INTRODUCTION - CURRENT RAISE BORING PRACTICES Raise boring is a comparatively new tool to the underground mining and construction industries. Underground raise boring, in this country, had its beginning in the early 1960's, in the iron mines of Michigan. These first raises were bored 40 in. and 48 in. in diameter with maximum lengths of approximately 200 ft. Since the late "sixties", the raise boring machine has been accepted by the mining industry as an important machine to increase excavation rates, provide adequate ventilation airways, improve safety, and reduce costs, to name a few of the benefits. The construction industry is now accepting raise boring techniques for hydro-electric power projects, water supply projects, tunnel projects, waste water projects, etc. Raise drills are now capable of boring raises to diameters as much as 12 ft, in the softer rock types. Raise lengths range from 200 ft to as long as 1700 ft. Bored raises, in general, are bored at dip angles ranging from 45º to 90º, depending on the requirement of the raise. The general practice is to drill the pilot hole down to an opening below and up ream the pilot hole to the required diameter. The pilot hole (9-7/8", 9", 11", or 12-1/4" diameter) is generally drilled with compressed air to remove the cuttings. In the event that ground water is encountered and removal of cuttings is impeded, a foaming agent is added to assist in lifting the cuttings. When excessive water is encountered, water is used as the circulation medium and the cuttings are removed by pumping. During the reaming cycle, the cuttings fall by gravity and are removed from the bottom of the raise by conventional methods.

Introduction The Bailey mining complex is located in Greene County, PA, in the Talley Run valley. It includes two Pittsburgh No. 8 seam deep mines (Bailey and Bailey No. 2), a coal preparation plant, and two refuse areas. Clean coal is shipped from the complex by way of a 24-km (15-mile) rail spur. It con¬nects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Co. (Consol) began a permitting effort aimed at building the mine. Construction began in Dec. 1981, less than six months after the first application submittal. Clean coal was produced by the Bailey preparation plant in Sept. 1984. Several factors allowed quick permitting at Bailey. Effective project planning, including early formulation of a project planning team, and identification of red flag issues helped. So did innovative responses to environmental questions, and development of environmentally sound project designs. Forming a project planning team Consol management decided that Bailey mine construction had to begin in late 1981. A project permitting team was immediately formed to see that this goal was achieved. Team members included a project manager and personnel from Consol's engineering, environmental, and operating departments. Communications among all team members was crucial in obtaining the various state and Federal environmental permits. All project permitting team members participated in weekly meetings during application preparation. Discussions at these meetings ranged from recent public contacts, to application content, to environmental design considerations. Establishing a project manager was critical to the team's success. The project manager was responsible for seeing that permit acquisition, facility construction, and operation of the mining complex proceeded on schedule. The project manager had the final word, mediated disagreements, and frequently served as project spokesman to the public. Identifying red flag issues Red flag issues are those environmental factors with the most potential for delaying the schedule or stopping the project. The first red flag issue identified was organized local opposition. This opposition had completely derailed a US Soil Conservation Service proposal to build a multipurpose dam on Enlow Fork, a short distance

The work reported herein compares the support characteristics of two different types of roof truss subjected to the same force in the horizontal tension member. The major differences between the two trusses are in the sequence of tensioning the horizontal and inclined members and in the design of the loading brackets. A photoelastic model was used to compare stresses at points along the roof of the mine opening and at the junction of the roof surface and the rib. The effects of simulated subsidence on stress in the roof and on tension in the horizontal member were analyzed. Results indicate that there are significant differences in the overall support characteristics of the two trusses. Conclusions are drawn relative to which type of roof truss provides the most favorable support if the horizontal members are tensioned equally.

