Introduction Only a person fresh from an information vacuum could not know the status of this nation's economy. The inability of the US to compete in the world marketplace is manifested in many industries, from shoes to computer chips, from cars to copper. What industry will next fall prey to world competition? Perhaps the question should be, what insustry will next fall prey to declining productivity? American industry is being forced into an era where the focus must be on productivity, quality, cost control, and competition in the world marketplace. It is approaching a change that could rival the American Industrial Revolution. The future of the US is bright only if it can increase productivity by trying different and new ways to manage its businesses and people. Unlike the easy successes during the 60s and 70s, success in the decades ahead will depend on an ability to compete in the world market. Any operation can achieve unlimited productivity by developing the resources within its employees. As an industry, mining has harvested the earth's resources. As an industry in trouble, it now has to learn to tap human resources to release the energy and creativity in each person. Recently, I worked with a mining operation to reopen a mine and implement a different management approach. The extensive changes resulted in a 50% reduction in cash cost of producing silver (from $0.40 to $0.19/g or from $12.50 to $6 per oz). Thus, an unprofitable mine became an attractive business venture without technological changes or significant capital infusion. The operation is union-free, in spite of being in a highly unionized area. The mine implemented a real productivity improvement process called "gain-sharing." Employees now recognize their individual success is tied to the success of the business. They recognize the day of the free lunch is over for mining employees. This paper will explore three areas related to productivity: • some of the unspoken "whys" of the mining industry's paralysis and how management has caused unproductiveness in mining operations; • major components of a productivity improvement process; and • characteristics common to companies with successful productivity plans. Unspoken whys When things go wrong, everyone tends to point a finger at someone, anyone. This industry has blamed every conceivable person, corporate group, government agency, foreign government, and private group for its failures. The fault finger will not work anymore. Nobody is listening. It is a characteristic of winners in management to assume responsibility for less than acceptable performance. Excellent people tend to blame others less for problems. Everyone involved in mining should shoulder part of the blame for the industry's illness. Is the problem low prices or our high operating costs? To regain our status in the world marketplace and increase our productivity, we need to painfully and honestly talk about our mistakes.

Introduction Grinding ball wear in wet grinding is due to a complex combination of abrasion, corrosion, impact and their interactions. The ball charge is continually falling from a height greater than half of the ball mill's diameter, and contact is made with ore particles or other balls. Abrasive wear occurs through penetration and plowing of media materials from the ball surface by hard ore particles (Gangopadhyay and Moore, 1985). Electrochemical interactions between the abraded and unabraded areas of the ball surfaces, as well as between the grinding media and the minerals, occur in grinding mill pulps (Adam et al., 1986). The wear depends on the media composition, the hardness and the corrosive/abrasive characteristics of the slurry. The marked-ball-wear test method was used to evaluate the performance of grinding media under nitrogen and oxygen atmospheres. Also, the wear mode was studied by observing the grinding media surface under a scanning electron microscope. In general, grinding media of high hardness and high chromium contents were found to have better corrosive wear resistance than those of low hardness and low chromium contents (Jang, Iwasaki and Moore, 1988). The purpose of this investigation was to determine the size distribution and the shape of wear debris in a study of the wear rates and wear behaviors of grinding balls. Experimental Materials The grinding ball alloys used in this investigation were: •martensitic stainless steel (MSS; 0.96% C and 16.2% Cr), •high-carbon, low-alloy steel (HCLA; 0.89% C and 0.53% Cr), and •mild steel (MS; 0.22% C and 0.09% Cr). The mineral used in this study was synthetic corundum, because it was on hand and contained no magnetic impurities. Debris A 203- mm (8-in.) diam porcelain mill was used for grinding the corundum. The mill charge consisted of: •1200 g of 12-grit synthetic corundum, •770 mL of 0.05 mole/L Na2SO4 (61% solids), and •125 steel balls of nominally 25-mm (1-in.) diam. To minimize the debris corrosion, nitrogen was introduced into the mill. Grinding with MSS, HCLA-steel or MS balls was conducted for 2 hr at 51 rpm. The grinding time using the MS ball was varied from 0.5 hr to 2 hr in an attempt to study the debris amount and shape as a function of time. The debris was collected with a hand magnet from the ground slurry and separated from the corundum particles using a Davis magnetic tube. After the separation, the debris particles were immediately washed with acetone and then filtered and dried. Debris size analysis Buckbee-Mears 3-in.-diam, micro-mesh sieves and an electromagnetic shaker were used for determining the debris size distribution. In sieving, isopropyl alcohol was used. The debris fraction collected from each sieve was washed with acetone, dried and then weighed on an analytical balance. [ ]

With the content of gold and platinum in the vast majority of ore deposits typically averaging 6 parts per million and less, the accurate and precise measurement of these metals in samples of ore and mining process streams has proven very difficult to achieve by modem spectroscopic analytical techniques. Largely because no other technique has proven suitable, the basic fire assay process has become the accepted international standard for these metals. Fire assay, however, suffers a number of disadvan­tages in the modem, competitive, high technology, and increas­ingly environmentally aware world. It is a labour intensive technique that is difficult to automate, and requires high levels of skill to ensure accuracy and consistency of results. Potentially hazardous chemical reagents are employed, of which, lead, in particular, can be a serious source of contamination to both personnel and the environment if not effectively controlled. Other dangerous elements, such as mercury and arsenic, liberated in high energy furnace operations, are further sources of possible health and pollution hazards. n contrast, the energy dispersive K X-ray fluorescence (K­XRF) technique devised by K X Technology Ltd overcomes many of the technical constraints of conventional low energy X­ray analysis, and has the potential to revolutionise assay opera­tions in precious metal mining. The technology is simply automated, requires basic operator skills, uses no chemicals, consumes less than 20kW, and is capable of detecting gold and platinum to an accuracy of O .1 parts per million by mass. The new third generation design of AZTEC laboratory instrument, released in 1994, is the result of significant technical development. Capable of analysing over 1200 samples per day, and developed primarily for grade control sampling, its applica­tions have spread to gold ore accounting from on-line conveyor belt sampling; screening of exploration samples; measurement of gold in carbon granules for Carbon-in-Pulp process control; and for conducting rapid checks to support key managemen decisions. The economic, rapid, and non destructive analysis ofup to 80g of ore for large numbers of samples, reduces sampling and sub-sampling errors, and provides improved grade estimates for ore bodies. When interfaced to a LIMS, laboratory automation and cost-savings can be further enhanced. The AZTEC design is also being modified for the analysis of platinum. The GOLDSTREAM on-line analysis system is an important new application of K-XRF to the continuous monitoring of process streams in gold ( or platinum) plants and mills. Integrat­ing the technologies of K-XRF to measure total gold, and dissolved gold spectroscopy to measure gold in solution, the insoluble fraction of gold can be deduced, and the effectiveness of the extraction process determined. Slurries are sampled automatically from selected points of the plant and pumped to the system for analysis. The information produced forms the basis for plant control and optimisation.

