There are differences in design aspects between steel and rubber linings in grinding mills. This paper describes the basic design rules for rubber liners for different grinding applications. When converting a mill from steel to rubber liners, the design must be changed from such familiar steel liner shapes as wedge bars and plates, wave liners, ship-lap, etc. to take advantage of the characteristics of rubber. Very little of the knowledge of the wear properties of steel can be used for the design of rubber mill liners.

INTRODUCTION The mining industry has been under- going a significant restructuring for the past several years. Some firms have been liquidated. Some have been merged with other firms. A number of mining divisions of larger firms have been spun off, in some cases in leveraged buyouts by management. Recently, there have been a number of spin outs of gold subsidiaries. There are also a number of start-up situations where new firms are emerging as significant gold producers through mine development or acquisition. This restructuring has created an attractive market for specialized mining finance firms, and a number of firms have recently entered that field in the United States. These firms provide financial advisory and valuation services to mining firms and project developers, and access to venture capital. In some cases, they invest for clients or for their own account. I have been asked to describe how our firm works, and what kind of information we expect to receive when mine developers seek our assistance in financing a project. HOW WE OPERATE Denver Mining Finance works for both mine developers and investors. We also provide expert advice on mining issues to governments and to firms who are in litigation over mining issues. A lot of our work involves valuing mineral interests for various purposes. Our principal expertise is in the technical, commercial, and financial area. We help put mining deals into shape commercially so that they can be financed, and we help investors get into mining deals that are commercially sound. We work on projects, but we also advise mining firms on the structure of their business and how to make the most out of one or several mines that they might own. In addition to our work for clients, we are also prepared to invest in mining projects for our own account, and to recommend gold properties for acquisition by our parent company, Royal Gold, Inc. We are, to some extent, a venture capital firm, in that we sometimes work with projects that are not "bankablerV1 and are prepared to invest in attractive early-stage situations in mining. However, I want to emphasize that our principal focus is on development of commercially attractive mining projects that can be brought into production in the best possible financial terms. If we can make a project qualify for a project loan from a commercial bank, we will not advise the developer to use high cost venture capital. For the purpose of this paper, I will focus primarily upon our functions with respect to development of precious metal projects. In a typical case, a firm with an advanced-staged project approaches us for help with financing the final feasibility study, and construction and operation of a mine. In some cases, the developer has already developed a financing plan and wants only our access to investors. If we agree that the project is sound and that the financing scheme will be attractive to investors, we will help the developer reach investors on a commission basis. In such cases, we are particularly insistent that the financing plan and our participation meet all regulatory requirements, particularly compliance with state and federal securities laws. In most cases, however, the developer asks us for advise both on how to structure the financing, and how it can be implemented. Here we work for fees based on hourly rates for advisory work,

Over 25 years ago, SKEGA pioneered the use of rubber linings in grinding mills and rubber is today widely accepted and almost standard material chosen for Regrind -and Secondary Mills. There are, however, only a few Primary Mills in operation with "solid" rubber linings because available materials and designs are often not cost efficient in comparison with steel alloys on a cost per ton basis and/or downtime for liner replacement would be too high.