The Red Dog zinc-lead deposit, said to be the world's second largest, is located inside the Arctic Circle in northwestern Alaska - a location too harsh and remote for some mining companies but just right for Cominco Ltd. The complex has been in operation since November 1989 and is producing 508 kt/a (560,000 stpy) of zinc concentrate, 109 kt/a (120,000 stpy) of leadconcentrate and 45 kt/a (50,000 stpy) of an Imperial Smelter Feed, a combined zinc-lead mixture that is too small to separate. All of this concentrate production derives from a relatively modest mine production of 5.4 kt/ad (6000 stpd) extracted from a surface pit. Despite being a high-grade zinc-lead deposit, Red Dog's metallurgy is complex, requiring a very fine grind and use of column cells for flotation. The Red Dog complex is located in the DeLong Mountains. They are characterized by eight stack and folded thrust blocks that contain sedimentary and igneous rocks. The Red Dog deposit is located in the second lowest thrust and ist hosted by late Mississippian to Permian age black shale, the Ikalukrok member of the Kuna formation. The Red Dog mining complex is operated by Cominco Alaska, Inc., a wholly owned subsidiary of Cominco American, Inc, which, in turn, is owned by Cominco Ltd. In 1980, the deposit region was acquired by NANA Corp. as part of the Native American Claims Act Settlement of 1971. NANA is one of 12 such Native Corporations in Alaska. In 1982, NANA and Cominco American signed a develop¬ment agreement and formed Cominco Alaska to manage the project.

INTRODUCTION This paper is for the mining manager, generally meaning mine superintendent, chief engineer, and others who have control over the mine operation responsible for feeding the insatiable beast called the mill or processing plant. The author is not from mine management but from the field of technical mine engineering consulting. This fact illustrates the authors gross inadequacy to comment on this subject. On the other hand, the consulting profession allows visits to many mine operations, worldwide, supplying many different commodities. The common complaints and misunderstandings that have been heard worldwide will be shared within the following few paragraphs. In order to discuss optimization, one must first define it. There certainly will be many papers in the following sessions that claim to optimize something, or other, based on a technical definition of cost, efficiency, throughput or some other quantifiable basis. DEFINE OPTIMIZATION Actual optimization of an operation is not as easily achieved as most of us in the technical world would like. Borrowing terminology from the technical world, the boundary conditions and the optimization function are usually not well defined. The problems in many cases do not lend themselves to quantification. Typical management procedures are to establish goals or strategies that set the approach or general boundary conditions to the overall plant. Three simple cases are listed below as possible corporate strategies to optimization of a mine-process plant complex. 1) Maximized discounted cash flow 2) Minimized long term cost of product 3) Maximized resource utilization This list seems simple when presented in the above context, uncluttered by constraints such as market position, capital availability, or environmental limitations. A great deal of effort has been put forth in recent years to arrive at accurate projections of the demands for tunnels in this decade. In reviewing the statistics presented by various study groups, it appears that during the decade from 1960-69, there were some 1,335 miles of rock and soft ground construction tunnels excavated throughout the world. These statistics indicate 645 miles of rock tunnel and 689 miles of soft ground tunnel were excavated during the last decade. This is expected to increase to 3,000 miles in the 1970's according to projections made by various authorities in the field of construction tunneling. I point out the above statistics to emphasize two main points: (1) The demands for tunneling in this decade alone are staggering. (2) There is a fairly even distribution in the amount of rock tunneling and soft ground tunneling being excavated. Unfortunately, available statistics do not answer many important questions about tunneling which are of great importance to the contractor and to boring machine designers. For example, how many of the projects completed in the past decade involved both soft ground and rock tunneling? How many projects involved tunneling in conditions where both rock and soft ground were contacted at the same face. While the answers to these questions remain unanswered, I am sure most of you can think of numerous examples of projects where mixed face conditions are prevalent. Many of you are probably familiar with the Austin Crosstown Interceptor which was bid last month in Austin, Texas. Here is a project involving 57,000 feet of tunnel where limestones and clay shales are expected to be traversed. Another project, the Tonner Tunnels No. 1 and No. 2, near Los Angeles, involve some 22,000 feet of tunnel where mixed soil and rock conditions are expected. Because jackleg rock drills are a potential source of hand vibration exposure, they can effectively produce Hand Arm Vibration (HAV) Syndrome in their operators. This will affect operator efficiency and mine productivity. As a result, a significant amount of work has focused on redesigning rock drill handles using new materials to minimize hand-transmitted vibration. In previous work developed by the authors (1991), a detailed study was undertaken to determine the effectiveness of using elastomer covered handles in place of the standard steel design. The results indicated that, for an elastomer-based handle design, the overall acceleration level experienced by the hand can be reduced by as much as a factor of three, relative to the steel handle. It was also shown that this reduction takes place predominantly in the frequency range above 500 Hz. This paper presents an investigation of the long-term effectiveness of an elastomer-cushioned handle under different conditions underground. In this study, sponsored by the Mining Industry Research Organization of Canada (MIROC), a number of cushioned handles were quantitatively and qualitatively tested in five operating mines. The vibration testing program has indicated that the cushioned handle can reduce overall vibration levels by as much as a factor of three. The qualitative assessment program of the cushioned handles by the drill operators has indicated some degree of preference for the cushioned handles over the steel handles, if certain design modifications are performed. This research program indicated that cushioned handles have the potential to become the dominant method with regard to vibration reduction and operator performance.

