Best practice standards generally recommend assessment of the environmental and societal risks posed by tailings storage facilities, but they rarely specify how the analysis should be made. As a case study, this paper describes a safety assessment of the Zelazny Most tailings pond operated by the Hydrotechnical Unit of KGHM Polska Miedz SA in Poland. The complete assessment includes a failure mode effect criticality analysis (FMECA) that considers all conceivable failure modes, but this paper focuses on one key mode, the loss of stability during the planned raising of the crest above its current level. Reliability against static dam failure considers uncertainty on the safety factor in a limit equilibrium approach. The threat of dynamic (earthquake induced) instability is assessed by developing a model of future seismicity as a function of the mining plan and considering uncertainty on the induced permanent displacements along critical sliding surfaces. We quantify the additional level of protection against outflow provided by the beach using an event tree with expert-assigned probabilities. Continuous monitoring of the dam for premonitory signs of instability and a set of loss-prevention plans in the case of a spill provide additional layers of protection; their effectiveness is quantified by estimating the fraction of the population that could be evacuated as a function of warning time. The probabilistic analysis indicates that the safety targets are met and produces practical recommendations on how to maintain and improve the safety level while the dam crest is raised above its current level.CITATION:Van Dyck, J, Pytel, W, Veneziano, D, Snow, R and Zanoli, O, 2015. The Imperial Smelting Process (ISP) for the simultaneous smelting of zinc and lead was developed at Avonmouth from the 1930's with activity intensifying in the late 1940's/early 1950's. Present operations are based around the No.4 furnace which was built in 1967. Development during the 1980's has been driven by the need to sustain operations at low metals prices and has been aimed at reducing manning whilst increasing output. Although hit by several major plant disruptions, progress has been steady, culminating in a ú10 million capital programme in 1988?89 to upgrade the operation. The most important technical developments, reflecting the needs of the 1990's have, in the sintering area, included improvements to feed conditioning and sinter quality, a 20% uprate in production capacity by debottlenecking, and pilot work leading to the installation of a Boliden-Norzink mercury removal plant. In the smelting area the ISP furnace has been rebuilt, with a redesigned bottom section to eliminate earlier operating sensitivities, and to achieve higher blowing capability, and at the zinc refinery the columns have been rearranged for more flexible operation and higher capacity.

A distinctive feature of the goldfields of Victoria was the extrac- tion of gold from deep leads, that is the buried river beds of Vic- toria's ancient rivers and streams. It is estimated that about 265,000 kg of gold was produced from Victoria's deep lead mines which comprises about 11.5% of Victoria's total production of gold (Bowen, 1974). The significance of deep lead mining for Victoria, however, went far beyond its economic contribution to Victoria. If Profes- sor Blainey is correct it was the frustrations of mining gold from deep alluvial leads in Ballarat during 1854 which precipitated the Eureka Stockade (Blainey, 1963, 46-52). This event resulted in the implementation of a fair mining administration and was an emphatic statement of the rise of democratic movements in Australia. Much of the technology and skill for mining deep leads had to be developed locally because at that time no other major gold- field elsewhere in Australia or the world had gold deposits with comparable problems. Deep lead mining in Victoria was there- fore largely a home grown industry and the equipment for that industry was often designed and produced in Victoria.

The research, development and testing of a Blast Control Plug (U.S. Pat. #4,754,705) funded by the U.S. Department of Energy is described. The plug's function is to improve blasting efficiency through the enhancement of stemming effectiveness and thereby reduce drilling and blasting costs. The plug comprises a solid unit placed in the blast hole within the stemming column above the explosive. It is designed for use with back filled drill cuttings or any other suitable material The research and development program comprised the testing of the plug in small diameter holes in competent rock for both bench and crater blasting configurations and full scale field trials in multiple hole and row blasts using blast holes of from 76 to 387 mm in diameter. Test measurements included stemming displacement and velocity, face movement and extent, peak air over pressure and ground surface peak particle velocity. Data acquisition equipment included a Spin Physics SP2000 high speed video motion analysis system, and acoustic and seismic monitoring units. Substantial reductions in stemming ejection velocity or ejection elimination were achieved whilst reducing stemming length by up to 35% over conventional practice. Peak air blast pressures were also reduced by between 8 and 25 dB. A strong inverse relationship between rock face movement and stemming ejection velocity was found. The implications of the importance of stemming effectiveness in blasting and computer blast simulation is also addressed.