Acid mine drainage (AMD) is a common water pollution problem on active and abandoned coal mine sites in the eastern United States. AMD forms when surface mining brings unweathered pyrite-containing rocks to the surface or when deep mining allows oxygen to contact buried pyritic strata. In the absence of neutralizing compounds, the drainage that results can be extremely acidic and contaminated with dissolved iron, manganese, and sulfate. Drainages with pH < 3.0 and concentrations of sulfate greater than 1,000 mg/L, iron greater than 50 mg/L, and manganese greater than 10 mg/L are common. Where water flows through alkaline materials (such as limestone) before surfacing, the drainage is less acidic and occasionally circumneutral, but it can still contain high concentrations of sulfate and metals. Current water quality standards in the United States require that mine discharges have a pH between 6 and 9, total iron concentration less than 3.0 mg/L, and manganese less than 2.0 mg/L. At thousands of active and inactive mine sites, drainage does not meet these standards and is being treated before discharge by the mining company. At thousands of other sites, which were abandoned prior to the enactment of water pollution laws or were operated by companies that have gone bankrupt, untreated AMD is polluting receiving water systems. The standard mine drainage treatment system involves the addition of a1 kal ine chemicals to the water, which raises the pH and cause metals to precipitate in a settling pond. These systems are expensive, often costing tens or hundreds of thousands of dollars per year for chemicals, operation, maintenance, and disposal of the metal- laden sludge. Because the drainage on many sites will likely be contaminated for decades, there is financial incentive to find alternative water treatment systems. In the last five years, many mining companies and engineering firms have experimented with the construction of wetland treatment systems. Very few of the several hundred wetland systems that have been built are performing well enough to justify total abandonment of chemical treatment. Nonetheless, systems continue to be built because the mining companies have found that wetlands can reduce their AMD treatment costs. It is also their hope that further research and development will eventually result in systems that will completely rep1 ace chemical treatment and offer long term performance at minimal cost. The Bureau of Mines has been actively involved, from a research perspective, with this approach to AMD treatment since its inception. In this paper, the status of constructed wetland technology is discussed with respect to the construction and performance of systems, chemical and biological processes that affect AMD chemistry within constructed wetlands, and the future of this technology as perceived by the Bureau of Mines. ORIGINAL OBSERVATIONS The constructed wetland concept has its roots in observations of natural Sphaqnum peat wetlands that received acid mine drainage and, instead of being adversely affected, appeared to cause an amelioration of the polluted water (Huntsman et al. 1978; Wieder and Lang 1982). These observations instigated the idea that wet1 and systems might be used for the intentional treatment of mine drainage. Because the discharge of AMD into a natural wetland is prohibited in the U.S. by several laws, it has been necessary to construct wetlands which act solely as water treatment systems. Initially, most wetland research and construction efforts mimicked the original observations by utilizing Sphaqnum moss and peat. Despite promising laboratory results (Kleinmann et al. 1983; Tarleton et al. 1984; Burris et al. 1984; Gerber et al. 1985), virtually all field tests of Sphasnum-dominated constructed wetlands failed to provide sufficient water treatment for more than several months. Sphasnum proved quite sensitive to the stresses associated with transplanting, abrupt changes in water chemistry, excessive or insufficient water depth, and

Introduction The Institution of Mining and Metallurgy and the Institution of Mining Engineers organized the Third International Mine Ventilation Congress held in Harrogate, England. Sixty-one papers were presented and about 300 participants registered. About 30% of the participants came from Great Britain, 20% from South Africa, and about 5% each came from Australia, Canada, China, France, US, and West Germany. The remainder of the participants came from 18 other countries. Eleven of the papers presented dealt with methane, three with diesel exhausts, four with dust, four with radioactivity, 18 with heat, and 15 dealt with main and auxiliary ventilation. Six of the papers dealt with mine fires, which is a boundary region between main ventilation and gas concerns. Ventilation Congress proceedings are available. See ME, December 1984, page 1687, New Books page. With CH4 and radioactivity topics, the Australians dominated since they are becoming large coal and uranium producers. With diesel exhausts, the most important problem in highly mechanized mines, the North Americans were prominent. The South Africans, working in 90% SiO2 in their gold deposits, were preeminent in presentations on dust. They also led in topics related to heat, joined by the West Germans whose mines are getting deeper. In main and auxiliary ventilation, Great Britain and West Germany provided the majority of contributions. Methane The large number of methods for the precalculation of CH4 liberation in longwall mining all contain three