming gradually depleted by Indian clearings as the country around the mines becomes settled. The many streams combined with the rough topography give good possi-bilities for hydroelectric power. The center of population nearest to Chivor is Bogota, the capital of the republic and a city of some 300,000 inhabitants; the distance is two and one-half days' travel. The first stage of the journey from Bogota, is accomplished by rail to Chocontá, some 4 hr. travel. From Chocontá the journey is made in the saddle, one night being spent in Guateque. The latter is a small town and the nearest post office to the mines, being some 10 hr. ride distant. The roads are mere bridle paths, in parts hazardous and almost impassable in the wet season. All supplies brought to the mines, other than those produced locally, are carried by pack mule; mule freight from Chocontá costs 3 centavos1 per pound. The climate of the Chivor district is healthful and bracing. The wet season begins in March and concludes in November, the remaining months being dry. The annual precipitation is about 150 in. The temperature throughout the year is nearly constant, varying from about 45° F. to about 65° F. shade temperature. The rains are cold and unpleasant, and for the greater part of each day in the wet season the country is shrouded in dense mist. OF all the alloying elements used in commercial aluminum alloys, copper stands out as by far the most important, and it is perhaps for this reason that the constitution of the aluminum-copper system has received the attention of a number of experimenters covering a period of approximately 20 years. It would be expected that during this time the equilibrium relations had been thoroughly and exactly worked out. In a general way this is true, but there is a surprising lack of agreement in the details of the high aluminum end of the diagram, particularly in regard to the solid solubility of copper in aluminum, which has been given variously as 2 per cent. to 5 per cent. at the eutectic temperature. The importance of this is much greater than might at first appear to one unfamiliar with modern commercial aluminum alloys. This is true because, with one exception, the susceptibility of the strong alloys to heat treatment depends, in part at least, upon the solid solubility relations of copper in aluminum. In 1919, Merica, Waltenberg, and Freeman1 published the first detailed information on these solubility relations. They found that the solubility of copper decreases with falling temperature from about 4 per cent. at 5.25° C. to about 1 per cent. at 300° C. and is apparently still diminishing at lower temperatures. In 1921 there was published a brief account of the results obtained in the National Physical Laboratory, Teddington, England.2 This laboratory, however, reported that 5 per cent. of copper is soluble in aluminum at 540° C., and that this amount decreases to about 3 per cent. at 20° C.

IN discussing the classification of iron to-day, we are to leave out of consideration the general division into non-malleable or cast iron and malleable iron, as to the adequacy of which no question has been raised; and to confine ourselves to the subdivisions of malleable iron. This has been classified, according to the extent to which the properties imparted by carbon are present (viz., resilience, hardness, strength„ and, above all, the capacity for being hardened by sudden cooling from a high temperature), into (1) wrought iron which cannot be hardened, and (2) steel which can be hardened; and this classification I shall, for briefness, term the carbon classification. Until within a few years all authorities, both metallurgical and general,, have concurred in explicitly recognizing the carbon-given qualities, and preeminently the capacity for being hardened, as the essential qualities of steel ; this is laid down with clearness by every writer on the subject. For several years this old classification has not been sufficient to, meet all our needs, since the genius of Bessemer, Siemens, and, I may add, Holley, has produced wrought iron which has been perfectly melted, and thus freed from certain mechanical adhering impurities. This causes what we call homogeneousness for want of a better word, and gives rise to many important qualities which the old wrought iron had not;. qualities universally recognized, though not readily described. I shall, for briefness, style them the fusion qualities, and a classification based on them., a fusion classification. Aluminum alloys containing relatively small amounts of magnesium and silicon are of commercial interest because they are readily workable in the annealed form and may be hardened and strengthened by suitable heat treatment. An intermediate temper can be produced in these alloys by quenching after a Solution heat treatment and the alloy in this condition can be formed easily. Artificial aging is required to obtain the maximum mechanical properties but this aging does not cause distortion nor require elaborate heat-treating equipment. The hardening of the alloys after quenching is attributable in part to the retention of the compound Mg²Si in solid solution, while the maximum hardness obtained by subsequent artificial aging is attributed to the fact that the solid solubility of the compound Mg²Si in aluminum decreases with decreasing temperature. Considering the importance of aluminum alloys susceptible to heat treatment, it is surprising how few fundamental investigations have been carried out on the aluminum-magnesium silicide alloys. This paper deals principally with the solid solubility relations of the compound Mg2Si in aluminum and is the sixth paper of a series1 from the laboratories of the Aluminum Co. of America reporting the results of investigations of equilibrium relations in aluminum-base alloys made from high-purity aluminum."

