In an exchange of views with the Program Chairman for the Technical Session on Industrial Minerals and Investment in Foreign Countries, it was agreed that it would be more interesting to approach the problem of mineral investment in foreign countries in a more general framework and not confine it to industrial minerals. Therefore, this Bureau of Mines report is proposed to examine current attitudes toward investments in foreign mineral resources and restraints that they impose on investments necessary to assure supply for future global mineral needs.

In this paper, an innovative approach was adopted to automatically calculate the effects of tunnel induced settlement on buildings and utilities. The approach resulted in increased output quality, consistency, reduced time, cost savings and a greater ability to respond quickly to design changes. The techniques described have been applied to the Fairbank Silverthorn Storm Trunk Sewer System project, located within the City of Toronto. The automation allowed a very large area of topography, tunnels (6 km), buildings (9000) and utilities (over 1000) to be rapidly evaluated. Visualization of the settlements and impacts also allowed the project design team to optimize the system design to mitigate the settlement impacts.

Yeelirrie lies toward the center of Western Australia, 650 km (404 miles) northeast of Perth (Fig. 1). The ore reserves have been estimated as 52.5 kt (57,871 tons) of contained U3O8, at an average grade of 0.15%, of which almost two-thirds average 0.24% U3O8. the ore body is a thin, elliptical, more or less horizontal sheet measuring approximately 9 km (5.6 miles) in length, between 0.5 and 1.5 km (0.3 and 0.9 miles) in width, and up to 7 m (23 ft) in thickness, extending from the surface to a depth of 8 m (26 ft). In spite of its near surface position, there is only one small outcrop of significant mineralization. Carnotite is the only uranium mineral recognized so far, dispersed through a calcrete horizon, and deposited from circulating ground water which was also responsible for the carbonation of the clays completely filling an Early Tertiary drainage system. Calcrete, as seen at Yeelirrie, is quite distinct from the widespread, thin pedogenic horizons, as it often forms bodies many kilometers in length and up to 20 m (65.6 ft) in thickness, elongated parallel to the drainage lines. It is variously referred to as "valley calcrete" or "ground water calcrete" to emphasize the occurrence and mode of origin. The discovery of Yeelirrie in mid-1971 was the successful culmination of a grass-roots exploration program initiated in 1968 as part of Western Mining Cop's program of diversification from its historical position as a major gold producer. The object was simply to find an economic uranium deposit - with no constaints other than those normally taken as applying in the mineral search. There was, therefore, complete freedom in the selection of the exploration model, or models, to be applied and the areas to be considered, though the choice was inevitably influenced by both the nature of world occurrences and the local geology. One of the options avail- able was the sandstone environment. Yeelirrie was the direct result of pursuing this line of investigation through three sequential, but quite distinct, stages: first, a regional study; second, establishing a case for exploring the inland drainage systems of Western Australia; and finally, an evaluation of the calcrete environment. An assessment of the potential for sandstone-type deposits in Australia necessitated going back to first principles, since there were no known precedents in this country for guiding exploration and, as a consequence, the search need not be influenced by established prejudices. Previous uranium exploration during the 1950s had been preoccupied with vein-type deposits, and, although the sandstone environment was undoubtedly being examined in 1968, no discoveries had been announced to that time. When considering the necessary ingredients -a source of leachable uranium, a circulating ground water system, and a suitable reducing environment - it could be argued that considerable areas in the eastern part of the continent were theoretically prospective, but basin depth and the extensive superficial cover of Mesozoic and Cainozoic sediments presented considerable practical difficulties.

In an effort to promote sustainability in the construction industry, the natural decorative stones that cover large external areas of buildings may be replaced with artificial stones. In this paper the physical and mechanical properties of artificial decorative stones are presented and are critically compared with corresponding natural stones. To test suitability for various applications, artificial stone specimens were subjected to weathering testing (freezing-thaw cycles in a climatic chamber). Mechanical characterization of these specimens was based on uniaxial compressive testing as well as non-destructive ultrasonic testing. Preliminary results show that artificial stones can replace natural stones, thus creating a sustainable development option for the construction industry.

Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

"One of the most pervasive diseases in the mining industry is noise-induced hearing loss. The exposure of miners to noise levels above the permissible exposure level results in hearing loss in approximately 80% of coal miners by retirement age. In this context, the U.S. National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop noise controls for longwall mining systems, which are used to extract half of the national underground coal production.From field measurements, previous research determined that the dominant sound-radiating components at the shearer of a longwall system are the two cutting drums used to remove coal. Due to the dimensions and complexity of longwall mining systems, the NIOSH project developed a validated finite element model of the cutting drum to use in predicting the sound radiated by the drum due to the excitation forces experienced in underground operations. This same model will be used to develop engineering noise controls for the drum. The excitation forces arise from the interaction of the cutting bits and the coal and are transmitted to the cutting drum through the bit holders. Due to the adverse conditions at the face, and a lack of instrumentation approved for underground use, the operational coal cutting forces have not been assessed before. To this end, NIOSH, in collaboration with Michigan Technological University, developed a self-contained, intrinsically safe instrumented bit to measure these forces.This paper describes the development of the instrumented bit and the measuring of operational coal cutting forces at three working coal mines. The measurements revealed that the forces have a flat spectrum, representative of the impact nature of these forces, up to around 100 Hz. Above this cutoff frequency, the force magnitude decreases at a rate proportional to the inverse of frequency squared."

In the marbel industry, ore reserves refer to the produced tonnage of orthogonal prismatic, defect-free blocks of commercial sizes and of marketable aesthetical quality. On the contrary, in the mining sector, ore reserves refer to the tonnage of ore with grade above some cut-off value. While in the mining sector ore reserves are reported according to existing standard guidelines, the marble industry has no standardmethod. The purpose of this paper is to present a method to estimate white marble reserves using drill coring or borehole wall logging and limited joint mapping on exposed marble surfaces. Data pertaining to fracture orientation, fracture frequency, size, and whiteness were collected. The primary phase of marble characterization is followed by the discretization of the orebody into a three-dimensional array of orthogonal prismatic blocks, where the marble whiteness and fracture intensity are attribute values. Both these variables are considered to obey continuous and not discrete probability distributions. The discretization is performed using computer aided design and the Block Kriging techniques. An outline to improve the description of a given marble ore deposit at the exploration stage is presented for the prediction of marble block size distribution from joint count measurements along diamond drill cores. An example case of a white dolomitic marble quarry is used to demonstrate these methods.

The abstract highlights the risk of methane gas explosions in underground coal mines and the potential of computational fluid dynamics (CFD) modeling to simulate such events and assess their impact on mine ventilation. The study focuses on developing CFD models for large-scale explosions in longwall mines, specifically simulating methane gas explosions resulting from face ignition during coal cutting. The research demonstrates the integration of a combustion model into a longwall mine ventilation model and shows how the availability of explosive gas mixtures significantly affects flame propagation and explosion pressure.

The design/build of two adjacent vertical mine shafts in difficult ground conditions at a mining complex in the midwestern United States required innovative construction techniques. Construction of the 267-m-deep Service Shaft required full depth dewatering wells and ground freezing. Blind drilling was utilized to excavate the 257-m-deep Production Shaft and it was finished with a steel/concrete composite liner that was floated into place. An equally unique component of the installation included supplying a high capacity vertical conveyor system, featuring a 273-m-lift. Other components of the project include the mine level development, as well as the design and installation of three hoisting systems, including a 45-ton capacity men/materials hoisting system.

