In 1989 Henry Fairlie wrote a cover story for The New York Republic, 'Fear of Living'. He noted, `The first Apollo space craft caught fire during a test on the launch pad. Three astronauts were killed, the nation was shocked and horrified, all the more because the screams and scrambles of the astronauts could be clearly heard'. After a brief delay in manned flights, the Apollo program resumed with strong public support; within 18 months, Apollo 11 landed on the moon. Fairlie contrasts the Apollo tragedy to the 1986 Challenger disaster. `The prevailing mood in America so panicked NASA that it took almost three years to send up another shuttle', he observed. `In 19 years between these tragedies, the idea that our individual lives and the nation's life can and should be risk-free has grown to be an obsession threatening to create an unbuoyant and uninventive society.' Taking risks is a normal part of our daily routine. The act of living involves minute-by-minute decision-making focused on survival through the practical management of risks. The act of breathing exposes each individual to the risk of infection while the act of crossing the road could almost be considered suicidal. We deal with these constant threats by observing simple rules of hygiene, safety or what may be labelled as common sense. The rules of community, designed to minimise risk in society, can at times lose focus and result in the imposition of schemes that have a far greater cost than the issues from which they protect. Effective management of risk, whether in the community or a business is about awareness and balance and the elimination of unacceptable risk. Risk cannot be eliminated from our lives or our working environment. However it can be managed if it is properly understood, monitored and controlled. The purpose of my presentation today is not to provide a comprehensive technical risk inventory but to capture the essence of risk and the application of management strategies designed to deal with it in a positive fashion. The basis of our differential financial reward system is risk. The key to successful management is to deal with the downside risks in such a fashion that the benefits of enterprise are not eliminated. The key question any investor must consider is `can the major risks assQciated with a venture be managed or eliminated while retaining a greater proportion of upside potential'. The answer to this question is the ultimate value an investor would assign to any project. In reviewing the relevance of risk to our industry the range of papers to be presented today provide examples of how management deals with specific components of risk. In each case the value of the business has been enhanced by the practical application of balanced risk management. The ultimate success of the industry depends very much on this concept as it also provides a public showcase upon which we are judged. Therefore, from all perspectives the effective management of risk is a cornerstone from which to build a stable and progressive mining industry.

The basic rule for correct design of a sample plant is that all parts of the material being sampled must have an equal probability of being collected and becoming part of the final sample for analysis. However, this rule is often ignored in the design of sample plants to save capital costs. This is false economy, because the samples taken are likely to be seriously biased and the precision may be compromised. The introduction of bias is particularly serious, because no amount of replicate sampling and analysis will reduce bias once it is present and it is often quite difficult and expensive to subsequently rectify the problem due to space limitations around the primary sampling location. This is also true of secondary and tertiary sampling stages, particularly in terms of the relationship between particle size and retained sample mass. The best strategy is to seek expert sampling advice and design the sample plant correctly at the outset.

The West Fork project is located in Reynolds County, Missouri, in the mineralized zone referred to as the Viburnum Trend. The West Fork orebody has a calculated ore re- serve of 13 600 000 tonne (15 000 000 st) con- taining 5.5 per cent lead, 1.2 per cent zinc, and recoverable values of copper and silver. A total of 64 600 tonne (71 200 st) of lead concentrate and 11 300 tonne (12 500 st) of zinc concentrate will be produced annually. The mill was designed to operate at an average capacity of 3450 tonne/day (3800 st/day), based on a 95 per cent availability factor. The mill will operate 24 hours a day, 5 days a week, with maintenance performed, as needed, on weekends. The mine will operate on an identical schedule; but the underground, pri- mary crushing will operate on a six hour/shift, three shift/day schedule. The 1.07m x 1.22m (42in x 48in) jaw crusher will produce a minus 20cm (8 in) material at an average rate of 191 tonne/h (211 st/h). The jaw crusher has almost twice the throughput capacity required, but the decision to install that size of crusher was based on the need to handle over sized rock in the ore.The coarse crushed ore will discharge into a 180 tonne (200 st) skip pocket, which will allow up to a one hour surge capacity prior to hoisting. Hoisted ore will discharge into a 900 tonne (1000 st) storage bin located adjacent to the headframe. The skip pocket and coarse ore silo comprise the total ore storage capacity. The concept of having no intermediate fine ore storage between the secondary crushing and grinding sections was borrowed from the Brushy Creek Mill of St. Joe Minerals, which operates adjacent to the West Fork property. Integration of the secondary crushing and grinding circuits has worked ' successfully for years at the Brushy Creek Mill. The most obvious advantage to eliminating the intermediate fine ore storage is'capital expen- diture savings. The capital expenditure savings include the cost of silos, feeders, and the cost of additional conveyor length and eleva- tion. Savings in operating costs will also be gained, particularly in reduced maintenance costs. Other factors which influenced the decision to eliminate fine ore storage were the simplicity of the secondary crushing sec- tion and the limited area available for con struction of the facility