In the paper presented by F.W. Brackebusch on the "Basics of paste backfill systems," paste fill was presented as a backfill process that offers many advantages over other alternatives such as hydraulic fill and rock fill. It was observed, however, that the mechanics of paste-fill transportation in pipelines is not fully understood and that the success of its implementation in practice depends on the precise control of the proportions of fines, aggregates and water in the mixture. The author emphasized the necessity for laboratory and full-scale testing to determine the suitability of a material to be used as paste fill. Although experimental testing is definitely an important operation in the design of a reliable paste fill, advances in the understanding of the fundamental laws that govern paste flow in pipelines are equally relevant. Ideally, the results of such efforts would provide predictive models for the rheology of the paste and the corresponding pumping-energy requirements. In an attempt to achieve this objective, an ongoing research program has been active at McGill University's Department of Mining and Metallurgical Engineering. Preliminary results showed that the underlying mechanics of paste-fill flow in pipelines may be described in terms of what is known as "plug flow," as depicted in Fig. 1. Although this flow mechanism has been known qualitatively for many years, few attempts managed to offer a comprehensive model (Gandhi, 1987; Duckworth, 1986). In our model, it is assumed that coarse aggregates present in the mixture form a porous core, which is filled with paste (fines and water) and is surrounded by an annular non-Newtonian (Bingham-plastic) lubrication layer, which enables the mixture to flow with pressure losses that are easily overcome by common positive-displacement pumps. In summary, our model predicts the thickness of the annular lubricating layer, which controls the magnitude of the pressure losses. This is done either by collecting data on the apparent viscosity of the Theologically-active fine fraction and using an analytical equation (Bouzaiene, 1994), or is done by measuring the void content of the coarse aggregates and deducing the thickness as a function of the fine- to coarse (weight or volume) fraction ratio in the mixture for a given pipe diameter and solids concentration. Our model predictions showed good agreement with data from Duckworth et al. (1986), as shown in Fig. 2.? The Amtrak East River Tunnels include four tunnels, Line 1 to Line 4, which extend from New York Penn Station in Manhattan, under the East River to Sunnyside Yard in Long Island City. Since fall 2015, Amtrak has initiated a program to repair and reconstruct the century-old tunnels, including structural repairs of all the tunnels and reconstruction of the Line 1 and Line 2 tunnels. The reconstruction includes bench wall demolition and replacing and installing the following elements in the tunnels: direct fixation track, traction power, signal, communication, and tunnel fire/life/safety components. This paper provides design and site investigation challenges and knowledge gained from this program.

The PMott MacDonaldlane Train Tunnel West Extension (PTTWE) Project at HartsfieldJackson Atlanta International Airport includes the extension of the existing automated people mover system and terminal renovations at the baggage claim station. To assist with design, pricing, and assessment of risk on this progressive design-build project, 3D design models were prepared to increase visibility into realities of construction. This paper will focus on the original intent of the models and explore the additional, unforeseen value they provided throughout the design and construction process.

A panel discussion on carbon-in-pulp processing of gold and silver ores was one of the highlights of the 1981 AIME Annual Meeting in Chicago. The session generated considerable interest and discussion among panelists and the audience. For those unable to attend the panel, the program was recorded and the discussion appears in this two-part report. The panel was co-chaired by Robert S. Shoemaker, vice president of San Francisco Mining Associates, and Laurence D. Hartzog, principal engineer with Bechtel Civil and Minerals Inc., San Francisco, CA. Panel members included: George Potter, consultant, Tucson, AZ; Kenneth B. Hall, metallurgical superintendent, Homestake Mining Co., Lead, SD; and Donald M. Duncan, resident manager, Pinson Mining Co., Winnemucca, NV. There have been several types of carbon-in-pulp adsorption vessels in use, such as the Dorr-type agitator, the simple propeller agitated tank, the Pachuca tank, and, lately, the draft tube-type of agitated tank. Which one of these is best and why? Potter: On the selection of the most appropriate adsorption vessel, there is a considerable difference of opinion that stems largely from the fact that every ore is different. The mesh of grind, the pulp solids, and the apparent viscosity of the pulp as caused by its clay content and chemical conditions all differ. The traditional Dorr agitator with the slow speed center sweep and either peripheral or center column air lifts has worked quite well on the finer grinds of all minus 65 and probably 70-80% minus 200 mesh. Pachuca tanks have also been successful and they may be capable of handling a coarser feed than the traditional Dorr tank. One uranium mill, for example, handles minus 28 mesh sandstone ore in a Pachuca. The most recent development and one that commands consideration is the draft tube agitator in which there is a turbine which closely fits inside a draft tube. Velocity in the tube is carefully calculated to avoid undue shear and thus abrasion of the carbon. The objective in all cases, of course, is to mix the granular carbon, which is typically 6 x 16 mesh, very gently but thoroughly in a slurry with minimum carbon abrasion. I do not know that there is one outstanding choice just yet and I have been unable so far to get information on C-I-P service for ore grinds as coarse as 35 mesh. Duncan: The major advantage of draft tube-type is the ease of startup. At the Pinson plant we installed draft tube-type agitators but it is too early to quote experience with them. We also haven't operated long enough to determine just what our carbon loss is. The advantage, of course, in the draft tube design is that it requires only about one-third the horsepower input of a conventional agitator. If it has no other advantages, it has that. Hall: The type of vessel most suitable for C-I-P adsorption depends on the type of ore treated and the prevailing operating conditions. In most cases, a deep tank with turbine-type mechanical agitator and low speed tip velocities would be satisfactory. Turbine-type impellers give a positive type of agitation which assures optimum ion contact and reduces short circuiting. Thorough aeration is possible with an air sparge properly located. A mechanical agitator can easily be started up after an outage, but it is usually necessary to drain and wash out a Dorr rake-type or Pachuca before restarting. The turbine-type impeller requires more power, but maintenance costs are negligible if rubber covered impellers are used. Carbon losses are minimal. In smaller plants, Pachuca