A specialized loading system for tensile and fatigue testing of wire rope was constructed and installed in the U.S. Bureau of Mine Wire Rope Test Facility in Bruceton, Pennsylvania. The computer-controlled closed-loop servo-hydraulic test system which can apply up to 800,000 pounds of force on the rope while stretching it up to 30 inches will be used in the development and verification of hoist rope retirement criteria for ropes in the 1 to 2 ½ in. diameter range. Characteristics and capabilities of the system are discussed.

The record of fatalities from mine explosions in the United States during the past 3 years has been the best in the history of the mining industry. During these 3 fiscal years, mine explosions have resulted in an average of 4I0 deaths per year, as compared with an average of 153 deaths per year for the preceding; 5 years; an average of 542 deaths per year for the 3-year period 1907-09, inclusive, just before the organization of the U. S. Bureau of Mines; and a yearly average of 265 deaths per year for the 20-year period prior to 1929. This remarkable reduction in deaths from mine explosions demonstrates clearly that mine explosions can be controlled; in fact, they can be prevented when or if the mining people of the United States see fit to take the readily available precautions necessary to bring about this desirable objective. Several large coal-producing States, which in the past have had numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 6 years or even longer. The bituminous mines of Pennsylvania, the largest coal-producing State, give a good example of what can be done to prevent explosions; this State has had only one major explosion (and it resulted in 7 fatalities) during the past 6 years, and no explosion occurred in the several hundred bituminous-coal mines of the State during the past fiscal year. This is a truly remarkable record when compared with past performance in any year in the operation of coal mines in Pennsylvania.

This report presents the Phase I progress in the development of a Radar Coal Thickness Sensor (RCTS) being conducted by Boeing Aerospace and Electronics for the Bureau of Mines. A method is developed for measuring both the dielectric constant and depth of the coal shale interface using a modified UHF network analyzer and antennas in proximity to the surface of the coal. Both bistatic and monostatic systems, are compared. The algorithm technique uses synthetic range gating for clutter rejection and full polarimetric scattering matrix techniques to extract the dielectric constant and depth to sub-wavelength accuracies. Tests were run both in the lab and in a coal mine to build an error budget and demonstrate a validation of the model. The development of a prototype radar suitable for coal mine robotics is specified.

The United States depends mainly on foreign imports, principally India, for an adequate supply of sheet mica suitable for its many uses in the electrical and electronics industries. Sheet mica has, in fact, played an indispensable role in developing these industries,4/ and, in turn, the products of these industries (radio, radar, electric motors, and many others) have become indispensable to the military forces. Because or these conditions, sheet mica in its better qualities long has been classified as a strategic and critical material, and from this stems the wide-spread interest in substitute materials of which synthetic mica is one potential type. The United States Departments of the Navy and the Army entered into a cooperative agreement with the Bureau of Mines in 1947 to study ways and means of synthe-sizing and growing mica crystals. This is one of a series of reports5/ that describe the results of this program.

A process for removing sulfate from Great Salt Lake brines and other natural brines, including sea water, has been developed. Sulfate is quantitatively removed by precipitation as barium sulfate in a cyclic process employing ion-exchange techniques. Barium is continously recovered and recycled, and sodium carbonate and sulfur or sulfuric acid are produced as byproducts in quantities sufficient to more than defray the cost of desulfation.

For a number of years the Bureau of Mines has been studying the properties of crude petroleums produced in the United States and the Western Hemisphere. A number of reports have been published giving the analyses of crudes from the different field and regions as made by the Bureau of Mines Hempel method of analysis.4/ Several of these reports include analyses off crude oils from the Rocky Mountain region.5/ The search for new fields and new producing horizons in old fields in the Rocky Mountain region has been quite intensive during the last few years, and a number of discoveries have been made.

Since many new mineral processing systems under development can impose severe corrosive conditions on construction materials, the Bureau of Mines reviewed and assessed the literature on corrosion resistance of ceramic materials. Corrosive conditions were categorized as: (1) acids and aqueous solutions, (2) glass and slag/metal melts, and (3) gases. Information on the corrosion resistance of ceramic materials, generally, is disseminated by many sources, each of which is interested in specific corrosive environments. Based on this survey, it was noted that (I) the development of standardized tests is needed to study solution-type corrosion of ceramics, (2) slag/melt corrosion data are the most comprehensive of the available data, and (3) better definition of corrosion mechanisms In gaseous environments is needed.