THE different lines leading out from the vocation of a mining engineer are,' perhaps, the most' varied of all the professions. The expedition sent by Charles R. Crane of New York 'as a gift to the Imam Yahia, king of the Yemen, Arabia, was probably unique. Mr. Crane made a visit, in January,1927, to the Imam Yahia at Sanaa, capital of the Yemen. He was received with the utmost cordiality and respect, as his friend- . ship for the ,Arab world is famous; He was 'greatly impressed by the desire of the Imam to develop his country. The Imam stated that he had heard that there were minerals in his country and that he would like to secure engineers to advise him about them and other natural resources.. This seemed such a practical idea, and so greatly appealed to Mr. crane, that he offered to furnish an engineering 'expedition. Naturally the Imam gratefully accepted. This expedition was to study (as far as possible in 'the limited time) the natural resources of the ,Yemen, advise the Imam of what these consisted, and make suggestions regarding the most practical methods for their development. As agriculture is always such a fundamental part of a country's wealth, I first went to Indio, California, to study water-well drilling and the date industry, and eventually arrived at Hodeidah, the principal Yemen seaport, on Oct. 21, 1927.

DURing the spring of 1910 1 visited a number of open-pit brown-coal mines and underground workings in the vicinity of Halle, Halberstadt, Leipsic, Cologne and Bonn. The notes which I took and the observations which I made at the time have been condensed and make up the principal part of this paper. Certain supplementary information has been taken from several sources which are given in the paper. The mining of brown coal is one of the important industries of Germany. The coal varies in color from dark brown to almost black and is soft like loam. Pieces of wood and strips of bark and even parts of tree trunks are frequently encountered in the excavation although the coal for the most part consists of a pulverulent, more or less matted mass of small particles of vegetal matter. It is a product between peat and lignitic coal. An analysis, taken from Coal Resources of the World shows the approximate composition of the material: Moisture, 53.73 per cent.; ash, 4.98; fixed carbon, 18.08; volatile carbon, 23.31 per cent. Thc principal characteristic is the amount of moisture. This seldom runs less than 48 per cent. The ash is usually low and ranges from 5 to 10 per cent. The sulphur content is usually less than 0.5 per cent. The heating effect of the fuel ranges from 2,000 to 2,500 calories. The commercial deposits are confined to the Tertiary period although

In 1942, Illinois produced 106,590,000 bbl. of crude oil, or 7.6 per cent of the entire amount produced in the United States. It ranked fifth among the oil- producing states. The production for 1942 declined 20.5 per cent from the previous year's total of 134,139,000 bbl. Tie daily average production for 1942 was approximately 292,000 bbl., or 74,000 bbl; less than the 366,000 daily average for 1941. At the beginning of 1942 the daily production was 367,000 bbl. This production declined steadily to 282,000 for June and to 246,000 for December. This steady decline was caused partly by the reduction in drilling resulting from Federal Conservation Order M-68 and partly by the fact that no major pool was found during the year. One of the practical questions presented to the blast-furnace manager, with regard to which little help can be obtained from existing technical literature, is the manner of filling and blowing-in. This operation is often performed according, more or less, to traditions which have come down from earlier practice, and which, if not positively detrimental when followed with the large modern furnace, may at least be greatly improved, just as the running of the furnace itself, while in blast, has been improved. It is not necessary, as many of the old furnace-men believed, to make a lot of white or silver-gray iron at the start, or to spend many weeks, or months even, in bringing the furnace to its normal burden. It has seemed to me that the publication of carefully-recorded data of practice on this point may be interesting to the members of the Institute engaged in the management of blast-furnaces. The enlarged blast-furnace at the Durham Iron Works, Riegelsville, Pa., owned by Messrs. Cooper & Hewitt, of New York City, was first put in blast February 21, 1876, since which time it has made seven blasts, and is now running on the eighth. A description of the furnace-plant, together with a record of the fifth blast, was given in my paper read at the Chattanooga meeting, May, 1885 (Transactions, xiv., 130). After some of the early blasts the furnace-lines underwent considerable change, and I have thought best to accompany this paper with drawings showing the lines and the tuyere-arrangement (see Plates I. and II.), and to give also the following summary of the conditions and results of each blast. During the first and second blasts no coke was used, and the furnace ran very irregularly, showing a constant tendency to scaffold, which was attributed, in great part, to the small hearth and other defective lines. The large proportion of air required at this furnace is accounted for by the fact that the engines are defective, and do not deliver into the furnace the amount of air indicated by the pistondisplacement.

