Techniques are being developed for measuring the mass concentration of respirable diesel exhaust particles found in underground coal mines. Studies have been conducted over the past five years to investigate size selective sampling techniques to measure the respirable mass concentrations of diesel exhaust and mine dust aerosol particles in underground coal mines. Results from these studies have been used to develop design and performance criteria for a personal diesel exhaust aerosol sampler. Three personal diesel exhaust aerosol samplers have subsequently been designed and evaluated in both laboratory and field settings. These samplers use size selective classifiers for the determination of the respirable mass concentrations of mineral dust and diesel exhaust particles. Their designs are based on the premise that diesel exhaust particles are predominantly less than 0.8µm while mineral dust is greater than 0.8 µm. One design, selected for field evaluation, consists of a 10 mm nylon respirable dust cyclone followed by a 0.8 µm cutpoint impactor and afterfilter. The cyclone removes the large nonrespirable particles while the inertial impactor stage, collects the mineral dust on an impaction plate and allows the diesel particles to penetrate to an afterfilter. The two sample fractions of the respirable particles (<0.8 µm and >0.8 µm) are gravimetrically analyzed to determine the concentrations of the diesel and mineral dust portions in the respirable coal mine aerosol.

Since its passage, the Mining Law of 1872 has been modified several times to meet the changing needs of America&apos;s society and economy. Despite the fact that it continues to provide an effective framework for a robust US exploration and mining industry, the mining law continues to be criticized in some quarters as outdated. Pressure to reform the Mining Law of 1872 has reached new levels in recent years. Many proposals for reform of the law have been introduced during the 1990s. None, though, have been enacted. The issue will not likely disappear and is certain to be raised during the 105th Congress. To provide a better understanding of the status of current congressional reform proposals, this article presents an overview of the major moments in the history of mining laws in the western United States - from the days before the 1872 mining law and the days following its promulgation, to the current dilemma over mining law reform. The future of the mining law is assessed as are the interests at stake for the modern mining industry. Mining before 1872 No discussion of the Mining Law of 1872 is complete without some historical background to provide an understanding of the origins of this unique law. There was plenty of mining activity on the public lands before the mining law was enacted. At first, the federal government&apos;s policy was to allow all miners to work freely on the public lands and to resolve disputes among themselves. In this "hands off" environment, miners operated according to laws they promulgated. These were based on previous experiences in Europe and Mexico. Two modes of collector addition techniques are applied in the column flotation for cleaning ultra fine coal. The collector can be: 1) added directly into the coal slurry through the feed system; and 2) gasified collector and transported in the gas phase through the bubbles. Operating parameters of the column flotation were investigated through three phases of work plans for Pittsburgh No.8 seam coal. In present study, the column flotation using two modes of collector addition techniques were tested and compared. Ninety percent or higher combustible recovery can be achieved by using both methods. However, utilizing the gasified collector addition technique in column flotation has more potential than direct liquid addition technique to obtain the higher recovery at same collector dosage.

Permeability in the blast furnace shaft is adversely affected by low-temperature reduction degradation of sinters. The fundamental cause of this is the expansion of the iron oxide phase resulting from the reduction of hematite to magnetite. The present study shows that expansion behavior during the hematite/magnetite reduction .step and the resulting microstructure are strongly influenced by the reduction temperature (partial oxygen pressure), the reducing agent and the nature of the hematite. The reduction rate is of minor importance. A reduction mechanism is proposed that can explain the dilation behavior and the magnetite microstructure. The results provide better insight into the reduction degradation behavior.