type agitators provide adequate aeration and agitation. Bob Polak, Occidental Minerals (from the floor): Mr. Hall, you favor the mechanical-type agitator with the preface that the proper design is critical. Could you elaborate on this for us? Hall: The most important thing is low tip speed to prevent carbon attrition. I think the impeller should be sized so that you get a good sweeping action toward the bottom of the tank, across its bottom, up the sides, and back to the center. The advantage of the draft tube is that you get a more positive agitation and you probably get improved aeration too. Polak: Do you know of anyone using an upflow mechanical agitator rather than a downflow unit? Hall: I think that Bob Wilson at Custom Equipment has designed one where he has located the sparge directly beneath the impeller. The air bubbles are broken up by the impeller as the slurry passes through it. The slurry flows upward, outward, down the sides, and, again, back to the center of the tank. I don't know that any tanks of this design are in commercial use. Hans Von Michaelis, Randol International (from the floor): A question to any of the panelists on flat bottom versus conical bottom Pachucas. Hall: I would say the conical bottom would be most suitable in most cases. Some plants have experienced problems with flat bottom Pachucas in that they have a tendency to sand in on the sides of the tank so only the center of the tank is active. Duncan: With our draft tube tank we placed an inverted cone in the center of the tank bottom and blanked off the bottom comer around the circumference of the tank to facilitate movement of the pulp. Other than that, as far as conical bottom tanks are concerned, I'm generally opposed to them because of the cost and height differential. Larry Kramer, Kennecott Minerals Co. (from the floor): Mr. Duncan, you mentioned that the draft tube-type could be agitated with about one-third the horse-power applied to a conventional propellor agitated tank. I have trouble trying to pin down that kind of number. Could you give a bit of rationale as to why that mechanism has a lower horsepower requirement? Duncan: I think it has to do with the fact that below the propeller you have straightening vanes. The pulp, which is flowing vertically downward, is turned and flows upward again without any recirculation. You have an inherently less horse-power requirement in that type of tank. The one-third horsepower requirement is a number I obtained from Lightnin, which supplied us with details of the draft tube. There is probably much more recirculation with a conventional impeller type that is wasted motion. Potter: Last week I saw some agitators in South Africa with short draft tubes and actual turbine-type impellers. This plant was handling 200 kt of ore per month. The tanks were flat bottomed, and the agitation appeared to be quite satisfactory.

The Hampton Roads Bridge-Tunnel (HRBT) Expansion widens the existing I-64 four-lane bridge-tunnel corridor to eight lanes through construction of two parallel tunnels, interstate widening, and bridge expansions. The design-build contract was awarded to Hampton Roads Connector Partners with HDR and Mott MacDonald retained as lead designers in a Design Joint Venture. This paper will highlight some of the e challenges related to the design of the twin bored tunnels from spaceproong, tunnel enabling wors, segmental lining design and durability considerations.

Introduction As with many gravity concentration processes, pneumatic concen¬tration traces its origin in antiquity. The use of winnowing to separate chaff from grain has long been known, and such procedures were undoubtedly practiced in ancient civilizations for the concentration of ores and the separation of slag from metal whenever specific gravity, size, and shape differences were favorable. Taggart142 has reported on the use of dry rockers and dry panning techniques for use with gold ores in arid regions such as Western Australia. The present day air table was developed in the last century for this purpose. Devices and Processes Classification. All classifiers make a separation on the basis of size, shape, and specific gravity. In addition to specific gravity and size, particle shape factor is often particularly important to pneumatic processes, and advantage is taken of the fact that both flat and fibrous particles settle at velocities substantially lower than that of their equiv¬alent spheres. Another factor of importance in this process is the bulk density of the material since substances such as exfoliated ver¬miculite or partially opened fibrils of asbestos have bulk densities significantly lower than those of the pure in situ mineral. Winnowing takes advantage of all of these physical factors to affect a separation starting with a closely sized feed, and vermiculite has been separated from rock by this process.142 When air classifiers are used to size minerals, the separation will often not be perfect because heavy particles will respond similarly to somewhat coarser light particles while flat, elongated, and low bulk density particles will act as would particles finer than the cut size. An example of a classification process that also results in concentration is the zig-zag classifier"' used to separate paper from glass, metal bottles, and cans during the recycle of municipal solid waste. Application of this process to minerals showing the proper specific gravity, size, and shape differ¬ences is obvious. An important device of this type is an air-aspirated screen used to remove asbestos from its associated rock during the dry processing of that mineral.144 The raw ore is crushed and screened and the asbes¬tos removed by aspiration from the surface of the screen by virtue of its shape and low bulk density. Hindered Settling. Based on the discussion in the section on "Hindered Settling Concentration and Jigging," the use of air devices could be anticipated in desert areas or where moisture may be deleteri¬ous to the product to be separated. Such processes have three major defects: (1) dust may be difficult to contain, (2) fines are difficult to process, and (3) the process is inherently less efficient than are wet processes as may be seen from Eqs. 3 and 4 in the section on "Hindered Settling Concentration and Jigging p. 4-47." Taggart142 has reported on the use of both dry panning and a dry rocker for gold separation in and regions. The dry panning makes use of winnowing, defection on the basis of specific gravity and shape during fall, and hindered settling. Prescreened placer material is poured from one pan to another as air blows across the falling stream. The process is repeated many times with hand picking to produce a rough concentrate. Magnetic minerals are then removed, and the residue, one grain deep in the pan, is air blown. In dry rocking the gravel is sized on a steeply inclined screen with the undersize fed to a riffle box with a porous bottom which is blown from underneath."' This device was the forerunner of the present-day air table. Air Tables and Jigs.145. 