Ground control problems are an important factor affecting safety, production, and efficiency in underground coal mines. A major portion of ground control problems encountered in underground coal mines can be attributed to geologic features in the strata surrounding the extracted coal seam. The U.S. Bureau of Mines has compiled information from numerous sources on the geological features that contribute to ground control problems in underground coal mines. The compilation includes (1) sedimentary features such as paleochannels, crevasse splays, clastic dikes, mold-and-cast structures, concretions, and lithologic factors, and (2) structural features such as folds, fractures, joints, cleat, and faults. The compiled information will aid in identifying the features, predicting their occurrence in advance of mining, and controlling or minimizing roof failure when these features are encountered in an underground coal mine.

General Six open-pit metal mines, five copper and one molybdenum, were visited during the course of the research. Four were investigated twice, in summer and in winter, in order to determine the effects of seasonal variations In temperature and moisture upon the measured parameters, Permission to enter the fifth mine was received too late to make an examination during the summer months. The sixth mine was visited to confirm the results obtained from the other five and specifically, to observe how the project recommendations (as will be presented in this chapter) would apply to open-pit metal mines in general. Information gathered during the ten plant visits is sufficient to form an adequate data base for the report. A complete presentation of all field trip data is given in Appendix 1. Further, a detailed description of the electrical distribution and grounding practices at each mine is also contained there. Typical System. At a typical mine as shown schematically in Figure 62, one or more substations with resistance-grounded secondaries are employed to transform the incoming utility-voltage to the lower potential used by the mining machines, generally three-phase 4160 V. At this level, pit distribution is carried on overhead lines, supported by wooden poles, to supply switchhouses located in benches near the particular piece of equipment. "Button" type ore from the Cason mine, Batesville, Ark., can be up-graded to plus-40-percent manganese by mineral-dressing procedures. A simple process including gravity concentration and. magnetic separation yielded more than 50-percent recovery of concentrates containing 38.1 to 40.6 percent manganese. These values in turn could be raised to 41.4 and 42.8 percent, respectively, upon sintering to conform to size specifications. The Bureau of Mines in the past has surveyed and tested many manganese ores and prospects in an endeavor to alleviate the shortage of manganese. The present period of emergency again emphasizes the strategic position of the metal, and manganese investigative work is being stressed to find new ore bodies and to apply newer beneficiation techniques to the known deposits.

Preliminary to an experimental study of selected physical properties of helium and related gases) the Bureau of Mines Helium Research Center conducted a data-gathering literature survey. This report combines the results of the 1961-63 literature search into a usable format. The data accumulated on the physical properties are presented in tables and graphs. The data in the tables were chosen for exact representation and comparison of specific values. An attempt was made to select the most reliable and consistent value available for a given property without extensively analyzing each source reference. The methods of evaluation are discussed later. The graphs show trends and anomalies which may be obscure in tabular form. The author has prepared this paper with the help and permission of J. B. Tyrrell and W. M. Sixt, the managing director and the mine manager, respectively. This mine is operating at a daily rate of about 150 tons.

Mining did not contribute significantly to the economy of Benin, a small country on the coast of West Africa, during 1978-79. During these years, Benin continued to be rated by the United Nations as one of the 25 least developed countries in the world; its gross domestic product was under $200 3 per person per year. Salt from seawater, sand and gravel, bricks, and imported clinker for cement were the only minerals which contributed to the economy. Minerals were not expected to play an important role in the commercial sector of Benin's economy during the next decade. Joint projects included infrastructure development to create a coordinated road and rail system between Niger and Benin that was begun in 1960 as ?Operation Hirondelle." In 1976, an agreement for the construction of a rail link from Niamey, Niger, to Parakou was signed. At Parakou, the rail line would join the existing line to the port at Cotonou. Construction of the rail line was expected to take 6 years, and the cost was estimated at $287 million in 1979. During late 1979, the Federal Republic of Germany granted Benin a loan of $12 million for reconstruction of the port at Porto Novo. Benin and Nigeria were discussing a joint adventure in crude salt exploitation.