The objective of the paper is to develop an understanding of the influence of caving on powered support rating by examining the geology and support performance at two sites which represent the current extremes in support rating, ie 6/240 Ton supports operating in the Hirst Seam at Solsgirth Colliery, Scotland, and 4/900 Tonne supports operating in the Bulli Seam, West Cliff Colliery, Australia. A conceptual model is introduced which considers the coal ahead of the face, the powered support, and the caved waste to be three yielding foundations which interact to control the subsidence of the roof strata. Different caving mechanisms are identified for the strata of the Hirst and Bulli Seams, ihese mechanisms being related to rock properties, ie to the palaeogeography and depositional conditions at each site, producing caved wastes with different yield characteristics. The results obtained for convergence and support reaction during production cycles at both sites are analysed to show the manner in which support reaction is developed, indicating the importance of high setting load densities in the Bulli Seam. Evaluation of the work done on the subsiding roof strata during typical production cycles by two of the yielding foundations, ie the powered support and the caved waste immediately behind the powered support, is used to further demonstrate the influence of caving mechanisms on support rating.

Several major routes connecting Northern and Southern Europe or Asia run through Austria. These highways have to surmount the alpine range which traverses Austria from west to east. In order to ensure safe driving conditions even in winter, tunnels, at times quite long ones, are necessary. Austria now has tunnels totalling 160 km in length. These tunnels are either already in use or just about completed. The Plabutsch tunnel near Graz will be one of the longest tunnels in the world: approximately 10 kilometers in length. It will be put into operation in the summer of 1987. Before construction could begin, soil and rock conditions had to be investigated by means of a test tunnel. Afterwards, excavation was begun to the full 100 m' cross section. The new Austrian tunnelling method with conventional blasting was used for the major part of the tunnel. It was necessary to have such a large tunnel cross section because a fully transverse ventilation system is installed for environmental reasons. In order to avoid air pollution from the tunnel, exhaust fumes are not allowed to escape from the tunnel portals but from two shafts, each with a diameter of 8.5 m. In this way, exhaust fumes must rise 90 meters or 240 meters before they reach the open air and will thus not affect the city. The ventilation system influences the size of the excavation, and especially the size of the ventilation caverns and the air shafts. All these factors directly influence construction and maintenance costs, and an economical optimisation leads to the appropriate dimensions for the excavation.

On-line radioisotope gauges determine information on the characteristics of ore to enable improved control of processing operations. In the metalliferous mineral industry, in-stream analysis systems based on radioisotope X-ray techniques determine concentrations of valuable minerals at various stages of the concentration process. In the coal industry, on-line gauges determine ash and moisture contents, and the specific energy of coal.In-stream analysis systems developed in Australia are installed in about 30 mineral concentrators. Their use has led to the increased recovery of valuable minerals, and the time taken to recover the cost of installation is usually several months. The savings to Australia resulting from use of these analysis systems is estimated to be more than $A 15 million per year.Australian experience in the training of mineral industry personnel shows that the most effective approach is to combine courses on nuclear techniques and control of processing operations. This is the basis of Australia's contribution to the minerals sub-project of the United Nations Development Program (UNDP) Industrial Project.

The action of free rolling disc cutters is well understood, relationships between disc geometry and performance having been established both in the laboratory and under field conditions. However, under severe operational conditions a malfunction of the disc bearing assembly is likely to produce a definite change of cutting action. Collapsed or siezed bearings can even prevent the disc from rolling and thereby create what is equivalent to a drag pick. This paper describes a programme of laboratory experiments using deliberately stalled discs. Their performance under such conditions is contrasted with that for a free rolling disc and also with a drag pick having a ridged front developing into a negative radiused back clearance angle. In conclusion an assessment is made of the influence stalled discs can have on the torque and thrust requirements for a tunnel boring machine.