elements: gas content of the coal, gas emitting zone (or influence zone of face), and degree of gas emission. Determination of the gas content, commonly accomplished by taking coal samples, does not pose much difficulty. But this is not the case with the other two factors. Most existing approaches rely on rock mechanics observations. Some only rely on intuition or speculation. The West German coal mines conducted a large research project between 1977 and 1982, in which gas pressures around longwall faces were measured. Gas pressures and gas contents can be related. Therefore, influence zone and degree of gas emission can be determined simultaneously. The precalculation of CH4 liberation in room-and-pillar mining is simpler. Since foot and hanging walls remain essentially intact, gas pressure distribution and gas flow can be calculated using hydraulics equations. A key to these calculations is permeability. A group of Australian researchers reported that the permeabilities of rock under three dimensional stress differs from rock under destressed conditions. This fact was known, but no systematic observations existed. These were provided. Methane drainage has been practiced for more than 40 years. It is used with great success in longwall operations. Some of the West Germans think that methane drainage from the footwall is neglected. Under certain geological conditions, they claim this is as important as drainage from the hanging wall. A research project was presented in support of this claim. Considerable efforts have existed for more than 10 years to use methane drainage in room-and-pillar mining. A paper described the accomplishments of Consolidation Coal Co. Since coal and rock are not fractured as much as in longwall mining, gas transport takes place by the slow diffusion from micropores into the cleats. Then, it is transported by laminar flow along the cleats until a drainage borehole or the mine workings are reached. Boreholes about 300 m (1000 ft) long can reduce the gas content of a band of coal 100-m (330-ft) wide by 50% in one year. A paper from India described methane drainage from gob areas. A French paper reported that especially high methane concentrations can be drained from gob areas if the face ventilation is descensional. Methane buoyancy and ventilating pressures compensate each other, and little air dilution by leakage takes place. Another French paper described a newly developed gas and air velocity monitoring system making use of a microcomputer. Four papers on methane dealt with gas outbursts. Two Australian contributions described the problems encountered with CH,-CO2 mixtures and the attempts to solve them with drainage boreholes having 10 to 20-kPa (1.5 to 3-psi) suction pressures. A Hungarian paper described problems and attempts to reduce the risks of gas outbursts in Hungary. Prediction of gas outbursts in coal seams was the focus of an English paper. Observations show that they are frequent when coal, through its geological past, has become soft and brittle with a resulting increased desorption rate. An instrument for gravimetric de-

INTRODUCTION Our present estimates of world P205 consumption for all uses show an average annual growth rate of approximately 1.9% per year. The estimated 1985 consumption of 41.5 million tonnes of P205 is predicted to increase to 57.1 million tonnes of P205 by the year 2005, which represents a growth from 157.7 million tonnes in 1985 to 217 million tonnes of phosphate rock in 2005. The present situation of oversupply and extremely weak phosphate product prices is, however, expected to continue in the short term and a normal supply/demand balance may not be achieved until after 1990. The growth in P205 demand, in conjunction with the higher cost of replacing low cost mines as they are depleted, will place economic pressure on world farm economies through the increased cost of phosphate fertilizers. The availability of rock supply is not the challenge; rather, it is the economics of new rock supply. This economic challenge of providing new rock supply is by no means limited to the United States. Even in centrally controlled economies, the cost of rock from domestic mines of marginal quality and economic viability, coupled with burdensome infra¬structure requirements, may result in tonnage additions at very high cost. Although government subsidies to offset higher production cost is a factor in some countries, world production in the next 20 years will be directed, if not governed, by economic factors. Established infrastructure, good quality reserves, and existing operations will provide a competitive advantage for new prod¬uction. It is our opinion that the current world supply structure will remain relatively stable through 2005, in that most of the traditional suppliers will retain supply roles. U.S. rock production, although it is not expected to grow beyond the present level, will still be a major contributor to world supply. Although dramatic changes within mining, fertilizer production and farm economics may appear disruptive, the current supply scenario will, in general, continue with the major issue being production economics. WORLD DEMAND Demand for P205 by region in the world has been estimated using projections of population, crops and yield, arable land, economic and other data as a basis for future demand projec¬tions by Blue-Johnson and Associates, our col¬laborators on a recent multi-client study. Non-fertilizer P205 demands were estimated in the same general manner. These estimates of future