Modern coal processing plants utilize multiple cleaning circuits to efficiently beneficiate different size coal fractions of run-of-mine coal. An older plant optimization approach is to maintain average product quality from individual cleaning circuits at the same level as the given product specifications for the overall plant. However, many past studies indicate that the equalization of product quality approach fails to produce the maximum plant-yield. A newer approach, known as equalization of incremental product quality, requires that the incremental product quality obtained from each circuit be maintained at the same level to satisfy the overall plant product quality. This approach ensures the maximization of plant yield while satisfying a single product quality constraint. However, while dealing with multiple product quality constraints, this approach by itself may not be sufficient to obtain the desired maximum yield. For the simple reason that the dirtiest particle (or group of particles) with respect to one quality constraint may not be the same particle (or group of particles) with respect to another quality constraint, the mass yield versus product quality relationship generated by equalizing different incremental product quality may not be exactly the same. Therefore, an additional search technique has to be utilized to determine the global-maximum value of plant yield. Thus, the main objective of this study was to utilize an emerging optimization technique, known as genetic algorithms (GA) to maximize plant yield while satisfying multiple product quality constraints. The maximum plant yield obtained from this approach was nearly same as the maximum yield obtained by the incremental product quality approach while satisfying one specific product quality constraint. The GA was applied on a coal preparation plant that utilizes four circuit operations - heavy medium bath, heavy medium cyclone, spiral and froth flotation. The results showed that using GA as an optimization process gives 2.56% higher yield that will result in additional revenue generation of $5,120,000 per annum than average product quality approach.

Cement raw materials used in southern California and Arizona cement plants occur in a wide variety of geologic environments. Limestone, the primary material making up 75-80% of the raw materials mix used in cement manufacture, is mined solely from Paleozoic Era deposits. During this time, 570-245 million years ago, vastly more limestone was formed in California and Arizona than at any other time (continent was in southern latitudes). The general geology of each limestone deposit associated with the eight southern California and two Arizona cement plants will be reviewed. Many of these deposits are geologically complex, having been subjected to Mesozoic deformation, metamorphism and instrusive events, along with Cenozoic uplift and deformation. All of the cement plants in this region require the use of secondary additives in order to meet the chemical requirements for cement. The kinds of additives vary greatly, depending upon the chemistry of the limestone deposit, cement specifications, and the cement manufacturing process. In some cases, clay deposits with suitable chemistry on or near the limestone sources are utilized. Where alkali limitations or need for alumina-rich materials exist, then specialty clay deposits are used. Iron-rich sources in the region include iron ore deposits and slag or mill scale from local steel mills. The geologic setting and location of these additives, along with gypsum and silica-rich deposits presently in use, will be mentioned.

Current approaches to reclaiming acid generating tailings include permanent water cover or encapsulation with various synthetic liners and/or clay. Although these methods can be effective, some ongoing maintenance will be required in perpetuity to ensure that water levels are adequately maintained or that the integrity of any capping system is protected. The successful creation of wetlands in tailings basins offers the possibility of creating a stable environment for the tailings with minimal maintenance. Acid-generating tailings from a massive zinc sulfide deposit in Winston Lake, Ontario, were placed in small cylindrical tanks to examine the feasibility and effectiveness of creating wetlands and mitigating acid and metal release. Two uncovered controls were established in addition to the five treatments, which were done in duplicate. Each wetland tank was 117 cm in diameter and contained 6 1 cm of tailings. Treatments included 61 cm cover of wetland soil, 61 cm of glacial till, 61 cm of tailings, and two tanks with 71 cm of water. One of the water covers included the aquatic macrophytes: Elodea canadensis, Potamegeton sp., and Ceratophyllum demersum. Cattails (Typha latifolia) were planted in the plots with substrate cover, and the initial water level was set at ten centimeters. The pH within the tailings in the treated tanks generally ranged between 6.0 and 6.5 and zinc concentration ranged from 0.02 to 0.1 mg/L. The drainage from the controls had an average pH of 3.3, and 7,700 mg/L of zinc.

Repair of large rotating apparatus such as ball mills is uncommon but under certain circumstances is achievable. This paper describes the successful repair of trunion on a 14 foot diameter by 20 foot long ball mill. Diagrams of the repair are included for visual perspective and non-destructive test procedures are outlined.