146 At least nine types of these devices have been developed, all but two of them for coal. While the devices used for coal may be characterized as pneumatic jigs, pneumatic tables, and pneumatic landers,145 only pneumatic jigs survive today. The same is true for ores.'" In these devices presized particles are fed to the separator which consists of an inclined vibrating conveyor with a porous surface through which air is carefully introduced to form a fluid bed. The lighter particles are lifted by the air out of uphill conveyance and float downhill, while the heavier particles in contact with the surface are conveyed uphill by the vibrator. Typically both transverse and longitudinal slopes are used. A plan view of a Triple S air table and the type of separation made is shown in Fig. 44.147 Because of its external appearance, the device has been called an air table, although it functions essentially as a jig. However, some of the asymetrical acceleration conveying function of a standard shak¬ing table is also performed by the eccentric vibrator incorporated into this device. Low pressure air is admitted below the vibrating table surface consisting of cloth (e.g., canvas), porous plastic, woven wire, or punched metal supported on a wire mesh or grid. As with a shaking table, the device produces a concentrate, middlings, and tailings. The middlings are recycled or are subsequently treated on another concentrating device. As with many wet separations, presizing by screening is necessary. The oft-repeated admonition of Professor Richards, "Separation without classification is damnation," is cer¬tainly true here. In this way a small heavy particle which might weigh the same as a large light particle and thus report to the same place on the air table has already been removed in the sizing step. Air tables are almost universally encased with a canopy to remove dust by aspiration. Some concentration may also be achieved in this step when favorable specific gravity, size, and shape differences are present. Applications Ore Separations. Air tables were originally developed for ore separations, and they find application in and regions or where water is deleterious or inconvenient to use or remove (e.g., small tonnage materials already dried). They have been used for asbestos, bauxite, calcite, cassiterite, columbite-tentalite, diatomaceous earth, fluorite, gilsonite, graphite, kyanite, manganese minerals, mica, managite, perlite, pyrite, pyrrhotite, vermiculite, and uraninite ores. More recently, air tables have found favor in separating a wide variety of secondary materials such as abrasive grains, bone char, catalysts, fiberglass, scrap glass, scrap wire from its insulation, prills from slag, dross and coke from metal or from each other, metal from crushed crucibles, lead from plastic in old batteries, and cubic particles from flat ones. The devices also finds considerable application in the preparation of food¬stuffs. 3.1 INTRODUCTION The final subsidence basin discussed so far is that developed long after mining has stopped. In a supercritical final subsidence basin, the central portion subsides uniformly. Thus any structures located there are not subjected to any final permanent surface deformation. But this statement is only true for the final subsidence basin. When the face is moving, the structures are subjected to dynamic deformations associated with the dynamic subsidence basin. For instance the house in front of a moving face (location 1 in Fig. 3.1) is subjected to the maximum tensile strain and the maximum positive curvahue. When it falls behind the face in location 2, it is subjected to the maximum compressive strain and the maximum negative curvature. When the house is far behind the face in location 3, it returns to its original condition with only uniform subsidence. However, the magnitude of the dynamic deformations may be sufficiently large to damage a structure in locations 1 and 2 before it reaches location 3. Therefore it is very important to study the characteristics of the dynamic subsidence basin. Under normal conditions, when the face has advanced for a distance approximately one-sixth to one-third of the seam depth from the setup entry, depending on the seam depth and the physical properties of the overburden strata, the movement of the over- burden strata reaches the surface, whereupon the surface also be- gins to deform. Thereafter, the surface point where the movement initiates is always located at a fixed distance ahead of the face. The angle between the vertical line at the faceline and the line connecting the movement initiation point on the surface and the face- line is the angle of advance influence, w. The angle of advance influence can be used to determine the distance, [ 1], which is the influence zone ahead of the face. w is approximately 20O to 35 O for the northern Appalachian coalfield (Peng and Geng, 1984). The movement of each surface point is a relatively complicated process both in time and in space, because the relative position between the faceline and each surface point varies continuously, so that the direction and rate of movement for each surface point differ. In the following sections, the movements of each surface point on the major cross section are illustrated. 3.2 DYNAMIC SURFACE MOVEMENTS Dynamic surface movements include dynamic subsidence and displacement. The movement of each point on the subsidence basin is different as the face advances from 1 to 6 (Fig. 3.2). Surface points A and B, being far in front of the moving face, subside and displace toward the face (i.e., from A to A' and from B to B'). Point C, which is quite near but in front of the moving face, subsides continuously but displaces initially toward the face and then turns to pure subsidence ending up at C'. Point D, which is behind the face above the gob, subsides continuously, but displaces initially toward the face when it is in front of the face and reverses to follow the moving face when it is behind the face, with the amount of displacement toward the face being larger than that following the face. As a result the net displacement is toward the center of the gob (i.e., from point D to D'). The same statement is true for point E. For point F, the net displacement is zero, i.e it appears to have dropped down vertically to F'. For points G to I, the net displacements are in the direction of face advance except the magnitudes are increasing in sequential order. Point 1, has reached the final dynamic position of 1'. In other words, the face has passed sufficiently away such that it does not affect the movement at point I. All other points (A to H) are still within the face influenced area. 3.3 DEVELOPMENT OF DYNAMIC SUBSIDENCE PROFILES When the face has moved for a distance of h/6-h/3 from the setup entry, surface subsidence reaches the surface. At this time the surface subsidence basin is very mild (S, in Fig. 3.3), and it is symmetrical about the center. As the face continues to advance, the maximum subsidence continues to increase, and its location moves with, but falls farther behind the face. When the face has advanced a sufficient distance, e.g., (0.9-2.2)h, away from the setup entry, the maximum subsidence reaches the maximum possible value (curve S,). At this time, the dynamic subsidence profile is fully developed. Thereafter both sides of the dynamic subsidence profile become stabilized. The subsidence profile on the face side moves with the advancing face in an orderly manner (curves S, and S,). When the face stops, the face side of the profile continues to subside and becomes stabilized (curves;) sometime after. Curve S; is the final subsidence profile (see Fig. 2.22). 