The concept of hydro power in deep mines is based on the exploitation of the hydrostatic head that can be gained as refrigerated cooling water descends in shaft pipe columns from the surface, to provide hydraulic power for machines at the working face. This paper describes the work done on two important aspects of the controlled distribu-tion of the high pressure water within a mine, namely the control of pressure under normal operating conditions, and the control of flow in an emergency situation following a pipe breakage. Suitable methods of control have been determined using theoretical techniques to model the steady and unsteady flow behaviour of the water in the pipeline, and taking into consideration the environmental constraints on the types of control devices that can be used. The preferred approach is one in which the high pressure water itself is used as the control medium. The control valves themselves can be fairly conventional in design, but in the case of pipe break protection it is shown that a less conventional approach based on the use of a hydraulic fuse gives improved control performance.

Transportation networks extend every day around the world, requiring safe and well-maintained structures for efficiency and for users’ safety. Due to specific features of the infrastructure, such as longer tunnels, increased traffic and marginal safety rules, fire safety in rail and road tunnels becomes more challenging.The situation becomes more critical due to the global economy and increasing worldwide tourism, with multi-national companies often involved in both design and construction of transportation routes or systems in other countries. Tourism brings the risk of visitors becoming victims in a foreign land; thus, international law becomes more and more applicable to transportation projects all over the world, requiring a consistent approach to safety (UN Economic and Social Council, 2001; US DOT Federal Highway Administration (FHWA) 2006; US Transportation Research Board, Committee on the Role of Public Transportation in Emergency Evacuation, 2008; UK Parliamentary Office of Science and Technology, 1997).There are significant differences between rail and road tunnels, both in their functionality and safety requirements. Most tunnels over a certain length are equipped with emergency ventilation systems capable to control the spread of smoke by creating an air stream in the desired direction. Besides ventilation, fire-life safety (FLS) includes smoke and heat detection by linear or spot detectors, closed-circuit television (CCTV) and public address systems with prerecorded announcements, as well as evacuation signage and monitoring capabilities (Vägverket – Swedish National Road Administration, 2004).There isn’t a consistent, worldwide approach to the design of emergency ventilation systems for tunnels, with significant differences from continent to continent (US DOT Federal Highway Administration (FHWA), 2004, US Federal Transit Administration, Transportation Research Board, 2006). In North America US NFPA 130 and 502 standards for rail and road tunnels, respectively, represent the main criteria, however, they are continually revised and new versions issued every three years. For road tunnels the World Road Association PIARC issues guidelines, but they are not truly enforceable. There are no similar international guidelines for rail tunnels, except general recommendations by the International Association of Public Transport (UITP) (IAPT, 2003).In Europe the Directive #54/EC adopted by European Community Parliament in 2004 requires a minimum level of safety for road tunnels users in all existing and proposed tunnels in the Trans-European road network that are greater than 500 m in length. Authorities having jurisdiction in many other individual countries, such as Australia, Austria, Germany, Japan and others, enforce specific safety regulations (Miclea et al, 2007). While it is impossible to summarise all aspects of this topic in a short paper, a review of the design approach, the existing differences in safety requirements, as well as applicable design solutions to meet safety codes for both rail and road tunnels are discussed below.

King Island Scheelite is a wholely owned subsidiary of Peko-Wallsend Ltd. The company works two underground mines near the southern end of King Island at the western approach to lass Strait, 240 km south of Melbourne. (See ^igure 1).