demand are based on an assumption of reasonable world political and economic stabil¬ity, debt repayment requirements maintained at workable levels, and resolution of problems in the agricultural economy to a point where normal supply/demand forces can interact freely to provide a basis for continued P205 supply. The results of these studies indicated an average growth rate of 1.9% per year through the year 2005. This growth could be as low as 1.5% per year, or as high as 2.5% per year. It is our opinion that the estimated rate of 1.9% per year is most probable. This moderate growth rate considers both the major economic constraints facing the world agricultural industry today and the general problem of affordability of fertilizers and other crop inputs. WORLD SUPPLY There are adequately defined world reserves of phosphate rock today to provide supply well into the future, even at much higher levels of demand than presently projected. Using the U.S. Bureau of Mines estimates, which are based on stringent criteria for definition of reserves, the present world reserves base is approximately 35 billion tonnes. Identified resources raise the potential for production by orders of magnitude. Potential resources based on geological trends, and including offshore deposits, would again result in orders of magnitude increases in rock resources. Morocco leads the world in reserves base with approxi¬mately 21 billion tonnes. The U.S. is second, followed by the Republic of South Africa and Russia. These four countries control about 87%

Under a contract awarded by the U.S. DOE-PETC, the Pennsylvania Electric Company and New York. State Electric and Gas Corporation are conducting a test program to evaluate and optimize the performance of a two-inch air-sparged. hydrocyclone (ASH) for cleaning fine coal. The test program is being conducted at the Homer City EPRI Coal Quality Development Center, utilizing Upper Freeport coal classified to minus 0.15 mm as the process feed material. A matrix of experiments has been conducted to establish the influence of significant design and operating variables (including overflow and underflow orifices, inlet slurry pressure, airflow rate, and reagent dosage) on the production of deep cleaned coal. Performance of the ASH is being compared to conventional froth flotation, utilizing advanced techniques and selected flotation reagents. This paper focuses on work completed to-date to optimize the performance of the air-sparged hydrocyclone for cleaning fine coal. INTRODUCTION The Pennsylvania Electric Company (Penelec) and New York State Electric and Gas Corporation (NYSEG) have been evaluating advanced fine coal cleaning processes for the production of compliance grade coal (1.2 pounds S02/million Btu). Laboratory bench-scale froth flotation results were compared with results of advanced flotation processes as performed by various organizations, utilizing the same coal feed. Among the processes evaluated, the air-sparged hydrocyclone (ASH) - developed by Dr. Jan Miller at the University of Utah - was considered to offer the best potential for retrofitting into an existing coal preparation facility because of the increased capacity per unit volume. The ASH has been shown to process over 100 times the throughput of conventional froth flotation cells. In May of 1988, Penelec/NYSEG was awarded a contract from the Department of Energy&apos;s Pittsburgh Energy and Technology Center (DOE-PETC) to optimize the performance of a five cm (two inch) ASH for producing compliance grade coal from raw classified minus 0.150 mm (1.00 mesh) Upper Freeport coal, and to compare its performance with conventional froth flotation utilizing advanced techniques and selected flotation reagents. The test work is being conducted at EPRI&apos;s Coal Quality Development Center (CQDC) in Homer City, Pennsylvania, utilizing a circuit processing 0.10 to 0.25 tons of coal per hour. Other members of the Penelec/NYSEG contract team include the University of Utah, Advanced Processing Technologies, Inc., Davy Dravo, Kaiser Engineers, Ebasco Services, and Management and Technical Systems. ASH DESCRIPTION AND OPERATION The ASH-2 System is a five cm ID (actually 4.76 cm) air-sparged hydrocyclone manufactured by Advanced Processing Technologies, Inc., under license from the University of Utah, for the purpose of research, evaluation and development. A schematic drawing of the air-sparged hydrocyclone is presented in Figure 1. Basically the air-sparged hydrocyclone consists of two concentric right-vertical tubes, a conventional cyclone header at the top, and a froth pedestal at the bottom. The inner tube is a porous tube through which air is sparged radially. The outer nonporous tube simply serves as an air jacket to provide for even distribution of air through the porous inner tube. The slurry is fed tangentially through the conventional cyclone header to develop a swirl flow in the radial direction. Air is sparged through the jacketed, inner porous tube wall and is sheared into small bubbles by the swirl flow. Hydrophobic particles in the slurry collide with these bubbles and, after attachment, are transported radially into a froth phase which forms on the cyclone axis. The froth phase is stabilized and constrained by the froth pedestal, thus moving towards the vortex finder of the cyclone header and discharged as an overflow product. Hydrophilic particles generally remain centrifuged in the slurry phase and are discharged as an underflow product through the annulus created by the froth pedestal.