INTRODUCTION The use of high pressure water as a means of excavating valuable mineral from the earth dates back many hundreds of years, but is most familiar through its use in sluicing the gold bearing deposits of California and Alaska. Interestingly, that practice, which dates back from at least 1852, is now nearly defunct with only one known surviving hydraulicking operation.(l) In that particular development water under a relatively low, natural pressure head is carried to a nozzle and from the nozzle it is thrown a distance of perhaps 20 ft to wash the gold bearing material down into a channel from whence it's carried over some mineral collector, and the water is then recirculated. Development of this practice in coal mining began in Russia in 1915, and Dr. Muchnik established the criteria for hydraulic mining during the 1930's. The first water jet mine was established underground in 1939 and has been followed by several larger mines to the present day where there are at least 11 large mines producing about 10 million tons of coal per year in the Soviet Union.(2) Water jet mining has expanded from Russia through Japan, Germany, Poland, Czekoslovakia, and mainland China. The nearest location to the United States is currently at the Kaiser Mine in Sparwood, British Columbia, where a three-man crew has mined up to 3,400 tons of coal in a 6-hr shift. There are many advantages to this particular operation. It is one of the safest mining operations for coal in Canada and has won safety awards because of this. The process is relatively cheap since the cost of the equipment is much lower than that which would be required conventionally using either longwall or shortwall mining, and transportation is achieved by fluming the coal to a central station using a gravity feed and then pumping to the surface, (3) For this

Introduction Bulk commodity prices are ever increasing. This forces buyers and sellers in world markets to look more carefully at methods for obtaining an accurate accounting of commodity transactions in commerce and materials utilization in processes. Weighing and sampling inaccuracies can result in loss of income, product quality, and cost controls. So weighing and sampling accuracies are extremely important. They are the key components of managing the quantity and quality control aspects of bulk materials handling. This article will confine itself to the weighing systems and will deal with various aspects of system design, calibration, and operations. Emphasis will be placed on new developments and requirements in this field. Weighing methods To measure the gravimetric pull on a body being weighed (the load), the gravimetric force must be countered by an opposing force. Measuring this counter-balancing force thus becomes the measurement of weight. The conventional even-arm balance shows the concept of balancing an unknown mass with an equal known counterbalancing mass. But the loads encountered in industry generally range up to many thousands of pounds. So it is obvious that the even-arm approach is not practical. Thus, with the exception of direct load-bearing load cells, most of the weighing equipment uses some form of lever system. This is usually a combination of first- and second-class levers, to gain a mechanical advantage. These levers permit the load force to be counter-balanced and hence measured within a practical range. Lever systems not only perform this force-reducing action, they also serve to focus the load force at a single point, for convenient measurement. They align the force vertically in one direction so that measurement accuracy will not be affected by unrelated side forces. There are five basic methods of gravimetric weight measurements. That is, there are five basic types of opposing forces. • The first is the standard weight counterbalance. It uses a known weight to counterbalance the load directly or through a lever system.