3.4 DEVELOPMENT OF DYNAMIC DISPLACEMENT AND SLOPE PROFILES The dynamic displacement profile moves with the advancing face (Fig. 3.4), but changes according to some specific rules. When the face has advanced to A, the surface begins to move and its dynamic displacement profile has two maximum values (curve Ua): one positive near the setup entry moving toward the face advancing direction and the other negative on the face side also moving toward the face advancing direction. As the face continues to advance, the positive maximum displacement on the setup entry side increases and moves toward the face continuously. The same statement is true for the negative maximum displacement on the face side. When the opening increases to the critical size, both the maximum positive and negative displacements reach the peak values and remain constant thereafter. Notice that when the opening becomes critical in size, the point of zero displacement no longer moves with the advancing face. Rather it spreads into an area of zero displacement (curve Ue) and expands as the face advances. When the face stops, the displacement on the face side continues until it becomes stabilized (curve Úe). Curve Úe is the final displacement profile. The ratio of maximum dynamic to final displacement ranges from 60 to 75%. The dynamic slope profile follows the same patterns of change. The ratio of maximum dynamic to maximum final slope ranges from 50 to 80%. The maximum slope decreases with in- creasing rate of face advance (Peng and Geng, 1984). It must be pointed out that except for those near both sides of the profiles, each point on the displacement and slope profiles is subjected to a cycle of positive and negative displacements and slopes depending on its relative position with respect to the face.

INTRODUCTION Dry concentration or pneumatic cleaning uses air currents as the separating medium. Pneumatic cleaning in the United States today is limited to three or four operations. In fact, the quantity of bituminous coal cleaned pneumatically has declined from its peak in 1965 of about 25.4 million tons (23.1 Mt) to its current level (1988) of less than 4 million tons (3.64 Mt) annually, as shown in Fig. 7-9 1. In 1940, pneumatic methods accounted for 15% of the bituminous coal and lignite cleaned in the United States as given in Table 7-32. Currently, pneumatic methods account for less than 2%. The largest air plant was built in Pennsylvania about 1968 with 14 units processing 1400 tph (1280 t/h) of 3/, in. X 0 (19 mm X 0) raw feed and two additional units retreating middlings. This same plant is one of only three or four plants still operating air-cleaning devices in the US. A wet plant was added in 1985 to increase the efficiency of cleaning the fines. The air plant is still used as a scalping operation for the coarse material. Five additional operations are either no longer in production or have discontinued the use of air tables within the last year. Wet cleaning methods are now being employed at the facilities that have discontinued air table operation. he advantage of dry cleaning techniques is the low moisture content of the clean coal product. However, to decrease respirable dust, mining operations must use water sprays on modem mining equipment. This water adds to the moisture content of the run-of-mine coal and decreases the effectiveness of dry cleaning processes that rely on low surface moistures in the feed to allow for good separations. Wet cleaning methods are preferred, especially since they also allow for much sharper separations. The advantage of dry cleaning techniques is the low moisture content of the clean coal product. From a utility's viewpoint, pneumatic cleaning offers the best delivered Btu cost, based on the premise that a percent of moisture is just as detrimental as a percent of ash. The recent recession has severely impacted the performance and results of virtually all of our natural resource companies. The depressing climate continues to linger and recovery maybe sometime away. Problems remain for resource companies in the steel and petroleum industries as well as the mining business. In February, at the AIME Annual Meeting in New York, an All-Institute session presented a variety of views on the situation. A. T. Yu, chairman of ORBA Corp., Mountain Lakes, NJ, organized presentations by top management personnel of four natural resource companies. This well attended session heard management strategems for the present and views for the future. A compilation and synthesis of these presentations, gathered by Dr. Yu, are presented here for ME readers. Leading off will be William A. Griffith, president and chief executive officer of Hecla Mining Co., Wallace, ID. Other speakers presented here include Wilfred P. Schmoe, executive vice president of Du Pont Co., Wilmington, DE; Frank W. Luerssen, chairman and chief executive officer of Inland Steel Co., Chicago, IL; and Adam H. Zimmerman, president and chief operating officer of Noranda Mines Ltd., Toronto, Ontario. First, then Griffith's remarks. Introduction The key to successfully managing a natural resource company in austere times is good management in good times. In other words, position the company during prosperous times to survive the times when the well dries up. Although we know how to manage properly, for various reasons we sometimes do not do it. We forget the lessons of history. We allow ourselves to be carried away by our egos. We fail to position our companies properly in good times. As a result, in bad times we find ourselves in deep trouble. We need constant reeducation in the things we already know. In the natural resource industries, proper positioning in good times involves becoming a low-cost producer, retaining the flexibility to pull in our horns, developing a lean and effective organization, and maintaining a healthy balance sheet. Nothing improves the chance of survival during austere times as much as being able to produce at a lower cost than your competitors. In our business, that means having low-cost mines - low cost because the ore bodies are high grade or favorably located, and because they are efficiently operated. It also means recognizing the competition. The key numbers are the cost to produce an ounce of silver or gold. Nothing else really counts. And our competition is every other precious metal mine in the world. Flexibility is important when one gets stuck with a high-cost operation, often because things do not work out as we expect. It is important to be able to shut down an operation quickly and easily, without high holding costs, and without disrupting the corporate organization. A lean and mean, effective organization of competent people is vital during bad times. A company will not have that if it is not developed and maintained during good times. Finally, a natural resource company has to develop a healthy balance sheet during good times if it is to survive the bad. Money in the