IT will be noticed, from the following contributed papers on the various plant, what an infinite number of parts are required to be kept in active operation in order to derive a resultant product of commercial value from the ores and materials received at the works. Crude ores and concentrates, in every degree of complex structure and resistance to treatment, are arriving daily from near and distant places, moreover their metallic contents are so varied that an outsider, unacquainted with the operations, would naturally wonder how it is possible that the rare elements are to be sorted out and classified into their true order, to meet industrial requirements.The proposition is necessarily not a simple one and owners of mining properties have naturally refrained from smelting their complex ores on account of the technical difficulties of attaining high efficiency and recovery of the metals, where limitations are imposed in procuring a variation of ores that lead to the best smelting and refinmg result. This difficulty obviously imposes many disabilities on the smelter, who is prepared to accept all such complex ores, and it may be said that were therenot available a large weekly supply of lead concentrates from the company's own mine at Broken Hill, of standard quality, much of the material being treated in the world today would certainly not be marketable.In order to sustain full efficiency, each section of the works must maintain its.true balance and synchronize with the requirements of such other departments as are dependent on its partially treated materials. This harmony of operations is not only imperative as regards tonnage output, but also relies on the condition of the resultant treatment by each plant, no large variations being permissible.The various officers are, therefore, dependent on one another to keep the order of the operations flowing regularly. Dr Eric Bumstead is to be commended for his recent paper on gold analysis, published in the March 1984 Proceedings. It is not often that someone in industry, rather than academia, takes the time to collect and report on such a volume of data, data which is of interest to everyone involved in gold exploration and development.After reading the paper I felt, as a geochemist and as ayer, that there was another side to this whole question of analysis that few people are aware of, i.e. the problem facing a laboratory and how the laboratory can try to give the customer maximum value for money spent.Analyses for gold are carried out for different reasons, depending on the aims of the geologist or metallurgist who presents the samples. These can broadly be separated into three classes, to answer the following questions.1. "Is there any gold in this sample?"2. "Approximately how much gold is there in this sample?"3. "How much gold is there in this sample?"In every case there is a different balance between accuracy and precision, cost and avoiding chemical problems. By "chemical problems", I mean such possibilities as samples containing high levels of sulphides, gold present as tellurides, cyanide being present, contamination with mercury, and other mineralogical oddities, plus problems such as samples containing grease.There is no such thing as one assay to cover all possibilities.Samples in category I come mostly from early stages of exploration.There are often large numbers of samples, their mineralogy is not well known and hence chemical problems could exist, but the explorer wants assays at a minimum level of precision and expects minimum cost. These characteristics do not easily come together, for although the precision required is low, the accuracy required is high at low levels. A small positive result when the true answer is nil could lead to a fruitless search and a waste of money. Conversely, a nil result, when the true answer is a small but significant level of gold, could lead to the passing over of an area that may warrant further work.Because there are conflicting requirements for this type of assay, the methods chosen must be a compromise and different assayers will balance these requirements differently and come to different conclusions. The methods cover sample preparation, assay sample size and variations in assay techniques.