Compared to alternative ways of dealing with coal fines, oil agglomeration has always been a commercial bridesmaid and never yet a bride. Yet interest is high in the process, as shown by a number of pilot plants in operation that are funded by industry as well as government. In the past in the US, alternative ways to handle coal finer than 100 to 200 mesh included flotation, or no treatment except dewatering, or discarding the fines as waste. There are now a number of factors that tilt the economics more toward fine coal recovery. Today, the cost of mining a ton of underground coal runs from $22-30, and discarding even 10% as unrecovered fine coal is a real economic loss. A number of attempts (notably by EPRI) have been made to quantify the effect of coal cleaning on utility boiler operations. Transportation and ash handling costs, frequency of unscheduled outages, fouling and slagging problems, and boiler tube erosion are all lowered by cleaning coal. The advantage of coal cleaning on these parameters has been shown, but the dollar amount varies with many assumptions and is difficult to pin down. The message to a utility, however, has not been lost and the trend toward cleaner steam coal is accelerating. This may lead to fewer installations that only wash the coarse coal, and add back the unwashed fine coal until a maximum contractual ash limit is reached. And, as the proportion of coal fines continues to increase by continuous and longwall mining, it may become impossible to clean the coal sufficiently without cleaning the fines. Flotation and oil agglomeration are the only processes that presently deal directly with cleaning the very finest coal fractions. Flotation has proven its effectiveness in cleaning blackwater and in separating fine coal from mineral matter. It has the achievable potential for far greater pyrite rejection than is now obtained in commercial preparation plants. The behavior of fire and airflows in a confined tunnel differ significantly from more familiar fire situations outside, due to the buoyant effect which tends to create a layer of hot smoke and gases flowing away from the fire near the crown of the tunnel, while air supporting combustion moves toward the fire beneath the smoke layer. A subway emergency ventilation system is designed to force air to flow through the tunnel, shifting the balance of heated air in the direction of the forced flow and avoiding the "back-layering" of hot gases and fumes. This paper presents a computer program, called the "Subway Environment Simulation" (SES), which can be used to predict airflows created by the emergency ventilation system. It utilizes the latest state-of-the-art analytical treatment of fires in enclosed spaces, including observations from mine fires and gas explosions. The program allows designers to reduce construction cost by identifying unnecessary ventilation shafts and by verifying fan capacities. In addition, the program allows the designers and operators to determine safe evacuation routes, in case of a train fire, by predicting the occurrence of back-layering. It can be used to determine when the ventilation system can control the direction of smoke movement to provide a clear and safe path for evacuating people and facilitate fire fighting operations.

The list of environmental issues facing industry in general, and the mining industry in particular, has placed greater emphasis on the concept of risk assessment and risk management. In informal terms, risk can be defined as the chance of injury, loss or damage. More formally, it is defined as the probability of an occurrence and its consequences. In simple terms, risk assessment involves three questions: What can go wrong? How probable is it to go wrong? If it goes wrong, what are the consequences? Experts on the subject of risk assess¬ment and management met in St. Louis, MO in October 1992 to discuss the extensive and innovative technology that has been developed in this arena. Each agreed that a consistent framework can be used to approach risk assessment/ management considerations in siting and design alternatives, as well as when considering financial aspects of mine development. And the environmental planning process for mines, as well as planning for operation through closures, will rely more heavily on risk assessment and management techniques. Risk assessment is a tool to assist engineers, scientists and managers make better, defensible operational decisions. A realistic and probabilistic risk analysis, coupled with a sound financial model, can combine a large set of alternatives and criteria to arrive at a defensible decision. Organizers of this regional SME conference believe that mining professionals should become fully conversant with risk assessment techniques and approaches because this arena provides opportunities to develop more rational decision-making techniques. Current health risk assessments rely heavily on Environmental Protection Agency (EPA) approaches. Several speakers and papers show how this approach has been applied to a variety of topics. Two major advantages come forward when applying risk assessment techniques to environmental clean-up options for contaminated sites. They are the selection of practical options and cost-effective alternatives. A probabilistic risk assessment provides results that can be directly related to clean-up costs. It has been shown that small reductions in risk are obtained for large increases in cost after a certain threshold value is reached. A preferred, practical clean-up alternative that provides permanent solutions can be selected based on a probabilistic assessment. Here are summaries of some of the papers presented at the meeting.