In Oct. 1981, Ranchers Exploration and Development Corp. began producing silver bullion from the Escalante mine and mill complex, located in southwestern Utah. Current in-place reserves are estimated at 2.42 Mt (2.67 million st) of ore, containing about 936 t (33 million oz) of silver at an average grade of 428.5 g/t (12.5 oz/st). The vein-type deposit is being mined underground through a decline that is currently 864 m (2,835 ft) in length, but will ultimately be at least 1.5 km (5,100 ft) long. The mine is completely mechanized with rubber-tired equipment, and is producing 680 t/d (750 stpd) of ore, five days a week, or 177 kt/a (195,000 stpy). Additional capacity is available. The cyanide leach mill and associated refinery are presently producing 4.35 t/month (140,000 oz/month) of silver bullion-an an¬nual rate of about 52.25 t (1.68 million oz). With minor modifications, the mill can produce up to about 70 t/a (2.25 million oz/year), and expansion is currently underway. History The Escalante property is located 68 km (42 miles) west of Cedar City, UT, on the west side of the Escalante Valley, where the vein forms a gentle ridge in an area of low, rolling hills. For years, the vein has been the object of considerable exploration, but never became more than a sporadic producer, primarily due to low silver prices. Heber Holt of Enterprise, UT, staked the original four claims in 1896; they were patented in 1910. During the next 48 years, limited exploration and mining activity was conducted on the property. Systematic evaluation and development did not, however, begin until March 1958, when Samuel S. Arentz, a prominent mining engineer and consultant, formed several joint ventures with mining and oil companies that conducted drilling, drifting, mining, and water drawdown tests on the property. However, it remained uneconomic, principally because of low silver prices and costs for pumping large flows of underground water. In 1975, Ranchers obtained an option on the property and in 1979 began a drilling program. As of May 1982, the company had drilled 70 core holes, bringing the number of exploratory holes drilled on the property to 138. Test mining began in 1979 as silver prices increased, and full mine development began in 1980. Mill construction began in Sept. 1980, and on Aug 29, 1981, the first ore was fed to the mill.

The National Mining Hall of Fame and Museum (NMHF&M) will induct the 2013 National Mining Hall of Fame class on Sept. 14, 2013. The ceremony will take place at the Brown Palace Hotel in Denver, CO. Representing the domestic and worldwide metal production, education, and health and safety sectors of the industry, this year?s five inductees cover a diverse cross-section of the mining industry. The inductees are: Charles F. Barber, Donald W. Gentry, Patrick H. O?Neill, Milton H. Ward and David A. Zegeer. They will join 218 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 26th Annual Induction Banquet and Ceremony. They were selected for being visionaries, leaders and ambassadors, both within their own sectors and across the industry at large. Barber was a top executive at leading U.S. metals producer Asarco from 1956 to 1982. During his tenure, Asarco responded successfully to the demanding requirements of new environmental legislation in the United States and to changing concepts of foreign investment in mining, especially in Latin America. Gentry?s career took him from being a working mining engineer, to renowned mining educator, to president and chief executive officer of a mining company. As an educator, he had a positive impact upon hundreds, if not thousands, of new mining engineers and many others who took his short courses in mine economics. During his years in South America, O?Neill did everything from supervising operations of 15-bucket ladder gold dredges to becoming president of International Mining Corp. As an executive, he emphasized provision of education and training to local people working at mine sites for which he had responsibility. Ward?s experience covered the world and spectrum of metals, minerals and ores, ranging from A to Z (antimony to zinc and Australia to Zambia). He was president, chairman and chief executive officer of Cyprus Amax Minerals from 1992 to 1999, and he was president and chief operating officer of Freeport-McMoRan from 1983 to 1992, during which time he was instrumental in developing Freeport?s world-class Indonesian operations. Zegeer dedicated his mining career to protecting the health and safety of miners as a corporate executive, head of the U.S. Mine Safety and Health Administration (MSHA) and community leader. His tenure at MSHA coincided with a period of remarkable progress in U.S. mining safety .NMHF&M Board of Directors Chairman Paul C. Jones said: ?The five outstanding gentlemen being honored this year as inductees into the National Mining Hall of Fame are classic examples of the leadership and work ethic that has made America?s mining industry the world leader in technically sound, environmentally and socially correct, and economical mineral production that sets the standards for mining worldwide. A high seam geologic condition exists at Jim Walter Resources No.4 mine which requires immediate rib support after a continuous miner cuts a place, High seam mining heights are typically 2.4 to 2.6 m (8 to 9 it) and a thick rock layer is present in the upper portion of the coal rib side. The 610 m (2000 ft) mining depth at No. 4 mine induces horizontal rib line movement after excavating an entry. Horizontal rib movement greater than 30.5 cm (12 in) have been noted. When lateral movement occurs in the high seam areas, the thick rock layer, and the coal above the rock layer, become fractured and tend to roll into the entry. If not adequately supported, large rib rolls develop in the place being bolted as well as in previously mined areas which endanger men and equipment. To control this situation rib support must be installed in the roof bolting operation as the bolting crew works towards the face. A rib control system has been developed for this high seam mining condition utilizing a mechanical anchor bolt placed at an angle in the rib and installed with a modified Fletcher DDFI- 15 bolting machine. Over 120 km (75 mi) of entry have been supported with angle rib bolts. These angle bolts constitute 43 to 60% of the total roof and rib bolt footage in the high seam port- ions of No.4 mine. The angle rib bolting system has proven safer, more effective, and more efficient than the earlier support method employing bolts installed horizontally into the rib. No rib roll accidents have occurred since the angle drill bolting machines were placed in service in 1981. By securing the broken rib material with an angle bolt anchored above the coal pillar, a more effective means of rib control is achieved. Angle rib bolting does not interfere with continuous miner productivity. In addition, bolting crews are now reduced from three to two people and the total drilling supply costs are approximately 60% the previous cost, when compared to the previous support method using horizontal rib bolts.