INTRODUCTION In open-pit mining of high grade ores, operators of mining equipment in a pressurized cab are protected from inhaling radioactive aerosols by the use of filtered air through a pre-impactor and a HEPA (high efficiency particulate air) filter. At present, a limited amount of scientific information is available on the worker exposure to airborne alpha emitters in the mining of high-grade ores. (Miller, 1977, Nielson, et al, 1979). Factors affecting the worker exposure to alpha radiation are: the grade of uranium containing ores, the environmental conditions inside the mine pit, the protection factor of the cab filter system, the workers&apos; attitude towards the hazards of radioactivity and the adopted contamination control in the cabs. Four series of field samplings were conducted during the fall of 1980 and the summer of 1981 at a mining site in northern Saskatchewan to investigate the extent of protection an equipment operator has against cab internal exposure to airborne alpha emitters with short and long half-life radionuclides. The variation in the breathing zone concentrationnof aerosols as a result of resuspension is discussed, however no attempt was made to isolate and investigate the factors and the associated parameters of the aerosol resuspension phenomenon. AEROSOL RESUSPENSION IN A CAB Mechanisms of Resuspension [Sources]: The presence of radioactive aerosols inside a cab and in the breathing zone of an operator may be due to initial concentration inside [(CO)], concentration in the filtered (HEPA) air (CC, at the flow rate [QC]), the concentration of the aerosol through resuspension ([CR]), the aerosol concentration in the air outside the cab ([CE]) and the concentration of the aerosol in the leaking air [(CL)], at the flow rate of [(QL)]. [Volumetric Equilibrium]: Assuming a uniform concentration of the aerosol in the cab, the aerosol concentration in the breathing zone[ (CBZ)] may be expressed as, [CBZ+CO+CC+CR-CL] If [QC] remains greater than [QL], there is pressurization in the cab. There is particle loss as a result of the leaking air from the tight cab, however the condition of adequate pressurization ensures that [CL ~ CC]. Also for dust particles filtered through HEPA [CC – 0] thus [CBZ + CO + CR] For the radioactive gases, [CBZ - CO + CC] Over long periods,[ CBZ – CE] but if [CBZ] exceeds the value of CE then the aerosol build-up in the cab has, occurred. [Resuspension]: Turbulent bursts are generated within the core region of a cab confinement, such that the down sweeps and the up sweeps of the air bursts cause resuspension of dust from the surfaces. Particles initiate resuspension by four major modes: namely, sliding, rocking, rolling, bouncing or sudden ejection or by combinations of these. Nevertheless the adhesion force between the particles and the surface must be overcome by ejection forces before ejection takes place (Kline et al, 1967, Corino and Bradkey 1969, Kim et al 1971). The phenomenon of particle resuspension from a surface may be expressed in a generalized form as: CR =f (Uz . R . D . H) where CR = Rate of particle resuspension UZ = Surface shear velocity R = Surface roughness parameter D = Aerodynamic diameter of particle H = Frequency of surface airburst A detailed discussion of the individual parameters was attempted for the case of farm tractor cabs by Atiemo (1981), such a treatment is out of the scope of this study. Only the effects of the properties of surface roughness will be discussed. Effect of Surface Properties The roughness of the surface from which dust particles are ejected plays a significant role in the deposition and resuspension of the dust. The roughness or the amount of protrusions greatly influence the intensity of air turbulence in the immediate vicinity of the surface (Schmel 1976). For most roughened surfaces therefore, larger particles may be dislodged in greater quantities than smaller particles. The deposition and the resuspension of dust particles from different surface materials of glass, cloth, metal and rubber have been studied in a wind tunnel (Atiemo, 1981). Field Conditions Mining equipments used are: a backhoe, a bulldozer with ripper attachment and two dumptrucks for high-grade ore operations; a payloader and two dumptrucks for waste handling; and a jumbo drill which drills dynamite holes for ore blasting. Gravity based coal/mineral preparation plants must be operated to yield products of a quality satisfactory to existing markets; but, because of historic control problems, recovery is frequently sacrificed to achieve quality resulting in losses of valuable product. Plant control has ranged from intuitive in-plant spot quality judgments made by various operators to gross methods involving such devices as density gauges, floats, grab-sample on-the-spot sink-float tests, etc. Millions of tons of quality coal/minerals are lost to refuse each year, because of the historic lack of a continuous and dependable control system. The result is both serious economic as well as environmental losses. While the economic losses are obvious, less obvious environmental losses, in the case of coal, result from the misplacement of more ignitable quality fuel to refuse banks. A control system capable of supplying a market-grade coal/mineral product, while continuously minimizing product losses to refuse, has until recently escaped technology.

On the Earth&apos;s Moon, obvious hazards to humans and machines are created by extreme temperature fluctuations, low gravity, and the virtual absence of any atmosphere. The most important other environmental factor is ionizing radiation. Less obvious environmental hazards that must be considered before establishing a manned presence on the lunar surface are the hazards from micrometeoroid bombardment, the nuisance of electro-statically-charged lunar dust, and an alien visual environment without familiar clues. Before man can establish lunar bases and lunar mining operations, and continue the exploration of that planet, we must develop a means of mitigating these hazards.