Introduction The US Bureau of Mines' (USBM) world reserve/consumption ratios (Table 1) indicate that, if the world is relatively peaceful in the next two decades, there should be ample world supplies of minerals to permit rising standards of living for increasing world population. But it must be remembered that most mineral reserve estimates are conservative and that normal mining practice is to develop a ton of ore reserve for every ton mined. It should be noted that "reserve," as used in this paper follows the definition given in US Geological Survey (USGS) Circular 831, 1980; "that part of the reserve base which could be economically extracted or produced at the time of the determination." In addition to accurately determining the geologic parameters of mineral deposits, a judgment as to whether that deposit is a "reserve" per se involves consideration of many other factors. These factors were recognized nearly a century ago by a well-known mining engineer and later President, Herbert Hoover. In "Principles of Mining," 1909, Hoover wrote: "Unfortunately for the mining engineer, not only has he to weigh the amount of risk inherent in calculations involved in the mine itself, but also that due to fluctuations in the value of metals. If the ore is shipped to custom works, he has to contemplate also variations in freights and smelting charges ...In a free market, the law of supply and demand governs the values of metals as it does that of all other commodities. So far, except for tariff walls and smelting rings, there is a free market in the metals under discussion. The demand for metals varies with the unequal fluctuations of the industrial tides. The sea of commercial activity is subject to heavy storms, and the mine valuer is compelled to serve as weather prophet on this ocean of trouble. High prices, which are the result of industrial booms, bring about overproduction, and the collapse of these begets a shrinkage of demand, wherein consequently the tide of price turns back." Current supplies and use There have been ample supplies of most mineral materials to permit several-fold increases of world production of common major mineral based minerals (steel, aluminum, copper, and cement) over the past three decades. Motor vehicle production is a major consumer of mineral materials. However, in the last decade, down-sizing to facilitate improved fuel efficiency and reduce harmful emissions has reduced the weight of the average US-made automobile 15%, to 1.5 t (3200 lbs). Also in the US, there are 92 million dwelling units, or on average, fewer than three persons per dwelling unit. Construction is another major consumer of materials in the industrialized developed countries. It will also be a major consumer of materials worldwide as less developed nations seek to improve their infrastructures by adding roads, bridges, railroads, airfields, ports, and housing. Fortunately, a large number of traditional common materials, many of mineral origin and also many of agricultural origin, are readily available for construction. INTRODUCTION In the spring of 1988 the Joint Venture of Freeport-McMoran Resource Partners, Limited Partnership, IMC Fertilizer Inc, and Homestake Mining Co. was awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 9372. This was one of eleven leases awarded to the Joint Venturers. Following the initial discovery wells in December 1988, a program of delineation drilling confirmed proven sulphur reserves of 67 million long tons. Proven, recoverable oil and gas reserves are 39.4 million barrels and 7.2 billion cubic feet, respectively. Development of the sulphur mine was given approval as a fast-track project by the Joint Venturers in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and given fast- track status immediately. Fast-track for these projects meant design and engineering would not be complete before construction began JOINT VENTURE The Main Pass Joint Venture is one of thirteen joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corporation, a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has subsequently changed its name to Homestake Sulphur Co. and Texasgulf assigned their interests in the three leases they participated in to their parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This Joint Venture was the first of its kind; created to acquire offshore leases, explore, develop and mine sulphur. The Minerals Management Service announced a lease sale date of February 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the thirteen leases the Joint Ventures bid on, eleven were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Limited Partnership, and Resource Partners is the operator on all of the leases. The Main Pass joint venture percentage ownership is: 58.33 Freeport-McMoRan Resource Partners 25.00 IMC Fertilizer, Inc. 16.67 Homestake Sulphur Co. 100.00 The Main Pass Joint Venture paid $3,401,757 for the Main Pass lease and will pay a royalty of 12.5 percent of production value to the MMS . LOCATION The Main Pass mine complex is located in the Gulf of Mexico, in U. S. federal waters, about 27 kilometers (17 miles) east of Venice, Louisiana or 140 kilometers south east of New Orleans, Louisiana. It is situated in about 63 meters (210 feet) of water. HISTORY The Minerals Management Service (MMS) of the United States Department of the Interior administers the mineral properties of the United States located in federal waters. Periodically the MMS holds lease sales of blocks under its jurisdiction. Prior to the offshore discoveries of sulphur associated with salt domes leased for hydrocarbons, the MMS leased blocks with all minerals including hydrocarbons awarded to the successful bidder for the block. Discussion by G. Le Bel The paper proposes three methods to determine optimum lifetime of a mining project 1. The conclusion is that the three methods arrive at the same optimum production rate (by coincidence). It is also stated that: "The stochastic and option pricing models, in addition to providing a more realistic optimum mine life than the traditional NPV (net present value) calculation, showed that the example project has the potential for substantially higher return. By explicitly considering a project's potential risks, the stochastic or option pricing techniques can more accurately describe its probable investment performance." This discussion is intended to demonstrate that: •It is no coincidence that the three methods arrive at the same optimum production rate. • The stochastic and option pricing models do not provide a more realistic optimum mine life than the traditional NPV calculation. •The potential for a substantially higher return is misrepresented. First, a review of investment decision theory in mining is needed. Net present value is the preferred performance measure because of the flexibility offered when comparing various alternatives. However, it presents the following disadvantages: • The discount rate selection is not straightforward. • The NPV obtained represents a deterministic characterization of the variables included in the cash flow calculations, i.e. a single-point estimate. Discount rate selection The opportunity cost of capital represents the rate of return that would be obtained if the capital was instead invested in other opportunities considered to exist. Such opportunities