"The Sanitation Districts of Los Angeles County is planning to construct a new, approximately 7-mile-long (11.3 km) effluent outfall tunnel to be excavated by TBM and lined with precast concrete segments. Anticipated net operating pressures within the tunnel are expected to approach 3 bar. To counteract joint opening and exfiltration leakage, an approach has been investigated to post-tension the precast concrete tunnel lining with steel tendons. The tunnel alignment crosses several seismically active fault zones, at which installation of steel pipe is proposed as a secondary inner lining to mitigate potential offset displacements. This paper discusses the tunnel lining design approach and methods used to address these unique challenges.INTRODUCTION The Sanitation Districts of Los Angeles County (Sanitation Districts) is planning to construct a new 18-foot-diameter (5.5 m), approximately 7-mile-long (11.3 km) tunnel from the Joint Water Pollution Control Plant (JWPCP), located in the City of Carson, to the existing White Point outfall manifold structure at Royal Palms State Beach (RPSB) (Figure 1). The project is part of the Sanitation Districts’ Clearwater Program, which will improve overall system reliability through the repair and replacement of the existing aging infrastructure. The existing system includes two 6-mile-long (9.7 km) tunnels, 8- and 12-feet in diameter (2.4 and 3.7 m), and four ocean outfall pipes with a maximum capacity of approximately 675 million gal/day (MGD) (2.6 billion L/day). Addition of the new parallel tunnel will increase overall capacity to accommodate peak wet weather wastewater flows of up to 1,262 MGD (4.8 billion L/day) and will allow inspection and repair of the existing tunnels. The new outfall tunnel will be excavated using a pressurized face tunnel boring machine (TBM). Shafts at the north (JWPCP Shaft) and south (RPSB Shaft) ends of the proposed alignment will connect the tunnel to the existing wastewater treatment plant and existing ocean outfalls manifold and during construction act as launch and receiving shafts for the TBM. The tunnel will be excavated from north to south as a single heading."