INTRODUCTION Radcont is a program designed by the author of this paper for the industry to use as an instrument for radiation contamination evaluation and ventilation planning system. Radiation in mines are associated with the mining of gold and gold bearing minerals, as uranium and thorium is incorporated in the mining of these minerals. Radiation contamination in South African mines is not a new concept as it was investigated by the Chamber of Mines in the early 1960&apos;s and found not to be hazardous at the time. Since some of our mines export scrap metal to customers abroad, it came to light (1991) that some of the scrap metal was radioactive. The authority that oversees the nuclear aspects in South Africa is the Council for Nuclear Safety (CNS). They investigated these matters and found that the mines needed further information regarding radioactive material and the handling of these contaminated materials. As the various mines were licensed (with various conditions incorporated) thereafter, the mines had to do their own investigations as to what extent their properties (Surface and underground) were radioactively contaminated. Some mines were found to be highly contaminated over the years of operation and controlling conditions were installed and measures installed to reduce the contamination levels. One of the conditions when issuing a licence by the Council for Nuclear Safety (CNS), is that a screening survey be carried out to determine the radiation exposure levels and corrective action to be taken if necessary. These surveys must be done by a person trained in the required procedures for such a survey. The person must also measure the risk correctly and assess the results properly. In such a survey, the internal and external exposure levels must be determined to assess the total exposure of persons working in those conditions and take appropriate action if necessary. When doing such a survey, hundreds and more likely, thou- sands of data points are recorded. In order to assess the data recorded, various integrated and difficult calculations need to be made, and takes up enormous amounts of time. (This excludes the interpretation of the results ) The following explanation of the program shows the different parts of such a survey assessment calculations to be done. The paper details the program layout and the different sub- sections within the primary program. It must be stated that the program, as with any other program, is as accurate as the data inserted into the data base. The program and details thereof are given under the following headings: 1. TOTAL EFFECTIVE DOSAGE WITH REGARDS TO: • GME required gravimetric results obtained (mg/m3) • Thick layer or total contamination measured (Bq/m2) • Dry condition surveys with dust loads taken as a Standard l0mg/m3 • Wet conditions survey with dust loads taken as l mg/m3 • Airborne long lived alpha and beta activities as determined by analysis in Bg/m3 • LTD (Thermoluminescent Dosimeter). Results as obtained from the SABS (South African Buro of Standards) are recorded in this section for each month of the year for each individual worker. An average dose is then determined at the end of the year. • Bucket measurements as recorded. • Smear samples (Loose contamination). As determined by Electra or by analysis • Occupational factors for Metallurgical and Engineering occupations in and around the Metallurgical facilities of your mine. • All underground dosage determination and calculations. The Waste Isolation Pilot Plant (WIPP) is a U.S. Department of Energy research and development facility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste. The waste storage horizon is 655 m (2150 ft) below surface in bedded salt. To date the WIPP project has not emplaced any waste. There are three intake shafts used to supply air to the underground. All air is exhausted though a single return shaft. The total design airflow during normal operations is 200 m3/s (424,000 cfm). The ventilation system is designed to provide separate air splits to construction, experimental, and storage activities. Separation is achieved by isolating the storage circuit from the construction or experimental circuits with bulkheads. Any air leakage must be towards the storage area of the facility. Field studies have shown that the pressure differential necessary to maintain the correct leakage direction is susceptible to the effects of natural ventilation; therefore, extensive studies and analyses have been conducted to quantity the natural ventilation effects on the WIPP underground airflow system. A component of this work is a monitoring system designed to measure the air properties necessary for calculation of the natural ventilation pressure (NVP). This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure at strategic locations on surface and underground. The psychrometric parameters of the air are measured every fifteen minutes. From these data, trends can be determined showing the impact of NVP on the ventilation system during diurnal variations in surface climate. Both summer and winter conditions have been studied. To the author&apos;s knowledge this is the first reported instance of automatic and continuous production of time and temperature variant NVPs. This paper describes the results of the initial monitoring study. INTRODUCTION The ventilation system at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico, is designed to perform two distinct functions. First, it supports normal mine ventilation requirements complying with all state and federal mine regulations. Second, the system is designed to prevent an uncontrolled release of radioactive contaminants from the storage and transportation areas of the facility. Although a nuclear radiation release in the facility is considered unlikely, many special features are implemented in the ventilation system to prevent the possible spread of contamination. The facility is constructed with the waste transportation and storage areas separated from the mining and non-radioactive experimental areas. The ventilation system is designed