A SERIES of papers on strategic and otherwise important mineral products was prepared some ten years ago under the joint auspices of the Committee on Foreign and Domestic Mining Policy of the Mining and Metallurgical Society of America and the Committee on Industrial Preparedness of the American Institute of Mining and Metallurgical. Engineers. These papers were later published in a joint volume entitled International Control of Minerals (1925). Amongst them was one on manganese. The Subcommittee on Manganese prepared its paper in two forms. One was intended for inclusion with the series above referred to and approached its subject more particularly as an international problem. The other dealt more definitely with manganese as an element in the problem of national defense. This last was first written under date of January 24, 1924 as a confidential report, for and at the request of the War Department. It was later released and published, in slightly modified form, as a separate pamphlet by the Industrial Preparedness Committee of the American Institute of Mining and Metallurgical Engineers. After the lapse of eight years, in view of the vital position of manga-nese in the problem of industrial preparedness against a war emergency, the War Department made a request to have the conclusions of 1924 reviewed and brought up to date. To comply with this request the manganese subcommittee was reconvened (with a somewhat changed personnel) and exhaustive studies were once more made of the entire subject of manganese. A new report, with specific recommendations, was submitted to the War Department in February, 1932. This second report is now herewith released for publication. Certain specific conclusions and recommendations as expressed to the War Department are omitted. Otherwise the report stands as prepared and submitted by the manganese subcommittee of 1931. One phase has been completed of a laboratory invesrigation of formations with relatively high permeability under conditions of overburden, formation and mud coltrmn pressures. The following statements are based on these tests within the limitations described. Drilling rate decreased when mud column pressure was greater than formation pressure. The decrease was primarily due to a layer of cuttings and mud particles held to the hole bottom by the difference in pressure. Much of the force of the bit was wasted in this layer and was unavailable for penetrating virgin formation. Adequate jet velocities helped clean the filter cake and chips away and resulted in increased drilling rate — the higher the jet velocity the faster the drilling rate. Drilling rate increased slightly when formation pres sure was greater than mud column pressure. The i11(reuse resulted from cleaning the hole bottom as formarion fluid flowed into the borehole. Overburden pressure had practically no effect on drilling rate. INTRODUCTION Some formations are difficult to drill in a wellbore hole but are easily drilled under atmospheric conditions in the laboratory. The reasons for this apparent difference in drillability are not fully understood. An increase in formation compressive strength causes a reduction in drilling rate. It has been shown by Griggs1, Handin2 and others3-1 that formation strength increases under conditions of high hydrostatic stress. Based on these results, a decrease in drilling rate would be expected with increased drilling fluid pressure in formations of low permeability having low formation fluid pressure. Such a decrease has been shown by Murray. et a1 and Eckel" This effect holds even when using nitrogcn under high pressure as the drilling fluid (unrc-ported tests from the Hughes laboratory). Poor bottom-hole cleaning may account for decreased drilling rates. Even though it may not be easily explained, evidence of poor cleaning can easily bc seen. One evidence is the increased drilling rate that accompanies decreased balling obtained with addition of oil in some muds used to drill shales.4,7,3 Many variables can affect drilling rates. These may include mud composition and properties, formation properties, bit types and operating conditions, formation fluid, mud column and overburden pressures. These must be studied a few at a time under carefully controlled conditions which simulate actual conditions as closely as possible. The purpose of this work was to investigate effect of overburden, formation and mud column pressures on drilling rates in permeable formations. These tests were suggested by conditions shown in Fig. I. Represented is a borehole drilled into a formation with relatively high permeability. In the vicinity of the hole bottom there exists a mud column pressure, P a formation fluid pressure, P and an overburden pressure, The mud has low water-loss properties and sufficient weight to more than overbalance the formation pressure. Laboratory investigation included a range with formation pressure greater than mud column pressure. This Paper contains a comprehensive survey of the known electron-hole radiative recombination mechanisms in the family of III-V compounds. Because of space limitations, the luminescence properties of each III- V compound are not reviewed separately and exhaustively. Instead, the different known types of recombination processes are discussed in turn and exemplified with reference to the III- V compound in which they were first recognized, or are best understood. Electron-hole recombinations usually occur predominantly at impurities or lattice defects either introduced de1iberately or inadvertently present, but radiative intrinsic interband electron-hole recombinations, which occur in perfect crystals, have been observed. Recombination processes which involve the participation of impurities or lattice defects ("extrinsic" recombinations) considered include transitions in which a) free carriers recombine with carriers trapped at impurities ("free to bound" transitions) , b) electrons bound at donor impurities