LEAD-REFINING practice at the. Bunker Hill differs to some extent from that of other United States refineries using the Parkes process, in that the Bunker Hill-has reverted to a custom used years ago of making two kinds of skims, or crusts, in the desilverizing kettles. Also, this was the first refinery to adopt the liquation process for silver skims as developed in Australia. Both of these ideas were brought to the attention of the operator by H. S. J. Sommerset, in the summer of 1924, while he was visiting metallurgical plants in the United States, when he was general superintendent of the Broken Hill Associated Smelters Pty., Ltd., of Port Pirie, South Australia. Since Mr. Sommerset's visit, United States patents on the liquation process have been issued to George Kenneth Williams, of Port Pirie, South Australia. At the Bunker Hill, the lead bullion is conveyed from the blast furnaces to the refinery in brick-lined cast-steel pots, each having a capacity of 5 tons, by a 20-ton electric crane, to which is suspended a Fairbanks-Morse suspension-type scale on which the gross, tare and net weights are obtained. The bullion is poured from the small bullion pots into either one of two kettles of 105 tons capacity, and when a kettle is entirely filled the heavy dross is removed by skimming it into a 5-ton pot suspended by the crane. The crane operator becomes proficient in the manipulation and a kettle is skimmed in a very short time. After the kettle is skimmed clean the bullion is pumped to a kettle of the same size alongside, where the bullion is cooled until it has almost frozen. By using two kettles for the drossing operation, one to accumulate the bullion where the heavy dross is removed, and then pumping to a clean kettle comparatively free of hangings, etc., it is possible to reduce the copper content much lower than if only one kettle is used in the operation. The average yearly analysis of bullion is given in Table 1.

THE death of Sir Lowthian Bell removes almost the last of the group of heroic leaders who made their age and ours the Age of Steel-a group which his luster and the luster of his peers, Bessemer, Siemens and Tunner, made one of the most brilliant, perhaps even the most brilliant, in the annals of industry. Born on February 15th, 1816, in Newcastle-on-Tyne, he was the eldest son of Thomas Bell, an alderman of Newcastle, and of his wife Catherine Lowthian of Newbiggin, near Carlisle, in Cumberland, and was christened Isaac Lowthian, the name of his maternal grandfather. His father was born about 1788, and came in 1808 from Newbiggin to Newcastle, where he entered the office of the Cumbrian firm of Losh and Company, manufacturers of alkali and wrought-iron, at the Walker Iron and Alkali Works, at Walker, Dear Newcastle. Young Isaac Lowthian Bell was educated at Dr. Bruce's school in Newcastle, whence he went to Germany and Denmark, learning there German and Danish. On his return he studied at Edinburgh University, and then at the Sorboune in Paris. As a student he already showed the remarkable character and application which later gained him such distinction. After studying the manufacture of alkali near Marseilles, he returned, and when about twenty years old (A.D. 1836) was employed in his father's firm, then called Losh, Wilson, and Bell. After spending a year in their Newcastle offices, and after visiting the important iron-making districts of France, Germany, Poland, and Austria, he took charge of their rolling-mills at Walker, and profited so well by his opportunities, and especially by the teachings of his father and of Mr. John Vaughan (later one of the founders of the great firm of Bolckow, Vaughan & Co.), that he was made manager of the Walker works in or about

A new departure of unusual importance in Institute annals was in-augurated by the trip of President Philip N. Moore to the Local Sections at Nevada, Southern California, San Francisco, Seattle, Spokane, Montana, Utah, and Colorado. Everywhere the visit of the President was the occasion of an enthusiastic and successful meeting, which is reflected in the account, published under the different Sections in this and other Bulletins. The President also joined the members of the Columbia Section in their visit to Nelson, British Columbia, at the International Mining Convention, which was attended by mining engineers of Canada and the United States. The President of the Canadian Mining Institute, as well as the officers and members of the Western Section also attended this convention. For full particulars we recommend to our readers the ac- count of this very interesting meeting, which is given on another page of this. Bulletin. It is believed that this is the first meeting between the mining engineers of America and any other country since America joined the Allies. The Secretary of the Institute accompanied the President at the first four meetings and was expecting to attend the others also, but was called home by a death in his family.