During the early 1960&apos;s, a method was developed for refining sand from the Arkansas River to produce a feldspathic product that was proposed for use in making colorless glass. Because of the need for chemical uniformity, a cooperating glass manufacturer specified certain ranges of percentages for each chemical constituent of the sand. These specifications were met by fulfilling the single requirement that alumina vary by no more than 20.1 percent from the specified value. This translated to a total variation of only about 1 percent in the feldspar content of the mixed quartz-feldspar products. Because the feldspar was lighter than the quartz, the average density of refined sand varied depending on composition. Densities, determined to five significant figures, of several samples were correlated with their chemical analyses, and the correlation could then be used with density determinations to more reliably indicate compositions than by chemical analyses only. The effects of several variables on the composition of refined sands were studied. There was a regular variation in the proportion of feldspar with screen size. A series of samples with their natural size distributions were more nearly uniform in composition than the same sands after screening and recombination. The screening and recombination process was done so that the sands had identical size distributions. Variations in the refining showed little effect on composition. A pile of flow-back sand from a construction sand washer was found to be severely segregated. However, samples taken from many points in the river near the sand plant and from the flow-back discharge pipe over several weeks very nearly met the uniformity specification. If care was taken to avoid segregation either before or during processing, it should be possible to meet the uniformity specifications for a feldspathic glass sand.

For the environmentally safe management of the sulphidic waste rock produced from the Stratoni mining facilities, TVX Hellas has examined, within the frame of the funded European research program ROLCOSMOS, the effectiveness of an alternative rehabilitation scheme involving the segregation of the sulphide rich components of waste rock and the engineered application of alkaline additives. The examined waste rock management scheme was evaluated with laboratory test work followed by pilot-scale field applications. In this paper, the results from the two-year monitoring period of the pilot scale application are presented.

Recent allegations about tampering of coal mine dust samples have led to suggestions that the coal industry needs a respirable dust compliance sampling method that is less subject to tampering. The sampler designs under consideration include fixed location monitors that could be mounted on a mining machine or located at a stationary location in the mine, and samplers that are worn, like the existing samplers. Fixed-point samplers have a design advantage, since samplers worn on the body will have size and weight limitations. On the other hand, in some cases there are respirable dust concentration gradients, which will dictate careful placement of a fixed-point sampler inlet to determine the exposure of workers. This study examined dust concentration-gradient data obtained by the Bureau of Mines and others over the last decade. As an example of spatial gradients at continuous miners, a fixed-point monitor located in front of the operators cab shows a higher dust concentration than a sampler located on the operator and reduced exposure when the sampling location is behind the operator cab. It may be necessary to use a sampling tube with a machine mounted monitor, to sample in the operators breathing zone in the cab to provide a more representative sample of the miners exposure. For face workers on longwalls or on continuous miner sections using remote control, the study shows significant dust level gradients and gradient variations between typical operator positions and mining machine locations. In addition, if fixed-point monitoring is used to monitor an area, vs the exposure of specific workers, dust control technologies currently employed to ensure reduced dust exposure such as the diversion of dust laden air away from the workers, or through the use of remote control of mining machinery may not indicate the same dust reduction obtained with current sampling techniques.

In this study, the formation of zeolites around Kizkapan and Karlikoy villages (Sothwest Kesan) were investigated. In this region, stratigrafically, Upper Eocene Kesan Formation, i.e. sandstone and rarely shale are observed at the bottom. Early Middle-Oligocene Yenimuhacir Formation is composed of sandstone, marl and tuffs. The zeolitisation is determined in the dasitic tuffs of the Yenimuhacir Formation. In this tuffs&apos; zone, alteration had primarily resulted in zeolites, mainly mordenite, heulandite-clinoptiIolite. Silicification and alteration to clay minerals are also common. The Miocene-Pliocene Ergene Formation and alluvium deposits are the top units in the area. In the studied area, zeolite occurences have economic importance. The results show that successively rapid and short term periods are responsible for the clinoptilolite-heuylandite formations. The homogene chemistry of the solutions may be evaluated for a possible successive zeolitisation period. Multi-periodic vocanic activity and also circulation of thermal water had resulted in a continous dissolution of volcanic glass; moreover, resulted in the formation of suitable conditions of zeolite formation. The mineral crystallization sequences and alteration products as zeolites within the wall-rock, circulated solution reaction depends on a serie of parameters such as chemical composition of both initial materials and volcanic solutions during rock¬solution interaction period. The previous researches and the chemical studies support our results and observations in the studied area. The aim of this study is to investigate the presence of zeolitisation and to explain the formation steps of zeolitisation in Kesan Area by considering the content and distribution of major and minor elements determined in zeolite bearing tuffs. The chemical structures of both zeolite bearing volcanics and zeolite minerals are compared to the results of previous studies. Two dimentional behaviours of major and minor elements were discussed in order to caracterize zeolitisation development and to postulate a probable formation type of zeolitic alteration.