Crude oil, as a central commercial commodity, is tied to major economic activities in all nations. Also its price fluctuation plays a significant role in global political and economic situation, as a change in the price invariably affects the cost of other goods and services. Therefore reliable forecasts of the price of oil are interest for a wide range of applications. Several approaches have been proposed over the past few years. These may divide into three categories; artificial intelligent, statistical techniques and hybrid methods. The neuro-fuzzy is one of the sub divisions of hybrid method, containing neural network and fuzzy techniques. In this paper a novel forecasting model based on adaptive neuro-fuzzy inference (ANFIS) is proposed to predict monthly crude oil price. To be able to train and test the model, the statistical data from 1990 to 2010, was obtained from West Texas Intermediate oil prices. The results are compared with a multi criteria regression analysis, it is demonstrated that the neuro-fuzzy lead an accurate and more promising forecast.

Utah's abundant industrial rock-and-mineral resources support a relatively small but important sector of the State's economy. In 1983, six of the top 10 nonfuel mineral commodities (by value) were industrial commodities. Portland cement was ranked fourth, potash fifth, halite sixth, phosphate seventh, construction sand and gravel eighth, and lime tenth. Portland cement was produced by three operators, principally from the Jurassic Twin Creek Limestone. Potash was produced by three companies from Pennsylvanian beds in the Paradox Basin, surface brine of the Great Salt Lake, and subsurface brines of the Great Salt Lake Desert. Halite was produced by eight operators, primarily from surface brine of the Great Salt Lake. Additional production came from salt beds in the Jurassic Arapien Shale, solution mining of the Pennsylvanian Paradox Formation of the Hermosa Group, and subsurface brines of the Paradox Basin. Phosphate was mined by one company from the Permian Meade Peak Phosphatic Shale Member of the Park City Formation. Construction sand and gravel were produced by dozens of operators, primarily from Quaternary Lake Bonneville beach and nearshore deposits. Lime was produced by four operators from Paleozoic formations in the Basin and Range physiographic province of Utah. The future production of these and other industrial commodities, though individually uncertain, is expected to increase gradually as a group. Factors favorable for the future of the industrial commodities industry in Utah include large to almost unlimited resources for the major commodities, a healthy projected population growth, an abundant local supply of relatively inexpensive energy from coal and natural gas, and a favorable corporate tax structure and business climate.

"Faced with the serious managerial situations and diverse conditions and needs for mine safety, occupational health and environmental stewardship in Chinese mining communities, an evidence-based approach is proposed for the management of mine safety, health and environment integrity. By the proposed approach, tangible and effective scientific evidence should be collected and accumulated, and the authenticity, accuracy and applicability of the evidence should be assessed to form an evidence-based approach for characterizing mine safety, health and environmental hazards and risks from multidimensional perspectives. The results are then used to formulate diverse safety, health and environment functional requirements. In an evidence-based approach, the evidence is combined with the professional experiences and the actual economic and technological situations, availability and affordability of a mine. This approach is helpful to establish scientific, reasonable, acceptable and effective solutions for identifying and mitigating hazards and improving the level of mine safety, health and environment integrity of mining operations.Introduction / Background In recent years, economic reforms have opened China's economy so that Chinese society has rapidly modernized. Along with this advancement, the exploitation and utilization of mineral resources continues to be active and the scale of mining production continues to increase, which has created a deterioration in resource reserves and as well as the general condition of mining technology. There are many hazards and safety problems in mine production and occupational health as well as in the community environment in China’s mining industry. These problems threaten the security of China's mines and present serious obstacles and challenges to the industry and the government. According to the statistics from the State Administration of Work Safety Supervision, there were 50,500 mine safety incidents in China between 2001 and 2013, which consisted of 31,439 coal mine safety accidents and 19,061 non-coal mine safety accidents, resulting in 30 deaths (Qin 2014). At the same time, mineral dust and radioactive material from mine production processes have increased the morbidity rate of silicosis and cancer in mining workers."