The plans for the activities of the Petroleum Division for the coming year do not differ materially from those of the past several years. The fall meeting is scheduled for Oct. 12 and 13 and is to be held at Tulsa, Oklahoma. The Division, of course, will take part in the annual meeting of the Institute at New York. A fall meeting will also be held in California at approximately the same time as the meeting at Tulsa. A number of papers are to be presented at the two meetings simultaneously. The various committees are at work arranging the programs. The Division will continue to be active in its various fields of endeavor, such as stabilization, production reviews, and economics, but special stress is to be laid on the engineering and research fields. In the past the Division has served as a forum for open and frank discussion of problems confronting the engineers in the oil industry. It is hoped that it will continue to function in this capacity. Papers presenting original ideas and extending the boundaries of knowledge and understanding in the field of petroleum production will be welcomed. Members who have interesting information to contribute should not wait until called upon by one of the Committees, but should offer a paper at the earliest opportunity. The past year has seen a decided strengthening of the control over production, with prospects of even more rigid control in the future. It is essential that production programs under such control be carefully planned and it is highly desirable that petroleum engineers take an active part in the planning, to insure efficient production of oil and minimize the waste of this natural resource. At a time like this, when it is difficult to keep the production of oil within reasonable limits, it may seem unnecessary to improve the efficiency of production methods, but, as has been aptly said, the trouble is not that we have too great a reserve of oil but that we are producing tomorrow's oil today. Therefore it behooves those who are entrusted with the engineering and scientific phases of production to learn how to get the greatest yield economically possible from the present and future fields in order that we may enjoy the advantages of petroleum products for a long time to come.

Since my working life of 32 yr has been spent in and about the anthracite mines of the Hudson Coal Co., and the previous 4 yr in a college school of mines, I can write best about the safety program of a coal mining company. However, most of the suggestions, statements and practices mentioned herein are applicable to the members of a safety organization and program of almost any industry. It is realized that industrial officials actually interested in real safety work are fully acquainted with the requirements of a practical safety program. Therefore, for such persons there may be nothing new in this paper. The Hudson Coal Co. of Scranton, Pa., employs 7000 men and produces 5,000,000 tons of anthracite annually at nine collieries scattered for a distance of 40 miles throughout the Lackawanna and Wyoming valleys of northeastern Pennsylvania. For the past 17 yr of the above mentioned 32, I have been engaged in safety work as a safety inspector, assistant mine superintendent, and at present the safety engineer. I have also had the privilege of visiting coal and metal mines in other parts of the United States and Canada. We Americans are the most careless people in the world. If any one doubts this statement why are 100,000 of our people killed accidentally annually? Or why during the almost four years we were engaged in World War II were more of our people killed accidentally at home than were killed in our army, navy, marine corps, coast guard, and other services during the same period? We are careless everywhere— in our homes, on the highway, at work and at play. The purpose of this paper is to outline the requisites of a safety department and its program to stop the accidents occurring to employees at work in mines or industrial plants. The first requisite for a safety program is that the management must be convinced of the need and value of a real safety program. By "management" is meant each department head from the president down. Otherwise a good safety department with a good safety program will not succeed because it will not have the proper personnel and equipment to work with, its rules and regulations will not be enforced, and the members of the safety department will be belittled in the eyes of most of the workmen and supervisors. Next, a safety engineer and his inspectors should have worked in the production end of the mines as workmen and also in an official capacity. They are then in a position to have practical and first hand knowledge of the accident hazards of the industry, how to prevent them, and in general the problems of both the workmen and officials. Some men are appointed as safety inspectors when they are physically unable to carry on as mine officials. Such men may know the safety end of the industry and even be safety-conscious, but if they are physically unable to be mine officials they are also physically unable to be safety inspectors, as a safety inspector in our mines must walk from 2 to 4 miles on each daily inspection and visit each working

For this purpose Table I. was constructed by grouping all determinations made by the same method, and the probable errors were calculated. Official daily output of the Reconcavo (Bahia) oil fields, which amounted to 300 bbl., increased by the end of 1944 to 500 bbl. The new productive wells are in the district of Candeias. This figure is expected to further increase during 1945. The Itatig Company, which had drilled five wildcats in the state of Sergipe, stopped in 1944, but intends to resume work during the current year, or as soon as the war is over, in order to try the Cretaceous areas around its salt deposits. Several concessions applied for in the states of Sao Paulo, Parana arid Santa Catarina were favorably considered by the Conselho Nacional de Yetroleo, which is interested in fostering prospecting activities in the country. Several national groups are interested in exploring the federal gas field of Aratu (Bahia), a proposal having been made to use the gas in the manufacture of Portland cement. Undoubtedly the most important fact in the 1944 activities was the visit by two outstanding petroleum geologists, who had the opportunity to examine some of the principal areas and reported their opinions to the Brazilian Government. By special courtesy of the U. S. Government, Mr. E. DeGolyer spent a few weeks inspecting the gas and oil fields of the so-called "Reconcavo" of Bahia (a large tract surrounding All Saints Bay, on whose shore lies the city of Salvador) Later he exchanged ideas with Colonel Joao Carlos Barreto, President of the Conselho Nacional de Petrolco, as to the most adequate measures to develop production. Considering the oil problem in the southern part of Brazil, in the sedimentary belt including formations from the Devonian to the Triajsic, Mr. DeGolyer suggested a visit there by Mr. Lemis MacNaughton. The latter traveled during the months of June, July and August, accompanied by Brazilian geologists Avelino de Oliveira, Vice-president of the Conselho Nacionial de Pctroleo, Pedro Moura, Annibal Bastos, Burdot Dutra and J. Felicissimo, and verified the actual possibilities of the region, thus confirming the opinion of Pedro Moura, Avelino de Oliveira and Froes Abreu as to the advisability of thoroughly prospecting the south of Brazil. It is to be hoped that on the recommendation of these proficient American experts the Brazilian Government will take the necessary measurcs to carry out a complete search 01 such areas, which hitherto have been unsuccessfully drilled because knowledge of the structure was not adequate. The old Government policy of monopolistic essence has now given way to the more enlightened tendency of reconciling official action with private enterprise, which should in no way be curbed but rather encouraged. Such trend is heartily welcomed by financiers and technicians alike, who realize how indispensable is the cooperation of private capital, both national and foreign, in