Most of the siliceous rocks of the Arkansas Novaculite are novaculite, but they also include some chert, siliceous shale and, rarely, sandstone. Novaculite is defined as a homogeneous mostly white or light-colored rock, translucent on thin edges, with a dull to waxy Juster, and comprised almost entirely of microcrystalline quartz. The most plausible theory of origin for novaculite is that primary silica from submarine volcanism was picked up by organisms and deposited as amorphous silica, which was subsequently converted to microcrystalline quartz (novaculite) through diagenesis. The Arkansas Novaculite crops out over an east-west distance of 200 miles in the Ouachita Mountains of Arkansas and Oklahoma. Three divisions of the formation have been defined: a Lower Division, almost entirely massive light-colored novaculite; a Middle Division of interbedded dark chert and shale; and an Upper Division of massive calcareous novaculite. The Lower Division and most of the Middle Division are Devonian in age, and the remainder of the Middle Division and all of the Upper Division are Mississippian. The massive novaculites of the Upper and Lower Division attain their maximum development along the southern and central outcrop belts of the formation in Arkansas, and it is these rocks that are the source of current silica production. The calcareous novaculite of the Upper Division weathers readily to a light-colored, porous, less brittle rock, and in places to tripoli deposits. Currently tripoli is mined from a single deposit near. Hot Springs, Arkansas, and the rock is processed for highly specialized filler and abrasive applications. In the vicinity of Hot Springs, Arkansas, certain novaculite layers from the Lower Division with unique textural characteristics are quarried and processed into whetstones. Several small quarries produce this rock for two local and one out-of-state whetstone-fabricating plants. Chemical analyses of composite samples of novaculite from both the Upper and Lower Divisions taken at widely separated localities average 99 percent SiOz indicating a substantial resource of high-silica rock.

In today&apos;s economic environment, Canadian mines can ill afford to neglect their ventilation systems as they can consume 30- 40% of the electricity used in underground mines. In addition, Canadian mines can incur significant heating costs. For mines to be their most cost efficient they must embrace existing and emerging technology to optimize the use of their air; namely, maximizing its work in diluting and removing pollutants, limiting leakage, and avoiding the unnecessary consumption of costly fan pressure all the while ensuring the health of their workforce. Furthermore, in Canadian mines which are heavily dieselized there is great interest within the industry to convert from a rigid quantitative approach to ventilation, based upon engine size, towards a more flexible qualitative approach that provides credit for Clean engine technology" and permits ventilation supply to be driven and based upon pollutant demands. In the future, there is even the possibility that ventilation will only be required to supply oxygen to diesel equipment as the underground hands-on workforce is replaced by surface workers and tele-operation. Such changes will allow mine operators to minimize their electrical usage and operating costs, for in its simplest form the cost of running a fan is proportional to the quantity3; therefore, reducing current ventilation demands or limiting increases brought on by more stringent legislation, can produce very significant cost savings. CANMET, through ventilation surveys and use of its modern 3D-CANVENT ventilation simulator, have been demonstrating to the mining industry how ventilation can be optimally delivered at reduced costs. El-Equip with their leaky-feeder communications and MultiVENT monitoring and control system have facilitated mines to control fans and hence costs, and also monitor such ventilation parameters as pollutant concentrations. These two parties are now combining their efforts to develop an integrated air management system which will be demonstrated at CANMET&apos;s Experimental Mine Val D&apos;Or, Quebec. With such an air management system, the ventilation engineer will have: 1) a simple to use simulator to design and test ventilation scenarios; 2) remote controls of fans, doors and regulators to implement changes; and 3) real-time monitoring of airflow, pollutant concentrations, and both vehicle identity and location to show whether changes are necessary. It is only when all three are available, that a mine&apos;s ventilation system can be operated at minimum cost.