"Based on the introduction of production technology of Anqian mining company, the stope ore mass distribution was analyzed in detail. The processability indexes of different grade ores were obtained with magnetic tube whereas the grinding time, concentrate grade and concentrate yield were measured. On the basis of digital ore deposit model which integrates ore natural attributes and processing attributes, two stages of ore blending optimization models were established. The first stage model sought the minimum of stope ore transportation cost under the restraints of output ore grade and stope production. The second stage was a system optional model that aimed at the furthest use of resources meeting not only the production constraints of mining field and process field but also ore beneficiability and the system output requirements of the concentrate grade. Lastly, the solving method of big M simplex algorithm was discussed and used in production. 1. Foreword China is the biggest iron ore consumption market. But most of iron ore deposits in china possess such features as low grade, complex compositions, weak magneticity and refractoriness. Under the current economic and technical conditions, rational utilization of low-grade and refractory iron ore is strongly needed to improve the utilization ratio of mineral resources and keep mine development sustainable (Lei 2011). In recent years, the domestic research institutions and mines made a lot of achievements of rational development and utilization of low grade iron ore resources in the beneficiation technology and equipment, high and low grade balance, cost and tax analysis (Wang and Zhao 2013, Zhang 2014, Zhu and Li 2014), laying the foundation for reasonable utilization of low grade iron ore. In this paper, Anqian mining company is taken as an example in which the production conditions, raw ore quality control, different grade of ore processability, and ore blending optimization mode in mining pit and processing plant were discussed to achieve the maximum utilization of low-grade refractory ores under the economical and reasonable conditions. This will ensure the stable operation of mining joint ventures and maximize the enterprise's production life and therefore, maximize the economic and social benefits in the enterprise life cycle."

Most of those involved in the mining industry are aware of the negative feelings that the well-informed citizens of this country, also known as the American public, have for the industry. As noted in an issue of Mining World News, “The general public perceives mining as dirty, noisy, destructive and belonging somewhere else.” The same theme was raised at a conference in Scotland in July 1991. It was noted there that mining has an unattractive public image around the world “as dirty, dangerous work that pollutes and degrades the environment.” Why is this? Why does mining have such a bad rap? I’m afraid that some of the blame rests with the mining industry itself - both in the past and in the present. Hopefully, we can do something about this in the future. And hopefully, the information here will help the reader to spread the word to offset the negative messages being issued almost daily by industry foes. I hope this will become more than just the words of another miner talking to miners and their friends. In the past, belching smokestacks and polluted streams and waterways were common sights. Today, the negative results of mining operations can also be seen in the form of waste dumps, leaked acid mine waste water and dust blowing from tailings piles. Some will argue that mining did nothing illegal in the past, and that all the regulations in force at that time were carried out to the letter. That may be so. The fact remains, however, that mining did these things, and the evidence is very clear in many parts of the country. It is visible to the well-informed citizens, in spite of the fact that many mine sites have been cleaned up and new technologies, such as flash smelting, dump leaching, pressure leaching and bioleaching, have greatly overcome many of the pollution problems. What is not so visible is the importance of the mining industry in our daily lives. Not long ago, knowledge about our non-renewable mineral resources ranked low on the list of qualifications for being a well-informed citizen. Events during the past two decades have changed this scenario. Politicians, writers, newscasters, economists and administrators, as well as the ‘public,’ are expressing opinions and forming judgments on oil company profits, desecration of landscapes, waste disposal sites and pollution by the extractive industries.

