The first session of the Institute was held at the Smithsonian Institution, on Tuesday evening, February 22d. The members were welcomed to Washington and to the Smithsonian by Prof. Joseph Henry. President Holley responded to the cordial welcome of Professor Henry, and then read an introductory address on the subject of Technical Education. Wood, New York City, Pa. N. Y. An item in the May Bulletin made it appear that Frank W. DeWolf had just become connected with the State Geological Survey of Illinois. This was one of the inadvertences of war. Mr. De Wolf has been Director, or Chief, of the State Geological Survey for approximately ten years. Through the courtesy of the Governor of Illinois, lie was loaned to the Bureau of Mines for about seven months, after which period he resumed his former position.

The notes given in this paper, the result of observations made during recent brief professional trips to the northern States of Mexico, are offered as a slight contribution to the geological knowledge of a region little known, but long famous for its rich gold- and silver-mines. They are not detailed geological studies, but they contain, I believe, the salient facts. The following districts were visited: 1. Santa Eulalia (silverlead) ; 2. Parral (silver-lead); 3. Las Vigas (copper); 4. Jimenez (copper); 5. Guadalupe y Calvo (gold); 6. La Cumbre (gold); 7. Palmarito (silver); 8. Cananea (copper); 9. Sierra Pinitos (gold); 10. Sierra Azul (gold). 1. The Santa Eulalia Silver-Lead Deposits. Seventeen miles SE. of Chihuahua is the mining district of Santa Eulalia, to which that city owes its origin and long prosperity. Discovered in 1703, this district has been, and still is, one of the great silver-lead producers of the world. For 86 years after its discovery, the total output upon which the crown tax was paid amounted to $112,000,000. Worked until within the last 20 years by the most primitive methods, without machinery of any kind, the deposits continued to yield a vast treasure of silver; at present the yearly tonnage far exceeds that of former times. A broad-gauge road runs from Chihuahua up the valley of a small creek to the village of Santa Eulalia, which is situated within the borders of the mountains of that name. A few miles out of Chihuahua a narrow-gauge railway, owned by the Chihuahua Mining Co., branches off to the mines. Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives : 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. FEATURES of the second fall meeting of the Petroleum Division for 1941, held at the Ambassador Hotel, Los Angeles, Oct. 29-30, were the forum on the Paloma Plan on Thursday after- noon, the large attendance from east of the Rockies, and the dinner on Wednesday evening sponsored by the Southern California Section and at which President Suman spoke on the strategic minerals and metals situation. The attendance was large and the technical fare uniformly good ; the presiding officers had the proceedings well in hand at all times and kept things humming. Some- times it was necessary to taper off the discussion because of pressure on time. All this was due to careful groundwork before the respective sessions. These presiding officers deserve citation: L. W. Huebel, Howard Pyle, E. K. Parks, Carlton Beal, E. G. Trostel. R. W. French, Jr., John Dodge, and H. N. Marsh. The Los Angeles local commit- tees and the Southern California Section deserve much credit for the arrangements, which were recognized by suitable resolutions at the end of the meeting.

TO THE BOARD OF DIRECTORS AND MEMBERS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS GENTLEMEN Submitted herewith are the report of the Treasurer for the year 1937 and the reports for the same year of the following standing committees: Admissions, Membership, Papers and Publications, Library, Student .Relations, Speakers for Local. Sections and Student Societies, and Mining and Metallurgy. To these reports members are referred for further details. Finances.-Income for the year was the largest since 1930, the figure being $189,394, an increase of $18,803 compared with income for 1936, exclusive of a special Rocky Mountain Fund appropriation of $2500 in that year for visits to western schools and Local Sections. Major items of increase were: $8,000 from current dues and arrears; $7,700 from advertising in MINING AND METALLURGY and the two periodical "Technologies"; and $4,800 from sales of TECHNICAL PUBLICATIONS (pamphlets) and TRANSACTIONS volumes for both current and former years. Initiation fees and clues from new members declined $2,300, principally because of the larger 'proportion of Junior Members to Members among the new enrollments. Junior Members pay no initiation fee and dues are $10 compared with $15 for Members.

FOR the same reason that water is not missed until the well runs dry, the roles of many industrial minerals in wartime are often overlooked. In contrast to the growing shortages of many metals, our supplies of most nonmetallic minerals are limited only by our machinery for taking them from the ground and by our processing facilities. With few exceptions, the demand for increased supplies has been met without fanfare or delay. Only Brazilian quartz crystals, certain kinds of mica, and, latterly, industrial diamonds are on the so-called strategic list, although asbestos, beryl, corundum, cryolite, fluorspar, crucible-grade graphite, ilmenite, iodine, kyanite, monazite, nitrates, rutile, and zircon have caused more concern among those responsible for procurement and are included in our preclusive buying programs. Such specialties are needed urgently, but they are far less important in the over-all picture than the more abundant minerals.