Although there are exceptions, oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. When these ores are of high enough grade they can be smelted; indeed, some rather low-grade ores of this type have been smelted at a profit because of their fluxing value. In the past, when these ores could not be smelted, they either were not treated or were treated at low efficiency, generally by cyanidation. The need for thorough investigation of the problem was therefore evident for some time before the writers began their research. The problem of treating manganese-silver ores seems to have been recognized first about 35 years ago by C. W. Goodale in applying pan amalgamation at Tombstone, Ariz. He attributed the low extraction of silver to the fouling of the mercury by manganese rather than to the presence of a refractory compound of manganese and silver. Although definite knowledge as to the cause of the poor extraction of silver was lacking, a more or less effective preliminary treatment, that is, a chloridizing roast, was applied.

Accurate flammability and ignitability data for chemicals form the cornerstone of procedures used to assess the hazards associated with commercial chemical production and use. Since 1967 the ASTM E27 Committee on the Hazard Potential of Chemicals has issued numerous, widely used consensus standards dealing with diverse testing and predictive procedures used to obtain relevant chemical hazard properties. The decision to issue a standard rests solely with the membership, which consists of representatives from industry, testing laboratories, consulting firms, government, academia, and instrument suppliers. Consequently, the procedures are automatically relevant, timely, and widely applicable. The purpose of this paper is to highlight some of the widely used standards, complemented with hypothetical but relevant examples describing the testing strategy, interpretation, and application of the results. A further goal of this paper is to encourage participation in the consensus standards development process. The paper is published in two parts. The first part (in the preceding issue of Process Safety Progress) dealt with the E27 standards pertaining to thermodynamics, thermal stability, and chemical compatibility. Surface mining and reclamation of a southeastern Ohio site with sandstone-shale overburden resulted in (as compared to premining levels): 1) runoff volumes and peak rates that increased by a factor of from 2 to 10 during mining and after reclamation, 2) destruction of the "aquifer" perched on the underclay of the mined coal bed and gradual, but, as yet incomplete redevelopment of this aquifer after reclamation, 3) no immediate effect on another, lower perched "aquifer", 4) up to 100 times greater sediment concentrations in runoff. Results were influenced by increasing annual precipitation amounts through the period of record; 1978, 1979, and 1980 (postreclamation years) experienced precipitation amounts approaching or exceeding long-term normalcy for the area. Part of the reason that the site produced more runoff after reclamation than before mining is that the premine condition was one of an open, porous soil under woodland, while the postreclamation condition was one of a compacted, bulldozed soil. Sediment concentration results were influenced by failure of the postreclamation erosion control system and by a series of detention reservoirs above the stream monitoring station.

Apparatus for the analytical distillation of crude oils under an artificial pressure of 760 mm. of mercury has been designed and constructed. This apparatus enables laboratories at high altitudes to make Bureau of Mines routine analyses of crude oils with results similar to those obtained by laboratories at sea level. This is especially important for laboratories in the Rocky Mountain region, where barometric pressures of approximately 600 mm of mercury are encountered. During the past 30 years, the ?Bureau of Mines has made several thousand analyses of crude oils from various parts of the United States and from foreign countries. The first part (stage 1) of the distillation for the analysis is made at atmospheric pressure, and as most petroleum laboratories are near sea level, comparable results are obtained ordinarily. However, the increased use of the method by .laboratories at high altitudes has caused difficulty, as the analyses cannot be accurately compared with analyses from laboratories at sea level. For instance, laboratories at 7,200 feet generally report 2 to' 4 percent (based upon the crude oil) more gasoline than sea level laboratories. The use of the pressurized apparatus developed by the writers makes it possible for these high-altitude laboratories to duplicate analyses made at sea level.

This publication contains routine analyses and related source data for 434 gas samples from 16 States. These samples were collected during calendar year 1961 as part of the continuous survey for the occurrence of helium in natural gas conducted by the Helium Activity of the Bureau of Mines. The analyses herein were made by mass spectrometer and Frost helium apparatus. The most important helium resource discovery made during 1961 was the Table Mesa field in San Juan County, N. Mex. This field, Which has an estimated recoverable helium reserve of 850 million cubic feet, is now supplying gas containing approximately 5.4 percent helium to the Bureau of Mines Navajo Helium Plant at Shiprock, N. Mex.