Introduction Ring roller mills are efficient size reduction machines embodying the following machine functions: 1) Size Reduction: from a feed size of 2 in. to various size products as fine as 400 mesh, or granulation from 2 in. to 6 mesh containing a minimum of fines. 2) Drying: fluid bed drying of wet feed materials. 3) Conveying: negative pressure air system results in dust-free conveying. 4) Beneficiation: liberation and removal of foreign materials from the auxiliary bottom discharge simultaneously while grinding. Operation Operation of the roller mill system, Figs. 78 and 79, is completely automatic. A feeder introduces raw material into the grinding chamber in the base of the roller mill at a rate determined by pressure variations within the roller mill as material is ground and air conveyed away. The feeder will be activated by the reduced static pressure and introduce unground material into the system, thereby maintaining a constant differential pressure. Plows located ahead of each grinding roll direct the material upward and between the grinding rolls and the bull ring where it is ground to size. The grinding rolls are free to swing out centrifugally, which forces them to bear upon and grind the raw material. Being free to pivot axially, the rolls automatically assume the proper position for grinding and need no adjustment to compensate for wear. Rotation of the rolls is by rolling contact. Once ground to size, material is swept out of the mill by the controlled air flow from the centrifugal main mill fan. Air suspended, the ground material passing through the adjustable spinner separator. In the separator, an accurate size classification is made which allows product-size material to be conveyed away from the roller mill while oversize material is returned internally for additional grinding. By varying the speed of the separator drive, more or less cyclonic action is achieved at this location, effectively controlling product size. Product sized material is removed from the airstream by the cyclone collector. Typically, a conveyor or product storage bin will be located to accept the product as it exits from the bottom of the cyclone collector.

In 1987, the International Agency for Research on Cancer designated crystalline silica as a 2A probable carcinogen. As a result, crystalline silica is regulated under the Hazard Communication Standard as a probable carcinogen at a concentration of 0.1% or greater in the workplace. Crystalline silica will be listed as "reasonably anticipated to be a carcinogen" by the National Toxicological Program. This designation of crystalline silica as a probable carcinogen has created major issues for the mineral and chemical producer, including labeling, hazard communications, marketing a material with potential hazard exposure, and potential liability. The State of California also regulates crystalline silica under Proposition 65 in products as a carcinogen, based upon the IARC determination that it is a probable carcinogen. More federal and state regulations are anticipated as a result of the IARC classification of crystalline silica and its subsequent federal regulation. Respirable crystalline silica has been regulated as a hazardous dust for many years by OSHA. This regulation was initiated to prevent silicosis, another occupational disease. OSHA has established monitoring devices for determining the concentration of airborne respirable silica in order to measure exposure to this substance. The accurate determination of the crystalline silica content is critical to dealing with these health risks and regulations. In the past, crystalline silica was considered to be safe and, because of its ubiquitous nature, little effort was made to determine or quantify its presence in most materials. The Hazard Communication Standard requires that a1l products containing 0.1% or greater crystalline silica must be properly labeled for this material and its hazard. Unfortunately, the 0.1% threshold was not chosen on the basis of established analytical capabilities for crystalline silica, but results from general limits for potentially carcinogenic chemicals and substances. Numerous methods have been developed for the determination of crystalline silica in a variety of products. However, these methods are not generally applicable since they must be specific for silica in any of its crystalline states and not just for total silica content. Chemical tests for silica are not difficult and quite accurate at the 0.1% level; however, in addition to its crystalline phases, it occurs in amorphous phases and in a wide variety of crystalline and amorphous silicates. In general, there is little correlation between total silica content and crystalline silica.

Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities. Low-flow reactive-transport processes in Wightman Fork downstream of the Summitville Mine, south-central Colorado were simulated using the OTIS and OTEQ solute-transport models. The simulation was calibrated using data from a synoptic study conducted during October, 1998. Discharge over the 8-km reach from just below the mine site to the Alamosa River confluence ranged from 0.077 to 0.17 m3/s; travel time was 10.7 hours; pH ranged from 4.6 to 5.7. Simulations revealed that mass balance for SO4 was maintained, and that pH, Fe, and Al were non-conservative. Simulations allowing hydrous ferric and aluminum oxide or hydroxysulfate precipitation matched observed water quality conditions more closely than simulations without precipitation.

INTRODUCTION Concentration of radon 222Rn and its decay products occuring in the Polish mines of metal-ores call for the necessity of systematic radiation control /Do8la/ both of the working environment and of the miners&apos; personal exposure. The attempts at introducing a system of radiological protection in mines, similar to the ones existing in X-ray or isotope laboratories, took several years and consisted of development of the methods for control of concentration of radon and its progeny in the air, as well as the methods for measuring individual exposure. It was accepted that the assessment of both transient concentration in the air and of personal exposure are basic elements of the control system, which should be implemented independently of each other. Concentration measurement serves to detect and to determine those areas in mines where there is intensive radon emanation, and where current control of the effectiveness of technology introduced to deacrease the concentrations is necessary; personal dosimetry results in the assessment of the actual exposure of miners to radiation. PRINCIPLES OF THE SYSTEM The assessment of working environment is based on concentration measurements of the potential radiation energy of radon alpha decay products. Decentralized assessment is carried out by the special dosimetric service operating in each mine. Dosimetrists are equipped with portable radiometers, type RGR-11, made by the institute of Nuclear Research, Warsaw. The radiometer is presented in Fig. 1. Measurement of filter activity is performed automatically according to Markov&apos;s method /Ma62/ or any other method. Simultaneously to potential energy measurement the dosimetrists are measuring the dust concentration in the air and ventilation rate. Ventilation service looks for correlation between those indices and the concentration of radon daughters in the air. Derived Air Concentration /DAC/ for concentration assessment was accepted to be 6.25 10-6 Jm-3 /0.3 WL/ according to ICRP recommendation /Publication No. 24/ /ICRP77/. INTRODUCTION Las Vegas has recently been termed the “Construction Capital of the Country”. It has also been acknowledged as the fastest growing city in the country for several years running. The rapid growth improves the economic picture of the region but it also imparts unusual demands on the area’s infrastructure. In 1994 the Southern Nevada Water Authority (SNWA)was working on a master plan to address the rapid growth. A long range analysis revealed the need for additional water treatment capacity and delivery systems. Short term projections showed that the current system would reach capacity in the summer of 1997 with the possibility of demand exceeding the supply. The River Mountains Tunnel #2 is part of a $150M scheme to quickly upgrade the system to meet the short term demand, improve the overall system operation and allow for a smooth transition into the larger additions being planned for the future. The SNWA selected Carollo/Black & Veatch (CBV) to provide detailed design and construction management for the upgrades. The River Mountains Contracts consisted of five separate contracts broken out separately to stream line a very aggressive (just 34 months) design and construction schedule. Necessary work included four miles of excavated and lined tunnel, connections from existing pipelines to and from the new tunnel including large diameter (to 3.66m(144 in)) valves, a 18 927cu m (5 million gal) regulating reservoir, a surge tank and a 170 343cu m (45 million gal) reservoir to add additional storage to the system. Notice to Proceed was given to Kajima Engineering and Construction (Kajima) on May22, 1995 for the construction of the River Mountains Tunnel #2. The design called for a tunnel to be driven 6070m (19 915ft) in rock and lined to a finished diameter of 3.71m (12.17ft).Excavation began on December 14, 1995 and holed through on April 30, 1996. Lining began on June 25, 1996 and a notice of Substantial Completion was issued on December 13,1996. This paper describes the measures taken to complete the tunnel in 18 months from Notice to Proceed to Substantial Completion. THE RIVER MOUNTAINS SITE The River Mountains are a low range of rugged mountains separating the Las Vegas Valley from its main supply of water, the Colorado River at Lake Mead.