"The Ohio River Bridge East End Crossing Tunnel requires a 75-year service life of its cast-in-place reinforced concrete lining. This twin-tube 3-lane (each tube) highway tunnel is about 55-ft wide and 30-ft high. Since unified tunnel service life prediction methodology does not exist in the US, challenges occurred during the design-build phase of this project. These challenges include the methodologies in determining the reinforced concrete’s degradation mode, the lining’s surface chloride concentration level, the reinforcing steel’s critical chloride threshold value for corrosion, how to verify the concrete’s diffusion coefficient, and the durability impact from concrete crack width. This paper presents a methodology in verifying the proposed concrete mix can achieve the service life requirements. This methodology can be adopted for service life prediction for future tunnels to be built in the US. INTRODUCTION The Ohio River Bridge East End Crossing (ORBEE) Tunnel is part of a Public Private Partnership project, which connects transportation network between Louisville, Kentucky and southern Indiana. Located in Louisville, Kentucky, the twin-tube highway tunnel provides northbound and southbound lanes of the Kentucky approach to a new bridge across the Ohio River. Tunnel lengths are approximately 1,675-ft and 1,685 for the northbound tube and the southbound tube, respectively. Connected by two cross-passages, both tubes have a roadway width of 40-ft, for 3-lane traffic, and a vertical clearance of 26.5-ft.The tunnel was constructed by drill and blast method with shotcrete and rock dowels as initial ground supports. The final tunnel lining system includes: •,Nominal 16” cast-in-place reinforced concrete lining, with 2” and 3” concrete covers over reinforcing steel for its extrados and intrados, respectively. •,20” cast-in-place reinforced concrete invert slab, with 4” and 3” concrete covers over reinforcing steel on its top face and bottom face, respectively. •,PVC waterproofing system around tunnel perimeter, excluding invert slab. •,Perforated PVC groundwater collection pipes on both sides of the tubes and one below the invert slab of each tube."

Frozen coal creates severe handling problems. Utilities require uninterrupted supplies of coal to meet their increasing coal consumption rates. Difficulties incurred due to frozen coal result in more costly downtime for the utilities. Air cannons, vibratory hammers and thaw sheds are examples of mechanical devices used to break, crack or thaw frozen coal. Recently chemical treatments have been developed as preventive measures. The freezing of coal depends upon a number of factors, of which one of the most significant is surface moisture. The more there is, the larger the frozen coal problem. Slide 1 depicts a graph of frozen coal compressive strength as a function of surface moisture. Below a certain minimum value the coal will not freeze. Above this point, compressive strength is essentially a linear function of moisture over the range practically encountered. By surface moisture is meant the free moisture on coal having a normal vapor pressure as opposed to capillary moisture or inherent moisture. In addition to the straightforward freezing of coal surface moisture binding particulates together, frost formation occurs due to temperature gradients which develop in rail-cars and stockpiles .

Since the discovery of high temperature superconductors has led to extensive interest and conjecture regarding their potential to change contemporary technology, discussions of the impact on the metallurgical and other industries have naturally arisen. In this paper we present data showing the possible impact of these developments on the materials related to the fabrication and proliferation of devices based on superconductor materials. We observe that the largest volume of effort with LTSC will be for the demonstration of high power devices while applied research relating to processing will remain the principal HTSC activity. We also note that in the next decade copper consumption in the US is expected to remain essentially at the current level while the need for Nb and Sn,; two major components of LTSC, will grow at a faster rate both in the US and the world. Although the use of superconductor-based magnetic separation is anticipated to increase, no major impact of these components on the metallurgical industries is expected.