The West Australian Government hold an annual ‘Mines Safety Roadshow’ around the State’s regions and the capital city, Perth. Each year presenters provide an update on legislation and safetyrelated themes. A recurring theme is the mining industry fatality rate. Professor Michael Quinlan’s ‘Ten Pathways to Death and Disaster’ (Quinlan, 2014) has been referenced regularly to assist in structuring workshops and conversations concerning fatality prevention in the mining industry. The ‘Ten Pathways’ are the outcome of an analysis of fatal injuries in the mining industry, which identified a series of common themes to the fatalities: Pathway 1: Design, engineering, technical and maintenance flaws. Pathway 2: Prior warnings or causes for alarm ignored. Pathway 3: Failures in risk assessment. Pathway 4: Failures in management systems and hazard management plans. Pathway 5: Failures in auditing. Pathway 6: Economic pressures compromising safety. Pathway 7: Failures in regulatory oversight and inspection. Pathway 8: Worker and others expressing concern prior to the incident. Pathway 9: Poor management – worker communication and trust. Pathway 10: Emergency and rescue resources and procedures. To determine a fatality risk profile we asked participants at the Mines Safety Roadshows to indicate their perception of their employer’s performance in each of the Ten Pathways. We administered the questionnaire at the Mines Safety Roadshows in 2017, 2018, 2019 and 2023. In this paper, we report on the results of the questionnaires, and suggest how organisations can improve their fatality risk score.

Froth flotation is the most commonly used separation technology in the mineral industries. Given the complexity of the pulp and froth phases as well as the multitude of operational parameters that influence flotation performance, purely fundamental models with strong predictive capacity are limited. As a result, accurately modelling modifications to an existing flotation circuit are challenging, particularly when using empirically-derived models from a different operating configuration. Despite these complexities, a recent publication by the authors (Huang et al, 2022) has shown that flotation rates can be accurately predicted from a first-principles model that incorporates hydrodynamic parameters (eg pulp density, superficial gas velocity, feed flow rates etc), surface chemistry parameters (eg contact angle, zeta potentials and surface tension), and size-by-class liberation data. Circuit simulations using this model were shown to be effective in predicting experimental graderecovery curves from the size-by-class mineral liberation matrix. Since the model is derived from fundamental characteristics of the flotation system, it can be used to simulate alternative circuit configurations with varying degrees of recycle. Conventional flotation circuits are operated in a closed-circuit configuration by routing the cleaner scavenger tails (CST) back to the rougher feed to provide an additional opportunity to recover the slow-floating particles. This widely-used flotation strategy has been under constant debate, and several researchers have provided evidence that open circuit configurations provide higher separation and better circuit control (Konigsman, 1985; Bulatovic et al, 1998; Thompson, 2016). Recently, Finch and Tan (2021), used linear circuit analysis to show that open circuit configurations have a fundamental advantage when stage recoveries are high. Given the limitations of these prior studies, the objective of the current work is to further evaluate the merits of the open circuit configuration through a detailed circuit analysis and simulation study incorporating the first principles model described above.

This paper presents an iterative net present value (NPV) maximisation method to determine the optimum surface to underground transition depth for an orebody to be mined by multiple open pits and an underground mine. The determination of transition depth from open pit to underground mining is based on global production scheduling optimisation of open pit and underground mines using mixed integer linear programming. The method is applied to a case study coming from a gold mining complex with six open pits and a large underground mine using longhole open stoping. The results indicate potential improvements of the NPV of global operations when compared to the traditional techniques based on independently optimised open pit first, followed by underground mining.CITATION:Dagdelen, K and Traore, I, 2014. In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

The Readymix Group have a Quarry Improvement Program - 'Building in Quality (BIQ) which has many parallels to the ICI Explosives' total quality management - 'Quality Improvement Program' (QIP). Both companies have for some time recognised that the 'do it right first time' principle means less wasted effort and materials, that efficiency breeds profitability and so actively promote the quality culture. To install the principles and generate the culture requires considerable commitment and effort from the top down and invariably spreads to the suppliers and sub-contractors. Understanding the component processes involved with the quarry operation, analysis of those processes and gaining a breakdown of the cost of non conformance then allows the astute quarry operator to make the necessary changes to improve the process to realise profits. This paper outlines the steps in such a process and the profitable outcomes of the commitment to continuous improvement at the Nickol Bay Quarry.

LoRa (Long Range) is a low-power, long-range wireless communication technology that has gained significant research interest for its potential use in multi-hop linear wireless sensor networks (LWSNs) for underground mines. These networks deploy LoRa-enabled sensor nodes in underground mines, together with LoRa repeaters placed along mine tunnels to relay sensor data to a LoRa gateway, which connects to a backend network for application-level processing. Since the packets generated by sensor nodes farthest from the gateway have to hop through many repeaters, their probability of successfully reaching the gateway is significantly lower due to the higher chance of packet collisions compared to sensor nodes closer to the gateway, resulting in a lack of network fairness for the sensor nodes. In this paper, we first present an algorithm to improve the fairness of a LoRa LWSN by grouping neighbouring nodes and adjusting the number of packet re-transmissions and transmission intervals for each group. Then, we demonstrate that the fairness of a simulated LoRa LWSN can be improved by approximately 500 per cent by applying our algorithm. We verify our algorithm with network simulations under different network traffic levels and grouping strategies, obtaining fairness improvements in each scenario. Our algorithm and results will pave the way towards developing highly fair LWSNs for underground mining applications.