(Canal Zone Meeting, November, 1910.) I. INTRODUCTION. IN a previous paper,1 The Behavior of Calcium Sulphate at Elevated Temperatures with Some Fluxes, we published the results of our investigation, into the behavior of calcium sul-phate in air; that, is, under oxidizing conditions. The results as a whole hold good for a neutral atmosphere, or one which has no chemical effect upon calcium sulphate. The present paper deals with the behavior of calcium sulphate under reducing conditions, the reducing-agents employed being carbon monoxide and carbon, and the changes the calcium sulphide formed undergoes when it is subjected to an oxidizing-roast. Technical literature deals very sparingly with the subject. The information furnished by the recent leading chemical manuals is general. Thus Dammer,2 Moissan,3 and Abbegg,4 quote Berthier as having reduced, in 1823, calcium sulphate with carbon, and Stammer as having done the same in 1851 with carbon monoxide; Gmelin Kraut 5 add Leplay and Laurent (1848) as third investigators. Metallurgical authorities confine their statements to the known fact of reduction by carbon. II. PREPARATION OF RAW MATERIALS. 1. THIS gold problem is full of complications and can hardly be handled adequately or comprehensively in any short period of time. Perhaps I might begin by mentioning a few aspects of the subject about which I suppose there will be no disagreement. The first of these is that we already have a stock of monetary gold in the United States far in excess of what is needed to support any desirable increase in the present volume of currency and credit. The second is that this already superabundant gold stock is certain to be considerably enlarged during the course of the war, and presumably during the months of readjustment following its conclusion. Some billions of additional gold, we may reasonably presume, will come into the country during these next few years, thus increasing the aggregate monetary gold stock from the present eighteen billions to perhaps twenty- two or even twenty-five billion dollars.

Technical sessions will be held in the morning and afternoon of both days. A smoker on Friday afternoon will afford an opportunity to get together socially. Saturday evening is left free for private parties to the beach at Galveston, where a wide variety of entertainment is available. On Oct. 4 there will be an excursion to Sugarland oil field, with luncheon at Boling and a visit to Boling sulfur mine and plant in the afternoon. THIS process is performed in the Pernot puddling furnace; it removes from 75 to 80 per cent. of the phosphorus, most of the sulphur, and practically all the silicon, from crude iron, in from five to eight minutes. It has been in regular use since March, 1877, and has prod uced over seventeen thousand tons of washed metal for the open-hearth furnace. During two years, nearly all, and lately, all the open-hearth steel produced in these works has been made from about 5 tons of washed pig and 2 tons of scrap per open-hearth furnace heat. There are 12 open-hearth furnaces, of which 4 to 9 are running, according to the state of orders. A large amount of highly phosphoric iron from France and Belgium has been also washed and then puddled for parties who have taken, or are expected to take, licenses. The washing of pig for puddling, however, is not a practice at Krupp's works, because pure pigs are nearly as cheap as impure ones. The author and his assistant, Mr. Laureau, spent, during the last month, three days at Krupp's works, examining this process. They copied out of the office books characteristic analyses and physical tests, some of which are given herewith. They also brought hone many samples of pig, cleaned metal, puddle bar, and steel, which they saw treated. Analyses of some of these samples appear in Table IV. As there are no blast furnaces at Essen, the iron is melted in two Bessemer cupolas with fore-hearths; they melt 12g pounds of iron with 1 pound of coke. The metal is run by a spout from the fore-hearth into an opening at the side of the main door of the washing-furnace. The Washing furnace.-This is a regenerative gas furnace. It has a Pernot revolving-hearth of 12 feet external diameter and 3 feet depth. (See Plate.) The four regenerator chambers have 780 cubic feet capacity, which is about the same as the average regenerator capacity of open-hearth steel furnaces of equal tonnage. The lining is 13 inches thick on the sides and 9 inches on the bottom, thus giving a hearth 9 feet 10 inches by 2 feet 3 inches deep. The lining is composed of lumps of highly refractory ores