recombine with holes trapped at acceptor impurities ("donor-acceptor pair" recombinations), C) excitons bound to charged or neutral donor or acceptor impurities recombine radiatively (both "resonance" and "two-electron" "bound exci-ton" transitions have been observed), d) excitons bound to neutral donor or acceptor impurities recombine non-radiatively (an example of an "Auger" recombination), and e) excitons bound to impurities with the same number of valence electrons as the host atom which they replace ("isoelectronic " traps) recombine radiatively. In addition, Auger recombination processes involving one or more free carriers have been observed. These extrinsic processes all involve impurities which are present as point defects. Some apparently well-authenticated examples of the recombination of excitons bound to complex impurity-lattice defect centers including nearest-neighbor donor-acceptor pairs are also discussed. Identificalions of the transitions involved in stimulated emission from the direct gap III-V compounds are briefly reviewed. Although the examples of these recombination mechanisms are selected from the III-IV compounds ia this review, these processes have quite general relevance in semiconducting crystalline solids; irrdeed most of them have also been identified in the 11- VI compounds and elernental semzconductors. THE development of crystal growth and purification techniques in recent years and concurrent advances in the understanding of physical processes in solids has accelerated the development of a wide variety of solid-state electronic devices of proven utility. These de- vices are generally used for switching or amplifying operations in electrical circuits. Most solid-state circuit elements are very photosensitive. This photo-sensitivity is generally undesirable and the single-crystal chip forming the active portion of the solid-state device is mounted in an opaque container. The photosensitivity is made use of in phototransis-tors and photodiodes, which are among the most sensitive detectors of electromagnetic radiation particularly in the near infrared.' In these devices, light is converted into electrical power. The solid-state lamp utilizes the inverse effect, namely the conversion of electrical power into light. There is an increasing tendency to use single-crystal diodes rather than the earlier electroluminescent cells in which the active material is present as a powder embedded in a suitable dielectric.' The radiation is emitted at a rate far in excess of the thermal equilibrium rate for the frequencies and temperatures involved; i.e., luminescence occurs. The development of practically efficient solid-state lamps is at an early stage compared with solid- state circuit elements or even photodetectors. Considerable progress has been made in recent years, however.3 The present review is devoted to a survey of the radiative recombination processes in the semiconducting compound crystalline solids formed from elements in groups I11 and V in the periodic table. These materials exhibit the full range of known recombination processes in solids. In fact many of these processes were discovered in 111-V semiconductors. Nonradiative recombination processes, which control the lutninescence efficiency, are also discussed. Luminescence is efficiently excited in semiconductors through processes which produce large excess concentrations of free electrons and holes in the energy bands of the crystal. Transitions induced by lattice defects or impurities usually predominate in the recombination process. By contrast, luminescence in the conventional fluorescent lamp is excited by optical absorption at the luminescent impurity center itself (the activator) and/or at a second type of impurity center (the sensitizer). This latter type of photoluminescence process, occurring in doped ionic crystals with wide band gaps, is outside the scope of this review.4 I) ENERGY BAND DESCRIPTION OF ELECTRON STATES IN CRYSTALS The energy band description of the energy states available to an electron in a crystal forms the basis of our understanding of the empirical division of crystalline solids into metals, semiconductors, and insulators in accordance with their electrical and optical properties.' THE importance of measuring the temperature of molten steel in the open-hearth furnace has been recognized for many years. Poor temperature control may be costly to steelmaking operations and lead to a lowered quality of the steel. Low or excessive temperatures may shorten the life of the furnace, ladles and molds. Rates of reactions in the furnace and efficiencies of deoxidizers are known to change materially with a change in the temperature of the metal and slag. Ladle skulls and mold and stool stickers cause steel to be scrapped instead of being converted into useful products. Finally, the structure, segregation and surface condition of ingots are affected by the teeming temperature. Mill investigations of the effect of bath temperature upon steelmaking operations have been largely qualitative in character, based upon observations by practical melting men. The physical chemist has used the empirical information available and has reached reasonable and useful conclusions with respect to the various melting processes. The introduction of a reliable direct- reading pyrometer will permit accurate quantitative evaluation of the effects of temperature and should furnish a more rational basis for study of the thermo- chemistry of steelmaking. The problem is not merely one of making a small number of temperature measurements in the open-hearth furnace. This has been done by several methods to a degree of precision that was apparently satisfactory. Considerable effort by a number of investigators has been directed rather to the development of an open- hearth bath pyrometer that would be both accurate and practical for routine measurements. To be practical, the pyrometer should be inexpensive to