This paper summarises the current status of the mining sector in Poland in terms of vertical transport system safety. Selected results of research programs conducted at the AGH-UST relating to mine hoist system safety are reviewed. The conclusions support the notion that the costs of vertical transport systems can be reduced, while at the same time maintaining the required safety and reliability levels. Novel solutions: movable fender beams HWR, linings modar« and the integrated shock absorbers PHH for conveyance guiding systems fully confirm this hypothesis.

The arbitration process, and its drawbacks: Any time you have taken part in a major arbitration, and the decision, when it comes out, is not what you thought it would be (which is bound to happen occasionally), the normal reaction is something like æthe arbitrator got it wrongÆ. Again normally, when you have cooled down a bit, and you look in more detail at the decision, you can see, probably, æwhere he got it wrongÆ (it is only male arbitrators who get it wrong). Ultimately, when reason prevails, and you reflect on it, you can see that what really happened was that you failed to get the arbitrator to see what you were getting at in the point or points concerned. This is doubly frustrating, when you consider what has been involved in getting to this point, having been through it all at least twice. An alternative to this process may be the dispute review board.

The aim of this work is to assess the performance of different constructive solutions against explosions on the strength of masonry walls. The solutions tested, namely an external metal mesh, a glass fibre film on the external face of the wall and a basalt fibre film located on the inner face of the wall, have low to medium cost and are originally designed for other purposes, like seismic protection. Four cubic boxes 3 × 3 × 3 m were built using each of the solutions and typical masonry blocks. In the tests, a spherical plastic explosive initiated in the centre was placed at scaled distance of 2.9 m/kg1/3, so that moderate damage would be caused on the wall. In order to assess the performance of the explosive, pressure gauges were placed at the wall and at different distances from the explosion. Additionally, vibrations were monitored with seismographs in the far field and a high-speed camera was used to estimate the shock wave velocity during the tests. The resulting damage has been evaluated on 13 points of the external wall of each box using a rebound hammer. Damage maps have been drawn for each wall based on these measurements and damage has been assessed inside the box considering the fragments mass launched during the test. The use of external metal mess leads to a decrease of 34 per cent on damage of the external wall and 38 per cent reduction of spalling. Professional engineers need to be able to apply university learning to practice. In particular, they have to take responsibility for interactions between technical systems and the complex social environments in which they operate. The most effective way of building this competency is through active experiential learning. We have been developing an advanced educational integrated simulation system to provide mining engineering students with an interactive and immersive learning experience that is not otherwise possible. This will give students an authentic experience in working with industry software packages, while also contextualising the learning in terms of the broader and longer-term impact of technical decisions. We have been piloting the system, in undergraduate courses in order to establish its effectiveness in building systems thinking competencies for mining engineering. For postgraduate students and professionals, the same tools and methods can support studies of more challenging and complex scenarios where mining engineers have to place their decisions within complex global industry contexts.

With a brownfield project comes control integration challenges. The Khumani Iron Ore Mine’s second phase expansion posed a number of challenges as there was substantial brownfields work conducted. The fi rst phase was the compilation of the modifi ed process functional specifications for the project. The second phase was an audit on all of the operational sequences; this included a comparison between the SCADA sequences, sequential starts analysed from the historian data (with the potential for improvements made by the plant operators in manual start-ups) and what was proposed in the process functional specification. Differences, inclusions and missing equipment were highlighted. The third phase was the comparison of interlocking and control in the PLC with the updated process functional specification; this was done during the coding process. Running parallel to the three phases was the SCADA integration; tie-ins to the existing SCADA were conducted on maintenance days and shutdowns, in many instances with ‘dummy’ equipment to get the operational staff accustomed to the new interface. This paper details each of the phases, the success of this methodology as well as the pitfalls experienced.