IT HAS been known for centuries that iron and steel could be hardened by cold hammering and that the metal could be restored to the normal condition by heating to a red heat and cooling either rapidly or slowly with nearly pure iron and slowly with steels containing considerable carbon. The art of tempering steels is also very old. When a medium- or high-carbon steel is quenched from a cherry-red heat, the hardness is increased; this hardness can be reduced by heating to various temperatures below the lower thermal critical point, which is near 700° C. The present paper will not consider these old and well-known changes in iron and steel below the thermal critical range but will confine itself to the more unusual changes, some of which have been studied recently. Stromeyer,1 for example, in 1886, reports that both working steel and heat treatment of steel in the blue-heat range are highly injurious. Recently, however, some metallurgists believe that the straightening of warped steel forgings at a blue heat produces a beneficial effect on the metal.2 The Engineering Division of the National Research Council has constituted a committee on Physical Changes -in Iron and Steel Below the Thermal Critical Range, which has the following personnel: R. NUMEROUS references have been made recently to "Alaska's oil reserves," and in view of the wartime petroleum situation sober thinking demands a dispassionate and scientific study and investigation of these reserves or supposed reserves. The question naturally arises, "Is there actually oil in Alaska, or are the reserves there a supposition?" True, in 1923 President Harding established Naval Petroleum Reserve No. 4 in Alaska, certainly implying that oil was there. This reserve, embracing about 35,000 sq. mi., was set aside on the advice of the Bureau of Engineering of the Navy Department and was based upon the existence of known petroleum seepages at Cape Simpson on the Arctic coast. The Cape Simpson seepages have been known for more than fifty years, but in spite of persistent rumors of other seepages in northern Alaska no definite evidence of their existence has been available.

August 15th, 1871. THE Institute assembled in Packer Hall of the Lehigh University, the President, Mr. David Thomas, of Catasauqua in the chair. Professor Henry Coppée, President of the Lehigh University, made an address of welcome to the Institute, and placed at its disposal a convenient hall for purposes of meeting. Mr. Thomas tendered his resignation as President of the Institute, as advancing years prevented him from actively participating in its meetings. The Institute declined to accept the resignation, and, on the assurance that active duties would not be expected of him, Mr. Thomas was induced to withdraw it. Invitations were received from Mr. B. C. Webster, President of the Lehigh Zinc Company, to visit the mines and works of the company; from Mr. Charles Brodhead, to visit the Chapman Slate Quarries ; and from the Lehigh Coal and Navigation Company, to visit their works at Summit Hill and Mauch Chunk and the Nesquehoning Tunnel. The Council reported the names of persons already elected in the two classes of members and associates. The following resolutions were passed: Resolved, That a committee of three be appointed, who shall take into consideration the printing and publishing of papers originating with the Institute, and that a uniform system as regards size and execution be adopted. The committee appointed consisted of Messrs. R. W. Raymond, E. B. Coxe, and the Secretary. Resolved, That the Council design and prepare a seal for the Institute at the earliest practicable time. Resolved, That a committee of six, with power to add to its numbers, be appointed to examine into the question of the more economical production of iron in this country. The history of the mining region of Custer county has been somewhat peculiar. Although, in the broader features of geological structure, it bears a strong resemblance to its newer and now more famous neighbor, 40 miles to the northward, the Cripple Creek mining district, it has been noted for failures rather than for successful mining ventures. Yet it has a number of mines that have proved themselves to be remarkably rich, and many others that have well-defined veins and very rich ore, though they never have been worked to any great depth. A few of the deposits seemed to the early miner so anomalous in form and manner of occurrence that they were popularly described as " contrary to all geological laws." The region has had several " booms," succeeded by more than usually violent reactions, the latter having proved more permanent than the former. It was, for a long time, the favorite resort of patent-process mongers, and the ground is now strewn with relics of various unsuccessful reduction-plants. Mismanagement, ignorance and disagreements among mine-owners seem to have been quite as responsible for the want of success in the region as the quality of the ores or the form of the deposits. In the early eighties, when the booms had not entirely died out, a division, then under my charge, of the U. S. Geological Survey, undertook an examination of the region for the purpose of making a study of its ore-deposits. The areal survey was carried to completion by Mr. Whitman Cross, but the study of the mines could never be completed for the reason that most of them were closed, for one reason or another, before we had time to visit them.