"While the American Exploration & Mining Association (AEMA) was preparing to close one chapter and begin another during its annual conference in Spokane, WA Dec. 3-7, word of a significant victory on an issue that has been important to the association for many years came from the halls of Washington, D.C.During a keynote address on Dec. 6, Joe Balash, assistant secretary of Land and Minerals Management for the U.S. Department of the Interior (DOI), told a sold-out lunch crowd that the DOI had released final drafts of proposed revisions to the Obama-era greater sage grouse conservation plans. The revisions suggest removing hundreds of thousands of acres of federally protected habitat in Utah, and easing restrictions on energy development and other activities, including mining, in Colorado, Idaho and Wyoming.The protections of the sage grouse were put in place by the Obama administration in 2015. The sage grouse, a prairie fowl, is considered by conservationists to be a key indicator species for the health of America’s sagebrush ecosystem. The previous plan to protect the ground-dwelling bird imposed restrictions to development in sage grouse habitat, but did not place the birds on the endangered species list — a move that many believed would have imposed far more rigid rules.AEMA, and its executive director Laura Skaer, led the way in the fight against the Obama-era greater sage grouse plan, arguing that the plan unnecessarily hurt economic development.“We were the first organization to point out that the greater sage grouse was being used to stop mining, oil and gas production and grazing on public lands in the interior mountain west,” said Skaer who is retiring from AEMA with a significant legal win on this front. “Early on, we cautioned that the proposed Land Use Plan Amendments would be worse than a listing (of the sage grouse) under the Endangered Species Act. Very few believed us until they saw the plans with all of the restrictions and the recommendation for a 4-million-ha (10-million-acre) withdrawal from mineral entry. We were the only organization that filed comments on all 88 Land Use Plan Amendments in 11 states covering more than 24.2 million ha (60 million acres).”"

"Una de las enfermedades más extendidas en la industria minera es la pérdida de audición inducida por el ruido. La exposición de los mineros a niveles de ruido superiores a los niveles de exposición permisibles resulta en la pérdida de audición de aproximadamente el 80% de los mineros del carbón a la edad de jubilarse. En este contexto, el Instituto Nacional para la Seguridad y Salud Ocupacional (NIOSH, por sus siglas en inglés) está realizando investigaciones para desarrollar controles de ruido aplicados a los sistemas de minado de tajeos largos. Este método de minado es usado para extraer la mitad de la producción nacional de carbón subterránea. A partir de las mediciones en campo, se determinó en investigaciones anteriores que los componentes dominantes que generan sonido en el cizallador de un sistema de tajeos largos son los dos tambores de corte utilizados para extraer el carbón. Debido a las dimensiones y complejidad de los sistemas de minado de tajeos largos, el proyecto NIOSH desarrolló un modelo de elementos finitos validado del tambor de corte para utilizarlo en la predicción del sonido generado por este debido a las fuerzas de excitación experimentadas en las operaciones subterráneas. Este mismo modelo se utilizará para desarrollar controles de ingeniería para el ruido del tambor. Las fuerzas de excitación surgen de la interacción de la broca de corte y el carbón, y se transmiten al tambor de corte a través de los sujetadores de brocas. Debido a las condiciones adversas en el frente y la falta de instrumentación aprobada para uso subterráneo, las fuerzas operativas de corte de carbón no han sido evaluadas anteriormente. Para este fin, NIOSH, en colaboración con la Universidad Tecnológica de Michigan, desarrolló una broca instrumentada autónoma con seguridad intrínseca para medir estas fuerzas. Este artículo describe el desarrollo de la broca instrumentada y la medición de las fuerzas operativas de corte de carbón en tres minas. Las mediciones revelaron que las fuerzas tienen un espectro plano, algo característico de la naturaleza del impacto de estas fuerzas, hasta alrededor de 100 Hz. The Marlin deposit is a low sulphidation Au-Ag, epithermal system, with reserves of more than five million ounces gold equivalent. Marlin was discovered in December 1998, after a nine months grassroots exploration program in western Guatemala, focused on volcanic terrains of the Sierra Madre. Before the Marlin discovery, several gold prospects were found along an east-west corridor of approximately 70 kilometers long, associated to regional faulting systems. The deposit is hosted in faults, within Tertiary andesitic rocks and bedded volcano-sediments. Host-rocks are argillized closer to the surface and propyllitized at depth. Mineralization occurs in multi-stage quartz stockworks and breccia veins.