such that air leakage is from the mining and experimental areas to the storage areas. Furthermore, radiation detectors are located throughout the storage and waste transportation areas underground and an exhaust filtration building is installed on surface to prevent the possible release of radiation to the environment. For over two years the underground ventilation system has been rigorously tested and balanced. It was during this period that the adverse effects of NVP were noticed and subsequently quantified. From extensive field studies and computer models, several mitigating features were designed and constructed and special operational procedures were implemented to control the impacts of NVP. To quantify more accurately the NVP at the WIPP, a continuous monitoring system was installed. This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure every fifteen minutes at strategic locations on surface and underground. From this psychrometric data, the NVP is calculated. Fan operating pressures and flows and strategic differential pressures are recorded from the site Continuous Monitoring System (CMS). The monitoring system provides a means of evaluating how the ventilation system behaves in regard to climatic conditions and to judge the efficacy of the mitigating features and operational procedures. To the author&apos;s knowledge, continuous calculation of NVP as a function of time and surface temperature has not been previously reported. Overview of the Waste Isolation Pilot Plant The U.S. Department of Energy determined that the plastic nature of bedded salt may provide the best solution to isolate transuranic (TRU) waste from the biosphere. Initial evaluations at the WIPP site began in 1974. In 1979, the United States Congress enacted Public Law 96-164 for the construction and development of the WIPP project. The mission of the WIPP is to demonstrate the safe, long-term disposal of TRU waste generated by the national defense programs of the United States. TRU waste is classified as a low to medium level waste. The waste is stored in drums and does not produce significant heat (not greater than 1 W per drum). The WIPP site is located approximately 47 km (29 miles) east of Carlsbad, New Mexico in the Chihuahuan Desert. The repository is located in the 630 m (2000 ft) thick Salado Formation. This Permian Basin salt deposit is about 225 million years old and appears to have been minimally disturbed by earthquake, faulting, and ground water activity since it was deposited. Although explosives constitute only a small portion of a mine&apos;s total cost, the relative success of each blast has a tremendous effect on subsequent activities such as excavation, crushing, and equipment maintenance. Beginning in January of 1993, tests were carried out to determine whether productivity could be improved by replacing standard ammonium nitrate fuel oil mixtures (ANFO) with a high density, high performance blasting agent. The study was carried out at gold mines, coal mines, and cement quarries in Nevada, California, Colorado, and New Mexico. A wide variety of rock types and blasting conditions were encountered. Results showed that at most operations productivity was sufficiently improved to more than offset the increase in explosives cost. This resulted in a net reduction in mining cost. This paper presents a summary of these results.

Kerr-McGee Coal Corporation has used diesel face haulage and support equipment at its dual-seam Galatia Mine in Southern Illinois since production activities commenced in 1983. The mine began production from its lower seam, the Harrisburg No. 5 coal seam, in October 1983 and from the upper Herrin No.6 coal seam in April 1985. Before production began, the company developed a program designed to make use of the flexibility offered by diesel equipment. While productivity was an important goal, the top priority of the program was to provide a safe and healthy work environment for the miners. Management believed that high productivity would naturally follow. History has proven this belief to be true.

When John F. Kennedy made this statement, I am sure he was not thinking about the valuation of limestone reserves. However, it is certainly applicable. The objective of this paper is to demonstrate how the discomfort of thought (i.e., the analytical and methodical process performed by a reputable professional) builds the foundation for an opinion that provides assurance as to the value of a property. In its final form, a valuation is nothing more than an opinion. The credence of that opinion is directly proportional to the knowledge of the appraiser and the efforts and judgment extended in developing said opinion. Presented herein are the methodologies for formulating a defensible opinion. Before detailing the valuation process, an overview of the limestone industry is presented along with some historical parameters relating to the industry. Secondly, the most widely used valuation methodologies and a brief discussion of each are presented. Two case studies are then presented, which review actual valuation studies. The paper concludes with how the valuation process should be published in a report format that is defensible from a legal standpoint, bankable from a financial standpoint, and decipherable from a layman&apos;s standpoint.

INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation&apos;s (UNC&apos;s) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer&apos;s Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. Separation of dolomite from Florida phosphates was achieved by first conditioning the feed with fatty acid at pH 10 followed by reconditioning at pH 4 or below, before flotation. Observed selectivity of this two stage conditioning process was attributed to the amount as well as changes in the nature of the adsorbed collector species upon reconditioning. In this paper, bench scale flotation results of optimizing the major process parameters, such as reconditioning pH and collector dosage, for upgrading natural high dolomitic phosphate samples from Florida are discussed.