JOHN BIRKINBINE was born Nov. 16, 1844, at Reading, Pa., the eldest son of H. P. M. Birkinbine, widely known as a hydraulic engineer. The family removed subsequently to Philadelphia, where, as a young man he established with his father the office now continued by his sons, after more than 60 years. His education was received at public schools, the Friends' High School in Philadelphia, the Hill School at Pottstown, Pa., and the Polytechnic College of Pennsylvania, where his studies were interrupted in 1863-4 by service in the Union Army, which included participation in the battles at and around Gettysburg. Later, he devoted two years to work in a machine shop; and subsequently he became associated with the late P. L. Weimer, under the firm. name of Weimer & Birkinbine, operating the Weimer Machine Works at Lebanon, Pa. Much of his work was in mining, metallurgy, and blast-furnace construction. As manager for the South Mountain Mining & Iron Co. he carried on experiments with various fuels for iron-ore smelting while maintaining the furnace in constant operation. The carefully recorded results obtained were widely published, and are referred to in text-books by other metallurgists as most complete. From his Philadelphia office he was sent to nearly every State, and to Canada and Mexico, for examinations, reports, constructions or improvements in iron-ore mines, blast furnaces, iron works, water supplies, hydraulic development, irrigation projects, etc., and his engineering knowledge was requisitioned by several European corporations. A number of business trips were made to Mexico, beginning with a visit to the Cerro de Mercado at Durango, before railroads were established in that portion of Mexico, to make a critical examination and report on this "Iron Mountain." Later visits covered other localities and engineering problems, familiarizing him with the major part of the iron industry in Mexico. The late disturbed political conditions in that Republic have retarded the probable enlargement, modernization, and improvement of much of the iron and steel industry of Mexico, upon which he investigated and reported for various capitalists on both continents. One interesting subject included in these reports was a proposed electric furnace, to be operated by energy from water power.

EXCEPTING the joint sessions on gases in metals held during the day on Tuesday, the Institute of .Metals opened its activities with a division dinner at the Commodore on Tuesday evening, with Sam Tour, retiring chairman, presiding. W. M. Corse, secretary-treasurer, outlined the financial status of the division and stated the investment fund is becoming large enough so that in the near future it will be possible to pay all expenses of a foreign lecturer once in two years and not rely on an extended speaking tour to cover expenses. W. B. Price reported on his attendance at the Zurich, Switzerland, meeting of the International Society of Testing Materials and gave a graphic account of his visit to the Grand Salon, his meeting with Mussolini, and his audience with the Pope. Buffalo was announced as the place of the fall meeting, to be held during the week of Oct. 3.

The cables brought the news last spring that the Institute had lost by death one of its most distinguished foreign members, Hjalmar Sjogren of Stockholm. For thirty-one years, Professor Sjogren had been one of our number. He was elected in 1891, joining the Institute at the time he was in the United States, in attendance at the Fifth International Geological Congress, which was held in Washington in the late summer of that year. Professor Sjogren was once more in America in 1906 and again in 1913, and on both of those visits his friends in New York had the welcome opportunity of extending courtesies to him. He was thus well known to a wide circle in our membership. His keen interest in the geology of iron ores brought him in touch with the many Americans who have studied them and who have been active in the important productive districts which he visited. Our Transactions contain (Vol. XXXVIII) one very important paper of seventy pages on the Geological Relations of the Scandinavian Iron Ores, which he contributed. Sten Anders Hjalmar Sjogren, to give his full baptismal name, was born June 13, 1856, and was the son of Anton Sjogren, a mining engineer, at the time in charge of the iron mines at Persberg, in the east and west iron-ore belt of central Sweden, about 160 miles west from Stockholm. The Persberg orebodies yielded magnetite and specular hematite from schists, with which limestones. were interstratified as well as the peculiar Swedish rocks called "halleflinte." The mines were also well known to collectors and students of minerals. While Hjalmar Sjogren was yet a lad, his father was advanced to the superintendency of a number of famous mining localities in this same district of Wermland. Paisberg, famous for its native lead, was one; and two others, Langban and Nordmarken, were among the most prolific sources of interesting minerals in all Sweden. In several localities, the pre-Cambrian limestones had obviously experienced the recrystallizing influences of intrusive igneous rocks and had been charged with the so-called "contact" minerals, which have found their way to the museums of the world. Anton Sjogren, the father, was a keen mineralogist and Hjalmar, the son, grew up in a favorable environment for receiving training and enthusiasms of the same sort. One is not surprised, therefore, to find Hjalmar Sjogren, in the long run, turning to mineralogy and geology as his final career.