The ore deposits of the Oobar mining field are confined to sediments of the Early Devonian Cobar Supergroup. The mineralisation is discordant to bedding and parallel to cleavage. The structural association is variable with the deposits near the eastern margin of the Cobar Basin formed in zones of deformation and faulting. The Elura deposit located further to the west is in less deformed sediments within the core of a small anticline. There are wide variations in ore type fran lad sulphide chalcopyrite - pyrrhotite - pyrite to high sulphide sphalerite - galena - pyrrhotite - pyrite assemblages. The deposits ccnmonly contain an inner zone of quartz - sulphide - chlorite veining grading outwards into a chlorite halo containing quartz - carbonate veining. The Elura deposit differs in having an inner massive sulphide zone surrounded by a zone of big-Fe carbonate formation. The mineralisation probably formed during regional metamorphism and deformation in the Early Carboniferous. A possible genetic model involves the injection of metal bearing hydrothermal fluids formed in the upper mantle or lower crust up basement structures into the overlying Cobar Supergroup sediments. An alternate model proposes the leaching of metals from the sediments by brines formed during metamorphism and subsequent emplacement in favourable structural zones.

This paper highlights the importance of accurate observational technical reports compiled by Mining Geologists and Engineers. Before uncovering the original reports in July 1992, all previous investigations discounted returning to old mining areas on the belief that all operations were suspended because they were 'unpayable'. However, the detail of the original reports removed any doubt of the economic value of retrieving remnant ore.The important feature was that the description of 'unpayable' by GMA could be equated to 11.6 - 35 g/t over the history of the mine. On the basis of these reports the Morning Star mine has been re-opened.

The phenomenon of Instantaneous Outbursts, although not new to Australia, was sharply drawn to the attention of the local coal-mining industry by two isolated fatal occurrences on widely separated fields, both late in 1954. An outburst is the eruption of apparently solid coal from the face, aided by vast quantities of gas released from the coal, as the coal fails under mining stresses additional to its natural stressing.The gases involved are principally methane and carbon dioxide. The various factors which combine to produce outburst conditions range from external factors such as stresses arising from depth of cover and other causes, to inherent factors such as strength of coal,and its capacity to retain gases (sorption). Of the localities where instantaneous outbursts occur the Gard Basin in Southern France has had the greatest number and the most serious occurrences. By contrast, local outbursts have been minor.Experimental work into some influencing factors has been carried out by various overseas authorities and some research has been accomplished in Australia. Practices used in some overseas areas to improve safety of working are largely empirical, as are the local rules and recommendations for work in affected areas.The appearance of further outburst areas is anticipated as mining becomes more extensive and deeper.INTRODUCTION"Instantaneous Outbursts" can be described as violent eruptions of coal from the solid accompanied by considerable gas evolution. The projected coal is usually of small size, and a high proportion is pulverized, and may be carried and deposited over great distances by the gases, liberated from the outburst. This outburst coal is of bituminous to anthracitic rank, and the gas involved is essentially methane or carbon dioxide, or a mixture of both. Outbursts involving carbon dioxide are usually more violent and dangerous. The phenomenon is relatively unusual, being confined to probably sixteen known areas in the entire world, these areas comprising only portion of the coalfields in which they occur. Usually only one or two mines on each field are affected.