operate; that is, the installation, operating and maintenance costs should be exceeded by the tangible benefits to the open-hearth operator. Temperatures from 2800° to 3100°F. are encountered in the open-hearth furnace. The surface of the molten metal is covered by several inches of slag, which prevents direct observation of the metal surface for optical or radiation measurements. Both slag and metal are highly reactive at these temperatures and will attack to a greater or lesser extent any material immersed in them. Adequate protection of thermocouples, which of necessity must be brought to the temperature of the bath, has generally resulted in a large, heavy assembly made up of .brittle materials, unsuited for handling on the open-hearth floor. The lie of the equipment was short and maintenance was an important consideration. EARLIER WORK Any one of a number of physical proper- ties of liquid steel could conceivably be used as a basis for temperature measurement. Efforts to the present time, however, have been confined largely to measuring either the thermal electromotive force generated between two dissimilar materials immersed in the steel or the intensity of radiation from the surface of the steel. IN the United States, fully 98 per cent. of the anthracite and bituminous coal tonnage obtained from underground operations is mined by the room-and-pillar system. Under this system, the total cost of the coal f. o. b. railroad cars contains as its greatest single item the money paid for "labor." Each labor dollar in an. average bituminous mine may be subdivided into 85 c. paid for work done inbye the gathering turnouts (including all work at the face), and 15 c. outbye that point (including all work in and under the tipple). In an average anthracite mine, the corresponding figures are 70 c. and 30 c., the larger breaker force accounting mainly for the difference between these and the bituminous figures. The next largest single item after "labor" is usually "supplies and power;" and a division of this item inbye and outbye the gathering turnouts shows somewhat the same relative proportions as has been noted under the case of "labor". During the past 10 years, the chief advances made in the coal industry have been to obtain economies through complete mechanization covering that portion of the work which lies outbye the gathering turnouts. These results have been accomplished by applying scientific principles to railroad yard layout, to cleaning and sizing machinery, to dumping facilities, to roller-bearing haulage equipment, and to heavy-rail, well-ballasted trackage. But these improvements, while gratifying in their resulting economies, apply only to 15 to 30 per cent. of the important cost items. Obviously, then, the big problem before the engineers of the coal industry today has to do with the methods of mining and the layout inbye the gathering turnouts. Four years ago, Weston Dodson & Co., Inc., determined to have an exhaustive study made of the conditions which must be met in order to gain complete face mechanization, and in order that such a mining layout would be based on, correct underlying principles. The result of that study, which was made by the writer, led to the adoption of a method of longwall mining wherein the. roof is worked on the caving system and is supported as an overhang along the face by steel jacks.

The training school program for operation of a Grate-Kiln System is a comprehensive, detailed presentation of equipment design and maintenance combined with operating philosophy and procedures. An outline is presented relating the sequence of required instruction. The program is initially concerned with acquainting personnel with terminology unique to pelletizing and the Grate-Kiln System. Depending on the scope of each individual contract, a discussion describing process equipment and the process flowsheet is conducted. The process flowsheet discussion describes preliminary unit operations. Grate-Kiln System unit operations, process gas flow and gas flow control philosophy, and system pressure relationship.

The age classification of the mineralized veins of the Butte district, as given by Weed and Sales, was tacitly accepted for many years. Weed, whose field work was completed in 1906, divided the copper veins into groups of four ages.' In 1913, Sales modified Weed's classification and assigned all mineralized veins (including the silver-zinc veins of the border or "peripheral" zones) to three periods of fracturing and mineralization. Both writers based their classifications mainly on the relative ages of the observable faulting whereby the veins of a so-called "earlier" system are intersected and offset by those of a "later" system. Nevertheless they possess structural and mineralogical characteristics in common which indicate that they are of the same age. The writer has maintained since 19143 that these vein systems were formed during one general period of mineralization along a network of intersecting fractures of approximately simultaneous origin and that the existing offsets are largely due to postmineral faulting. Leith,* takes cognizance of the accumulating mass of data relative to the simultaneous formation of intersecting fracture systems and says, referring to ~utte: "It now appears that the mineralization accompanying them (individual structure systems into which the veins have been grouped) is substantially of one period, indicating that the successive structural movements took place mainly within the period of mineralization." This paper presents the results of certain structural experiments which suggest a modified interpretation of the published data on the Butte district. The interpretation is substantiated by the writer's observations in the Butte mines and is offered with the hope that it will reconcile the structural with the mineralogical conditions existing in this most interesting district; also, that it will emphasize the importance of a