must be bypassed if the available capital is invested in the project studied 2. If these other opportunities carry risk similar to the project under analysis (for example, if they are other mining projects), there is no need to add incremental [ ] risk factors. On the other hand, if these opportunities are represented by the acquisition of government bonds yielding 7%, a risk premium factor must be included. The types of risks associated with a mining venture are shown in Table 1. Together they represent the "business risk" of being a mining company. The individual project risk is important to investors if it differs substantially from the business risk of the company and that of the other investments in mining ventures that we must pass up to invest in this particular project. A risk premium or discount would then be required. This can be illustrated by the following example. Consider that a company has two investment alternatives: one is the Cavender hypothetical project located in Nevada, and the other is the same project located in a civil war zone of central Europe. The second project requires a risk premium factor on the discount rate. Conversely, a project showing highly uncertain returns that are negatively correlated with the returns of the firm's other assets may decrease the company's corporate risk. Deterministic character of NPV calculation The cash flows used in NPV calculations are obtained from a set of variables. These variables are estimated using one parameter obtained from the engineering studies. Each parameter is thus a single value that is often termed a "realistic" or "best estimate" as opposed to "optimistic" or "pessimistic." INTRODUCTION Boom-type miners mechanize the cutting and loading of a solid face of rock having a compressive strength as high as 124 MPa (18,000 psi). These machines differ from continuous miners in that they can cut much harder rock for any given cutter-motor power. In addi¬tion, a boom miner is more flexible, selectively cutting any cross-sectional configuration from circular to square arched faces, 1.57-rad (90°) turns, and mixed faces. The basic operational concept of these machines, utilizing a rotary cutterhead mounted on a slewing boom, gained importance in Europe during the 1960s, where, due to their specialized use in roadway development in coal mines, they were called roadheaders. Along with continuous miners, boom miners share the ability to fully mechanize the cutting and loading of rock, while eliminating the need for explosives and the shattering and overbreaking of roof and rib rock that is normal with conventional mining methods. The machines are crawler-mounted and most have a gathering-arm load¬ing system that, moves the cut rock onto an internal chain conveyor, subsequently discharging the rock into a transport device such as a shuttle car or a bridge conveyor. Light- to medium-weight boom miners are cutting softer rocks and minerals successfully, including coal, shale, rock salt, potash, phosphate, weak sandstones (e.g., those associated with uranium ore), and other softer ores such as iron. Heavy third-generation ma¬chines have extended rock cutting to much harder ores such as borate, oil shale, and almost all rock associated with coal seams, except for the harder sandstones and limestones. The mention herein of specific manufacturers, brand names, or models is made by way of example only and does not constitute endorsement by the author or The Pennsylvania State University. All costs cited herein are in 1977 US dollars. TYPES OF BOOM MINERS All boom miners utilize drag bits fixed on a rotary cutterhead that is powered by an electric motor mounted in the slewing and elevating cutter boom. The cutter¬head is either a ripping or a milling type, and the machines have evolved through three generations (Boldt, 1977). As shown in Fig. 1, only one boom miner cur¬rently produced can use both ripping and milling cutter¬heads on one machine. Table 1 lists boom-miner models built in large num¬bers and/or successfully used or marketed in North America. Table I excludes machines of which only a few have been produced and none sold in North America, such as those manufactured by Demag, Eick¬hoff, Paurat, and Thyssen-Rheinstahl. The only Ameri¬can boom miners are the F-16 and Super ROC¬MINER"', manufactured by AEC, Inc., State College, PA. Machine Generations Three generations of boom miners can be distin¬guished according to their times of introduction, their rock-cutting abilities, and their weight classifications. Fig. 2 illustrates typical best-practice production rates possible from boom miners for selected cutter-motor power sizes (other power figures can be interpolated). "In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. With these increasing lengths, some safety topics and design topics arise, topics that were non-issues in the past, when tunnels were only used as river crossings."

Mineral processing activities in general reflected the economic ills of 1981 and early 1982, but in some areas the depressed state of the industry resulted in increased activity. As were all aspects of the minerals industry, processing plant operations were severely affected by the recession-prone economy, by sagging prices for primary metal products-copper, molybdenum, nickel, iron, manganese, and especially uranium-and numerous shutdowns and layoffs. Copper production by major producers in Arizona and Utah was severely curtailed; Amax, the major US molybdenum, producer did considerable belt-tightening; and the uranium industry was in a state of disaster. Even the precious metal superstars-gold and silver-were affected, with a steady decline throughout the year in world market prices. Perhaps hardest hit have been newly developed properties, particularly in the uranium industry, and old-line properties where historical development impacts today. No longer can such properties afford the luxuries, for example, of a long haul distance between mine and plant or continued use of antiquated facilities. Surprisingly enough, the very state of the economy has caused increased activity in some sectors of the mineral processing industry. In mill design, although large projects have been tabled, smaller projects have gone on, with innovations in design, often for cost-saving reasons, that will affect future designing approaches. Economic restrictions are impacting on mill flowsheets as researchers look for improvements and better, less expensive techniques. Other unit processes-hydrometallurgy, pyrometallurgy, concentration, materials handling-are impacted by the need for a better, less costly product. Although at the end of the first quarter of 1982, no major environmental legislation had been enacted, rumors persist that there will be a loosening of some of the stricter standards, both in the requirements themselves and in the time allowance for implementation. The year had seen some relaxation in how current legislation and standards are administered. For example, in OSHA (Occupational Safety and Health Administration) operations, there has been a shift toward voluntary checking of industry compliance with work rules, rather than emphasis on agency inspections. However, the industry continues to view environmental factors as having