In the event of fire underground, it is essential that all miners be warned as quickly as possible. With mine air rapidly depleted of oxygen and contaminated with smoke and toxic fire gases, any delay in the warning signal could have disastrous consequences. Unfortunately, present mine fire warning systems, such as stench, audible or visual alarms, telephones, and messengers, are often slow, unreliable, and limited in coverage. Recent research by the US Bureau of Mines has established the feasibility of ultralow frequency electromagnetic signaling for underground mine fire warning. Infield testing completed thus far at five mines, signals of from 630 Hz to 2000 Hz were transmitted through rock up to distances of 1645 m (5400 ft) to a pencil-sized ferrite-core receiving antenna and intrinsically safe receiver circuit. Theoretical analysis indicates a capability to transmit effectively for distances in excess of the maximum depths of most American mines, which is about 900 to 1000 m (2950 to 3280 ft) . The prototype system uses off-the-shelf components and state-of-the-art technology to ensure high reliability and low cost. This technology would enable simultaneous and instantaneous warning of all underground personnel, thereby in- creasing the likelihood of successfully evacuating a mine during a disaster. This report discusses the theoretical basis for through-the-rock ultralow frequency electromagnetic transmission, design of the prototype transmitter and receiver, and the results of in-mine tests of the prototype system.

[Full-scale laboratory experiments were performed to evaluate the effect of ventilation and water spray pressure on the potential dust capture efficiency of a ventilation system comprised of blowing ventilation and an underboon scrubber. The tests were performed for a 1.52-m (5-ft) roof height and 2.36 m-3/s (5000 cfm) blowing ventilation volume, and a 2.44-m (8-ft) roof height and 4.72 m3/s (10.000 cfm) blowing ventilation volume at three face positions of the miner. The scrubber suction rate was varied for the tests to study the effect of scrubber flow rate on capture efficiency. The airflow patterns and scrubber efficiency were determined by performing tracer gas tests. Tracer gas was released through a manifold placed in front of the rotating miner drum. The gas was sampled in a grid fashion using a real-time multi-point gas sampling system. The capture efficiency of the scrubber was evaluated based an the peak gas concentration of the gas laden air drawn through the scrubber and the amount of gas passing, through the scrubber as a fraction of the gas released at the face. The data were analyzed to yield scrubber peak concentrations, potential exposures at various operator locations and the gas removal percentage (GRP). The underboom scrubber appears to work best in the end sump position, relative to the start sump and start slab positions. The capture efficiency scrubber was higher for 2.44-m (8-ft) roof heights compared to 1.52-m (5-ft) roof heights. The data also showed that the scrubber air discharged behind the mining machine may be drawn into the face area by the action of the blowing ventilation system, resulting in recirculation.]

Coals capable of emitting 2 lbs SO2/106 Btu heat input must be defined as high sulfur coals. This is because electric utility plants built after 1971 may not emit more than 1.2 lbs SO2, and those built before 1971, and regulated under the State Implementation Plans (SIP), may exceed the 2 lbs S0 limit only under closely defined restrictions concerning ambient air quality and prevention of air quality deterioration. Coals produced in Kentucky, Illinois, West Virginia, Ohio, Pennsylvania, and Indiana account for 77% of SO2 pollution potential and are, therefore, the subject of this investigation. These coals have suffered market share losses in the 10 years from 1974 through 1984. This is due to their sulfur content as well as their lack of price competitiveness with low sulfur western and imported coals. Kentucky and West Virginia have been able to increase their compliance quality coal production substantially, but other states have largely been unable to do so because of nonavailability of low sulfur coal deposits. Assuming that the current relative productivity and cost competitiveness of coal producing states will not change significantly by 1994, this paper makes two projections of coal production in the selected states. In scenario I, the current clean air regulations are assumed to apply until 1994, and coal production in the selected states is projected to in¬crease by about 6% in 1994 compared to 1984. In scenario II, it is assumed that acid rain legislation will be implemented, which will adversely affect the markets for high sulfur coals. Coal production in the selected states under this scenario is projected to decline about 10% between 1984 and 1994, jeopardizing up to 13,000 mining jobs. The author concludes that better coal quality and greater cost competitiveness are both essential to stem the market losses and to regain strength.