This study examines the application of Landsat TM data to the identification of hydro- thermal alteration in the arid terrain of the El Salvador region of north Chile. Numerical reflectance values were extracted from the digital Landsat TM data for a variety of rock surfaces, including four parts of the El Salvador gossan, for each of six spectral bands. These reflectance values were analysed statistically in order to select the three spectral bands, combined as a colour composite image, that are most efficient in discriminating different varieties of alteration and for general geolog- ical interpretation. The most cost effective com- posite image for this area is a combination of bands 1,4 and 7 as the blue, green and red components respectively, with simple contrast enhancement. This image is superior to some much more expensive enhancement techniques and allows unambiguous identification of areas of hydrothermal alteration larger than about 50m. The efficient operation of large haul trucks in large open pit mines requires an economic trade off between the haul route quality, the haul truck payloads and the level of haul truck reliability. This paper describes an investigation into the relation- ship between haul route surface quality and the level of structural reliability of a haul truck main frame. An instrumentation system for unattended recording of data on a haul truck operating normally in a mine and com- puter based analytical procedures were developed and used to identify which road segments contribute significantly to fatigue cracking at various sections of a haul truck main frame. INTRODUCTION In many open pit mines there is exten- sive use of large haul trucks to move over- burden and minerals. In most open pit hard rock mines, both the overburden and mineral ore are moved by large rear dump type haul trucks. The main aim of the conference is to work towards improved useage of steelplant slags which have largely been considered waste mater- ials, This paper summarised investigations carried out on the suitability of air cooled blast furnace slag, blast furnace granulated slag and basic oxygen steelmaking slag as road base materials. All slag samples were obtained from the PortòKembla Works of Australian-Iron and Steel Pty Ltd. Since road making materials are increas- ingly being characterised by use of resilient moduli, the compressive strengths and resilient moduli were determined for road base of the following slags. 1 Air cooled crushed blast furnace slag 2 mixes of air cooled blast furnace slag, granulated slag, and lime 3 mixes of air cooled blast furnace slag,-granulated slag and basic oxygen steelmaking slag. Evaluation of a local dacite (dense medium grained igneous rock, classification rhyolite), generally considered an excellent road base course material, was carried out for use as a reference material.

Eimco Great Britain, a division of Baker Mining Equipment Company, was contracted to develop a hardrock tunnelling machine in conjunction with British Coal. The objective: a machine to cut rock up to 170 MPa compressive strength yet retaining the flexibility of roadheader type machines. This flexibility to encompass mobility, wide range of excavation shapes and sizes, simplicity of design and use, compact size, and efficient cutting operation. Current roadheaders operating in hard material are characterized by: 1. Severe machine vibration 2. Bouncing of the boom away from the rock 3. Very high pick wear 4. Inability to sump head in bad floor conditions The reasons for this poor performance can be attributed in part to: 1. High speed of cutting head rotation 2. Inability to hold boom against rock while cutting variable hardness strata. To overcome the problems described, a new articulation method was developed utilizing four hydraulic rams to "lock" the boom in position on one axis and four hydraulic motors to rotate the boom for cutting via a turret arrangement. The slide mounted turret is hydraulically advanced for sumping into the face, independent of the machine base. To transfer cutting forces back to the rock, the machine base is held rigidly in the excavation by floor to roof or side to side rams. A cutting head mounted on the boom rotates at very low speed, but with very high torque.

The mineralogy and extractive metallurgy of platinum and palladium in ores and residues is examined and the relative reactivity of Pt, Pd, PtS and PdS in cyanide and chloride media at 20¦C is discussed. Electrochemical measurements establish that Pd is readily leached in chloride media but more slowly in cyanide media due to a passivating PdO film. The passivating oxide film on Pt prevents leaching in either system at ambient temperatures. The results of leaching Au, Pd and Pt from an iron oxide residue obtained from the Sherritt Gordon Process using CN/air and Cl-/H202 are compared. It appears that passivation is overcome either by roasting at ?600¦ or by leaching at >_100¦C.

In stratigraphic orebodies, estimation of footwall and hangingwall location is often of more importance than grade estimation. Contoured grade estimates often produce smeared boundaries and the use of accumulations and thicknesses as variables re-introduces the original problem: location of the point at which the estimate is to be made. The paper introduces statistical and geostatistical techniques for the solution of the problem and illustrates the techniques with a case study from Mount Isa, one of the world's largest producing silver-lead-zinc deposits. Solutions for calculating variograms in orebodies of variable dip, strike and plunge are presented together with relative variograms for individual metals, metal accumulation and orebody thickness. Optimal methods for hangingwall and footwall location are introduced and illustrated with an example. Orebody boundaries are then kriged after which individual metal grades are kriged within the estimated boundaries. The boundary estimates are compared with manually interpreted boundaries and known boundaries in mined-out areas. Grade and tonnage estimates are compared in mined-out areas.