major influence on future operations and efforts to design for environmental safety are becoming almost as important as the processes themselves. Throughout the industry there has been a further focussing on project management, recognizing the necessity for tight control of budgets and schedules-and the systems used to effect them. Many modern export terminals are now in construction while others have either been held up or cancelled. Economics and environmental permits have been some of the major problems. Currently under construction are terminals in Newport News, VA; Charleston, SC; and Baltimore, MD. Expansion of existing facilities at Mobile, AL, and New Orleans, LA, is also well under way. A wide variety of systems and components are being used. They include traveling shiploaders, tunnel and bucket wheel reclaim¬ers, stackers and high line trippers, and bottom and side dump-type car dumpers. The iron and steel industry continues to operate at depressed production levels due to the low level of demand for steel and foundry products. Crude steel production in the Western world dropped by 13.7% from 459.3 Gt (506 billion st) in 1981 to 396.4 Gt (437 billion st). The reduction was particularly severe in North America where the industry suffered a loss of 37.3% from 123.6 to 77.5 Gt (136 to 85 billion st). This reduced level of production severely affected iron ore and agglomerates output. Substantial curtailment was made in both sintering and pelletizing plants to meet reduced demand. The pressure on these plant operators shifted from quantity to quality. With energy cost becoming an ever increasing part of production costs, conservation was a major area of emphasis. Iron Making Sinter has continued to be the favored burden for blast furnaces overseas. As hot metal production declined and excess sintering capacity developed, many of the overseas operators that have been using pellets found it advantageous on hot metal production cost to increase the ratio of sinter at the expense of pellets. This was the case despite the depressed price level of pellets in the world market. In North America where pellets have been the predominant burden material-mainly because it is necessary to pelletize the fine grain iron ores available domestically-there was also increased interest in sinter usage. Bethlehem Steel Corporation's 13.6-m (44.5-ft) furnace at Sparrows Point experimented with a burden with more than 70% of sinter during the second half of the year and indicated some favorable results as compared to its previous 50% super flux sinter and 50% acid pellet burden. The blast furnace operators continued to press for improved burden quality. In addition to the emphasis on the importance of burden chemistry and quality, uniformity, much emphasis was placed on improving reducibilitiy and high temperature metallurgical qualities. These burden properties were recognized to hold further promise in reducing fuels rates. Sintering With reduced consumption caused by the cutback in hot metal production, many sinter plants sat idle while others operated at greatly reduced rates. The deemphasis on production in many plants allowed them to experiment with various means to reduce operating costs. The most notable action was the introduction of low cost South American pellet feed fines into the sinter ore mix. These feed fines, which are finer than 150 µm (100 mesh) ore, were previously thought to be too fine for sintering. However, when the full production rate is not required the use of up to 40% in the ore mix was reported to be successful with the aid of burnt lime and adequate premixing and granulation of the sinter mix before sintering. The emphasis on quality and tighter cost control also has resulted in a further breakthrough in sintering technology. It was recognized that good feed preparation-including selection of compatible ores, good blending, good pseudo-particle formation, additive size control increased bed depth, and closed control of the sintering bed heat pattern-could allow the production of high quality sinters with much lower heat input and FeO level. Bed depth of more than 600 mm (23.6 in.) was practiced in a number of operations. Total heat input of better than 1.3 GJ/t (290,300 kcal per st) has been achieved. One of the major problems in the exploitation of deep copper ore deposits in the Legnicko-Glogowski Copper Field is ground control and, in particular, roof control of the headings. The depth of copper deposits ranges from 600 to 1200 m. The parameters of ore-bearing rocks and the surrounding rocks show considerable variance of strength properties along the mining thickness (Fig. 1). The roof of the openings exploitation headings consists of dolomite-calciferous rocks. The roof strata consist of layers, the thickness of which vary from several centimeters to 0.6 m (sometimes to 1.0 m). These strata differ in strength and are characterized by igneous and sedimentary discontinuities. On the basis of studies in structure, properties and geological mining conditions of the roof strata in Polish copper mines, the method of roof classification has been developed. (1) This method uses the stability index "L" of the roof, calculated from [ ] The value of "t" ranges from 0, l to 0,8. Based on the value of "L", four classes of the roof (Table 1) corresponding to different degrees of fall hazard have been developed. The mining of copper ore deposit is carried out by a single lift room-and-pillar mining system or a two-stage room-and-pillar system with roof caving. (3, 4). The single lift room-and-pillar mining system is most often used. It consists in working of the deposit of 2.5 to 4.5 m mining thickness, 150-350 m long mining line, consisting of parallel room faces 6 m wide with pillars 5.7 or 16 m wide. As the mining line advances, cross-cuts joining individual rooms are made, thus forming support pillars 3x5, 7x7, 5x16, and 7x16 m (Fig. 2). The two-stage system (Fig. 3) mines the deposit with rooms 6 m wide into blocks 25 x 35 x 25 x 45 m. During the second step these pillars are worked with rooms and cross-cuts into pillars about 3 x 4 to 4 x 5 m (retreat mining). The pillars are crushed just before the fall of the roof. The maximum opening of workings in the two-step system is about 10 m, i.e. one belt entry and one row of bearing pillars. In single lift room-and-pillar systems it is about 35 m., i.e. three belt entries and three rows of bearing pillars. The support of the headings consists of expansion bolts 1.6-1.8 m installed in a bolting pattern 1.1 x 1.5 m. In both systems the fall step is about 10 m, i.e. the width of a belt and a bearing pillar. The Indications of Rock Mass Pressure Individual Dog Heading Individual dog headings are set wide apart from each other in the unmined ore deposit area where there is no interaction of headings. The indication of rock mass pressure are, in such cases, limited to the deformations and damage of side walls. Radiometric studies of rock mass loosening showed that the maximum range of lifts in side-walls immediately after web was 2 m (4,5). In the course of time the cracked side rocks fall off, thus widening the heading. The morphology of side-walls is influenced by the location of the heading in relation to clump layer/tarry.
